    In 2004, nearly 90 percent of the country's electricity was generated at power plants using steam-based systems (EIA 2005). Electricity generation at steam electric plants requires a cooling system to condense the steam. With the exception of a few plants using air-cooled condensers, most U.S. steam electric power plants use water for cooling. Water usage occurs through once-through cooling or as make-up water in a closed-cycle system (generally involving one or more cooling towers). According to a U.S. Geological Survey report, the steam electric power industry withdrew about 136 billion gallons per day of fresh water in 2000 (USGS 2005). This is almost the identical volume withdrawn for irrigation purposes. In addition to fresh water withdrawals, the steam electric power industry withdrew about 60 billion gallons per day of saline water. Many parts of the United States are facing fresh water shortages. Even areas that traditionally have had adequate water supplies are reaching capacity limits. New or expanded steam electric power plants frequently need to turn to non-traditional alternate sources of water for cooling. This report examines one type of alternate water source-groundwater collected in underground pools associated with coal mines (referred to as mine pool water in this report). In 2003, the U.S. Department of Energy's (DOE's) National Energy Technology Laboratory (NETL) funded Argonne National Laboratory (Argonne) to evaluate the feasibility of using mine pool water in Pennsylvania and West Virginia. That report (Veil et al. 2003) identified six small power plants in northeastern Pennsylvania (the Anthracite region) that had been using mine pool water for over a decade. It also reported on a pilot study underway at Exelon's Limerick Generating Station in southeastern Pennsylvania that involved release of water from a mine located about 70 miles upstream from the plant. The water flowed down the Schuylkill River and augmented the natural flow so that the Limerick plant could withdraw a larger volume of river water. The report also included a description of several other proposed facilities that were planning to use mine pool water. In early 2006, NETL directed Argonne to revisit the sites that had previously been using mine pool water and update the information offered in the previous report. This report describes the status of mine pool water use as of summer 2006. Information was collected by telephone interviews, electronic mail, literature review, and site visits.

    Wind production, which has expanded rapidly in recent years, could be an important element in the future efficient management of the electric power system; however, wind energy generation is uncontrollable and intermittent in nature. Thus, while wind power represents a significant opportunity to the Bonneville Power Administration (BPA), integrating high levels of wind resources into the power system will bring great challenges to generation scheduling and in the provision of ancillary services. This report addresses several key questions in the broader discussion on the integration of renewable energy resources in the Pacific Northwest power grid. More specifically, it addresses the following questions: a) how much total reserve or balancing requirements are necessary to accommodate the simulated expansion of intermittent renewable energy resources during the 2019 time horizon, and b) what are the most cost effective technological solutions for meeting load balancing requirements in the Northwest Power Pool (NWPP).

    Acting as an energy services provider, the New York Power Authority (NYPA) has initiated a long-term project through which 20,000 refrigerators per year will be replaced with the most energy-efficient units possible in apartments managed by the New York City Housing Authority (NYCHA). Using bulk purchasing as an incentive to appliance manufacturers to produce energy-efficient refrigerators suitable for use in apartments, replaced in the first year of the program, which ended in December 1996. These units, kWh per year. Savings were determined by field testing and laboratory testing of 220 existing refrigerators and 56 newly-installed units. In the next program year, a 15.0-cubic-foot Maytag refrigerator, newly-designed in response to bulk purchasing incentives, is being installed. The new unit has a label rating of 437 kWh per year, 31 percent better than 1993 energy standards. Old refrigerators removed from apartments are {open_quotes}demanufactured{close_quotes} in an environmentally-appropriate way and both metals and refrigerants are recovered for reuse.

    Water and energy production issues intersect in numerous ways. Water is produced along with oil and gas, water runs off of or accumulates in coal mines, and water is needed to operate steam electric power plants and hydropower generating facilities. However, water and energy are often not in the proper balance. For example, even if water is available in sufficient quantities, it may not have the physical and chemical characteristics suitable for energy or other uses. This report provides preliminary information about an opportunity to reuse an overabundant water source--ground water accumulated in underground coal mines--for cooling and process water in electric generating facilities. The report was funded by the U.S. Department of Energy's (DOE's) National Energy Technology Laboratory (NETL), which has implemented a water/energy research program (Feeley and Ramezan 2003). Among the topics studied under that program is the availability and use of ''non-traditional sources'' of water for use at power plants. This report supports NETL's water/energy research program.

    Nine selected Anticipated Transients Without Scram (ATWS) have been simulated on the BNL Engineering Plant Analyzer (EPA), to determine how power and flow oscillations, similar to those that did or could have occurred at the LaSalle-2 boiling Water Reactor (BWR), could affect the rate of Pressure Suppression Pool heating. It has been determined that the pool can reach its temperature limit of 80{degree}C in 4.3 min. after Turbine Trip without Bypass, if the feedwater pumps are not tripped. The pool will not reach its limit, if Boron is injected, even when oscillations are encountered. Simultaneous turbine and recirculation pump trips, introduced under stable conditions, can lead to instability. 2 refs., 17 figs., 9 tabs.

    The legal and institutional obstacles to the development of small-scale hydroelectric energy at the state level are discussed. The Federal government also exercises extensive regulatory authority in the area, and the dual regulatory system from the standpoint of the appropriate legal doctrine, the law of pre-emption, application of the law to the case of hydroelectric development, and an inquiry into the practical use of the doctrine by the FERC is examined. The first step the small scale hydroelectric developer must take is that of acquiring title to the real property comprising the development site. The real estate parcel must include the requisite interest in the land adjacent to the watercourse, access to the underlying streambed and where needed, the land necessary for an upstream impoundment area. Land acquisition may be effectuated by purchase, lease, or grant by the state. In addition to these methods, New York permits the use of the eminent domain power of the state for public utilities under certain circumstances.

    Wind power development in the United States is outpacing previous estimates for many regions, particularly those with good wind resources. The pace of wind power deployment may soon outstrip regional capabilities to provide transmission and integration services to achieve the most economic power system operation. Conversely, regions such as the Southeastern United States do not have good wind resources and will have difficulty meeting proposed federal Renewable Portfolio Standards with local supply. There is a growing need to explore innovative solutions for collaborating between regions to achieve the least cost solution for meeting such a renewable energy mandate. The DOE-funded project 'Integrating Southwest Power Pool Wind Energy into Southeast Electricity Markets' aims to evaluate the benefits of coordination of scheduling and balancing for Southwest Power Pool (SPP) wind transfers to Southeastern Electric Reliability Council (SERC) Balancing Authorities (BAs). The primary objective of this project is to analyze the benefits of different balancing approaches with increasing levels of inter-regional cooperation. Scenarios were defined, modeled and investigated to address production variability and uncertainty and the associated balancing of large quantities of wind power in SPP and delivery to energy markets in the southern regions of the SERC. The primary analysis of the project is based on unit commitment (UC) and economic dispatch (ED) simulations of the SPP-SERC regions as modeled for the year 2022. The UC/ED models utilized for the project were developed through extensive consultation with the project utility partners, to ensure the various regions and operational practices are represented as accurately as possible realizing that all such future scenario models are quite uncertain. SPP, Entergy, Oglethorpe Power Company (OPC), Southern Company, and the Tennessee Valley Authority (TVA) actively participated in the project providing input data for the models and review of simulation results and conclusions. While other SERC utility systems are modeled, the listed SERC utilities were explicitly included as active participants in the project due to the size of their load and relative proximity to SPP for importing wind energy. The analysis aspects of the project comprised 4 primary tasks: (1) Development of SCUC/SCED model of the SPP-SERC footprint for the year 2022 with only 7 GW of installed wind capacity in SPP for internal SPP consumption with no intended wind exports to SERC. This model is referred to as the 'Non-RES' model as it does not reflect the need for the SPP or SERC BAs to meet a federal Renewable Energy Standard (RES). (2) Analysis of hourly-resolution simulation results of the Non-RES model for the year 2022 to provide project stakeholders with confidence in the model and analytical framework for a scenario that is similar to the existing system and more easily evaluated than the high-wind transfer scenarios that are analyzed subsequently. (3) Development of SCUC/SCED model of the SPP-SERC footprint for the year 2022 with sufficient installed wind capacity in SPP (approximately 48 GW) for both SPP and the participating SERC BAs to meet an RES of 20% energy. This model is referred to as the 'High-Wind Transfer' model with several different scenarios represented. The development of the High-Wind Transfer model not only included identification and allocation of SPP wind to individual SERC BAs, but also included the evaluation of various methods to allow the model to export the SPP wind to SERC without developing an actual transmission plan to support the transfers. (4) Analysis of hourly-resolution simulation results of several different High-Wind Transfer model scenarios for the year 2022 to determine balancing costs and potential benefits of collaboration among SPP and SERC BAs to provide the required balancing.

  7. The New York Power Authority`s energy-efficient refrigerator program for the New York City Housing Authority -- 1997 savings evaluation

    This document describes the estimation of the annual energy savings achieved from the replacement of 20,000 refrigerators in New York City Housing Authority (NYCHA) public housing with new, highly energy-efficient models in 1997. The US Department of Housing and Urban Development (HUD) pays NYCHA`s electricity bills, and agreed to reimburse NYCHA for the cost of the refrigerator installations. Energy savings over the lifetime of the refrigerators accrue to HUD. Savings were demonstrated by a metering project and are the subject of the analysis reported here. The New York Power Authority (NYPA) identified the refrigerator with the lowest life-cycle cost, including energy consumption over its expected lifetime, through a request for proposals (RFP) issued to manufacturers for a bulk purchase of 20,000 units in 1997. The procurement was won by Maytag with a 15-ft{sup 3} top-freezer automatic-defrost refrigerator rated at 437 kilowatt-hours/year (kWh/yr). NYCHA then contracted with NYPA to purchase, finance, and install the new refrigerators, and demanufacture and recycle materials from the replaced units. The US Department of Energy (DOE) helped develop and plan the project through the ENERGY STAR{reg_sign} Partnerships program conducted by its Pacific Northwest National Laboratory (PNNL). PNNL designed the metering protocol and occupant survey used in 1997, supplied and calibrated the metering equipment, and managed and analyzed the data collected by NYPA. The objective of the 1997 metering study was to achieve a general understanding of savings as a function of refrigerator label ratings, occupant effects, indoor and compartment temperatures, and characteristics (such as size, defrost features, and vintage). The data collected in 1997 was used to construct models of refrigerator energy consumption as a function of key refrigerator and occupant characteristics.

    This paper addresses the following key questions in the discussion on the integration of renewable energy resources in the Pacific Northwest power grid: a) what will be the future balancing requirement to accommodate a simulated expansion of wind energy resources from 3.3 GW in 2008 to 14.4 GW in 2019 in the Northwest Power Pool (NWPP), and b) what are the most cost effective technological solutions for meeting the balancing requirements in the Northwest Power Pool (NWPP). A life-cycle analysis was performed to assess the least-cost technology option for meeting the new balancing requirement. The technologies considered in this study include conventional turbines (CT), sodium sulfur (NaS) batteries, lithium ion (Li-ion) batteries, pumped hydro energy storage (PH), and demand response (DR). Hybrid concepts that combine 2 or more of the technologies above are also evaluated. This analysis was performed with collaboration by the Bonneville Power Administration and funded by the Energy Storage Systems Program of the U.S. Department of Energy.

NYMARKAL was applied here in demonstration analyses to explore strategies to reduce CO2 emissions. NYMARKAL was installed at the State Energy Office and in the Offices of the New York Power Pool. Example scenarios showed that it is more difficult and more expensive to reduce carbon emissions in New York State than in the United States as a whole. Were a common carbon tax instituted, it would have less effect in New York and most carbon emissions reduction would take place elsewhere in the country where it is more cost-effective. Alternatively, were all states required to reduce CO2 emission an equal percentage (say by 20%), the cost per unit emissions reduction to New York would be much greater than in the rest of the country.

    Continued operation of nuclear power plants for periods that extend beyond their original 40-year license period is a desirable option for many U.S. utilities. U.S. Nuclear Regulatory Commission (NRC) approval of operating license renewals is necessary before continued operation becomes a reality. Effective aging management for plant components is important to reliability and safety, regardless of current plant age or extended life expectations. However, the NRC requires that aging evaluations be performed and the effectiveness of aging management programs be demonstrated for components considered within the scope of license renewal before granting approval for operation beyond 40 years. Both the NRC and the utility want assurance that plant components will be highly reliable during both the current license term and throughout the extended operating period. In addition, effective aging management must be demonstrated to support Maintenance Rule (10 CFR 50.65) activities.

    A low power zinc-oxide (ZnO) charge trapping memory with embedded silicon (Si) nanoparticles is demonstrated. The charge trapping layer is formed by spin coating 2?nm silicon nanoparticles between Atomic Layer Deposited ZnO steps. The threshold voltage shift (?V{sub t}) vs. programming voltage is studied with and without the silicon nanoparticles. Applying ?1?V for 5?s at the gate of the memory with nanoparticles results in a ?V{sub t} of 3.4?V, and the memory window can be up to 8?V with an excellent retention characteristic (>10 yr). Without nanoparticles, at ?1?V programming voltage, the ?V{sub t} is negligible. In order to get ?V{sub t} of 3.4?V without nanoparticles, programming voltage in excess of 10?V is required. The negative voltage on the gate programs the memory indicating that holes are being trapped in the charge trapping layer. In addition, at 1?V the electric field across the 3.6?nm tunnel oxide is calculated to be 0.36 MV/cm, which is too small for significant tunneling. Moreover, the ?V{sub t} vs. electric field across the tunnel oxide shows square root dependence at low fields (E??2.7 MV/cm). This indicates that Poole-Frenkel Effect is the main mechanism for holes emission at low fields and Phonon Assisted Tunneling at higher fields.

    The Separations Process Research Unit (SPRU) is located within the boundary of Knolls Atomic Power Laboratory (KAPL) at 2425 River Road, Niskayuna, Schenectady County, New York (Figure A-1). SPRU was designed and developed to research an efficient process to chemically separate plutonium and uranium from processed fuel. Buildings H2 and G2 were the primary research and process facilities. SPRU operated between February 1950 and October 1953 at which time the research was successful in developing useable reduction oxidation and plutonium uranium extraction processes. These processes were subsequently moved to the Hanford and the Savannah River sites for full-scale operations. Building H2 was used by KAPL after the SPRU process ceased until the late 1990s for radioactive wastewater processing and Building G2 was utilized for offices. Process areas and equipment were maintained in a safe condition under a surveillance and maintenance program.

    There is a significant amount of oil, about 12.6 million barrels per year, used for power generation in New York State. The majority of it is residual oil. The primary reason for using residual oil probably is economic, as these fuels are cheaper than distillates. However, the stack emissions from the use of such fuels, especially in densely populated urban areas, can be a cause for concern. The emissions of concern include sulfur and nitrogen oxides and particulates, particularly PM 2.5. Blending with distillate (ASTM No.2) fuels may not reduce some or all of these emissions. Hence, a case can be made for blending with biofuels, such as biodiesel, as they tend to have very little fuel bound sulfur and nitrogen and have been shown in prior work at Brookhaven National Laboratory (BNL) to reduce NOx emissions as well in small boilers. Some of the research carried out at CANMET in Canada has shown potential reductions in PM with blending of biodiesel in distillate oil. There is also the benefit obtaining from the renewable nature of biofuels in reducing the net carbon dioxide emitted thus contributing to the reduction of green house gases that would otherwise be emitted to the atmosphere. The present project was conceived to examine the potential for such benefits of blending biofuels with residual oil. A collaboration was developed with personnel at the New York City Poletti Power Plant of the New York Power Authority. Their interest arose from an 800 MW power plant that was using residual oil and which was mandated to be shut down in 2010 because of environmental concerns. A blend of 20% biodiesel in residual oil had also been tested for a short period of about two days in that boiler a couple of years back. In this project, emission measurements including particulate measurements of PM2.5 were made in the commercial boiler test facility at BNL described below. Baseline tests were done using biodiesel as the blending biofuel. Biodiesel is currently and probably in the foreseeable future more expensive than residual fuel. So, another task was to explore potential alternative biofuels that might confer emission benefits similar to those of biodiesel, while being potentially significantly cheaper. Of course, for power plant use, availability in the required quantities is also a significant criterion. A subsidiary study to determine the effect of the temperature of the filter used to collect and measure the PM 2.5 emissions was conducted. This was done for reasons of accuracy in a residential boiler using distillate fuel blends. The present report details the results obtained in these tests with the baseline ASTM No. 6 fuel and blends of biodiesel with it as well as the results of the filter temperature study. The search for the alternative 'cheaper' biofuel identified a potential candidate, but difficulties encountered with the equipment during the testing prevented testing of the alternative biofuel.

    The objective of this report is to perform a controlled laboratory study on the efficiency and emissions of swimming pool heaters based on a limited field investigation into the range of expected variations in operational parameters. Swimming pool heater sales trends have indicated a significant decline in the number of conventional natural gas-fired swimming pool heaters (NGPH). On Long Island the decline has been quite sharp, on the order of 50%, in new installations since 2001. The major portion of the decline has been offset by a significant increase in the sales of electric powered heat pump pool heaters (HPPH) that have been gaining market favor. National Grid contracted with Brookhaven National Laboratory (BNL) to measure performance factors in order to compare the relative energy, environmental and economic consequences of using one technology versus the other. A field study was deemed inappropriate because of the wide range of differences in actual load variations (pool size), geographic orientations, ground plantings and shading variations, number of hours of use, seasonal use variations, occupancy patterns, hour of the day use patterns, temperature selection, etc. A decision was made to perform a controlled laboratory study based on a limited field investigation into the range of expected operational variations in parameters. Critical to this are the frequency of use, temperature selection, and sizing of the heater to the associated pool heating loads. This would be accomplished by installing a limited amount of relatively simple compact field data acquisition units on selected pool installations. This data included gas usage when available and alternately heater power or gas consumption rates were inferred from the manufacturer's specifications when direct metering was not available in the field. Figure 1 illustrates a typical pool heater installation layout.

    Power generation in the Illinois Basin is expected to increase by as much as 30% by the year 2030, and this would increase the cooling water consumption in the region by approximately 40%. This project investigated the potential use of produced water from CO2 enhanced oil recovery (CO2-EOR) operations; coal-bed methane (CBM) recovery; and active and abandoned underground coal mines for power plant cooling in the Illinois Basin. Specific objectives of this project were: (1) to characterize the quantity, quality, and geographic distribution of produced water in the Illinois Basin; (2) to evaluate treatment options so that produced water may be used beneficially at power plants; and (3) to perform a techno-economic analysis of the treatment and transportation of produced water to thermoelectric power plants in the Illinois Basin. Current produced water availability within the basin is not large, but potential flow rates up to 257 million liters per day (68 million gallons per day (MGD)) are possible if CO2-enhanced oil recovery and coal bed methane recovery are implemented on a large scale. Produced water samples taken during the project tend to have dissolved solids concentrations between 10 and 100 g/L, and water from coal beds tends to have lower TDS values than water from oil fields. Current pretreatment and desalination technologies including filtration, adsorption, reverse osmosis (RO), and distillation can be used to treat produced water to a high quality level, with estimated costs ranging from $2.6 to $10.5 per cubic meter ($10 to $40 per 1000 gallons). Because of the distances between produced water sources and power plants, transportation costs tend to be greater than treatment costs. An optimization algorithm was developed to determine the lowest cost pipe network connecting sources and sinks. Total water costs increased with flow rate up to 26 million liters per day (7 MGD), and the range was from $4 to $16 per cubic meter ($15 to $60 per 1000 gallons), with treatment costs accounting for 13-23% of the overall cost. Results from this project suggest that produced water is a potential large source of cooling water, but treatment and transportation costs for this water are large.

    The New York Canyon Stimulation Project was to demonstrate the commercial application of Enhanced Geothermal System techniques in Buena Vista Valley area of Pershing County, Nevada. From October 2009 to early 2012, TGP Development Company aggressively implemented Phase I of Pre-Stimulation and Site/Wellbore readiness. This included: geological studies; water studies and analyses and procurement of initial permits for drilling. Oversubscription of water rights and lack of water needed for implementation of EGS were identified and remained primary obstacles. Despite extended efforts to find alternative solutions, the water supply circumstances could not be overcome and led TGP to determine a "œNo Go" decision and initiate project termination in April 2012.

    The results and efforts of research and development of methods for daily fuel scheduling performed under EPRI Project RP 1048-5 by Power Technologies, Inc. (PTI) are reported in three volumes: Technical Manual; Programming Manual and Program Listings. Daily fuel scheduling involves the scheduling and dispatching of generating facilities to meet all system loads and operating requirements for periods ranging from a day to a week. Daily fuel scheduling and computer requirements are defined. The scheduling problem is formulated as a mixed-integer linear programming (MILP) optimization problem in which the total system operating cost is minimized. A potentially practical scheduling procedure, based on a combination of search and MILP approaches, was proposed; these two approaches were investigated, coded in FORTRAN and tested individually. Tests using the New York Power Pool system show that the search approach may produce potential savings for fuel scheduling approaches. Additional efforts are needed to make the MILP approach practical. Finally, a number of special scheduling problems have been identified and recommended for future work. This volume of the report (Volume 2) is the Programming Manual which describes the organization and structure of the programs. Layout and function of data files, sample outputs and test data are also presented. Program organization and data for the search and MILP approaches are given. Preliminary test results, system data descriptions and sample outputs for the search approach are included in the appendices.

    The potential of geothermal energy for future electric power generation in New York State is evaluated using estimates of temperatures of geothermal reservoir rocks. Bottom hole temperatures from over 2000 oil and gas wells in the region were integrated into subsurface maps of the temperatures for specific geothermal reservoirs. The Theresa/Potsdam formation provides the best potential for extraction of high volumes of geothermal fluids. The evaluation of the Theresa/Potsdam geothermal reservoir in upstate New York suggests that an area 30 miles east of Elmira, New York has the highest temperatures in the reservoir rock. The Theresa/Potsdam reservoir rock should have temperatures about 136 {degrees}C and may have as much as 450 feet of porosity in excess of 8%. Estimates of the volumes of geothermal fluids that can be extracted are provided and environmental considerations for production from a geothermal well is discussed.

    This letter report documents models for quantifying the likelihood of loss of spent fuel pool cooling; models for identifying post-boiling scenarios that lead to core damage; qualitative and quantitative results generated for a selected plant that account for plant design and operational practices; a comparison of these results and those generated from earlier studies; and a review of available data on spent fuel pool accidents. The results of this study show that for a representative two-unit boiling water reactor, the annual probability of spent fuel pool boiling is 5 {times} 10{sup {minus}5} and the annual probability of flooding associated with loss of spent fuel pool cooling scenarios is 1 {times} 10{sup {minus}3}. Qualitative arguments are provided to show that the likelihood of core damage due to spent fuel pool boiling accidents is low for most US commercial nuclear power plants. It is also shown that, depending on the design characteristics of a given plant, the likelihood of either: (a) core damage due to spent fuel pool-associated flooding, or (b) spent fuel damage due to pool dryout, may not be negligible.

    The results and efforts of research and development of methods for daily fuel scheduling performed under EPRI Project RP 1048-5 by Power Technologies, Inc. (PTI) are reported in three volumes: Technical Manual; Programming Manual and Program Listing. Daily fuel scheduling involves the scheduling and dispatching of generating facilities to meet all system loads and operating requirements for periods ranging from a day to a week. Daily fuel scheduling and computer requirements are defined. The scheduling problem is formulated as a mixed-integer linear programming (MILP) optimization problem in which the total system operating cost is minimized. A potentially practical scheduling procedure, based on a combination of search and MILP approaches, was proposed; these two approaches were investigated, coded in FORTRAN and tested individually. Tests using the New York Power Pool system show that the search approach may produce potential savings for fuel scheduling approaches. Additional efforts are needed to make the MILP approach practical. Finally, a number of special scheduling problems have been identified and recommended for future work. This volume of the report (Volume 3) gives the FORTRAN listings of the programs, which had been developed during the course of this project. In the programs, there may be certain statements and functions which could be specific to the PRIME computer system. Comments on them are provided.

    Case study on high performance building features of the Twenty River Terrace, Battery Park City building. Breezes off the Hudson River waft through Battery Park City, a planned development of residential and commercial buildings and open space at the tip of lower Manhattan. A riverfront walkway and several connecting public parks sprinkled with public art flank Battery Park City on one side, and New York's busy financial district vibrates on the other. Construction continues on Battery Park's newest building, Twenty River Terrace, the first residential apartment building to embrace sustainable design in a systematic way, and the first to follow the Hugh L. Carey Battery Park City Authority Residential Environmental Guidelines. According to the guidelines, which all future Battery Park City development must follow, they ''establish a process for the creation of environmentally responsible residential buildings that are appreciably ahead of current standards and practices for development.'' As a result of the guidelines, and the architects' commitment to incorporating best practices, this 27-story apartment building operates 35% more efficiently than required by the New York State Energy Code, and generates some of its own electricity from building-integrated photovoltaics, especially in the summer when New York power plants struggle to keep up with air-conditioning demands. The Authority hopes the guidelines will be a good model for other developments, in Manhattan and across the world, for incorporating energy-efficient design and renewable energy. The principles of environmentally sound, people-centered planning and development addressed by Twenty River Terrace continue to be a focus of the redevelopment of lower Manhattan.

    The U.S. Department of Energy (DOE) has teamed with cities across the country through the Solar America Cities (SAC) partnership program to help reduce barriers and accelerate implementation of solar energy. The New York City SAC team is a partnership between the City University of New York (CUNY), the New York City Mayor s Office of Long-term Planning and Sustainability, and the New York City Economic Development Corporation (NYCEDC).The New York City SAC team is working with DOE s National Renewable Energy Laboratory (NREL) and Con Edison, the local utility, to develop a roadmap for photovoltaic (PV) installations in the five boroughs. The city set a goal to increase its installed PV capacity from1.1 MW in 2005 to 8.1 MW by 2015 (the maximum allowed in 2005). A key barrier to reaching this goal, however, is the complexity of the interconnection process with the local utility. Unique challenges are associated with connecting distributed PV systems to secondary network distribution systems (simplified to ???¢????????networks???¢??????? in this report). Although most areas of the country use simpler radial distribution systems to distribute electricity, larger metropolitan areas like New York City typically use networks to increase reliability in large load centers. Unlike the radial distribution system, where each customer receives power through a single line, a network uses a grid of interconnected lines to deliver power to each customer through several parallel circuits and sources. This redundancy improves reliability, but it also requires more complicated coordination and protection schemes that can be disrupted by energy exported from distributed PV systems. Currently, Con Edison studies each potential PV system in New York City to evaluate the system s impact on the network, but this is time consuming for utility engineers and may delay the customer s project or add cost for larger installations. City leaders would like to streamline this process to facilitate faster, simpler, and less expensive distributed PV system interconnections. To assess ways to improve the interconnection process, NREL conducted a four-part study with support from DOE. The NREL team then compiled the final reports from each study into this report. In Section 1???¢????????PV Deployment Analysis for New York City???¢????????we analyze the technical potential for rooftop PV systems in the city. This analysis evaluates potential PV power production in ten Con Edison networks of various locations and building densities (ranging from high density apartments to lower density single family homes). Next, we compare the potential power production to network loads to determine where and when PV generation is most likely to exceed network load and disrupt network protection schemes. The results of this analysis may assist Con Edison in evaluating future PV interconnection applications and in planning future network protection system upgrades. This analysis may also assist other utilities interconnecting PV systems to networks by defining a method for assessing the technical potential of PV in the network and its impact on network loads. It also collects and analyzes project performance data, conducts market studies, and supports the Northeast Clean Energy Application Center (CEAC).     Key catalysts for Marcellus Shale drilling in New York were identified. New York remains the only state in the nation with a legislative moratorium on high-volume hydraulic fracturing, as regulators and state lawmakers work to balance the advantages of potential economic benefits while protecting public drinking water resources and the environment. New York is being particularly careful to work on implementing sufficiently strict regulations to mitigate the environmental impacts Pennsylvania has already seen, such as methane gas releases, fracturing fluid releases, flowback water and brine controls, and total dissolved solids discharges. In addition to economic and environmental lessons learned, the New York Department of Environmental Conservation (DEC) also acknowledges impacts to housing markets, security, and other local issues, and may impose stringent measures to mitigate potential risks to local communities. Despite the moratorium, New York has the opportunity to take advantage of increased capital investment, tax revenue generation, and job creation opportunities by increasing shale gas activity. The combination of economic benefits, industry pressure, and recent technological advances will drive the pursuit of natural gas drilling in New York. We identify four principal catalysts as follows: Catalyst 1: Pressure from Within the State. Although high-volume hydraulic fracturing has become a nationally controversial technology, shale fracturing activity is common in every U.S. state except New York. The regulatory process has delayed potential economic opportunities for state and local economies, as well as many industry stakeholders. In 2010, shale gas production accounted for $18.6 billion in federal royalty and local, state, and federal tax revenues. (1) This is expected to continue to grow substantially. The DEC is under increased pressure to open the state to the same opportunities that Alabama, Arkansas, California, Colorado, Kansas, Louisiana, Montana, New Mexico, North Dakota, Ohio, Oklahoma, Pennsylvania, South Dakota, Texas, Utah, West Virginia, and Wyoming are pursuing. Positive labor market impacts are another major economic draw. According to the Revised Draft SGEIS on the Oil, Gas and Solution Mining Regulatory Program (September 2011), hydraulic fracturing would create between 4,408 and 17,634 full-time equivalent (FTE) direct construction jobs in New York State. Indirect employment in other sectors would add an additional 29,174 FTE jobs. Furthermore, the SGEIS analysis suggests that drilling activities could add an estimated $621.9 million to $2.5 billion in employee earnings (direct and indirect) per year, depending upon how much of the shale is developed. The state would also receive direct tax receipts from leasing land, and has the potential to see an increase in generated indirect revenue. Estimates range from $31 million to $125 million per year in personal income tax receipts, and local governments would benefit from revenue sharing. Some landowner groups say the continued delay in drilling is costing tens of thousands of jobs and millions of dollars in growth for New York, especially in the economically stunted upstate. A number of New York counties near Pennsylvania, such as Chemung, NY, have experienced economic uptick from Pennsylvania drilling activity just across the border. Chemung officials reported that approximately 1,300 county residents are currently employed by the drilling industry in Pennsylvania. The Marcellus shale boom is expected to continue over the next decade and beyond. By 2015, gas drilling activity could bring 20,000 jobs to New York State alone. Other states, such as Pennsylvania and West Virginia, are also expected to see a significant increase in the number of jobs. Catalyst 2: Political Reality of the Moratorium. Oil and gas drilling has taken place in New York since the 19th century, and it remains an important industry with more than 13,000 currently active wells. The use of hydraulic fracturing in particular has been employed for decades. Yet, as technological advancements have enabled access to gas in areas where drilling is not common practice, public concern has ballooned. Opponents argue that more oversight is necessary to protect the environment and public health, while supporters believe the industry is already adequately regulated. Although it is important for New York to complete a thorough environmental and regulatory review, an extended ban could lead to litigation by property owners who have been stripped of the ability to lease their mineral rights. Other states are moving forward by implementing legislative guidelines or rules created by commissions to ensure that resources are developed safely. One of the most controversial issues in other states to date has revolved around the public disclosure of chemical additives in drilling fluid. While the industry is hesitant to reveal trade secrets, the public and many officials want the security of knowing what chemicals are pumped into the ground. Industry transparency could help mitigate the public concern and controversy that is delaying a lift of the moratorium. Currently, at least five other states have set chemical disclosure rules. Arkansas, Michigan, Montana, Texas, and Wyoming require disclosure of the chemical components of drilling fluid. Colorado has the most stringent rules, requiring not just the disclosure of the additives but of their concentrations as well. As more states continue to allow hydraulic fracturing, New York will likely lift the moratorium and instead implement more stringent regulations that help to alleviate public concern surrounding hydraulic fracturing. This will allow the state to safely pursue the expansive opportunities offered by the Marcellus shale without falling behind economically. Catalyst 3: Energy and Infrastructure Benefits. Natural gas provides a key source of energy in the Northeast. The DEC estimates the Marcellus shale gas resource potential to be between 168-516 Tcf. Even at the low end of this range, Marcellus alone could supply seven years of total U.S. energy consumption, and it would provide a local resource for New York. One report suggests that savings from lower natural gas costs would result in an average annual savings of $926 per household. (4) Industry growth is leading to lower natural gas and electric power prices, while decreasing reliance on Liquid Natural Gas (LNG) imports and enhancing domestic energy security. This makes development of the resources an even more attractive commitment to New York. In addition, the natural gas business is predominantly regional in scope. Drilling companies would be required to build new pipelines for gas development in New York, therefore State regulators face valuable ancillary benefits of natural gas development such as infrastructure improvements. Catalyst 4: Technology Improvements. Lastly, the moratorium itself does not prevent the use of alternative drilling technologies, such as non-hydraulic fracturing, for shale gas production. Developers are already using new systems in Texas and Canada, as well as in France where hydraulic fracturing is banned country-wide. Commercial viability of these new technologies could ultimately provide an alternative to jumpstart shale drilling in New York if necessary. The potential benefits from development of the Marcellus shale in New York are undeniable, though regulators are still working to balance the need to stimulate the economy with environmental protection and public health. Since closing the public comment period in January, the DEC has signaled that much more work is needed, making no promises to near-term completion. While, neighboring states are feeling the economic benefits of drilling, the political environment and the recession continues adding pressure to the process in New York state.

  12. A NOVEL APPROACH TO SPENT FUEL POOL DECOMMISSIONING

    The Idaho National Laboratory (INL) has been at the forefront of developing methods to reduce the cost and schedule of deactivating spent fuel pools (SFP). Several pools have been deactivated at the INL using an underwater approach with divers. These projects provided a basis for the INL cooperation with the Dresden Nuclear Power Station Unit 1 SFP (Exelon Generation Company) deactivation. It represents the first time that a commercial nuclear power plant (NPP) SFP was decommissioned using this underwater coating process. This approach has advantages in many aspects, particularly in reducing airborne contamination and allowing safer, more cost effective deactivation. The INL pioneered underwater coating process was used to decommission three SFPs with a total combined pool volume of over 900,000 gallons. INL provided engineering support and shared project plans to successfully initiate the Dresden project. This report outlines the steps taken by INL and Exelon to decommission SFPs using the underwater coating process. The rationale used to select the underwater coating process and the advantages and disadvantages are described. Special circumstances are also discussed, such as the use of a remotely-operated underwater vehicle to visually and radiologically map the pool areas that were not readily accessible. A larger project, the INTEC-603 SFP in-situ (grouting) deactivation, is reviewed. Several specific areas where special equipment was employed are discussed and a Lessons Learned evaluation is included.

    An apparatus which mitigates temperature stratification in the suppression pool water caused by hot water drained into the suppression pool from the lower drywell pool. The outlet of a spillover hole formed in the inner bounding wall of the suppression pool is connected to and in flow communication with one end of piping. The inlet end of the piping is above the water level in the suppression pool. The piping is routed down the vertical downcomer duct and through a hole formed in the thin wall separating the downcomer duct from the suppression pool water. The piping discharge end preferably has an elevation at or near the bottom of the suppression pool and has a location in the horizontal plane which is removed from the point where the piping first emerges on the suppression pool side of the inner bounding wall of the suppression pool. This enables water at the surface of the lower drywell pool to flow into and be discharged at the bottom of the suppression pool.

    The US Department of Energy is developing an estimate of the undeveloped hydropower potential in the United States. The Hydropower Evaluation Software (HES) is a computer model that was developed by the Idaho National Engineering and Environmental Laboratory for this purpose. HES measures the undeveloped hydropower resources available in the United States, using uniform criteria for measurement. The software was developed and tested using hydropower information and data provided by the Southwestern Power Administration. It is a menu-driven program that allows the personal computer user to assign environmental attributes to potential hydropower sites, calculate development suitability factors for each site based on the environmental attributes present, and generate reports based on these suitability factors. This report describes the resource assessment results for the State of New York.

    The storage requirements of Spent Fuel Pools have been analyzed with the purpose to increase their rack capacities. In the past, the thermal limits have been mainly evaluated with conservative codes developed for this purpose, although some works can be found in which a best estimate code is used. The use of best estimate codes is interesting as they provide more realistic calculations and they have the capability of analyzing a wide range of transients that could affect the Spent Fuel Pool. Two of the most representative thermal-hydraulic codes are RELAP-5 and TRAC. Nowadays, TRACE code is being developed to make use of the more favorable characteristics of RELAP-5 and TRAC codes. Among the components coded in TRACE that can be used to construct the model, it is interesting to use the VESSEL component, which has the capacity of reproducing three dimensional phenomena. In this work, a thermal-hydraulic model of the Maine Yankee spent fuel pool using the TRACE code is developed. Such model has been used to perform a licensing calculation and the results obtained have been compared with experimental measurements made at the pool, showing a good agreement between the calculations predicted by TRACE and the experimental data.     This paper deals with weld pool oscillation during pulsed GTA welding and with the possibility to use this oscillation for in-process control of weld penetration. Welding experiments were carried out under different welding conditions. During welding the weld pool was triggered into oscillation by the normal welding pulses or by extra current pulses. The oscillation frequency was measured both during the pulse time and during the base time by analyzing the arc voltage variation using a Fast Fourier Transformation program. Optimal results are obtained when full penetration occurs during the pulse time and partial penetration during the base time. Under these conditions elliptical overlapping spot welds are formed. In the case of full penetration the weld pool oscillates in a low frequency mode (membrane oscillation), whereas in the case of partial penetration the weld pool oscillates in a high frequency mode (surface oscillation). Deviation from the optimal welding conditions occurs when high frequency oscillation is observed during both pulse time and base time (underpenetration) or when low frequency oscillation is observed during both pulse time and base time (overpenetration). In line with these results a penetration sensing system with feedback control was designed, based on the criterion that optimal weld penetration is achieved when two peaks are observed in the frequency distribution. The feasibility of this sensing system for orbital tube welding was confirmed by the results of experiments carried out under various welding conditions.
