This report summarizes the integrated resource planning (IRP) practices of US rural electric cooperatives and the IRP policies which influence these practices. It was prepared by the National Renewable Energy Laboratory (NREL) and its subcontractor Garrick and Associates to assist the US Department of Energy (DOE) in satisfying the reporting requirements of Title 1, Subtitle B, Section 111(e)(3) of the Energy Policy Act of 1992 (EPAct), which states: (e) Report--Not later than 2 years after the date of the enactment of this Act, the Secretary (of the US Department of Energy) shall transmit a report to the President and to the Congress containing--(the findings from several surveys and evaluations, including:); (3) a survey of practices and policies under which electric cooperatives prepare IRPs, submit such plans to REA, and the extent to which such integrated resource planning is reflected in rates charged to customers.

NRECA conceived of the International Electric Cooperative Initiative on Energy Efficiency (IECIEE) in order to provide an ongoing means of contributing voluntary actions on greenhouse gas emissions mitigation as an integral component of its international programs and projects. This required designing the IECIEE to be integrated directly with the core interests and attributes of participating cooperatives in the U.S. and Latin America, which was the initial focus area selected for the IECIEE. In the case of NRECA International, the core interests related to promoting and strengthening the electric cooperative model, which has proved highly successful in maximizing operational efficiencies in electric power generation, distribution and retailing, as compared to government-owned entities. The approach involved three basic components: (i) establishing the IECIEE mechanism, which involved setting up a functioning organizational vehicle providing for investment, management, and emissions credit accounting; (ii) developing a portfolio of projects in countries where NRECA International could effectively implement the broader mandate of cooperative development as energy efficient suppliers and distributors of electrical energy; and (iii) conducting outreach to obtain the commitment of participants and resources from U.S. and Latin American cooperatives and partnering agencies in the development financing community.

We consider one cosmological application of an axionic extension of the Maxwell-Vlasov theory, which describes axionically induced oscillatory regime in the state of global magnetic field evolving in the anisotropic expanding (early) universe. We show that the cooperative electric field in the relativistic plasma, being coupled to the pseudoscalar (axion) and global magnetic fields, plays the role of a regulator in this three-level system; in particular, the cooperative (Vlasov) electric field converts the regime of anomalous growth of the pseudoscalar field, caused by the axion-photon coupling at the inflationary epoch of the universe expansion, into an oscillatory regime with finite density of relic axions. We analyze solutions to the dispersion equations for the axionically induced cooperative oscillations of the electric field in the relativistic plasma.

Final Technical Report: Residential Fuel Cell Demonstration by the Delaware County Electric Cooperative, Inc.

This demonstration project contributes to the knowledge base in the area of fuel cells in stationary applications, propane fuel cells, edge-of-grid applications for fuel cells, and energy storage in combination with fuel cells. The project demonstrated that it is technically feasible to meet the whole-house electrical energy needs of a typical upstate New York residence with a 5-kW fuel cell in combination with in-home energy storage without any major modifications to the residence or modifications to the consumption patterns of the residents of the home. The use of a fuel cell at constant output power through a 120-Volt inverter leads to system performance issues including: ē relatively poor power quality as quantified by the IEEE-defined short term flicker parameter ē relatively low overall system efficiency Each of these issues is discussed in detail in the text of this report. The fuel cell performed well over the 1-year demonstration period in terms of availability and efficiency of conversion from chemical energy (propane) to electrical energy at the fuel cell output terminals. Another strength of fuel cell performance in the demonstration was the low requirements for maintenance and repair on the fuel cell. The project uncovered a new and important installation consideration for propane fuel cells. Alcohol added to new propane storage tanks is preferentially absorbed on the surface of some fuel cell reformer desulfurization filters. The experience on this project indicates that special attention must be paid to the volume and composition of propane tank additives. Size, composition, and replacement schedules for the de-sulfurization filter bed should be adjusted to account for propane tank additives to avoid sulfur poisoning of fuel cell stacks. Despite good overall technical performance of the fuel cell and the whole energy system, the demonstration showed that such a system is not economically feasible as compared to other commercially available technologies such as propane reciprocating engine generators.

Effect of Heat and Electricity Storage and Reliability on Microgrid Viability:A Study of Commercial Buildings in California and New York States

In past work, Berkeley Lab has developed the Distributed Energy Resources Customer Adoption Model (DER-CAM). Given end-use energy details for a facility, a description of its economic environment and a menu of available equipment, DER-CAM finds the optimal investment portfolio and its operating schedule which together minimize the cost of meeting site service, e.g., cooling, heating, requirements. Past studies have considered combined heat and power (CHP) technologies. Methods and software have been developed to solve this problem, finding optimal solutions which take simultaneity into account. This project aims to extend on those prior capabilities in two key dimensions. In this research storage technologies have been added as well as power quality and reliability (PQR) features that provide the ability to value the additional indirect reliability benefit derived from Consortium for Electricity Reliability Technology Solutions (CERTS) Microgrid capability. This project is intended to determine how attractive on-site generation becomes to a medium-sized commercial site if economical storage (both electrical and thermal), CHP opportunities, and PQR benefits are provided in addition to avoiding electricity purchases. On-site electrical storage, generators, and the ability to seamlessly connect and disconnect from utility service would provide the facility with ride-through capability for minor grid disturbances. Three building types in both California and New York are assumed to have a share of their sensitive electrical load separable. Providing enhanced service to this load fraction has an unknown value to the facility, which is estimated analytically. In summary, this project began with 3 major goals: (1) to conduct detailed analysis to find the optimal equipment combination for microgrids at a few promising commercial building hosts in the two favorable markets of California and New York; (2) to extend the analysis capability of DER-CAM to include both heat and electricity storage; and (3) to make an initial effort towards adding consideration of PQR into the capabilities of DER-CAM.

Berkeley Lab has for several years been developing methods for selection of optimal microgrid systems, especially for commercial building applications, and applying these methods in the Distributed Energy Resources Customer Adoption Model (DER-CAM). This project began with 3 major goals: (1) to conduct detailed analysis to find the optimal equipment combination for microgrids at a few promising commercial building hosts in the two favorable markets of California and New York, (2) to extend the analysis capability of DER-CAM to include both heat and electricity storage, and (3) to make an initial effort towards adding consideration of power quality and reliability (PQR) to the capabilities of DER-CAM. All of these objectives have been pursued via analysis of the attractiveness of a Consortium for Electric Reliability Technology Solutions (CERTS) Microgrid consisting of multiple nameplate 100 kW Tecogen Premium Power Modules (CM-100). This unit consists of an asynchronous inverter-based variable speed internal combustion engine genset with combined heat and power (CHP) and power surge capability. The essence of CERTS Microgrid technology is that smarts added to the on-board power electronics of any microgrid device enables stable and safe islanded operation without the need for complex fast supervisory controls. This approach allows plug and play development of a microgrid that can potentially provide high PQR with a minimum of specialized site-specific engineering. A notable feature of the CM-100 is its time-limited surge rating of 125 kW, and DER-CAM capability to model this feature was also a necessary model enhancement.

Customer response to day-ahead wholesale market electricity prices: Case study of RTP program experience in New York

There is growing interest in policies, programs and tariffs that encourage customer loads to provide demand response (DR) to help discipline wholesale electricity markets. Proposals at the retail level range from eliminating fixed rate tariffs as the default service for some or all customer groups to reinstituting utility-sponsored load management programs with market-based inducements to curtail. Alternative rate designs include time-of-use (TOU), day-ahead real-time pricing (RTP), critical peak pricing, and even pricing usage at real-time market balancing prices. Some Independent System Operators (ISOs) have implemented their own DR programs whereby load curtailment capabilities are treated as a system resource and are paid an equivalent value. The resulting load reductions from these tariffs and programs provide a variety of benefits, including limiting the ability of suppliers to increase spot and long-term market-clearing prices above competitive levels (Neenan et al., 2002; Boren stein, 2002; Ruff, 2002). Unfortunately, there is little information in the public domain to characterize and quantify how customers actually respond to these alternative dynamic pricing schemes. A few empirical studies of large customer RTP response have shown modest results for most customers, with a few very price-responsive customers providing most of the aggregate response (Herriges et al., 1993; Schwarz et al., 2002). However, these studies examined response to voluntary, two-part RTP programs implemented by utilities in states without retail competition.1 Furthermore, the researchers had limited information on customer characteristics so they were unable to identify the drivers to price response. In the absence of a compelling characterization of why customers join RTP programs and how they respond to prices, many initiatives to modernize retail electricity rates seem to be stymied.

The purpose of this report is to give a final accounting of the costs and benefits derived from the first two years of operation of the Cherokee Falls, Broad River Hydroelectric Demonstration Project which was built at Cherokee Falls, South Carolina. Prior to construction, Broad River Electric Cooperative, Inc. (BREC) executed a Cooperative Agreement with the US Department of Energy (DOE) Number FC07-80ID12125 which provided $1,052,664 toward the construction of the facility. This agreement requires that BREC document for DOE a summary of the complete operating statistics, operating and maintenance cost, and revenues from power sales for a two-year operating period. A complete reporting covering the design, technical, construction, legal, institutional, environmental and other related aspects of the total project was furnished to DOE previously for publication as the ''Final Technical and Construction Cost Report''. For this reason these elements will not be addressed in detail in this report. In order to make this account a more meaningful discussion of the initial two-year and four month production period, it is necessary to detail several unique events concerning the project which set Cherokee Falls apart from other projects developed under similar Cooperative Agreements with DOE. Accordingly, this report will discuss certain major problems experienced with the design, operation and maintenance, energy production, as well as the operation and maintenance cost and value of the power produced for the first 28 months of operation. 3 figs.

The purpose of this report is to fulfill part of the requirement of the US Department of Energy (DOE) Cooperative Agreement Number FC07-80ID12125 of the Small Scale Hydropower Program and is submitted on behalf of the Broad River Electric Cooperative, Inc. of Gaffney, South Carolina. The project was initially studied in 1978 with construction commencing in January, 1984. The primary work elements of the project consisted of the renovation of an existing dam and a new powerhouse. The dam was rehabilitated and flashboards were installed along the top of the structure. The powerhouse was supplied with a single open pit turbine and a new substation was constructed. The project generated power in December of 1985 but has been plagued with numerous problems compounded by a flood in March, 1987 causing extensive damages. The flood of March, 1987 resulted in filing of litigative action by the developers against their project managers and engineers which has yet to reach settlement and will possibly culminate in court sometime during the fall of 1988.

At the request of the Western Area Power Administration (Western), an audit of 17 areas was conducted with respect to possible overcharges on a power contract between Western and Basin Electric Power Cooperative (Basin), Contract No. DE-MP65-82WP-19001. The contract for Western`s purchase of electric power from Basin was entered into on April 15, 1982, and was in effect from January 1, 1986, through October 31, 1990. During this 58-month period, Basin billed Western approximately $197.6 million. Overall, it was found that Basin overcharged Western approximately $23.8 million. These overcharges occurred because Basin: (1) did not recognize or amortize as gain its overestimate of completion and correction costs for Antelope Valley Station (AVS) Unit 2; (2) did not amortize the gain on the sale/leaseback of AVS Unit 2 as an offset to lease costs; (3) billed Western prematurely for lease and interest costs; (4) overcharged for the cost of coal by including administrative and general expenses and profit, as well as incorrectly calculating discounts, royalty payments, and imputed interest costs; (5) made faulty calculations of amortization rates for deferred costs; (6) used a shorter depreciation period for AVS common facilities than it had used for other power plants; (7) retained tax benefit transfers; and (8) charged Western for interest and depreciation that had been paid by others. In addition to the $23.8 million in overcharges, interest accrued on the overcharges through December 31, 1996 was estimated to be approximately $22.1 million, resulting in a total of $45.9 million due Western.

Nearly 50 years elapsed between the discovery of superconductivity and the emergence of the microscopic theory describing this zero resistance state. The explanation required a novel phase of matter in which conduction electrons joined in weakly bound pairs and condensed with other pairs into a single quantum state. Surprisingly, this Cooper pair formation has also been invoked to account for recently uncovered high-resistance or insulating phases of matter. To address this possibility, we have used nanotechnology to create an insulating system that we can probe directly for Cooper pairs. I will present the evidence that Cooper pairs exist and dominate the electrical transport in these insulators and I will discuss how these findings provide new insight into superconductor to insulator quantum phase transitions.†

New York State`s geothermal energy potential was evaluated based on a new resource assessment performed by the State University of New York at Buffalo (SUNY-Buffalo) and currently commercial technologies, many of which have become available since New York`s potential was last evaluated. General background on geothermal energy and technologies was provided. A life-cycle cost analysis was performed to evaluate the economics of using geothermal energy to generate electricity in upstate New York. A conventional rankine cycle, binary power system was selected for the economic evaluation, based on SUNY-Buffalo`s resource assessment. Binary power systems are the most technologically suitable for upstate New York`s resources and have the added advantage of being environmentally attractive. Many of the potential environmental impacts associated with geothermal energy are not an issue in binary systems because the geothermal fluids are contained in a closed-loop and used solely to heat a working fluid that is then used to generate the electricity Three power plant sizes were selected based on geologic data supplied by SUNY-Buffalo. The hypothetical power plants were designed as 5 MW modular units and sized at 5 MW, 10 MW and 15 MW. The life-cycle cost analysis suggested that geothermal electricity in upstate New York, using currently commercial technology, will probably cost between 14 and 18 cents per kilowatt-hour.

Assessing geothermal energy potential in upstate New York. Final report

The potential of geothermal energy for future electric power generation in New York State is evaluated using estimates of temperatures of geothermal reservoir rocks. Bottom hole temperatures from over 2000 oil and gas wells in the region were integrated into subsurface maps of the temperatures for specific geothermal reservoirs. The Theresa/Potsdam formation provides the best potential for extraction of high volumes of geothermal fluids. The evaluation of the Theresa/Potsdam geothermal reservoir in upstate New York suggests that an area 30 miles east of Elmira, New York has the highest temperatures in the reservoir rock. The Theresa/Potsdam reservoir rock should have temperatures about 136 {degrees}C and may have as much as 450 feet of porosity in excess of 8%. Estimates of the volumes of geothermal fluids that can be extracted are provided and environmental considerations for production from a geothermal well is discussed.

The New York Canyon Stimulation Project was to demonstrate the commercial application of Enhanced Geothermal System techniques in Buena Vista Valley area of Pershing County, Nevada. From October 2009 to early 2012, TGP Development Company aggressively implemented Phase I of Pre-Stimulation and Site/Wellbore readiness. This included: geological studies; water studies and analyses and procurement of initial permits for drilling. Oversubscription of water rights and lack of water needed for implementation of EGS were identified and remained primary obstacles. Despite extended efforts to find alternative solutions, the water supply circumstances could not be overcome and led TGP to determine a "√?¬?√?¬?No Go"√?¬?√?¬Ě decision and initiate project termination in April 2012.

Case study on high performance building features of the Twenty River Terrace, Battery Park City building. Breezes off the Hudson River waft through Battery Park City, a planned development of residential and commercial buildings and open space at the tip of lower Manhattan. A riverfront walkway and several connecting public parks sprinkled with public art flank Battery Park City on one side, and New York's busy financial district vibrates on the other. Construction continues on Battery Park's newest building, Twenty River Terrace, the first residential apartment building to embrace sustainable design in a systematic way, and the first to follow the Hugh L. Carey Battery Park City Authority Residential Environmental Guidelines. According to the guidelines, which all future Battery Park City development must follow, they ''establish a process for the creation of environmentally responsible residential buildings that are appreciably ahead of current standards and practices for development.'' As a result of the guidelines, and the architects' commitment to incorporating best practices, this 27-story apartment building operates 35% more efficiently than required by the New York State Energy Code, and generates some of its own electricity from building-integrated photovoltaics, especially in the summer when New York power plants struggle to keep up with air-conditioning demands. The Authority hopes the guidelines will be a good model for other developments, in Manhattan and across the world, for incorporating energy-efficient design and renewable energy. The principles of environmentally sound, people-centered planning and development addressed by Twenty River Terrace continue to be a focus of the redevelopment of lower Manhattan.

Distributed Energy Alternative to Electrical Distribution Grid Expansion in Consolidated Edison Service Territory

The nation's power grid, specifically the New York region, faces burgeoning energy demand and suffers from congested corridors and aging equipment that cost New York consumers millions of dollars. Compounding the problem is high-density buildup in urban areas that limits available space to expand grid capacity. Coincidently, these urban areas are precisely where additional power is required. DER in this study refers to combined heat and power (CHP) technology, which simultaneously generates heat and electricity at or near the point where the energy will be consumed. There are multiple CHP options available that, combined with a portfolio of other building energy efficiency (EE) strategies, can help achieve a more efficient supply-demand balance than what the grid can currently provide. As an alternative to expanding grid capacity, CHP and EE strategies can be deployed in a flexible manner at virtually any point on the grid to relieve load. What's more, utilities and customers can install them in a variety of potentially profitable applications that are more environmentally friendly. Under the auspices of the New York State Energy Research and Development Authority (NYSERDA) and the Oak Ridge National Laboratory representing the Office of Electricity of the U.S. Department of Energy, Gas Technology Institute (GTI) conducted this study in cooperation with Consolidated Edison to help broaden the market penetration of EE and DER. This study provides realistic load models and identifies the impacts that EE and DER can have on the electrical distribution grid; specifically within the current economic and regulatory environment of a high load growth area of New York City called Hudson Yards in Midtown Manhattan. These models can be used to guide new policies that improve market penetration of appropriate CHP and EE technologies in new buildings. The following load modeling scenarios were investigated: (1) Baseline: All buildings are built per the Energy Conservation Construction Code of New York State (No CHP applied and no EE above the code); (2) Current Policy: This is a business-as-usual (BAU) scenario that incorporates some EE and DER based on market potential in the current economic and regulatory environment; (3) Modified Rate 14RA: This economic strategy is meant to decrease CHP payback by removing the contract demand from, and adding the delivery charge to the Con Edison Standby Rate PSC2, SC14-RA; (4) Carbon Trade at $20/metric tonne (mt): This policy establishes a robust carbon trading system in NY that would allow building owners to see the carbon reduction resulting from CHP and EE.

NYSERDA supports development and demonstration of CHP systems throughout all end-use sectors. It also collects and analyzes project performance data, conducts market studies, and supports the Northeast Clean Energy Application Center (CEAC). The NYSERDA-DOE partnership evaluates CHP project proposals and shares lessons learned through conferences, workshops, and other activities. This partnership has provided value to New York residents and to energy professionals across the country. Interconnecting PV on New York City's Secondary Network Distribution System

The U.S. Department of Energy (DOE) has teamed with cities across the country through the Solar America Cities (SAC) partnership program to help reduce barriers and accelerate implementation of solar energy. The New York City SAC team is a partnership between the City University of New York (CUNY), the New York City Mayor s Office of Long-term Planning and Sustainability, and the New York City Economic Development Corporation (NYCEDC).The New York City SAC team is working with DOE s National Renewable Energy Laboratory (NREL) and Con Edison, the local utility, to develop a roadmap for photovoltaic (PV) installations in the five boroughs. The city set a goal to increase its installed PV capacity from1.1 MW in 2005 to 8.1 MW by 2015 (the maximum allowed in 2005). A key barrier to reaching this goal, however, is the complexity of the interconnection process with the local utility. Unique challenges are associated with connecting distributed PV systems to secondary network distribution systems (simplified to √?¬?√?¬Ę√?¬?√?¬?√?¬?√?¬?networks√?¬?√?¬Ę√?¬?√?¬?√?¬?√?¬Ě in this report). Although most areas of the country use simpler radial distribution systems to distribute electricity, larger metropolitan areas like New York City typically use networks to increase reliability in large load centers. Unlike the radial distribution system, where each customer receives power through a single line, a network uses a grid of interconnected lines to deliver power to each customer through several parallel circuits and sources. This redundancy improves reliability, but it also requires more complicated coordination and protection schemes that can be disrupted by energy exported from distributed PV systems. Currently, Con Edison studies each potential PV system in New York City to evaluate the system s impact on the network, but this is time consuming for utility engineers and may delay the customer s project or add cost for larger installations. City leaders would like to streamline this process to facilitate faster, simpler, and less expensive distributed PV system interconnections. To assess ways to improve the interconnection process, NREL conducted a four-part study with support from DOE. The NREL team then compiled the final reports from each study into this report. In Section 1√?¬?√?¬Ę√?¬?√?¬?√?¬?√?¬?PV Deployment Analysis for New York City√?¬?√?¬Ę√?¬?√?¬?√?¬?√?¬?we analyze the technical potential for rooftop PV systems in the city. This analysis evaluates potential PV power production in ten Con Edison networks of various locations and building densities (ranging from high density apartments to lower density single family homes). Next, we compare the potential power production to network loads to determine where and when PV generation is most likely to exceed network load and disrupt network protection schemes. The results of this analysis may assist Con Edison in evaluating future PV interconnection applications and in planning future network protection system upgrades. This analysis may also assist other utilities interconnecting PV systems to networks by defining a method for assessing the technical potential of PV in the network and its impact on network loads. The New York State Energy Research and Development Authority`s Energy Analysis Program provides public and private sector stakeholders with useful independent and objective energy information. This report provides an overview of one-year and 10-year, energy use trends in New York State. The information presented reflects energy consumption, supply, prices, and expenditures. Section 1 is a 1994 overview of the United States and New York State energy profiles. The national energy consumption data used for comparison are compatible with New York State`s data. Section 2 provides current and historic data for primary and net consumption of energy by fuel type and sector. {open_quotes}Primary{close_quotes} represents total consumption of fuels by the residential, commercial, industrial, and transportation sectors including fuels used for generating electricity. {open_quotes}Net{close_quotes} is the end-use consumption by the residential, commercial, industrial, and transportation sectors, including electricity sales to each of these sectors but excluding energy losses incurred during electricity generation and distribution. Section 3 presents energy price data at the retail level from 1980 to 1994. Retail energy prices are provided by fuel type for the residential, commercial, industrial, and transportation sectors in nominal dollars cost per physical unit and per million Btu. Section 4 presents the estimated cost of net energy consumption by sector and fuel type in nominal dollars and in 1994 constant dollars. Estimated costs were derived by multiplying quantities of consumption by their respective prices. Section 5 details sources of New York State energy supplies.

New York City through its Energy Office has identified and evaluated the technical and economic feasibility of district heating and cooling at three locations: Brooklyn Navy Yard, Kings County Medical Complex, and the S.W. Brooklyn Incinerator. Of these the Navy Yard has the most immediate potential for implementation. The Navy Yard has an extensive steam and electrical system that has not been used since the Navy turned most of the property over to New York City more than a decade ago. By remodeling several of the smaller boilers still in place or purchasing new boilers, an ample supply of steam and hot water can be produced. The steam will be used for heating and industrial process for the industrial tenants now occupying the former yards. Hot water will be sold to the New York City Housing Authority to heat between 3,500 and 5,000 nearby public housing units operated by the authority. Electricity will be cogenerated using present generators that will be overhauled. It is expected that some of the electricity will be used directly to supply power to a planned nearby Red Hook Sewage Treatment plant, while most will be sold to the industrial tenants of the Navy Yard. Studies will continue to determine the best market for excess power.

The Bowen-York family of spinning black hole initial data depends essentially on one, positive, free parameter. The extreme limit corresponds to making this parameter equal to zero. This choice represents a singular limit for the constraint equations. We prove that in this limit a new solution of the constraint equations is obtained. These initial data have similar properties to the extreme Kerr and Reissner-Nordstrom black hole initial data. In particular, in this limit one of the asymptotic ends changes from asymptotically flat to cylindrical. Automated Price and Demand Response Demonstration for Large Customers in New York City using OpenADR  

SciTech Connect (OSTI)

Open Automated Demand Response (OpenADR), an XML-based information exchange model, is used to facilitate continuous price-responsive operation and demand response participation for large commercial buildings in New York who are subject to the default day-ahead hourly pricing. We summarize the existing demand response programs in New York and discuss OpenADR communication, prioritization of demand response signals, and control methods. Building energy simulation models are developed and field tests are conducted to evaluate continuous energy management and demand response capabilities of two commercial buildings in New York City. Preliminary results reveal that providing machine-readable prices to commercial buildings can facilitate both demand response participation and continuous energy cost savings. Hence, efforts should be made to develop more sophisticated algorithms for building control systems to minimize customer's utility bill based on price and reliability information from the electricity grid.

(2) What were the unique accomplishments of EPRI before the development of the Cooperative Agreement, which made developing the partnership with EPRI a highly cost-effective approach for USDOE? (3) What were the key accomplishments of the Cooperative Agreement in the development and execution of test and demonstration programs-accomplishments which significantly furthered the process of commercializing cofiring?

A noise survey of New York City Fire Department equipment was conducted in November, 1982. The evaluation was requested by the fire department to investigate selected noise sources found at the fire scene or on vehicles used to get to and from a fire scene. The author concludes that a potential for overexposure to noise does exist for the fire department personnel. Recommendations include limiting the use of warning devices as much as legally and practically possible, relocating warning devices away from fire personnel on the vehicle, and implementing a hearing conservation program.

Through the RE-Powering America's Land initiative, the economic and technical feasibility of utilizing contaminated lands in the Buffalo, New York, area for utility-scale wind development is explored. The study found that there is available land, electrical infrastructure, wind resource, and local interest to support a commercial wind project; however, economies of scale and local electrical markets may need further investigation before significant investment is made into developing a wind project at the Buffalo Reuse Authority site.

Electric and Hybrid Vehicle Program; Site Operator Program

Activities during the first quarter centered around integrating the new participants into the program. A meeting of the Site Operators, in conjunction with the first meeting of the Electric Vehicle Users Task Force, was held in October. A second meeting of the Task Force was held in December. During these meetings the new contractual requirements were explained to the participants. The Site Operator Data Base was distributed and explained. The Site Operators will begin using the data base in December 1991 and will supply the operating and maintenance data to the INEL on a monthly basis. The Operators requested that they be able to have access to the data of the other Operators and it was agreed that they would be provided this on floppy disk monthly from the INEL. Presentations were made to the DOE sponsored Automotive Technology Development-Contractors Coordination Meeting in October. An overview of the program was given by EG G. Representatives from Arizona Public Service, Texas A M University, and York Technical College provided details of their programs and the results and future goals. Work was begun on commercializing the Versatile Data Acquisition System (VDAS). A Scope of Work has been written for a Cooperative Research and Development Agreement (CRADA) to be submitted to the USABC. If implemented, the CRADA will provide funds for the development and commercialization of the VDAS. Participants in the Site Operator Program will test prototypes of the system within their fleets, making the data available to the USABC and other interested organizations. The USABC will provide recommendations on the data to be collected. Major activities by the majority of the Operators were involved with the continued operation and demonstration of existing vehicles. In addition, several of the operators were involved in identifying and locating vehicles to be added to their fleets. A list of the vehicles in each Site Operator fleet is included as Appendix A to this report.

Assessing the efficiency of US electricity markets

The recent California's energy crisis has raised doubts about the benefits of energy deregulation. While it is true that the California electricity market is in turmoil, other electricity markets like the Pennsylvania-New Jersey-Maryland (PJM) are doing fine. This paper assesses the mark of efficiency reached by the electricity markets in California, New York, and PJM. It also compares the degree of efficiency across markets (forward vs. real time) and across time. In terms of market efficiency no significant differences between the California and PJM electricity markets were discovered in the year of California's energy crisis (2000). This research suggests that differences in price behavior between these two markets during 2000 did not arise from differences in efficiency. According to our analysis and measure of efficiency, PJM and California electricity markets are more efficient than the New York market. Also, as these markets become more mature over time, their efficiency goes up. We also found evidence that multi-settlement scheduling system leads to higher efficiency.

Foundation House, New York, geothermal heat pump

The Foundation House, planned to house half a dozen nonprofit foundations, will be constructed on 64th Street just east of Central Park in Manhattan, New York. It is in a Landmark District and designed by the architectural firm of Henry George Greene, AIA of Scarsdale, NY (project architect, David Wasserman). The 20,000-square foot building of five floors above ground and two below, will illustrate how energy-savings technology and environmentally sensitive construction methods can be economical. The heating and cooling system, including refrigeration requirements for the freezers and refrigerators in the commercial kitchen, will be provided by geothermal heat pumps using standing column wells. The facility is the first building on the island of Manhattan to feature geothermal heating and cooling. The mechanical system has been the assistance of Carl Orio`s firm of Water & Energy Systems corporation of Atkinson, New Hampshire. The two 1550-foot standing column wells were drilled by John Barnes of Flushing, NY.

Flathead Electric Cooperative Facility Geothermal Heat Pump System Upgrade

High initial cost and lack of public awareness of ground source heat pump (GSHP) technology are the two major barriers preventing rapid deployment of this energy saving technology in the United States. Under the American Recovery and Reinvestment Act (ARRA), 26 GSHP projects have been competitively selected and carried out to demonstrate the benefits of GSHP systems and innovative technologies for cost reduction and/or performance improvement. This paper highlights findings of a case study of one of the ARRA-funded GSHP demonstration projects, which is a heating only central GSHP system using shallow aquifer as heat source and installed at a warehouse and truck bay at Kalispell, MT. This case study is based on the analysis of measured performance data, utility bills, and calculations of energy consumptions of conventional central heating systems for providing the same heat outputs as the central GSHP system did. The evaluated performance metrics include energy efficiency of the heat pump equipment and the overall GSHP system, pumping performance, energy savings, carbon emission reductions, and cost-effectiveness of GSHP system compared with conventional heating systems. This case study also identified areas for reducing uncertainties in performance evaluation, improving operational efficiency, and reducing installed cost of similar GSHP systems in the future. The Industrial Corridor of Jamestown, New York, contains more than twenty industrial/manufacturing companies, whose thermal demands, in addition to space heating, include significant process heating loads. This study investigated in depth, the technical and economic feasibility of implementing a district heating system in the Industrial Corridor which can serve both process and space heating loads. Based upon the heat load assessment conducted, the study focused upon nine companies with the largest thermal demand. Alternative system implementation designs were considered including new conventional centralized boiler plants, gas turbine cogeneration, and both high temperature hot water and steam as the heat transport media in an underground distribution system. The study concluded that, in view of the nature of existing prospective customer loads being primarily steam based, the most economical system for near term phased development is a steam based system with a new conventional centrally located steam boiler plant. The economic potential for a cogeneration system was found to be sensitive to electricity buy back rates, which at present, are not attractive. Implementing a modern high temperature hot water system would require significant customer retrofit costs to convert their steam based systems to hot water, resulting in long and unattractive pay back periods. Unless customer hot water retrofit costs can be expended without penalty to the district system economics, hot water district heating is not considered economically feasible. Quiet, clean, and efficient, electric vehicles (EVs) may someday become a practical mode of transportation for the general public. Electric vehicles can provide many advantages for the nation's environment and energy supply because they run on electricity, which can be produced from many sources of energy such as coal, natural gas, uranium, and hydropower. These vehicles offer fuel versatility to the transportation sector, which depends almost solely on oil for its energy needs. Electric vehicles are any mode of transportation operated by a motor that receives electricity from a battery or fuel cell. EVs come in all shapes and sizes and may be used for different tasks. Some EVs are small and simple, such as golf carts and electric wheel chairs. Others are larger and more complex, such as automobile and vans. Some EVs, such as fork lifts, are used in industries. In this fact sheet, we will discuss mostly automobiles and vans. There are also variations on electric vehicles, such as hybrid vehicles and solar-powered vehicles. Hybrid vehicles use electricity as their primary source of energy, however, they also use a backup source of energy, such as gasoline, methanol or ethanol. Solar-powered vehicles are electric vehicles that use photovoltaic cells (cells that convert solar energy to electricity) rather than utility-supplied electricity to recharge the batteries. This paper discusses these concepts.

Underground gas storage in New York State: A historical perspective

New York State has a long history of underground gas storage activity that began with conversion of the Zoar gas field into a storage reservoir in 1916, the first in the United States. By 1961 another fourteen storage fields were developed and seven more were added between 1970 and 1991. All twenty-two operating storage reservoirs of New York were converted from depleted gas fields and are of low-deliverability, base-load type. Nineteen of these are in sandstone reservoirs of the Lower Silurian Medina Group and the Lower Devonian Oriskany Formation and three in limestone reservoirs are located in the gas producing areas of southwestern New York and are linked to the major interstate transmission lines. Recent developments in underground gas storage in New York involve mainly carbonate-reef and bedded salt-cavern storage facilities, one in Stuben County and the other in Cayuga County, are expected to begin operation by the 1996-1997 heating season.

The New York Power Authority`s energy-efficient refrigerator program for the New York City Housing Authority -- 1997 savings evaluation

This document describes the estimation of the annual energy savings achieved from the replacement of 20,000 refrigerators in New York City Housing Authority (NYCHA) public housing with new, highly energy-efficient models in 1997. The US Department of Housing and Urban Development (HUD) pays NYCHA`s electricity bills, and agreed to reimburse NYCHA for the cost of the refrigerator installations. Energy savings over the lifetime of the refrigerators accrue to HUD. Savings were demonstrated by a metering project and are the subject of the analysis reported here. The New York Power Authority (NYPA) identified the refrigerator with the lowest life-cycle cost, including energy consumption over its expected lifetime, through a request for proposals (RFP) issued to manufacturers for a bulk purchase of 20,000 units in 1997. The procurement was won by Maytag with a 15-ft{sup 3} top-freezer automatic-defrost refrigerator rated at 437 kilowatt-hours/year (kWh/yr). NYCHA then contracted with NYPA to purchase, finance, and install the new refrigerators, and demanufacture and recycle materials from the replaced units. The US Department of Energy (DOE) helped develop and plan the project through the ENERGY STAR{reg_sign} Partnerships program conducted by its Pacific Northwest National Laboratory (PNNL). PNNL designed the metering protocol and occupant survey used in 1997, supplied and calibrated the metering equipment, and managed and analyzed the data collected by NYPA. The objective of the 1997 metering study was to achieve a general understanding of savings as a function of refrigerator label ratings, occupant effects, indoor and compartment temperatures, and characteristics (such as size, defrost features, and vintage). The data collected in 1997 was used to construct models of refrigerator energy consumption as a function of key refrigerator and occupant characteristics.

New York Marcellus Shale: Industry boom put on hold

Key catalysts for Marcellus Shale drilling in New York were identified. New York remains the only state in the nation with a legislative moratorium on high-volume hydraulic fracturing, as regulators and state lawmakers work to balance the advantages of potential economic benefits while protecting public drinking water resources and the environment. New York is being particularly careful to work on implementing sufficiently strict regulations to mitigate the environmental impacts Pennsylvania has already seen, such as methane gas releases, fracturing fluid releases, flowback water and brine controls, and total dissolved solids discharges. In addition to economic and environmental lessons learned, the New York Department of Environmental Conservation (DEC) also acknowledges impacts to housing markets, security, and other local issues, and may impose stringent measures to mitigate potential risks to local communities. Despite the moratorium, New York has the opportunity to take advantage of increased capital investment, tax revenue generation, and job creation opportunities by increasing shale gas activity. The combination of economic benefits, industry pressure, and recent technological advances will drive the pursuit of natural gas drilling in New York. We identify four principal catalysts as follows: Catalyst 1: Pressure from Within the State. Although high-volume hydraulic fracturing has become a nationally controversial technology, shale fracturing activity is common in every U.S. state except New York. The regulatory process has delayed potential economic opportunities for state and local economies, as well as many industry stakeholders. In 2010, shale gas production accounted for $18.6 billion in federal royalty and local, state, and federal tax revenues. (1) This is expected to continue to grow substantially. The DEC is under increased pressure to open the state to the same opportunities that Alabama, Arkansas, California, Colorado, Kansas, Louisiana, Montana, New Mexico, North Dakota, Ohio, Oklahoma, Pennsylvania, South Dakota, Texas, Utah, West Virginia, and Wyoming are pursuing. Positive labor market impacts are another major economic draw. According to the Revised Draft SGEIS on the Oil, Gas and Solution Mining Regulatory Program (September 2011), hydraulic fracturing would create between 4,408 and 17,634 full-time equivalent (FTE) direct construction jobs in New York State. Indirect employment in other sectors would add an additional 29,174 FTE jobs. Furthermore, the SGEIS analysis suggests that drilling activities could add an estimated $621.9 million to $2.5 billion in employee earnings (direct and indirect) per year, depending upon how much of the shale is developed. The state would also receive direct tax receipts from leasing land, and has the potential to see an increase in generated indirect revenue. Estimates range from $31 million to $125 million per year in personal income tax receipts, and local governments would benefit from revenue sharing. Some landowner groups say the continued delay in drilling is costing tens of thousands of jobs and millions of dollars in growth for New York, especially in the economically stunted upstate. A number of New York counties near Pennsylvania, such as Chemung, NY, have experienced economic uptick from Pennsylvania drilling activity just across the border. Chemung officials reported that approximately 1,300 county residents are currently employed by the drilling industry in Pennsylvania. The Marcellus shale boom is expected to continue over the next decade and beyond. By 2015, gas drilling activity could bring 20,000 jobs to New York State alone. Other states, such as Pennsylvania and West Virginia, are also expected to see a significant increase in the number of jobs. Catalyst 2: Political Reality of the Moratorium. Oil and gas drilling has taken place in New York since the 19th century, and it remains an important industry with more than 13,000 currently active wells.
