    This report presents the results of a rock mechanics instrumentation program designed to determine the rock mass response due to longwall mining a thick coal seam utilizing shield-type supports at the York Canyon Mine near Raton, New Mexico. The data collected during this study is unique in that it represents the results from mining three adjacent longwall panels varying from sub-critical to super-critical in a known geologic environment with cross- and along-panel topographic variations. Data from the program indicated the following: (1) Topography significantly influenced the magnitude and distribution of surface movements. (2) The study failed to substantiate the theory that the angle of draw decreased as the depth of overburden increased. (3) Subsidence started when the face was an average of 0.33h (h = overburden depth) from a given surface point and was essentially completed when the face was 0.9h beyond the surface point. (4) Underground mining activity produced almost instantaneous surface movement and major surface subsidence ceased almost as soon as mining ceased. (5) Topography influenced shield loading patterns only where the overburden depth was thin. (6) The width of the pressure abutment was apparently related to the depth of overburden. (7) The type of roof rock controlled the amount of roof-sag. (8) With longwall face advance, the roof tended to move away from surface topographic highs and towards the caved area. (9) Roof-floor convergence at the mining face was approximately one percent of extracted seam height. (10) The magnitude of roof-floor convergence out ahead of the mining face could be related to the face distance with a logarithmic curve function.

    Acting as an energy services provider, the New York Power Authority (NYPA) has initiated a long-term project through which 20,000 refrigerators per year will be replaced with the most energy-efficient units possible in apartments managed by the New York City Housing Authority (NYCHA). Using bulk purchasing as an incentive to appliance manufacturers to produce energy-efficient refrigerators suitable for use in apartments, replaced in the first year of the program, which ended in December 1996. These units, kWh per year. Savings were determined by field testing and laboratory testing of 220 existing refrigerators and 56 newly-installed units. In the next program year, a 15.0-cubic-foot Maytag refrigerator, newly-designed in response to bulk purchasing incentives, is being installed. The new unit has a label rating of 437 kWh per year, 31 percent better than 1993 energy standards. Old refrigerators removed from apartments are {open_quotes}demanufactured{close_quotes} in an environmentally-appropriate way and both metals and refrigerants are recovered for reuse.

    The New York legislature passed the Green Jobs-Green New York (GJGNY) Act in 2009. Administered by the New York State Energy Research and Development Authority (NYSERDA), GJGNY programs provide New Yorkers with access to free or low-cost energy assessments,1 energy upgrade services,2 low-cost financing, and training for various 'green-collar' careers. Launched in November 2010, GJGNY's residential initiative is notable for its use of novel underwriting criteria to expand access to energy efficiency financing for households seeking to participate in New York's Home Performance with Energy Star (HPwES) program.3 The GJGNY financing program is a valuable test of whether alternatives to credit scores can be used to responsibly expand credit opportunities for households that do not qualify for traditional lending products and, in doing so, enable more households to make energy efficiency upgrades.

    This report represents work on a program that was originated by the USBM of the Department of the Interior and was transferred to the Department of Energy on October 1, 1977. A demonstration with the Government funded Hemscheidt 320 HSL caliper type shield supports was conducted at three longwall panels of Kaiser Steel Corporation's York Canyon Mine. The purpose of this longwall demonstration was to provide the US coal industry with information on all aspects of shield longwall mining in high seams. The demonstration provided a working model for the coal industry and during the project, 350 people from the industry, schools, and government agencies visited the demonstration. They were provided with a first hand knowledge of a working shield longwall. The demonstration showed that the control of large coal lumps may be a problem in the mining of coal seam thicker than 8 feet. Mining with shield type supports provided good working conditions and a safe working environment. The shield requires very little maintenance and has a high mechanical availability.

    The Department of Defense (DOD) has developed a program to identify and evaluate past hazardous material disposal sites on DOD property, to control the migration of hazardous contaminants, and to control hazards to health or welfare that may result from these past disposal operations. This program is called the Installation Restoration Program (IRP). The IRP has four phases consisting of Phase I, Initial Assessment/Records Search; Phase II, Confirmation and Quantification; Phase III, Technology Base Development; and Phase IV, Operations/Remedial Measures. Niagara Falls AFRF is located in Niagara County, New York, approximately six miles northeast of the City of Niagara Falls and approximately fifteen miles north of Buffalo. The installation is currently comprised of 985 acres with a base population of approximately 2,560.     This document describes the estimation of the annual energy savings achieved from the replacement of 20,000 refrigerators in New York City Housing Authority (NYCHA) public housing with new, highly energy-efficient models in 1997. The US Department of Housing and Urban Development (HUD) pays NYCHA`s electricity bills, and agreed to reimburse NYCHA for the cost of the refrigerator installations. Energy savings over the lifetime of the refrigerators accrue to HUD. Savings were demonstrated by a metering project and are the subject of the analysis reported here. The New York Power Authority (NYPA) identified the refrigerator with the lowest life-cycle cost, including energy consumption over its expected lifetime, through a request for proposals (RFP) issued to manufacturers for a bulk purchase of 20,000 units in 1997. The procurement was won by Maytag with a 15-ft{sup 3} top-freezer automatic-defrost refrigerator rated at 437 kilowatt-hours/year (kWh/yr). NYCHA then contracted with NYPA to purchase, finance, and install the new refrigerators, and demanufacture and recycle materials from the replaced units. The US Department of Energy (DOE) helped develop and plan the project through the ENERGY STAR{reg_sign} Partnerships program conducted by its Pacific Northwest National Laboratory (PNNL). PNNL designed the metering protocol and occupant survey used in 1997, supplied and calibrated the metering equipment, and managed and analyzed the data collected by NYPA. The objective of the 1997 metering study was to achieve a general understanding of savings as a function of refrigerator label ratings, occupant effects, indoor and compartment temperatures, and characteristics (such as size, defrost features, and vintage). The data collected in 1997 was used to construct models of refrigerator energy consumption as a function of key refrigerator and occupant characteristics.

    A field sampling program was conducted on Cattaraugus and Buttermilk Creeks, New York during April 1979 to investigate the transport of radionuclides in surface waters as part of a continuing program to provide data for application and verification of Pacific Northwest Laboratory's (PNL) sediment and radionuclide transport model, SERATRA. Bed sediment, suspended sediment and water samples were collected during unsteady flow conditions over a 45 mile reach of stream channel. Radiological analysis of these samples included gamma ray spectrometry analysis, and radiochemical separation and analysis of Sr-90, Pu-238, Pu-239, 240, Am-241 and Cm-244. Tritium analysis was also performed on water samples. Based on the evaluation of radionuclide levels in Cattaraugus and Buttermilk Creeks, the Nuclear Fuel Services facility at West Valley, New York, may be the source of Cs-137, Sr-90, Cs-134, Co-60, Pu-238, Pu-239, 240, Am-241, Cm-244 and tritium found in the bed sediment, suspended sediment and water of Buttermilk and Cattaraugus Creeks. This field sampling effort was the last of a three phase program to collect hydrologic and radiologic data at different flow conditions.

    As part of a study on sediment and radionuclide transport in rivers, Pacific Northwest Laboratory (PNL) is investigating the effect of sediment on the transport of radionuclides in Cattaraugus and Buttermilk Creeks, New York. A source of radioactivity in these creeks is the Western New York Nuclear Service Center which consists of a low-level waste disposal site and a nuclear fuel reprocessing plant. Other sources of radioactivity include fallout from worldwide weapons testing and natural background radioactivity. The major objective of the PNL Field Sampling Program is to provide data on sediment and radionuclide characteristics in Cattaraugus and Buttermilk Creeks to verify the use of the Sediment and Radionuclide Transport model, SERATRA, for nontidal rivers. This report covers the results of field data collection conducted during September 1978. Radiological analysis of sand, silt, and clay size fractions of suspended and bed sediment, and water were performed. Results of these analyses indicate that the principal radionuclides occurring in these two water courses, with levels significantly higher than background levels, during the Phase 2 sampling program were Cesium-137 and Strontium-90. These radionuclides had significantly higher activity levels above background in the bed sediment, suspended sediment, and water samples. Other radionuclides that are possibly being released into the surface water environment by the Nuclear Fuel Services facilities are Plutonium-238, 239, and 240, Americium-241, Curium-244, and Tritium. More radionuclides were consistently found in the bed sediment as compared to suspended sediment. The fewest radionuclides were found in the water of Buttermilk and Cattaraugus Creeks. The higher levels were found in the bed sediments for the gamma-emitters and in the suspended sediment for the alpha and beta-emitters (not including Tritium).

Phase 1 of the sampling program was conducted during November and December 1977; Phase 2 during September 1978; and Phase 3 during April 1979. Bed sediment, suspended sediment, and water samples were collected over a 45-mile reach of the creek system. Bed sediment samples were also collected at the mouth of Cattaraugus Creek in Lake Erie. A fourth sampling trip was conducted during May 1980 to obtain supplementary channel geometry data and flood plain sediment samples. Radiological analysis of these samples included gamma ray spectrometry analysis, and radiochemical separation and analysis of Sr-90, Pu-238, Pu-239,240, Am-241 and Cm-244. Tritium analysis was also performed on water samples. Based on the evaluation of radionuclide levels in Cattaraugus and Buttermilk Creeks, the Nuclear Fuel Services facility at West Valley, New York, may be the source of Cs-137, Sr-90, CS-134, Co-60, Pu-238, Pu-239,240, Am-241, Cm-244 and tritium found in the bed sediment, suspended sediment and water of Buttermilk and Cattaraugus Creeks.

    During 1986, the environmental monitoring program was continued at the Niagara Falls Storage Site (NFSS), a US Department of Energy (DOE) surplus facility located in Niagara County, New York, presently used for the interim storage of radioactive residues and contaminated soils and rubble. The monitoring program is being conducted by Bechtel National, Inc. The monitoring program at the NFSS measures radon gas concentrations in air; external gamma radiation levels; and uranium and radium concentrations in surface water, groundwater, and sediment. To verify that the site is in compliance with the DOE radiation protection standard and to assess its potential effect on public health, the radiation dose was calculated for the maximally exposed individual. Based on the conservative scenario described in the report, this individual would receive an annual external exposure approximately equivalent to 6% of the DOE radiation protection standard of 100 mrem/yr. By comparison, the incremental dose received from living in a brick house versus a wooden house is 10 mrem/yr above background. The cumulative dose to the population within an 80-km (50-mi) radius of the NFSS that would result from radioactive materials present at the site would be indistinguishable from the dose that the same population would receive from naturally occurring radioactive sources. Results of the 1986 monitoring show that the NFSS is in compliance with the DOE radiation protection standard. 14 refs., 11 figs., 14 tabs.

    The U.S. Department of Energy (DOE) Order 458.1 requires independent verification (IV) of DOE cleanup projects (DOE 2011). The Oak Ridge Institute for Science and Education (ORISE) has been designated as the responsible organization for IV of the High Flux Beam Reactor (HFBR) Stack and Grounds area at Brookhaven National Laboratory (BNL) in Upton, New York. The IV evaluation may consist of an in-process inspection with document and data reviews (Type A Verification) or a confirmatory survey of the site (Type B Verification). DOE and ORISE determined that a Type A verification of the documents and data for the HFBR Stack and Grounds: Survey Units (SU) 6, 7, and 8 was appropriate based on the initial survey unit classification, the walkover surveys, and the final analytical results provided by the Brookhaven Science Associates (BSA).

The IV evaluation may consist of an in-process inspection with document and data reviews (Type A Verification) or a confirmatory survey of the site (Type B Verification). DOE and ORISE determined that a Type A verification of the documents and data for the HFBR Stack and Grounds: Survey Units (SU) 6, 7, and 8 was appropriate based on the initial survey unit classification, the walkover surveys, and the final analytical results provided by the Brookhaven Science Associates (BSA). The HFBR Stack and Grounds surveys began in June 2011 and were completed in September 2011. Survey activities by BSA included gamma walkover scans and sampling of the as-left soils in accordance with the BSA Work Procedure (BNL 2010a). The Field Sampling Plan - Stack and Remaining HFBR Outside Areas (FSP) stated that gamma walk-over surveys would be conducted with a bare sodium iodide (NaI) detector, and a collimated detector would be used to check areas with elevated count rates to locate the source of the high readings (BNL 2010b). BSA used the Mult- Agency Radiation Survey and Site Investigation Manual (MARSSIM) principles for determining the classifications of each survey unit. Therefore, SUs 6 and 7 were identified as Class 1 and SU 8 was deemed Class 2 (BNL 2010b). Gamma walkover surveys of SUs 6, 7, and 8 were completed using a 2?2 NaI detector coupled to a data-logger with a global positioning system (GPS). The 100% scan surveys conducted prior to the final status survey (FSS) sampling identified two general soil areas and two isolated soil locations with elevated radioactivity. The general areas of elevated activity identified were investigated further with a collimated NaI detector. The uncollimated average gamma count rate was less than 15,000 counts per minute (cpm) for the SU 6, 7, and 8 composite area (BNL 2011a). Elevated count rates were observed in portions of each survey unit. The general areas of elevated counts near the Building 801 ventilation and operations and the entry to the Stack were determined to be directly related to the radioactive processes in those structures. To compensate for this radioactive shine, a collimated or shielded detector was used to lower the background count rate (BNL 2011b and c). This allowed the surveyor(s) to distinguish between background and actual radioactive contamination. Collimated gamma survey count rates in these shine affected areas were below 9,000 cpm (BNL 2011a). The average background count rate of 7,500 cpm was reported by BSA for uncollimated NaI detectors (BNL 2011d). The average collimated background ranged from 4,500-6,500 cpm in the westernmost part of SU 8 and from 2,000-3,500 cpm in all other areas (BNL 2011e). Based on these data, no further investigations were necessary for these general areas. SU 8 was the only survey unit that exhibited verified elevated radioactivity levels. The first of two isolated locations of elevated radioactivity had an uncollimated direct measurement of 50,000 cpm with an area background of 7,500 cpm (BNL 2011f). The second small area exhibiting elevated radiation levels was identified at a depth of 6 inches from the surface. The maximum reported count rate of 28,000 cpm was observed during scanning (BNL 2011g). The affected areas were remediated, and the contaminated soils were placed in an intermodal container for disposal.     This report describes the environmental surveillance program at the Niagara Falls Storage Site (NFSS) and provides the results for 1992. From 1944 to the present, the primary use of NFSS has been storage of radioactive residues produced as a by-product of uranium production. All onsite areas of residual radioactivity above guidelines have been remediated. Materials generated during remediation are stored onsite in the 4-ha (10-acre) waste containment structure (WCS). The WCS is a clay-lined, clay-capped, and grass-covered storage pile. The environmental surveillance program at NFSS includes sampling networks for radon concentrations in air; external gamma radiation exposure; and total uranium and radium-226 concentrations in surface water, sediments, and groundwater. Several chemical parameters, including seven metals, are also routinely measured in groundwater. This surveillance program assists in fulfilling the DOE policy of measuring and monitoring effluents from DOE activities and calculating hypothetical doses. Monitoring results are compared with applicable Environmental Protection Agency (EPA) and New York State Department of Environmental Conservation (NYSDEC) standards, DOE derived concentration guides (DCGs), dose limits, and other DOE requirements. Results of environmental monitoring during 1992 indicate that levels of the parameters measured were in compliance with all but one requirement: Concentrations of iron and manganese in groundwater were above NYSDEC groundwater quality standards. However, these elements occur naturally in the soils and groundwater associated with this region. In 1992 there were no environmental occurrences or reportable quantity releases.

    There is growing interest in policies, programs and tariffs that encourage customer loads to provide demand response (DR) to help discipline wholesale electricity markets. Proposals at the retail level range from eliminating fixed rate tariffs as the default service for some or all customer groups to reinstituting utility-sponsored load management programs with market-based inducements to curtail. Alternative rate designs include time-of-use (TOU), day-ahead real-time pricing (RTP), critical peak pricing, and even pricing usage at real-time market balancing prices. Some Independent System Operators (ISOs) have implemented their own DR programs whereby load curtailment capabilities are treated as a system resource and are paid an equivalent value. The resulting load reductions from these tariffs and programs provide a variety of benefits, including limiting the ability of suppliers to increase spot and long-term market-clearing prices above competitive levels (Neenan et al., 2002; Boren stein, 2002; Ruff, 2002). Unfortunately, there is little information in the public domain to characterize and quantify how customers actually respond to these alternative dynamic pricing schemes. A few empirical studies of large customer RTP response have shown modest results for most customers, with a few very price-responsive customers providing most of the aggregate response (Herriges et al., 1993; Schwarz et al., 2002). However, these studies examined response to voluntary, two-part RTP programs implemented by utilities in states without retail competition.1 Furthermore, the researchers had limited information on customer characteristics so they were unable to identify the drivers to price response. In the absence of a compelling characterization of why customers join RTP programs and how they respond to prices, many initiatives to modernize retail electricity rates seem to be stymied.

    The Formerly Utilized Sites Remedial Action Program (FUSRAP) has addressed sites across the nation for almost 4 decades. Multiple stake holder pressures, multiple regulations, and process changes occur over such long time periods. These result in many challenges to the FUSRAP project teams. Initial FUSRAP work was not performed under Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Records of Decision (ROD). The ROD identifies the remedy decision and ultimately the criteria to be used to release a site. Early FUSRAP projects used DOE Orders or the Uranium Mill Tailings Radiation Control Act (UMTRCA) standards. Under current RODs, regulations may differ, resulting in different cleanup criteria than that used in prior Vicinity Property (VP) remediation. The USACE, in preparation for closeout of Sites, conducts reviews to evaluate whether prior actions were sufficient to meet the cleanup criteria specified in the current ROD. On the basis of these reviews, USACE has conducted additional sampling, determined that prior actions were sufficient, or conducted additional remediation consistent with the selected remedy in the ROD. As the public pressures, regulations, and processes that the FUSRAP encounters continue to change, the program itself continues to evolve. Assessment of VPs at FUSRAP sites is a necessary step in the life cycle of our site management. (authors)

This report provides an overview of one-year and 10-year, energy use trends in New York State. The information presented reflects energy consumption, supply, prices, and expenditures. Section 1 is a 1994 overview of the United States and New York State energy profiles. The national energy consumption data used for comparison are compatible with New York State`s data. Section 2 provides current and historic data for primary and net consumption of energy by fuel type and sector. {open_quotes}Primary{close_quotes} represents total consumption of fuels by the residential, commercial, industrial, and transportation sectors including fuels used for generating electricity. {open_quotes}Net{close_quotes} is the end-use consumption by the residential, commercial, industrial, and transportation sectors, including electricity sales to each of these sectors but excluding energy losses incurred during electricity generation and distribution.     The authority to regulate public utilities is vested generally in the New York Public Service Commission. The Commission is composed of five members appointed by the governor with the advice and consent of the senate. Commissioners are appointed for six-year terms. Commissioners may not have any pecuniary or financial interest in any public utility. Local governing bodies are authorized to exercise such power, jurisdiction and authority in enforcing the laws of the state and the orders, rules, and regulations of the commission as may be prescribed by statute or by the commission with respect to public utilities. A Commission spokesman confirmed that no statutes have been passed pursuant to this provision and the Commission has not ceded any of its regulatory powers to local governments. With the exception of the granting of franchises and permits to use public ways, local governments exercise no regulatory powers over public utilities. Public utility regulatory statutes, energy facility siting programs, and municipal franchising authority are examined to identify how they may impact on the ability of an organization, whether or not it be a regulated utility, to construct and operate an ICES.

    The New York Canyon Stimulation Project was to demonstrate the commercial application of Enhanced Geothermal System techniques in Buena Vista Valley area of Pershing County, Nevada. From October 2009 to early 2012, TGP Development Company aggressively implemented Phase I of Pre-Stimulation and Site/Wellbore readiness. This included: geological studies; water studies and analyses and procurement of initial permits for drilling. Oversubscription of water rights and lack of water needed for implementation of EGS were identified and remained primary obstacles. Despite extended efforts to find alternative solutions, the water supply circumstances could not be overcome and led TGP to determine a "œNo Go" decision and initiate project termination in April 2012.

    The monitoring program at the Niagara Falls Storage Site (NFSS) measures radon gas concentrations in air; external gamma radiation levels; and uranium and radium concentrations in surface water, groundwater, and sediment. To verify that the site is in compliance with the DOE radiation protection standard and to assess its potential effect on public health, the radiation dose was calculated for the maximally exposed individual. Based on the conservative scenario described in the report, this individual would receive an annual external exposure approximately equivalent to 6 percent of the DOE radiation protection standard of 100 mrem/yr. By comparison, the incremental dose received from living in a brick house versus a wooden house is 10 mrem/yr above background. The cumulative dose to the population within an 80-km (50-mi) radius of the NFSS that would result from radioactive materials present at the site would be indistinguishable from the dose that the same population would receive from naturally occurring radioactive sources. Results of the 1987 monitoring show that the NFSS is in compliance with the DOE radiation protection standard. 13 refs., 10 figs., 20 tabs.

    One of DOE's key partners is the New York State Energy Research and Development Authority (NYSERDA), which operates a successful combined heat and power (CHP) and clean distributed generation (DG) research, development, and deployment program. NYSERDA supports development and demonstration of CHP systems throughout all end-use sectors. It also collects and analyzes project performance data, conducts market studies, and supports the Northeast Clean Energy Application Center (CEAC). The NYSERDA-DOE partnership evaluates CHP project proposals and shares lessons learned through conferences, workshops, and other activities. This partnership has provided value to New York residents and to energy professionals across the country. NYSERDA projects have led to electric demand reduction, higher fuel efficiency, emissions reduction, lower energy costs, job creation, and increased product sales.

    Key catalysts for Marcellus Shale drilling in New York were identified. New York remains the only state in the nation with a legislative moratorium on high-volume hydraulic fracturing, as regulators and state lawmakers work to balance the advantages of potential economic benefits while protecting public drinking water resources and the environment. New York is being particularly careful to work on implementing sufficiently strict regulations to mitigate the environmental impacts Pennsylvania has already seen, such as methane gas releases, fracturing fluid releases, flowback water and brine controls, and total dissolved solids discharges. In addition to economic and environmental lessons learned, the New York Department of Environmental Conservation (DEC) also acknowledges impacts to housing markets, security, and other local issues, and may impose stringent measures to mitigate potential risks to local communities. Despite the moratorium, New York has the opportunity to take advantage of increased capital investment, tax revenue generation, and job creation opportunities by increasing shale gas activity. The combination of economic benefits, industry pressure, and recent technological advances will drive the pursuit of natural gas drilling in New York. We identify four principal catalysts as follows: Catalyst 1: Pressure from Within the State. Although high-volume hydraulic fracturing has become a nationally controversial technology, shale fracturing activity is common in every U.S. state except New York. The regulatory process has delayed potential economic opportunities for state and local economies, as well as many industry stakeholders. In 2010, shale gas production accounted for $18.6 billion in federal royalty and local, state, and federal tax revenues. (1) This is expected to continue to grow substantially. The DEC is under increased pressure to open the state to the same opportunities that Alabama, Arkansas, California, Colorado, Kansas, Louisiana, Montana, New Mexico, North Dakota, Ohio, Oklahoma, Pennsylvania, South Dakota, Texas, Utah, West Virginia, and Wyoming are pursuing. Positive labor market impacts are another major economic draw. According to the Revised Draft SGEIS on the Oil, Gas and Solution Mining Regulatory Program (September 2011), hydraulic fracturing would create between 4,408 and 17,634 full-time equivalent (FTE) direct construction jobs in New York State. Indirect employment in other sectors would add an additional 29,174 FTE jobs. Furthermore, the SGEIS analysis suggests that drilling activities could add an estimated $621.9 million to $2.5 billion in employee earnings (direct and indirect) per year, depending upon how much of the shale is developed. The state would also receive direct tax receipts from leasing land, and has the potential to see an increase in generated indirect revenue. Estimates range from $31 million to $125 million per year in personal income tax receipts, and local governments would benefit from revenue sharing. Some landowner groups say the continued delay in drilling is costing tens of thousands of jobs and millions of dollars in growth for New York, especially in the economically stunted upstate. A number of New York counties near Pennsylvania, such as Chemung, NY, have experienced economic uptick from Pennsylvania drilling activity just across the border. Chemung officials reported that approximately 1,300 county residents are currently employed by the drilling industry in Pennsylvania. The Marcellus shale boom is expected to continue over the next decade and beyond. By 2015, gas drilling activity could bring 20,000 jobs to New York State alone. Other states, such as Pennsylvania and West Virginia, are also expected to see a significant increase in the number of jobs. Catalyst 2: Political Reality of the Moratorium. Oil and gas drilling has taken place in New York since the 19th century, and it remains an important industry with more than 13,000 currently active wells. The use of hydraulic fracturing in particular has been employed for decades. Yet, as technological advancements have enabled access to gas in areas where drilling is not common practice, public concern has ballooned. Opponents argue that more oversight is necessary to protect the environment and public health, while supporters believe the industry is already adequately regulated. Although it is important for New York to complete a thorough environmental and regulatory review, an extended ban could lead to litigation by property owners who have been stripped of the ability to lease their mineral rights. Other states are moving forward by implementing legislative guidelines or rules created by commissions to ensure that resources are developed safely. One of the most controversial issues in other states to date has revolved around the public disclosure of chemical additives in drilling fluid. While the industry is hesitant to reveal trade secrets, the public and many officials want the security of knowing what chemicals are pumped into the ground. Industry transparency could help mitigate the public concern and controversy that is delaying a lift of the moratorium. Currently, at least five other states have set chemical disclosure rules. Arkansas, Michigan, Montana, Texas, and Wyoming require disclosure of the chemical components of drilling fluid. Colorado has the most stringent rules, requiring not just the disclosure of the additives but of their concentrations as well. As more states continue to allow hydraulic fracturing, New York will likely lift the moratorium and instead implement more stringent regulations that help to alleviate public concern surrounding hydraulic fracturing. This will allow the state to safely pursue the expansive opportunities offered by the Marcellus shale without falling behind economically. Catalyst 3: Energy and Infrastructure Benefits. Natural gas provides a key source of energy in the Northeast. The DEC estimates the Marcellus shale gas resource potential to be between 168-516 Tcf. Even at the low end of this range, Marcellus alone could supply seven years of total U.S. energy consumption, and it would provide a local resource for New York. One report suggests that savings from lower natural gas costs would result in an average annual savings of $926 per household. (4) Industry growth is leading to lower natural gas and electric power prices, while decreasing reliance on Liquid Natural Gas (LNG) imports and enhancing domestic energy security. This makes development of the resources an even more attractive commitment to New York. In addition, the natural gas business is predominantly regional in scope. Drilling companies would be required to build new pipelines for gas development in New York, therefore State regulators face valuable ancillary benefits of natural gas development such as infrastructure improvements. Catalyst 4: Technology Improvements. Lastly, the moratorium itself does not prevent the use of alternative drilling technologies, such as non-hydraulic fracturing, for shale gas production. Developers are already using new systems in Texas and Canada, as well as in France where hydraulic fracturing is banned country-wide. Commercial viability of these new technologies could ultimately provide an alternative to jumpstart shale drilling in New York if necessary. The potential benefits from development of the Marcellus shale in New York are undeniable, though regulators are still working to balance the need to stimulate the economy with environmental protection and public health. Since closing the public comment period in January, the DEC has signaled that much more work is needed, making no promises to near-term completion. While, neighboring states are feeling the economic benefits of drilling, the political environment and the recession continues adding pressure to the process in New York state.

    The U.S. Department of Energy (DOE) has teamed with cities across the country through the Solar America Cities (SAC) partnership program to help reduce barriers and accelerate implementation of solar energy. The New York City SAC team is a partnership between the City University of New York (CUNY), the New York City Mayor s Office of Long-term Planning and Sustainability, and the New York City Economic Development Corporation (NYCEDC).The New York City SAC team is working with DOE s National Renewable Energy Laboratory (NREL) and Con Edison, the local utility, to develop a roadmap for photovoltaic (PV) installations in the five boroughs. The city set a goal to increase its installed PV capacity from1.1 MW in 2005 to 8.1 MW by 2015 (the maximum allowed in 2005). A key barrier to reaching this goal, however, is the complexity of the interconnection process with the local utility. Unique challenges are associated with connecting distributed PV systems to secondary network distribution systems (simplified to ???¢????????networks???¢??????? in this report). Although most areas of the country use simpler radial distribution systems to distribute electricity, larger metropolitan areas like New York City typically use networks to increase reliability in large load centers. Unlike the radial distribution system, where each customer receives power through a single line, a network uses a grid of interconnected lines to deliver power to each customer through several parallel circuits and sources. This redundancy improves reliability, but it also requires more complicated coordination and protection schemes that can be disrupted by energy exported from distributed PV systems. Currently, Con Edison studies each potential PV system in New York City to evaluate the system s impact on the network, but this is time consuming for utility engineers and may delay the customer s project or add cost for larger installations. City leaders would like to streamline this process to facilitate faster, simpler, and less expensive distributed PV system interconnections. To assess ways to improve the interconnection process, NREL conducted a four-part study with support from DOE. The NREL team then compiled the final reports from each study into this report. In Section 1???¢????????PV Deployment Analysis for New York City???¢????????we analyze the technical potential for rooftop PV systems in the city. This analysis evaluates potential PV power production in ten Con Edison networks of various locations and building densities (ranging from high density apartments to lower density single family homes). Next, we compare the potential power production to network loads to determine where and when PV generation is most likely to exceed network load and disrupt network protection schemes. The results of this analysis may assist Con Edison in evaluating future PV interconnection applications and in planning future network protection system upgrades. This analysis may also assist other utilities interconnecting PV systems to networks by defining a method for assessing the technical potential of PV in the network and its impact on network loads.     Energize New York (ENY) is focused on addressing known barriers to widespread energy efficiency (EE) adoption by property owners. In simple terms ENY works to; 1) increase homeowner trust by using known and trusted community leaders to communicate their own positive experiences with EE and ENY, 2) reduce friction points by integrating support staff and creative use of technology that ease a homeowners way forward through the EE upgrade process, 3) increase homeowner knowledge and trust of specific EE benefits through access to the ENY energy coach, 4) provide information on available financing options that show benefits (e.g. positive cash flow), and 5) provide tools and mechanisms that give homeowners greater comfort in evaluating and selecting the right contractor. These five fundamental program aspects are supported by a hyper-local communications and outreach model and a lead by example philosophy that requires community leaders to step forward and model energy efficiency behavior by example. In the communities where the program has successfully engaged local leadership and trusted community sources there has been a significant increase in the uptake of energy efficiency work. Quantitatively this growth translated into an increase of 240% in completed Home Performance projects from the two year pre-pilot period (2009-10) to the two year post-pilot period (2012-13). Additionally, the program has seen measureable increases in the output and performance of contractors who are members of the Energize Comfort Corps, a program innovation which included a subset of the NYSERDA approved and Building Performance Institute accredited home performance contractors. This innovation, launched in the later stages of the pilot, is paired with the Energize Contractor Ratings Index (CRI) and helps frame the provider market by giving homeowners a mechanism to provide and receive feedback on their contractor experience. The data incorporated into the CRI along with the ECC selection process, has measurably reduced a key decision barrier (which contractor should I use) for homeowners engaged in the EE decision making process.

    The New York City Energy-Water Integrated Planning Pilot Study is one of several projects funded by Sandia National Laboratories under the U.S. Department of Energy Energy-Water Nexus Program. These projects are intended to clarify some key issues and research needs identified during the Energy-Water Nexus Roadmapping activities. The objectives of the New York City Pilot Project are twofold: to identify energy-water nexus issues in an established urban area in conjunction with a group of key stakeholders and to define and apply an integrated energy and water decision support tool, as proof-of-concept, to one or more of these issues. During the course of this study, the Brookhaven National Laboratory project team worked very closely with members of a Pilot Project Steering Committee. The Steering Committee members brought a breadth of experience across the energy, water and climate disciplines, and all are well versed in the particular issues faced by an urban environment, and by New York City in particular. The first task was to identify energy-water issues of importance to New York City. This exercise was followed by discussion of the qualities and capabilities that an ideal decision support tool should display to address these issues. The decision was made to start with an existing energy model, the New York City version of the MARKAL model, developed originally at BNL and now used globally by many groups for energy analysis. MARKAL has the virtue of being well-vetted, transparent, and capable of calculating 'material' flows, such as water use by the energy system and energy requirements of water technology. The Steering Committee members defined five scenarios of interest, representing a broad spectrum of New York City energy-water issues. Brookhaven National Laboratory researchers developed a model framework (Water-MARKAL) at the desired level of detail to address the scenarios, and then attempted to gather the New York City-specific information required to analyze the scenarios using Water-MARKAL. This report describes the successes and challenges of defining and demonstrating the decision tool, Water-MARKAL. The issues that the stakeholders perceive for New York City are listed and the difficulties in gathering required information for Water-MARKAL to analyze these issues at the desired level of detail are described.

    This report is one of a series of engineering and environmental reports planned for the US Department of Energy's properties at Niagara Falls, New York. It describes the essential geologic features of the Niagara Falls Storage Site. It is not intended to be a definitive statement of the engineering methods and designs required to obtain desired performance features for any permanent waste disposal at the site. Results are presented of a geological investigation that consisted of two phases. Phase 1 occurred during July 1982 and included geologic mapping, geophysical surveys, and a limited drilling program in the vicinity of the R-10 Dike, planned for interim storage of radioactive materials. Phase 2, initiated in December 1982, included excavation of test pits, geophysical surveys, drilling, observation well installation, and field permeability testing in the South Dike Area, the Northern Disposal Area, and the K-65 Tower Area.

    The US Department of Energy is developing an estimate of the undeveloped hydropower potential in the United States. The Hydropower Evaluation Software (HES) is a computer model that was developed by the Idaho National Engineering and Environmental Laboratory for this purpose. HES measures the undeveloped hydropower resources available in the United States, using uniform criteria for measurement. The software was developed and tested using hydropower information and data provided by the Southwestern Power Administration. It is a menu-driven program that allows the personal computer user to assign environmental attributes to potential hydropower sites, calculate development suitability factors for each site based on the environmental attributes present, and generate reports based on these suitability factors. This report describes the resource assessment results for the State of New York.

    A MARKAL model was developed for the State of New York. It represents the State`s energy system as a set of typical technologies for generating, converting, and using energy as it evolves over a 45-year period. NYMARKAL was applied here in demonstration analyses to explore strategies to reduce CO2 emissions. NYMARKAL was installed at the State Energy Office and in the Offices of the New York Power Pool. Example scenarios showed that it is more difficult and more expensive to reduce carbon emissions in New York State than in the United States as a whole. Were a common carbon tax instituted, it would have less effect in New York and most carbon emissions reduction would take place elsewhere in the country where it is more cost-effective. Alternatively, were all states required to reduce CO2 emission an equal percentage (say by 20%), the cost per unit emissions reduction to New York would be much greater than in the rest of the country.

    Initiation of a geothermal energy program in western and central New York requires knowledge of subsurface temperatures for targeting areas of potential resources. The temperature distribution in possible geothermal reservoirs, calculated from heat flow measurements and modeling techniques, shows that a large area of New York can be considered for exploitation of geothermal resources. Though the temperatures at currently accessible depths show the availability of only a low-temperature (less than 100/sup 0/C), direct-use resource, this can be considered as an alternative for the future energy needs of New York State. From analysis of bottom-hole-temperature data and direct heat flow measurements, estimates of temperatures in the Cambrian Sandstones provide the basis of the economic evaluation of the reservoir. This reservoir contains the extractable fluids needed for targeting a potential geothermal well site in the low-temperature geothermal target zone. In the northern section of the Appalachian basin, reservoir temperatures in the Cambrian are below 50/sup 0/C but may be over 80/sup 0/C in the deeper parts of the basin in southern New York State. Using a minimum of 50/sup 0/C as a useful reservoir temperature, temperatures in excess of this value are encountered in the Theresa Formation at depths in excess of 1300 meters. Considering a maximum depth for economical drilling to be 2500 meters with present technology, the 2500 meters to the Theresa (sea level datum) forms the lower limit of the geothermal resource. Temperatures in the range of 70/sup 0/C to 80/sup 0/C are predicted for the southern portion of New York State.

    Open Automated Demand Response (OpenADR), an XML-based information exchange model, is used to facilitate continuous price-responsive operation and demand response participation for large commercial buildings in New York who are subject to the default day-ahead hourly pricing. We summarize the existing demand response programs in New York and discuss OpenADR communication, prioritization of demand response signals, and control methods. Building energy simulation models are developed and field tests are conducted to evaluate continuous energy management and demand response capabilities of two commercial buildings in New York City. Preliminary results reveal that providing machine-readable prices to commercial buildings can facilitate both demand response participation and continuous energy cost savings. Hence, efforts should be made to develop more sophisticated algorithms for building control systems to minimize customer's utility bill based on price and reliability information from the electricity grid.

    Policymakers rely on transportation statistics, including data on personal travel behavior, to formulate strategic transportation policies, and to improve the safety and efficiency of the U.S. transportation system. Data on personal travel trends are needed to examine the reliability, efficiency, capacity, and flexibility of the Nation's transportation system to meet current demands and accommodate future demands; to assess the feasibility and efficiency of alternative congestion-alleviating technologies (e.g., high-speed rail, magnetically levitated trains, intelligent vehicle and highway systems); to evaluate the merits of alternative transportation investment programs; and to assess the energy-use and air-quality impacts of various policies. To address these data needs, the U.S. Department of Transportation (USDOT) initiated an effort in 1969 to collect detailed data on personal travel. The 1969 survey was the first Nationwide Personal Transportation Survey (NPTS). The survey was conducted again in 1977, 1983, 1990, 1995, and 2001. Data on daily travel were collected in 1969, 1977, 1983, 1990 and 1995. Longer-distance travel was collected in 1977 and 1995. The 2001 National Household Travel Survey (NHTS) collected both daily and longer-distance trips in one survey. The 2001 survey was sponsored by three USDOT agencies: Federal Highway Administration (FHWA), Bureau of Transportation Statistics (BTS), and National Highway Traffic Safety Administration (NHTSA). The primary objective of the survey was to collect trip-based data on the nature and characteristics of personal travel so that the relationships between the characteristics of personal travel and the demographics of the traveler can be established. Commercial and institutional travel was not part of the survey. New York State participated in the 2001 NHTS by procuring additional 12,000 sample households. These additional sample households allowed New York State to address transportation planning issues pertinent to geographic areas that are significantly smaller than what the national NHTS data allowed. The final sample size for New York State was 13,423 usable households. In this report, Oak Ridge National Laboratory (ORNL) identifies and analyzes differences, if any, in travel patterns that are attributable to demographic characteristics (e.g., gender, age, race and ethnicity), household characteristics (e.g., low income households, zero and one car households), modal characteristics and geographic location. Travel patterns of those who work at home are examined and compared to those of conventional workers, as well as those who do not work. Focus is given to trip frequency, travel by time of day, trip purpose, and mode choice. For example, included in this analysis is the mobility of the elderly population in New York State. The American society is undergoing a major demographic transformation that is resulting in a greater percentage of older individuals in the population. In addition to demographic changes, recent travel surveys show that an increasing number of older individuals are licensed to drive and that they drive more than their same age cohort did a decade ago. Cohort differences in driving are particularly apparent - not only are more of today's elderly population licensed to drive than their age cohort two decades ago, they also drive more. Equally important are the increase in immigration and in racial and cultural diversity. This report also discusses vehicle availability, socioeconomic characteristics, travel trends (e.g., miles travelled, distance driven, commute patterns), and the transportation accessibility of these populations. Specifically, this report addresses in detail the travel behavior of the following special populations: (1) the elderly, defined as those who were 65 years old or older, (2) low-income households, (3) ethnic groups and immigrants, and (4) those who worked at home.

    This study examined the relationship between birthweight and exposure to emissions of methylene chloride (DCM) from manufacturing processes of the Eastman Kodak Company at Kodak Park in Rochester, Monroe County, New York. County census tracts were categorized as exposed to high, moderate, low or no DCM based on the Kodak Air Monitoring Program (KAMP) model, a theoretical dispersion model of DCM developed by Eastman Kodak Company. Birthweight and information on variables known to influence birthweight were obtained from 91,302 birth certificates of white singleton births to Monroe County residents from 1976 to 1987. No significant adverse effects of exposure to DCM on birthweight were found. Adjusted birthweight in high exposure census tracts was 18.7 g less than in areas with no exposure (95% confidence interval for the difference between high and no exposure - 51.6, 14.2 g). Problems inherent in the method of estimation of exposure, which may decrease power or bias the results, are discussed. Better methods to estimate exposure to emissions from multiple industrial point sources are needed.
