The parallel growth in coal demand and environmental concern has spurred interest in technologies that burn coal with greater efficiency and with lower emissions. Clean Coal Technologies (CCTs) will ensure that continued use of the world`s most abundant energy resource is compatible with a cleaner, healthier environment. Increasing interest in CCTs opens the door for American small businesses to provide services and equipment for the clean and efficient use of coal. Key players in most coal-related projects are typically large equipment manufacturers, power project developers, utilities, governments, and multinational corporations. At the same time, the complexity and scale of many of these projects creates niche markets for small American businesses with high-value products and services. From information technology, control systems, and specialized components to management practices, financial services, and personnel training methods, small US companies boast some of the highest value products and services in the world. As a result, American companies are in a prime position to take advantage of global niche markets for CCTs. This guide is designed to provide US small businesses with an overview of potential international market opportunities related to CCTs and to provide initial guidance on how to cost-effectively enter that growing global market.

Geothermal Small Business Workbook [Geothermal Outreach and Project Financing

Small businesses are the cornerstone of the American economy. Over 22 million small businesses account for approximately 99% of employers, employ about half of the private sector workforce, and are responsible for about two-thirds of net new jobs. Many small businesses fared better than the Fortune 500 in 2001. Non-farm proprietors income rose 2.4% in 2001 while corporate profits declined 7.2%. Yet not all is rosy for small businesses, particularly new ones. One-third close within two years of opening. From 1989 to 1992, almost half closed within four years; only 39.5% were still open after six years. Why do some new businesses thrive and some fail? What helps a new business succeed? Industry knowledge, business and financial planning, and good management. Small geothermal businesses are no different. Low- and medium-temperature geothermal resources exist throughout the western United States, the majority not yet tapped. A recent survey of ten western states identified more than 9,000 thermal wells and springs, over 900 low- to moderate-temperature geothermal resource areas, and hundreds of direct-use sites. Many opportunities exist for geothermal entrepreneurs to develop many of these sites into thriving small businesses. The ''Geothermal Small Business Workbook'' (''Workbook'') was written to give geothermal entrepreneurs, small businesses, and developers the tools they need to understand geothermal applications--both direct use and small-scale power generation--and to write a business and financing plan. The Workbook will: Provide background, market, and regulatory data for direct use and small-scale (< 1 megawatt) power generation geothermal projects; Refer you to several sources of useful information including owners of existing geothermal businesses, trade associations, and other organizations; Break down the complicated and sometimes tedious process of writing a business plan into five easy steps; Lead you--the geothermal entrepreneur, small company, or project developer--step-by-step through the process needed to structure a business and financing plan for a small geothermal project; and Help you develop a financing plan that can be adapted and taken to potential financing sources. The Workbook will not: Substitute for financial advice; Overcome the high exploration, development, and financing costs associated with smaller geothermal projects; Remedy the lack of financing for the exploration stage of a geothermal project; or Solve financing problems that are not related to the economic soundness of your project or are caused by things outside of your control.

Small Business Innovation Research: Abstracts of Phase 1 awards, 1994

The Small Business Innovation Research (SBIR) program enables DOE to obtain effective, innovative solutions to important problems through the private sector, which has a commercial incentive to pursue the resulting technology and bring it to the marketplace. The growing number of awardees, many of them started in business in response to SBIR solicitations, is becoming a significant resource for the solution of high risk, high technology problems for the Department. As detailed here, this publication describes the technical efforts for SBIR Phase 1 awards in 1994. It is intended for the educated layman, and may be of particular interest to potential investors who wish to get in on the ground floor of exciting opportunities. Contained in this booklet are abstracts of the Phase 1 awards made in FY 1994 under the DOE SBIR program. The 212 Phase 1 projects described here were selected in a highly competitive process from a total of 2,276 grant applications received in response to the 1994 DOE annual SBIR Solicitation. The selections for awards were made on scientific and technical merit, as judged against the specific criteria listed in the Solicitation. Conclusions were reached on the basis of detailed reports returned by reviewers drawn from DOE laboratories, universities, private industry, and government. (Any discrepancies noted in prior DOE releases naming the firms selected for awards are due either to the firm changing its name after the award selection or to the firm not proceeding to a signed grant.) It is expected that between one-third and one-half of the Phase 1 projects will be continued into Phase 2. The work described in the abstracts is novel, high-risk research, but the benefits will also be potentially high if the objectives are met. Brief comments on the potential applications are given after each abstract. Efficient small-scale dynamo in solar convection zone

We investigate small-scale dynamo action in the solar convection zone through a series of high resolution MHD simulations in a local Cartesian domain with 1$R_\\odot$ (solar radius) of horizontal extent and a radial extent from 0.715 to 0.96$R_\\odot$. The dependence of the solution on resolution and diffusivity is studied. For a grid spacing of less than 350 km, the root mean square magnetic field strength near the base of the convection zone reaches 95% of the equipartition field strength (i.e. magnetic and kinetic energy are comparable). For these solutions the Lorentz force feedback on the convection velocity is found to be significant. The velocity near the base of the convection zone is reduced to 50% of the hydrodynamic one. In spite of a significant decrease of the convection velocity, the reduction in the enthalpy flux is relatively small, since the magnetic field also suppresses the horizontal mixing of the entropy between up- and downflow regions. Enrichment Zoning Options for the Small Nuclear Rocket Engine (SNRE)

Advancement of U.S. scientific, security, and economic interests through a robust space exploration program requires high performance propulsion systems to support a variety of robotic and crewed missions beyond low Earth orbit. In NASAs recent Mars Design Reference Architecture (DRA) 5.0 study (NASA-SP-2009-566, July 2009), nuclear thermal propulsion (NTP) was again selected over chemical propulsion as the preferred in-space transportation system option because of its high thrust and high specific impulse (-900 s) capability, increased tolerance to payload mass growth and architecture changes, and lower total initial mass in low Earth orbit. An extensive nuclear thermal rocket technology development effort was conducted from 1955-1973 under the Rover/NERVA Program. The Small Nuclear Rocket Engine (SNRE) was the last engine design studied by the Los Alamos National Laboratory during the program. At the time, this engine was a state-of-the-art design incorporating lessons learned from the very successful technology development program. Past activities at the NASA Glenn Research Center have included development of highly detailed MCNP Monte Carlo transport models of the SNRE and other small engine designs. Preliminary core configurations typically employ fuel elements with fixed fuel composition and fissile material enrichment. Uniform fuel loadings result in undesirable radial power and temperature profiles in the engines. Engine performance can be improved by some combination of propellant flow control at the fuel element level and by varying the fuel composition. Enrichment zoning at the fuel element level with lower enrichments in the higher power elements at the core center and on the core periphery is particularly effective. Power flattening by enrichment zoning typically results in more uniform propellant exit temperatures and improved engine performance. For the SNRE, element enrichment zoning provided very flat radial power profiles with 551 of the 564 fuel elements within 1% of the average element power. Results for this and alternate enrichment zoning options for the SNRE are compared.

Commercialization of Los Alamos National Laboratory technologies via small businesses. Final report

Over the past decade, numerous companies have been formed to commercialize research results from leading U.S. academic and research institutions. Emerging small businesses in areas such as Silicon Valley, Boston`s Route 128 corridor, and North Carolina`s Research Triangle have been especially effective in moving promising technologies from the laboratory bench to the commercial marketplace--creating new jobs and economic expansion in the process. Unfortunately, many of the U.S. national laboratories have not been major participants in this technology/commercialization activity, a result of a wide variety of factors which, until recently, acted against successful commercialization. This {open_quotes}commercialization gap{close_quotes} exists partly due to a lack, within Los Alamos in particular and the DOE in general, of in-depth expertise and experience in such business areas as new business development, securities regulation, market research and the determination of commercial potential, the identification of entrepreneurial management, marketing and distribution, and venture capital sources. The immediate consequence of these factors is the disappointingly small number of start-up companies based on technologies from Los Alamos National Laboratory that have been attempted, the modest financial return Los Alamos has received from these start-ups, and the lack of significant national recognition that Los Alamos has received for creating and commercializing these technologies.

Small Business Demand Response with Communicating Thermostats: SMUD's Summer Solutions Research Pilot

This report documents a field study of 78 small commercial customers in the Sacramento Municipal Utility District service territory who volunteered for an integrated energy-efficiency/demand-response (EE-DR) program in the summer of 2008. The original objective for the pilot was to provide a better understanding of demand response issues in the small commercial sector. Early findings justified a focus on offering small businesses (1) help with the energy efficiency of their buildings in exchange for occasional load shed, and (2) a portfolio of options to meet the needs of a diverse customer sector. To meet these expressed needs, the research pilot provided on-site energy efficiency advice and offered participants several program options, including the choice of either a dynamic rate or monthly payment for air-conditioning setpoint control. An analysis of hourly load data indicates that the offices and retail stores in our sample provided significant demand response, while the restaurants did not. Thermostat data provides further evidence that restaurants attempted to precool and reduce AC service during event hours, but were unable to because their air-conditioning units were undersized. On a 100 F reference day, load impacts of all participants during events averaged 14%, while load impacts of office and retail buildings (excluding restaurants) reached 20%. Overall, pilot participants including restaurants had 2007-2008 summer energy savings of 20% and bill savings of 30%. About 80% of participants said that the program met or surpassed their expectations, and three-quarters said they would probably or definitely participate again without the $120 participation incentive. These results provide evidence that energy efficiency programs, dynamic rates and load control programs can be used concurrently and effectively in the small business sector, and that communicating thermostats are a reliable tool for providing air-conditioning load shed and enhancing the ability of customers on dynamic rates to respond to intermittent price events.

superior lighting services to low income people in off-grid areas of developing countries, many of whom currently rely on fuel based lighting sources such as kerosene. If this potential is to be achieved in the near term, however, manufacturers must produce off-grid lighting products that are inexpensive, perform well, and meet the needs of potential end users. At present, relatively few products meet all three of these goals. In this article, we report results from a detailed study of lighting use by micro-enterprises in two small towns in Kenya's Rift Valley Province. The work included a survey about lighting use by 50 small businesses, careful measurements of kerosene lighting use patterns and associated costs for 23 of these businesses, and a subsequent field trial in which 14 of the 23 businesses purchased and used low cost LED lamps over a number of months.

This report documents a test transfer of three Air Force technical procurement bid sets to one large and twelve small businesses, using the Department of Defense (DoD) Continuous Acquisition and Life-cycle Support (CALS) and ANSI ASC X12 Electronic Data Interchange (EDI) standards. The main goal of the test was to evaluate the effectiveness of using CALS technical data within the context of the DoD`s EDI-based standard approach to electronic commerce in procurement, with particular emphasis on receipt and use of the data by small contractors. Air Force procurement data was provided by the Sacramento Air Logistics Center at McClellan Air Force Base; the manufacturing participants were selected from among McClellan`s ``Blue Ribbon`` contractors, located throughout the US. The test was sponsored by the Air Force CALS Test Network, headquartered at Wright-Patterson Air Force Base. The test successfully demonstrated the technical feasibility of including CALS MIL-R-28002 (Raster) engineering data in an EDI Specification/Technical Information transaction set (ANSI ASC X12 841) when issuing electronic requests for quotation to small businesses. In many cases, the data was complete enough for the contractor participant to feel comfortable generating a quote. Lessons learned from the test are being fed back to the CALS and EDI standards organizations, and to future implementors of CALS-EDI based acquisition or contracting systems, which require the transfer of technical information, such as engineering data, manufacturing process data, quality test data, and other product or process data, in the form of a CALS or other digital datafile.

To perform in vivo simultaneous measurements of the {sup 90}Sr and {sup 137}Cs content in the bodies of animals living in the Chernobyl Exclusion Zone (ChEZ), an appropriate method and equipment were developed and installed in a mobile gamma beta spectrometry laboratory. This technique was designed for animals of relatively small sizes (up to 50 g). The {sup 90}Sr content is measured by a beta spectrometer with a 0.1 mm thick scintillation plastic detector. The spectrum processing takes into account the fact that the measured object is 'thick-layered' and contains a comparable quantity of {sup 137}Cs, which is a characteristic condition of the ChEZ. The {sup 137}Cs content is measured by a NaI scintillation detector that is part of the combined gamma beta spectrometry system. For environmental research performed in the ChEZ, the advantages of this method and equipment (rapid measurements, capability to measure live animals directly in their habitat, and the capability of simultaneous {sup 90}Sr and {sup 137}Cs measurements) far outweigh the existing limitations (considerations must be made for background radiation and the animal size, skeletal shape and body mass). The accuracy of these in vivo measurements is shown to be consistent with standard spectrometric and radiochemical methods. Apart from the in vivo measurements, the proposed methodology, after a very simple upgrade that is also described in the article, works even more accurately with samples of other media, such as soil and plants.

Saturated Zone Colloid Transport

This scientific analysis provides retardation factors for colloids transporting in the saturated zone (SZ) and the unsaturated zone (UZ). These retardation factors represent the reversible chemical and physical filtration of colloids in the SZ. The value of the colloid retardation factor, R{sub col} is dependent on several factors, such as colloid size, colloid type, and geochemical conditions (e.g., pH, Eh, and ionic strength). These factors are folded into the distributions of R{sub col} that have been developed from field and experimental data collected under varying geochemical conditions with different colloid types and sizes. Attachment rate constants, k{sub att}, and detachment rate constants, k{sub det}, of colloids to the fracture surface have been measured for the fractured volcanics, and separate R{sub col} uncertainty distributions have been developed for attachment and detachment to clastic material and mineral grains in the alluvium. Radionuclides such as plutonium and americium sorb mostly (90 to 99 percent) irreversibly to colloids (BSC 2004 [DIRS 170025], Section 6.3.3.2). The colloid retardation factors developed in this analysis are needed to simulate the transport of radionuclides that are irreversibly sorbed onto colloids; this transport is discussed in the model report ''Site-Scale Saturated Zone Transport'' (BSC 2004 [DIRS 170036]). Although it is not exclusive to any particular radionuclide release scenario, this scientific analysis especially addresses those scenarios pertaining to evidence from waste-degradation experiments, which indicate that plutonium and americium may be irreversibly attached to colloids for the time scales of interest. A section of this report will also discuss the validity of using microspheres as analogs to colloids in some of the lab and field experiments used to obtain the colloid retardation factors. In addition, a small fraction of colloids travels with the groundwater without any significant retardation. Radionuclides irreversibly sorbed onto this fraction of colloids also transport without retardation. The transport times for these radionuclides will be the same as those for nonsorbing radionuclides. The fraction of nonretarding colloids developed in this analysis report is used in the abstraction of SZ and UZ transport models in support of the total system performance assessment (TSPA) for the license application (LA). This analysis report uses input from two Yucca Mountain Project (YMP) analysis reports. This analysis uses the assumption from ''Waste Form and In-Drift Colloids-Associated Radionuclide Concentrations: Abstraction and Summary'' that plutonium and americium are irreversibly sorbed to colloids generated by the waste degradation processes (BSC 2004 [DIRS 170025]). In addition, interpretations from RELAP analyses from ''Saturated Zone In-Situ Testing'' (BSC 2004 [DIRS 170010]) are used to develop the retardation factor distributions in this analysis.

In contemporary cryptographic systems, secret keys are usually exchanged by means of methods, which suffer from mathematical and technology inherent drawbacks. That could lead to unnoticed complete compromise of cryptographic systems, without a chance of control by its legitimate owners. Therefore a need for innovative solutions exists when truly and reliably secure transmission of secrets is required for dealing with critical data and applications. Quantum Cryptography (QC), in particular Quantum Key Distribution (QKD) can answer that need. The business white paper (BWP) summarizes how secret key establishment and distribution problems can be solved by quantum cryptography. It deals with several considerations related to how the quantum cryptography innovation could contribute to provide business effectiveness. It addresses advantages and also limitations of quantum cryptography, proposes a scenario case study, and invokes standardization related issues.
