    The U.S. Department of Energy (DOE) has teamed with cities across the country through the Solar America Cities (SAC) partnership program to help reduce barriers and accelerate implementation of solar energy. The New York City SAC team is a partnership between the City University of New York (CUNY), the New York City Mayor s Office of Long-term Planning and Sustainability, and the New York City Economic Development Corporation (NYCEDC).The New York City SAC team is working with DOE s National Renewable Energy Laboratory (NREL) and Con Edison, the local utility, to develop a roadmap for photovoltaic (PV) installations in the five boroughs. The city set a goal to increase its installed PV capacity from1.1 MW in 2005 to 8.1 MW by 2015 (the maximum allowed in 2005). A key barrier to reaching this goal, however, is the complexity of the interconnection process with the local utility. Unique challenges are associated with connecting distributed PV systems to secondary network distribution systems (simplified to ???¢????????networks???¢??????? in this report). Although most areas of the country use simpler radial distribution systems to distribute electricity, larger metropolitan areas like New York City typically use networks to increase reliability in large load centers. Unlike the radial distribution system, where each customer receives power through a single line, a network uses a grid of interconnected lines to deliver power to each customer through several parallel circuits and sources. This redundancy improves reliability, but it also requires more complicated coordination and protection schemes that can be disrupted by energy exported from distributed PV systems. Currently, Con Edison studies each potential PV system in New York City to evaluate the system s impact on the network, but this is time consuming for utility engineers and may delay the customer s project or add cost for larger installations. City leaders would like to streamline this process to facilitate faster, simpler, and less expensive distributed PV system interconnections. To assess ways to improve the interconnection process, NREL conducted a four-part study with support from DOE. The NREL team then compiled the final reports from each study into this report. In Section 1???¢????????PV Deployment Analysis for New York City???¢????????we analyze the technical potential for rooftop PV systems in the city. This analysis evaluates potential PV power production in ten Con Edison networks of various locations and building densities (ranging from high density apartments to lower density single family homes). Next, we compare the potential power production to network loads to determine where and when PV generation is most likely to exceed network load and disrupt network protection schemes. The results of this analysis may assist Con Edison in evaluating future PV interconnection applications and in planning future network protection system upgrades. This analysis may also assist other utilities interconnecting PV systems to networks by defining a method for assessing the technical potential of PV in the network and its impact on network loads.     Ozone in the main air pollutant in Mexico City Metropolitan Area (MCMA). This kind of pollution is induced by the emissions of nitrogen oxides and hydrocarbons. According to Official Statistics National Air Pollution Quality Standard is exceeded over 300 days a year. Volatile hydrocarbons are generated in the cycle of storage transport and distribution of fuel (Gasoline Distribution Cycle). Above 17 millions of liters are handled daily in MCMA. Evaporative emission control is a complex task involving: floating roof tanks and vapor recovery units installation at bulk terminals and implementation of Phase 1 and Phase 2 vapor recovery systems at service stations. Since 1990, IMP has been involved in researching vapor emissions associated to gasoline storage and distribution cycle. Besides, the authors evaluate several technologies for bulk terminals and service stations. In this job, the authors present the results of an evaluation according to Mexican Official Standard of 500 vehicles. The gasoline vapors are trapped during refueling of cars and they are conduced to an equipment that includes an activated charcoal canister in order to adsorb them. Another Activated charcoal canister adsorbs ambient air as a reference. Experimental results showed that refueling hydrocarbon emissions are between 0.4 and 1.2 grams per liter with averages of 0.79 and 0.88 grams per liter according with two different gasoline types. These results were applied to Mexico City Vehicular fleet for the gasoline distribution cycle in order to obtain a total volatile hydrocarbon emission in Mexico City Metropolitan Area.

    The New York City Department of Health and Mental Hygiene (DOHMH), Bureau of Environmental Science and Engineering, Office of Radiological Health (ORH) [as the primary local technical consultant in the event of a radiological or nuclear incident within the boundaries of New York City] requested the assistance of Brookhaven National Laboratory (BNL) with the development of a Feasibility Study for Potassium Iodide (KI) distribution in the unlikely event of a significant release of radioactive iodine in or near New York City. Brookhaven National Laboratory had previously provided support for New York City with the development of the radiological/nuclear portions of its All Hazards Emergency Response Plans. The work is funded by Medical and Health Research Association (MHRA) of New York City, Inc., under a work grant by the Federal Centers for Disease Control (CDC) for Public Health Preparedness and Response for Bioterrorism. This report is part of the result of that effort. The conclusions of this report are that: (1) There is no credible radiological scenario that would prompt the need for large segments of the general population of New York City to take KI as a result of a projected plume exposure to radioiodine reaching even the lowest threshold of 5 rem to the thyroid; and (2) KI should be stockpiled in amounts and locations sufficient for use by first responders/emergency responders in response to any localized release of radioiodine.

  15. New York City Energy-Water Integrated Planning: A Pilot Study

    The New York City Energy-Water Integrated Planning Pilot Study is one of several projects funded by Sandia National Laboratories under the U.S. Department of Energy Energy-Water Nexus Program. These projects are intended to clarify some key issues and research needs identified during the Energy-Water Nexus Roadmapping activities. The objectives of the New York City Pilot Project are twofold: to identify energy-water nexus issues in an established urban area in conjunction with a group of key stakeholders and to define and apply an integrated energy and water decision support tool, as proof-of-concept, to one or more of these issues. During the course of this study, the Brookhaven National Laboratory project team worked very closely with members of a Pilot Project Steering Committee. The Steering Committee members brought a breadth of experience across the energy, water and climate disciplines, and all are well versed in the particular issues faced by an urban environment, and by New York City in particular. The first task was to identify energy-water issues of importance to New York City. This exercise was followed by discussion of the qualities and capabilities that an ideal decision support tool should display to address these issues. The decision was made to start with an existing energy model, the New York City version of the MARKAL model, developed originally at BNL and now used globally by many groups for energy analysis. MARKAL has the virtue of being well-vetted, transparent, and capable of calculating 'material' flows, such as water use by the energy system and energy requirements of water technology. The Steering Committee members defined five scenarios of interest, representing a broad spectrum of New York City energy-water issues. Brookhaven National Laboratory researchers developed a model framework (Water-MARKAL) at the desired level of detail to address the scenarios, and then attempted to gather the New York City-specific information required to analyze the scenarios using Water-MARKAL. This report describes the successes and challenges of defining and demonstrating the decision tool, Water-MARKAL. The issues that the stakeholders perceive for New York City are listed and the difficulties in gathering required information for Water-MARKAL to analyze these issues at the desired level of detail are described.

    The volatile organic compound (VOC) distribution in the Mexico City Metropolitan Area (MCMA) and its evolution as it is uplifted and transported out of the MCMA basin was studied during the 2006 MILAGRO/MIRAGE-Mex field campaign. The results show that in the morning hours in the city center, the VOC distribution is dominated by non-methane hydrocarbons (NMHCs) but with a substantial contribution from oxygenated volatile organic compounds (OVOCs), predominantly from primary emissions. Alkanes account for a large part of the NMHC distribution in terms of mixing ratios. In terms of reactivity, NMHCs also dominate overall, especially in the morning hours. However, in the afternoon, as the boundary layer lifts and air is mixed and aged within the basin, the distribution changes as secondary products are formed. The WRF-Chem (Weather Research and Forecasting with Chemistry) model and MOZART (Model for Ozone and Related chemical Tracers) were able to reproduce the general features of the daytime cycle of the VOC OH reactivity distribution showing that NMHCs dominate the distribution except in the afternoon hours and that the VOC OH reactivity peaks in the early morning due to high morning emissions from the city into a shallow boundary layer. The WRF-Chem and MOZART models showed higher reactivity than the experimental data during the nighttime cycle, perhaps indicating problems with the modeled nighttime boundary layer height. In addition, a plume was studied in which air was advected out of the MCMA and intercepted downwind with the DOE G1 on March 18 and the NCAR C130 one day later on March 19. A number of identical species measured aboard each aircraft gave insight into the chemical evolution of the plume as it aged and was transported as far as 1000 km downwind. Ozone and many OVOCs were photochemically produced in the plume. The WRF-Chem and MOZART models were used to examine the spatial and temporal extent of the March 19 plume and to help interpret the OH reactivity in the downwind plume. The model results generally showed good agreement with experimental results for the total VOC OH reactivity downwind and gave insight into the distributions of VOC chemical classes downwind. A box model with detailed gas phase chemistry (NCAR Master Mechanism), initialized with concentrations observed at one of the ground sites in the MCMA, was used to examine the expected evolution of specific VOCs over a 1-2 day period. The models clearly supported the experimental evidence for NMHC oxidation leading to the formation of OVOCs downwind, which then become the primary fuel for ozone production far away from the MCMA.

The results show that in the morning hours in the city center, the VOC distribution is dominated by non-methane hydrocarbons (NMHCs) but with a substantial contribution from oxygenated volatile organic compounds (OVOCs), predominantly from primary emissions. Alkanes account for a large part of the NMHC distribution in terms of mixing ratios. In terms of reactivity, NMHCs also dominate overall, especially in the morning hours. However, in the afternoon, as the boundary layer lifts and air is mixed and aged within the basin, the distribution changes as secondary products are formed. The WRF-Chem (Weather Research and Forecasting with Chemistry) model and MOZART (Model for Ozone and Related chemical Tracers) were able to reproduce the general features of the daytime cycle of the VOC OH reactivity distribution showing that NMHCs dominate the distribution except in the afternoon hours and that the VOC OH reactivity peaks in the early morning due to high morning emissions from the city into a shallow boundary layer. The WRF-Chem and MOZART models showed higher reactivity than the experimental data during the nighttime cycle, perhaps indicating problems with the modeled nighttime boundary layer height. In addition, a plume was studied in which air was advected out of the MCMA and intercepted downwind with the DOE G1 on 18 March and the NCAR C130 one day later on 19 March. A number of identical species measured aboard each aircraft gave insight into the chemical evolution of the plume as it aged and was transported as far as 1000 km downwind. Ozone and many OVOCs were photochemically produced in the plume. The WRF-Chem and MOZART models were used to examine the spatial and temporal extent of the 19 March plume and to help interpret the OH reactivity in the downwind plume. The model results generally showed good agreement with experimental results for the total VOC OH reactivity downwind and gave insight into the distributions of VOC chemical classes downwind. A box model with detailed gas phase chemistry (NCAR Master Mechanism), initialized with concentrations observed at one of the ground sites in the MCMA, was used to examine the expected evolution of specific VOCs over a 1-2 day period. The models clearly supported the experimental evidence for NMHC oxidation leading to the formation of OVOCs downwind, which then become the primary fuel for ozone production far away from the MCMA.

    Acting as an energy services provider, the New York Power Authority (NYPA) has initiated a long-term project through which 20,000 refrigerators per year will be replaced with the most energy-efficient units possible in apartments managed by the New York City Housing Authority (NYCHA). Using bulk purchasing as an incentive to appliance manufacturers to produce energy-efficient refrigerators suitable for use in apartments, replaced in the first year of the program, which ended in December 1996. These units, kWh per year. Savings were determined by field testing and laboratory testing of 220 existing refrigerators and 56 newly-installed units. In the next program year, a 15.0-cubic-foot Maytag refrigerator, newly-designed in response to bulk purchasing incentives, is being installed. The new unit has a label rating of 437 kWh per year, 31 percent better than 1993 energy standards. Old refrigerators removed from apartments are {open_quotes}demanufactured{close_quotes} in an environmentally-appropriate way and both metals and refrigerants are recovered for reuse.

    This project was one of three collaborating grants funded by DOE/ASP to characterize the fine particulate matter (PM) and secondary PM precursors in the Mexico City Metropolitan Area (MCMA) during the MILAGRO Campaign. The overall effort of MCMA-2006, one of the four components, focused on i) examination of the primary emissions of fine particles and precursor gases leading to photochemical production of atmospheric oxidants and secondary aerosol particles; ii) measurement and analysis of secondary oxidants and secondary fine PM production, with particular emphasis on secondary organic aerosol (SOA), and iii) evaluation of the photochemical and meteorological processes characteristic of the Mexico City Basin. The collaborative teams pursued the goals through three main tasks: i) analyses of fine PM and secondary PM precursor gaseous species data taken during the MCMA-2002/2003 campaigns and preparation of publications; ii) planning of the MILAGRO Campaign and deployment of the instrument around the MCMA; and iii) analysis of MCMA-2006 data and publication preparation.

    The Fresh Kills Landfill, located in Staten Island, New York, serves as the repository of all municipal solid waste from the five boroughs of New York City. Because of the existence of compressible soils under most of the filling areas and the urban environment surrounding the landfill, considerable importance is being placed on the relationship between filling operations and the stability of the landfill. As a result of this concern and to address Order on Consent requirements, a program of geotechnical site characterizations, stability analyses, and design and implementation of a geotechnical instrumentation program was undertaken. Geotechnical instruments have been installed within the refuse fill and foundation soils to monitor both the magnitude and rate of change of pore pressure, lateral and vertical movements, and temperature. This paper presents an overview of the subsurface conditions, the overall instrumentation plan for assessing the landfill stability, a description of the various instruments, the performance of these instruments to date, an overview of the collected measurements, and a description of how these measurements are used to monitor the stability.

    One of the main problems found in air pollution in the Metropolitan Area of Mexico City (MAMC) is the presence of high concentrations of ozone at ground level in the atmosphere. The official Mexican standard for ozone concentration in the air (0.11 ppm, one hour, once every 3 years) has been exceeded more than 300 days per year. Ozone is formed due to the emissions of nitrogen oxides and hydrocarbons originated from either combustion processes or vapors emanating from fuel handling operations. The results of an evaluation of several domestic devices like stoves and water heaters with L.P. gas as fuel are presented. A method for the evaluation of hydrocarbon emission was developed. A prototype of domestic installation was constructed. The prototype includes L.P. gas tank, domestic stove, water heater, piping and instrumentation. Several combinations of stoves and water heaters were evaluated. The sampling and analysis of hydrocarbons were performed using laboratory equipment originally designed for the evaluation of combustion and evaporative emissions in automobiles: a SHED camera (sealed room equipped with an hydrocarbon analyzer) was used to measure leaks in the prototype of domestic installation and a Constant Volume Sampler (CVS) for the measurement of incomplete combustion emissions. Emission factors were developed for each domestic installation.

  12. Automated Price and Demand Response Demonstration for Large Customers in New York City using OpenADR

    Open Automated Demand Response (OpenADR), an XML-based information exchange model, is used to facilitate continuous price-responsive operation and demand response participation for large commercial buildings in New York who are subject to the default day-ahead hourly pricing. We summarize the existing demand response programs in New York and discuss OpenADR communication, prioritization of demand response signals, and control methods. Building energy simulation models are developed and field tests are conducted to evaluate continuous energy management and demand response capabilities of two commercial buildings in New York City. Preliminary results reveal that providing machine-readable prices to commercial buildings can facilitate both demand response participation and continuous energy cost savings. Hence, efforts should be made to develop more sophisticated algorithms for building control systems to minimize customer's utility bill based on price and reliability information from the electricity grid.

  13. A survey of spatially distributed exterior dust lead loadings in New York City

    This work documents ambient lead dust deposition values (lead loading) for the boroughs of New York City in 2003-2004. Currently, no regulatory standards exist for exterior concentrations of lead in settled dust. This is in contrast to the clearance and risk assessment standards that exist for interior residential dust. The reported potential for neurobehavioral toxicity and adverse cognitive development in children due to lead exposure prompts public health concerns about undocumented lead sources. Such sources may include settled dust of outdoor origin. Dust sampling throughout the five boroughs of NYC was done from the top horizontal portion of pedestrian traffic control signals (PTCS) at selected street intersections along main thoroughfares. The data (n=214 samples) show that lead in dust varies within each borough with Brooklyn having the highest median concentration (730{mu}g/ft{sup 2}), followed in descending order by Staten Island (452{mu}g/ft{sup 2}), the Bronx (382{mu}g/ft{sup 2}), Queens (198{mu}g/ft{sup 2}) and finally, Manhattan (175{mu}g/ft{sup 2}). When compared to the HUD/EPA indoor lead in dust standard of 40{mu}g/ft{sup 2}, our data show that this value is exceeded in 86% of the samples taken. An effort was made to determine the source of the lead in the dust atop of the PTCS. The lead in the dust and the yellow signage paint (which contains lead) were compared using isotopic ratio analysis. Results showed that the lead-based paint chip samples from intact signage did not isotopically match the dust wipe samples taken from the same surface. We know that exterior dust containing lead contributes to interior dust lead loading. Therefore, settled leaded dust in the outdoor environment poses a risk for lead exposure to children living in urban areas, namely, areas with elevated childhood blood lead levels and background lead dust levels from a variety of unidentified sources.

  14. A Long Term Field Emissions Study of Natural Gas Fueled Refuse Haulers in New York City

    New York City Department of Sanitation has operated natural gas fueled refuse haulers in a pilot study: a major goal of this study was to compare the emissions from these natural gas vehicles with their diesel counterparts. The vehicles were tandem axle trucks with GVW (gross vehicle weight) rating of 69,897 pounds. The primary use of these was for street collection and transporting the refuse to a landfill. West Virginia University Transportable Heavy Duty Emissions Testing Laboratories have been engaged in monitoring the tailpipe emissions from these trucks for seven-years. In the later years of testing the hydrocarbons were speciated for non-methane and methane components. Six of these vehicles employed the older technology (mechanical mixer) Cummins L-10 lean burn natural gas engines. Five trucks were equipped with electronically controlled Detroit Diesel Series 50 lean burn engines, while another five were powered by Caterpillar stoichiometric burn 3306 natural gas engines, The Ca terpillar engines employed an exhaust oxygen sensor feedback and three way catalysts. Since the refuse haulers had automatic Allison transmissions, and since they were employed in stop-and-go city service, initial emissions measurements were made using the Central Business Cycle (SAE Jl376) for buses at 42,000 pound test weight. Some additional measurements were made using an ad hoc cycle that has been designed to be more representative of the real refuse hauler use that included several compaction cycles. The Cummins powered natural gas vehicles showed oxides of nitrogen and carbon monoxide emission variations typically associated with variable fuel mixer performance. In the first Year of testing, the stoichiometric Caterpillar engines yielded low emission levels, but in later years two of these refuse haulers had high carbon monoxide attributed to failure of the feedback system. For example, carbon monoxide on these two vehicles rose from 1.4 g/mile and 10 g/mile in 1995 to 144.9 g/mile and 57.8 g/mile in 1996. These stoichiometric engines were also less fuel efficient than their lean burn counterparts. The Detroit Diesel Series 50 powered refuse haulers produced high levels of oxides of nitrogen. However, it was found that changing the shifting patterns of the transmission lowered the oxides of nitrogen. All three engine types showed the potential for low emissions operation and the particulate matter reduction advantage offered by natural gas was evident from the results.

The measurement phase of the MILAGRO Campaign was successfully completed in March 2006 with excellent participation from the international scientific community and outstanding cooperation from the Mexican government agencies and institutions. The project reported here was led by the Massachusetts Institute of Technology/Molina Center for Energy and the Environment (MIT/MCE2) team and coordinated with DOE/ASP-funded collaborators at Aerodyne Research Inc., University of Colorado at Boulder and Montana State University. Currently 24 papers documenting the findings from this project have been published. The results from the project have improved significantly our understanding of the meteorological and photochemical processes contributing to the formation of ozone, secondary aerosols and other pollutants. Key findings from the MCMA-2003 include a vastly improved speciated emissions inventory from on-road vehicles: the MCMA motor vehicles produce abundant amounts of primary PM, elemental carbon, particle-bound polycyclic aromatic hydrocarbons, carbon monoxide and a wide range of air toxics; the feasibility of using eddy covariance techniques to measure fluxes of volatile organic compounds in an urban core and a valuable tool for validating local emissions inventory; a much better understanding of the sources and atmospheric loadings of volatile organic compounds; the first spectroscopic detection of glyoxal in the atmosphere; a unique analysis of the high fraction of ambient formaldehyde from primary emission sources; characterization of ozone formation and its sensitivity to VOCs and NOx; a much more extensive knowledge of the composition, size distribution and atmospheric mass loadings of both primary and secondary fine PM, including the fact that the rate of MCMA SOA production greatly exceeded that predicted by current atmospheric models; evaluations of significant errors that can arise from standard air quality monitors for O3 and NO2; and the implementation of an innovative Markov Chain Monte Carlo method for inorganic aerosol modeling as a powerful tool to analyze aerosol data and predict gas phase concentrations where these are unavailable. During the MILAGRO Campaign the collaborative team utilized a combination of central fixed sites and a mobile laboratory deployed throughout the MCMA to representative urban and boundary sites to measure trace gases and fine particles. Analysis of the extensive 2006 data sets has confirmed the key findings from MCMA-2002/2003; additionally MCMA-2006 provided more detailed gas and aerosol chemistry and wider regional scale coverage.   16. The New York Power Authority`s energy-efficient refrigerator program for the New York City Housing Authority -- 1997 savings evaluation

    This document describes the estimation of the annual energy savings achieved from the replacement of 20,000 refrigerators in New York City Housing Authority (NYCHA) public housing with new, highly energy-efficient models in 1997. The US Department of Housing and Urban Development (HUD) pays NYCHA`s electricity bills, and agreed to reimburse NYCHA for the cost of the refrigerator installations. Energy savings over the lifetime of the refrigerators accrue to HUD. Savings were demonstrated by a metering project and are the subject of the analysis reported here. The New York Power Authority (NYPA) identified the refrigerator with the lowest life-cycle cost, including energy consumption over its expected lifetime, through a request for proposals (RFP) issued to manufacturers for a bulk purchase of 20,000 units in 1997. The procurement was won by Maytag with a 15-ft{sup 3} top-freezer automatic-defrost refrigerator rated at 437 kilowatt-hours/year (kWh/yr). NYCHA then contracted with NYPA to purchase, finance, and install the new refrigerators, and demanufacture and recycle materials from the replaced units. The US Department of Energy (DOE) helped develop and plan the project through the ENERGY STAR{reg_sign} Partnerships program conducted by its Pacific Northwest National Laboratory (PNNL). PNNL designed the metering protocol and occupant survey used in 1997, supplied and calibrated the metering equipment, and managed and analyzed the data collected by NYPA. The objective of the 1997 metering study was to achieve a general understanding of savings as a function of refrigerator label ratings, occupant effects, indoor and compartment temperatures, and characteristics (such as size, defrost features, and vintage). The data collected in 1997 was used to construct models of refrigerator energy consumption as a function of key refrigerator and occupant characteristics.

  17. Demonstration of automated price response in large customers in New York City using Auto-DR and OpenADR

    Demand response (DR) – allowing customers to respond to reliability requests and market prices by changing electricity use from their normal consumption pattern – continues to be seen as an attractive means of demand-side management and a fundamental smart-grid improvement that links supply and demand. From October 2011 to December 2013, the Demand Response Research Center at Lawrence Berkeley National Laboratory, the New York State Energy Research and Development Authority, and partners Honeywell and Akuacom, have conducted a demonstration project enabling Automated Demand Response (Auto-DR) in large commercial buildings located in New York City using Open Automated Demand Response (OpenADR) communication protocols. In particular, this project focuses on demonstrating how the OpenADR platform, enabled by Akuacom, can automate and simplify interactions between buildings and various stakeholders in New York State and enable the automation of customers’ price response to yield bill savings under dynamic pricing. In this paper, the cost control opportunities under day-ahead hourly pricing and Auto-DR control strategies are presented for four demonstration buildings; present the breakdown of Auto-DR enablement costs; summarize the field test results and their load impact; and show potential bill savings by enabling automated price response under Consolidated Edison’s Mandatory Hourly Pricing (MHP) tariff. For one of the sites, the potential bill savings at the site’s current retail rate are shown. Facility managers were given granular equipment-level opt-out capability to ensure full control of the sites during the Auto-DR implementation. The expected bill savings ranged from 1.1% to 8.0% of the total MHP bill. The automation and enablement costs ranged from $70 to $725 per kW shed. The results show that OpenADR can facilitate the automation of price response, deliver savings to the customers and opt-out capability of the implementation retains control of the sites by facility managers.

    This summary describes a Supplemental Site Inspection (SSI) conducted by Argonne National Laboratory (ANL) at Air Force Plant 59 (AFP 59) in Johnson City, New York. All required data pertaining to this project were entered by ANL into the Air Force-wide Installation Restoration Program Information System (IRPIMS) computer format and submitted to an appropriate authority. The work was sponsored by the United States Air Force as part of its Installation Restoration Program (IRP). Previous studies had revealed the presence of contaminants at the site and identified several potential contaminant sources. Argonne`s study was conducted to answer questions raised by earlier investigations. This volume consists of appendices F-Q, which contain the analytical data from the site characterization.

    The objectives of this funded project were (a) to further analyze the data collected by our group and collaborators in Mexico City during the MCMA-2003 field campaign, with the goal of further our understanding of aerosol sources and processes; and (b) to deploy several advanced instruments, including the newly developed high-resolution time-of-flight aerosol mass spectrometer (HR-ToF-AMS) and thermal-denuder (TD), during the MILAGRO/MAX-Mex/MCMA-2006 field campaign, and to analyze those data (together with the 2003 data) to provide additional insights on the formation and transformation of aerosols in the Mexico City area. These goals were addressed in collaboration with our project partners, MIT/Molina Center, and Aerodyne Research. Overall this project was very successful, resulting on 22+ journal papers including six highly cited papers and three papers that are the most cited in their respective journals (out of several thousand papers) since the year in which they were published. Multiple discoveries, such as the the underestimation of SOA in urban areas even for short photochemical ages, the demonstration that urban POA is of similar or higher volatility than urban SOA, and the first analysis of organic aerosol elemental composition in real-time have been recently published. Several dozen presentations at major US and international conferences and seminars also acknowledged this grant.

    The use of abrasive blasting techniques in the removal of lead paint from steel bridges is a subject of public health and environmental concerns. This process creates airborne dust that must be appropriately contained to prevent inhalation or ingestion exposure during the removal activity, since some of that dust contains lead and other metals. Lead particles, if not appropriately contained, can also settle in local soils or on and within buildings, and can ultimately be inhaled or ingested. Potential worst case release scenarios for the release of dust and pollutants from paint removal operations were developed as part of the analysis framework for the Environmental Impact Statement for Lead Paint Removal Operations on New York City Department of Transportation Bridges. A multi-step analytical framework was developed for the Environmental Impact Statement (EIS), aimed at characterizing and quantifying a series of worst case scenarios for the release of contaminated material into the environment. The pollutants that the analysis focused on were lead, respirable particulates (PM10), Total Suspended Particulates (TSP) and other metals. Samples of existing paint obtained from various surfaces of representative bridges were analyzed to determine average paint dry film thickness and the concentration of metals in the paint for each of the representative bridges. Samples of expendable abrasives were analyzed to determine the concentration of metals within the abrasives. Six scenarios were developed to encompass the range of potential releases that can occur during blasting operations. Two subcategories of hypothetical release events were developed for each scenario-- reasonable worst case events and maximum worst case events. Air quality dispersion modeling with the Environmental Protection Agency's ISC3ST model was employed with the predicted release rates.

    The U.S. Environmental Protection Agency (EPA), in accordance with the RE-Powering America's Land initiative, selected the TechCity East Campus site in Kingston, New York, for a feasibility study of renewable energy production. The National Renewable Energy Laboratory (NREL) provided technical assistance for this project. The purpose of this study is to assess the site for a possible photovoltaic (PV) system installation and estimate the cost, performance, and site impacts of different PV options. In addition, the report recommends financing options that could assist in the implementation of a PV system at the site.

    The New York Canyon Stimulation Project was to demonstrate the commercial application of Enhanced Geothermal System techniques in Buena Vista Valley area of Pershing County, Nevada. From October 2009 to early 2012, TGP Development Company aggressively implemented Phase I of Pre-Stimulation and Site/Wellbore readiness. This included: geological studies; water studies and analyses and procurement of initial permits for drilling. Oversubscription of water rights and lack of water needed for implementation of EGS were identified and remained primary obstacles. Despite extended efforts to find alternative solutions, the water supply circumstances could not be overcome and led TGP to determine a "œNo Go" decision and initiate project termination in April 2012.

    In 1990, New York State Governor Mario M. Cuomo created an interagency task force under the leadership of Lt. Governor Stan Lundine to investigate the potential of high speed ground transportation (HSGT) systems. Building on information from previous agency activities, including consultant efforts contracted by the New York State Energy Research and Development Authority (NYSERDA), the New York State Thruway Authority (NYSTA), and in-house analyses performed by New York State Department of Transportation (NYSDOT), the task force focused on the corridor between New York City and the Niagara Frontier. In December 1991, NYSERDA issued a contract for a study of high speed ground transportation options for New York State. The study`s objective was to assess potential rights-of-way, ridership, energy and environmental impacts, economic benefits, capital, operating, and maintenance costs, and financial viability of HSGT systems. This study builds upon and supplements previous and on-going HSGT activities conducted by the members of the interagency task force. These activities include: Maglev Technical and Economic Feasibility Study (NYSERDA); Maglev Demonstration Site Investigation (NYSTA); and New York/Massachusetts High Speed Ground Transportation Study (NYSDOT). This study is intended to verify and refine previous information and analyses and provide supplemental information and insights to be used in determining if additional investigation and activities involving HSGT are desirable for New York State. This study evaluates HSGT technologies capable of speeds significantly higher than those achieved with the present rail system. Three HSGT categories are used in this study: incremental rail improvement, very high-speed rail, and Maglev.

    An article of similar title was published in the International Journal of Radioactive Materials Transport in 1999. The study concluded that the daytime and nighttime populations are not substantially different for the metropolitan areas examined. This study revisits the issue, but using the LandScan USA high resolution population distribution data, which includes daytime and night-time population. Segments of Interstate highway beltways, along with the direct route through the city, for Atlanta, St. Louis, and Kansas City are examined with an 800m buffer from either side of the highways. The day/night ratio of population is higher using the LandScan USA data. LandScan USA daytime and night-time data will be incorporated into the TRAGIS routing model in future.

    The objective of this study was to examine the economic feasibility of passive solar energy as applied to a multiple-family dwelling in three upstate New York cities: Buffalo, Rochester, and Syracuse. Specifically, two passive solar applications - a Trombe wall and a direct-gain system - for a nine-unit structure designed by Total Environmental Action, Inc. were analyzed through the use of a solar economic performance code. City-specific data, including climatological information, building construction costs, utility rates, and property taxes were used, as were various economic parameters to reflect economic conditions in general and specifically those of the solar systems' owners.

    This report evaluates the economic feasibility of locating biomass-to-ethanol waste conversion facilities in New York State. Part 1 of the study evaluates 74 potential sites in New York City and identifies two preferred sites on Staten, the Proctor Gamble and the Arthur Kill sites, for further consideration. Part 2 evaluates upstate New York and determines that four regions surrounding the urban centers of Albany, Buffalo, Rochester, and Syracuse provide suitable areas from which to select specific sites for further consideration. A separate Appendix provides supplemental material supporting the evaluations. A conceptual design and economic viability evaluation were developed for a minimum-size facility capable of processing 500 tons per day (tpd) of biomass consisting of wood or paper, or a combination of the two for upstate regions. The facility would use Amoco`s biomass conversion technology and produce 49,000 gallons per day of ethanol and approximately 300 tpd of lignin solid by-product. For New York City, a 1,000-tpd processing facility was also evaluated to examine effects of economies of scale. The reports evaluate the feasibility of building a biomass conversion facility in terms of city and state economic, environmental, and community factors. Given the data obtained to date, including changing costs for feedstock and ethanol, the project is marginally attractive. A facility should be as large as possible and located in a New York State Economic Development Zone to take advantage of economic incentives. The facility should have on-site oxidation capabilities, which will make it more financially viable given the high cost of energy. 26 figs., 121 tabs.

The fluid potential plus an advantageous geothermal gradient and the results of the test well drilled in the city of Auburn in Cayuga County suggest that low temperature geothermal energy may be a viable alternative to other more conventional forms of energy that are not indigenous to New York State.

    In New York State, the default electricity pricing for large customers is Mandatory Hourly Pricing (MHP), which is charged based on zonal day-ahead market price for energy. With MHP, retail customers can adjust their building load to an economically optimal level according to hourly electricity prices. Yet, many customers seek alternative pricing options such as fixed rates through retail access for their electricity supply. Open Automated Demand Response (OpenADR) is an XML (eXtensible Markup Language) based information exchange model that communicates price and reliability information. It allows customers to evaluate hourly prices and provide demand response in an automated fashion to minimize electricity costs. This document shows how OpenADR can support MHP and facilitate price responsive demand for large commercial customers in New York City.

    The New York City midtown dispersion program, MID05, examined atmospheric transport in the deep urban canyons near Rockefeller Center. Little is known about air flow and hazardous gas dispersion under such conditions, since previous urban field experiments have focused on small to medium sized cities with much smaller street canyons and examined response over a much larger area. During August, 2005, a series of six gas tracer tests were conducted and sampling was conducted over a 2 km grid. A critical component of understanding gas movement in these studies is detailed wind and meteorological information in the study zone. To support data interpretation and modeling, several meteorological stations were installed at street level and on roof tops in Manhattan. In addition, meteorological data from airports and other weather instrumentation around New York City were collected. This document describes the meteorological component of the project and provides an outline of data file formats for the different instruments. These data provide enough detail to support highly-resolved computational simulations of gas transport in the study zone.

    The Department of Energy, under the Clean Coal Technology program, proposes to provide cost-shared financial assistance for the construction of a utility-scale circulating fluidized bed technology cogeneration facility by York County Energy Partners, L.P (YCEP). YCEP, a project company of ir Products and Chemicals, Inc., would design, construct and operate a 250 megawatt (gross) coal-fired cogeneration facility on a 38-acre parcel in North Codorus Township, York County, Pennsylvania. The facility would be located adjacent to the P. H. Glatfelter Company paper mill, the proposed steam host. Electricity would be delivered to Metropolitan Edison Company. The facility would demonstrate new technology designed to greatly increase energy efficiency and reduce air pollutant emissions over current generally available commercial technology which utilizes coal fuel. The facility would include a single train circulating fluidized bed boiler, a pollution control train consisting of limestone injection for reducing emissions of sulfur dioxide by greater than 92 percent, selective non-catalytic reduction for reducing emissions of nitrogen oxides, and a fabric filter (baghouse) for reducing emissions of particulates. Section II of this report provides a general description of the facility. Section III describes the site specifics associated with the facility when it was proposed to be located in West Manchester Township. After the Cooperative Agreement was signed, YCEP decided to move the proposed site to North Codorus Township. The reasons for the move and the site specifics of that site are detailed in Section IV. This section of the report also provides detailed descriptions of several key pieces of equipment. The circulating fluidized bed boiler (CFB), its design scale-up and testing is given particular emphasis.

    A MARKAL model was developed for the State of New York. It represents the State`s energy system as a set of typical technologies for generating, converting, and using energy as it evolves over a 45-year period. NYMARKAL was applied here in demonstration analyses to explore strategies to reduce CO2 emissions. NYMARKAL was installed at the State Energy Office and in the Offices of the New York Power Pool. Example scenarios showed that it is more difficult and more expensive to reduce carbon emissions in New York State than in the United States as a whole. Were a common carbon tax instituted, it would have less effect in New York and most carbon emissions reduction would take place elsewhere in the country where it is more cost-effective. Alternatively, were all states required to reduce CO2 emission an equal percentage (say by 20%), the cost per unit emissions reduction to New York would be much greater than in the rest of the country.

    The final report evaluates the economic feasibility of locating biomass-to-ethanol waste conversion facilities in New York State. Part 1 of the study evaluates 74 potential sites in New York City and identifies two preferred sites on Staten Island, the Proctor and Gamble and the Arthur Kill sites for further consideration. Part 2 evaluates upstate New York and determines that four regions surrounding the urban centers of Albany, Buffalo, Rochester, and Syracuse provide suitable areas from which to select specific sites for further consideration. A conceptual design and economic viability evaluation were developed for a minimum-size facility capable of processing 500 tons per day (tpd) of biomass consisting of wood or paper, or a combination of the two for upstate regions. The facility would use Amoco`s biomass conversion technology and produce 49,000 gallons per day of ethanol and approximately 300 tpd of lignin solid by-product. For New York City, a 1,000-tpd processing facility was also evaluated to examine effects of economies of scale. The reports evaluate the feasibility of building a biomass conversion facility in terms of city and state economic, environmental, and community factors. Given the data obtained to date, including changing costs for feedstock and ethanol, the project is marginally attractive. A facility should be as large as possible and located in a New York State Economic Development Zone to take advantage of economic incentives. The facility should have on-site oxidation capabilities, which will make it more financially viable given the high cost of energy. This appendix to the final report provides supplemental material supporting the evaluations.
