    The U.S. Department of Energy (DOE) has teamed with cities across the country through the Solar America Cities (SAC) partnership program to help reduce barriers and accelerate implementation of solar energy. The New York City SAC team is a partnership between the City University of New York (CUNY), the New York City Mayor s Office of Long-term Planning and Sustainability, and the New York City Economic Development Corporation (NYCEDC).The New York City SAC team is working with DOE s National Renewable Energy Laboratory (NREL) and Con Edison, the local utility, to develop a roadmap for photovoltaic (PV) installations in the five boroughs. The city set a goal to increase its installed PV capacity from1.1 MW in 2005 to 8.1 MW by 2015 (the maximum allowed in 2005). A key barrier to reaching this goal, however, is the complexity of the interconnection process with the local utility. Unique challenges are associated with connecting distributed PV systems to secondary network distribution systems (simplified to ???¢????????networks???¢??????? in this report). Although most areas of the country use simpler radial distribution systems to distribute electricity, larger metropolitan areas like New York City typically use networks to increase reliability in large load centers. Unlike the radial distribution system, where each customer receives power through a single line, a network uses a grid of interconnected lines to deliver power to each customer through several parallel circuits and sources. This redundancy improves reliability, but it also requires more complicated coordination and protection schemes that can be disrupted by energy exported from distributed PV systems. Currently, Con Edison studies each potential PV system in New York City to evaluate the system s impact on the network, but this is time consuming for utility engineers and may delay the customer s project or add cost for larger installations. City leaders would like to streamline this process to facilitate faster, simpler, and less expensive distributed PV system interconnections. To assess ways to improve the interconnection process, NREL conducted a four-part study with support from DOE. The NREL team then compiled the final reports from each study into this report. In Section 1???¢????????PV Deployment Analysis for New York City???¢????????we analyze the technical potential for rooftop PV systems in the city. This analysis evaluates potential PV power production in ten Con Edison networks of various locations and building densities (ranging from high density apartments to lower density single family homes). Next, we compare the potential power production to network loads to determine where and when PV generation is most likely to exceed network load and disrupt network protection schemes. The results of this analysis may assist Con Edison in evaluating future PV interconnection applications and in planning future network protection system upgrades. This analysis may also assist other utilities interconnecting PV systems to networks by defining a method for assessing the technical potential of PV in the network and its impact on network loads.     The Separations Process Research Unit (SPRU) complex located on the Knolls Atomic Power Laboratory (KAPL) site in Niskayuna, New York, was constructed in the late 1940s to research the chemical separation of plutonium and uranium (Figure A-1). SPRU operated as a laboratory scale research facility between February 1950 and October 1953. The research activities ceased following the successful development of the reduction oxidation and plutonium/uranium extraction processes. The oxidation and extraction processes were subsequently developed for large scale use by the Hanford and Savannah River sites (aRc 2008a). Decommissioning of the SPRU facilities began in October 1953 and continued through the 1990s.

    The U.S. Department of Energy (DOE) is currently evaluating the water management procedures at the Separations Process Research Unit (SPRU). The facility has three issues related to water management that require technical assistance: (1) due to a excessive rainfall event in October, 2010, contaminated water collected in basements of G2 and H2 buildings. As a result of this event, the contractor has had to collect and dispose of water offsite; (2) The failure of a sump pump at a KAPL outfall resulted in a Notice of Violation issued by the New York State Department of Environment and Conservation (NYSDEC) and subsequent Consent Order. On-site water now requires treatment and off-site disposition; and (3) stormwater infiltration has resulted in Strontium-90 levels discharged to the storm drains that exceed NR standards. The contractor has indicated that water management at SPRU requires major staff resources (at least 50 persons). The purpose of this review is to determine if the contractor's technical approach warrants the large number of staff resources and to ensure that the technical approach is compliant and in accordance with federal, state and NR requirements.

    As part of the Formerly Utilized Sites Remedial Action Progmq a team from Oak Ridge National Laboratory (ORNL) conducted a radiological veriihtion survey of Building 31 at the former Linde Uranium Refinery, Tonawau& New York. The purpose of the survey was to ver@ that remedial action completed by the project management contractor had reduced contamination levels to within authorized limits. Prior to remediatioq tied radioactive material was prevalent throughout the building and in some of the ductwork Decontaminadon consisted of removing surfhce contamination from floors, baseboards, and overhead areas; removing some air ducts; and vacuuming dust. Building 31 at the former Linde site in TonawandA New Yorlq was thoroughly investigated inside and outside for radionuclide residues. The verification team discovered previously undetected contaminadon beneath the concrete pad on the first floor and underneath floor tiles on the second floor. All suspect floor tiles were removed and any contamination beneath them cleaned to below guideline levels. The verification team also discovered elevated radiation levels associated with overhead air lines that led to the eventual removal of the entire air lige and a complete investigation of the history of all process piping in the building. Final verification surveys showed that residual surface beta-gamma activity levels were slightly elevated in some places but below U.S. Department of Energy applicable guidelines for protection against radiation (Table 1). Similarly, removable radioactive contamination was also below applicable guidelines. Exposure rates within the building were at typical background levels, and no consistently elevated indoor radon concentrations were measured. However, radionuclide analysis of subsurface soil from beneath the concrete floor on the ground level showed concentrations of `*U and'% that exceeded applicable guidelines. At the time of this survey, there was no measured exposure pathway for this subslab contamination under current use scenarios, and there was low risk associated with this contaminadon if the conaete slab is not cracked or penetrated. However, any penetration of the concrete slab caused by renovations, repairs, demolitio% or a naturally-occurring craclq would require further investigation and evaluation. Analysis of the project management contractor's post-remedial action data and results of this independent radiological vaification survey by ORNL confirm that all radiological measurements inside the building, on the exterior walls, and on the roof are below the limits prescribed by applicable guidelines for protection against radiation.

    A detailed description is presented of the laws and programs of the State of New York governing the regulation of public energy utilities, the siting of energy generating and transmission facilities, the municipal franchising of public energy utilities, and the prescription of rates to be charged by utilities including attendant problems of cost allocations, rate base and operating expense determinations, and rate of return allowances. These laws and programs are analyzed to identify impediments which they may present to the implementation of Integrated Community Energy Systems (ICES). This report is one of fifty-one separate volumes which describe such regulatory programs at the Federal level and in each state as background to the report entitled Community Energy Systems and the Law of Public Utilities - Volume One: An Overview. This report also contains a summary of a strategy described in Volume One - An Overview for overcoming these impediments by working within the existing regulatory framework and by making changes in the regulatory programs to enhance the likelihood of ICES implementation.

  4. Independent engineering review of the Hanford Waste Vitrification System

    The Hanford Waste Vitrification Plant (HWVP) was initiated in June 1987. The HWVP is an essential element of the plan to end present interim storage practices for defense wastes and to provide for permanent disposal. The project start was justified, in part, on efficient technology and design information transfer from the prototype Defense Waste Processing Facility (DWPF). Development of other serial Hanford Waste Vitrification System (HWVS) elements, such as the waste retrieval system for the double-shell tanks (DSTs), and the pretreatment system to reduce the waste volume converted into glass, also was required to accomplish permanent waste disposal. In July 1991, at the time of this review, the HWVP was in the Title 2 design phase. The objective of this technical assessment is to determine whether the status of the technology development and engineering practice is sufficient to provide reasonable assurance that the HWVP and the balance of the HWVS system will operate in an efficient and cost-effective manner. The criteria used to facilitate a judgment of potential successful operation are: vitrification of high-level radioactive waste from specified DSTs on a reasonably continuous basis; and glass produced with physical and chemical properties formally acknowledge as being acceptable for disposal in a repository for high-level radioactive waste. The criteria were proposed specifically for the Independent Engineering Review to focus that assessment effort. They are not represented as the criteria by which the Department will judge the prudence of the Project. 78 refs., 10 figs., 12 tabs.

    An improved electrostatic coalescence system is provided in which independent AC and DC hydrophilic electrodes are employed to provide more complete dehydration of an oil emulsion. The AC field is produced between an AC electrode array and the water-oil interface wherein the AC electrode array is positioned parallel to the interface which acts as a grounded electrode. The emulsion is introduced into the AC field in an evenly distributed manner at the interface. The AC field promotes drop-drop and drop-interface coalescence of the water phase in the entering emulsion. The continuous oil phase passes upward through the perforated AC electrode array and enters a strong DC field produced between closely spaced DC electrodes in which small dispersed droplets of water entrained in the continuous phase are removed primarily by collection at hydrophilic DC electrodes. Large droplets of water collected by the electrodes migrate downward through the AC electrode array to the interface. All phase separation mechanisms are utilized to accomplish more complete phase separation.

    On May 9, 2011, ORISE conducted verification survey activities including scans, sampling, and the collection of smears of the remaining soils and off-gas pipe associated with the 802 Fan House within the HFBR (High Flux Beam Reactor) Complex at BNL. ORISE is of the opinion, based on independent scan and sample results obtained during verification activities at the HFBR 802 Fan House, that the FSS (final status survey) unit meets the applicable site cleanup objectives established for as left radiological conditions.

    Municipal sanitary landfills generate leachate that New York State regulations require to be collected and treated to avoid contaminating surface water and groundwater. One option for treating leachate is to haul it to municipal wastewater treatment facility. This option may be expensive, may require excessive energy for transportation, and may require pretreatment to protect the receiving facility`s processes. An alternative is on-site treatment and discharge. Personnel from the Town of Fenton, New York; Hawk Engineering, P.C.; Cornell University; and Ithaca College designed, built, and operated a pilot constructed wetland for treating leachate at the Town of Fenton`s municipal landfill. The system, consisting of two overland flow beds and two subsurface flow beds has been effective for 18 months in reducing levels of ammonia (averaging 85% removal by volatilization and denitrification) and total iron (averaging 95% removal by precipitation and sedimentation), two key constituents of the Fenton landfill`s leachate. The system effects these reductions with zero chemical and energy inputs and minimal maintenance. A third key constituent of the leachate, manganese, apparently passes through the beds with minimal removal. Details and wetland considerations are described.

    The Fresh Kills Landfill, located in Staten Island, New York, serves as the repository of all municipal solid waste from the five boroughs of New York City. Because of the existence of compressible soils under most of the filling areas and the urban environment surrounding the landfill, considerable importance is being placed on the relationship between filling operations and the stability of the landfill. As a result of this concern and to address Order on Consent requirements, a program of geotechnical site characterizations, stability analyses, and design and implementation of a geotechnical instrumentation program was undertaken. Geotechnical instruments have been installed within the refuse fill and foundation soils to monitor both the magnitude and rate of change of pore pressure, lateral and vertical movements, and temperature. This paper presents an overview of the subsurface conditions, the overall instrumentation plan for assessing the landfill stability, a description of the various instruments, the performance of these instruments to date, an overview of the collected measurements, and a description of how these measurements are used to monitor the stability.

    With aggressive goals to reduce national energy use and carbon emissions, the U.S. Department of Energy (DOE) will be looking to exemplary buildings that have already invested in new approaches to achieving the energy performance goals now needed at a national level. The New York Times Building, in New York, New York, incorporates a number of innovative technologies, systems and processes and could become model for widespread replication in new and existing buildings. A year-long monitored study was conducted to verify energy performance, assess occupant comfort and satisfaction with the indoor environment, and evaluate impact on maintenance and operations. Lessons learned were derived from the analysis; these lessons could help identify and shape policy, financial, or supporting strategies to accelerate diffusion in the commercial building market.

    This multi-unit field demonstration of combined space and water heating (combi) systems was conducted to help document combi system installation and performance issues that needed to be addressed through research. The objective of the project was to put commercialized forced-air tankless combi units into the field through local contractors that were trained by manufacturers and GTI staff under the auspices of utility-implemented Emerging Technology Programs. With support from PARR, NYSERDA and other partners, the project documented system performance and installations in Chicago and New York. Combi systems were found to save nearly 200 therms in cold climates at efficiencies between about 80% and 94%. Combi systems using third-party air handler units specially designed for condensing combi system operation performed better than the packaged integrated combi systems available for the project. Moreover, combi systems tended to perform poorly when the tankless water heaters operating at high turn-down ratios. Field tests for this study exposed installation deficiencies due to contractor unfamiliarity with the products and the complexity of field engineering and system tweaking to achieve high efficiencies. Widespread contractor education must be a key component to market expansion of combi systems. Installed costs for combi systems need to come down about 5% to 10% to satisfy total resource calculations for utility-administered energy efficiency programs. Greater sales volumes and contractor familiarity can drive costs down. More research is needed to determine how well heating systems such as traditional furnace/water heater, combis, and heat pumps compare in similar as-installed scenarios, but under controlled conditions.

    The Niagara Falls Storage Site (NFSS) is an interim storage site for low-level radioactive waste, established by the US Department of Energy (DOE) at Lewiston, New York. The waste containment structure for encapsulating low-level radioactive waste at the NFSS has been designed to minimize infiltration of rainfall, prevent pollution of groundwater, preclude formation of leachate, and prevent radon emanation. Accurately determining the performance of the main engineered elements of the containment structure will be important in establishing confidence in the ability of the structure to retain the wastes. For this purpose, a waste containment performance monitoring system has been developed to verify that these elements are functioning as intended. The key objective of the performance monitoring system is the early detection of trends that could be indicative of weaknesses developing in the containment structure so that corrective action can be taken before the integrity of the structure is compromised. Consequently, subsurface as well as surface monitoring techniques will be used. After evaluating several types of subsurface instrumentation, it was determined that vibrating wire pressure transducers, in combination with surface monitoring techniques, would satisfactorily monitor the parameters of concern, such as water accumulation inside the containment facility, waste settlement, and shrinkage of the clay cover. Surface monitoring will consist of topographic surveys based on predetermined gridlines, walkover surveys, and aerial photography to detect vegetative stress or other changes not evident at ground level. This report details the objectives of the performance monitoring system, identifies the elements of the containment design whose performance will be monitored, describes the monitoring system recommended, and outlines the costs associated with the monitoring system. 5 refs., 4 figs., 3 tabs.

There is also a significant lack of information for contractors on how to configure these systems to optimize overall efficiency. In response to these findings, researchers from Building America team Consortium for Advanced Residential Buildings worked with industry partners to develop hydronic system designs that would address these issues and result in higher overall system efficiencies and improved response times.

    Conventional wisdom surrounding space heating has told us a couple of things consistently for several years now: size the mechanical systems to the heating loads and setting the thermostat back at night will result in energy savings. The problem is these two recommendations oppose each other. A system that is properly sized to the heating load will not have the extra capacity necessary to recover from a thermostat setback, especially at design conditions. The implication of this is that, for setback to be successfully implemented, the heating system must be oversized. This issue is exacerbated further when an outdoor reset control is used with a condensing boiler, because not only is the system matched to the load at design, the outdoor reset control matches the output to the load under varying outdoor temperatures. Under these circumstances, the home may never recover from setback. Special controls to bypass the outdoor reset sensor are then needed. Properly designing a hydronic system for setback operation can be accomplished but depends on several factors. Determining the appropriateness of setback for a particular project is the first step. This is followed by proper sizing of the boiler and baseboard to ensure the needed capacity can be met. Finally, control settings must be chosen that result in the most efficient and responsive performance. This guide provides step by step instructions for heating contractors and hydronic designers for selecting the proper control settings to maximize system performance and improve response time when using a thermostat setback.

    We construct the independent bases on the spatial wavefunction of four-identical-particle systems classified under the rotational group SO(3) and the permutation group S{sub 4} with the usage of transformation coefficients that relate wavefunctions described in one set of internal coordinates with those in another. The basis functions for N? 2 are presented in the explicit expressions based on the harmonic oscillator model. Such independent bases are supposed to play a key role in the construction of the wavefunctions of the five-quark states and the variation calculation of four-body systems. Our prescription avoids the spurious states and can be programmed for arbitrary N.

    The LIPA Superconductor project broke ground on July 4, 2006, was first energized on April 22, 2008 (Earth Day) and was commissioned on June 25, 2008. Since commissioning, up until early March, 2009, there were numerous refrigeration events that impacted steady state operations. This led to the review of the alarms that were being generated and a rewrite of the program logic in order to decrease the hypersensitivity surrounding these alarms. The high temperature superconductor (HTS) cable was energized on March 5, 2009 and ran uninterrupted until a human error during a refrigeration system switchover knocked the cable out of the grid in early February 2010. The HTS cable was in the grid uninterrupted from March 5, 2009 to February 4, 2010. Although there have been refrigeration events (propagated mainly by voltage sags/surges) during this period, the system was able to automatically switch over from the primary to the backup refrigeration system without issue as required during this period. On February 4, 2010, when switching from the backup over to the primary refrigeration system, two rather than one liquid nitrogen pumps were started inadvertently by a human error (communication) causing an overpressure in the cable cooling line. This in turn activated the pressure relief valve located in the grounding substation. The cable was automatically taken out of the grid without any damage to the components or system as a result of signals sent from the AMSC control cabinet to the LIPA substation. The cable was switched back into the grid again on March 16, 2010 without incident and has been operational since that time. Since switching from the backup to the primary is not an automatic process, a recent improvement was added to the refrigeration operating system to allow remote commands to return the system from backup to primary cooling. This improvement makes the switching procedure quicker since travel to the site to perform this operation is no longer necessary and safer since it is now a programmed procedure versus the former written procedure that was still subject to human variation in the process.

    We theoretically study the non-Hermitian systems, the non-Hermiticity of which arises from the unequal hopping amplitude (UHA) dimers. The distinguishing features of these models are that they have full real spectra if all of the eigenvectors are time-reversal (T) symmetric rather than parity-time-reversal (PT) symmetric, and that their Hermitian counterparts are shown to be an experimentally accessible system, which have the same topological structures as that of the original ones but modulated hopping amplitudes within the unbroken region. Under the reflectionless transmission condition, the scattering behavior of momentum-independent reflectionless transmission (RT) can be achieved in the concerned non-Hermitian system. This peculiar feature indicates that, for a certain class of non-Hermitian systems with a balanced combination of the RT dimers, the defects can appear fully invisible to an outside observer. -- Highlights: We investigate the non-Hermitian system with time reversal symmetry. The Hermitian counterpart is experimentally accessible system. The behavior of momentum-independent reflectionless transmission can be achieved. A balanced combination of reflectionless transmission dimers leads to invisibility. It paves an alternative way for the design of invisible cloaking devices.

    The New York Canyon Stimulation Project was to demonstrate the commercial application of Enhanced Geothermal System techniques in Buena Vista Valley area of Pershing County, Nevada. From October 2009 to early 2012, TGP Development Company aggressively implemented Phase I of Pre-Stimulation and Site/Wellbore readiness. This included: geological studies; water studies and analyses and procurement of initial permits for drilling. Oversubscription of water rights and lack of water needed for implementation of EGS were identified and remained primary obstacles. Despite extended efforts to find alternative solutions, the water supply circumstances could not be overcome and led TGP to determine a "œNo Go" decision and initiate project termination in April 2012.

    In this study, we present a new decomposition approach for dual-energy computed tomography (DECT) called SIRZ that provides precise and accurate material description, independent of the scanner, over diagnostic energy ranges (30 to 200 keV). System independence is achieved by explicitly including a scanner-specific spectral description in the decomposition method, and a new X-ray-relevant feature space. The feature space consists of electron density, ρe, and a new effective atomic number, Ze, which is based on published X-ray cross sections. Reference materials are used in conjunction with the system spectral response so that additional beam-hardening correction is not necessary. The techniquemore » is tested against other methods on DECT data of known specimens scanned by diverse spectra and systems. Uncertainties in accuracy and precision are less than 3% and 2% respectively for the (ρe, Ze) results compared to prior methods that are inaccurate and imprecise (over 9%).« less

    This project has developed quantitative safety goals for Generation IV (Gen IV) nuclear energy systems. These safety goals are risk based and technology independent. The foundations for a new approach to risk analysis has been developed, along with a new operational definition of risk. This project has furthered the current state-of-the-art by developing quantitative safety goals for both Gen IV reactors and for the overall Gen IV nuclear fuel cycle. The risk analysis approach developed will quantify performance measures, characterize uncertainty, and address a more comprehensive view of safety as it relates to the overall system. Appropriate safety criteria are necessary to manage risk in a prudent and cost-effective manner. This study is also important for government agencies responsible for managing, reviewing, and for approving advanced reactor systems because they are charged with assuring the health and safety of the public.

    Systems and methods may be provided for cylindrical Hall thrusters with independently controllable ionization and acceleration stages. The systems and methods may include a cylindrical channel having a center axial direction, a gas inlet for directing ionizable gas to an ionization section of the cylindrical channel, an ionization device that ionizes at least a portion of the ionizable gas within the ionization section to generate ionized gas, and an acceleration device distinct from the ionization device. The acceleration device may provide an axial electric field for an acceleration section of the cylindrical channel to accelerate the ionized gas through the acceleration section, where the axial electric field has an axial direction in relation to the center axial direction. The ionization section and the acceleration section of the cylindrical channel may be substantially non-overlapping.

    This paper presents the coupled neutronics/thermal-hydraulics activities carried out in the framework of the part B of the TACIS project R2.03/97, 'Software development for accident analysis of RBMK reactors in Russia'. Two independent code systems were assembled, one from the Russian side and the other from the Western side, for studying RBMK core transients. The Russian code system relies on the use of code UNK for neutron data libraries generation and the three-dimensional neutron kinetics thermal-hydraulics coupled codes BARS-KORSAR for plant transient analyses. The Western code system is instead based on the lattice physics code HELIOS and on the RELAP5-3D C code. Several activities were performed for testing code system's capabilities: the neutron data libraries were calculated and verified by precise Monte Carlo calculations, the coupled codes' steady state results were compared with plant detectors' data, and calculations of several transients were compared. Finally, both code systems proved to have all the capabilities for addressing reliable safety analyses of RBMK reactors. (authors)

    Purpose: To design, construct, and commission a set of computer-controlled motorized jaws for a micro-CT/RT system to perform conformal image-guided small animal radiotherapy.Methods: The authors designed and evaluated a system of custom-built motorized orthogonal jaws, which allows the delivery of off-axis rectangular fields on a GE eXplore CT 120 preclinical imaging system. The jaws in the x direction are independently driven, while the y-direction jaws are symmetric. All motors have backup encoders, verifying jaw positions. Mechanical performance of the jaws was characterized. Square beam profiles ranging from 2 2 to 60 60 mm{sup 2} were measured using EBT2 film in the center of a 70 70 22 mm{sup 3} solid water block. Similarly, absolute depth dose was measured in a solid water and EBT2 film stack 50 50 50 mm{sup 3}. A calibrated Farmer ion chamber in a 70 70 20 mm{sup 3} solid water block was used to measure the output of three field sizes: 50 50, 40 40, and 30 30 mm{sup 2}. Elliptical target plans were delivered to films to assess overall system performance. Respiratory-gated treatment was implemented on the system and initially proved using a simple sinusoidal motion phantom. All films were scanned on a flatbed scanner (Epson 1000XL) and converted to dose using a fitted calibration curve. A Monte Carlo beam model of the micro-CT with the jaws has been created using BEAMnrc for comparison with the measurements. An example image-guided partial lung irradiation in a rat is demonstrated.Results: The averaged random error of positioning each jaw is less than 0.1 mm. Relative output factors measured with the ion chamber agree with Monte Carlo simulations within 2%. Beam profiles and absolute depth dose curves measured from the films agree with simulations within measurement uncertainty. Respiratory-gated treatments applied to a phantom moving with a peak-to-peak amplitude of 5 mm showed improved beam penumbra (80%20%) from 3.9 to 0.8 mm.Conclusions: A set of computer-controlled motorized jaws for a micro-CT/RT system were constructed with position reliably better than a tenth of a millimeter. The hardware system is ready for image-guided conformal radiotherapy for small animals with capability of respiratory-gated delivery.

    The objective of this project is to develop a modeling system to allow operators and regulators to plan all aspects of water management activities associated with shale gas development in the target project area of New York, Pennsylvania, and West Virginia (target area ), including water supply, transport, storage, use, recycling, and disposal and which can be used for planning, managing, forecasting, permit tracking, and compliance monitoring. The proposed project is a breakthrough approach to represent the entire shale gas water lifecycle in one comprehensive system with the capability to analyze impacts and options for operational efficiency and regulatory tracking and compliance, and to plan for future water use and disposition. It will address all of the major water-related issues of concern associated with shale gas development in the target area, including water withdrawal, transport, storage, use, treatment, recycling, and disposal. It will analyze the costs, water use, and wastes associated with the available options, and incorporate constraints presented by permit requirements, agreements, local and state regulations, equipment and material availability, etc. By using the system to examine the water lifecycle from withdrawals through disposal, users will be able to perform scenario analysis to answer "what if" questions for various situations. The system will include regulatory requirements of the appropriate state and regional agencies and facilitate reporting and permit applications and tracking. These features will allow operators to plan for more cost effective resource production. Regulators will be able to analyze impacts of development over an entire area. Regulators can then make informed decisions about the protections and practices that should be required as development proceeds. This modeling system will have myriad benefits for industry, government, and the public. For industry, it will allow planning all water management operations for a project or an area as one entity to optimize water use and minimize costs subject to regulatory and other constraints. It will facilitate analysis of options and tradeoffs, and will also simplify permitting and reporting to regulatory agencies. The system will help regulators study cumulative impacts of development, conserve water resources, and manage disposal options across a region. It will also allow them to track permits and monitor compliance. The public will benefit from water conservation, improved environmental performance as better system wide decisions are made, and greater supply of natural gas, with attendant lower prices, as costs are reduced and development is assisted through better planning and scheduling. Altogether, better economics and fewer barriers will facilitate recovery of the more than 300 trillion cubic feet of estimated recoverable natural gas resource in the Marcellus Shale in a manner that protects the environment.

  15. New York MARKAL: An evaluation of carbon dioxide emission control strategies in New York State

    A MARKAL model was developed for the State of New York. It represents the State`s energy system as a set of typical technologies for generating, converting, and using energy as it evolves over a 45-year period. NYMARKAL was applied here in demonstration analyses to explore strategies to reduce CO2 emissions. NYMARKAL was installed at the State Energy Office and in the Offices of the New York Power Pool. Example scenarios showed that it is more difficult and more expensive to reduce carbon emissions in New York State than in the United States as a whole. Were a common carbon tax instituted, it would have less effect in New York and most carbon emissions reduction would take place elsewhere in the country where it is more cost-effective. Alternatively, were all states required to reduce CO2 emission an equal percentage (say by 20%), the cost per unit emissions reduction to New York would be much greater than in the rest of the country.

The main benefits of the algorithm are its simplicity, ability to handle an arbitrary number of components without increased complexity, and the approach is extremely robust to measurement noise, a property which is both analytically proven and demonstrated in the experiments performed. We report on the application of this algorithm for simultaneous tuning of two buncher radio frequency (RF) cavities, in order to maximize beam acceptance into the accelerating electromagnetic fieldmore » cavities of the machine, with the tuning based only on a noisy measurement of the surviving beam current downstream from the two bunching cavities. The algorithm automatically responds to arbitrary phase shift of the cavity phases, automatically re-tuning the cavity settings and maximizing beam acceptance.     We measure directed flow (v{sub 1}) for charged particles in Au+Au and Cu+Cu collisions at {radical}(s{sub NN})=200 and 62.4 GeV, as a function of pseudorapidity ({eta}), transverse momentum (p{sub t}), and collision centrality, based on data from the STAR experiment. We find that the directed flow depends on the incident energy but, contrary to all available model implementations, not on the size of the colliding system at a given centrality. We extend the validity of the limiting fragmentation concept to v{sub 1} in different collision systems, and investigate possible explanations for the observed sign change in v{sub 1}(p{sub t})

    This report summarizes work done to verify the component, failure mode, and method of detection information provided in the Equipment Performance Information Exchange (EPIX) to support implementation of Mitigating Systems Performance Indices. This task is to select reports from EPIX and determine if their categorization as MSPI or non-MSPI failures is consistent with the development of unreliability baseline failure rates, and whether this significantly affects estimates of plant risk. This review is of all MSPI devices in EPIX that were reported as failures. The components include emergency generators; motor-driven, turbine-driven, and enginedriven pumps; and air and motor-operated valves. The date range for this report includes all MSPI device reported failures from 2003 to the most current EPIX data at the INL (up to the 3rd quarter 2008).

    An independent wheel suspension system is described for a vehicle having a chassis, vehicle support means for resiliently supporting the chassis for displacement with respect to a driving surface, a wheel assembly with a wheel rotatable about a wheel axis, and an engine adapted to provide driving torque about an engine output axis at an engine output, the independent wheel suspension system consists of: control arm means having a wheel end pivotably connected to the wheel assembly and a pair of frame ends pivotably connected to a respective pair of pivot bearings carried by the vehicle support means to define a swing axis therethrough; differential means comprising a differential housing, differential input means and differential output means within the differential housing establishing a respective differential input axis and a differential output axis substantially perpendicular thereto; transverse pivot means coupling the differential means and the vehicle support means for allowing the differential means to pivot relative to the vehicle support means about a transverse pivot axis substantially parallel to the differential output axis; and prop shaft means having a prop shaft axis and first and second prop shaft coupling means coupling, respectively, to the engine output and the differential input, the first prop shaft coupling means being a constant velocity universal joint, the second prop shaft coupling means being one of an axially splined joint or a fixed joint; whereby, as the first prop shaft coupling means undergoes articulation with respect to the prop shaft means as the chassis undergoes the displacement, the transverse pivot means allows the differential means to pivot relative to the vehicle support means about the transverse pivot axis to accommodate the articulation without articulation between the differential means and the prop shaft means.

  14. Independent Analysis of Real-Time, Measured Performance Data From Microcogenerative Fuel Cell Systems Installed in Buildings

    Pacific Northwest National Laboratory (PNNL) is working with industry to independently monitor up to 15 distinct 5 kW-electric (kWe) combined heat and power (CHP) high temperature (HT) proton exchange membrane (PEM) fuel cell systems (FCSs) installed in light commercial buildings. This research paper discusses an evaluation of the first six months of measured performance data acquired at a 1 s sampling rate from real-time monitoring equipment attached to the FCSs at building sites. Engineering performance parameters are independently evaluated. Based on an analysis of the first few months of measured operating data, FCS performance is consistent with manufacturer-stated performance. Initial data indicate that the FCSs have relatively stable performance and a long-term average production of about 4.57 kWe of power. This value is consistent with, but slightly below, the manufacturer's stated rated electric power output of 5 kWe. The measured system net electric efficiency has averaged 33.7%, based on the higher heating value (HHV) of natural gas fuel. This value, also, is consistent with, but slightly below, the manufacturer's stated rated electric efficiency of 36%. The FCSs provide low-grade hot water to the building at a measured average temperature of about 48.4 degrees C, lower than the manufacturer's stated maximum hot water delivery temperature of 65 degrees C. The uptime of the systems is also evaluated. System availability can be defined as the quotient of total operating time compared to time since commissioning. The average values for system availability vary between 96.1 and 97.3%, depending on the FCS evaluated in the field. Performance at rated value for electrical efficiency (PRVeff) can be defined as the quotient of the system time operating at or above the rated electric efficiency and the time since commissioning. The PRVeff varies between 5.6% and 31.6%, depending on the FCS field unit evaluated. Performance at rated value for electrical power (PRVp) can be defined as the quotient of the system time operating at or above the rated electric power and the time since commissioning. PRVp varies between 6.5% and 16.2%. Performance at rated value for electrical efficiency and power (PRVt) can be defined as the quotient of the system time operating at or above both the rated electric efficiency and the electric power output compared to the time since commissioning. PRVt varies between 0.2% and 1.4%. Optimization to determine the manufacturer rating required to achieve PRVt greater than 80% has been performed based on the collected data. For example, for FCS Unit 130 to achieve a PRVt of 95%, it would have to be down-rated to an electrical power output of 3.2 kWe and an electrical efficiency of 29%. The use of PRV as an assessment metric for FCSs has been developed and reported for the first time in this paper. For FCS Unit 130, a maximum decline in electric power output of approximately 18% was observed over a 500 h period in Jan. 2012.

    California's restructured electricity markets opened on 1 April 1998. The former investor-owned utilities were functionally divided into generation, transmission, and distribution activities, all of their gas-fired generating capacity was divested, and the retail market was opened to competition. To ensure that small customers shared in the expected benefit of lower prices, the enabling legislation mandated a 10% rate cut for all customers, which was implemented in a simplistic way that fossilized 1996 tariff structures. Rising fuel and environmental compliance costs, together with a reduced ability to import electricity, numerous plant outages, and exercise of market power by generators drove up wholesale electricity prices steeply in 2000, while retail tariffs remained unchanged. One of the distribution/supply companies entered bankruptcy in April 2001, and another was insolvent. During this period, two sets of interruptible load programs were in place, longstanding ones organized as special tariffs by the distribution/supply companies and hastily established ones run directly by the California Independent System Operator (CAISO). The distribution/supply company programs were effective at reducing load during the summer of 2000, but because of the high frequency of outages required by a system on the brink of failure, customer response declined and many left the tariff. The CAISO programs failed to attract enough participation to make a significant difference to the California supply demand imbalance. The poor performance of direct load participation in California's markets reinforces the argument for accurate pricing of electricity as a stimulus to energy efficiency investment and as a constraint on market volatility.

    The Iowa Stored Energy Park was an innovative, 270 Megawatt, $400 million compressed air energy storage (CAES) project proposed for in-service near Des Moines, Iowa, in 2015. After eight years in development the project was terminated because of site geological limitations. However, much was learned in the development process regarding what it takes to do a utility-scale, bulk energy storage facility and coordinate it with regional renewable wind energy resources in an Independent System Operator (ISO) marketplace. Lessons include the costs and long-term economics of a CAES facility compared to conventional natural gas-fired generation alternatives; market, legislative, and contract issues related to enabling energy storage in an ISO market; the importance of due diligence in project management; and community relations and marketing for siting of large energy projects. Although many of the lessons relate to CAES applications in particular, most of the lessons learned are independent of site location or geology, or even the particular energy storage technology involved.

    The US Department of Energy (DOE) is planning to make critical decisions during fiscal year (FY) 1998 regarding privatization contracts for the treatment of Hanford tank waste. Specifically, DOE, Richland Operations Office (RL), will make decisions related to proceeding with Phase 1 Privatization. In support of these decisions, the management and integration (M+I) contractor must be able to meet the requirements to support the Phase 1 privatization contractors. As part of the assessment of the Tank Waste Retrieval (TWR) Readiness-To-Proceed (RTP), an independent review of their process and products was required by the RL letter of August 8, 1997. The Independent Review Team reviewed the adequacy of the planning that has been done by the M+I contractor to validate that, if the plans are carried out, there is reasonable assurance of success. Overall, the RTP Independent Review Team concluded that, if the planning by the M+I contractor team is carried out with adequate funding, there is reasonable assurance that the M+I contractor will be able to deliver waste to the privatization contractor for the duration of Phase 1. This conclusion was based on addressing the recommendations contained in the Independent Review Team`s Final Report and in the individual Criteria and Review Approach (CRA) forms completed during the assessment. The purpose of this report is to formally document the independent assessment and the RTP team responses to the Independent Review Team recommendations. It also provides closure logics for selected recommendations from a Lockheed Martin Hanford Corporation (LMHC) internal assessment of the Technical Basis Review (TBR) packages. This report contains the RTP recommendation closure process (Section 2.0); the closure tables (Section 3.0) which provide traceability between each review team recommendation and its corresponding Project Hanford Management Contract closure logic; and two attachments that formally document the Independent Review Team Final Report and the Internal Assessment Final Report.

    Key catalysts for Marcellus Shale drilling in New York were identified. New York remains the only state in the nation with a legislative moratorium on high-volume hydraulic fracturing, as regulators and state lawmakers work to balance the advantages of potential economic benefits while protecting public drinking water resources and the environment. New York is being particularly careful to work on implementing sufficiently strict regulations to mitigate the environmental impacts Pennsylvania has already seen, such as methane gas releases, fracturing fluid releases, flowback water and brine controls, and total dissolved solids discharges. In addition to economic and environmental lessons learned, the New York Department of Environmental Conservation (DEC) also acknowledges impacts to housing markets, security, and other local issues, and may impose stringent measures to mitigate potential risks to local communities. Despite the moratorium, New York has the opportunity to take advantage of increased capital investment, tax revenue generation, and job creation opportunities by increasing shale gas activity. The combination of economic benefits, industry pressure, and recent technological advances will drive the pursuit of natural gas drilling in New York. We identify four principal catalysts as follows: Catalyst 1: Pressure from Within the State. Although high-volume hydraulic fracturing has become a nationally controversial technology, shale fracturing activity is common in every U.S. state except New York. The regulatory process has delayed potential economic opportunities for state and local economies, as well as many industry stakeholders. In 2010, shale gas production accounted for $18.6 billion in federal royalty and local, state, and federal tax revenues. (1) This is expected to continue to grow substantially. The DEC is under increased pressure to open the state to the same opportunities that Alabama, Arkansas, California, Colorado, Kansas, Louisiana, Montana, New Mexico, North Dakota, Ohio, Oklahoma, Pennsylvania, South Dakota, Texas, Utah, West Virginia, and Wyoming are pursuing. Positive labor market impacts are another major economic draw. According to the Revised Draft SGEIS on the Oil, Gas and Solution Mining Regulatory Program (September 2011), hydraulic fracturing would create between 4,408 and 17,634 full-time equivalent (FTE) direct construction jobs in New York State. Indirect employment in other sectors would add an additional 29,174 FTE jobs. Furthermore, the SGEIS analysis suggests that drilling activities could add an estimated $621.9 million to $2.5 billion in employee earnings (direct and indirect) per year, depending upon how much of the shale is developed. The state would also receive direct tax receipts from leasing land, and has the potential to see an increase in generated indirect revenue. Estimates range from $31 million to $125 million per year in personal income tax receipts, and local governments would benefit from revenue sharing. Some landowner groups say the continued delay in drilling is costing tens of thousands of jobs and millions of dollars in growth for New York, especially in the economically stunted upstate. A number of New York counties near Pennsylvania, such as Chemung, NY, have experienced economic uptick from Pennsylvania drilling activity just across the border. Chemung officials reported that approximately 1,300 county residents are currently employed by the drilling industry in Pennsylvania. The Marcellus shale boom is expected to continue over the next decade and beyond. By 2015, gas drilling activity could bring 20,000 jobs to New York State alone. Other states, such as Pennsylvania and West Virginia, are also expected to see a significant increase in the number of jobs. Catalyst 2: Political Reality of the Moratorium. Oil and gas drilling has taken place in New York since the 19th century, and it remains an important industry with more than 13,000 currently active wells. The use of hydraulic fracturing in particular has been employed for decades. Yet, as technological advancements have enabled access to gas in areas where drilling is not common practice, public concern has ballooned. Opponents argue that more oversight is necessary to protect the environment and public health, while supporters believe the industry is already adequately regulated. Although it is important for New York to complete a thorough environmental and regulatory review, an extended ban could lead to litigation by property owners who have been stripped of the ability to lease their mineral rights. Other states are moving forward by implementing legislative guidelines or rules created by commissions to ensure that resources are developed safely. One of the most controversial issues in other states to date has revolved around the public disclosure of chemical additives in drilling fluid. While the industry is hesitant to reveal trade secrets, the public and many officials want the security of knowing what chemicals are pumped into the ground. Industry transparency could help mitigate the public concern and controversy that is delaying a lift of the moratorium. Currently, at least five other states have set chemical disclosure rules. Arkansas, Michigan, Montana, Texas, and Wyoming require disclosure of the chemical components of drilling fluid. Colorado has the most stringent rules, requiring not just the disclosure of the additives but of their concentrations as well. As more states continue to allow hydraulic fracturing, New York will likely lift the moratorium and instead implement more stringent regulations that help to alleviate public concern surrounding hydraulic fracturing. This will allow the state to safely pursue the expansive opportunities offered by the Marcellus shale without falling behind economically. Catalyst 3: Energy and Infrastructure Benefits. Natural gas provides a key source of energy in the Northeast. The DEC estimates the Marcellus shale gas resource potential to be between 168-516 Tcf. Even at the low end of this range, Marcellus alone could supply seven years of total U.S. energy consumption, and it would provide a local resource for New York. One report suggests that savings from lower natural gas costs would result in an average annual savings of $926 per household. (4) Industry growth is leading to lower natural gas and electric power prices, while decreasing reliance on Liquid Natural Gas (LNG) imports and enhancing domestic energy security. This makes development of the resources an even more attractive commitment to New York. In addition, the natural gas business is predominantly regional in scope. Drilling companies would be required to build new pipelines for gas development in New York, therefore State regulators face valuable ancillary benefits of natural gas development such as infrastructure improvements. Catalyst 4: Technology Improvements. Lastly, the moratorium itself does not prevent the use of alternative drilling technologies, such as non-hydraulic fracturing, for shale gas production. Developers are already using new systems in Texas and Canada, as well as in France where hydraulic fracturing is banned country-wide. Commercial viability of these new technologies could ultimately provide an alternative to jumpstart shale drilling in New York if necessary. The potential benefits from development of the Marcellus shale in New York are undeniable, though regulators are still working to balance the need to stimulate the economy with environmental protection and public health. Since closing the public comment period in January, the DEC has signaled that much more work is needed, making no promises to near-term completion. While, neighboring states are feeling the economic benefits of drilling, the political environment and the recession continues adding pressure to the process in New York state.

    In 1990, New York State Governor Mario M. Cuomo created an interagency task force under the leadership of Lt. Governor Stan Lundine to investigate the potential of high speed ground transportation (HSGT) systems. Building on information from previous agency activities, including consultant efforts contracted by the New York State Energy Research and Development Authority (NYSERDA), the New York State Thruway Authority (NYSTA), and in-house analyses performed by New York State Department of Transportation (NYSDOT), the task force focused on the corridor between New York City and the Niagara Frontier. In December 1991, NYSERDA issued a contract for a study of high speed ground transportation options for New York State. The study`s objective was to assess potential rights-of-way, ridership, energy and environmental impacts, economic benefits, capital, operating, and maintenance costs, and financial viability of HSGT systems. This study builds upon and supplements previous and on-going HSGT activities conducted by the members of the interagency task force. These activities include: Maglev Technical and Economic Feasibility Study (NYSERDA); Maglev Demonstration Site Investigation (NYSTA); and New York/Massachusetts High Speed Ground Transportation Study (NYSDOT). This study is intended to verify and refine previous information and analyses and provide supplemental information and insights to be used in determining if additional investigation and activities involving HSGT are desirable for New York State. This study evaluates HSGT technologies capable of speeds significantly higher than those achieved with the present rail system. Three HSGT categories are used in this study: incremental rail improvement, very high-speed rail, and Maglev.

It represents the state's energy system as a set of typical technologies for generating, converting, and using energy as it evolves over a 45-year period. NYMARKAL was applied here in demonstration analyses to explore strategies to reduce CO{sub 2} emissions. NYMARKAL was installed at the State Energy Office and in the Offices of the New York Power Pool. Staff members from both organizations and other state agencies were trained in its use. Example scenarios showed that it is more difficult and more expensive to reduce carbon emissions in New York State than in the United States as a whole. Were a common carbon tax instituted, it would have less effect in New York and most carbon emissions reduction would take place elsewhere in the country where it is more cost-effective. Alternatively, were all states required to reduce CO{sub 2} emission an equal percentage (say by 20%), the cost per unit emissions reduction to New York would be much greater than in the rest of the country.

    The New York State Energy Research and Development Authority`s Energy Analysis Program provides public and private sector stakeholders with useful independent and objective energy information. This report provides an overview of one-year and 10-year, energy use trends in New York State. The information presented reflects energy consumption, supply, prices, and expenditures. Section 1 is a 1994 overview of the United States and New York State energy profiles. The national energy consumption data used for comparison are compatible with New York State`s data. Section 2 provides current and historic data for primary and net consumption of energy by fuel type and sector. {open_quotes}Primary{close_quotes} represents total consumption of fuels by the residential, commercial, industrial, and transportation sectors including fuels used for generating electricity. {open_quotes}Net{close_quotes} is the end-use consumption by the residential, commercial, industrial, and transportation sectors, including electricity sales to each of these sectors but excluding energy losses incurred during electricity generation and distribution. Section 3 presents energy price data at the retail level from 1980 to 1994. Retail energy prices are provided by fuel type for the residential, commercial, industrial, and transportation sectors in nominal dollars cost per physical unit and per million Btu. Section 4 presents the estimated cost of net energy consumption by sector and fuel type in nominal dollars and in 1994 constant dollars. Estimated costs were derived by multiplying quantities of consumption by their respective prices. Section 5 details sources of New York State energy supplies.

    The Bonneville Power Administration (BPA) contracted with the Pacific Northwest National Laboratory (PNNL) to provide technical analytical support for system-wide fish passage information (BPA Project No. 2006-010-00). The goal of this project was to produce rigorous technical analysis products using independent analysts and anonymous peer reviewers. In the past, regional parties have interacted with a single entity, the Fish Passage Center to access the data, analyses, and coordination related to fish passage. This project provided an independent technical source for non-routine fish passage analyses while allowing routine support functions to be performed by other well-qualified entities.

    The New York City Energy-Water Integrated Planning Pilot Study is one of several projects funded by Sandia National Laboratories under the U.S. Department of Energy Energy-Water Nexus Program. These projects are intended to clarify some key issues and research needs identified during the Energy-Water Nexus Roadmapping activities. The objectives of the New York City Pilot Project are twofold: to identify energy-water nexus issues in an established urban area in conjunction with a group of key stakeholders and to define and apply an integrated energy and water decision support tool, as proof-of-concept, to one or more of these issues. During the course of this study, the Brookhaven National Laboratory project team worked very closely with members of a Pilot Project Steering Committee. The Steering Committee members brought a breadth of experience across the energy, water and climate disciplines, and all are well versed in the particular issues faced by an urban environment, and by New York City in particular. The first task was to identify energy-water issues of importance to New York City. This exercise was followed by discussion of the qualities and capabilities that an ideal decision support tool should display to address these issues. The decision was made to start with an existing energy model, the New York City version of the MARKAL model, developed originally at BNL and now used globally by many groups for energy analysis. MARKAL has the virtue of being well-vetted, transparent, and capable of calculating 'material' flows, such as water use by the energy system and energy requirements of water technology. The Steering Committee members defined five scenarios of interest, representing a broad spectrum of New York City energy-water issues. Brookhaven National Laboratory researchers developed a model framework (Water-MARKAL) at the desired level of detail to address the scenarios, and then attempted to gather the New York City-specific information required to analyze the scenarios using Water-MARKAL. This report describes the successes and challenges of defining and demonstrating the decision tool, Water-MARKAL. The issues that the stakeholders perceive for New York City are listed and the difficulties in gathering required information for Water-MARKAL to analyze these issues at the desired level of detail are described.

    Beginning in April of 2004, nine sites owned by Verizon began to participate in the Long Island Real Time Purchasing Pilot Project (LIRTP) as retail choice customers. LIRTP was designed to minimize electricity costs for retail customers who own on-site distributed generation (DG) units in the near-term, and to stabilize overall electricity costs in the long-term. The nine Verizon buildings have two types of DG units: gas turbines with an estimated generation cost of $156/MWh, and diesel units with an estimated cost of $120/MWh. Due to total site emission limits, the operable hours of the DG units are limited. To estimate the economic value of running on-site DG units, an analysis of the New York Independent System Operator (NYISO) Locational Based Marginal Price (LBMP) data for Long Island was conducted, mainly covering the summer months from 2000 to 2004. Distributions of LBMP, relationship between LBMP and load, and estimates of profitable operating hours for the units were all analyzed. Since Long Island is a diverse and highly congested area, LBMP varies greatly. Looking at the data statistically offers a zone-wide viewpoint, while using spatial analysis shows the LBMP intrazonal differentiation. LBMP is currently used by NYISO for pricing in the 11 NY control zones. Because geographic information systems (GIS) visualize the distribution of a phenomenon over space, it clarifies where load and generation nodes are located, and where load reduction would be most valuable. This study is based on the assumption that the control zone areas do not fully represent the diversity of pricing, and that intrazonal pricing can be analyzed to determine where and when electricity conservation or injection into the network is most valuable.

    The Capital District area of New York was explored to determine the nature of a hydrothermal geothermal system. The chemistry of subsurface water and gas, the variation in gravity, magnetism, seismicity, and temperature gradients were determined. Water and gas analyses and temperature gradient measurements indicate the existence of a geothermal system located under an area from Ballston Spa, southward to Altamont, and eastward toward Albany. Gravimetric and magnetic surveys provided little useful data but microseismic activity in the Altamont area may be significant. Eight wells about 400 feet deep, one 600 feet and one 2232 feet were drilled and tested for geothermal potential. The highest temperature gradients, most unusual water chemistries, and greatest carbon dioxide exhalations were observed in the vicinity of the Saratoga and McGregor faults between Saratoga Springs and Schenectady, New York, suggesting some fault control over the geothermal system. Depths to the warm fluids within the system range from 500 meters (Ballston Spa) to 2 kilometers (Albany).

    The authority to regulate public utilities is vested generally in the New York Public Service Commission. The Commission is composed of five members appointed by the governor with the advice and consent of the senate. Commissioners are appointed for six-year terms. Commissioners may not have any pecuniary or financial interest in any public utility. Local governing bodies are authorized to exercise such power, jurisdiction and authority in enforcing the laws of the state and the orders, rules, and regulations of the commission as may be prescribed by statute or by the commission with respect to public utilities. A Commission spokesman confirmed that no statutes have been passed pursuant to this provision and the Commission has not ceded any of its regulatory powers to local governments.     Policymakers rely on transportation statistics, including data on personal travel behavior, to formulate strategic transportation policies, and to improve the safety and efficiency of the U.S. transportation system. Data on personal travel trends are needed to examine the reliability, efficiency, capacity, and flexibility of the Nation's transportation system to meet current demands and accommodate future demands; to assess the feasibility and efficiency of alternative congestion-alleviating technologies (e.g., high-speed rail, magnetically levitated trains, intelligent vehicle and highway systems); to evaluate the merits of alternative transportation investment programs; and to assess the energy-use and air-quality impacts of various policies. To address these data needs, the U.S. Department of Transportation (USDOT) initiated an effort in 1969 to collect detailed data on personal travel. The 1969 survey was the first Nationwide Personal Transportation Survey (NPTS). The survey was conducted again in 1977, 1983, 1990, 1995, and 2001. Data on daily travel were collected in 1969, 1977, 1983, 1990 and 1995. Longer-distance travel was collected in 1977 and 1995. The 2001 National Household Travel Survey (NHTS) collected both daily and longer-distance trips in one survey. The 2001 survey was sponsored by three USDOT agencies: Federal Highway Administration (FHWA), Bureau of Transportation Statistics (BTS), and National Highway Traffic Safety Administration (NHTSA). The primary objective of the survey was to collect trip-based data on the nature and characteristics of personal travel so that the relationships between the characteristics of personal travel and the demographics of the traveler can be established. Commercial and institutional travel was not part of the survey. New York State participated in the 2001 NHTS by procuring additional 12,000 sample households. These additional sample households allowed New York State to address transportation planning issues pertinent to geographic areas that are significantly smaller than what the national NHTS data allowed. The final sample size for New York State was 13,423 usable households. In this report, Oak Ridge National Laboratory (ORNL) identifies and analyzes differences, if any, in travel patterns that are attributable to demographic characteristics (e.g., gender, age, race and ethnicity), household characteristics (e.g., low income households, zero and one car households), modal characteristics and geographic location. Travel patterns of those who work at home are examined and compared to those of conventional workers, as well as those who do not work. Focus is given to trip frequency, travel by time of day, trip purpose, and mode choice. For example, included in this analysis is the mobility of the elderly population in New York State. The American society is undergoing a major demographic transformation that is resulting in a greater percentage of older individuals in the population. In addition to demographic changes, recent travel surveys show that an increasing number of older individuals are licensed to drive and that they drive more than their same age cohort did a decade ago. Cohort differences in driving are particularly apparent - not only are more of today's elderly population licensed to drive than their age cohort two decades ago, they also drive more. Equally important are the increase in immigration and in racial and cultural diversity. This report also discusses vehicle availability, socioeconomic characteristics, travel trends (e.g., miles travelled, distance driven, commute patterns), and the transportation accessibility of these populations. Specifically, this report addresses in detail the travel behavior of the following special populations: (1) the elderly, defined as those who were 65 years old or older, (2) low-income households, (3) ethnic groups and immigrants, and (4) those who worked at home.

    Open Automated Demand Response (OpenADR), an XML-based information exchange model, is used to facilitate continuous price-responsive operation and demand response participation for large commercial buildings in New York who are subject to the default day-ahead hourly pricing. We summarize the existing demand response programs in New York and discuss OpenADR communication, prioritization of demand response signals, and control methods. Building energy simulation models are developed and field tests are conducted to evaluate continuous energy management and demand response capabilities of two commercial buildings in New York City. Preliminary results reveal that providing machine-readable prices to commercial buildings can facilitate both demand response participation and continuous energy cost savings. Hence, efforts should be made to develop more sophisticated algorithms for building control systems to minimize customer's utility bill based on price and reliability information from the electricity grid.
