The City of Philadelphia was awarded a grant for the ``development of a Public Information Component for the Clean Cities Program involving alternative fuels usage within the city of Philadelphia and the surrounding counties in the Philadelphia region``. During the summer of 1993, it was felt that the public needed considerable information on the costs, benefits, emission data, conversion information, and infrastructure requirements. Embodied in the 1993 proposal was the notion that a model could be developed within some type of structure charged with the tasks of market introduction of alternative fuels in the Greater Philadelphia area in a concerted, comprehensive way. As originally envisioned, in executing this grant, the City had several objectives in mind. Among these were the following: the organizing of various media events to showcase alternative fuels usage; (2) to begin a networking process with fleet managers in the area; (3) to provide sources of information to fleet managers and others interested in, and concerned with the conversion to alternative fuels; (4) documentation on research and analysis associated with alternative fuels.

The U.S. Department of Energy (DOE) has teamed with cities across the country through the Solar America Cities (SAC) partnership program to help reduce barriers and accelerate implementation of solar energy. The New York City SAC team is a partnership between the City University of New York (CUNY), the New York City Mayor s Office of Long-term Planning and Sustainability, and the New York City Economic Development Corporation (NYCEDC).The New York City SAC team is working with DOE s National Renewable Energy Laboratory (NREL) and Con Edison, the local utility, to develop a roadmap for photovoltaic (PV) installations in the five boroughs. The city set a goal to increase its installed PV capacity from1.1 MW in 2005 to 8.1 MW by 2015 (the maximum allowed in 2005). A key barrier to reaching this goal, however, is the complexity of the interconnection process with the local utility. Unique challenges are associated with connecting distributed PV systems to secondary network distribution systems (simplified to ???¢????????networks???¢??????? in this report). Although most areas of the country use simpler radial distribution systems to distribute electricity, larger metropolitan areas like New York City typically use networks to increase reliability in large load centers. Unlike the radial distribution system, where each customer receives power through a single line, a network uses a grid of interconnected lines to deliver power to each customer through several parallel circuits and sources. This redundancy improves reliability, but it also requires more complicated coordination and protection schemes that can be disrupted by energy exported from distributed PV systems. Currently, Con Edison studies each potential PV system in New York City to evaluate the system s impact on the network, but this is time consuming for utility engineers and may delay the customer s project or add cost for larger installations. City leaders would like to streamline this process to facilitate faster, simpler, and less expensive distributed PV system interconnections. To assess ways to improve the interconnection process, NREL conducted a four-part study with support from DOE. The NREL team then compiled the final reports from each study into this report. In Section 1???¢????????PV Deployment Analysis for New York City???¢????????we analyze the technical potential for rooftop PV systems in the city. This analysis evaluates potential PV power production in ten Con Edison networks of various locations and building densities (ranging from high density apartments to lower density single family homes). Next, we compare the potential power production to network loads to determine where and when PV generation is most likely to exceed network load and disrupt network protection schemes. The results of this analysis may assist Con Edison in evaluating future PV interconnection applications and in planning future network protection system upgrades. This analysis may also assist other utilities interconnecting PV systems to networks by defining a method for assessing the technical potential of PV in the network and its impact on network loads. Section 2???¢????????A Briefing for Policy Makers on Connecting PV to a Network Grid???¢????????presents an overview intended for nontechnical stakeholders. Case study on high performance building features of the Twenty River Terrace, Battery Park City building. Breezes off the Hudson River waft through Battery Park City, a planned development of residential and commercial buildings and open space at the tip of lower Manhattan. A riverfront walkway and several connecting public parks sprinkled with public art flank Battery Park City on one side, and New York's busy financial district vibrates on the other. Construction continues on Battery Park's newest building, Twenty River Terrace, the first residential apartment building to embrace sustainable design in a systematic way, and the first to follow the Hugh L. Carey Battery Park City Authority Residential Environmental Guidelines. According to the guidelines, which all future Battery Park City development must follow, they ''establish a process for the creation of environmentally responsible residential buildings that are appreciably ahead of current standards and practices for development.'' As a result of the guidelines, and the architects' commitment to incorporating best practices, this 27-story apartment building operates 35% more efficiently than required by the New York State Energy Code, and generates some of its own electricity from building-integrated photovoltaics, especially in the summer when New York power plants struggle to keep up with air-conditioning demands. The Authority hopes the guidelines will be a good model for other developments, in Manhattan and across the world, for incorporating energy-efficient design and renewable energy. The principles of environmentally sound, people-centered planning and development addressed by Twenty River Terrace continue to be a focus of the redevelopment of lower Manhattan.

The project will identify promising locations for photovoltaic installations and create a roadmap for commercial and residential system developers. The roadmap, published as the Solar Developers Guide to Philadelphia, will be used to promote and attract solar energy investment. Philadelphias long-term goal for solar energy is to fully utilize the potential of solar energy to safely, reliably, and cost-effectively displace the use of energy generated by fossil fuels. To achieve its solar energy goals, the City of Philadelphia must add large commercial scale (> 500 kW) solar installations to its ongoing efforts on the smaller scale (we note that a new 1 MW PV installation will be installed at the Philadelphia Navy Yard by the end of 2008).

The New York City Department of Health and Mental Hygiene (DOHMH), Bureau of Environmental Science and Engineering, Office of Radiological Health (ORH) [as the primary local technical consultant in the event of a radiological or nuclear incident within the boundaries of New York City] requested the assistance of Brookhaven National Laboratory (BNL) with the development of a Feasibility Study for Potassium Iodide (KI) distribution in the unlikely event of a significant release of radioactive iodine in or near New York City. Brookhaven National Laboratory had previously provided support for New York City with the development of the radiological/nuclear portions of its All Hazards Emergency Response Plans. The work is funded by Medical and Health Research Association (MHRA) of New York City, Inc., under a work grant by the Federal Centers for Disease Control (CDC) for Public Health Preparedness and Response for Bioterrorism. This report is part of the result of that effort. The conclusions of this report are that: (1) There is no credible radiological scenario that would prompt the need for large segments of the general population of New York City to take KI as a result of a projected plume exposure to radioiodine reaching even the lowest threshold of 5 rem to the thyroid; and (2) KI should be stockpiled in amounts and locations sufficient for use by first responders/emergency responders in response to any localized release of radioiodine.

New York City Energy-Water Integrated Planning: A Pilot Study

The New York City Energy-Water Integrated Planning Pilot Study is one of several projects funded by Sandia National Laboratories under the U.S. Department of Energy Energy-Water Nexus Program. These projects are intended to clarify some key issues and research needs identified during the Energy-Water Nexus Roadmapping activities. The objectives of the New York City Pilot Project are twofold: to identify energy-water nexus issues in an established urban area in conjunction with a group of key stakeholders and to define and apply an integrated energy and water decision support tool, as proof-of-concept, to one or more of these issues. During the course of this study, the Brookhaven National Laboratory project team worked very closely with members of a Pilot Project Steering Committee. The Steering Committee members brought a breadth of experience across the energy, water and climate disciplines, and all are well versed in the particular issues faced by an urban environment, and by New York City in particular. The first task was to identify energy-water issues of importance to New York City. This exercise was followed by discussion of the qualities and capabilities that an ideal decision support tool should display to address these issues. The decision was made to start with an existing energy model, the New York City version of the MARKAL model, developed originally at BNL and now used globally by many groups for energy analysis. MARKAL has the virtue of being well-vetted, transparent, and capable of calculating 'material' flows, such as water use by the energy system and energy requirements of water technology. The Steering Committee members defined five scenarios of interest, representing a broad spectrum of New York City energy-water issues. Brookhaven National Laboratory researchers developed a model framework (Water-MARKAL) at the desired level of detail to address the scenarios, and then attempted to gather the New York City-specific information required to analyze the scenarios using Water-MARKAL. This report describes the successes and challenges of defining and demonstrating the decision tool, Water-MARKAL. The issues that the stakeholders perceive for New York City are listed and the difficulties in gathering required information for Water-MARKAL to analyze these issues at the desired level of detail are described.

New York Power Authority`s energy-efficient refigerator program for the New York City Housing Authority - savings evaluation

The New York Power Authority (NYPA) and the New York City Housing Authority (NYCHA) are replacing refrigerators in New York City public housing with new, highly energy-efficient models over a five-year period. This report describes the analysis of the energy cost savings achieved through the replacement of 20,000 refrigerators in 1996, the first year of the NYPA/NYCHA program. The NYPA/NYCHA project serves as the lynchpin of a larger program designed to offer energy-efficient appliances to housing authorities across the country. The national program is a partnership between the U.S. Department of Energy (DOE) and the Consortium for Energy Efficiency (CEE). Starting with the 1997 refrigerator contract, this program invites other housing authorities to join NYPA in its volume purchase of energy-efficient refrigerators, at the same price and terms available to NYPA. Through these volume purchases, DOE`s ENERGY STAR{reg_sign} Partnerships program hopes to encourage appliance manufacturers to bring more efficient appliances to the market and to provide volume purchasers with the per-unit price savings of a bulk purchaser. DOE asked the Pacific Northwest National Laboratory (PNNL) to establish a protocol for evaluating the savings achieved with the NYPA refrigerators. That protocol is summarized in this report.

New York City through its Energy Office has identified and evaluated the technical and economic feasibility of district heating and cooling at three locations: Brooklyn Navy Yard, Kings County Medical Complex, and the S.W. Brooklyn Incinerator. Of these the Navy Yard has the most immediate potential for implementation. The Navy Yard has an extensive steam and electrical system that has not been used since the Navy turned most of the property over to New York City more than a decade ago. By remodeling several of the smaller boilers still in place or purchasing new boilers, an ample supply of steam and hot water can be produced. The steam will be used for heating and industrial process for the industrial tenants now occupying the former yards. Hot water will be sold to the New York City Housing Authority to heat between 3,500 and 5,000 nearby public housing units operated by the authority. Electricity will be cogenerated using present generators that will be overhauled. It is expected that some of the electricity will be used directly to supply power to a planned nearby Red Hook Sewage Treatment plant, while most will be sold to the industrial tenants of the Navy Yard. Studies will continue to determine the best market for excess power.

Acting as an energy services provider, the New York Power Authority (NYPA) has initiated a long-term project through which 20,000 refrigerators per year will be replaced with the most energy-efficient units possible in apartments managed by the New York City Housing Authority (NYCHA). Using bulk purchasing as an incentive to appliance manufacturers to produce energy-efficient refrigerators suitable for use in apartments, replaced in the first year of the program, which ended in December 1996. These units, kWh per year. Savings were determined by field testing and laboratory testing of 220 existing refrigerators and 56 newly-installed units. In the next program year, a 15.0-cubic-foot Maytag refrigerator, newly-designed in response to bulk purchasing incentives, is being installed. The new unit has a label rating of 437 kWh per year, 31 percent better than 1993 energy standards. Old refrigerators removed from apartments are {open_quotes}demanufactured{close_quotes} in an environmentally-appropriate way and both metals and refrigerants are recovered for reuse.

Taxi services are a vital part of urban transportation, and a major contributor to traffic congestion and air pollution causing substantial adverse effects on human health. Sharing taxi trips is a possible way of reducing the negative impact of taxi services on cities, but this comes at the expense of passenger discomfort in terms of a longer travel time. Due to computational challenges, taxi sharing has traditionally been approached on small scales, such as within airport perimeters, or with dynamical ad-hoc heuristics. However, a mathematical framework for the systematic understanding of the tradeoff between collective benefits of sharing and individual passenger discomfort is lacking. Towards a comparative science of cities: using mobile traffic records in New York, London and Hong Kong

This chapter examines the possibility to analyze and compare human activities in an urban environment based on the detection of mobile phone usage patterns. Thanks to an unprecedented collection of counter data recording the number of calls, SMS, and data transfers resolved both in time and space, we confirm the connection between temporal activity profile and land usage in three global cities: New York, London and Hong Kong. By comparing whole cities typical patterns, we provide insights on how cultural, technological and economical factors shape human dynamics. At a more local scale, we use clustering analysis to identify locations with similar patterns within a city. Our research reveals a universal structure of cities, with core financial centers all sharing similar activity patterns and commercial or residential areas with more city-specific patterns. Promoting alternative fuels in Philadelphia. Final report

The US Department of Energy`s grant to Citizens Fund was designed to support a grassroots organizing campaign, local coalition building and media activity initially focused on getting the Southeastern Pennsylvania Transit Authority (SEPTA) to acquire clean burning alternative fueled buses (e.g. natural gas). In addition, Citizens Fund through Pennsylvania Citizen Action would become involved in the Philadelphia Clean Cities organization sponsored by the City of Philadelphia through a DOE grant. The city reached out to a substantial number of organizations and community leaders and actively worked to get out the message on the need to promote and use alternatively-fueled vehicles. This report summarizes these activities.

Automated Price and Demand Response Demonstration for Large Customers in New York City using OpenADR

Open Automated Demand Response (OpenADR), an XML-based information exchange model, is used to facilitate continuous price-responsive operation and demand response participation for large commercial buildings in New York who are subject to the default day-ahead hourly pricing. We summarize the existing demand response programs in New York and discuss OpenADR communication, prioritization of demand response signals, and control methods. Building energy simulation models are developed and field tests are conducted to evaluate continuous energy management and demand response capabilities of two commercial buildings in New York City. Preliminary results reveal that providing machine-readable prices to commercial buildings can facilitate both demand response participation and continuous energy cost savings. Hence, efforts should be made to develop more sophisticated algorithms for building control systems to minimize customer's utility bill based on price and reliability information from the electricity grid.

The rise of Uber as the global alternative taxi operator has attracted a lot of interest recently. Aside from the media headlines which discuss the new phenomenon, e.g. on how it has disrupted the traditional transportation industry, policy makers, economists, citizens and scientists have engaged in a discussion that is centred around the means to integrate the new generation of the sharing economy services in urban ecosystems. In this work, we aim to shed new light on the discussion, by taking advantage of a publicly available longitudinal dataset that describes the mobility of yellow taxis in New York City. In addition to movement, this data contains information on the fares paid by the taxi customers for each trip. As a result we are given the opportunity to provide a first head to head comparison between the iconic yellow taxi and its modern competitor, Uber, in one of the world's largest metropolitan centres. The New York Power Authority`s energy-efficient refrigerator program for the New York City Housing Authority -- 1997 savings evaluation

This document describes the estimation of the annual energy savings achieved from the replacement of 20,000 refrigerators in New York City Housing Authority (NYCHA) public housing with new, highly energy-efficient models in 1997. The US Department of Housing and Urban Development (HUD) pays NYCHA`s electricity bills, and agreed to reimburse NYCHA for the cost of the refrigerator installations. Energy savings over the lifetime of the refrigerators accrue to HUD. Savings were demonstrated by a metering project and are the subject of the analysis reported here. The New York Power Authority (NYPA) identified the refrigerator with the lowest life-cycle cost, including energy consumption over its expected lifetime, through a request for proposals (RFP) issued to manufacturers for a bulk purchase of 20,000 units in 1997. The procurement was won by Maytag with a 15-ft{sup 3} top-freezer automatic-defrost refrigerator rated at 437 kilowatt-hours/year (kWh/yr). NYCHA then contracted with NYPA to purchase, finance, and install the new refrigerators, and demanufacture and recycle materials from the replaced units. The US Department of Energy (DOE) helped develop and plan the project through the ENERGY STAR{reg_sign} Partnerships program conducted by its Pacific Northwest National Laboratory (PNNL). PNNL designed the metering protocol and occupant survey used in 1997, supplied and calibrated the metering equipment, and managed and analyzed the data collected by NYPA. The objective of the 1997 metering study was to achieve a general understanding of savings as a function of refrigerator label ratings, occupant effects, indoor and compartment temperatures, and characteristics (such as size, defrost features, and vintage). The data collected in 1997 was used to construct models of refrigerator energy consumption as a function of key refrigerator and occupant characteristics.

This summary describes a Supplemental Site Inspection (SSI) conducted by Argonne National Laboratory (ANL) at Air Force Plant 59 (AFP 59) in Johnson City, New York. All required data pertaining to this project were entered by ANL into the Air Force-wide Installation Restoration Program Information System (IRPIMS) computer format and submitted to an appropriate authority. The work was sponsored by the United States Air Force as part of its Installation Restoration Program (IRP). Previous studies had revealed the presence of contaminants at the site and identified several potential contaminant sources. Argonne`s study was conducted to answer questions raised by earlier investigations. This volume consists of appendices F-Q, which contain the analytical data from the site characterization.

A bulk sample of fractionator residue was analyzed for polynuclear aromatic (PNA) compounds at the catalytic cracking unit of ARCO Philadelphia Refinery (SIC-2911), Philadelphia, Pennsylvania in May, 1983. The study was requested by the Atlantic Independent Union to determine if skin rashes and skin irritation occurring among refinery workers were caused by PNA in the fractionators. The authors conclude that a health hazard from exposure to chemicals at the cracking unit may exist. No specific chemical agent can be identified. Dust from the catalyst and oily residues that could contaminate workers shoes and clothing may have contributed to some of the dermatitis cases. Recommendations include laundering workers coveralls by dry cleaning to insure the removal of oily residues, providing workers with oil resistant or oil proof work boots, and repairing the ventilator in the sample preparation room adjacent to the block house.

The National Renewable Energy Laboratory (NREL) provided technical assistance for this project. The purpose of this study is to assess the site for a possible photovoltaic (PV) system installation and estimate the cost, performance, and site impacts of different PV options. City of Phildelphia: Light emitting diodes for traffic signal displays

This project investigated the feasibility of using light emitting diodes (LEDs) for red traffic signals in a demonstration program at 27 signalized intersections in the City of Philadelphia. LED traffic signals have the potential to achieve significant savings over standard incandescent signals in terms of energy usage and costs, signal relamping costs, signal system maintenance costs, tort liability, and environmental impact. Based on successful experience with the demonstration program, the City of Philadelphia is currently developing funding for the conversion of all existing red incandescent traffic signals at approximately 2,700 intersections to LED signals. This program is expected to cost approximately $4.0 million and save about $850,000 annually in energy costs. During late 1993 and early 1994, 212 red LED traffic signals (134 8-inch signals and 78 12-inch signals) were installed at 27 intersections in Philadelphia. The first group of 93 signals were installed at 13 prototypical intersections throughout the City. The remaining group of signals were installed on a contiguous route in West Philadelphia consisting of standard incandescent signals and LED signals interspersed in a random pattern.

SciTech Connect (OSTI)

The New York Canyon Stimulation Project was to demonstrate the commercial application of Enhanced Geothermal System techniques in Buena Vista Valley area of Pershing County, Nevada. From October 2009 to early 2012, TGP Development Company aggressively implemented Phase I of Pre-Stimulation and Site/Wellbore readiness. This included: geological studies; water studies and analyses and procurement of initial permits for drilling. Oversubscription of water rights and lack of water needed for implementation of EGS were identified and remained primary obstacles. Despite extended efforts to find alternative solutions, the water supply circumstances could not be overcome and led TGP to determine a "????No Go"??? decision and initiate project termination in April 2012.

New York state high-speed surface transportation study: Final report

In 1990, New York State Governor Mario M. Cuomo created an interagency task force under the leadership of Lt. Governor Stan Lundine to investigate the potential of high speed ground transportation (HSGT) systems. Building on information from previous agency activities, including consultant efforts contracted by the New York State Energy Research and Development Authority (NYSERDA), the New York State Thruway Authority (NYSTA), and in-house analyses performed by New York State Department of Transportation (NYSDOT), the task force focused on the corridor between New York City and the Niagara Frontier. In December 1991, NYSERDA issued a contract for a study of high speed ground transportation options for New York State. The study`s objective was to assess potential rights-of-way, ridership, energy and environmental impacts, economic benefits, capital, operating, and maintenance costs, and financial viability of HSGT systems. This study builds upon and supplements previous and on-going HSGT activities conducted by the members of the interagency task force. These activities include: Maglev Technical and Economic Feasibility Study (NYSERDA); Maglev Demonstration Site Investigation (NYSTA); and New York/Massachusetts High Speed Ground Transportation Study (NYSDOT). This study is intended to verify and refine previous information and analyses and provide supplemental information and insights to be used in determining if additional investigation and activities involving HSGT are desirable for New York State. This study evaluates HSGT technologies capable of speeds significantly higher than those achieved with the present rail system. Three HSGT categories are used in this study: incremental rail improvement, very high-speed rail, and Maglev.

New York Household Travel Patterns: A Comparison Analysis

In 1969, the U. S. Department of Transportation began collecting detailed data on personal travel to address various transportation planning issues. These issues range from assessing transportation investment programs to developing new technologies to alleviate congestion. This 1969 survey was the birth of the Nationwide Personal Transportation Survey (NPTS). The survey was conducted again in 1977, 1983, 1990 and 1995. Longer-distance travel was collected in 1977 and 1995. In 2001, the survey was renamed to the National Household Travel Survey (NHTS) and collected both daily and longer-distance trips in one survey. In addition to the number of sample households that the national NPTS/NHTS survey allotted to New York State (NYS), the state procured an additional sample of households in both the 1995 and 2001 surveys. In the 1995 survey, NYS procured an addition sample of more than 9,000 households, increasing the final NY NPTS sample size to a total of 11,004 households. Again in 2001, NYS procured 12,000 additional sample households, increasing the final New York NHTS sample size to a total of 13,423 households with usable data. These additional sample households allowed NYS to address transportation planning issues pertinent to geographic areas significantly smaller than for what the national NPTS and NHTS data are intended. Specifically, these larger sample sizes enable detailed analysis of twelve individual Metropolitan Planning Organizations (MPOs). Furthermore, they allowed NYS to address trends in travel behavior over time. In this report, travel data for the entire NYS were compared to those of the rest of the country with respect to personal travel behavior and key travel determinants. The influence of New York City (NYC) data on the comparisons of the state of New York to the rest of the country was also examined. Moreover, the analysis examined the relationship between population density and travel patterns, and the similarities and differences among New York MPOs. The 1995 and 2001 survey data make it possible to examine and identify travel trends over time. This report does not address, however, the causes of the differences and/or trends.

Screening study for waste biomass to ethanol production facility using the Amoco process in New York State. Final report

This report evaluates the economic feasibility of locating biomass-to-ethanol waste conversion facilities in New York State. Part 1 of the study evaluates 74 potential sites in New York City and identifies two preferred sites on Staten, the Proctor Gamble and the Arthur Kill sites, for further consideration. Part 2 evaluates upstate New York and determines that four regions surrounding the urban centers of Albany, Buffalo, Rochester, and Syracuse provide suitable areas from which to select specific sites for further consideration. A separate Appendix provides supplemental material supporting the evaluations. A conceptual design and economic viability evaluation were developed for a minimum-size facility capable of processing 500 tons per day (tpd) of biomass consisting of wood or paper, or a combination of the two for upstate regions. The facility would use Amoco`s biomass conversion technology and produce 49,000 gallons per day of ethanol and approximately 300 tpd of lignin solid by-product. For New York City, a 1,000-tpd processing facility was also evaluated to examine effects of economies of scale. The reports evaluate the feasibility of building a biomass conversion facility in terms of city and state economic, environmental, and community factors. Given the data obtained to date, including changing costs for feedstock and ethanol, the project is marginally attractive. A facility should be as large as possible and located in a New York State Economic Development Zone to take advantage of economic incentives. The facility should have on-site oxidation capabilities, which will make it more financially viable given the high cost of energy. 26 figs., 121 tabs.

Evaluation of potential geothermal reservoirs in central and western New York state. Final report

Computer processes geophysical well logs from central and western New York State were analyzed to evaluate the potential of subsurface formations as a source for low-temperature geothermal water. The analysis indicated that porous sandstone sections at the top of the Ordovician Theresa Formation and at the base of the Cambrian Potsdam Formation have the required depth, porosity, and permeability to act as a source for geothermal fluids over a relatively large area in the central part of the state. The fluid potential plus an advantageous geothermal gradient and the results of the test well drilled in the city of Auburn in Cayuga County suggest that low temperature geothermal energy may be a viable alternative to other more conventional forms of energy that are not indigenous to New York State.

Inner-City Energy and Environmental Education Consortium

The numbers of individuals with adequate education and training to participate effectively in the highly technical aspects of environmental site cleanup are insufficient to meet the increasing demands of industry and government. Young people are particularly sensitive to these issues and want to become better equipped to solve the problems which will confront them during their lives. Educational institutions, on the other hand, have been slow in offering courses and curricula which will allow students to fulfill these interests. This has been in part due to the lack of federal funding to support new academic programs. This Consortium has been organized to initiate focused educational effort to reach inner-city youth with interesting and useful energy and environmental programs which can lead to well-paying and satisfying careers. Successful Consortium programs can be replicated in other parts of the nation. This report describes a pilot program in Washington, DC, Philadelphia, and Baltimore with the goal to attract and retain inner-city youth to pursue careers in energy-related scientific and technical areas, environmental restoration, and waste management.

The Conowingo East Fish Passage Facility employs the latest technology to attract, collect, and pass American Shad upstream of the dam as they make their annual spring spawning run u the Susquehanna River. The facility is designed to move up to 750,000 American Shad and 5 million River Herring per season, i.e., April 1 through June 15. The facility is designed so that if the numbers of American Shad warrant, the capacity of the flit may be doubled in the future. The Bowen-York family of spinning black hole initial data depends essentially on one, positive, free parameter. The extreme limit corresponds to making this parameter equal to zero. This choice represents a singular limit for the constraint equations. We prove that in this limit a new solution of the constraint equations is obtained. These initial data have similar properties to the extreme Kerr and Reissner-Nordstrom black hole initial data. In particular, in this limit one of the asymptotic ends changes from asymptotically flat to cylindrical. The existence proof is constructive, we actually show that a sequence of Bowen-York data converges to the extreme solution.

Load-bearing brick-masonry multifamily buildings are prevalent in urban areas across much of the Northeast and mid-Atlantic. In most instances, these buildings are un-insulated unless they have been renovated within the past two decades. Affordable housing capital budgets typically limit what can be spent and energy improvements often take a back seat to basic capital improvements such as interior finish upgrades and basic repairs. The Consortium for Advanced Residential Buildings (CARB) is researching cost effective solution packages for significant energy efficiency and indoor air-quality improvements in these urban buildings. To explore how these low-cost retrofits can effectively integrate energy efficiency upgrades, CARB partnered with Columbus Property Management and Development, Inc. on a community-scale gut rehabilitation project located at 56th Street and Walnut Street in Philadelphia, consisting of 32 units in eleven 3-story buildings. These buildings were built in the early 1900s using stone foundations and solid brick-masonry walls. They were renovated in the 1990s to have interior light gauge metal framing with R-13 batt in the above-grade walls, induced-draft furnaces, and central air conditioning.

Screening study for waste biomass to ethanol production facility using the Amoco process in New York State. Appendices to the final report

The final report evaluates the economic feasibility of locating biomass-to-ethanol waste conversion facilities in New York State. Part 1 of the study evaluates 74 potential sites in New York City and identifies two preferred sites on Staten Island, the Proctor and Gamble and the Arthur Kill sites for further consideration. Part 2 evaluates upstate New York and determines that four regions surrounding the urban centers of Albany, Buffalo, Rochester, and Syracuse provide suitable areas from which to select specific sites for further consideration. A conceptual design and economic viability evaluation were developed for a minimum-size facility capable of processing 500 tons per day (tpd) of biomass consisting of wood or paper, or a combination of the two for upstate regions. The facility would use Amoco`s biomass conversion technology and produce 49,000 gallons per day of ethanol and approximately 300 tpd of lignin solid by-product. For New York City, a 1,000-tpd processing facility was also evaluated to examine effects of economies of scale. The reports evaluate the feasibility of building a biomass conversion facility in terms of city and state economic, environmental, and community factors. Given the data obtained to date, including changing costs for feedstock and ethanol, the project is marginally attractive. A facility should be as large as possible and located in a New York State Economic Development Zone to take advantage of economic incentives. The facility should have on-site oxidation capabilities, which will make it more financially viable given the high cost of energy. This appendix to the final report provides supplemental material supporting the evaluations.

The Urban Dispersion Program March 2005 Field Study tracer releases, sampling, and analytical methods are described in detail. There were two days where tracer releases and sampling were conducted. A total of 16.0 g of six tracers were released during the first test day or Intensive Observation Period (IOP) 1 and 15.7 g during IOP 2. Three types of sampling instruments were used in this study. Sequential air samplers, or SAS, collected six-minute samples, while Brookhaven atmospheric tracer samplers (BATS) and personal air samplers (PAS) collected thirty-minute samples. There were a total of 1300 samples resulting from the two IOPs. Confidence limits in the sampling and analysis method were 20% as determined from 100 duplicate samples. The sample recovery rate was 84%. The integrally averaged 6-minute samples were compared to the 30-minute samples. The agreement was found to be good in most cases. The validity of using a background tracer to calculate sample volumes was examined and also found to have a confidence level of 20%. Methods for improving sampling and analysis are discussed. The data described in this report are available as Excel files. An additional Excel file of quality assured tracer data for use in model validation efforts is also available. The file consists of extensively quality assured BATS tracer data with background concentrations subtracted.

The Foundation House, planned to house half a dozen nonprofit foundations, will be constructed on 64th Street just east of Central Park in Manhattan, New York. It is in a Landmark District and designed by the architectural firm of Henry George Greene, AIA of Scarsdale, NY (project architect, David Wasserman). The 20,000-square foot building of five floors above ground and two below, will illustrate how energy-savings technology and environmentally sensitive construction methods can be economical. The heating and cooling system, including refrigeration requirements for the freezers and refrigerators in the commercial kitchen, will be provided by geothermal heat pumps using standing column wells. The facility is the first building on the island of Manhattan to feature geothermal heating and cooling. The mechanical system has been the assistance of Carl Orio`s firm of Water & Energy Systems corporation of Atkinson, New Hampshire. The two 1550-foot standing column wells were drilled by John Barnes of Flushing, NY.
