    The Machine Control Center (MCC) at Jefferson Lab's Continuous Electron Beam Accelerator Facility (CEBAF) was constructed in the early 1990s and based on proven technology of that era. Through our experience over the last 15 years and in our planning for the facilities 12 GeV upgrade we reevaluated the control room environment to capitalize on emerging visualization and display technologies and improve on work-flow processes and ergonomic attributes. The renovation was performed in two phases during the summer of 2004, with one phase occurring during machine operations and the latter, more extensive phase, occurring during our semi-annual shutdown period. The new facility takes advantage of advances in display technology, analog and video signal management, server technology, ergonomic workspace design, lighting engineering, acoustic ceilings and raised flooring solutions to provide a marked improvement in the overall environment of machine operations.

Through our experience over the last 15 years and in our planning for the facilities 12 GeV upgrade we reevaluated the control room environment to capitalize on emerging visualization and display technologies and improve on workflow processes and ergonomic attributes. This effort also sets the foundation for the redevelopment of the accelerator's control system to deliver high reliability performance with improvements in beam specifications management and information flow. The complete renovation was performed over a three-week period with no interruption to beam operations. We present the results of this effort.

    When a Federal agency undertakes a renovation to an historic building, the renovation team must consider not only the uses and needs of the facility, but also a range of issues related to historic preservation. Integrating renewable energy such as solar and wind into an historic renovation has been accomplished successfully by agencies; the design and placement of any renewable energy system must be closely integrated with the overall design plans. Any renewable energy additions must maintain the integrity and defining characteristics of the building.

    Any upgrade to utility service provides an opportunity to revisit a Federal building's electrical loads and costs, but it also may provide an economic way to bundle the upgrade with an onsite renewable electricity project during renovation. Upgrading utility service to the site may involve improving or adding a transformer, upgrading utility meters, or otherwise modifying the interconnection equipment or services with the utility. In some cases, the upgrade may change the tariff structure for the facility and may qualify the property for a different structure with lower overall costs. In all cases, the implementation of renewable energy technologies should be identified during the design phase.

    The NAHB Research Center partnered with production builder Winchester/Camberley Homes to build a DOE Building America New Construction Test House (NCTH). This single family, detached house, located in the mixed-humid climate zone of Silver Spring, MD, was completed in June 2011. The primary goal for this house was to improve energy efficiency by 30% over the Building America B10 benchmark by developing and implementing an optimized energy solutions package design that could be cost effectively and reliably constructed on a production basis using quality management practices. The intent of this report is to outline the features of this house, discuss the implementation of the energy efficient design, and report on short-term testing results. During the interactive design process of this project, numerous iterations of the framing, air sealing, insulation, and space conditioning systems were evaluated for energy performance, cost, and practical implementation. The final design featured numerous advanced framing techniques, high levels of insulation, and the HVAC system entirely within conditioned space. Short-term testing confirmed a very tight thermal envelope and efficient and effective heating and cooling. In addition, relevant heating, cooling, humidity, energy, and wall cavity moisture data will be collected and presented in a future long-term report.

    DOE funding was used to renovate 4,500 square feet of aging laboratories and classrooms that support science, engineering, and mathematics disciplines (specifically environmental science, and computer engineering). The expansion of the labs was needed to support robotics and environmental science research, and to better accommodate a wide variety of teaching situations. The renovated space includes a robotics laboratory, two multi-use labs, safe spaces for the storage of instrumentation, modern ventilation equipment, and other “smart” learning venues. The renovated areas feature technologies that are environmentally friendly with reduced energy costs. A campus showcase, the laboratories are a reflection of the University’s commitment to the environment and research as a tool for teaching. As anticipated, the labs facilitate the exploration of emerging technologies that are compatible with local and regional economic plans.

    Renovation work for operation room A of the Chemical Processing Facility (CPF) was carried out. Cell renovation work involved disassembly, removal and installation of new equipment for the CA-3 cell of operation room A and the crane renovation work involved the repair of the in-cell crane for the CA-5 cell of operation room A. There were not many examples of renovation work performed on cells under high radiation environment and alpha contamination in Japan. Lessons learnt: With respect to the cell renovation work and crane repair work, a method that gave full consideration to safety was employed and the work was performed without accidents or disaster. Moreover, through improvement of the method, reduction of radioactive exposure of the workers was achieved and a melt reduction device was designed to deal with the radioactive waste material that was generated in the renovation work to achieve significant melt reduction of waste material.

    It is difficult for utilities to obtain identical replacements for safety-related motors in an emergency because of the limited number of renovation facilities and the utilities' understanding of the renovation process. This paper addresses the renovation of motors installed in harsh environments. It also applies to mild-environment safety-related materials, wherein improperly related electrical materials could affect seismic qualification and catastrophic failures while operating at the motor's temperature extreme. The purpose of this paper is to provide utilities with insight into today's renovation process and its complexity when dealing with issues such as regulatory guides 10CFR50.49, 10CFR50 Appendix B, and 10CFR21.

    The U.S. government has been assisting the Russian Federation (RF) Ministry of Defense (MOD) for many years with nuclear weapons transportation security (NWTS) through the provision of specialized guard escort railcars and cargo railcars with integrated physical security and communication systems, armored transport vehicles, and armored escort vehicles. As a natural continuation of the NWTS program, a partnership has been formed to construct a training center that will provide counterterrorism training to personnel in all branches of the RF MOD. The Abramovo Counterterrorism Training Center (ACTC) is a multinational, multiagency project with funding from Canada, RF and the U.S. Departments of Defense and Energy. ACTC will be a facility where MOD personnel can conduct basic through advanced training in various security measures to protect Category IA material against the threat of terrorist attack. The training will enhance defense-in-depth principles by integrating MOD guard force personnel into the overall physical protection systems and improving their overall response time and neutralization capabilities. The ACTC project includes infrastructure improvements, renovation of existing buildings, construction of new buildings, construction of new training facilities, and provision of training and other equipment. Classroom training will be conducted in a renovated training building. Basic and intermediate training will be conducted on three different security training areas where various obstacles and static training devices will be constructed. The central element of ACTC, where advanced training will be held, is the 'autodrome,' a 3 km road along which various terrorist events can be staged to challenge MOD personnel in realistic and dynamic nuclear weapons transportation scenarios. This paper will address the ACTC project elements and the vision for training development and integrating this training into actual nuclear weapons transportation operations.

    We describe a series of four cases of childhood lead poisoning and two cases of adult lead toxicity in a professional family exposed to lead dust and fume during renovation of a rural farmhouse. Initial blood lead levels in the children ranged from 2.70 to 4.20 microM/L (56 to 87 microns/dl) and all four required chelation therapy. Lead-based paint poisoning, a well recognized entity among young children in poor, urban neighborhoods, is not confined exclusively to such areas.

The last two decades have witnessed the growing importance of demolition and renovation (D and R) works and the growing amount of D and R waste disposed to landfills every day, especially in developed cities like Hong Kong. Quantitative waste prediction is crucial for waste management. It can enable contractors to pinpoint critical waste generation processes and to plan waste control strategies. In addition, waste estimation could also facilitate some government waste management policies, such as the waste disposal charging scheme in Hong Kong. Currently, tools that can accurately and conveniently estimate the amount of waste from construction, renovation, and demolition projects are lacking. In the light of this research gap, this paper presents a building information modeling (BIM) based system that we have developed for estimation and planning of D and R waste. BIM allows multi-disciplinary information to be superimposed within one digital building model. Our system can extract material and volume information through the BIM model and integrate the information for detailed waste estimation and planning. Waste recycling and reuse are also considered in our system. Extracted material information can be provided to recyclers before demolition or renovation to make recycling stage more cooperative and more efficient.     The authors evaluated lead exposures among full-time home renovators and part-time volunteers working primarily in pre-1960 homes with lead-based paint. Potentially hazardous lead exposures were measured during two tasks: exterior dry scraping and wet scraping. Maximum exposures were 120 and 63 {micro}g/m{sup 3}, respectively. Exposures during other tasks, including general repair, weatherization, exterior scraping/painting, window replacement, demolition, and plumbing, were low, as were all 13 full-shift personal exposures. Blood lead levels for full-time workers ranged up to 17.5 {micro}g/dl, with a GM of 5.2 {micro}g/dl; the GM for volunteers was 3.2 {micro}g/dl. All of the paint samples collected from work surfaces had detectable amounts of lead, with 65% of the work surfaces tested having an average lead concentration of >0.5%.

    Questions of whether past nuclear regulatory body of Korea is not a proper system to monitor and check the country's nuclear energy policy and utilization have been raised. Moreover, a feeling of insecurity regarding nuclear safety after the nuclear accident in Japan has spread across the public. This has stimulated a renovation of the nuclear safety regime in Korea. The Nuclear Safety and Security Commission (NSSC) was launched on October 26, 2011 as a regulatory body directly under the President in charge of strengthening independence and nuclear safety. This was a meaningful event as the NSSC it is a much more independent regulatory system for Korea. However, the NSSC itself does not guarantee an enhanced public acceptance of the nuclear policy and stable use nuclear energy. This study introduces the new NSSC system and its details in terms of organization structure, appropriateness of specialty, budget stability, and management system. (authors)

Based on current projections, existing storage space for SNM at other locations at LANL will be loaded to capacity by approximately 2002. This will adversely affect LANUs ability to meet its mission requirements in the future. The affected missions include LANL`s weapons research, development, and testing (WRD&T) program; special materials recovery; stockpile survelliance/evaluation; advanced fuels and heat sources development and production; and safe, secure storage of existing nuclear materials inventories. The problem is further exacerbated by LANL`s inability to ship any materials offsite because of the lack of receiver sites for mate rial and regulatory issues. Correction of the current deficiencies and enhancement of the facility will provide centralized storage close to a nuclear materials processing facility.     This guide describes energy efficiency metrics and benchmarks that can be used to track the performance of and identify potential opportunities to reduce energy use in data centers. This guide is primarily intended for personnel who have responsibility for managing energy use in existing data centers - including facilities managers, energy managers, and their engineering consultants. Additionally, data center designers may also use the metrics and benchmarks described in this guide for goal-setting in new construction or major renovation. This guide provides the following information: (1) A step-by-step outline of the benchmarking process. (2) A set of performance metrics for the whole building as well as individual systems. For each metric, the guide provides a definition, performance benchmarks, and potential actions that can be inferred from evaluating this metric. (3) A list and descriptions of the data required for computing the metrics. This guide is complemented by spreadsheet templates for data collection and for computing the benchmarking metrics. This guide builds on prior data center benchmarking studies supported by the California Energy Commission. Much of the benchmarking data are drawn from the LBNL data center benchmarking database that was developed from these studies. Additional benchmark data were obtained from engineering experts including facility designers and energy managers.     Project mission was to mitigate the adverse economic effects of closing the U.S. Department of Energy's Pinellas Plant in Largo, Florida. This project was to facilitate the physical renovation of the plant and to help maintain and create jobs for the employees that worked at the plant when DOE terminated its operations. It also included finding and attracting high technology, industrial manufacturing and related firms to utilize the space and high tech equipment to remain at the plant. Stakeholders included the affected plant employees, local government and related public organizations, and businesses and universities in the Tampa Bay Florida area. The $17.6 million funded for this project helped produce 2,780 jobs at the Young - Rainey STAR Center at an average cost of $6,328. Rental income from STAR Center tenants and third party cash input amounted to approximately $66 million over the project period of 13.3 years.

    In toroidal fusion devices it is relatively easy that electrons achieve relativistic velocities, so to simulate runaway electrons and other high energy phenomena a nonrelativistic guiding center formalism is not sufficient. Relativistic guiding center equations including flute mode time dependent field perturbations are derived.     Data Center facilities, prevalent in many industries and institutions are essential to California's economy. Energy intensive data centers are crucial to California's industries, and many other institutions (such as universities) in the state, and they play an important role in the constantly evolving communications industry. To better understand the impact of the energy requirements and energy efficiency improvement potential in these facilities, the California Energy Commission's PIER Industrial Program initiated this project with two primary focus areas: First, to characterize current data center electricity use; and secondly, to develop a research ''roadmap'' defining and prioritizing possible future public interest research and deployment efforts that would improve energy efficiency. Although there are many opinions concerning the energy intensity of data centers and the aggregate effect on California's electrical power systems, there is very little publicly available information. Through this project, actual energy consumption at its end use was measured in a number of data centers. This benchmark data was documented in case study reports, along with site-specific energy efficiency recommendations. Additionally, other data center energy benchmarks were obtained through synergistic projects, prior PG&E studies, and industry contacts. In total, energy benchmarks for sixteen data centers were obtained. For this project, a broad definition of ''data center'' was adopted which included internet hosting, corporate, institutional, governmental, educational and other miscellaneous data centers. Typically these facilities require specialized infrastructure to provide high quality power and cooling for IT equipment. All of these data center types were considered in the development of an estimate of the total power consumption in California.     A data center cooling system may include heat transfer equipment to cool a liquid coolant without vapor compression refrigeration, and the liquid coolant is used on a liquid cooled information technology equipment rack housed in the data center. The system may also include a controller-apparatus to regulate the liquid coolant flow to the liquid cooled information technology equipment rack through a range of liquid coolant flow values based upon information technology equipment temperature thresholds.

    Central Piedmont Community College (CPCC), located in Charlotte, North Carolina, established the Carolinas Energy Career Center (Center) - a comprehensive training entity to meet the dynamic needs of the Charlotte region's energy workforce. The Center provides training for high-demand careers in both conventional energy (fossil) and renewable energy (nuclear and solar technologies/energy efficiency). CPCC completed four tasks that will position the Center as a leading resource for energy career training in the Southeast: • Development and Pilot of a New Advanced Welding Curriculum, • Program Enhancement of Non-Destructive Examination (NDE) Technology, • Student Support through implementation of a model targeted toward Energy and STEM Careers to support student learning, • Project Management and Reporting. As a result of DOE funding support, CPCC achieved the following outcomes: • Increased capacity to serve and train students in emerging energy industry careers; • Developed new courses and curricula to support emerging energy industry careers; • Established new training/laboratory resources; • Generated a pool of highly qualified, technically skilled workers to support the growing energy industry sector.

    The Nuclear Materials Storage Facility (NMSF) at the Los Alamos National Laboratory (LANL) was a Fiscal Year (FY) 1984 line-item project completed in 1987 that has never been operated because of major design and construction deficiencies. This renovation project, which will correct those deficiencies and allow operation of the facility, is proposed as an FY 97 line item. The mission of the project is to provide centralized intermediate and long-term storage of special nuclear materials (SNM) associated with defined LANL programmatic missions and to establish a centralized SNM shipping and receiving location for Technical Area (TA)-55 at LANL. Based on current projections, existing storage space for SNM at other locations at LANL will be loaded to capacity by approximately 2002. This will adversely affect LANUs ability to meet its mission requirements in the future. The affected missions include LANL`s weapons research, development, and testing (WRD&T) program; special materials recovery; stockpile survelliance/evaluation; advanced fuels and heat sources development and production; and safe, secure storage of existing nuclear materials inventories. The problem is further exacerbated by LANL`s inability to ship any materials offsite because of the lack of receiver sites for mate rial and regulatory issues. Correction of the current deficiencies and enhancement of the facility will provide centralized storage close to a nuclear materials processing facility. The project will enable long-term, cost-effective storage in a secure environment with reduced radiation exposure to workers, and eliminate potential exposures to the public. Based upon US Department of Energy (DOE) Albuquerque Operations (DOE/Al) Office and LANL projections, storage space limitations/restrictions will begin to affect LANL`s ability to meet its missions between 1998 and 2002.

    In Olympia, the Washington Energy Extension Service program is provided by the Olympic Renewable Resources Association's Energy Outreach Center. The Center has provided Thurston County residents with consistent and reliable information on energy conservation and renewable resources since 1980. During those four years, a seasonal pattern of activities has developed which reflects strong shifts in class attendance and inquiries by EOC users over the course of the year. Classes include: design of superinsulated passive solar and earth sheltered homes; sunspace design, coldframe construction and tax credits for solar energy systems; caulking, weatherstripping, storm windows and chimney cleaning; and solar and wood hot water systems. All are scheduled according to dictates of seasonal needs and interests.

A project under that CRADA, Aperture Center Energy Showcase, offers a means to develop exhibits and demonstrations that present feedback to community members, Sandia customers, and visitors. The technologies included in the showcase focus on renewable energy and its efficiency, and resilience. These technologies are generally scalable, and provide secure, efficient solutions to energy production, delivery, and usage. In addition to establishing an Energy Showcase, support offices and conference capabilities that facilitate research, collaboration, and demonstration were created.     The Department of Energy, Golden Field Office, awarded a grant to the UNLV Research Foundation (UNLVRF) on August 1, 2005 to develop a solar and renewable energy information center. The Solar Technology Center (STC) is to be developed in two phases, with Phase I consisting of all activities necessary to determine feasibility of the project, including design and engineering, identification of land access issues and permitting necessary to determine project viability without permanently disturbing the project site, and completion of a National Environmental Policy Act (NEPA) Environmental Assessment. Phase II is the installation of infrastructure and related structures, which leads to commencement of operations of the STC. The STC is located in the Boulder City designated 3,000-acre Eldorado Valley Energy Zone, approximately 15 miles southwest of downtown Boulder City and fronting on Eldorado Valley Drive. The 33-acre vacant parcel has been leased to the Nevada Test Site Development Corporation (NTSDC) by Boulder City to accommodate a planned facility that will be synergistic with present and planned energy projects in the Zone. The parcel will be developed by the UNLVRF. The NTSDC is the economic development arm of the UNLVRF. UNLVRF will be the entity responsible for overseeing the lease and the development project to assure compliance with the lease stipulations established by Boulder City. The STC will be operated and maintained by University of Nevada, Las Vegas (UNLV) and its Center for Energy Research (UNLV-CER). Land parcels in the Eldorado Valley Energy Zone near the 33-acre lease are committed to the construction and operation of an electrical grid connected solar energy production facility. Other projects supporting renewable and solar technologies have been developed within the energy zone, with several more developments in the horizon.

    The mission of the Sustainable Bioenergy Development Center (SBDC) is to enhance the capability of America’s bioenergy industry to produce transportation fuels and chemical feedstocks on a large scale, with significant energy yields, at competitive cost, through sustainable production techniques. Research within the SBDC is organized in five areas: (1) Development of Sustainable Crops and Agricultural Strategies, (2) Improvement of Biomass Processing Technologies, (3) Biofuel Characterization and Engine Adaptation, (4) Production of Byproducts for Sustainable Biorefining, and (5) Sustainability Assessment, including evaluation of the ecosystem/climate change implication of center research and evaluation of the policy implications of widespread production and utilization of bioenergy. The overall goal of this project is to develop new sustainable bioenergy-related technologies. To achieve that goal, three specific activities were supported with DOE funds: bioenergy-related research initiation projects, bioenergy research and education via support of undergraduate and graduate students, and Research Support Activities (equipment purchases, travel to attend bioenergy conferences, and seminars). Numerous research findings in diverse fields related to bioenergy were produced from these activities and are summarized in this report.

    A data center cooling system is operated in a first mode; it has an indoor portion wherein heat is absorbed from components in the data center, and an outdoor heat exchanger portion wherein outside air is used to cool a first heat transfer fluid (e.g., water) present in at least the outdoor heat exchanger portion of the cooling system during the first mode. The first heat transfer fluid is a relatively high performance heat transfer fluid (as compared to the second fluid), and has a first heat transfer fluid freezing point. A determination is made that an appropriate time has been reached to switch from the first mode to a second mode. Based on this determination, the outdoor heat exchanger portion of the data cooling system is switched to a second heat transfer fluid, which is a relatively low performance heat transfer fluid, as compared to the first heat transfer fluid. It has a second heat transfer fluid freezing point lower than the first heat transfer fluid freezing point, and the second heat transfer fluid freezing point is sufficiently low to operate without freezing when the outdoor air temperature drops below a first predetermined relationship with the first heat transfer fluid freezing point.

    Computational Science is an integral component of Brookhaven's multi science mission, and is a reflection of the increased role of computation across all of science. Brookhaven currently has major efforts in data storage and analysis for the Relativistic Heavy Ion Collider (RHIC) and the ATLAS detector at CERN, and in quantum chromodynamics. The Laboratory is host for the QCDOC machines (quantum chromodynamics on a chip), 10 teraflop/s computers which boast 12,288 processors each. There are two here, one for the Riken/BNL Research Center and the other supported by DOE for the US Lattice Gauge Community and other scientific users. A 100 teraflop/s supercomputer will be installed at Brookhaven in the coming year, managed jointly by Brookhaven and Stony Brook, and funded by a grant from New York State. This machine will be used for computational science across Brookhaven's entire research program, and also by researchers at Stony Brook and across New York State. With Stony Brook, Brookhaven has formed the New York Center for Computational Science (NYCCS) as a focal point for interdisciplinary computational science, which is closely linked to Brookhaven's Computational Science Center (CSC). The CSC has established a strong program in computational science, with an emphasis on nanoscale electronic structure and molecular dynamics, accelerator design, computational fluid dynamics, medical imaging, parallel computing and numerical algorithms. We have been an active participant in DOES SciDAC program (Scientific Discovery through Advanced Computing). We are also planning a major expansion in computational biology in keeping with Laboratory initiatives. Additional laboratory initiatives with a dependence on a high level of computation include the development of hydrodynamics models for the interpretation of RHIC data, computational models for the atmospheric transport of aerosols, and models for combustion and for energy utilization.     Wind energy research began at the Rocky Flats test site in 1976 when Rockwell International subcontracted with the Energy Research and Development Administration (ERDA). The Rocky Flats Plant was competitively selected from a number of ERDA facilities primarily because it experienced high instantaneous winds and provided a large, clear land area. By 1977, several small wind turbines were in place. During the facility`s peak of operation, in 1979-1980, researchers were testing as many as 23 small wind turbines of various configurations, including commercially available machines and prototype turbines developed under subcontract to Rocky Flats. Facilities also included 8-kW, 40-kW, and 225-kW dynamometers; a variable-speed test bed; a wind/hybrid test facility; a controlled velocity test facility (in Pueblo, Colorado); a modal test facility, and a multimegawatt switchgear facility. The main laboratory building was dedicated in July 1981 and was operated by the Rocky Flats Plant until 1984, when the Solar Energy Research Institute (SERI) and Rocky Flats wind energy programs were merged and transferred to SERI. SERI and now the National Renewable Energy Laboratory (NREL) continued to conduct wind turbine system component tests after 1987, when most program personnel were moved to the Denver WEst Office Park in Golden and site ownership was transferred back to Rocky Flats. The Combined Experiment test bed was installed and began operation in 1988, and the NREL structural test facility began operation in 1990. In 1993, the site`s operation was officially transferred to the DOE Golden Field Office that oversees NREL. This move was in anticipation of NREL`s renovation and reoccupation of the facility in 1994.

    The Ida H. Goode Gymnasium was constructed in 1964 to serve as a focal point for academics, student recreation, and health and wellness activities. This 38,000 SF building contains a gymnasium with a stage, swimming pool, eight classrooms, a weight room, six offices and auxiliary spaces for the athletic programs. The gym is located on a 4-acre greenfield, which is slated for improvement and enhancement to future athletics program at Bennett College. The available funding for this project was used to weatherize the envelope of the gymnasium, installation of a new energy-efficient mechanical system, and a retrofit of the existing lighting systems in the building’s interior. The envelope weatherization was completed without disturbing the building’s historic preservation eligibility. The existing heating system was replaced with a new high efficiency condensing system. The new heating system also includes a new Building Automation System which provides additional monitoring. Proper usage of this system will provide additional energy savings. Most of the existing interior lighting fixtures and bulbs were replaced with new LED and high efficiency T-8 bulbs and fixtures. Occupancy sensors were installed in applicable areas. The Ida Goode Gymnasium should experience high electricity and natural gas savings as well as operational/maintenance efficiency increases. The aesthetics of the building was maintained and the overall safety was improved.

    Many Federal facilities include warehouses or other buildings used for storage service such as motor pools or groundskeeping, hangars, or other spaces that are frequently open to the outside and have only semi-conditioned spaces. Use of daylighting and solar ventilation preheat are prime technologies for these type of spaces, but other technologies may also warrant consideration.
