    This report presents the results of a program to provide technical assistance to Meharry Medical College. The purpose of the program is to facilitate Meharry`s effort to finance a campus-wide facility retrofit. The US Department of Energy (USDOE) funded the program through a grant to the Tennessee Department of Economic and Community Development (TECD). The University of Memphis-Technology and Energy Services (UM-TES), under contract to TECD, performed program services.     Following decades of success in solar energy projects, the Missouri Legislature designated Crowder College in 1992 as the State's renewable energy education center. The resulting Missouri Alternative and Renewable Energy Technology (MARET) Center is recognized internationally for its contributions to the energy field. The mission of the MARET Center is to expand renewable energy throughout the region with education, applied research, and economic development. Educational programs include certification and transfer degrees encompassing green construction, solar thermal energy, solar electricity, and wind. The MARET Center also assists in new product development and other business support services in renewable energy. The Missouri Alternative and Renewable Energy Technology (MARET) Center at Crowder College hopes to eventually develop a 27,500 ft2 facility as a living laboratory to support solar and other renewable and sustainable energy development through professional degrees, new product development and commercialization, renewable energy business incubation, and consumer education. The primary objective of the current project was to complete Stage One of this building, with solar, wind, and geothermal technologies installed to power its 9,216 ft2 office, classroom, and research spaces. This MARET Center includes a modular roof structure that permits both solar module mounting and daylighting, PV/thermal hybrid modules pioneered in Crowder Solar Decathlon homes, modular electrical management subsystems; and modular delivery systems for heating and cooling the structure. The MARET Facility will operate as a Net Positive energy building, consistently producing surplus energy for distributed generation on the utility grid. The modular design of the energy systems within the building is to serve as a scalable and repeatable model for a wide variety of building applications and climate zones. As a living laboratory of renewable energy, exploring and validating new applications of solar and other renewable technologies, the MARET Facility will house a wide variety of programs which will advance implementation of renewable energy throughout the region. These program goals include; Curriculum in renewable energy for pre-engineering transfer programs; Certification and degree programs for technical degrees for Energy Efficiency, Wind, Photovoltaic and Solar Thermal professionals; Short courses and workshops for building management and design professionals; Public education and demonstration projects in renewable energy through conferences and K-12 educational outreach; Technical degree offering in building construction incorporating “best practices” for energy efficiency and renewables; and Business incubators for new renewable energy businesses and new product development The new MARET facility will support the mission of the US Department of Energy (DOE) Solar Program, “to improve America’s security, environmental quality, and economic prosperity through public-private partnerships that bring reliable and affordable solar energy technologies to the marketplace,” through a variety of educational and business assistance programs. Further, technical innovations planned for the MARET facility and its applied research activities will advance the Solar Program strategic goals to “reduce the cost of solar energy to the point it becomes competitive in relevant energy markets (e.g., buildings, power plants) and for solar technology to enable a sustainable solar industry.” Overarching Goals relative to program needs, future expansion, flexibility, quality of materials, and construction and operational costs:; Experimental: The structure and systems of the building operate as an educational resource.     Many obvious and significant concerns arise when considering the concept of small-scale biodiesel production. Does the fuel produced meet the stringent requirements set by the commercial biodiesel industry? Is the process safe? How are small-scale producers collecting and transporting waste vegetable oil? How is waste from the biodiesel production process handled by small-scale producers? These concerns and many others were the focus of the research preformed in the Messiah College Biodiesel Fuel Generation project over the last three years. This project was a unique research program in which undergraduate engineering students at Messiah College set out to research the feasibility of small-biodiesel production for application on a campus of approximately 3000 students. This Department of Energy (DOE) funded research program developed out of almost a decade of small-scale biodiesel research and development work performed by students at Messiah College. Over the course of the last three years the research team focused on four key areas related to small-scale biodiesel production: Quality Testing and Assurance, Process and Processor Research, Process and Processor Development, and Community Education. The objectives for the Messiah College Biodiesel Fuel Generation Project included the following: 1. Preparing a laboratory facility for the development and optimization of processors and processes, ASTM quality assurance, and performance testing of biodiesel fuels. 2. Developing scalable processor and process designs suitable for ASTM certifiable small-scale biodiesel production, with the goals of cost reduction and increased quality. 3. Conduct research into biodiesel process improvement and cost optimization using various biodiesel feedstocks and production ingredients.

    This project was a research facility construction project and did not include actual research. The new facility will benefit the public by providing training opportunities for students, as well as incubator and laboratory space for entrepreneurs in the areas of alternative and renewable energies. The 9,216 -square-foot Missouri Alternative and Renewable Energy Technology (MARET) Center was completed in late 2011. Classes in the MARET Center began in the spring 2012 semester. Crowder College takes pride in the MARET Center, a focal point of the campus, as the cutting edge in education, applied research and commercial development in the growing field of green technology.

    The U.S. Department of Energy (DOE) is currently evaluating the water management procedures at the Separations Process Research Unit (SPRU). The facility has three issues related to water management that require technical assistance: (1) due to a excessive rainfall event in October, 2010, contaminated water collected in basements of G2 and H2 buildings. As a result of this event, the contractor has had to collect and dispose of water offsite; (2) The failure of a sump pump at a KAPL outfall resulted in a Notice of Violation issued by the New York State Department of Environment and Conservation (NYSDEC) and subsequent Consent Order. On-site water now requires treatment and off-site disposition; and (3) stormwater infiltration has resulted in Strontium-90 levels discharged to the storm drains that exceed NR standards. The contractor has indicated that water management at SPRU requires major staff resources (at least 50 persons). The purpose of this review is to determine if the contractor's technical approach warrants the large number of staff resources and to ensure that the technical approach is compliant and in accordance with federal, state and NR requirements.

    Through the RE-Powering America's Land initiative, the economic and technical feasibility of utilizing contaminated lands in the Buffalo, New York, area for utility-scale wind development is explored. The study found that there is available land, electrical infrastructure, wind resource, and local interest to support a commercial wind project; however, economies of scale and local electrical markets may need further investigation before significant investment is made into developing a wind project at the Buffalo Reuse Authority site.

    The Utility-Scale Wind Energy Technology U.S. Department of Energy (DOE) grant EE0000538, provided a way ahead for Laramie County Community College (LCCC) to increase educational and training opportunities for students seeking an Associate of Applied Science (AAS) or Associate of Science (AS) degree in Wind Energy Technology. The DOE grant enabled LCCC to program, schedule, and successfully operate multiple wind energy technology cohorts of up to 20-14 students per cohort simultaneously. As of this report, LCCC currently runs four cohorts.     The New York Canyon Stimulation Project was to demonstrate the commercial application of Enhanced Geothermal System techniques in Buena Vista Valley area of Pershing County, Nevada. From October 2009 to early 2012, TGP Development Company aggressively implemented Phase I of Pre-Stimulation and Site/Wellbore readiness. This included: geological studies; water studies and analyses and procurement of initial permits for drilling. Oversubscription of water rights and lack of water needed for implementation of EGS were identified and remained primary obstacles. Despite extended efforts to find alternative solutions, the water supply circumstances could not be overcome and led TGP to determine a "Ă?Â?Ă?Â?No Go"Ă?Â?Ă?Âť decision and initiate project termination in April 2012.

    The U.S. Department of Energy (DOE) has teamed with cities across the country through the Solar America Cities (SAC) partnership program to help reduce barriers and accelerate implementation of solar energy. The New York City SAC team is a partnership between the City University of New York (CUNY), the New York City Mayor s Office of Long-term Planning and Sustainability, and the New York City Economic Development Corporation (NYCEDC).The New York City SAC team is working with DOE s National Renewable Energy Laboratory (NREL) and Con Edison, the local utility, to develop a roadmap for photovoltaic (PV) installations in the five boroughs. The city set a goal to increase its installed PV capacity from1.1 MW in 2005 to 8.1 MW by 2015 (the maximum allowed in 2005). A key barrier to reaching this goal, however, is the complexity of the interconnection process with the local utility. Unique challenges are associated with connecting distributed PV systems to secondary network distribution systems (simplified to ���¢��������networks���¢������� in this report). Although most areas of the country use simpler radial distribution systems to distribute electricity, larger metropolitan areas like New York City typically use networks to increase reliability in large load centers. Unlike the radial distribution system, where each customer receives power through a single line, a network uses a grid of interconnected lines to deliver power to each customer through several parallel circuits and sources. This redundancy improves reliability, but it also requires more complicated coordination and protection schemes that can be disrupted by energy exported from distributed PV systems. Currently, Con Edison studies each potential PV system in New York City to evaluate the system s impact on the network, but this is time consuming for utility engineers and may delay the customer s project or add cost for larger installations. City leaders would like to streamline this process to facilitate faster, simpler, and less expensive distributed PV system interconnections. To assess ways to improve the interconnection process, NREL conducted a four-part study with support from DOE. The NREL team then compiled the final reports from each study into this report. In Section 1���¢��������PV Deployment Analysis for New York City���¢��������we analyze the technical potential for rooftop PV systems in the city. This analysis evaluates potential PV power production in ten Con Edison networks of various locations and building densities (ranging from high density apartments to lower density single family homes). Next, we compare the potential power production to network loads to determine where and when PV generation is most likely to exceed network load and disrupt network protection schemes. The results of this analysis may assist Con Edison in evaluating future PV interconnection applications and in planning future network protection system upgrades. This analysis may also assist other utilities interconnecting PV systems to networks by defining a method for assessing the technical potential of PV in the network and its impact on network loads. Section 2���¢��������A Briefing for Policy Makers on Connecting PV to a Network Grid���¢��������presents an overview intended for nontechnical stakeholders. This section describes the issues associated with interconnecting PV systems to networks, along with possible solutions.     In 1990, New York State Governor Mario M. Cuomo created an interagency task force under the leadership of Lt. Governor Stan Lundine to investigate the potential of high speed ground transportation (HSGT) systems. Building on information from previous agency activities, including consultant efforts contracted by the New York State Energy Research and Development Authority (NYSERDA), the New York State Thruway Authority (NYSTA), and in-house analyses performed by New York State Department of Transportation (NYSDOT), the task force focused on the corridor between New York City and the Niagara Frontier. In December 1991, NYSERDA issued a contract for a study of high speed ground transportation options for New York State. The study`s objective was to assess potential rights-of-way, ridership, energy and environmental impacts, economic benefits, capital, operating, and maintenance costs, and financial viability of HSGT systems. This study builds upon and supplements previous and on-going HSGT activities conducted by the members of the interagency task force. These activities include: Maglev Technical and Economic Feasibility Study (NYSERDA); Maglev Demonstration Site Investigation (NYSTA); and New York/Massachusetts High Speed Ground Transportation Study (NYSDOT). This study is intended to verify and refine previous information and analyses and provide supplemental information and insights to be used in determining if additional investigation and activities involving HSGT are desirable for New York State. This study evaluates HSGT technologies capable of speeds significantly higher than those achieved with the present rail system. Three HSGT categories are used in this study: incremental rail improvement, very high-speed rail, and Maglev.

    The state of New York through the New York State Energy Research and Development Authority (NYSERDA) has developed a suite of digester projects throughout the state to assess the potential for anaerobic digestion systems to improve manure management and concurrently produce energy through the production of heat and electrical power using the biogas produced from the digesters. Dairies comprise a significant part of the agribusiness and economy of the state of New York. Improving the energy efficiency and environmental footprint of dairies is a goal of NYSERDA. SUNY Morrisville State College (MSC) is part of a collection of state universities, dairy farms, cooperatives, and municipalities examining anaerobic digestion systems to achieve the goals of NYSERDA, the improvement of manure management, and reducing emissions to local dairy animal sites. The process for siting a digester system at the MSC’s free-stall Dairy Complex was initiated in 2002. The project involved the construction of an anaerobic digester that can accommodate the organic waste generated at Dairy complex located about a mile southeast of the main campus. Support for the project was provided through funding from the New York State Energy Research and Development Authority (NYSERDA) and the New York State Department of Agriculture and Markets. The DOE contribution to the project provided additional resources to construct an expanded facility to handle waste generated from the existing free-stall dairy and the newly-constructed barns. Construction on the project was completed in 2006 and the production of biogas started soon after the tanks were filled with the effluent generated at the Dairy Complex. The system has been in operation since December 17, 2006. The generated biogas was consistently flared starting from December 20, 2006, and until the operation of the internal combustion engine/generator set were first tested on the 9th of January, 2007. Flaring the biogas continued until the interconnect with the power grid was approved by NYSEG (the electrical power provider) and the combined heat and power generation (CHP) system was authorized to start on February 27, 2007. The system has been in operation since February 28, 2007, and is generating 45 to 50 kW of electrical power on continuous basis. The completed project will ultimately allow for investigating the facility of utilizing organic waste from a dairy operation in a hard-top plug-flow methane digester with the ultimate goal of reducing environmental risk, increasing economic benefits, and demonstrating the viability of an anaerobic methane digestion system. Many benefits are expected as a result of the completed project including our better understanding of the anaerobic digestion process and its management as well as the facility to utilize the methane digester as a demonstration site for dairy producers, farmers, and organic waste producers in New York State and the Northeast. Additional benefits include helping current and future students in dairy science and technology, agricultural business, environmental sciences, agricultural engineering, and other disciplines develop better understanding of underutilized biomass alternative energy technologies, environmental conservation, environmental stewardship, and sustainable agriculture.

    WastePlan is a computer software tool that models solid waste quantities, costs, and other parameters on a regional basis. The software was developed by the Tellus Institute, a nonprofit research and consulting firm. The project`s objective was to provide local solid waste management planners in New York State responsible to develop and implement comprehensive solid waste management plans authorized by the Solid Waste Management Act of 1988, with a WastePlan model specifically tailored to fit the demographic and other characteristics of New York State and to provide training and technical support to the users. Two-day workshops were held in 1992 to introduce planners to the existing versions; subsequently, extensive changes were made to the model and a second set of two-day workshops were held in 1993 to introduce planners to the enhanced version of WastePlan. Following user evaluations, WastePlan was further modified to allow users to model systems using a simplified version, and to incorporate report forms required by New York State. A post-project survey of trainees revealed limited regular use of software. Possible reasons include lack of synchronicity with NYSDEC planning process; lack of computer literacy and aptitude among trainees; hardware limitations; software user-friendliness; and the work environment of the trainees. A number of recommendations are made to encourage use of WastePlan by local solid waste management planners.

    The New York Public Service Commission (PSC), under contract with the US Department of Energy (DOE), began a joint program in September 1978 to improve the productivity of coal and nuclear electric generating units in New York State. The project had dual objectives: to ensure that the utilities in New York State have or develop a systematic permanent, cost-effective productivity improvement program based on sound engineering and economic considerations, and to develop a model program for Power Plant Productivity Improvement, which, through DOE, can also be utilized by other regulatory commissions in the country. To accomplish these objectives, the program was organized into the following sequence of activities: compilation and analysis of power plant performance data; evaluation and comparison of utility responses to outage/derating events; power plant productivity improvement project cost-benefit analysis; and evaluation of regulatory procedures and policies for improving productivity. The program that developed for improving the productivity of coal units is substantially different than for nuclear units. Each program is presented, and recommendations are made for activities of both the utilities and regulatory agencies which will promote improved productivity.

    Laboratories, cleanrooms and data centers are very energy-intensive. For example, laboratories are typically three to eight times as energy intensive as a typical office building, and a data center may be as much as 20-50 times as energy intensive as a typical office building. This technical note presents an estimate of the total energy use in laboratories, cleanrooms and data centers in New York. There is generally very limited data on energy use in the high tech sector, both at the national and state level. Since it was beyond the scope of this project to develop primary data through surveys, the analysis relied primarily on the use of proxy indicators and extrapolation from national data where available. The results for each building type are summarized below in table E-1 and figure E-1.

    Utica College, located in Utica New York, intends to install an on-site power/cogeneration facility. The energy facility is to be factory pre-assembled, or pre- assembled in modules, to the fullest extent possible, and ready to install and interconnect at the College with minimal time and engineering needs. External connections will be limited to fuel supply, electrical output, potable makeup water as required and cooling and heat recovery systems. The proposed facility will consist of 4 self-contained, modular Cummins 330kW engine generators with heat recovery systems and the only external connections will be fuel supply, electrical outputs and cooling and heat recovery systems. This project was eventually cancelled due to changing DOE budget priorities, but the project engineers produced this system design specification in hopes that it may be useful in future endeavors.

    Key catalysts for Marcellus Shale drilling in New York were identified. New York remains the only state in the nation with a legislative moratorium on high-volume hydraulic fracturing, as regulators and state lawmakers work to balance the advantages of potential economic benefits while protecting public drinking water resources and the environment. New York is being particularly careful to work on implementing sufficiently strict regulations to mitigate the environmental impacts Pennsylvania has already seen, such as methane gas releases, fracturing fluid releases, flowback water and brine controls, and total dissolved solids discharges. In addition to economic and environmental lessons learned, the New York Department of Environmental Conservation (DEC) also acknowledges impacts to housing markets, security, and other local issues, and may impose stringent measures to mitigate potential risks to local communities. Despite the moratorium, New York has the opportunity to take advantage of increased capital investment, tax revenue generation, and job creation opportunities by increasing shale gas activity. The combination of economic benefits, industry pressure, and recent technological advances will drive the pursuit of natural gas drilling in New York. We identify four principal catalysts as follows: Catalyst 1: Pressure from Within the State. Although high-volume hydraulic fracturing has become a nationally controversial technology, shale fracturing activity is common in every U.S. state except New York. The regulatory process has delayed potential economic opportunities for state and local economies, as well as many industry stakeholders. In 2010, shale gas production accounted for $18.6 billion in federal royalty and local, state, and federal tax revenues. (1) This is expected to continue to grow substantially. The DEC is under increased pressure to open the state to the same opportunities that Alabama, Arkansas, California, Colorado, Kansas, Louisiana, Montana, New Mexico, North Dakota, Ohio, Oklahoma, Pennsylvania, South Dakota, Texas, Utah, West Virginia, and Wyoming are pursuing. Positive labor market impacts are another major economic draw. According to the Revised Draft SGEIS on the Oil, Gas and Solution Mining Regulatory Program (September 2011), hydraulic fracturing would create between 4,408 and 17,634 full-time equivalent (FTE) direct construction jobs in New York State. Indirect employment in other sectors would add an additional 29,174 FTE jobs. Furthermore, the SGEIS analysis suggests that drilling activities could add an estimated $621.9 million to $2.5 billion in employee earnings (direct and indirect) per year, depending upon how much of the shale is developed. The state would also receive direct tax receipts from leasing land, and has the potential to see an increase in generated indirect revenue. Estimates range from $31 million to $125 million per year in personal income tax receipts, and local governments would benefit from revenue sharing. Some landowner groups say the continued delay in drilling is costing tens of thousands of jobs and millions of dollars in growth for New York, especially in the economically stunted upstate. A number of New York counties near Pennsylvania, such as Chemung, NY, have experienced economic uptick from Pennsylvania drilling activity just across the border. Chemung officials reported that approximately 1,300 county residents are currently employed by the drilling industry in Pennsylvania. The Marcellus shale boom is expected to continue over the next decade and beyond. By 2015, gas drilling activity could bring 20,000 jobs to New York State alone. Other states, such as Pennsylvania and West Virginia, are also expected to see a significant increase in the number of jobs. Catalyst 2: Political Reality of the Moratorium. Oil and gas drilling has taken place in New York since the 19th century, and it remains an important industry with more than 13,000 currently active wells. The use of hydraulic fracturing in particular has been employed for decades. Yet, as technological

    The potential of geothermal energy for future electric power generation in New York State is evaluated using estimates of temperatures of geothermal reservoir rocks. Bottom hole temperatures from over 2000 oil and gas wells in the region were integrated into subsurface maps of the temperatures for specific geothermal reservoirs. The Theresa/Potsdam formation provides the best potential for extraction of high volumes of geothermal fluids. The evaluation of the Theresa/Potsdam geothermal reservoir in upstate New York suggests that an area 30 miles east of Elmira, New York has the highest temperatures in the reservoir rock. The Theresa/Potsdam reservoir rock should have temperatures about 136 {degrees}C and may have as much as 450 feet of porosity in excess of 8%. Estimates of the volumes of geothermal fluids that can be extracted are provided and environmental considerations for production from a geothermal well is discussed.
