    The Wood Road School Solar Project is a 216,000 square foot combined elementary and middle school in Ballston Spa, New York.     The BITBUS Universal Gateway (BUG) provides a unique, cost effective solution to many different computer interface problems. Each BUG node, utilizing ``on board`` intelligence, has the ability to provide a communication link between BITBUS protocol and other computer-signal interfaces. Among them, IEEE-488, RS232, and raw analog and binary signal 1/0. BITBUS is a multidrop, multinode link with the ability to communicate over great distances. By using this method of signal transfer, along with the communication conversion ability of the BUG, one could accomplish such things as the ability to run IEEE-488 instruments over great distances, extend a multidrop links to RS232 instruments, and provide a convenient interface point for remote analog and binary 1/0 signals, all on one homogeneous network. The BUG not only provides this through the wired ``twisted pair`` standard of BITBUS, but extends the ability to fiber optic communications for signal transfer over extreme distances and through electrically ``noisy`` environments.

The goal is to find a small group of 'gateways': persons who are close enough to us, as well as close enough to the target (person, or skill) or, in other words, are crucial in connecting us to the target. The main contributions are the following: (a) we show how to formulate this problem precisely; (b) we show that it is sub-modular and thus it can be solved near-optimally; (c) we give fast, scalable algorithms to find such gateways. Experiments on real data sets validate the effectiveness and efficiency of the proposed methods, achieving up to 6,000,000x speedup.

An electronic stripe collector receives the transmitted data on the parallel fiber optics and reforms the data into a format effective for input to a second interface at the receiving gateway. Preferably, an error correcting syndrome is constructed at the sending gateway and sent with a data frame so that transmission errors can be detected and corrected in a real-time basis. Since the high speed data interface operates faster than any of the fiber optic links the transmission rate must be adapted to match the available number of fiber optic links so the sending and receiving gateways monitor the availability of fiber links and adjust the data throughput accordingly. In another aspect, the receiving gateway must have sufficient available buffer capacity to accept an incoming data frame. A credit-based flow control system provides for continuously updating the sending gateway on the available buffer capacity at the receiving gateway.

The intent of the study was to determine whether simple statistical techniques might be useful in tracking performance of this critical node in the Central Computing Network.     The New York Canyon Stimulation Project was to demonstrate the commercial application of Enhanced Geothermal System techniques in Buena Vista Valley area of Pershing County, Nevada. From October 2009 to early 2012, TGP Development Company aggressively implemented Phase I of Pre-Stimulation and Site/Wellbore readiness. This included: geological studies; water studies and analyses and procurement of initial permits for drilling.     Although depleted reservoirs remain the dominant structures used for storage fulfilling the demand for base load gas supply during the heating season, the current general surge in storage projects, nationwide, takes advantage of opportunities in Order 636, and makes greater use of salt caverns for gas storage. This reflects the increasing need by gas users, local distribution companies in particular, to quickly cycle a storage facility`s gas supply for services such as peak shaving, emergency supply, and system balancing to meet hourly swings. Occurrence of thick deposits of bedded salt deposits provides New York the capability to develop high deliverability salt cavern storage facilities. Furthermore, New York is uniquely positioned at the gateway to major northeastern markets to provide peak load storage services of natural gas supply. The thickest units of bedded salt in New York occur in the {open_quotes}F{close_quotes} horizon of the Upper Silurian Syracuse Formation. Three bedded salt cavern storage facilities have been recently proposed in New York. Two of these projects is much larger (with 5 Bcfg ultimate capacity), is under construction, and will provide valuable storage service to the Ellisburg-Leidy market center hub in Pennsylvania. Identification of possible sites for future salt cavern storage projects has been achieved chiefly by defining areas of thick beds of salt at sufficient depths close to gas transmission lines, with access to a freshwater supply for leaching, and possessing an acceptable method of brine disposal.

    The U.S. Department of Energy (DOE) has teamed with cities across the country through the Solar America Cities (SAC) partnership program to help reduce barriers and accelerate implementation of solar energy. The New York City SAC team is a partnership between the City University of New York (CUNY), the New York City Mayor s Office of Long-term Planning and Sustainability, and the New York City Economic Development Corporation (NYCEDC).The New York City SAC team is working with DOE s National Renewable Energy Laboratory (NREL) and Con Edison, the local utility, to develop a roadmap for photovoltaic (PV) installations in the five boroughs. The city set a goal to increase its installed PV capacity from1.1 MW in 2005 to 8.1 MW by 2015 (the maximum allowed in 2005). A key barrier to reaching this goal, however, is the complexity of the interconnection process with the local utility. Unique challenges are associated with connecting distributed PV systems to secondary network distribution systems (simplified to ���¢��������networks���¢������� in this report). Although most areas of the country use simpler radial distribution systems to distribute electricity, larger metropolitan areas like New York City typically use networks to increase reliability in large load centers. Unlike the radial distribution system, where each customer receives power through a single line, a network uses a grid of interconnected lines to deliver power to each customer through several parallel circuits and sources. This redundancy improves reliability, but it also requires more complicated coordination and protection schemes that can be disrupted by energy exported from distributed PV systems. Currently, Con Edison studies each potential PV system in New York City to evaluate the system s impact on the network, but this is time consuming for utility engineers and may delay the customer s project or add cost for larger installations. City leaders would like to streamline this process to facilitate faster, simpler, and less expensive distributed PV system interconnections. To assess ways to improve the interconnection process, NREL conducted a four-part study with support from DOE. The NREL team then compiled the final reports from each study into this report. In Section 1���¢��������PV Deployment Analysis for New York City���¢��������we analyze the technical potential for rooftop PV systems in the city. This analysis evaluates potential PV power production in ten Con Edison networks of various locations and building densities (ranging from high density apartments to lower density single family homes). Next, we compare the potential power production to network loads to determine where and when PV generation is most likely to exceed network load and disrupt network protection schemes. The results of this analysis may assist Con Edison in evaluating future PV interconnection applications and in planning future network protection system upgrades. This analysis may also assist other utilities interconnecting PV systems to networks by defining a method for assessing the technical potential of PV in the network and its impact on network loads. Section 2���¢��������A Briefing for Policy Makers on Connecting PV to a Network Grid���¢��������presents an overview intended for nontechnical stakeholders. This section describes the issues associated with interconnecting PV systems to networks, along with possible solutions.     The U.S. Department of Energy is evaluating the Baker-Barry Tunnel as a potential GATEWAY Demonstrations project for deployment of solid-state lighting (SSL) technology. The National Park Service views this project as a possible proving ground and template for implementation of light-emitting diode (LED) luminaires in other tunnels, thereby expanding the estimated 40% energy savings from 132 MWh/yr to a much larger figure nationally. Most of the energy savings in this application is attributable to the instant-restrike capability of LED products and to their high tolerance for frequent on/off switching, used here to separately control either end of the tunnel during daytime hours. Some LED luminaires rival or outperform their high-intensity discharge (HID) counterparts in terms of efficacy, but options are limited, and smaller lumen packages preclude true one-for-one equivalence. However, LED products continue to improve in efficacy and affordability at a rate unmatched by other light source technologies; the estimated simple payback period of eight years (excluding installation costs and maintenance savings) can be expected to improve with time. The proposed revisions to the existing high-pressure sodium (HPS) lighting system would require slightly increased controls complexity and significantly increased luminaire types and quantities. In exchange, substantial annual savings (from reduced maintenance and energy use) would be complemented by improved quantity and quality of illumination. Although advanced lighting controls could offer additional savings, it is unclear whether such a system would prove cost-effective; this topic may be explored in future work.

    Purpose: Graphics Processing Unit (GPU) has become increasingly important in radiotherapy. However, it is still difficult for general clinical researchers to access GPU codes developed by other researchers, and for developers to objectively benchmark their codes. Moreover, it is quite often to see repeated efforts spent on developing low-quality GPU codes. The goal of this project is to establish an infrastructure for testing GPU codes, cross comparing them, and facilitating code distributions in radiotherapy community. Methods: We developed a system called Gateway for GPU Computing in Cancer Radiotherapy Research (GCR2). A number of GPU codes developed by our group and other developers can be accessed via a web interface. To use the services, researchers first upload their test data or use the standard data provided by our system. Then they can select the GPU device on which the code will be executed. Our system offers all mainstream GPU hardware for code benchmarking purpose. After the code running is complete, the system automatically summarizes and displays the computing results. We also released a SDK to allow the developers to build their own algorithm implementation and submit their binary codes to the system. The submitted code is then systematically benchmarked using a variety of GPU hardware and representative data provided by our system. The developers can also compare their codes with others and generate benchmarking reports. Results: It is found that the developed system is fully functioning. Through a user-friendly web interface, researchers are able to test various GPU codes. Developers also benefit from this platform by comprehensively benchmarking their codes on various GPU platforms and representative clinical data sets. Conclusion: We have developed an open platform allowing the clinical researchers and developers to access the GPUs and GPU codes. This development will facilitate the utilization of GPU in radiation therapy field.

    Installing a small wind turbine can sometimes be difficult due to economics, zoning issues, public perception, and other barriers. Persistence and innovation, however, can result in a successful installation. Dani Baker and David Belding own Cross Island Farms, a 102-acre certified organic farm on Wellesley Island in northern New York. In 2009, they took their interest in renewable energy to the next level by researching the logistics of a small wind installation on their land to make their farm even more sustainable. Their renewable energy system consists of one 10-kilowatt Bergey Excel wind turbine, a solar array, and a propane-powered generator. This case study describes funding for the project and the installation process.

    New York State has a long history of underground gas storage activity that began with conversion of the Zoar gas field into a storage reservoir in 1916, the first in the United States. By 1961 another fourteen storage fields were developed and seven more were added between 1970 and 1991. All twenty-two operating storage reservoirs of New York were converted from depleted gas fields and are of low-deliverability, base-load type. Nineteen of these are in sandstone reservoirs of the Lower Silurian Medina Group and the Lower Devonian Oriskany Formation and three in limestone reservoirs are located in the gas producing areas of southwestern New York and are linked to the major interstate transmission lines. Recent developments in underground gas storage in New York involve mainly carbonate-reef and bedded salt-cavern storage facilities, one in Stuben County and the other in Cayuga County, are expected to begin operation by the 1996-1997 heating season.

    Case study on high performance building features of the Twenty River Terrace, Battery Park City building. Breezes off the Hudson River waft through Battery Park City, a planned development of residential and commercial buildings and open space at the tip of lower Manhattan. A riverfront walkway and several connecting public parks sprinkled with public art flank Battery Park City on one side, and New York's busy financial district vibrates on the other. Construction continues on Battery Park's newest building, Twenty River Terrace, the first residential apartment building to embrace sustainable design in a systematic way, and the first to follow the Hugh L. Carey Battery Park City Authority Residential Environmental Guidelines. According to the guidelines, which all future Battery Park City development must follow, they ''establish a process for the creation of environmentally responsible residential buildings that are appreciably ahead of current standards and practices for development.'' As a result of the guidelines, and the architects' commitment to incorporating best practices, this 27-story apartment building operates 35% more efficiently than required by the New York State Energy Code, and generates some of its own electricity from building-integrated photovoltaics, especially in the summer when New York power plants struggle to keep up with air-conditioning demands. The Authority hopes the guidelines will be a good model for other developments, in Manhattan and across the world, for incorporating energy-efficient design and renewable energy. The principles of environmentally sound, people-centered planning and development addressed by Twenty River Terrace continue to be a focus of the redevelopment of lower Manhattan.

    Experimental work with solar neutrinos has illuminated the properties of neutrinos and tested models of how the sun produces its energy. Three experiments continue to take data, and at least seven are in various stages of planning or construction. In this review, the current experimental status is summarized, and future directions explored with a focus on the effects of a non-zero theta-13 and the interesting possibility of directly testing the luminosity constraint. Such a confrontation at the few-percent level would provide a prediction of the solar irradiance tens of thousands of years in the future for comparison with the present-day irradiance. A model-independent analysis of existing low-energy data shows good agreement between the neutrino and electromagnetic luminosities at the +/- 20 % level.

    The potential of geothermal energy for future electric power generation in New York State is evaluated using estimates of temperatures of geothermal reservoir rocks. Bottom hole temperatures from over 2000 oil and gas wells in the region were integrated into subsurface maps of the temperatures for specific geothermal reservoirs. The Theresa/Potsdam formation provides the best potential for extraction of high volumes of geothermal fluids. The evaluation of the Theresa/Potsdam geothermal reservoir in upstate New York suggests that an area 30 miles east of Elmira, New York has the highest temperatures in the reservoir rock. The Theresa/Potsdam reservoir rock should have temperatures about 136 {degrees}C and may have as much as 450 feet of porosity in excess of 8%. Estimates of the volumes of geothermal fluids that can be extracted are provided and environmental considerations for production from a geothermal well is discussed.

New York remains the only state in the nation with a legislative moratorium on high-volume hydraulic fracturing, as regulators and state lawmakers work to balance the advantages of potential economic benefits while protecting public drinking water resources and the environment. New York is being particularly careful to work on implementing sufficiently strict regulations to mitigate the environmental impacts Pennsylvania has already seen, such as methane gas releases, fracturing fluid releases, flowback water and brine controls, and total dissolved solids discharges. In addition to economic and environmental lessons learned, the New York Department of Environmental Conservation (DEC) also acknowledges impacts to housing markets, security, and other local issues, and may impose stringent measures to mitigate potential risks to local communities. Despite the moratorium, New York has the opportunity to take advantage of increased capital investment, tax revenue generation, and job creation opportunities by increasing shale gas activity. The combination of economic benefits, industry pressure, and recent technological advances will drive the pursuit of natural gas drilling in New York. We identify four principal catalysts as follows: Catalyst 1: Pressure from Within the State. Although high-volume hydraulic fracturing has become a nationally controversial technology, shale fracturing activity is common in every U.S. state except New York. The regulatory process has delayed potential economic opportunities for state and local economies, as well as many industry stakeholders. In 2010, shale gas production accounted for $18.6 billion in federal royalty and local, state, and federal tax revenues. (1) This is expected to continue to grow substantially. The DEC is under increased pressure to open the state to the same opportunities that Alabama, Arkansas, California, Colorado, Kansas, Louisiana, Montana, New Mexico, North Dakota, Ohio, Oklahoma, Pennsylvania, South Dakota, Texas, Utah, West Virginia, and Wyoming are pursuing. Positive labor market impacts are another major economic draw. According to the Revised Draft SGEIS on the Oil, Gas and Solution Mining Regulatory Program (September 2011), hydraulic fracturing would create between 4,408 and 17,634 full-time equivalent (FTE) direct construction jobs in New York State. Indirect employment in other sectors would add an additional 29,174 FTE jobs. Furthermore, the SGEIS analysis suggests that drilling activities could add an estimated $621.9 million to $2.5 billion in employee earnings (direct and indirect) per year, depending upon how much of the shale is developed. The state would also receive direct tax receipts from leasing land, and has the potential to see an increase in generated indirect revenue. Estimates range from $31 million to $125 million per year in personal income tax receipts, and local governments would benefit from revenue sharing. Some landowner groups say the continued delay in drilling is costing tens of thousands of jobs and millions of dollars in growth for New York, especially in the economically stunted upstate. A number of New York counties near Pennsylvania, such as Chemung, NY, have experienced economic uptick from Pennsylvania drilling activity just across the border. Chemung officials reported that approximately 1,300 county residents are currently employed by the drilling industry in Pennsylvania. The Marcellus shale boom is expected to continue over the next decade and beyond. By 2015, gas drilling activity could bring 20,000 jobs to New York State alone. Other states, such as Pennsylvania and West Virginia, are also expected to see a significant increase in the number of jobs. Catalyst 2: Political Reality of the Moratorium. Oil and gas drilling has taken place in New York since the 19th century, and it remains an important industry with more than 13,000 currently active wells.     In 1981, there were 646 wells completed in New York. This figure is partly estimated. In existing fields, 107 oil and 450 gas wells were completed. The results of exploratory drilling included 12 new gas field discoveries, 4 new gas pool discoveries, 3 deeper pool discoveries, 1 shallower pool discovery, and 36 extensions to existing gas fields. Two Medina Sandstone discoveries were made in Allegany County, Nine Devonian black shale wells were completed in western New York. An Onondaga reef discovery was made in Cattaraugus County. Three Trenton Limestone discoveries were made in central New York. Arco completed a dry hole in eastern New York near the Eastern Overthrust area. A significant oil discovery from the Bass islands zone below the Onondaga Limestone was made in eastern Chautauqua County. Thirty-five extensions to Medina Sandstone gas fields were completed in 1981. There was also 1 extension to the Houghton, Marcellus black shale gas field. In all, 8 Devonian black shale discoveries, 8 Silurian Medina Sandstone discoveries, and 3 Ordovician Trenton Limestone discoveries were made in New York during 1981. Oil production in 1981 was 848,969 bbl and gas production amounted to 19,000 mmcf. The price for New York stripper crude was $38.00/bbl on January 1, 1981, and ended the year at $35.00/bbl. Wellhead gas prices ranged up to $3.18/mcf. Drilling for Medina Sandstone gas production and Devonian black shale gas production will continue. However, it is expected that overall drilling will decline due to a softening in crude oil prices and an oversupply of gas. Federal government approval of leasing and drilling for gas in Lake Erie has still not been forthcoming.

    The current reference site used in evaluations of dredged material proposed for open water disposal in the New York Bight is the Mud Dump Reference Site. The sediment at this reference site is predominantly sand. The US Army Corps of Engineers New York District is considering designation of a new reference site that (1) includes a fine-grained component, believed to be necessary for adequate amphipod survival in laboratory tests, (2) better reflects the physical characteristics of the fine-grained sediment dredged from the New York/New Jersey Harbor and (3) is further removed from the Mud Dump Site than the current Mud Dump Reference Site. The Battelle Marine Science Laboratory was requested to characterize sediment collected from seven candidate reference sites during two study phases. This report presents the results of physical, chemical, and toxicological characterizations of sediment from these sites in comparisons with those of the original Mud Dump Reference Site.

    Standard solar models (SSM) are facing nowadays a new puzzle: the solar composition problem. New determinations of solar metal abundances lead SSM calculations to conflict with helioseismological measurements, showing discrepancies that extend from the convection zone to the solar core and can not be easily assigned to deficiencies in the modelling of the solar convection zone. We present updated solar neutrino fluxes and uncertainties for two SSM with high (old) and low (new) solar metallicity determinations. The uncertainties in iron and carbon abundances are the largest contribution to the uncertainties of the solar neutrino fluxes. The uncertainty on the ^14N+p -> ^15O+g rate is the largest of the non-composition uncertainties to the CNO neutrino fluxes. We propose an independent method to help identify which SSM is the correct one. Present neutrino data can not distinguish the solar neutrino predictions of both models but ongoing measurements can help to solve the puzzle.

    A nine-month monitored field study of the performance of automated roller shades and daylighting controls was conducted in a 401 m{sup 2} unoccupied, furnished daylighting mockup. The mockup mimicked the southwest corner of a new 110 km{sub 2} commercial building in New York, New York, where The New York Times will be the major tenant. This paper focuses on evaluating the performance of two daylighting control systems installed in separate areas of an open plan office with 1.2-m high workstation partitions: (1) Area A had 0-10 V dimmable ballasts with an open-loop proportional control system and an automated shade controlled to reduce window glare and increase daylight, and (2) Area B had digital addressable lighting interface (DALI) ballasts with a closed-loop integral reset control system and an automated shade controlled to block direct sun. Daylighting control system performance and lighting energy use were monitored. The daylighting control systems demonstrated very reliable performance after they were commissioned properly. Work plane illuminance levels were maintained above 90% of the maximum fluorescent illuminance level for 99.9{+-}0.5% and 97.9{+-}6.1% of the day on average over the monitored period, respectively, in Areas A and B. Daily lighting energy use savings were significant in both Areas over the equinox-to-equinox period compared to a non-daylit reference case. At 3.35 m from the window, 30% average savings were achieved with a sidelit west-facing condition in Area A while 50-60% were achieved with a bilateral daylit south-facing condition in Area B. At 4.57-9.14 m from the window, 5-10% and 25-40% savings were achieved in Areas A and B, respectively. Average savings for the 7-m deep dimming zone were 20-23% and 52-59% for Areas A and B, respectively, depending on the lighting schedule. The large savings and good reliability can be attributed to the automatic management of the interior shades. The DALI-based system exhibited faulty behavior that remains unexplained, but operational errors are expected to be resolved as DALI products reach full maturity. The building owner received very competitive bids ($30-75 US/DALI ballast) and was able to justify use of the daylighting control system based on operational cost savings and increased amenity. Additional energy savings due to reduced solar and lighting heat gains were not quantified but will add to the total operational cost savings.

    The U.S. Department of Transportation (USDOT) initiated an effort in 1969 to collect detailed data on personal travel, with the most recent surveys being the 1995 Nationwide Personal Transportation Survey (NPTS) and the 2001 and 2009 National Household Travel Surveys (NHTS). The primary objective of these surveys is to collect trip-based data on the nature and characteristics of personal travel so that the relationships between the characteristics of personal travel and the socio-economic and demographic characteristics of the traveler and his/her household can be established. In addition to the number of sample households that the national NPTS/NHTS survey allotted to New York State, NYDOT procured an additional sample of households in the 1995, 2001, and 2009 surveys. The comparisons drawn in this report compare the results from these NYS sampled households to the results from households drawn for the rest of the nation. Many of the differences between NYC counties and others in the state result from the striking differences in private vehicle ownership levels, with less than one in two NYC drivers and only 64% of NYC households owning a vehicle in 2009: versus 9 out of 10 drivers owning a vehicle, and between 1.5 and 2 vehicles owned per household, on the average, in the state's other metro areas. And this situation has changed very little over the past fourteen years covered by the three latest NPTS/NHTS surveys. While households in metro areas outside NYC do not own a vehicle largely due to income constraints, many households in NYC/Manhattan do not own a vehicle by choice. However, the statistics suggest that the mobility of zero-vehicle households in NYC/Manhattan is by no means deterred by the lack of a vehicle. While the private vehicle tripmaking rate of NYC residents was between one half and one third that in the state's other metro areas, and their daily VMT about half that of other metro areas, most of their daily travel needs were met by walking or by public transit. As a result, their daily trip-making rates remain consistent with those of vehicle-owning households when all modes of travel are considered. This again indicates that owning a vehicle or being a driver in NYC was less important for meeting a household's mobility needs than anywhere else in NYS. The high levels of public transit usage within NYC replace a great deal of automobile use, and this plus greater use of walk trips results in significantly lower travel generated carbon dioxide emissions per household in NYC than elsewhere in the state. In contrast, the comparatively limited level of public transit ridership in the state's smaller and medium sized metro areas places a much greater reliance on the privately owned vehicle, be it an automobile or the increasingly popular SUV.

    A reflective shutter rotates within a skylight housing in such a fashion as to control solar energy thereby providing a combination of heating, lighting, and ventilation. The skylight housing has three faces: a glazed southern face, a glazed northern face, and an open downwardly oriented face to the interior of the structure. Counter-weighted pivot arms support the shutter at either end causing the center of rotation to pass through the center of gravity. The shutter has three basic positions: In the first position, during the winter day, the shutter closes off the northern face, allowing solar energy to enter directly into the supporting structure providing heat gain and daylighting. In the second position, during the winter night, the shutter closes off the open face to the interior, providing insulation between the structure and the skylight housing. In the third position, during the non-heating season, the shutter closes off the southern face blocking unwanted heat gain but allowing diffuse northern light to penetrate for daylighting. In this last position, a means is provided for ventilating by natural convection. The apparatus can be operated either manually or by motor.

    The field of this invention is solar collectors, and more particularly, the invention pertains to a flat plate collector that employs high performance thin films. The solar collector of this invention overcomes several problems in this field, such as excessive hardware, cost and reliability, and other prior art drawbacks outlined in the specification. In the preferred form, the apparatus features a substantially rigid planar frame (14). A thin film window (42) is bonded to one planar side of the frame. An absorber (24) of laminate construction is comprised of two thin film layers (24a, 24b) that are sealed perimetrically. The layers (24a, 24b) define a fluid-tight planar envelope (24c) of large surface area to volume through which a heat transfer fluid flows. Absorber (24) is bonded to the other planar side of the frame. The thin film construction of the absorber assures substantially full envelope wetting and thus good efficiency. The window and absorber films stress the frame adding to the overall strength of the collector.

    This Solar Design Workbook presents solar building design applications for commercial buildir^s. The book is divided into four sections. The first section describes the variety of solar applications in buildings including conservation aspects, solar fundamentals, passive systems, active systems, daylighting, and other solar options. Solar system design evaluation techniques including considerations for building energy requirements, passive systems, active systems, and economics are presented in Section II. The third section attempts to assist the designer in the building design process for energy conservation and solar applications including options and considerations for pre-design, design, and post-design phases. The information required for the solar design proee^ has not been fully developed at this time. Therefore, Section III is incomplete, but an overview of the considerations with some of the design proces elements is presented.     In 1969, the U. S. Department of Transportation began collecting detailed data on personal travel to address various transportation planning issues. These issues range from assessing transportation investment programs to developing new technologies to alleviate congestion. This 1969 survey was the birth of the Nationwide Personal Transportation Survey (NPTS). The survey was conducted again in 1977, 1983, 1990 and 1995. Longer-distance travel was collected in 1977 and 1995. In 2001, the survey was renamed to the National Household Travel Survey (NHTS) and collected both daily and longer-distance trips in one survey. In addition to the number of sample households that the national NPTS/NHTS survey allotted to New York State (NYS), the state procured an additional sample of households in both the 1995 and 2001 surveys. In the 1995 survey, NYS procured an addition sample of more than 9,000 households, increasing the final NY NPTS sample size to a total of 11,004 households. Again in 2001, NYS procured 12,000 additional sample households, increasing the final New York NHTS sample size to a total of 13,423 households with usable data. These additional sample households allowed NYS to address transportation planning issues pertinent to geographic areas significantly smaller than for what the national NPTS and NHTS data are intended. Specifically, these larger sample sizes enable detailed analysis of twelve individual Metropolitan Planning Organizations (MPOs). Furthermore, they allowed NYS to address trends in travel behavior over time. In this report, travel data for the entire NYS were compared to those of the rest of the country with respect to personal travel behavior and key travel determinants. The influence of New York City (NYC) data on the comparisons of the state of New York to the rest of the country was also examined. Moreover, the analysis examined the relationship between population density and travel patterns, and the similarities and differences among New York MPOs. The 1995 and 2001 survey data make it possible to examine and identify travel trends over time. This report does not address, however, the causes of the differences and/or trends.

  5. Energize New York – Residential Energy Efficiency Market Transformation in New York*

    Energize New York (ENY) is focused on addressing known barriers to widespread energy efficiency (EE) adoption by property owners. In simple terms ENY works to; 1) increase homeowner trust by using known and trusted community leaders to communicate their own positive experiences with EE and ENY, 2) reduce friction points by integrating support staff and creative use of technology that ease a homeowner’s way forward through the EE upgrade process, 3) increase homeowner knowledge and trust of specific EE benefits through access to the ENY energy coach, 4) provide information on available financing options that show benefits (e.g. positive cash flow), and 5) provide tools and mechanisms that give homeowners greater comfort in evaluating and selecting the right contractor. These five fundamental program aspects are supported by a hyper-local communications and outreach model and a “lead by example” philosophy that requires community leaders to step forward and model energy efficiency behavior by example. In the communities where the program has successfully engaged local leadership and “trusted community sources” there has been a significant increase in the uptake of energy efficiency work. Quantitatively this growth translated into an increase of 240% in completed Home Performance projects from the two year pre-pilot period (2009-10) to the two year post-pilot period (2012-13). Additionally, the program has seen measureable increases in the output and performance of contractors who are members of the Energize Comfort Corps, a program innovation which included a subset of the NYSERDA approved and Building Performance Institute accredited home performance contractors. This innovation, launched in the later stages of the pilot, is paired with the Energize Contractor Ratings Index (CRI) and helps frame the provider market by giving homeowners a mechanism to provide and receive feedback on their contractor experience. The data incorporated into the CRI along with the ECC selection process, has measurably reduced a key decision barrier (“which contractor should I use”) for homeowners engaged in the EE decision making process.

    The New York Power Authority (NYPA) and the New York City Housing Authority (NYCHA) are replacing refrigerators in New York City public housing with new, highly energy-efficient models over a five-year period. This report describes the analysis of the energy cost savings achieved through the replacement of 20,000 refrigerators in 1996, the first year of the NYPA/NYCHA program. The NYPA/NYCHA project serves as the lynchpin of a larger program designed to offer energy-efficient appliances to housing authorities across the country. The national program is a partnership between the U.S. Department of Energy (DOE) and the Consortium for Energy Efficiency (CEE). Starting with the 1997 refrigerator contract, this program invites other housing authorities to join NYPA in its volume purchase of energy-efficient refrigerators, at the same price and terms available to NYPA. Through these volume purchases, DOE`s ENERGY STAR{reg_sign} Partnerships program hopes to encourage appliance manufacturers to bring more efficient appliances to the market and to provide volume purchasers with the per-unit price savings of a bulk purchaser. DOE asked the Pacific Northwest National Laboratory (PNNL) to establish a protocol for evaluating the savings achieved with the NYPA refrigerators. That protocol is summarized in this report.
