    An assessment of the indoor air quality (IAQ) of the San Francisco Federal Building (SFFB) was conducted on May 12 and 14, 2009 at the request of the General Services Administration (GSA). The purpose of the assessment was for a general screening of IAQ parameters typically indicative of well functioning building systems. One naturally ventilated space and one mechanically ventilated space were studied. In both zones, the levels of indoor air contaminants, including CO2, CO, particulate matter, volatile organic compounds, and aldehydes, were low, relative to reference exposure levels and air quality standards for comparable office buildings. We found slightly elevated levels of volatile organic compounds (VOCs) including two compounds often found in"green" cleaning products. In addition, we found two industrial solvents at levels higher than typically seen in office buildings, but the levels were not sufficient to be of a health concern. The ventilation rates in the two study spaces were high by any standard. Ventilation rates in the building should be further investigated and adjusted to be in line with the building design. Based on our measurements, we conclude that the IAQ is satisfactory in the zone we tested, but IAQ may need to be re-checked after the ventilation rates have been lowered.

    We have observed fallout from the recent Fukushima Dai-ichi reactor accident in samples of rainwater collected in the San Francisco Bay area. Gamma ray spectra measured from these samples show clear evidence of fission products - 131,132I, 132Te, and 134,137Cs. The activity levels we have measured for these isotopes are very low and pose no health risk to the public.

    In response to a request from the Director of the Environmental Health and Safety Department of the San Francisco General Hospital and Medical Center, located in San Francisco, California, an evaluation was undertaken of possible hazardous working conditions at that site. Concern existed about exposures to hazards while operating the germicidal lamp at the facility. Germicidal lamps were used to disinfect the air in tuberculosis and aerosolized pentamidine clinics. The workers wore no protective eye wear. All rooms used a 30 watt germicidal lamp. Lower wattage bulbs in the smaller rooms would have reduced occupational ultraviolet (UV) exposure. Reflectance levels of UV radiation were quite high and varied. Worker exposure to germicidal lamp UV levels was dependent on many factors, some of the most important ones being the position of the bulb in the room, age of the bulb, obstruction of the UV radiation by objects near the bulb, and the height of the worker. While there are no consensus guidelines available on ventilation systems designed for areas where germicidal lamps are used, the provision of good room air distribution and mixing is recommended to prevent stagnant air conditions or short circuiting of supply air within the room. Bulb changers need to be aware of the need for protective clothing and gloves for protection from both the UV radiation levels as well as possible glass breakage.

    The US Army Corps of Engineers (USACE), San Francisco District, was authorized by the US Congress to deepen the navigation channels of Inner and Outer Oakland Harbor, California. During review of the environmental impact statement required for this dredging and disposal project, a panel of national experts approved the open-water disposal of dredged sediment from selected areas within the Inner Harbor, subject to results of confirmatory solid phase bioassays. The San Francisco District of the Corps requested the Battle/Marine Sciences Laboratory (MSL) to conduct these confirmatory studies. The studies provided technical data for an evaluation of the potential environmental impact of this project. Within extremely narrow time constraints, these studies provided chemical and biological information required by ocean dumping regulations to determine suitability of the Oakland Inner Harbor and turning basin sediment for ocean disposal. 23 refs., 18 figs., 45 tabs.

    Hunters Point Shipyard (HPS) was used as a commercial dry dock from 1869 to 1939, when the property was purchased by the Navy. In 1989, HPS was placed on the National Priorities List, and the Navy implemented an RI/FS in accordance with CERCLA, as amended by SARA. In 1990, the US Department of Defense placed HPS on the base closure list, mandating that HPS be remediated and made available for nondefense use. From November 1995, to February 1996, sediment samples from 105 offshore stations were collected and analyzed for priority pollutants, AVS/SEM, grain size, sediment biochemical oxygen demand, total organic carbon, ammonia, and amphipod toxicity. Pore water was extracted and analyzed for priority pollutants, dissolved organic carbon, ammonia, sulfides, and toxicity testing using both Microtox{reg_sign} and echinoderm developmental tests. Total sediment chemistry was screened against NOAAs ER-Ls and ER-Ms and pore water chemistry was screened against NAWQC and San Francisco Bay water quality objectives. Hazard quotients and hazard indices were developed for each chemical with screening values. Multiple regression and correlation analysis were used to evaluate sediment and pore water toxicity with the collected chemical and physical parameters. Risk associated with offshore sediments were evaluated using the weight-of-evidence approach which resulted in a ranking of stations based on risk. Risks to aquatic avian receptors from feeding in the intertidal zone was calculated based on actual invertebrate tissue contaminant measurements and derivation of toxicity reference values.

    The US Army Corps of Engineers (USACE), San Francisco District, has identified two candidate sites for ocean disposal of material from several dredging projects in San Francisco Bay. The disposal site is to be designated under Section 103 of the Ocean Dumping Act. One of the specific criteria in the Ocean Dumping Act is that the physical environments of the candidate sites be considered. Toward this goal, the USACE requested that the Pacific Northwest Laboratory conduct studies of physical oceanographic and sediment transport processes at the candidate sites. Details of the methods and complete listing or graphical representation of the results are contained in this second volume of the two-volume report. Appendix A describes the methods and results of a pre-disposal bathymetric survey of Site B1B, and provides an analysis of the accuracy and precision of the survey. Appendix B describes the moorings and instruments used to obtain physical oceanographic data at the candidate sites, and also discussed other sources of data used in the analyses. Techniques used to analyze the formation, processed data, and complete results of various analyses are provided in tabular and graphical form. Appendix C provides details of the sediment transport calculations.   6. The integration of engineering and architecture: A perspective on natural ventilation for the new San Francisco Federal Building

    A description of the in-progress design of a new Federal Office Building for San Francisco is used to illustrate a number of issues arising in the design of large, naturally ventilated office buildings. These issues include the need for an integrated approach to design involving the architects, mechanical and structural engineers, lighting designers and specialist simulation modelers. In particular, the use of natural ventilation, and the avoidance of air-conditioning, depends on the high degree of exposed thermal mass made possible by the structural scheme and by the minimization of solar heat gains while maintaining the good daylighting that results from optimization of the fagade. Another issue was the need for a radical change in interior space planning in order to enhance the natural ventilation; all the individual enclosed offices are located along the central spine of each floorplate rather than at the perimeter. The role of integration in deterring the undermining of the design through value engineering is discussed. The comfort criteria for the building were established based on the recent extension to the ASHRAE comfort standard based on the adaptive model for naturally ventilated buildings. The building energy simulation program EnergyPlus was used to compare the performance of different natural ventilation strategies. The results indicate that, in the San Francisco climate, wind-driven ventilation provides sufficient nocturnal cooling to maintain comfortable conditions and that external chimneys do not provide significant additional ventilation at times when it when it would be beneficial.

    San Francisco Bay (California, USA) and its local watersheds present an interesting case study in estuarine mercury (Hg) contamination. This review focuses on the most promising avenues for attempting to reduce methylmercury (MeHg) contamination in Bay Area aquatic food webs and identifying the scientific information that is most urgently needed to support these efforts. Concern for human exposure to MeHg in the region has led to advisories for consumption of sport fish. Striped bass from the Bay have the highest average Hg concentration measured for this species in USA estuaries, and this degree of contamination has been constant for the past 40 years. Similarly, largemouth bass in some Bay Area reservoirs have some of the highest Hg concentrations observed in the entire US. Bay Area wildlife, particularly birds, face potential impacts to reproduction based on Hg concentrations in the tissues of several Bay species. Source control of Hg is one of the primary possible approaches for reducing MeHg accumulation in Bay Area aquatic food webs. Recent findings (particularly Hg isotope measurements) indicate that the decades-long residence time of particle-associated Hg in the Bay is sufficient to allow significant conversion of even the insoluble forms of Hg into MeHg. Past inputs have been thoroughly mixed throughout this shallow and dynamic estuary. The large pool of Hg already present in the ecosystem dominates the fraction converted to MeHg and accumulating in the food web. Consequently, decreasing external Hg inputs can be expected to reduce MeHg in the food web, but it will likely take many decades to centuries before those reductions are achieved. Extensive efforts to reduce loads from the largest Hg mining source (the historic New Almaden mining district) are underway. Hg is spread widely across the urban landscape, but there are a number of key sources, source areas, and pathways that provide opportunities to capture larger quantities of Hg and reduce loads from urban runoff. Atmospheric deposition is a lower priority for source control in the Bay Area due to a combination of a lack of major local sources. Internal net production of MeHg is the dominant source of MeHg that enters the food web. Controlling internal net production is the second primary management approach, and has the potential to reduce food web MeHg in some habitats more effectively and within a much shorter time-frame. Controlling net MeHg production and accumulation in the food web of upstream reservoirs and ponds is very promising due to the many features of these ecosystems that can be manipulated. The most feasible control options in tidal marshes relate to the design of flow patterns and subhabitats in restoration projects. Options for controlling MeHg production in open Bay habitat are limited due primarily to the highly dispersed distribution of Hg throughout the ecosystem. Other changes in these habitats may also have a large influence on food web MeHg, including temperature changes due to global warming, sea level rise, food web alterations due to introduced species and other causes, and changes in sediment supply. Other options for reducing or mitigating exposure and risk include controlling bioaccumulation, cleanup of contaminated sites, and reducing other factors (e.g., habitat availability) that limit at-risk wildlife populations.

This packaged CHP system integrated four microturbines, a double-effect absorption chiller, two fuel gas boosters, and the control hardware and software to ensure that the system operated predictably, reliably, and safely.     Habitat use has been shown to be an important factor in the bioaccumulation of contaminants in striped bass. This study examines migration in striped bass as part of a larger study investigating bioaccumulation and maternal transfer of xenobiotics to progeny in the San Francisco Estuary system. Habitat use, residence time and spawning migration over the life of females (n = 23) was studied. Female striped bass were collected between Knights Landing and Colusa on the Sacramento River during the spawning runs of 1999 and 2001. Otoliths were removed, processed and aged via otolith microstructure. Subsequently, otoliths were analyzed for strontium/calcium (Sr/Ca) ratio using an electron-microprobe to measure salinity exposure and to distinguish freshwater, estuary, and marine habitat use. Salinity exposure during the last year before capture was examined more closely for comparison of habitat use by the maternal parent to contaminant burden transferred to progeny. Results were selectively confirmed by ion microprobe analyses for habitat use. The Sr/Ca data demonstrate a wide range of migratory patterns. Age of initial ocean entry differs among individuals before returning to freshwater, presumably to spawn. Some fish reside in freshwater year-round, while others return to more saline habitats and make periodic migrations to freshwater. Frequency of habitat shifts and residence times differs among fish, as well as over the lifetime of individual fish. While at least one fish spent its final year in freshwater, the majority of spawning fish spent their final year in elevated salinity. However, not all fish migrated to freshwater to spawn in the previous year. Results from this investigation concerning migration history in striped bass can be combined with contaminant and histological developmental analyses to better understand the bioaccumulation of contaminants and the subsequent effects they and habitat use have on fish populations in the San Francisco Estuary system.

    Water resource management requires collaborative solutions that cross institutional and political boundaries. This work describes the development and use of a computer-based tool for assessing the impact of additional water allocation from the Gila River and the San Francisco River prescribed in the 2004 Arizona Water Settlements Act. Between 2005 and 2010, Sandia National Laboratories engaged concerned citizens, local water stakeholders, and key federal and state agencies to collaboratively create the Gila-San Francisco Decision Support Tool. Based on principles of system dynamics, the tool is founded on a hydrologic balance of surface water, groundwater, and their associated coupling between water resources and demands. The tool is fitted with a user interface to facilitate sensitivity studies of various water supply and demand scenarios. The model also projects the consumptive use of water in the region as well as the potential CUFA (Consumptive Use and Forbearance Agreement which stipulates when and where Arizona Water Settlements Act diversions can be made) diversion over a 26-year horizon. Scenarios are selected to enhance our understanding of the potential human impacts on the rivers ecological health in New Mexico; in particular, different case studies thematic to water conservation, water rights, and minimum flow are tested using the model. The impact on potential CUFA diversions, agricultural consumptive use, and surface water availability are assessed relative to the changes imposed in the scenarios. While it has been difficult to gage the acceptance level from the stakeholders, the technical information that the model provides are valuable for facilitating dialogues in the context of the new settlement.

    Otolith Sr/Ca has become a popular tool for hind casting habitat utilization and migration histories of euryhaline fish. It can readily identify habitat shifts of diadromous fish in most systems. Inferring movements of fish within estuarine habitat, however, requires a model of that accounts of the local water chemistry and the response of individual species to that water chemistry, which is poorly understood. Modeling is further complicated by the fact that high marine Sr and Ca concentrations results in a rapid, nonlinear increase in water Sr/Ca and {sup 87}Sr/{sup 86}Sr between fresh and marine waters. Here we demonstrate a novel method for developing a salinity-otolith Sr/Ca model for the purpose of reconstructing striped bass (Morone saxatilis) habitat use in the San Francisco Bay estuary. We used correlated Sr/Ca and {sup 87}Sr/{sup 86}Sr ratios measurements from adult otoliths from striped bass that experienced a range of salinities to infer striped bass otolith Sr/Ca response to changes in salinity and water Sr/Ca ratio. Otolith {sup 87}Sr/{sup 86}Sr can be assumed to accurately record water {sup 87}Sr/{sup 86}Sr because there is no biological fractionation of Sr isotopes. Water {sup 87}Sr/{sup 86}Sr can in turn be used to estimate water salinity based on the mixing of fresh and marine water with known {sup 87}Sr/{sup 86}Sr ratios. The relationship between adjacent analyses on otoliths of Sr/Ca and {sup 87}Sr/{sup 86}Sr by LA-ICP-MS and MC-ICP-MS (r{sup 2} = 0.65, n = 66) is used to predict water salinity from a measured Sr/Ca ratio. The nature of this non-linear model lends itself well to identifying residence in the Delta and to a lesser extent Suisun Bay, but does not do well locating residence within the more saline bays west of Carquinez Strait. An increase in the number of analyses would improve model confidence, but ultimately the precision of the model is limited by the variability in the response of individual fish to water Sr/Ca.

    Major changes made in the configuration of San Leandro Bay, Alameda County, California, during the 20th century have caused rapid sedimentation within parts of the Bay. Comparison of bathymetric surveys indicates that sedimentation in the vicinity of the San Leandro Bay channel averaged 0.7 cm/annum between 1856 and 1984. Lead-210 data collected at four shallow water sites east of the San Leandro Bay channel indicated that sedimentation rates have averaged between 0.06 and 0.28 cm/annum. Because bioturbation of bottom sediments cannot be discounted, better definition of this range in sedimentation rates would require measuring the activity of lead-210 on incoming sediments. In addition to sediment deposited in the vicinity of the San Leandro Bay channel and open, shallow areas to the east, 850,740 cu m of sediment was deposited between 1948 and 1983 in an area dredged at the mouth of San Leandro Creek. All available data indicate that between 1,213,000 and 1,364,000 cu m of sediment was deposited in San Leandro Bay between 1948 and 1983. Sediment yield data from an adjacent drainage basin, when combined with inventories of lead-210 and cesium-137, indicate that most of the sediment deposited in San Leandro Bay is coming from resuspension of bottom sediments or from erosion of marshes or shorelines of San Leandro or San Francisco Bay. 31 refs., 7 figs., 4 tabs.

    The New York Canyon Stimulation Project was to demonstrate the commercial application of Enhanced Geothermal System techniques in Buena Vista Valley area of Pershing County, Nevada. From October 2009 to early 2012, TGP Development Company aggressively implemented Phase I of Pre-Stimulation and Site/Wellbore readiness. This included: geological studies; water studies and analyses and procurement of initial permits for drilling. Oversubscription of water rights and lack of water needed for implementation of EGS were identified and remained primary obstacles. Despite extended efforts to find alternative solutions, the water supply circumstances could not be overcome and led TGP to determine a "Ă?Â?Ă?Â?No Go"Ă?Â?Ă?Âť decision and initiate project termination in April 2012.

    The National Park Service (NSP) recently completed the implementation phase of its Power Saving Partners (PSP) Demand Side Management (DSM) contract with the local utility, Pacific Gas and Electric (PG&E). Through the DSM contract, NPS will receive approximately $4.1 million over eight years in payment for saving 61 kW of electrical demand, 179,000 km of electricity per year, and 1.1 million therms of natural gas per year. These payments are for two projects: the installation of high-efficiency lighting systems at the Thoreau Center for Sustainability and the replacement of an old central boiler plant with new, distributed boilers. Although these savings and payments are substantial, the electrical savings and contract payments fall well short of the projected 1,700 kW of electrical demand, 8 million kwh of annual electricity savings, and $11 million in payments, anticipated at the project's onset. Natural gas savings exceeded the initial forecast of 800,000 therms per year. The DSM contract payments did not meet expectations for a variety of reasons which fall into two broad categories: first, many anticipated projects were not constructed, and second, some of the projects that were constructed were not included in the program because the cost of implementing the DSM program's measurement and verification (M&V) requirements outweighed anticipated payments. This paper discusses the projects implemented, and examines the decisions made to withdraw some of them from the DSM contract. It also presents the savings that were realized and documented through M&V efforts. Finally, it makes suggestions relative to M&V protocols to encourage all efficiency measures, not just those that are easy to measure.

    This document is a report of observations and results obtained from a lighting demonstration project conducted under the U.S. Department of Energy (DOE) GATEWAY Demonstration Program. The program supports demonstrations of high-performance solid-state lighting (SSL) products in order to develop empirical data and experience with in-the-field applications of this advanced lighting technology. The DOE GATEWAY Demonstration Program focuses on providing a source of independent, third-party data for use in decision-making by lighting users and professionals; this data should be considered in combination with other information relevant to the particular site and application under examination. Each GATEWAY Demonstration compares SSL products against the incumbent technologies used in that location. Depending on available information and circumstances, the SSL product may also be compared to alternate lighting technologies. Though products demonstrated in the GATEWAY program have been prescreened and tested to verify their actual performance, DOE does not endorse any commercial product or in any way guarantee that users will achieve the same results through use of these products.

    The San Juan Mountains of southwestern Colorado, consisting almost entirely of Tertiary volcanic rocks, are bounded on the southwest by the mature oil and gas province of the San Juan basin and on the east by the San Luis basin, continuation of the sediments from the San Juan basin eastward beneath the volcanics was suspected based on the reported presence of seeps and the evaluation of regional gravity and magnetic data. The probability greatly increased when Milestone drilled Tertiary and Cretaceous sediments beneath 3,000 ft of volcanics, 37 mi northeast of the nearest Cretaceous outcrop. The MT (magnetotellurium) program described in this presentation is part of a nonexclusive survey that included magnetotelluric soundings, time-domain electromagnetic soundings, gravity stations, and geochemical sampling. MT data were acquired at 20 sites along an east-west profile centered on the Milestone 1 AMF well, five sites along a north-south cross profile, and three more sites around the wells northeast of the Milestone well. Site spacing was of the order of 1 to 3 mi except for the cross line. The program was designed to map the thickness of the surface volcanics and the thickness and resistivity of the underlying sediments. The MT data acquired near the Milestone well indicated that the Cretaceous sedimentary rocks are characterized by an average resistivity of the order of 4-12 ohm-meters. The MT data acquired in the San Luis basin east of Del Norte also shows 4-12 ohm-meter rocks in the subsurface, correlated in this case with Tertiary volcanics, volcaniclastics, and continental sediments. The MT data show that the low-resistivity 4-12 ohm-meter section extends continuously beneath the more resistive surface volcanics from the San Luis Valley to at least 16 mi west-northwest of Del Norte.

    New York State has a long history of underground gas storage activity that began with conversion of the Zoar gas field into a storage reservoir in 1916, the first in the United States. By 1961 another fourteen storage fields were developed and seven more were added between 1970 and 1991. All twenty-two operating storage reservoirs of New York were converted from depleted gas fields and are of low-deliverability, base-load type. Nineteen of these are in sandstone reservoirs of the Lower Silurian Medina Group and the Lower Devonian Oriskany Formation and three in limestone reservoirs are located in the gas producing areas of southwestern New York and are linked to the major interstate transmission lines. Recent developments in underground gas storage in New York involve mainly carbonate-reef and bedded salt-cavern storage facilities, one in Stuben County and the other in Cayuga County, are expected to begin operation by the 1996-1997 heating season.
