    The IPST BDE (Institute of Paper Science and Technology Business Development Executive) program was initiated in 1997 to make the paper industry better aware of the new manufacturing technologies being developed at IPST for the U.S. pulp and paper industry's use. In April 2000, the BDE program management and the 20 BDEs, all retired senior level industry manufacturing and research executives, were asked by Ms. Denise Swink of OIT at DOE to take the added responsibility of bringing DOE developed energy conservation technology to the paper industry. This project was funded by a DOE grant of $950,000.

    One of DOE's key partners is the New York State Energy Research and Development Authority (NYSERDA), which operates a successful combined heat and power (CHP) and clean distributed generation (DG) research, development, and deployment program. NYSERDA supports development and demonstration of CHP systems throughout all end-use sectors. It also collects and analyzes project performance data, conducts market studies, and supports the Northeast Clean Energy Application Center (CEAC). The NYSERDA-DOE partnership evaluates CHP project proposals and shares lessons learned through conferences, workshops, and other activities. This partnership has provided value to New York residents and to energy professionals across the country. NYSERDA projects have led to electric demand reduction, higher fuel efficiency, emissions reduction, lower energy costs, job creation, and increased product sales.

    Since 1998 the U.S. Navy?s Naval Facilities Engineering Command (NAVFAC) has had a policy for incorporating sustainable design principles into new building construction. The policy also states it is the intent of NAVFAC to accomplish this within the given budget constraints and while meeting customer requirements. Programming a building using a first cost approach instead of a life cycle cost approach is one of the biggest challenges for integrating sustainable design into projects at the Navy. Due to this hurdle, an attempt to develop a Navy specific business case was undertaken. Through this process, it was discovered that consistent data were not being collected for all applicable Navy buildings. Therefore, the current business case information being used by the Navy is the conglomeration of existing business case analysis in the literature. Although this business case information is useful, there is still a need for collecting and analyzing the Navy business case. To develop the Navy specific business case, NAVFAC is developing program metrics to capture the status of buildings in the design and construction phase and they have started to collect whole building cost and performance data for 14 buildings (7 sustainably designed and 7 traditionally designed buildings) to capture data on their existing inventory of sustainably design buildings. Performance measurement data are being collected on water, energy, operations and maintenance, waste generation, purchasing, occupant satisfaction, and transportation. The building cost and performance data will be collected for a minimum of 12 months. Both of these data collection and analysis efforts have offered lessons learned that will be shared alongside the current Navy business case information.

    The legal and institutional obstacles to the development of small-scale hydroelectric energy at the state level are discussed. The Federal government also exercises extensive regulatory authority in the area, and the dual regulatory system from the standpoint of the appropriate legal doctrine, the law of pre-emption, application of the law to the case of hydroelectric development, and an inquiry into the practical use of the doctrine by the FERC is examined. The first step the small scale hydroelectric developer must take is that of acquiring title to the real property comprising the development site. The real estate parcel must include the requisite interest in the land adjacent to the watercourse, access to the underlying streambed and where needed, the land necessary for an upstream impoundment area. Land acquisition may be effectuated by purchase, lease, or grant by the state. In addition to these methods, New York permits the use of the eminent domain power of the state for public utilities under certain circumstances.

The project descriptions presented are organized within the five program areas.     Case study on high performance building features of the Twenty River Terrace, Battery Park City building. Breezes off the Hudson River waft through Battery Park City, a planned development of residential and commercial buildings and open space at the tip of lower Manhattan. A riverfront walkway and several connecting public parks sprinkled with public art flank Battery Park City on one side, and New York's busy financial district vibrates on the other. Construction continues on Battery Park's newest building, Twenty River Terrace, the first residential apartment building to embrace sustainable design in a systematic way, and the first to follow the Hugh L. Carey Battery Park City Authority Residential Environmental Guidelines. According to the guidelines, which all future Battery Park City development must follow, they ''establish a process for the creation of environmentally responsible residential buildings that are appreciably ahead of current standards and practices for development.'' As a result of the guidelines, and the architects' commitment to incorporating best practices, this 27-story apartment building operates 35% more efficiently than required by the New York State Energy Code, and generates some of its own electricity from building-integrated photovoltaics, especially in the summer when New York power plants struggle to keep up with air-conditioning demands. The Authority hopes the guidelines will be a good model for other developments, in Manhattan and across the world, for incorporating energy-efficient design and renewable energy. The principles of environmentally sound, people-centered planning and development addressed by Twenty River Terrace continue to be a focus of the redevelopment of lower Manhattan.

Even at the low end of this range, Marcellus alone could supply seven years of total U.S. energy consumption, and it would provide a local resource for New York. One report suggests that savings from lower natural gas costs would result in an average annual savings of $926 per household. (4) Industry growth is leading to lower natural gas and electric power prices, while decreasing reliance on Liquid Natural Gas (LNG) imports and enhancing domestic energy security. This makes development of the resources an even more attractive commitment to New York. In addition, the natural gas business is predominantly regional in scope. Drilling companies would be required to build new pipelines for gas development in New York, therefore State regulators face valuable ancillary benefits of natural gas development such as infrastructure improvements. Catalyst 4: Technology Improvements. Lastly, the moratorium itself does not prevent the use of alternative drilling technologies, such as non-hydraulic fracturing, for shale gas production. Developers are already using new systems in Texas and Canada, as well as in France where hydraulic fracturing is banned country-wide. Commercial viability of these new technologies could ultimately provide an alternative to jumpstart shale drilling in New York if necessary. The potential benefits from development of the Marcellus shale in New York are undeniable, though regulators are still working to balance the need to stimulate the economy with environmental protection and public health. Since closing the public comment period in January, the DEC has signaled that much more work is needed, making no promises to near-term completion. While, neighboring states are feeling the economic benefits of drilling, the political environment and the recession continues adding pressure to the process in New York state.

    The New York Canyon Stimulation Project was to demonstrate the commercial application of Enhanced Geothermal System techniques in Buena Vista Valley area of Pershing County, Nevada. From October 2009 to early 2012, TGP Development Company aggressively implemented Phase I of Pre-Stimulation and Site/Wellbore readiness. This included: geological studies; water studies and analyses and procurement of initial permits for drilling. Oversubscription of water rights and lack of water needed for implementation of EGS were identified and remained primary obstacles. Despite extended efforts to find alternative solutions, the water supply circumstances could not be overcome and led TGP to determine a "œNo Go" decision and initiate project termination in April 2012.

    The mission of the US Department of Energy's Federal Energy Management Program (FEMP) is to reduce the cost of Government by advancing energy efficiency, water conservation, and the use of solar and other renewable technologies. This is accomplished by creating partnerships, leveraging resources, transferring technology, and providing training and technical guidance and assistance to agencies. Each of these activities is directly related to achieving requirements set forth in the Energy Policy Act of 1992 and the goals that have been established in Executive Order 13123 (June 1999), but also those that are inherent in sound management of Federal financial and personnel resources. The Pacific Northwest National Laboratory (PNNL) supports the FEMP mission in all activity areas. This responsibility includes working with various Federal energy managers to identify, monitor, and evaluate the performance of new energy efficiency technologies suitable for installation at Federal sites. This report provides the results of a Energy Saving Performance Contracting (ESPC) Business Strategy Development project that PNNL conducted for FEMP. The project provides information regarding the development of Federal market scenarios for FEMP Super-ESPC delivery orders. Two market scenarios were developed. The initial scenario resulted in an estimated delivery order target that was much lower than initially estimated in the spring of 1998. The second scenario yielded a lower estimated number of delivery orders. The main difference between these two scenarios was an estimated increase in utility financed projects in the Federal sector.

    The use of abrasive blasting techniques in the removal of lead paint from steel bridges is a subject of public health and environmental concerns. This process creates airborne dust that must be appropriately contained to prevent inhalation or ingestion exposure during the removal activity, since some of that dust contains lead and other metals. Lead particles, if not appropriately contained, can also settle in local soils or on and within buildings, and can ultimately be inhaled or ingested. Potential worst case release scenarios for the release of dust and pollutants from paint removal operations were developed as part of the analysis framework for the Environmental Impact Statement for Lead Paint Removal Operations on New York City Department of Transportation Bridges. A multi-step analytical framework was developed for the Environmental Impact Statement (EIS), aimed at characterizing and quantifying a series of worst case scenarios for the release of contaminated material into the environment. The pollutants that the analysis focused on were lead, respirable particulates (PM10), Total Suspended Particulates (TSP) and other metals. Samples of existing paint obtained from various surfaces of representative bridges were analyzed to determine average paint dry film thickness and the concentration of metals in the paint for each of the representative bridges. Samples of expendable abrasives were analyzed to determine the concentration of metals within the abrasives. Six scenarios were developed to encompass the range of potential releases that can occur during blasting operations. Two subcategories of hypothetical release events were developed for each scenario-- reasonable worst case events and maximum worst case events. Air quality dispersion modeling with the Environmental Protection Agency's ISC3ST model was employed with the predicted release rates.

    The objective of this project is to develop a modeling system to allow operators and regulators to plan all aspects of water management activities associated with shale gas development in the target project area of New York, Pennsylvania, and West Virginia (target area ), including water supply, transport, storage, use, recycling, and disposal and which can be used for planning, managing, forecasting, permit tracking, and compliance monitoring. The proposed project is a breakthrough approach to represent the entire shale gas water lifecycle in one comprehensive system with the capability to analyze impacts and options for operational efficiency and regulatory tracking and compliance, and to plan for future water use and disposition. It will address all of the major water-related issues of concern associated with shale gas development in the target area, including water withdrawal, transport, storage, use, treatment, recycling, and disposal. It will analyze the costs, water use, and wastes associated with the available options, and incorporate constraints presented by permit requirements, agreements, local and state regulations, equipment and material availability, etc. By using the system to examine the water lifecycle from withdrawals through disposal, users will be able to perform scenario analysis to answer "what if" questions for various situations. The system will include regulatory requirements of the appropriate state and regional agencies and facilitate reporting and permit applications and tracking. These features will allow operators to plan for more cost effective resource production. Regulators will be able to analyze impacts of development over an entire area. Regulators can then make informed decisions about the protections and practices that should be required as development proceeds. This modeling system will have myriad benefits for industry, government, and the public. For industry, it will allow planning all water management operations for a

    A MARKAL model was developed for the State of New York. It represents the State`s energy system as a set of typical technologies for generating, converting, and using energy as it evolves over a 45-year period. NYMARKAL was applied here in demonstration analyses to explore strategies to reduce CO2 emissions. NYMARKAL was installed at the State Energy Office and in the Offices of the New York Power Pool. Example scenarios showed that it is more difficult and more expensive to reduce carbon emissions in New York State than in the United States as a whole. Were a common carbon tax instituted, it would have less effect in New York and most carbon emissions reduction would take place elsewhere in the country where it is more cost-effective. Alternatively, were all states required to reduce CO2 emission an equal percentage (say by 20%), the cost per unit emissions reduction to New York would be much greater than in the rest of the country.

    The Department of Energy awarded the South Middlesex Opportunity Council (SMOC) a planning grant to enable SMOC and a consortium of community based organizations known as the Community Energy Partnership (CEP) to explore their future business opportunities and expand their energy activities. The original members of CEP had preexisting federal and state Weatherization Assistance Program grants and had joined together in July, 1985 to provide energy audits and related arranging services for residential consumers as contractors to three eastern Massachusetts utilities under the aegis of the Residential Conservation Service (RCS). SMOC and the other community-based organization which comprised CEP formulated four goals which guided their planning activities under the DOE grant: (1) to expand the scope of the existing energy program activities carried on by member agencies; (2) to add more community based organizations to their membership, eventually achieving a statewide service capability; (3) to diversify their funding base; and (4) to provide a wider variety of energy conservation services to low and moderate income households.

    Since January 1997, the US/China Energy and Environmental Technology Center (EETC) in Beijing has been jointly operated by Tulane University and Tsinghua University. EETC is established to encourage the adoption of technologies for energy production with improved environmental performance which are essential for supporting economic growth and managing the Global Warming and Climate Change issues. International cooperation is critical to insure the environmental and energy security on a global basis. For example, the US has acquired a great deal of useful experience in clean coal technology which has been demonstrated with major utilities in commercial operations. The adaption of, and the installation of, clean coal technology should be given high priority. Worldwide, the continuous exchange of information and technology between developed and developing nations relating to the current and future clean coal technologies is of great importance. Developed nations which possess environmental responsive technologies and financial resources should work closely with developing nations to facilitate technology transfer and trade of technologies. International cooperation will lower the cost of deploying clean coal technologies directed toward the clean production of energy. This paper presents the updated activities of EETC on facilitating technology transfer and promoting the clean use of coal to satisfy growing energy demand in China.

    The New York legislature passed the Green Jobs-Green New York (GJGNY) Act in 2009. Administered by the New York State Energy Research and Development Authority (NYSERDA), GJGNY programs provide New Yorkers with access to free or low-cost energy assessments,1 energy upgrade services,2 low-cost financing, and training for various 'green-collar' careers. Launched in November 2010, GJGNY's residential initiative is notable for its use of novel underwriting criteria to expand access to energy efficiency financing for households seeking to participate in New York's Home Performance with Energy Star (HPwES) program.3 The GJGNY financing program is a valuable test of whether alternatives to credit scores can be used to responsibly expand credit opportunities for households that do not qualify for traditional lending products and, in doing so, enable more households to make energy efficiency upgrades.

Brookhaven National Laboratory had previously provided support for New York City with the development of the radiological/nuclear portions of its All Hazards Emergency Response Plans. The work is funded by Medical and Health Research Association (MHRA) of New York City, Inc., under a work grant by the Federal Centers for Disease Control (CDC) for Public Health Preparedness and Response for Bioterrorism. This report is part of the result of that effort. The conclusions of this report are that: (1) There is no credible radiological scenario that would prompt the need for large segments of the general population of New York City to take KI as a result of a projected plume exposure to radioiodine reaching even the lowest threshold of 5 rem to the thyroid; and (2) KI should be stockpiled in amounts and locations sufficient for use by first responders/emergency responders in response to any localized release of radioiodine.

    This paper describes research efforts of The Global Livestock Producers Program (GLPP) in establishing self-sustaining enterprises for cost-effective technologies (i.e., animal nutrition and genetic improvement) and global methane emissions reductions in developing world nations. The US Environmental Protection Agency has funded several studies to examine the possibilities of reducing ruminant methane emissions in India, Tanzania, Bangladesh, and Brazil. The results of the studies showed that: (1) many developing countries` production systems are inefficient, and (2) great potential exists for decreasing global methane emissions through increasing animal productivity. From this effort, the GLPP established livestock development projects in India, Zimbabwe, and Tanzania, and is developing projects for Bangladesh, Nepal, and Brazil. The GLPP has developed a proven methodology for assessing ruminant methane and incorporating methane emissions monitoring into viable projects.

    In 1990, New York State Governor Mario M. Cuomo created an interagency task force under the leadership of Lt. Governor Stan Lundine to investigate the potential of high speed ground transportation (HSGT) systems. Building on information from previous agency activities, including consultant efforts contracted by the New York State Energy Research and Development Authority (NYSERDA), the New York State Thruway Authority (NYSTA), and in-house analyses performed by New York State Department of Transportation (NYSDOT), the task force focused on the corridor between New York City and the Niagara Frontier. In December 1991, NYSERDA issued a contract for a study of high speed ground transportation options for New York State. The study`s objective was to assess potential rights-of-way, ridership, energy and environmental impacts, economic benefits, capital, operating, and maintenance costs, and financial viability of HSGT systems. This study builds upon and supplements previous and on-going HSGT activities conducted by the members of the interagency task force. These activities include: Maglev Technical and Economic Feasibility Study (NYSERDA); Maglev Demonstration Site Investigation (NYSTA); and New York/Massachusetts High Speed Ground Transportation Study (NYSDOT). This study is intended to verify and refine previous information and analyses and provide supplemental information and insights to be used in determining if additional investigation and activities involving HSGT are desirable for New York State. This study evaluates HSGT technologies capable of speeds significantly higher than those achieved with the present rail system. Three HSGT categories are used in this study: incremental rail improvement, very high-speed rail, and Maglev.

    The U.S. Department of Energy (DOE) has teamed with cities across the country through the Solar America Cities (SAC) partnership program to help reduce barriers and accelerate implementation of solar energy. The New York City SAC team is a partnership between the City University of New York (CUNY), the New York City Mayor s Office of Long-term Planning and Sustainability, and the New York City Economic Development Corporation (NYCEDC).The New York City SAC team is working with DOE s National Renewable Energy Laboratory (NREL) and Con Edison, the local utility, to develop a roadmap for photovoltaic (PV) installations in the five boroughs. The city set a goal to increase its installed PV capacity from1.1 MW in 2005 to 8.1 MW by 2015 (the maximum allowed in 2005). A key barrier to reaching this goal, however, is the complexity of the interconnection process with the local utility. Unique challenges are associated with connecting distributed PV systems to secondary network distribution systems (simplified to ???¢????????networks???¢??????? in this report). Although most areas of the country use simpler radial distribution systems to distribute electricity, larger metropolitan areas like New York City typically use networks to increase reliability in large load centers. Unlike the radial distribution system, where each customer receives power through a single line, a network uses a grid of interconnected lines to deliver power to each customer through several parallel circuits and sources. This redundancy improves reliability, but it also requires more complicated coordination and protection schemes that can be disrupted by energy exported from distributed PV systems. Currently, Con Edison studies each potential PV system in New York City to evaluate the system s impact on the network, but this is time consuming for utility engineers and may delay the customer s project or add cost for larger installations.     GET Fit was first conceived in January 2010 when the United Nations Secretary General's Advisory Group on Energy and Climate Change (AGECC) invited Deutsche Bank Climate Change Advisors (DBCCA) to present new concepts to drive renewable energy investment in developing regions. DBCCA responded with the Global Energy Transfer Feed-in Tariffs Program (GET FiT), a proposal to support both renewable energy scale up and energy access through the creation of new international public-private partnerships. The concept was inspired by the theory that feed-in tariffs could serve as an effective policy structure for both public and private investment and knowledge transfer from the developed world. The original GET FiT concept was designed with input from over 160 individuals from the renewable energy, financial and international development communities. The original GET FiT report was issued in April 2010. This report reflects continued engagement of stakeholders around the world. GET FiT plus is an effort to capture the key outcomes of the GET FiT consultation process and use them to catalyze ongoing dialogue and debate about the future of international support for renewable energy in developing regions. These outcomes have been translated into key research priorities. These priorities, as well as some short issue briefs are part of this report.

    In 1969, the U. S. Department of Transportation began collecting detailed data on personal travel to address various transportation planning issues. These issues range from assessing transportation investment programs to developing new technologies to alleviate congestion. This 1969 survey was the birth of the Nationwide Personal Transportation Survey (NPTS). The survey was conducted again in 1977, 1983, 1990 and 1995. Longer-distance travel was collected in 1977 and 1995. In 2001, the survey was renamed to the National Household Travel Survey (NHTS) and collected both daily and longer-distance trips in one survey. In addition to the number of sample households that the national NPTS/NHTS survey allotted to New York State (NYS), the state procured an additional sample of households in both the 1995 and 2001 surveys. In the 1995 survey, NYS procured an addition sample of more than 9,000 households, increasing the final NY NPTS sample size to a total of 11,004 households. Again in 2001, NYS procured 12,000 additional sample households, increasing the final New York NHTS sample size to a total of 13,423 households with usable data. These additional sample households allowed NYS to address transportation planning issues pertinent to geographic areas significantly smaller than for what the national NPTS and NHTS data are intended. Specifically, these larger sample sizes enable detailed analysis of twelve individual Metropolitan Planning Organizations (MPOs). Furthermore, they allowed NYS to address trends in travel behavior over time. In this report, travel data for the entire NYS were compared to those of the rest of the country with respect to personal travel behavior and key travel determinants. The influence of New York City (NYC) data on the comparisons of the state of New York to the rest of the country was also examined. This case study describes the deep energy retrofit of three test homes in the Syracuse, New York area and represent these enclosure strategies: rigid foam insulation; spray foam insulation, and a control house that follows Home Performance with ENERGY STAR (HPwES) guidelines.

It represents the state's energy system as a set of typical technologies for generating, converting, and using energy as it evolves over a 45-year period. NYMARKAL was applied here in demonstration analyses to explore strategies to reduce CO{sub 2} emissions. NYMARKAL was installed at the State Energy Office and in the Offices of the New York Power Pool. Staff members from both organizations and other state agencies were trained in its use. Example scenarios showed that it is more difficult and more expensive to reduce carbon emissions in New York State than in the United States as a whole. Were a common carbon tax instituted, it would have less effect in New York and most carbon emissions reduction would take place elsewhere in the country where it is more cost-effective. Alternatively, were all states required to reduce CO{sub 2} emission an equal percentage (say by 20%), the cost per unit emissions reduction to New York would be much greater than in the rest of the country.

    This document contains a business plan for the National Security Technology Incubator (NSTI), developed as part of the National Security Preparedness Project (NSPP) and performed under a Department of Energy (DOE)/National Nuclear Security Administration (NNSA) grant. This business plan describes key features of the NSTI, including the vision and mission, organizational structure and staffing, services, evaluation criteria, marketing strategies, client processes, a budget, incubator evaluation criteria, and a development schedule. The purpose of the NSPP is to promote national security technologies through business incubation, technology demonstration and validation, and workforce development. The NSTI will focus on serving businesses with national security technology applications by nurturing them through critical stages of early development. The vision of the NSTI is to be a successful incubator of technologies and private enterprise that assist the NNSA in meeting new challenges in national safety, security, and protection of the homeland. The NSTI is operated and managed by the Arrowhead Center, responsible for leading the economic development mission of New Mexico State University (NMSU). The Arrowhead Center will recruit business with applications for national security technologies recruited for the NSTI program. The Arrowhead Center and its strategic partners will provide business incubation services, including hands-on mentoring in general business matters, marketing, proposal writing, management, accounting, and finance. Additionally, networking opportunities and technology development assistance will be provided.

    This report assesses the market potential and identifies a number of potential paths for developing the small nuclear reactor business. There are several potential opportunities identified and evaluated. Selecting a specific approach for the business development requires additional information related to a specific market and sources of capital to support the investment. If and how a market for small nuclear plants may develop is difficult to predict because of the complexity of the economic and institutional factors that will influence such development. Key factors are; economics, safety, proliferation resistance and investment risk. The economic and political interest of any of the identified markets is also dependent on successful demonstration of the safety and reliability of small nuclear reactor. Obtaining a US-NRC Standard Design approval would be an important development step toward establishing a market for small reactors. (authors)

    The US Department of Energy is developing an estimate of the undeveloped hydropower potential in the United States. The Hydropower Evaluation Software (HES) is a computer model that was developed by the Idaho National Engineering and Environmental Laboratory for this purpose. HES measures the undeveloped hydropower resources available in the United States, using uniform criteria for measurement. The software was developed and tested using hydropower information and data provided by the Southwestern Power Administration. It is a menu-driven program that allows the personal computer user to assign environmental attributes to potential hydropower sites, calculate development suitability factors for each site based on the environmental attributes present, and generate reports based on these suitability factors. This report describes the resource assessment results for the State of New York.

    The New York City Energy-Water Integrated Planning Pilot Study is one of several projects funded by Sandia National Laboratories under the U.S. Department of Energy Energy-Water Nexus Program. These projects are intended to clarify some key issues and research needs identified during the Energy-Water Nexus Roadmapping activities. The objectives of the New York City Pilot Project are twofold: to identify energy-water nexus issues in an established urban area in conjunction with a group of key stakeholders and to define and apply an integrated energy and water decision support tool, as proof-of-concept, to one or more of these issues. During the course of this study, the Brookhaven National Laboratory project team worked very closely with members of a Pilot Project Steering Committee. The Steering Committee members brought a breadth of experience across the energy, water and climate disciplines, and all are well versed in the particular issues faced by an urban environment, and by New York City in particular. The first task was to identify energy-water issues of importance to New York City. This exercise was followed by discussion of the qualities and capabilities that an ideal decision support tool should display to address these issues. The decision was made to start with an existing energy model, the New York City version of the MARKAL model, developed originally at BNL and now used globally by many groups for energy analysis. MARKAL has the virtue of being well-vetted, transparent, and capable of calculating 'material' flows, such as water use by the energy system and energy requirements of water technology. The Steering Committee members defined five scenarios of interest, representing a broad spectrum of New York City energy-water issues. Brookhaven National Laboratory researchers developed a model framework (Water-MARKAL) at the desired level of detail to address the scenarios, and then attempted to gather the New York City-specific information required to

    The state of New York asked the U.S. Department of Energy to evaluate the cost-effectiveness of the requirement for Heat Recovery for Service Water Heating that exists in the 2003 International Energy Conservation Code to determine whether this requirement should be adopted into the New York State Energy Code. A typical hotel application that would trigger this requirement was examined using whole building simulation software to generate baseline annual chiller and service hot water loads, and a spreadsheet was used to examine the energy savings potential for heat recovery using hourly load files from the simulation. An example application meeting the code requirement was developed, and the energy savings, energy cost savings, and first costs for the heat recovery installation were developed. The calculated payback for this application was 6.3 years using 2002 New York state average energy costs. This payback met the minimum requirements for cost effectiveness established for the state of New York for updating the commercial energy conservation code.
