Developing an energy efficiency service industry in Shanghai

The rapid development of the Chinese economy over the past two decades has led to significant growth in China's energy consumption and greenhouse gas (GHG) emissions. Between 1980 and 2000, China's energy consumption more than doubled from 602 million to 1.3 billion tons of coal-equivalent (NBS, 2003). In 2000, China's GHG emissions were about 12% of the global total, ranked second behind only the US. According to the latest national development plan issued by the Chinese government, China's energy demand is likely to double again by 2020 (DRC, 2004), based on a quadrupling of its gross domestic product (GDP). The objectives of the national development plan imply that China needs to significantly raise the energy efficiency of its economy, i.e., cutting the energy intensity of its economy by half. Such goals are extremely ambitious, but not infeasible. China has achieved such reductions in the past, and its current overall level of energy efficiency remains far behind those observed in other developed economies. However, challenges remain whether China can put together an appropriate policy framework and the institutions needed to improve the energy efficiency of its economy under a more market-based economy today. Shanghai, located at the heart of the Yangtze River Delta, is the most dynamic economic and financial center in the booming Chinese economy. With 1% of Chinese population (13 million inhabitants), its GDP in 2000 stood at 455 billion RMB yuan (5% of the national total), with an annual growth rate of 12%--much higher than the national average. It is a major destination for foreign as well as Chinese domestic investment. In 2003, Shanghai absorbed 10% of actual foreign investment in all China (''Economist'', January 17-23, 2004). Construction in Shanghai continues at a breakneck pace, with an annual addition of approximately 200 million square foot of residential property and 100 million square foot of commercial and industrial space over the last 5 years. It is one reason that China consumed over 60% of the world's cement production in 2003 (NBS 2004). Energy consumption in Shanghai has been growing at 6-8% annually, with the growth of electricity demand at over 10% per year. Shanghai, with very limited local energy resources, relies heavily on imported coal, oil, natural gas, and electricity. While coal still constitutes over half of Shanghai's energy consumption, oil and natural gas use have been growing in importance. Shanghai is the major market for China's West to East (natural gas) Pipeline (WEP). With the input from WEP and off-shore pipelines, it is expected that natural gas consumption will grow from 250 million cubic meters in 2000 to 3000-3500 million cubic meters in 2005. In order to secure energy supply to power Shanghai's fast-growing economy, the Shanghai government has set three priorities in its energy strategy: (1) diversification of its energy structure, (2) improving its energy efficiency, and (3) developing renewable and other cleaner forms of energy. Efficiency improvements are likely to be most critical, particularly in the near future, in addressing Shanghai's energy security, especially the recent electricity shortage in Shanghai. Commercial buildings and industries consume the majority of Shanghai's, as well as China's, commercial energy. In the building sector, Shanghai has been very active implementing energy efficiency codes for commercial and residential buildings. Following a workshop on building codes implementation held at LBNL for senior Shanghai policy makers in 2001, the Shanghai government recently introduced an implementation guideline on residential building energy code compliance for the downtown area of Shanghai to commence in April, 2004, with other areas of the city to follow in 2005. A draft code for commercial buildings has been developed as well. Spectra of In-like Tungsten, $W^{25+}$, from the Shanghai permanent magnet electron beam ion trap

Three visible lines of M1 transitions from In-like W were recorded using the Shanghai permanent magnet electron beam ion trap. The experimental wavelengths were measured as 493.84 $\\pm$ 0.15, 226.97 $\\pm$ 0.13 and 587.63 $\\pm$ 0.23 nm (vacuum wavelengths). These results are in good agreement with theoretical predictions obtained using large-scale Relativistic Many-Body Perturbation Theory, in the form of the Flexible Atomic Code, and some explorations with the Muliconfiguration Dirac-Hartree-Fock code GRASP2K.

Ionospheric inversion of the Venus Express radio occultation data observed by Shanghai 25 m and New Norcia 35 m antennas

Electron density profiles of the Venus' ionosphere are inverted from the Venus Express (VEX) one-way open-loop radio occultation experiments carried out by Shanghai 25 m antenna from November 2011 to January 2012 at solar maximum conditions and by New Norcia 35 m antenna from August 2006 to June 2008 at solar intermediate conditions. The electron density profile (from 110 km to 400 km) retrieved from the X-band egress observation at Shanghai station, shows a single peak near 147 km with a peak density of about $2 \\times 10^4 \\rm{cm}^{-3}$ at a solar zenith angle of 94$^{\\circ}$. As a comparison, the VEX radio science (VeRa) observations at New Norcia station were also examined, including S-, X-band and dual-frequency data in the ingress mode. The results show that the electron density profiles retrieved from the S-band data are more analogous to the dual-frequency data in the profile shape, compared with the X-band data. Molecular Characterization of Organosulfates in Organic Aerosols from Shanghai and Los Angeles Urban Areas by Nanospray-Desorption Electrospray Ionization High-Resolution Mass Spectrometry

Aerosol samples collected in the urban areas of Shanghai and Los Angeles were analyzed by nanospray-desorption electrospray ionization mass spectrometry (nano-DESI MS) with high mass resolution (m/?m=100,000). Solvent mixtures of acetonitrile/water and acetonitrile/toluene were used to extract and ionize polar and non-polar compounds, respectively. A diverse mixture of oxygenated hydrocarbons, organosulfates, organonitrates, and organics with reduced nitrogen were detected in the Los Angeles sample. Majority of the organics in the Shanghai sample were detected as organosulfates. The dominant organosulfates in the two samples have distinctly different molecular characteristics. Specifically, organosulfates in the Los Angeles sample were dominated by isoprene- or monoterpene-derived products, while organosulfates of yet unknown origin in the Shanghai sample had distinctive characteristics of long aliphatic carbon chains and low degree of oxidation and unsaturation. The use of acetonitrile/toluene solvent facilitated identification of this type of organosulfates, suggesting they could be missed in previous studies relying on sample extraction using common polar solvents. The high molecular weight and low degree of unsaturation and oxidization of the organosulfates detected in the Shanghai sample suggest that they may act as surfactants, and plausibly affect the surface tension and hygroscopicity of the atmospheric particulate matter. We propose that direct esterification of carbonyl or hydroxyl compounds by sulfates or sulfuric acid in liquid phase could be the formation pathway of these special organosulfates. Long-chain alkanes from vehicle emissions might be their precursors.

Polybrominated diphenyl ethers in e-waste: Level and transfer in a typical e-waste recycling site in Shanghai, Eastern China

Highlights: PBDEs were detected in the majority of e-waste. PBDEs were found in TVs made in China after 1990. The levels of ?PBDEs in e-waste made in Japan far exceed the threshold limit of RoHS. The inappropriate recycling and disposal of e-waste is an important source of PBDEs. - Abstract: Very few data for polybrominated diphenyl ethers (PBDEs) were available in the electronic waste (e-waste) as one of the most PBDEs emission source. This study reported concentrations of PBDEs in e-waste including printer, rice cooker, computer monitor, TV, electric iron and water dispenser, as well as dust from e-waste, e-waste dismantling workshop and surface soil from inside and outside of an e-waste recycling plant in Shanghai, Eastern China. The results showed that PBDEs were detected in the majority of e-waste, and the concentrations of ?PBDEs ranged from not detected to 175 g/kg, with a mean value of 10.8 g/kg. PBDEs were found in TVs made in China after 1990. The mean concentrations of ?PBDEs in e-waste made in Korea, Japan, Singapore and China were 1.84 g/kg, 20.5 g/kg, 0.91 g/kg, 4.48 g/kg, respectively. The levels of ?PBDEs in e-waste made in Japan far exceed the threshold limit of RoHS (1.00 g/kg). BDE-209 dominated in e-waste, accounting for over 93%. The compositional patterns of PBDEs congeners resembled the profile of Saytex 102E, indicating the source of deca-BDE. Among the samples of dust and surface soil from a typical e-waste recycling site, the highest concentrations of ?{sub 18}PBDEs and BDE-209 were found in dust in e-waste, ranging from 1960 to 340,710 ng/g and from 910 to 320,400 ng/g, which were 12 orders of magnitude higher than other samples. It suggested that PBDEs released from e-waste via dust, and then transferred to surrounding environment.

Development of Yangbajing Air shower Core detector array for a new EAS hybrid Experiment

Aiming at the observation of cosmic-ray chemical composition at the "knee" energy region, we have been developinga new type air-shower core detector (YAC, Yangbajing Air shower Core detector array) to be set up at Yangbajing (90.522$^\\circ$ E, 30.102$^\\circ$ N, 4300 m above sea level, atmospheric depth: 606 g/m$^2$) in Tibet, China. YAC works together with the Tibet air-shower array (Tibet-III) and an underground water cherenkov muon detector array (MD) as a hybrid experiment. Each YAC detector unit consists of lead plates of 3.5 cm thick and a scintillation counter which detects the burst size induced by high energy particles in the air-shower cores. The burst size can be measured from 1 MIP (Minimum Ionization Particle) to $10^{6}$ MIPs. The first phase of this experiment, named "YAC-I", consists of 16 YAC detectors each having the size 40 cm $\\times$ 50 cm and distributing in a grid with an effective area of 10 m$^{2}$. This progress report concentrates on two major areas of dosimetry research: measurement of fast neutron kerma factors for several elements for monochromatic and white spectrum neutron fields and determination of the response of thermoluminescent phosphors to various ultra-soft X-ray energies and beta-rays. Dr. Zhixin Zhou from the Shanghai Institute of Radiation Medicine, People's Republic of China brought with him special expertise in the fabrication and use of ultra-thin TLD materials. Such materials are not available in the USA. The rather unique properties of these materials were investigated during this grant period.

In China's largest city, Shanghai, dry deposition fluxes of Cd, Pb, As and Hg were 137, 19 354, 2897 and 9.4 {mu}g m{sup -2} a{sup -1}, respectively in an urban area, intermediate in a suburban area, and 51.7, 5311, 1703 and 7.3 {mu}g m{sup -2} a{sup -1}, respectively in a rural area. Enrichment factors were Cd>Pb>As>Hg. Seasonal variations of metals differed: Pb and As were dominated by fossil fuel combustion, Cd was related to industrial pollution, and natural source controlled Hg levels.

CUORE crystal validation runs: results on radioactive contamination and extrapolation to CUORE background

The CUORE Crystal Validation Runs (CCVRs) have been carried out since the end of 2008 at the Gran Sasso National Laboratories, in order to test the performances and the radiopurity of the TeO$_2$ crystals produced at SICCAS (Shanghai Institute of Ceramics, Chinese Academy of Sciences) for the CUORE experiment. In this work the results of the first 5 validation runs are presented. Results have been obtained for bulk contaminations and surface contaminations from several nuclides. An extrapolation to the CUORE background has been performed.

Performance Evaluation of BPM System in SSRF Using PCA Method

The beam position monitor (BPM) system is of most importance in a light source. The capability of the BPM depends on the resolution of the system. The traditional standard deviation on the raw data method merely gives the upper limit of the resolution. Principal component analysis (PCA) had been introduced in the accelerator physics and it could be used to get rid of the actual signals. Beam related informations were extracted before the evaluation of the BPM performance. A series of studies had been made in Shanghai Synchrotron Radiation Facility (SSRF) and PCA was proved as an effective and robust method in the performance evaluations of our BPM system.

Aiming at the observation of cosmic-ray chemical composition at the "knee" energy region, we have been developinga new type air-shower core detector (YAC, Yangbajing Air shower Core detector array) to be set up at Yangbajing (90.522$^\\circ$ E, 30.102$^\\circ$ N, 4300 m above sea level, atmospheric depth: 606 g/m$^2$) in Tibet, China. YAC works together with the Tibet air-shower array (Tibet-III) and an underground water cherenkov muon detector array (MD) as a hybrid experiment. Each YAC detector unit consists of lead plates of 3.5 cm thick and a scintillation counter which detects the burst size induced by high energy particles in the air-shower cores. The burst size can be measured from 1 MIP (Minimum Ionization Particle) to $10^{6}$ MIPs. The first phase of this experiment, named "YAC-I", consists of 16 YAC detectors each having the size 40 cm $\\times$ 50 cm and distributing in a grid with an effective area of 10 m$^{2}$. YAC-I is used to check hadronic interaction models. The second phase of the experiment, called "YAC-II", consists of 124 YAC detectors with coverage about 500 m$^2$. The inner 100 detectors of 80 cm $\\times $ 50 cm each are deployed in a 10 $\\times$ 10 matrix from with a 1.9 m separation and the outer 24 detectors of 100 cm $\\times$ 50 cm each are distributed around them to reject non-core events whose shower cores are far from the YAC-II array. YAC-II is used to study the primary cosmic-ray composition, in particular, to obtain the energy spectra of proton, helium and iron nuclei between 5$\\times$$10^{13}$ eV and $10^{16}$ eV covering the "knee" and also being connected with direct observations at energies around 100 TeV. We present the design and performance of YAC-II in this paper.

Improving Energy Efficiency of Compressed Air System Based onSystem Audit

Industrial electric motor systems consume more than 600billion kWh annually, accounting for more than 50 percent of China selectricity use. The International Energy Agency estimates thatoptimizing motor systems results in an improvement of 20-25 percent,which is well-supported by experience in both the U.S. and China.Compressed air systems in China use 9.4 percent of all electricity.Compressed air use in China is growing rapidly, as new industrial plantsare built and the production processes of existing plants expand andchange. Most of these systems, whether existing or new, are not optimizedfor energy efficiency. This paper will present a practitioner'sperspective on theemergence of compressed air auditing services inChina, specifically as it pertains to Shanghai and surrounding areas.Both the methodology used and the market development of these compressedair system services will be addressed. Finally, the potential for energysaving opportunities will be described based on highlights from over 50compressed air system energy audits completed by Shanghai EnergyConservation Service Center, both during the United Nations IndustrialDevelopment Organization (UNIDO) China Motor System Energy ConservationProgram, and after this training program was completed.

Gamma-Ray Bursts, Ultra High Energy Cosmic Rays, and Cosmic Gamma-Ray Background

We argue that gamma-ray bursts (GRBs) may be the origin of the cosmic gamma-ray background radiation observed in GeV range. It has theoretically been discussed that protons may carry a much larger amount of energy than electrons in GRBs, and this large energy can be radiated in TeV range by synchrotron radiation of ultra-high-energy protons (\\sim 10^{20} eV). The possible detection of GRBs above 10 TeV suggested by the Tibet and HEGRA groups also supports this idea. If this is the case, most of TeV gamma-rays from GRBs are absorbed in intergalactic fields and eventually form GeV gamma-ray background, whose flux is in good agreement with the recent observation.

Tungsten spectroscopy in the EUV observed in SH-HtscEBIT

We have recorded extreme ultraviolet spectra from $\\mathrm{W^{11+}}$ to $\\mathrm{W^{15+}}$ ions using a new flat field spectrometer installed at the Shanghai high temperature superconducting electron beam ion trap. The spectra were recorded at beam energies ranging between 200 eV and 400 eV and showed spectral lines/transition arrays in the 170 - 260 \\AA{} region. The charge states and spectra transitions were identified by comparison with calculations using a detailed relativistic configuration interaction method and collisional-radiative model, both incorporated in the Flexible Atomic Code. Atomic structure calculations showed that the dominant emission arises from $5d$ $\\rightarrow$ $5p$ and $5p$ $\\rightarrow$ $5s$ transitions. The work also identified the ground-state configuration of $W^{13+}$ as $4f^{13}5s^2$, in contrast to earlier identifications.

Urban spatial-temporal activity structures: a New Approach to Inferring the Intra-urban Functional Regions via Social Media Check-In Data

Most existing literature focuses on the exterior temporal rhythm of human movement to infer the functional regions in a city, but they neglects the underlying interdependence between the functional regions and human activities which uncovers more detailed characteristics of regions. In this research, we proposed a novel model based on the low rank approximation (LRA) to detect the functional regions using the data from about 15 million check-in records during a yearlong period in Shanghai, China. We find a series of latent structures, called urban spatial-temporal activity structure (USTAS). While interpreting these structures, a series of outstanding underlying associations between the spatial and temporal activity patterns can be found. Moreover, we can not only reproduce the observed data with a lower dimensional representative but also simultaneously project both the spatial and temporal activity patterns in the same coordinate system. Analysis of the microbunching instability in a mid-energy electron linac

Microbunching instability usually exists in the linear accelerator (linac) of a free electron laser (FEL) facility. If it is not controlled effectively, the beam quality will be damaged seriously and the machine will not operate properly. In the electron linac of a soft X-Ray FEL device, because the electron energy is not very high, the problem can become even more serious. As a typical example, the microbunching instability in the linac of the proposed Shanghai Soft X-ray Free Electron Laser facility (SXFEL) is investigated in detail by means of both analytical formulae and simulation tools. In the study, a new mechanism of introducing random noise into the beam current profile as the beam passes through a chicane-type bunch compressor is proposed. The higher-order modes that appear in the simulations suggest that further improvement of the current theoretical model of the instability is needed.

The results of observations performed during total solar eclipse expeditions in 2001 (Zambia) and 2006 (Sahara desert, Libya) are presented and a beautiful photo gallery will be shown. Other peculiar observations that can be made during a solar eclipse are also illustrated. The seminar will be followed by a brief presentation of future camps for solar eclipse chasers and scientists organized in 2008 in Russia, Kazakhstan, China and Mongolia, in 2009 in Shanghai and on the Easter Island in 2010.

High quality single shot ultrafast MeV electron diffraction from a photocathode radio-frequency gun

A compact ultrafast electron diffractometer, consisting of an s-band 1.6 cell photocathode radio-frequency gun, a multi-function changeable sample chamber, and a sensitive relativistic electron detector, was built at Shanghai Jiao Tong University. High-quality single-shot transmission electron diffraction patterns have been recorded by scattering 2.5?MeV electrons off single crystalline gold and polycrystalline aluminum samples. The high quality diffraction pattern indicates an excellent spatial resolution, with the ratio of the diffraction ring radius over the ring rms width beyond 10. The electron pulse width is estimated to be about 300 fs. The high temporal and spatial resolution may open new opportunities in various areas of sciences.

Thai group set to invest in Chinese petchem complex

A $5-billion refinery and petrochemical complex is planned by Thailand's Charoen Pokphand (Bangkok) at the seaport of Nimpoh, near Shanghai. The company has discussed the project with the central government of China, and state oil and petrochemicals company Sinopec (Beijing) is due to complete a feasibility study within the next two months. Charoen's plastics processing subsidiary, Kuo Shen (Hong Kong), is expected to hold 70% in the venture, Sinopec 20%, and the Chinese government the remaining 10%. Western companies have been invited to participate. Solvay (Brussels), a 49% partner with Charoen Pokphand in the Vinythai polyvinyl chloride (PVC) joint venture at Map Ta Pud, Thailand, has not yet made a commitment. The 5-million m.t./year oil refinery would feed the complex, which will be based on a 450,000-m.t./year ethylene plant, downstream aromatics units, and a range of derivatives plants. The complex, which falls outside the many announced for Thailand's current five-year economic plan, is expcted to be implemented in stages. To begin with, a 120,000-m.t./year PVC plant will be built that will be fed on imported vinyl chloride monomer. Charoen is in discussions with process licensers, including Solvay, European Vinyl Corp., BFGoodrich, and Shinetsu. Half the PVC output will be consumed by Kuo Shen in China, where Charoen has several plastics processing units, including one in Shanghai and one in Nimpoh. Meanwhile, Sinopec's Hong Kong subsidiary is seeking partners to invest in joint venture projects in China. Sinopec president Liu Xuemin says the company is willing to cooperate with overseas companies to establish small petrochemical projects. In addition, Sinopec is negotiating with officials of Dayang in Jiangsu province and the special economic zone of Shen Zhen, near Hong Kong, on joint ventures for plastics and food additives.

A Radar-like Iron based Nanohybrid as an Efficient and Stable Electrocatalyst for Oxygen Reduction

The present study shows a design concept for fabricating Fe-PyNG hybrid via strong coupling between FePc and pyridine-N. The prominent features of the Fe-PyNG hybrid include high electrocatalytic activity, superior durability, and better performance than Pt/C toward ORR in alkaline media. These features potentially make Fe-PyNG an outstanding nonprecious metal cathode catalyst for fuel cells. The incorporation of Fe ion and pyridine-N afforded effective bonding and synergetic coupling effects, which lead to significant electrocatalytic performance. DFT calculations indicate that N-modified Fe is a superior site for OOH adsorption and ORR reaction. Meanwhile, the strong chemical bonding between FePc and pyridyne in PyNG leads to its superior stability. We believe that our present synthetic strategy can be further extended to develop other metal complexes/N-doped carbon materials for broad applications in the field of catalysts, batteries, and supercapacitors. Neutrinos from Gamma Ray Bursts

The observed fluxes of cosmic rays and gamma rays are used to infer the maximum allowed high-energy neutrino flux allowed for Gamma Ray Bursts (GRBs), following Mannheim, Protheroe, and Rachen (2000). It is shown that if GRBs produce the ultrahigh-energy cosmic rays, they should contribute (a) at least 10% of the extragalactic gamma ray background between 3 MeV and 30 GeV, contrary to their observed energy flux which is only a minute fraction of this flux, and (b) a cumulative neutrino flux a factor of 20 below the AMANDA (Neutrino 2000) limit on isotropic neutrinos. This could have two implications, either GRBs do not produce the ultrahigh energy cosmic rays or that the GRBs are strongly beamed and emit most of their power at energies well above 100 GeV implausibly increasing the energy requirements, but consistent with the marginal detections of a few low-redshift GRBs by MILAGRITO, HEGRA-AIROBICC, and the Tibet-Array. All crucial measurements to test the models will be available in the next few years. These are measurements of (i) high-energy neutrinos with AMANDA-ICECUBE or an enlarged ANTARES/NESTOR ocean detector, (ii) GRB redshifts from HETE-2 follow-up studies, and (iii) GRB spectra above 10 GeV with low-threshold imaging air Cherenkov telescopes such as MAGIC and the space telescopes AGILE and GLAST.

Measurement of the Cosmic Ray Energy Spectrum with ARGO-YBJ

The ARGO-YBJ detector, located at high altitude in the Cosmic Ray Observatory of Yangbajing in Tibet (4300 m asl, about 600 g/cm2 of atmospheric depth) provides the opportunity to study, with unprecedented resolution, the cosmic ray physics in the primary energy region between 10^{12} and 10^{16} eV. The preliminary results of the measurement of all-particle and light-component (i.e. protons and helium) energy spectra between approximately 5 TeV and 5 PeV are reported and discussed. The study of such energy region is particularly interesting because not only it allows a better understanding of the so called 'knee' of the energy spectrum and of its origin, but also provides a powerful cross-check among very different experimental techniques. The comparison between direct measurements by balloons/satellites and the results by surface detectors, implying the knowledge of shower development in the atmosphere, also allows to test the hadronic interaction models currently used for understanding particle and cosmic ray physics up the highest energies.

Probe into Gaseous Pollution and Assessment of Air Quality Benefit under Sector Dependent Emission Control Strategies over Megacities in Yangtze River Delta, China

On February 29th 2012, China published its new National Ambient Air Quality Standard (CH-NAAQS) aiming at revising the standards and measurements for both gaseous pollutants including ozone (O3), nitrogen dioxide (NO2), and sulfur dioxide (SO2), and also particle pollutants including PM10 and PM2.5. In order to understand the air pollution status regarding this new standard, the integrated MM5/CMAQ modeling system was applied over Yangtze River Delta (YRD) within this study to examine the criteria gaseous pollutants listed in the new CH-NAAQS. Sensitivity simulations were also conducted to assess the responses of gaseous pollutants under 8 different sector-dependent emission reduction scenarios in order to evaluate the potential control strategies. 2006 was selected as the simulation year in order to review the air quality condition at the beginning of Chinas 11th Five-Year-Plan (FYP, from 2006 to 2010), and also compared with air quality status in 2010 as the end of 11th FYP to probe into the effectiveness of the national emission control efforts. Base case simulation showed distinct seasonal variation for gaseous pollutants: SO2, and NO2 were found to have higher surface concentrations in winter while O3 was found to have higher concentrations in spring and summer than other seasons. According to the analyses focused on 3 megacities within YRD, Shanghai, Nanjing, and Hangzhou, we found different air quality conditions among the cities: NO2 was the primary pollutant that having the largest number of days exceeding the CH-NAAQS daily standard (80 ?g/m3) in Shanghai (59 days) and Nanjing (27 days); SO2 was the primary pollutant with maximum number of days exceeding daily air quality standard (150 ?g/m3) in Hangzhou (28 days), while O3 exceeding the daily maximum 8-hour standard (160 ?g/m3) for relatively fewer days in all the three cities (9 days in Shanghai, 14 days in Nanjing, and 11 days in Hangzhou). Simulation results from predefined potential applicable emission control scenarios suggested significant air quality improvements from emission reduction: 90% of SO2 emission removed from power plant in YRD would be able to reduce more than 85% of SO2 pollution, 85% NOx emission reduction from power plant would reduce more than 60% of NO2 pollution, in terms of reducing the number of days exceeding daily air quality standard. NOx emission reduction from transportation and industry were also found to effectively reduce NO2 pollution but less efficient than emission control from power plants. We also found that multi-pollutants emission control including both NOx and VOC would be a better strategy than independent NOx control over YRD which is Chinas 12th Five-Year-Plan (from 2011 to 2015), because O3 pollution would be increased as a side effect of NOx control and counteract NO2 pollution reduction benefit.

Nanoscale Synthesis and Characterization Laboratory Annual Report 2007

The Nanoscale Synthesis and Characterization Laboratory's (NSCL) primary mission is to create and advance interdisciplinary research and development opportunities in nanoscience and technology. The NSCL is delivering on its mission providing Laboratory programs with scientific solutions through the use of nanoscale synthesis and characterization. While this annual report summarizes 2007 activities, we have focused on nanoporous materials, advanced high strength, nanostructured metals, novel 3-dimensional lithography and characterization at the nanoscale for the past 3 years. In these three years we have synthesized the first monolithic nanoporous metal foams with less than 10% relative density; we have produced ultrasmooth nanocrystalline diamond inertial confinement fusion capsules; we have synthesized 3-dimensional graded density structures from full density to 5% relative density using nanolithography; and we have established ultrasmall angle x-ray scattering as a non-destructive tool to determine the structure on the sub 300nm scale. The NSCL also has a mission to recruit and to train personnel for Lab programs. The NSCL continues to attract talented scientists to the Laboratory. Andrew Detor from Massachusetts Institute of Technology, Sutapa Ghosal from the University of California, Irvine, Xiang Ying Wang from Shanghai Institute of Technology, and Arne Wittstock from University of Bremen joined the NSCL this year. The NSCL is pursuing four science and technology themes: nanoporous materials, advanced nanocrystalline materials, novel three-dimensional nanofabrication technologies, and nondestructive characterization at the mesoscale. The NSCL is also pursuing building new facilities for science and technology such as nanorobotics and atomic layer deposition.

Origins of PM10 determined by the micro-proton induced X-ray emission spectra of single aerosol particles

The micro-proton induced X-ray emission (micro-PIXE) spectrum of a single aerosol particle (SAP) was considered as its fingerprint for tracing its origin. A proton microprobe was used to extract fingerprints of SAPs. Environmental monitoring samples of PM10 were collected from a heavy industrial area of Shanghai and were analyzed by proton microprobe for finding their pollution sources. In order to find the sources of SAPs collected from environmental monitoring sites, a fingerprint database of SAPS collected from various pollution Sources was established. The origins of samples collected through environmental monitoring were identified by comparison of the micro-PIXE spectra of SAPs with those of SAPs in the fingerprint database using a pattern recognition technique. The results of this study show that most of the measured PM10 is derived from metallurgic industry, soil dust, coal combustion, automobile exhaust, and motorcycle exhaust. Developments in lithium-ion battery technology in the Peoples Republic of China.

Argonne National Laboratory prepared this report, under the sponsorship of the Office of Vehicle Technologies (OVT) of the U.S. Department of Energy's (DOE's) Office of Energy Efficiency and Renewable Energy, for the Vehicles Technologies Team. The information in the report is based on the author's visit to Beijing; Tianjin; and Shanghai, China, to meet with representatives from several organizations (listed in Appendix A) developing and manufacturing lithium-ion battery technology for cell phones and electronics, electric bikes, and electric and hybrid vehicle applications. The purpose of the visit was to assess the status of lithium-ion battery technology in China and to determine if lithium-ion batteries produced in China are available for benchmarking in the United States. With benchmarking, DOE and the U.S. battery development industry would be able to understand the status of the battery technology, which would enable the industry to formulate a long-term research and development program. This report also describes the state of lithium-ion battery technology in the United States, provides information on joint ventures, and includes information on government incentives and policies in the Peoples Republic of China (PRC).

Thermal Energy Storage for Electricity Peak-demand Mitigation: A Solution in Developing and Developed World Alike

In much of the developed world, air-conditioning in buildings is the dominant driver of summer peak electricity demand. In the developing world a steadily increasing utilization of air-conditioning places additional strain on already-congested grids. This common thread represents a large and growing threat to the reliable delivery of electricity around the world, requiring capital-intensive expansion of capacity and draining available investment resources. Thermal energy storage (TES), in the form of ice or chilled water, may be one of the few technologies currently capable of mitigating this problem cost effectively and at scale. The installation of TES capacity allows a building to meet its on-peak air conditioning load without interruption using electricity purchased off-peak and operating with improved thermodynamic efficiency. In this way, TES has the potential to fundamentally alter consumption dynamics and reduce impacts of air conditioning. This investigation presents a simulation study of a large office building in four distinct geographical contexts: Miami, Lisbon, Shanghai, and Mumbai. The optimization tool DER-CAM (Distributed Energy Resources Customer Adoption Model) is applied to optimally size TES systems for each location. Summer load profiles are investigated to assess the effectiveness and consistency in reducing peak electricity demand. Additionally, annual energy requirements are used to determine system cost feasibility, payback periods and customer savings under local utility tariffs.

Optimal Deployment of Thermal Energy Storage under Diverse Economic and Climate Conditions

This paper presents an investigation of the economic benefit of thermal energy storage (TES) for cooling, across a range of economic and climate conditions. Chilled water TES systems are simulated for a large office building in four distinct locations, Miami in the U.S.; Lisbon, Portugal; Shanghai, China; and Mumbai, India. Optimal system size and operating schedules are determined using the optimization model DER-CAM, such that total cost, including electricity and amortized capital costs are minimized. The economic impacts of each optimized TES system is then compared to systems sized using a simple heuristic method, which bases system size as fraction (50percent and 100percent) of total on-peak summer cooling loads. Results indicate that TES systems of all sizes can be effective in reducing annual electricity costs (5percent-15percent) and peak electricity consumption (13percent-33percent). The investigation also indentifies a number of criteria which drive TES investment, including low capital costs, electricity tariffs with high power demand charges and prolonged cooling seasons. In locations where these drivers clearly exist, the heuristically sized systems capture much of the value of optimally sized systems; between 60percent and 100percent in terms of net present value. However, in instances where these drivers are less pronounced, the heuristic tends to oversize systems, and optimization becomes crucial to ensure economically beneficial deployment of TES, increasing the net present value of heuristically sized systems by as much as 10 times in some instances.

A Retrofit Tool for Improving Energy Efficiency of Commercial Buildings

Existing buildings will dominate energy use in commercial buildings in the United States for three decades or longer and even in China for the about two decades. Retrofitting these buildings to improve energy efficiency and reduce energy use is thus critical to achieving the target of reducing energy use in the buildings sector. However there are few evaluation tools that can quickly identify and evaluate energy savings and cost effectiveness of energy conservation measures (ECMs) for retrofits, especially for buildings in China. This paper discusses methods used to develop such a tool and demonstrates an application of the tool for a retrofit analysis. The tool builds on a building performance database with pre-calculated energy consumption of ECMs for selected commercial prototype buildings using the EnergyPlus program. The tool allows users to evaluate individual ECMs or a package of ECMs. It covers building envelope, lighting and daylighting, HVAC, plug loads, service hot water, and renewable energy. The prototype building can be customized to represent an actual building with some limitations. Energy consumption from utility bills can be entered into the tool to compare and calibrate the energy use of the prototype building. The tool currently can evaluate energy savings and payback of ECMs for shopping malls in China. We have used the tool to assess energy and cost savings for retrofit of the prototype shopping mall in Shanghai. Future work on the tool will simplify its use and expand it to cover other commercial building types and other countries.

Climate-Energy Nexus

The 140-page published proceedings of the workshop include individual articles and PowerPoint slides for all workshop presentations. The proceedings also contain pertinent background information on the China-US Joint Research Center, partnering organizations, and workshop goals and objectives. Overall, the workshop increased the understanding of the impacts of climate change on energy use and renewable energy production as well as the complex relationships among land use, energy production, and ecological restoration. The workshop served as an international platform for scientists and students of different research backgrounds to develop a unified perspective on energy and climate relationships. Such understanding will benefit future cooperation between China and the US in mitigating global climate change. The workshops agenda, which is highly interdisciplinary, explored many potential opportunities for international collaboration in ecosystem management, climate modeling, greenhouse gas emissions, and bioenergy sustainability. International research groups have been suggested in the areas of genomes and biotechnology of energy plants, sustainable management of soil and water resources, carbon sequestration, and microbial processes for ecological cycles. The project has attracted considerable attention from institutes beyond the China-US Joint Research Center partners, and several of them (such as Institute of Qing-Tibet Plateau Research, Institute of Soil and Water Conservation, Institute of Applied Ecology, CAS) have expressed interest in joining the partnership. In addition, the workshop played a significant role in facilitating establishment of private-public partnerships between government and private bioenergy companies (such as L.R. Shugarts and Associates, Inc.), including seed providers (Blade Energy Crops, Thousand Oaks, CA), pilot demonstration projects at coal-producing cities (e.g., Huaibei, Anhui province, China), and the development of methodology for assessment of the sustainable production of biofuels (such as life-cycle analysis, sustainability metrics, and land-use policy). Establishment of two US-China scientific research networks in the area of bioenergy and environmental science is a significant result of the workshop.

Accelerating the Adoption of Second-Tier Reach Standards forApplicable Appliance Products in China

The minimum energy efficiency standards program for household appliances in China was initiated in 1989. Since 1996, CLASP and its implementing partner, LBNL, have assisted China in developing 11 minimum energy performance standards (MEPS) for 9 products and endorsement labels for 11 products including: refrigerators; air conditioners; clothes washers; televisions; printers; computers; monitors; fax machines; copiers; DVD/VCD players; external power supplies; and set-top boxes (under development). Before 2003, China's traditional approach to standards development involved small increases in efficiency requirements for implementation within 6 months of a standard's approval. Since 2003, China has adopted a new approach in setting MEPS. This new approach involves the development of two tiers of standards--one for initial implementation and a second tier at a more aggressive level of energy efficiency for implementation three to five years later. The second-tier standard is also referred to as a 'reach standard'. Reach standards have now been developed in China for: color TVs; refrigerators; air conditioners; and external power supplies. This report is presented in five sections. After the introduction in Section 1, Section 2 analyzes the distribution of the efficiency of refrigerators and air-conditioners in China based on data collected by the China Energy Label Center for the mandatory energy information label program. The results provide an assessment of the adoption of reach standards for these two products. Section 3 summarizes on-going collaborations with Shanghai related to early local adoption of reach standards, and presents both the impact and an analysis of barriers to the local adoption of reach standard for air-conditioners. Section 4 offers suggestions for local governments on how to move forward in adopting reach standards in their localities and concludes with a summary of the results and a plan for developing local capacity in order to achieve success in adopting reach standards.

Status of the Local Enforcement of Energy Efficiency Standards and Labeling Program in China

As part of its commitment to promoting and improving the local enforcement of appliance energy efficiency standards and labeling, the China National Institute of Standardization (CNIS) launched the National and Local Enforcement of Energy Efficiency Standards and Labeling project on August 14, 2009. The projects short-term goal is to expand the effort to improve enforcement of standards and labeling requirements to the entire country within three years, with a long-term goal of perfecting overall enforcement. For this project, Jiangsu, Shandong, Sichuan and Shanghai were selected as pilot locations. This report provides information on the local enforcement projects recent background, activities and results as well as comparison to previous rounds of check-testing in 2006 and 2007. In addition, the report also offers evaluation on the achievement and weaknesses in the local enforcement scheme and recommendations. The results demonstrate both improvement and some backsliding. Enforcement schemes are in place in all target cities and applicable national standards and regulations were followed as the basis for local check testing. Check testing results show in general high labeling compliance across regions with 100% compliance for five products, including full compliance for all three products tested in Jiangsu province and two out of three products tested in Shandong province. Program results also identified key weaknesses in labeling compliance in Sichuan as well as in the efficiency standards compliance levels for small and medium three-phase asynchronous motors and self-ballasted fluorescent lamps. For example, compliance for the same product ranged from as low as 40% to 100% with mixed results for products that had been tested in previous rounds. For refrigerators, in particular, the efficiency standards compliance rate exhibited a wider range of 50% to 100%, and the average rate across all tested models also dropped from 96% in 2007 to 63%, possibly due to the implementation of newly strengthened efficiency standards in 2009. Areas for improvement include: Greater awareness at the local level to ensure that all manufacturers register their products with the label certification project and to minimize their resistance to inspections; improvement of the product sampling methodology to include representative testing of both large and small manufacturers and greater standardization of testing tools and procedures; and continued improvement in local enforcement efforts.

PROGRESS TOWARDS NEXT GENERATION, WAVEFORM BASED THREE-DIMENSIONAL MODELS AND METRICS TO IMPROVE NUCLEAR EXPLOSION MONITORING IN THE MIDDLE EAST

Efforts to update current wave speed models of the Middle East require a thoroughly tested database of sources and recordings. Recordings of seismic waves traversing the region from Tibet to the Red Sea will be the principal metric in guiding improvements to the current wave speed model. Precise characterizations of the earthquakes, specifically depths and faulting mechanisms, are essential to avoid mapping source errors into the refined wave speed model. Errors associated with the source are manifested in amplitude and phase changes. Source depths and paths near nodal planes are particularly error prone as small changes may severely affect the resulting wavefield. Once sources are quantified, regions requiring refinement will be highlighted using adjoint tomography methods based on spectral element simulations [Komatitsch and Tromp (1999)]. An initial database of 250 regional Middle Eastern events from 1990-2007, was inverted for depth and focal mechanism using teleseismic arrivals [Kikuchi and Kanamori (1982)] and regional surface and body waves [Zhao and Helmberger (1994)]. From this initial database, we reinterpreted a large, well recorded subset of 201 events through a direct comparison between data and synthetics based upon a centroid moment tensor inversion [Liu et al. (2004)]. Evaluation was done using both a 1D reference model [Dziewonski and Anderson (1981)] at periods greater than 80 seconds and a 3D model [Kustowski et al. (2008)] at periods of 25 seconds and longer. The final source reinterpretations will be within the 3D model, as this is the initial starting point for the adjoint tomography. Transitioning from a 1D to 3D wave speed model shows dramatic improvements when comparisons are done at shorter periods, (25 s). Synthetics from the 1D model were created through mode summations while those from the 3D simulations were created using the spectral element method. To further assess errors in source depth and focal mechanism, comparisons between the three methods were made. These comparisons help to identify problematic stations and sources which may bias the final solution. Estimates of standard errors were generated for each event's source depth and focal mechanism to identify poorly constrained events. A final, well characterized set of sources and stations will be then used to iteratively improve the wave speed model of the Middle East. After a few iterations during the adjoint inversion process, the sources will be reexamined and relocated to further reduce mapping of source errors into structural features. Finally, efforts continue in developing the infrastructure required to 'quickly' generate event kernels at the n-th iteration and invert for a new, (n+1)-th, wave speed model of the Middle East. While development of the infrastructure proceeds, initial tests using a limited number of events shows the 3D model, while showing vast improvement compared to the 1D model, still requires substantial modifications. Employing our new, full source set and iterating the adjoint inversions at successively shorter periods will lead to significant changes and refined wave speed structures of the Middle East.
