    A MARKAL model was developed for the State of New York. It represents the State`s energy system as a set of typical technologies for generating, converting, and using energy as it evolves over a 45-year period. NYMARKAL was applied here in demonstration analyses to explore strategies to reduce CO2 emissions. NYMARKAL was installed at the State Energy Office and in the Offices of the New York Power Pool. Example scenarios showed that it is more difficult and more expensive to reduce carbon emissions in New York State than in the United States as a whole. Were a common carbon tax instituted, it would have less effect in New York and most carbon emissions reduction would take place elsewhere in the country where it is more cost-effective. Alternatively, were all states required to reduce CO2 emission an equal percentage (say by 20%), the cost per unit emissions reduction to New York would be much greater than in the rest of the country.

    The U.S. Department of Transportation (USDOT) initiated an effort in 1969 to collect detailed data on personal travel, with the most recent surveys being the 1995 Nationwide Personal Transportation Survey (NPTS) and the 2001 and 2009 National Household Travel Surveys (NHTS). The primary objective of these surveys is to collect trip-based data on the nature and characteristics of personal travel so that the relationships between the characteristics of personal travel and the socio-economic and demographic characteristics of the traveler and his/her household can be established. In addition to the number of sample households that the national NPTS/NHTS survey allotted to New York State, NYDOT procured an additional sample of households in the 1995, 2001, and 2009 surveys. The comparisons drawn in this report compare the results from these NYS sampled households to the results from households drawn for the rest of the nation. Many of the differences between NYC counties and others in the state result from the striking differences in private vehicle ownership levels, with less than one in two NYC drivers and only 64% of NYC households owning a vehicle in 2009: versus 9 out of 10 drivers owning a vehicle, and between 1.5 and 2 vehicles owned per household, on the average, in the state's other metro areas. And this situation has changed very little over the past fourteen years covered by the three latest NPTS/NHTS surveys. While households in metro areas outside NYC do not own a vehicle largely due to income constraints, many households in NYC/Manhattan do not own a vehicle by choice. However, the statistics suggest that the mobility of zero-vehicle households in NYC/Manhattan is by no means deterred by the lack of a vehicle. While the private vehicle tripmaking rate of NYC residents was between one half and one third that in the state's other metro areas, and their daily VMT about half that of other metro areas, most of their daily travel needs were met by walking or by public transit. As a result, their daily trip-making rates remain consistent with those of vehicle-owning households when all modes of travel are considered. This again indicates that owning a vehicle or being a driver in NYC was less important for meeting a household's mobility needs than anywhere else in NYS. The high levels of public transit usage within NYC replace a great deal of automobile use, and this plus greater use of walk trips results in significantly lower travel generated carbon dioxide emissions per household in NYC than elsewhere in the state. In contrast, the comparatively limited level of public transit ridership in the state's smaller and medium sized metro areas places a much greater reliance on the privately owned vehicle, be it an automobile or the increasingly popular SUV.

    The New York State Department of Environmental Conservation`s (NYSDEC) regulations for low-level radioactive waste (LLRW) disposal facilities set primarily performance-based criteria for LLRW disposal facilities. The regulations (Part 383 of Title 6 of the New York State Codes of Rules and Regulations) set requirements for design, construction, operation, monitoring, site safety planning, financial assurance, closure, post closure monitoring and maintenance, and institutional control. The regulations are unique in their detail and in presenting specific requirements for below ground disposal units, above ground disposal units, and underground mined repositories.

    Policymakers rely on transportation statistics, including data on personal travel behavior, to formulate strategic transportation policies, and to improve the safety and efficiency of the U.S. transportation system. Data on personal travel trends are needed to examine the reliability, efficiency, capacity, and flexibility of the Nation's transportation system to meet current demands and accommodate future demands; to assess the feasibility and efficiency of alternative congestion-alleviating technologies (e.g., high-speed rail, magnetically levitated trains, intelligent vehicle and highway systems); to evaluate the merits of alternative transportation investment programs; and to assess the energy-use and air-quality impacts of various policies. To address these data needs, the U.S. Department of Transportation (USDOT) initiated an effort in 1969 to collect detailed data on personal travel. The 1969 survey was the first Nationwide Personal Transportation Survey (NPTS). The survey was conducted again in 1977, 1983, 1990, 1995, and 2001. Data on daily travel were collected in 1969, 1977, 1983, 1990 and 1995. Longer-distance travel was collected in 1977 and 1995. The 2001 National Household Travel Survey (NHTS) collected both daily and longer-distance trips in one survey. The 2001 survey was sponsored by three USDOT agencies: Federal Highway Administration (FHWA), Bureau of Transportation Statistics (BTS), and National Highway Traffic Safety Administration (NHTSA). The primary objective of the survey was to collect trip-based data on the nature and characteristics of personal travel so that the relationships between the characteristics of personal travel and the demographics of the traveler can be established. Commercial and institutional travel was not part of the survey. New York State participated in the 2001 NHTS by procuring additional 12,000 sample households. These additional sample households allowed New York State to address transportation planning issues pertinent to geographic areas that are significantly smaller than what the national NHTS data allowed. The final sample size for New York State was 13,423 usable households. In this report, Oak Ridge National Laboratory (ORNL) identifies and analyzes differences, if any, in travel patterns that are attributable to demographic characteristics (e.g., gender, age, race and ethnicity), household characteristics (e.g., low income households, zero and one car households), modal characteristics and geographic location. Travel patterns of those who work at home are examined and compared to those of conventional workers, as well as those who do not work. Focus is given to trip frequency, travel by time of day, trip purpose, and mode choice. For example, included in this analysis is the mobility of the elderly population in New York State. The American society is undergoing a major demographic transformation that is resulting in a greater percentage of older individuals in the population. In addition to demographic changes, recent travel surveys show that an increasing number of older individuals are licensed to drive and that they drive more than their same age cohort did a decade ago. Cohort differences in driving are particularly apparent - not only are more of today's elderly population licensed to drive than their age cohort two decades ago, they also drive more. Equally important are the increase in immigration and in racial and cultural diversity. This report also discusses vehicle availability, socioeconomic characteristics, travel trends (e.g., miles travelled, distance driven, commute patterns), and the transportation accessibility of these populations. Specifically, this report addresses in detail the travel behavior of the following special populations: (1) the elderly, defined as those who were 65 years old or older, (2) low-income households, (3) ethnic groups and immigrants, and (4) those who worked at home.

    In 1990, New York State Governor Mario M. Cuomo created an interagency task force under the leadership of Lt. Governor Stan Lundine to investigate the potential of high speed ground transportation (HSGT) systems. Building on information from previous agency activities, including consultant efforts contracted by the New York State Energy Research and Development Authority (NYSERDA), the New York State Thruway Authority (NYSTA), and in-house analyses performed by New York State Department of Transportation (NYSDOT), the task force focused on the corridor between New York City and the Niagara Frontier. In December 1991, NYSERDA issued a contract for a study of high speed ground transportation options for New York State. The study`s objective was to assess potential rights-of-way, ridership, energy and environmental impacts, economic benefits, capital, operating, and maintenance costs, and financial viability of HSGT systems. This study builds upon and supplements previous and on-going HSGT activities conducted by the members of the interagency task force. These activities include: Maglev Technical and Economic Feasibility Study (NYSERDA); Maglev Demonstration Site Investigation (NYSTA); and New York/Massachusetts High Speed Ground Transportation Study (NYSDOT). This study is intended to verify and refine previous information and analyses and provide supplemental information and insights to be used in determining if additional investigation and activities involving HSGT are desirable for New York State. This study evaluates HSGT technologies capable of speeds significantly higher than those achieved with the present rail system. Three HSGT categories are used in this study: incremental rail improvement, very high-speed rail, and Maglev.

    The Long Island Power Authority (LIPA) has teamed with Stony Brook University (Stony Brook or SBU) and Farmingdale State College (Farmingdale or FSC), two branches of the State University of New York (SUNY), to create a “Smart Energy Corridor.” The project, located along the Route 110 business corridor on Long Island, New York, demonstrated the integration of a suite of Smart Grid technologies from substations to end-use loads. The Smart Energy Corridor Project included the following key features: -TECHNOLOGY: Demonstrated a full range of smart energy technologies, including substations and distribution feeder automation, fiber and radio communications backbone, advanced metering infrastructure (AM”), meter data management (MDM) system (which LIPA implemented outside of this project), field tools automation, customer-level energy management including automated energy management systems, and integration with distributed generation and plug-in hybrid electric vehicles. -MARKETING: A rigorous market test that identified customer response to an alternative time-of-use pricing plan and varying levels of information and analytical support. -CYBER SECURITY: Tested cyber security vulnerabilities in Smart Grid hardware, network, and application layers. Developed recommendations for policies, procedures, and technical controls to prevent or foil cyber-attacks and to harden the Smart Grid infrastructure. -RELIABILITY: Leveraged new Smart Grid-enabled data to increase system efficiency and reliability. Developed enhanced load forecasting, phase balancing, and voltage control techniques designed to work hand-in-hand with the Smart Grid technologies. -OUTREACH: Implemented public outreach and educational initiatives that were linked directly to the demonstration of Smart Grid technologies, tools, techniques, and system configurations. This included creation of full-scale operating models demonstrating application of Smart Grid technologies in business and residential settings. Farmingdale State College held three international conferences on energy and sustainability and Smart Grid related technologies and policies. These conferences, in addition to public seminars increased understanding and acceptance of Smart Grid transformation by the general public, business, industry, and municipalities in the Long Island and greater New York region. - JOB CREATION: Provided training for the Smart Grid and clean energy jobs of the future at both Farmingdale and Stony Brook. Stony Brook focused its “Cradle to Fortune 500” suite of economic development resources on the opportunities emerging from the project, helping to create new technologies, new businesses, and new jobs. To achieve these features, LIPA and its sub-recipients, FSC and SBU, each have separate but complementary objectives. At LIPA, the Smart Energy Corridor (1) meant validating Smart Grid technologies; (2) quantifying Smart Grid costs and benefits; and (3) providing insights into how Smart Grid applications can be better implemented, readily adapted, and replicated in individual homes and businesses. LIPA installed 2,550 AMI meters (exceeding the 500 AMI meters in the original plan), created three “smart” substations serving the Corridor, and installed additional distribution automation elements including two-way communications and digital controls over various feeders and capacitor banks. It gathered and analyzed customer behavior information on how they responded to a new “smart” TOU rate and to various levels of information and analytical tools.

Section 1 is a 1994 overview of the United States and New York State energy profiles. The national energy consumption data used for comparison are compatible with New York State`s data. Section 2 provides current and historic data for primary and net consumption of energy by fuel type and sector. {open_quotes}Primary{close_quotes} represents total consumption of fuels by the residential, commercial, industrial, and transportation sectors including fuels used for generating electricity. {open_quotes}Net{close_quotes} is the end-use consumption by the residential, commercial, industrial, and transportation sectors, including electricity sales to each of these sectors but excluding energy losses incurred during electricity generation and distribution. Section 3 presents energy price data at the retail level from 1980 to 1994. The fluid potential plus an advantageous geothermal gradient and the results of the test well drilled in the city of Auburn in Cayuga County suggest that low temperature geothermal energy may be a viable alternative to other more conventional forms of energy that are not indigenous to New York State.

  9. Investigations of low-temperature geothermal potential in New York State

    Temperature gradient map and published heat flow data indicate a possible potential for a geothermal resource in western and central New York State. A new analysis of bottom-hole temperature data for New York State confirms the existence of three positive gradient anomalies: the East Aurora, Cayuga, and Elmira anomalies, with gradients as high as 32/sup 0/C/km, 36/sup 0/C/km, and 36/sup 0/C/km, respectively. Ground waters from two of these anomalies are enriched in silica relative to surrounding areas. Heat flows based on silica geothermometry are 50 to 70 mWm/sup -2/ for the anomalies and 41.4 mWm/sup -2/ for bordering regional flux. A correlation between Bouguer gravity anomalies and the temperature gradient map suggests that the geothermal anomalies may occur above radioactive granites in the basement.

    With the increasing demographic shift towards a larger population of elderly (individuals 65 years and older), it is essential for policy makers and planners to have an understanding of transportation issues that affect the elderly. These issues include livability of the community, factors impacting travel behavior and mobility, transportation safety, etc. In this study, Oak Ridge National Laboratory was tasked by the New York State (NYS) Department of Transportation to conduct a detailed examination of travel behaviors, and identify patterns and trends of the elderly within NYS. The National Household Travel Survey (NHTS) was used as the primary data source to analyze subjects and address questions such as: Are there differences in traveler demographics between the elderly population and those of younger age groups who live in various NYS regions; e.g., New York City, other urban areas of NYS, or other parts of the country? How do they compare with the population at large? Are there any regional differences (e.g., urban versus rural)? Gender differences? Do any unique travel characteristics or patterns exist within the elderly group? In addition to analysis of NHTS data, roadway travel safety concerns associated with elderly travelers were also investigated in this study. Specifically, data on accidents involving the elderly (including drivers, passengers, and others) as captured in the Fatal Analysis Reporting System (FARS) database was analyzed to examine elderly driver and elderly pedestrian travel safety issues in NYS. The analyses of these data sets provide a greater understanding of the elderly within NYS and their associated transportation issues. Through this study, various key findings on elderly population size, household characteristics, and travel patterns were produced and are report herein this report.

    This report evaluates the New York paper mill industry in terms of the productive management and treatment of solid wastes. It identifies current efforts by recycling mills to beneficially use paper mill residuals (often called sludge) and suggests additional options that should be considered by the industry in general and individual mills in particular. It also examines the regulations and economics affecting the mills and suggests actions that could improve the industry`s ability to convert wastes to value-added products. The report recommends that the mills should continue measures to reduce fiber and filler clay losses, promote the transfer of usable fiber and clay to mills able to use them, upgrade sludge dewatering capabilities, and take a more regional approach to solid waste disposal problems. State agencies are urged to support these efforts, encourage the development and commercialization of new beneficial use technologies, and reduce regulatory barriers whenever possible.

  18. Screening study for waste biomass to ethanol production facility using the Amoco process in New York State. Final report

    This report evaluates the economic feasibility of locating biomass-to-ethanol waste conversion facilities in New York State. Part 1 of the study evaluates 74 potential sites in New York City and identifies two preferred sites on Staten, the Proctor Gamble and the Arthur Kill sites, for further consideration. Part 2 evaluates upstate New York and determines that four regions surrounding the urban centers of Albany, Buffalo, Rochester, and Syracuse provide suitable areas from which to select specific sites for further consideration. A separate Appendix provides supplemental material supporting the evaluations. A conceptual design and economic viability evaluation were developed for a minimum-size facility capable of processing 500 tons per day (tpd) of biomass consisting of wood or paper, or a combination of the two for upstate regions. The facility would use Amoco`s biomass conversion technology and produce 49,000 gallons per day of ethanol and approximately 300 tpd of lignin solid by-product. For New York City, a 1,000-tpd processing facility was also evaluated to examine effects of economies of scale. The reports evaluate the feasibility of building a biomass conversion facility in terms of city and state economic, environmental, and community factors. Given the data obtained to date, including changing costs for feedstock and ethanol, the project is marginally attractive. A facility should be as large as possible and located in a New York State Economic Development Zone to take advantage of economic incentives. The facility should have on-site oxidation capabilities, which will make it more financially viable given the high cost of energy. 26 figs., 121 tabs.

    The U.S. Environmental Protection Agency (EPA) Region II, Underground Injection Control (UIC) Program regulates injection wells in the State of New York to protect drinking water; UIC regulations can be found under Title 40 of the Code of Federal Regulations Parts 124, 144, 146 and 147. Operators of solution mining injection wells (UIC Class IIIG) and produced fluid disposal wells (UIC Class IID) are required to obtain an UIC permit for authorization to inject. The permitting process requires submittal of drinking water, geologic and proposed operational data in order to assure that pressure build-up within the injection zone will not compromise confining layers and allow vertical migration of fluid into Underground Sources of Drinking Water (USDW). Additional data is required within an Area of Review (AOR), defined as an area determined by the intersection of the adjusted potentiometric surface produced by injection and a depth 50 feet below the base of the lowermost USDW, or a radius of 1/4 mile around the injection well, whichever is greater. Locations of all wells in the AOR must be identified, and completion reports and plugging reports must be submitted. Requirements are set for maximum injection pressure and flow rates, monitoring of brine properties of the injection well and monitoring of water supply wells in the AOR for possible contamination. Any noncompliance with permit requirements constitutes a violation of the Safe Drinking Water Act and is grounds for enforcement action, including possible revocation of permit. Presently four Class IID wells are authorized under permit in New York State. The Queenston sandstone, Medina sandstone, Salina B, Akron dolomite and Oriskany sandstone have been used for brine disposal; the lower Ordovician-Cambrian section is currently being considered as an injection zone. Over one hundred Class IIIG wells are authorized under permit in New York State and all have been utilized for solution mining of the Syracuse salt.

Therefore, issues such as waste management, energy products and renewable energy technologies are addressed in several areas of the program. The project descriptions presented are organized within the five program areas. Descriptions of projects completed between the period April 1, 1996, and March 31, 1997, including technology-transfer activities, are at the end of each subprogram section.

    This thesis explored the differences between two life stages - young and old - in perceiving and responding to man-made environmental disaster, as well as the support resources utilized to cope with disaster - personal, familial/friendship, and organizational. Because of the characteristics of man-made environmental disaster, and because of the different conditions of life and constructions of reality of older and younger families, it was expected that definitions of the situation would vary by life stage and locus of control - authoritative and personal. The research took place in the Love Canal neighborhood of Niagara Falls, New York. Fifty-eight families were interviewed in the fall of 1978, and thirty-nine of these families were reinterviewed in the spring of 1979. Interviews were tape recorded, transcribed, and coded. The data were presented in contingency tables and interview excerpts. The interview schedules elicited information of perception of impact, responses to impact, and the utilization of support resources. In an authoritative locus of control situation, the major findings were that both older and younger families perceived impact, that older families were slightly less disrupted, that younger families relied on organizational and familial/friendship support resources, and that older families relied on familial/friendship support resources.

    The final report evaluates the economic feasibility of locating biomass-to-ethanol waste conversion facilities in New York State. Part 1 of the study evaluates 74 potential sites in New York City and identifies two preferred sites on Staten Island, the Proctor and Gamble and the Arthur Kill sites for further consideration. Part 2 evaluates upstate New York and determines that four regions surrounding the urban centers of Albany, Buffalo, Rochester, and Syracuse provide suitable areas from which to select specific sites for further consideration. A conceptual design and economic viability evaluation were developed for a minimum-size facility capable of processing 500 tons per day (tpd) of biomass consisting of wood or paper, or a combination of the two for upstate regions. The facility would use Amoco`s biomass conversion technology and produce 49,000 gallons per day of ethanol and approximately 300 tpd of lignin solid by-product. For New York City, a 1,000-tpd processing facility was also evaluated to examine effects of economies of scale. The reports evaluate the feasibility of building a biomass conversion facility in terms of city and state economic, environmental, and community factors. Given the data obtained to date, including changing costs for feedstock and ethanol, the project is marginally attractive. A facility should be as large as possible and located in a New York State Economic Development Zone to take advantage of economic incentives. The facility should have on-site oxidation capabilities, which will make it more financially viable given the high cost of energy. This appendix to the final report provides supplemental material supporting the evaluations.

    The initial federal funding for the Colorado State University Smart Grid Integration Laboratory is through a Congressionally Directed Project (CDP), DE-OE0000070 Smart Grid Integration Laboratory. The original program requested in three one-year increments for staff acquisition, curriculum development, and instrumentation all which will benefit the Laboratory. This report focuses on the initial phase of staff acquisition which was directed and administered by DOE NETL/ West Virginia under Project Officer Tom George. Using this CDP funding, we have developed the leadership and intellectual capacity for the SGIC. This was accomplished by investing (hiring) a core team of Smart Grid Systems engineering faculty focused on education, research, and innovation of a secure and smart grid infrastructure. The Smart Grid Integration Laboratory will be housed with the separately funded Integrid Laboratory as part of CSU's overall Smart Grid Integration Center (SGIC). The period of performance of this grant was 10/1/2009 to 9/30/2011 which included one no cost extension due to time delays in faculty hiring. The Smart Grid Integration Laboratory's focus is to build foundations to help graduate and undergraduates acquire systems engineering knowledge; conduct innovative research; and team externally with grid smart organizations. Using the results of the separately funded Smart Grid Workforce Education Workshop (May 2009) sponsored by the City of Fort Collins, Northern Colorado Clean Energy Cluster, Colorado State University Continuing Education, Spirae, and Siemens has been used to guide the hiring of faculty, program curriculum and education plan. This project develops faculty leaders with the intellectual capacity to inspire its students to become leaders that substantially contribute to the development and maintenance of Smart Grid infrastructure through topics such as: (1) Distributed energy systems modeling and control; (2) Energy and power conversion; (3) Simulation of electrical power distribution system that integrates significant quantities of renewable and distributed energy resources; (4) System dynamic modeling that considers end-user behavior, economics, security and regulatory frameworks; (5) Best practices for energy management IT control solutions for effective distributed energy integration (including security with the underlying physical power systems); (6) Experimental verification of effects of various arrangements of renewable generation, distributed generation and user load types along with conventional generation and transmission. Understanding the core technologies for enabling them to be used in an integrated fashion within a distribution network remains is a benefit to the future energy paradigm and future and present energy engineers.

    Berkeley Lab has for several years been developing methods for selection of optimal microgrid systems, especially for commercial building applications, and applying these methods in the Distributed Energy Resources Customer Adoption Model (DER-CAM). This project began with 3 major goals: (1) to conduct detailed analysis to find the optimal equipment combination for microgrids at a few promising commercial building hosts in the two favorable markets of California and New York, (2) to extend the analysis capability of DER-CAM to include both heat and electricity storage, and (3) to make an initial effort towards adding consideration of power quality and reliability (PQR) to the capabilities of DER-CAM. All of these objectives have been pursued via analysis of the attractiveness of a Consortium for Electric Reliability Technology Solutions (CERTS) Microgrid consisting of multiple nameplate 100 kW Tecogen Premium Power Modules (CM-100). This unit consists of an asynchronous inverter-based variable speed internal combustion engine genset with combined heat and power (CHP) and power surge capability. The essence of CERTS Microgrid technology is that smarts added to the on-board power electronics of any microgrid device enables stable and safe islanded operation without the need for complex fast supervisory controls. This approach allows plug and play development of a microgrid that can potentially provide high PQR with a minimum of specialized site-specific engineering. A notable feature of the CM-100 is its time-limited surge rating of 125 kW, and DER-CAM capability to model this feature was also a necessary model enhancement.

    The Consolidated Edison, Inc., of New York (Con Edison) Secure Interoperable Open Smart Grid Demonstration Project (SGDP), sponsored by the United States (US) Department of Energy (DOE), demonstrated that the reliability, efficiency, and flexibility of the grid can be improved through a combination of enhanced monitoring and control capabilities using systems and resources that interoperate within a secure services framework. The project demonstrated the capability to shift, balance, and reduce load where and when needed in response to system contingencies or emergencies by leveraging controllable field assets. The range of field assets includes curtailable customer loads, distributed generation (DG), battery storage, electric vehicle (EV) charging stations, building management systems (BMS), home area networks (HANs), high-voltage monitoring, and advanced metering infrastructure (AMI). The SGDP enables the seamless integration and control of these field assets through a common, cyber-secure, interoperable control platform, which integrates a number of existing legacy control and data systems, as well as new smart grid (SG) systems and applications. By integrating advanced technologies for monitoring and control, the SGDP helps target and reduce peak load growth, improves the reliability and efficiency of Con Edison’s grid, and increases the ability to accommodate the growing use of distributed resources. Con Edison is dedicated to lowering costs, improving reliability and customer service, and reducing its impact on the environment for its customers. These objectives also align with the policy objectives of New York State as a whole. To help meet these objectives, Con Edison’s long-term vision for the distribution grid relies on the successful integration and control of a growing penetration of distributed resources, including demand response (DR) resources, battery storage units, and DG. For example, Con Edison is expecting significant long-term growth of DG. The SGDP enables the efficient, flexible integration of these disparate resources and lays the architectural foundations for future scalability. Con Edison assembled an SGDP team of more than 16 different project partners, including technology vendors, and participating organizations, and the Con Edison team provided overall guidance and project management. Project team members are listed in Table 1-1.

  6. Investigation of the Potential for Biofuel Blends in Residual Oil-Fired Power Generation Units as an Emissions Reduction Strategy for New York State

    There is a significant amount of oil, about 12.6 million barrels per year, used for power generation in New York State. The majority of it is residual oil. The primary reason for using residual oil probably is economic, as these fuels are cheaper than distillates. However, the stack emissions from the use of such fuels, especially in densely populated urban areas, can be a cause for concern. The emissions of concern include sulfur and nitrogen oxides and particulates, particularly PM 2.5. Blending with distillate (ASTM No.2) fuels may not reduce some or all of these emissions. Hence, a case can be made for blending with biofuels, such as biodiesel, as they tend to have very little fuel bound sulfur and nitrogen and have been shown in prior work at Brookhaven National Laboratory (BNL) to reduce NOx emissions as well in small boilers. Some of the research carried out at CANMET in Canada has shown potential reductions in PM with blending of biodiesel in distillate oil. There is also the benefit obtaining from the renewable nature of biofuels in reducing the net carbon dioxide emitted thus contributing to the reduction of green house gases that would otherwise be emitted to the atmosphere. The present project was conceived to examine the potential for such benefits of blending biofuels with residual oil. A collaboration was developed with personnel at the New York City Poletti Power Plant of the New York Power Authority. Their interest arose from an 800 MW power plant that was using residual oil and which was mandated to be shut down in 2010 because of environmental concerns. A blend of 20% biodiesel in residual oil had also been tested for a short period of about two days in that boiler a couple of years back. In this project, emission measurements including particulate measurements of PM2.5 were made in the commercial boiler test facility at BNL described below. Baseline tests were done using biodiesel as the blending biofuel. Biodiesel is currently and probably in the foreseeable future more expensive than residual fuel. So, another task was to explore potential alternative biofuels that might confer emission benefits similar to those of biodiesel, while being potentially significantly cheaper. Of course, for power plant use, availability in the required quantities is also a significant criterion. A subsidiary study to determine the effect of the temperature of the filter used to collect and measure the PM 2.5 emissions was conducted. This was done for reasons of accuracy in a residential boiler using distillate fuel blends. The present report details the results obtained in these tests with the baseline ASTM No. 6 fuel and blends of biodiesel with it as well as the results of the filter temperature study. The search for the alternative 'cheaper' biofuel identified a potential candidate, but difficulties encountered with the equipment during the testing prevented testing of the alternative biofuel.

    The NYSolar Smart Distributed Generation (DG) Hub - Resilient Solar Project was created by the City University of New York (CUNY), in partnership with the National Renewable Energy Laboratory and Meister Consulting Group. Developed in response to the widespread power outages caused by Hurricane Sandy in 2012, this project is creating a roadmap for the integration and tracking of resilient solar systems, which can be used to supply emergency power and energy storage throughout New York City.     The National Rural Electric Cooperative Association (NRECA) organized the NRECA-U.S. Department of Energy (DOE) Smart Grid Demonstration Project (DE-OE0000222) to install and study a broad range of advanced smart grid technologies in a demonstration that spanned 23 electric cooperatives in 12 states. More than 205,444 pieces of electronic equipment and more than 100,000 minor items (bracket, labels, mounting hardware, fiber optic cable, etc.) were installed to upgrade and enhance the efficiency, reliability, and resiliency of the power networks at the participating co-ops. The objective of this project was to build a path for other electric utilities, and particularly electrical cooperatives, to adopt emerging smart grid technology when it can improve utility operations, thus advancing the co-ops’ familiarity and comfort with such technology. Specifically, the project executed multiple subprojects employing a range of emerging smart grid technologies to test their cost-effectiveness and, where the technology demonstrated value, provided case studies that will enable other electric utilities—particularly electric cooperatives— to use these technologies. NRECA structured the project according to the following three areas: Demonstration of smart grid technology; Advancement of standards to enable the interoperability of components; and Improvement of grid cyber security. We termed these three areas Technology Deployment Study, Interoperability, and Cyber Security. Although the deployment of technology and studying the demonstration projects at coops accounted for the largest portion of the project budget by far, we see our accomplishments in each of the areas as critical to advancing the smart grid. All project deliverables have been published. Technology Deployment Study: The deliverable was a set of 11 single-topic technical reports in areas related to the listed technologies. Each of these reports has already been submitted to DOE, distributed to co-ops, and posted for universal access at www.nreca.coop/smartgrid. This research is available for widespread distribution to both cooperative members and non-members. These reports are listed in Table 1.2. Interoperability: The deliverable in this area was the advancement of the MultiSpeak™ interoperability standard from version 4.0 to version 5.0, and improvement in the MultiSpeak™ documentation to include more than 100 use cases. This deliverable substantially expanded the scope and usability of MultiSpeak, ™ the most widely deployed utility interoperability standard, now in use by more than 900 utilities. MultiSpeak™ documentation can be accessed only at www.multispeak.org. Cyber Security: NRECA’s starting point was to develop cyber security tools that incorporated succinct guidance on best practices. The deliverables were: cyber security extensions to MultiSpeak,™ which allow more security message exchanges; a Guide to Developing a Cyber Security and Risk Mitigation Plan; a Cyber Security Risk Mitigation Checklist; a Cyber Security Plan Template that co-ops can use to create their own cyber security plans; and Security Questions for Smart Grid Vendors.

    The report provides an overview of what the Smart Grid is and what is being done to define and implement it. The electric industry is preparing to undergo a transition from a centralized, producer-controlled network to a decentralized, user-interactive one. Not only will the technology involved in the electric grid change, but the entire business model of the industry will change too. A major objective of the report is to identify the changes that the Smart Grid will bring about so that industry participants can be prepared to face them. A concise overview of the development of the Smart Grid is provided. It presents an understanding of what the Smart Grid is, what new business opportunities or risks might come about due to its introduction, and what activities are already taking place regarding defining or implementing the Smart Grid. This report will be of interest to the utility industry, energy service providers, aggregators, and regulators.     The United States repeatedly experiences floods along the Midwest's large rivers and droughts in the arid Western States that cause traumatic environmental conditions with huge economic impact. With an integrated approach and solution these problems can be alleviated. Tapping into the Mississippi River and its tributaries, the world's third largest fresh water river system, during flood events will mitigate the damage of flooding and provide a new source of fresh water to the Western States. The trend of increased flooding on the Midwest's large rivers is supported by a growing body of scientific literature. The Colorado River Basin and the western states are experiencing a protracted multi-year drought. Fresh water can be pumped via pipelines from areas of overabundance/flood to areas of drought or high demand. Calculations document 10 to 60 million acre-feet (maf) of fresh water per flood event can be captured from the Midwest's Rivers and pumped via pipelines to the Colorado River and introduced upstream of Lake Powell, Utah, to destinations near Denver, Colorado, and used in areas along the pipelines. Water users of the Colorado River include the cities in southern Nevada, southern California, northern Arizona, Colorado, Utah, Indian Tribes, and Mexico. The proposed start and end points, and routes of the pipelines are documented, including information on right-of-ways necessary for state and federal permits. A National Smart Water Grid{trademark} (NSWG) Project will create thousands of new jobs for construction, operation, and maintenance and save billions in drought and flood damage reparations tax dollars. The socio-economic benefits of NWSG include decreased flooding in the Midwest; increased agriculture, and recreation and tourism; improved national security, transportation, and fishery and wildlife habitats; mitigated regional climate change and global warming such as increased carbon capture; decreased salinity in Colorado River water crossing the US-Mexico border; and decreased eutrophication (excessive plant growth and decay) in the Gulf of Mexico to name a few. The National Smart Water Grid{trademark} will pay for itself in a single major flood event.

    In past work, Berkeley Lab has developed the Distributed Energy Resources Customer Adoption Model (DER-CAM). Given end-use energy details for a facility, a description of its economic environment and a menu of available equipment, DER-CAM finds the optimal investment portfolio and its operating schedule which together minimize the cost of meeting site service, e.g., cooling, heating, requirements. Past studies have considered combined heat and power (CHP) technologies. Methods and software have been developed to solve this problem, finding optimal solutions which take simultaneity into account. This project aims to extend on those prior capabilities in two key dimensions. In this research storage technologies have been added as well as power quality and reliability (PQR) features that provide the ability to value the additional indirect reliability benefit derived from Consortium for Electricity Reliability Technology Solutions (CERTS) Microgrid capability. This project is intended to determine how attractive on-site generation becomes to a medium-sized commercial site if economical storage (both electrical and thermal), CHP opportunities, and PQR benefits are provided in addition to avoiding electricity purchases. On-site electrical storage, generators, and the ability to seamlessly connect and disconnect from utility service would provide the facility with ride-through capability for minor grid disturbances. Three building types in both California and New York are assumed to have a share of their sensitive electrical load separable. Providing enhanced service to this load fraction has an unknown value to the facility, which is estimated analytically. In summary, this project began with 3 major goals: (1) to conduct detailed analysis to find the optimal equipment combination for microgrids at a few promising commercial building hosts in the two favorable markets of California and New York; (2) to extend the analysis capability of DER-CAM to include both heat and electricity storage; and (3) to make an initial effort towards adding consideration of PQR into the capabilities of DER-CAM.

From October 2011 to December 2013, the Demand Response Research Center at Lawrence Berkeley National Laboratory, the New York State Energy Research and Development Authority, and partners Honeywell and Akuacom, have conducted a demonstration project enabling Automated Demand Response (Auto-DR) in large commercial buildings located in New York City using Open Automated Demand Response (OpenADR) communication protocols. In particular, this project focuses on demonstrating how the OpenADR platform, enabled by Akuacom, can automate and simplify interactions between buildings and various stakeholders in New York State and enable the automation of customers’ price response to yield bill savings under dynamic pricing. In this paper, the cost control opportunities under day-ahead hourly pricing and Auto-DR control strategies are presented for four demonstration buildings; present the breakdown of Auto-DR enablement costs; summarize the field test results and their load impact; and show potential bill savings by enabling automated price response under Consolidated Edison’s Mandatory Hourly Pricing (MHP) tariff. For one of the sites, the potential bill savings at the site’s current retail rate are shown. Facility managers were given granular equipment-level opt-out capability to ensure full control of the sites during the Auto-DR implementation. The expected bill savings ranged from 1.1% to 8.0% of the total MHP bill. The automation and enablement costs ranged from $70 to $725 per kW shed. The results show that OpenADR can facilitate the automation of price response, deliver savings to the customers and opt-out capability of the implementation retains control of the sites by facility managers.

    We report two configurations of smart graphene antennas, in which either the radiation pattern of the antenna or the backscattering of the periodic metallic arrays is controlled by DC biases that induce metal-insulator reversible transitions of graphene monolayers. Such a transition from a high surface resistance (no bias) to a low surface resistance state (finite bias voltage) causes the radiation pattern of metallic antennas backed with graphene to change dramatically, from omnidirectional to broadside. Moreover, reflectarrays enhance the backscattered field due to the same metal-dielectric transition.

    NSTAR Electric & Gas Corporation (“the Company”, or “NSTAR”) developed and implemented a Smart Grid pilot program beginning in 2010 to demonstrate the viability of leveraging existing automated meter reading (“AMR”) deployments to provide much of the Smart Grid functionality of advanced metering infrastructure (“AMI”), but without the large capital investment that AMI rollouts typically entail. In particular, a central objective of the Smart Energy Pilot was to enable residential dynamic pricing (time-of-use “TOU” and critical peak rates and rebates) and two-way direct load control (“DLC”) by continually capturing AMR meter data transmissions and communicating through customer-sited broadband connections in conjunction with a standardsbased home area network (“HAN”). The pilot was supported by the U.S. Department of Energy’s (“DOE”) through the Smart Grid Demonstration program. NSTAR was very pleased to not only receive the funding support from DOE, but the guidance and support of the DOE throughout the pilot. NSTAR is also pleased to report to the DOE that it was able to execute and deliver a successful pilot on time and on budget. NSTAR looks for future opportunities to work with the DOE and others in future smart grid projects.

    The National Association of State Energy Officials (NASEO) in conjunction with the California Energy Commission, the Energy Center of Wisconsin, the Florida Solar Energy Center, the New York State Energy Research and Development Authority, and the Ohio Department of Development's Office of Energy Efficiency conducted a four-year, cost-share project with the U.S. Department of Energy (USDOE), Office of Energy Efficiency and Renewable Energy to focus on energy efficiency and high-performance technologies in our nation's schools. NASEO was the program lead for the MOU-State Schools Working group, established in conjunction with the USDOE Memorandum of Understanding process for collaboration among state and federal energy research and demonstration offices and organizations. The MOU-State Schools Working Group included State Energy Offices and other state energy research organizations from all regions of the country. Through surveys and analyses, the Working Group determined the school-related energy priorities of the states and established a set of tasks to be accomplished, including the installation and evaluation of microturbines, advanced daylighting research, testing of schools and classrooms, and integrated school building technologies. The Energy Smart Schools project resulted in the adoption of advanced energy efficiency technologies in both the renovation of existing schools and building of new ones; the education of school administrators, architects, engineers, and manufacturers nationwide about the energy-saving, economic, and environmental benefits of energy efficiency technologies; and improved the learning environment for the nation's students through use of better temperature controls, improvements in air quality, and increased daylighting in classrooms. It also provided an opportunity for states to share and replicate successful projects to increase their energy efficiency while at the same time driving down their energy costs.

    The New York Canyon Stimulation Project was to demonstrate the commercial application of Enhanced Geothermal System techniques in Buena Vista Valley area of Pershing County, Nevada. From October 2009 to early 2012, TGP Development Company aggressively implemented Phase I of Pre-Stimulation and Site/Wellbore readiness. This included: geological studies; water studies and analyses and procurement of initial permits for drilling. Oversubscription of water rights and lack of water needed for implementation of EGS were identified and remained primary obstacles. Despite extended efforts to find alternative solutions, the water supply circumstances could not be overcome and led TGP to determine a "œNo Go" decision and initiate project termination in April 2012.

    Although implementing Smart Grid projects at the distribution level provides many advantages and opportunities for advanced operation and control, a number of significant challenges must be overcome to maintain the high level of safety and reliability that the modern grid must provide. For example, while distributed generation (DG) promises to provide opportunities to increase reliability and efficiency and may provide grid support services such as volt/var control, the presence of DG can impact distribution operation and protection schemes. Additionally, the intermittent nature of many DG energy sources such as photovoltaics (PV) can present a number of challenges to voltage regulation, etc. This presentation provides an overview a number of Smart Grid projects being performed by the National Renewable Energy Laboratory (NREL) along with utility, industry, and academic partners. These projects include modeling and analysis of high penetration PV scenarios (with and without energy storage), development and testing of interconnection and microgrid equipment, as well as the development and implementation of advanced instrumentation and data acquisition used to analyze the impacts of intermittent renewable resources. Additionally, standards development associated with DG interconnection and analysis as well as Smart Grid interoperability will be discussed.

    The potential of geothermal energy for future electric power generation in New York State is evaluated using estimates of temperatures of geothermal reservoir rocks. Bottom hole temperatures from over 2000 oil and gas wells in the region were integrated into subsurface maps of the temperatures for specific geothermal reservoirs. The Theresa/Potsdam formation provides the best potential for extraction of high volumes of geothermal fluids. The evaluation of the Theresa/Potsdam geothermal reservoir in upstate New York suggests that an area 30 miles east of Elmira, New York has the highest temperatures in the reservoir rock. The Theresa/Potsdam reservoir rock should have temperatures about 136 {degrees}C and may have as much as 450 feet of porosity in excess of 8%. Estimates of the volumes of geothermal fluids that can be extracted are provided and environmental considerations for production from a geothermal well is discussed.

    The combined team of GE Global Research, Federal Express, National Renewable Energy Laboratory, and Consolidated Edison has successfully achieved the established goals contained within the Department of Energy’s Smart Grid Capable Electric Vehicle Supply Equipment funding opportunity. The final program product, shown charging two vehicles in Figure 1, reduces by nearly 50% the total installed system cost of the electric vehicle supply equipment (EVSE) as well as enabling a host of new Smart Grid enabled features. These include bi-directional communications, load control, utility message exchange and transaction management information. Using the new charging system, Utilities or energy service providers will now be able to monitor transportation related electrical loads on their distribution networks, send load control commands or preferences to individual systems, and then see measured responses. Installation owners will be able to authorize usage of the stations, monitor operations, and optimally control their electricity consumption. These features and cost reductions have been developed through a total system design solution.

  10. New York Marcellus Shale: Industry boom put on hold

    Key catalysts for Marcellus Shale drilling in New York were identified. New York remains the only state in the nation with a legislative moratorium on high-volume hydraulic fracturing, as regulators and state lawmakers work to balance the advantages of potential economic benefits while protecting public drinking water resources and the environment. New York is being particularly careful to work on implementing sufficiently strict regulations to mitigate the environmental impacts Pennsylvania has already seen, such as methane gas releases, fracturing fluid releases, flowback water and brine controls, and total dissolved solids discharges. In addition to economic and environmental lessons learned, the New York Department of Environmental Conservation (DEC) also acknowledges impacts to housing markets, security, and other local issues, and may impose stringent measures to mitigate potential risks to local communities. Despite the moratorium, New York has the opportunity to take advantage of increased capital investment, tax revenue generation, and job creation opportunities by increasing shale gas activity. The combination of economic benefits, industry pressure, and recent technological advances will drive the pursuit of natural gas drilling in New York. We identify four principal catalysts as follows: Catalyst 1: Pressure from Within the State. Although high-volume hydraulic fracturing has become a nationally controversial technology, shale fracturing activity is common in every U.S. state except New York. The regulatory process has delayed potential economic opportunities for state and local economies, as well as many industry stakeholders. In 2010, shale gas production accounted for $18.6 billion in federal royalty and local, state, and federal tax revenues. (1) This is expected to continue to grow substantially. The DEC is under increased pressure to open the state to the same opportunities that Alabama, Arkansas, California, Colorado, Kansas, Louisiana, Montana, New Mexico, North Dakota, Ohio, Oklahoma, Pennsylvania, South Dakota, Texas, Utah, West Virginia, and Wyoming are pursuing. Positive labor market impacts are another major economic draw. According to the Revised Draft SGEIS on the Oil, Gas and Solution Mining Regulatory Program (September 2011), hydraulic fracturing would create between 4,408 and 17,634 full-time equivalent (FTE) direct construction jobs in New York State. Indirect employment in other sectors would add an additional 29,174 FTE jobs. Furthermore, the SGEIS analysis suggests that drilling activities could add an estimated $621.9 million to $2.5 billion in employee earnings (direct and indirect) per year, depending upon how much of the shale is developed. The state would also receive direct tax receipts from leasing land, and has the potential to see an increase in generated indirect revenue. Estimates range from $31 million to $125 million per year in personal income tax receipts, and local governments would benefit from revenue sharing. Some landowner groups say the continued delay in drilling is costing tens of thousands of jobs and millions of dollars in growth for New York, especially in the economically stunted upstate. A number of New York counties near Pennsylvania, such as Chemung, NY, have experienced economic uptick from Pennsylvania drilling activity just across the border. Chemung officials reported that approximately 1,300 county residents are currently employed by the drilling industry in Pennsylvania. The Marcellus shale boom is expected to continue over the next decade and beyond. By 2015, gas drilling activity could bring 20,000 jobs to New York State alone. Other states, such as Pennsylvania and West Virginia, are also expected to see a significant increase in the number of jobs. Catalyst 2: Political Reality of the Moratorium. Oil and gas drilling has taken place in New York since the 19th century, and it remains an important industry with more than 13,000 currently active wells. The use of hydraulic fracturing in particular has been employed for decades. Yet, as technological advancements have enabled access to gas in areas where drilling is not common practice, public concern has ballooned. Opponents argue that more oversight is necessary to protect the environment and public health, while supporters believe the industry is already adequately regulated. Although it is important for New York to complete a thorough environmental and regulatory review, an extended ban could lead to litigation by property owners who have been stripped of the ability to lease their mineral rights. Other states are moving forward by implementing legislative guidelines or rules created by commissions to ensure that resources are developed safely. One of the most controversial issues in other states to date has revolved around the public disclosure of chemical additives in drilling fluid. While the industry is hesitant to reveal trade secrets, the public and many officials want the security of knowing what chemicals are pumped into the ground. Industry transparency could help mitigate the public concern and controversy that is delaying a lift of the moratorium. Currently, at least five other states have set chemical disclosure rules. Arkansas, Michigan, Montana, Texas, and Wyoming require disclosure of the chemical components of drilling fluid. Colorado has the most stringent rules, requiring not just the disclosure of the additives but of their concentrations as well. As more states continue to allow hydraulic fracturing, New York will likely lift the moratorium and instead implement more stringent regulations that help to alleviate public concern surrounding hydraulic fracturing. This will allow the state to safely pursue the expansive opportunities offered by the Marcellus shale without falling behind economically. Catalyst 3: Energy and Infrastructure Benefits. Natural gas provides a key source of energy in the Northeast. The DEC estimates the Marcellus shale gas resource potential to be between 168-516 Tcf. Even at the low end of this range, Marcellus alone could supply seven years of total U.S. energy consumption, and it would provide a local resource for New York. One report suggests that savings from lower natural gas costs would result in an average annual savings of $926 per household. (4) Industry growth is leading to lower natural gas and electric power prices, while decreasing reliance on Liquid Natural Gas (LNG) imports and enhancing domestic energy security. This makes development of the resources an even more attractive commitment to New York. In addition, the natural gas business is predominantly regional in scope. Drilling companies would be required to build new pipelines for gas development in New York, therefore State regulators face valuable ancillary benefits of natural gas development such as infrastructure improvements. Catalyst 4: Technology Improvements. Lastly, the moratorium itself does not prevent the use of alternative drilling technologies, such as non-hydraulic fracturing, for shale gas production. Developers are already using new systems in Texas and Canada, as well as in France where hydraulic fracturing is banned country-wide. Commercial viability of these new technologies could ultimately provide an alternative to jumpstart shale drilling in New York if necessary. The potential benefits from development of the Marcellus shale in New York are undeniable, though regulators are still working to balance the need to stimulate the economy with environmental protection and public health. Since closing the public comment period in January, the DEC has signaled that much more work is needed, making no promises to near-term completion. While, neighboring states are feeling the economic benefits of drilling, the political environment and the recession continues adding pressure to the process in New York state.

    The goal of this LDRD was to explore the use of the newly discovered strain-stabilized 2-D interfacial alloys as smart interface bonding alloys (SIBA). These materials will be used as templates for the heteroepitaxial growth of metallic thin films. SIBA are formed by two metallic components which mix at an interface to relieve strain and prevent dislocations from forming in subsequent thin film growth. The composition of the SIBA is determined locally by the amount of strain, and therefore can react smartly to areas of the highest strain to relieve dislocations. In this way, SIBA can be used to tailor the dislocation structure of thin films. This project included growth, characterization and modeling of films grown using SIBA templates. Characterization will include atomic imaging of the dislocations structure, measurement of the mechanical properties of the film using interface force microscopy (IFM) and the nanoindenter, and measurement of the electronic structure of the SIBA with synchrotron photoemission. Resistance of films to sulfidation and oxidation will also be examined. The Paragon parallel processing computer will be used to calculate the structure of the SIBA and thin films in order to develop ability to predict and tailor SIBA and thin film behavior. This work will lead to the possible development of a new class of thin film materials with properties tailored by varying the composition of the SIBA, serving as a buffer layer to relieve the strain between the substrate and the thin film. Such films will have improved mechanical and corrosion resistance allowing application as protective barriers for weapons applications. They will also exhibit enhanced electrical conductivity and reduced electromigration making them particularly suitable for application as interconnects and other electronic needs.

    Since the Energy Independence and Security Act of 2007 was enacted, there has been a large number of websites that discusses smart grid and relevant information, including those from government, academia, industry, private sector and regulatory. These websites collect information independently. Therefore, smart grid information was quite scattered and dispersed. The objective of this work was to develop, populate, manage and maintain the public Smart Grid Information Clearinghouse (SGIC) web portal. The information in the SGIC website is comprehensive that includes smart grid information, research & development, demonstration projects, technical standards, costs & benefit analyses, business cases, legislation, policy & regulation, and other information on lesson learned and best practices. The content in the SGIC website is logically grouped to allow easily browse, search and sort. In addition to providing the browse and search feature, the SGIC web portal also allow users to share their smart grid information with others though our online content submission platform. The Clearinghouse web portal, therefore, serves as the first stop shop for smart grid information that collects smart grid information in a non-bias, non-promotional manner and can provide a missing link from information sources to end users and better serve users’ needs. The web portal is available at www.sgiclearinghouse.org. This report summarizes the work performed during the course of the project (September 2009 – August 2014). Section 2.0 lists SGIC Advisory Committee and User Group members. Section 3.0 discusses SGIC information architecture and web-based database application functionalities. Section 4.0 summarizes SGIC features and functionalities, including its search, browse and sort capabilities, web portal social networking, online content submission platform and security measures implemented. Section 5.0 discusses SGIC web portal contents, including smart grid 101, smart grid projects, deployment experience (i.e., use cases, lessons learned, cost-benefit analyses and business cases), in-depth information (i.e., standards, technology, cyber security, legislation, education and training and demand response), as well as international information. Section 6.0 summarizes SGIC statistics from the launch of the portal on July 07, 2010 to August 31, 2014. Section 7.0 summarizes publicly available information as a result of this work.

    Gas turbines are the choice technology for high-performance power generation and are employed in both simple and combined cycle configurations around the world. The Smart Power Turbine (SPT) program has developed new technologies that are needed to further extend the performance and economic attractiveness of gas turbines for power generation. Today's power generation gas turbines control firing temperatures indirectly, by measuring the exhaust gas temperature and then mathematically calculating the peak combustor temperatures. But temperatures in the turbine hot gas path vary a great deal, making it difficult to control firing temperatures precisely enough to achieve optimal performance. Similarly, there is no current way to assess deterioration of turbine hot-gas-path components without shutting down the turbine. Consequently, maintenance and component replacements are often scheduled according to conservative design practices based on historical fleet-averaged data. Since fuel heating values vary with the prevalent natural gas fuel, the inability to measure heating value directly, with sufficient accuracy and timeliness, can lead to maintenance and operational decisions that are less than optimal. GE Global Research Center, under this Smart Power Turbine program, has developed a suite of novel sensors that would measure combustor flame temperature, online fuel lower heating value (LHV), and hot-gas-path component life directly. The feasibility of using the ratio of the integrated intensities of portions of the OH emission band to determine the specific average temperature of a premixed methane or natural-gas-fueled combustion flame was demonstrated. The temperature determined is the temperature of the plasma included in the field of view of the sensor. Two sensor types were investigated: the first used a low-resolution fiber optic spectrometer; the second was a SiC dual photodiode chip. Both methods worked. Sensitivity to flame temperature changes was remarkably high, that is a 1-2.5% change in ratio for an 11.1 C (20 F) change in temperature at flame temperatures between 1482.2 C (2700 F) and 1760 C (3200 F). Sensor ratio calibration was performed using flame temperatures determined by calculations using the amount of unburned oxygen in the exhaust and by the fuel/air ratio of the combustible gas mixture. The agreement between the results of these two methods was excellent. The sensor methods characterized are simple and viable. Experiments are underway to validate the GE Flame Temperature Sensor as a practical tool for use with multiburner gas turbine combustors. The lower heating value (LHV) Fuel Quality Sensor consists of a catalytic film deposited on the surface of a microhotplate. This micromachined design has low heat capacity and thermal conductivity, making it ideal for heating catalysts placed on its surface. Several methods of catalyst deposition were investigated, including micropen deposition and other proprietary methods, which permit precise and repeatable placement of the materials. The use of catalysts on the LHV sensor expands the limits of flammability (LoF) of combustion fuels as compared with conventional flames; an unoptimized LoF of 1-32% for natural gas (NG) in air was demonstrated with the microcombustor, whereas conventionally 4 to 16% is observed. The primary goal of this work was to measure the LHV of NG fuels. The secondary goal was to determine the relative quantities of the various components of NG mixes. This determination was made successfully by using an array of different catalysts operating at different temperatures. The combustion parameters for methane were shown to be dependent on whether Pt or Pd catalysts were used. In this project, significant effort was expended on making the LHV platform more robust by the addition of high-temperature stable materials, such as tantalum, and the use of passivation overcoats to protect the resistive heater/sensor materials from degradation in the combustion environment. Modeling and simulation were used to predict improved sensor designs.

    The New York legislature passed the Green Jobs-Green New York (GJGNY) Act in 2009. Administered by the New York State Energy Research and Development Authority (NYSERDA), GJGNY programs provide New Yorkers with access to free or low-cost energy assessments,1 energy upgrade services,2 low-cost financing, and training for various 'green-collar' careers. Launched in November 2010, GJGNY's residential initiative is notable for its use of novel underwriting criteria to expand access to energy efficiency financing for households seeking to participate in New York's Home Performance with Energy Star (HPwES) program.3 The GJGNY financing program is a valuable test of whether alternatives to credit scores can be used to responsibly expand credit opportunities for households that do not qualify for traditional lending products and, in doing so, enable more households to make energy efficiency upgrades.

    Argonne National Laboratory (ANL) has worked closely with Western Area Power Administration (Western) over many years to develop a variety of electric power marketing and transmission system models that are being used for ongoing system planning and operation as well as analytic studies. Western markets and delivers reliable, cost-based electric power from 56 power plants to millions of consumers in 15 states. The Spot Market Agent Research Tool Version 2.0 (SMART II) is an investigative system that partially implements some important components of several existing ANL linear programming models, including some used by Western. SMART II does not implement a complete model of the Western utility system but it does include several salient features of this network for exploratory purposes. SMART II uses a Swarm agent-based framework. SMART II agents model bulk electric power transaction dynamics with recognition for marginal costs as well as transmission and generation constraints. SMART II uses a sparse graph of nodes and links to model the electric power spot market. The nodes represent power generators and consumers with distinct marginal decision curves and varying investment capital as well individual learning parameters. The links represent transmission lines with individual capacities taken from a range of central distribution, outlying distribution and feeder line types. The application of SMART II to electric power systems studies has produced useful results different from those often found using more traditional techniques. Use of the advanced features offered by the Swarm modeling environment simplified the creation of the SMART II model.

    "SMART Ver. 0.8 Beta" provides a system developer with software tools to create a telerobotic control system, i.e., a system whereby an end-user can interact with mechatronic equipment. It consists of three main components: the SMART Editor (tsmed), the SMART Real-time kernel (rtos), and the SMART Supervisor (gui). The SMART Editor is a graphical icon-based code generation tool for creating end-user systems, given descriptions of SMART modules. The SMART real-time kernel implements behaviors that combinemore » modules representing input devices, sensors, constraints, filters, and robotic devices. Included with this software release is a number of core modules, which can be combined with additional project and device specific modules to create a telerobotic controller. The SMART Supervisor is a graphical front-end for running a SMART system. It is an optional component of the SMART Environment and utilizes the TeVTk windowing and scripting environment. Although the code contained within this release is complete, and can be utilized for defining, running, and interfacing to a sample end-user SMART system, most systems will include additional project and hardware specific modules developed either by the system developer or obtained independently from a SMART module developer. SMART is a software system designed to integrate the different robots, input devices, sensors and dynamic elements required for advanced modes of telerobotic control. "SMART Ver. 0.8 Beta" defines and implements a telerobotic controller. A telerobotic system consists of combinations of modules that implement behaviors. Each real-time module represents an input device, robot device, sensor, constraint, connection or filter. The underlying theory utilizes non-linear discretized multidimensional network elements to model each individual module, and guarantees that upon a valid connection, the resulting system will perform in a stable fashion. Different combinations of modules implement different behaviors. Each module must have at a minimum an initialization routine, a parameter adjustment routine, and an update routine. The SMART runtime kernel runs continuously within a real-time embedded system. Each module is first set-up by the kernel, initialized, and then updated at a fixed rate whenever it is in context. The kernel responds to operator directed commands by changing the state of the system, changing parameters on individual modules, and switching behavioral modes. The SMART Editor is a tool used to define, verify, configure and generate source code for a SMART control system. It uses icon representations of the modules, code patches from valid configurations of the modules, and configuration files describing how a module can be connected into a system to lead the end-user in through the steps needed to create a final system. The SMART Supervisor serves as an interface to a SMART run-time system. It provides an interface on a host computer that connects to the embedded system via TCPIIP ASCII commands. It utilizes a scripting language (Tel) and a graphics windowing environment (Tk). This system can either be customized to fit an end-user's needs or completely replaced as needed.« less

    This report is the last in a series by the New York State Geological Survey on studies funded by the US Nuclear Regulatory Commission. The report covers five important aspects of the geology and hydrology of the Western New York Nuclear Service Center, near West Valley, New York: geomorphology, stratigraphy, sedimentology, surface water, and radionuclide analyses. We reviewed past research on these subjects and present new data obtained in the final phase of NYSGS research at the site. Also presented are up-to-date summaries of the present knowledge of geomorphology and stratigraphy. The report contains a significant bibliography of previous West Valley studies. Appendices include a report on the Fall 1983 Drilling Project and the procedures used, history and prognosis of Cattaraugus Creek and tributaries down cutting, and bar modification and landslide processes of Buttermilk Valley. 100 references, 7 figures, 7 tables.
