It also collects and analyzes project performance data, conducts market studies, and supports the Northeast Clean Energy Application Center (CEAC).     Sediment from the New York Harbor must be periodically dredged in order to maintain adequate water depths for navigation. In the past, disposal of the sediment in the ocean was routine. Recently, the sediment was found to contain organics and heavy metals which may prevent direct ocean disposal. Methods are currently being evaluated for decontamination and disposal of the sediment. Vitrification is a technology being investigated. As part of this effort the appropriate glass formulations for stabilization of the sediment were developed. Crucible melting tests were used to identify and `optimized` glass composition for stabilization of the harbor sediment. Criteria to assess the suitability of the glass compositions included: waste loading, homogeneity, raw material cost and melt viscosity.

    In 1981, there were 646 wells completed in New York. This figure is partly estimated. In existing fields, 107 oil and 450 gas wells were completed. The results of exploratory drilling included 12 new gas field discoveries, 4 new gas pool discoveries, 3 deeper pool discoveries, 1 shallower pool discovery, and 36 extensions to existing gas fields. Two Medina Sandstone discoveries were made in Allegany County, Nine Devonian black shale wells were completed in western New York. An Onondaga reef discovery was made in Cattaraugus County. Three Trenton Limestone discoveries were made in central New York. Arco completed a dry hole in eastern New York near the Eastern Overthrust area. A significant oil discovery from the Bass islands zone below the Onondaga Limestone was made in eastern Chautauqua County. Thirty-five extensions to Medina Sandstone gas fields were completed in 1981. There was also 1 extension to the Houghton, Marcellus black shale gas field. In all, 8 Devonian black shale discoveries, 8 Silurian Medina Sandstone discoveries, and 3 Ordovician Trenton Limestone discoveries were made in New York during 1981. Oil production in 1981 was 848,969 bbl and gas production amounted to 19,000 mmcf. The price for New York stripper crude was $38.00/bbl on January 1, 1981, and ended the year at $35.00/bbl. Wellhead gas prices ranged up to $3.18/mcf. Drilling for Medina Sandstone gas production and Devonian black shale gas production will continue. However, it is expected that overall drilling will decline due to a softening in crude oil prices and an oversupply of gas. Federal government approval of leasing and drilling for gas in Lake Erie has still not been forthcoming.

    Since 1998 the U.S. Navy?s Naval Facilities Engineering Command (NAVFAC) has had a policy for incorporating sustainable design principles into new building construction. The policy also states it is the intent of NAVFAC to accomplish this within the given budget constraints and while meeting customer requirements. Programming a building using a first cost approach instead of a life cycle cost approach is one of the biggest challenges for integrating sustainable design into projects at the Navy. Due to this hurdle, an attempt to develop a Navy specific business case was undertaken. Through this process, it was discovered that consistent data were not being collected for all applicable Navy buildings. Therefore, the current business case information being used by the Navy is the conglomeration of existing business case analysis in the literature. Although this business case information is useful, there is still a need for collecting and analyzing the Navy business case. To develop the Navy specific business case, NAVFAC is developing program metrics to capture the status of buildings in the design and construction phase and they have started to collect whole building cost and performance data for 14 buildings (7 sustainably designed and 7 traditionally designed buildings) to capture data on their existing inventory of sustainably design buildings. Performance measurement data are being collected on water, energy, operations and maintenance, waste generation, purchasing, occupant satisfaction, and transportation. The building cost and performance data will be collected for a minimum of 12 months. Both of these data collection and analysis efforts have offered lessons learned that will be shared alongside the current Navy business case information.

    CONSERVE, Inc., a private, not-for-profit organization, was launched in 1986 to provide energy conservation and weatherization services to low-income neighborhoods throughout New York City. Founded by three non-profit community development groups - Northern Manhattan Improvement Corporation, Operation Open City and the Coalition Management Training Company - CONSERVE, Inc., couples NYS Weatherization Assistance Program funds with privately leveraged dollars to achieve more thorough workscopes and higher energy savings in multi-family buildings housing low-income tenants. CONSERVE's services include: energy audit and workscope preparation, financial analysis and packaging and construction management. During its first year of operation, CONSERVE's primary goal was to test the feasibility of coordinating the services described above by making them available to owners of multi-family buildings and potential lenders. First-year findings proved conclusively CONSERVE's viability as an energy conservation resource for owners and tenants of low-income, multi-family buildings in New York City. Based on its accomplishments as well as its potential, the organization has received full funding for the 1987-88 fiscal year from the NYS Energy Office and the NYS Weatherization Assistance Program. This report documents the organization's activities over the last year.

    Although depleted reservoirs remain the dominant structures used for storage fulfilling the demand for base load gas supply during the heating season, the current general surge in storage projects, nationwide, takes advantage of opportunities in Order 636, and makes greater use of salt caverns for gas storage. This reflects the increasing need by gas users, local distribution companies in particular, to quickly cycle a storage facility`s gas supply for services such as peak shaving, emergency supply, and system balancing to meet hourly swings. Occurrence of thick deposits of bedded salt deposits provides New York the capability to develop high deliverability salt cavern storage facilities. Furthermore, New York is uniquely positioned at the gateway to major northeastern markets to provide peak load storage services of natural gas supply. The thickest units of bedded salt in New York occur in the {open_quotes}F{close_quotes} horizon of the Upper Silurian Syracuse Formation. Three bedded salt cavern storage facilities have been recently proposed in New York. Two of these projects is much larger (with 5 Bcfg ultimate capacity), is under construction, and will provide valuable storage service to the Ellisburg-Leidy market center hub in Pennsylvania. Identification of possible sites for future salt cavern storage projects has been achieved chiefly by defining areas of thick beds of salt at sufficient depths close to gas transmission lines, with access to a freshwater supply for leaching, and possessing an acceptable method of brine disposal.

    In order to evaluate the potential of the Devonian Shales as a source of natural gas, DOE/METC in Morgantown, West Virginia, has undertaken the Eastern Gas Shale Program (EGSP); not only to characterize and identify the resource, but also to enhance and improve the productivity of wells completed in the shale. One of the methods used to achieve improved productivity is hydraulic fracturing and, more specifically, foam fracturing. The efforts by DOE/METC included completion and stimulation of five New York State Energy Research and Development Authority (NYSERDA) wells; located in western Allegany County and southwestern Cattaraugus County, New York. The five wells were drilled on high shcool and college properties during the months of June and July 1981. DOE/METC's contribution to the program funded the stimulation and completion of the wells. This work was done under the engineering and field supervision of Gruy Federal, Inc. as contractor to DOE. The completion work took place in the months of July and August 1981. This consisted of running a cement bond log in each well. All logs showed good bonding. This was followed by perforating the Marcellus Shale through the 4-1/2-inch casing. During the next phase, the formation was broken down with 1500 gallons of regular HF acid and, then, foam fractured using 50,000 gallons of foam consisting of water and nitrogen; the fractures were propped with 60,000 pounds of sand. After the cleanout operations, open flow potentials and rock pressures were measured in each well. None of the wells had a gas show before fracturing but, after fracturing, open flow ranged from a low of 19 Mcf/D to a high of 73 Mcf/D. 1 reference, 6 figures, 1 table.

    The Appalachian Basin contains vast volumes of shale gas, and a significant potion of this is contained in three shales in south-central New York - the Rhinestreet, the Geneseo and the Marcellus. The economics of shale-gas exploration in New York are not very attractive to the large oil and gas companies, which seek a rapid return on their investments. The situation may be quite different for organizations which are more concerned with security of supply and stability of cost; these may include manufacturing companies, colleges, hospitals, state institutions and industrial or agricultural cooperatives. For these, production of even a modest 50 Mcf/day/well, declining slowly over many years, would be appealing if it could be guaranteed. To date three wells have been artificially fractured in the Marcellus shale of New York, and all three appear to be producers. This is only a small sample, and one of the wells is known to have encountered natural fractures. However, it does raise the possbility that (while nothing in exploration can be truly guaranteed) the chances of extracting at least some gas from the Marcellus - using modern fracturing techniques - are good. The chances are improved if geological techniques can identify zones of a suitable degree of natural fracturing in the shale. These techniques are aided by detailed structure maps of the shale units; such a map has been prepared for the Geneseo shale, as part of this project. The present conclusion is that the most likely source of shale gas in south-central New York is the Marcellus formation. Shale-gas wells should be drilled with air. The dry open hole should be logged with gamma-ray, density, temperature and noise logs. The shale should be artificially fractured using a nitrogen stimulation technique. Recommendations are given for each of these steps in the text.

    The Sacandaga site, located on Sacandaga Road, Glenville, New York, was operated by the General Electric Company for the Atomic Energy Commission (AEC) between 1947 and 1951. Originally used for the study and development of radar during World War II, the facilities housed later operations involving physics studies and sodium technology development in support of breeder reactor design and other AEC programs. Though not in use since the original equipment was dismantled and removed in the early 1950s, portions of the 51-acre site are known to contain buried rubble from demolished structures used in former operations. At the request of the Office of Naval Reactors through the Office of Remedial Action and Waste Technology, a characterization of current radiological conditions over the site was performed between August and October 1989. The survey included the measurement of direct radiation levels (gamma, alpha, and beta-gamma) over all surfaces both inside and outside the building and tunnel, radionuclide analysis of systematic, biased, and auger hole soil samples, and analysis of sediments from underground structures. Gamma logging of auger holes was conducted and removable contamination levels inside the tunnel were determined. Samples of soil and structural materials from within and around an excavated concrete bunker were analyzed to determine concentrations of radionuclides and nonradioactive elemental beryllium.

Construction continues on Battery Park's newest building, Twenty River Terrace, the first residential apartment building to embrace sustainable design in a systematic way, and the first to follow the Hugh L. Carey Battery Park City Authority Residential Environmental Guidelines. According to the guidelines, which all future Battery Park City development must follow, they ''establish a process for the creation of environmentally responsible residential buildings that are appreciably ahead of current standards and practices for development.'' As a result of the guidelines, and the architects' commitment to incorporating best practices, this 27-story apartment building operates 35% more efficiently than required by the New York State Energy Code, and generates some of its own electricity from building-integrated photovoltaics, especially in the summer when New York power plants struggle to keep up with air-conditioning demands. The Authority hopes the guidelines will be a good model for other developments, in Manhattan and across the world, for incorporating energy-efficient design and renewable energy. The principles of environmentally sound, people-centered planning and development addressed by Twenty River Terrace continue to be a focus of the redevelopment of lower Manhattan.

Each of these activities is directly related to achieving requirements set forth in the Energy Policy Act of 1992 and the goals that have been established in Executive Order 13123 (June 1999), but also those that are inherent in sound management of Federal financial and personnel resources. The Pacific Northwest National Laboratory (PNNL) supports the FEMP mission in all activity areas. This responsibility includes working with various Federal energy managers to identify, monitor, and evaluate the performance of new energy efficiency technologies suitable for installation at Federal sites. This report provides the results of a Energy Saving Performance Contracting (ESPC) Business Strategy Development project that PNNL conducted for FEMP. The project provides information regarding the development of Federal market scenarios for FEMP Super-ESPC delivery orders. Two market scenarios were developed. The initial scenario resulted in an estimated delivery order target that was much lower than initially estimated in the spring of 1998. The second scenario yielded a lower estimated number of delivery orders. The main difference between these two scenarios was an estimated increase in utility financed projects in the Federal sector.

    The objective of this project is to develop a modeling system to allow operators and regulators to plan all aspects of water management activities associated with shale gas development in the target project area of New York, Pennsylvania, and West Virginia (‚??target area‚?Ě), including water supply, transport, storage, use, recycling, and disposal and which can be used for planning, managing, forecasting, permit tracking, and compliance monitoring. The proposed project is a breakthrough approach to represent the entire shale gas water lifecycle in one comprehensive system with the capability to analyze impacts and options for operational efficiency and regulatory tracking and compliance, and to plan for future water use and disposition. It will address all of the major water-related issues of concern associated with shale gas development in the target area, including water withdrawal, transport, storage, use, treatment, recycling, and disposal. It will analyze the costs, water use, and wastes associated with the available options, and incorporate constraints presented by permit requirements, agreements, local and state regulations, equipment and material availability, etc. By using the system to examine the water lifecycle from withdrawals through disposal, users will be able to perform scenario analysis to answer "what if" questions for various situations. The system will include regulatory requirements of the appropriate state and regional agencies and facilitate reporting and permit applications and tracking. These features will allow operators to plan for more cost effective resource production. Regulators will be able to analyze impacts of development over an entire area. Regulators can then make informed decisions about the protections and practices that should be required as development proceeds. This modeling system will have myriad benefits for industry, government, and the public. For industry, it will allow planning all water management operations for a project or an area as one entity to optimize water use and minimize costs subject to regulatory and other constraints. It will facilitate analysis of options and tradeoffs, and will also simplify permitting and reporting to regulatory agencies. The system will help regulators study cumulative impacts of development, conserve water resources, and manage disposal options across a region. It will also allow them to track permits and monitor compliance. The public will benefit from water conservation, improved environmental performance as better system wide decisions are made, and greater supply of natural gas, with attendant lower prices, as costs are reduced and development is assisted through better planning and scheduling. Altogether, better economics and fewer barriers will facilitate recovery of the more than 300 trillion cubic feet of estimated recoverable natural gas resource in the Marcellus Shale in a manner that protects the environment.

    This report discusses energy use by office equipment in New York State and the energy savings potential of energy-efficient equipment. A model containing equipment densities and energy-use characteristics for major categories of office equipment has been developed. The model specifies power requirements and hours of use for three modes of average operation for each device: active, standby, and suspend. The energy-use intensity for each device is expressed as a function of the average device density (number of units/1,000 sq ft), the hours of operation in each mode, and the average power requirements in each mode. Output includes an estimate of total energy use (GWh) for each device by building type. Three scenarios are developed. First is a business-as-usual efficiency baseline. Second is a future with increased use of power-managed devices projected under the current Energy Star Computers program sponsored by the US EPA. Third is a scenario that examines energy savings from greater use of products that go well beyond the standard Energy Star products. A series of sensitivity analyses were conducted to explore uncertainties in model inputs. The business-as-usual baseline forecast confirms that office equipment energy use has been rising over the past decade, and may continue to increase for the next decade and beyond. Office equipment currently consumes about 2,900 GWh/year in the State of New York. Under the business-as-usual baseline forecast, this load may increase to 3,300 GWh/year by the year 2000, and approximately double again before 2010. Widespread use of power management technologies adopted with the promotion of the Energy Star program could reduce this load growth by about 30% by the year 2000. Use of more advanced energy-efficient technology could reduce total energy use by office equipment to about 1,900 GWh/year in 2010, which is less than current consumption.

    New York State has a long history of underground gas storage activity that began with conversion of the Zoar gas field into a storage reservoir in 1916, the first in the United States. By 1961 another fourteen storage fields were developed and seven more were added between 1970 and 1991. All twenty-two operating storage reservoirs of New York were converted from depleted gas fields and are of low-deliverability, base-load type. Nineteen of these are in sandstone reservoirs of the Lower Silurian Medina Group and the Lower Devonian Oriskany Formation and three in limestone reservoirs are located in the gas producing areas of southwestern New York and are linked to the major interstate transmission lines. Recent developments in underground gas storage in New York involve mainly carbonate-reef and bedded salt-cavern storage facilities, one in Stuben County and the other in Cayuga County, are expected to begin operation by the 1996-1997 heating season.

    This paper describes research efforts of The Global Livestock Producers Program (GLPP) in establishing self-sustaining enterprises for cost-effective technologies (i.e., animal nutrition and genetic improvement) and global methane emissions reductions in developing world nations. The US Environmental Protection Agency has funded several studies to examine the possibilities of reducing ruminant methane emissions in India, Tanzania, Bangladesh, and Brazil. The results of the studies showed that: (1) many developing countries` production systems are inefficient, and (2) great potential exists for decreasing global methane emissions through increasing animal productivity. From this effort, the GLPP established livestock development projects in India, Zimbabwe, and Tanzania, and is developing projects for Bangladesh, Nepal, and Brazil. The GLPP has developed a proven methodology for assessing ruminant methane and incorporating methane emissions monitoring into viable projects.

New York remains the only state in the nation with a legislative moratorium on high-volume hydraulic fracturing, as regulators and state lawmakers work to balance the advantages of potential economic benefits while protecting public drinking water resources and the environment. New York is being particularly careful to work on implementing sufficiently strict regulations to mitigate the environmental impacts Pennsylvania has already seen, such as methane gas releases, fracturing fluid releases, flowback water and brine controls, and total dissolved solids discharges. In addition to economic and environmental lessons learned, the New York Department of Environmental Conservation (DEC) also acknowledges impacts to housing markets, security, and other local issues, and may impose stringent measures to mitigate potential risks to local communities. Despite the moratorium, New York has the opportunity to take advantage of increased capital investment, tax revenue generation, and job creation opportunities by increasing shale gas activity. The combination of economic benefits, industry pressure, and recent technological advances will drive the pursuit of natural gas drilling in New York. We identify four principal catalysts as follows: Catalyst 1: Pressure from Within the State. Although high-volume hydraulic fracturing has become a nationally controversial technology, shale fracturing activity is common in every U.S. state except New York. The regulatory process has delayed potential economic opportunities for state and local economies, as well as many industry stakeholders. In 2010, shale gas production accounted for $18.6 billion in federal royalty and local, state, and federal tax revenues. (1) This is expected to continue to grow substantially. The DEC is under increased pressure to open the state to the same opportunities that Alabama, Arkansas, California, Colorado, Kansas, Louisiana, Montana, New Mexico, North Dakota, Ohio, Oklahoma, Pennsylvania, South Dakota, Texas, Utah, West Virginia, and Wyoming are pursuing. Positive labor market impacts are another major economic draw. According to the Revised Draft SGEIS on the Oil, Gas and Solution Mining Regulatory Program (September 2011), hydraulic fracturing would create between 4,408 and 17,634 full-time equivalent (FTE) direct construction jobs in New York State. Indirect employment in other sectors would add an additional 29,174 FTE jobs. Furthermore, the SGEIS analysis suggests that drilling activities could add an estimated $621.9 million to $2.5 billion in employee earnings (direct and indirect) per year, depending upon how much of the shale is developed. The state would also receive direct tax receipts from leasing land, and has the potential to see an increase in generated indirect revenue. Estimates range from $31 million to $125 million per year in personal income tax receipts, and local governments would benefit from revenue sharing. Some landowner groups say the continued delay in drilling is costing tens of thousands of jobs and millions of dollars in growth for New York, especially in the economically stunted upstate. A number of New York counties near Pennsylvania, such as Chemung, NY, have experienced economic uptick from Pennsylvania drilling activity just across the border. Chemung officials reported that approximately 1,300 county residents are currently employed by the drilling industry in Pennsylvania. The Marcellus shale boom is expected to continue over the next decade and beyond. By 2015, gas drilling activity could bring 20,000 jobs to New York State alone. Other states, such as Pennsylvania and West Virginia, are also expected to see a significant increase in the number of jobs. Catalyst 2: Political Reality of the Moratorium. Oil and gas drilling has taken place in New York since the 19th century, and it remains an important industry with more than 13,000 currently active wells.     Effective operation of the multi-state Port ofNew York/New Jersey (Port), which contributes $20 billion to the regional economy and generates nearly 250,000 jobs, is dependent on yearly navigational dredging of several million m{sup 3} of sediment for channel maintenance and deepening. Further dredging is required for remediation of environmentally sensitive areas. However, more stringent ocean placement testing regulations in the Port region have necessitated a search for other means of handling the most contaminated dredged materials. Here, we describe a dredged material decontamination program for the Port aimed at the creation of sediment decontamination facilities that produce a beneficial use product to obviate the need for ocean placement. These facilities, to be a viable component of an overall dredged material management plan, must be environmentally balanced and economically feasible with the predictable ability to process large volumes of dredged materials with rapid turn-around. Our program recognizes that the responsible management of contaminated dredged materials is a complex problem that requires the effective application and coordination of a variety of cross-cutting skills to make decontamination facilities a reality. Participants do not come from a single agency, but are ad hoc teams of scientists, engineers, regulators, port authorities and operators, technology development firms, federal/state/local governments, business interests and community groups, among others, who are brought together by the need to solve the complex problem of managing dredged material in the Port region.

The NSTI is operated and managed by the Arrowhead Center, responsible for leading the economic development mission of New Mexico State University (NMSU). The Arrowhead Center will recruit business with applications for national security technologies recruited for the NSTI program. The Arrowhead Center and its strategic partners will provide business incubation services, including hands-on mentoring in general business matters, marketing, proposal writing, management, accounting, and finance. Additionally, networking opportunities and technology development assistance will be provided.

    The New York legislature passed the Green Jobs-Green New York (GJGNY) Act in 2009. Administered by the New York State Energy Research and Development Authority (NYSERDA), GJGNY programs provide New Yorkers with access to free or low-cost energy assessments,1 energy upgrade services,2 low-cost financing, and training for various 'green-collar' careers. Launched in November 2010, GJGNY's residential initiative is notable for its use of novel underwriting criteria to expand access to energy efficiency financing for households seeking to participate in New York's Home Performance with Energy Star (HPwES) program.3 The GJGNY financing program is a valuable test of whether alternatives to credit scores can be used to responsibly expand credit opportunities for households that do not qualify for traditional lending products and, in doing so, enable more households to make energy efficiency upgrades.

    The New York City Department of Health and Mental Hygiene (DOHMH), Bureau of Environmental Science and Engineering, Office of Radiological Health (ORH) [as the primary local technical consultant in the event of a radiological or nuclear incident within the boundaries of New York City] requested the assistance of Brookhaven National Laboratory (BNL) with the development of a Feasibility Study for Potassium Iodide (KI) distribution in the unlikely event of a significant release of radioactive iodine in or near New York City. Brookhaven National Laboratory had previously provided support for New York City with the development of the radiological/nuclear portions of its All Hazards Emergency Response Plans. The work is funded by Medical and Health Research Association (MHRA) of New York City, Inc., under a work grant by the Federal Centers for Disease Control (CDC) for Public Health Preparedness and Response for Bioterrorism. This report is part of the result of that effort. The conclusions of this report are that: (1) There is no credible radiological scenario that would prompt the need for large segments of the general population of New York City to take KI as a result of a projected plume exposure to radioiodine reaching even the lowest threshold of 5 rem to the thyroid; and (2) KI should be stockpiled in amounts and locations sufficient for use by first responders/emergency responders in response to any localized release of radioiodine.

    In 1990, New York State Governor Mario M. Cuomo created an interagency task force under the leadership of Lt. Governor Stan Lundine to investigate the potential of high speed ground transportation (HSGT) systems. Building on information from previous agency activities, including consultant efforts contracted by the New York State Energy Research and Development Authority (NYSERDA), the New York State Thruway Authority (NYSTA), and in-house analyses performed by New York State Department of Transportation (NYSDOT), the task force focused on the corridor between New York City and the Niagara Frontier. In December 1991, NYSERDA issued a contract for a study of high speed ground transportation options for New York State. The study`s objective was to assess potential rights-of-way, ridership, energy and environmental impacts, economic benefits, capital, operating, and maintenance costs, and financial viability of HSGT systems. This study builds upon and supplements previous and on-going HSGT activities conducted by the members of the interagency task force. These activities include: Maglev Technical and Economic Feasibility Study (NYSERDA); Maglev Demonstration Site Investigation (NYSTA); and New York/Massachusetts High Speed Ground Transportation Study (NYSDOT). This study is intended to verify and refine previous information and analyses and provide supplemental information and insights to be used in determining if additional investigation and activities involving HSGT are desirable for New York State. This study evaluates HSGT technologies capable of speeds significantly higher than those achieved with the present rail system. Three HSGT categories are used in this study: incremental rail improvement, very high-speed rail, and Maglev.

    The U.S. Department of Energy (DOE) has teamed with cities across the country through the Solar America Cities (SAC) partnership program to help reduce barriers and accelerate implementation of solar energy. The New York City SAC team is a partnership between the City University of New York (CUNY), the New York City Mayor s Office of Long-term Planning and Sustainability, and the New York City Economic Development Corporation (NYCEDC).The New York City SAC team is working with DOE s National Renewable Energy Laboratory (NREL) and Con Edison, the local utility, to develop a roadmap for photovoltaic (PV) installations in the five boroughs. The city set a goal to increase its installed PV capacity from1.1 MW in 2005 to 8.1 MW by 2015 (the maximum allowed in 2005). A key barrier to reaching this goal, however, is the complexity of the interconnection process with the local utility. Unique challenges are associated with connecting distributed PV systems to secondary network distribution systems (simplified to √?¬?√?¬Ę√?¬?√?¬?√?¬?√?¬?networks√?¬?√?¬Ę√?¬?√?¬?√?¬?√?¬Ě in this report). Although most areas of the country use simpler radial distribution systems to distribute electricity, larger metropolitan areas like New York City typically use networks to increase reliability in large load centers. Unlike the radial distribution system, where each customer receives power through a single line, a network uses a grid of interconnected lines to deliver power to each customer through several parallel circuits and sources. This redundancy improves reliability, but it also requires more complicated coordination and protection schemes that can be disrupted by energy exported from distributed PV systems. Currently, Con Edison studies each potential PV system in New York City to evaluate the system s impact on the network, but this is time consuming for utility engineers and may delay the customer s project or add cost for larger installations. City leaders would like to streamline this process to facilitate faster, simpler, and less expensive distributed PV system interconnections. To assess ways to improve the interconnection process, NREL conducted a four-part study with support from DOE. The NREL team then compiled the final reports from each study into this report. In Section 1√?¬?√?¬Ę√?¬?√?¬?√?¬?√?¬?PV Deployment Analysis for New York City√?¬?√?¬Ę√?¬?√?¬?√?¬?√?¬?we analyze the technical potential for rooftop PV systems in the city. This analysis evaluates potential PV power production in ten Con Edison networks of various locations and building densities (ranging from high density apartments to lower density single family homes). Next, we compare the potential power production to network loads to determine where and when PV generation is most likely to exceed network load and disrupt network protection schemes. The results of this analysis may assist Con Edison in evaluating future PV interconnection applications and in planning future network protection system upgrades. This analysis may also assist other utilities interconnecting PV systems to networks by defining a method for assessing the technical potential of PV in the network and its impact on network loads.     In 1969, the U. S. Department of Transportation began collecting detailed data on personal travel to address various transportation planning issues. These issues range from assessing transportation investment programs to developing new technologies to alleviate congestion. This 1969 survey was the birth of the Nationwide Personal Transportation Survey (NPTS). The survey was conducted again in 1977, 1983, 1990 and 1995. Longer-distance travel was collected in 1977 and 1995. In 2001, the survey was renamed to the National Household Travel Survey (NHTS) and collected both daily and longer-distance trips in one survey. In addition to the number of sample households that the national NPTS/NHTS survey allotted to New York State (NYS), the state procured an additional sample of households in both the 1995 and 2001 surveys. In the 1995 survey, NYS procured an addition sample of more than 9,000 households, increasing the final NY NPTS sample size to a total of 11,004 households. Again in 2001, NYS procured 12,000 additional sample households, increasing the final New York NHTS sample size to a total of 13,423 households with usable data. These additional sample households allowed NYS to address transportation planning issues pertinent to geographic areas significantly smaller than for what the national NPTS and NHTS data are intended. Specifically, these larger sample sizes enable detailed analysis of twelve individual Metropolitan Planning Organizations (MPOs). Furthermore, they allowed NYS to address trends in travel behavior over time. In this report, travel data for the entire NYS were compared to those of the rest of the country with respect to personal travel behavior and key travel determinants. The influence of New York City (NYC) data on the comparisons of the state of New York to the rest of the country was also examined. Moreover, the analysis examined the relationship between population density and travel patterns, and the similarities and differences among New York MPOs. The 1995 and 2001 survey data make it possible to examine and identify travel trends over time. This report does not address, however, the causes of the differences and/or trends.

    Performance advantages of the new digital technologies are widely acknowledged, but it has proven difficult for utilities to derive business cases for justifying investment in these new capabilities. Lack of a business case is often cited by utilities as a barrier to pursuing wide-scale application of digital technologies to nuclear plant work activities. The decision to move forward with funding usually hinges on demonstrating actual cost reductions that can be credited to budgets and thereby truly reduce O&M or capital costs. Technology enhancements, while enhancing work methods and making work more efficient, often fail to eliminate workload such that it changes overall staffing and material cost requirements. It is critical to demonstrate cost reductions or impacts on non-cost performance objectives in order for the business case to justify investment by nuclear operators. This Business Case Methodology approaches building a business case for a particular technology or suite of technologies by detailing how they impact an operator in one or more of the three following areas: Labor Costs, Non-Labor Costs, and Key Performance Indicators (KPIs). Key to those impacts will be identifying where the savings are ďharvestable,Ē meaning they result in an actual reduction in headcount and/or cost. The report consists of a Digital Technology Business Case Methodology Guide and an accompanying spreadsheet workbook that will enable the user to develop a business case.

    The US Department of Energy is developing an estimate of the undeveloped hydropower potential in the United States. The Hydropower Evaluation Software (HES) is a computer model that was developed by the Idaho National Engineering and Environmental Laboratory for this purpose. HES measures the undeveloped hydropower resources available in the United States, using uniform criteria for measurement. The software was developed and tested using hydropower information and data provided by the Southwestern Power Administration. It is a menu-driven program that allows the personal computer user to assign environmental attributes to potential hydropower sites, calculate development suitability factors for each site based on the environmental attributes present, and generate reports based on these suitability factors. This report describes the resource assessment results for the State of New York.

    The New York City Energy-Water Integrated Planning Pilot Study is one of several projects funded by Sandia National Laboratories under the U.S. Department of Energy Energy-Water Nexus Program. These projects are intended to clarify some key issues and research needs identified during the Energy-Water Nexus Roadmapping activities. The objectives of the New York City Pilot Project are twofold: to identify energy-water nexus issues in an established urban area in conjunction with a group of key stakeholders and to define and apply an integrated energy and water decision support tool, as proof-of-concept, to one or more of these issues. During the course of this study, the Brookhaven National Laboratory project team worked very closely with members of a Pilot Project Steering Committee. The Steering Committee members brought a breadth of experience across the energy, water and climate disciplines, and all are well versed in the particular issues faced by an urban environment, and by New York City in particular. The first task was to identify energy-water issues of importance to New York City. This exercise was followed by discussion of the qualities and capabilities that an ideal decision support tool should display to address these issues. The decision was made to start with an existing energy model, the New York City version of the MARKAL model, developed originally at BNL and now used globally by many groups for energy analysis. MARKAL has the virtue of being well-vetted, transparent, and capable of calculating 'material' flows, such as water use by the energy system and energy requirements of water technology. The Steering Committee members defined five scenarios of interest, representing a broad spectrum of New York City energy-water issues. Brookhaven National Laboratory researchers developed a model framework (Water-MARKAL) at the desired level of detail to address the scenarios, and then attempted to gather the New York City-specific information required to analyze the scenarios using Water-MARKAL. This report describes the successes and challenges of defining and demonstrating the decision tool, Water-MARKAL. The issues that the stakeholders perceive for New York City are listed and the difficulties in gathering required information for Water-MARKAL to analyze these issues at the desired level of detail are described.

    Small businesses are the cornerstone of the American economy. Over 22 million small businesses account for approximately 99% of employers, employ about half of the private sector workforce, and are responsible for about two-thirds of net new jobs. Many small businesses fared better than the Fortune 500 in 2001. Non-farm proprietors income rose 2.4% in 2001 while corporate profits declined 7.2%. Yet not all is rosy for small businesses, particularly new ones. One-third close within two years of opening. From 1989 to 1992, almost half closed within four years; only 39.5% were still open after six years. Why do some new businesses thrive and some fail? What helps a new business succeed? Industry knowledge, business and financial planning, and good management. Small geothermal businesses are no different. Low- and medium-temperature geothermal resources exist throughout the western United States, the majority not yet tapped. A recent survey of ten western states identified more than 9,000 thermal wells and springs, over 900 low- to moderate-temperature geothermal resource areas, and hundreds of direct-use sites. Many opportunities exist for geothermal entrepreneurs to develop many of these sites into thriving small businesses. The ''Geothermal Small Business Workbook'' (''Workbook'') was written to give geothermal entrepreneurs, small businesses, and developers the tools they need to understand geothermal applications--both direct use and small-scale power generation--and to write a business and financing plan. The Workbook will: Provide background, market, and regulatory data for direct use and small-scale (< 1 megawatt) power generation geothermal projects; Refer you to several sources of useful information including owners of existing geothermal businesses, trade associations, and other organizations; Break down the complicated and sometimes tedious process of writing a business plan into five easy steps; Lead you--the geothermal entrepreneur, small company, or project developer--step-by-step through the process needed to structure a business and financing plan for a small geothermal project; and Help you develop a financing plan that can be adapted and taken to potential financing sources. The Workbook will not: Substitute for financial advice; Overcome the high exploration, development, and financing costs associated with smaller geothermal projects; Remedy the lack of financing for the exploration stage of a geothermal project; or Solve financing problems that are not related to the economic soundness of your project or are caused by things outside of your control.

A site-specific cleanup guideline of 40 pCi/g thorium-230 was derived for Seaway, as well as for the nearby Ashland 1 and Ashland 2 sites. All three are Formerly Utilized Sites Remedial Action Program (FUSRAP) properties. The level was developed to ensure protection of human health and the environment and compliance with applicable or relevant and appropriate requirements. The available data included historical discrete soil samples taken at the surface and at depth and results of a surficial gamma walkover with a sodium iodide (NaI) 2x2 sensor. The balance of this document provides background information about the site and discusses the available data sets, the methodology used, and the results and conclusions from the analysis.

    Open Automated Demand Response (OpenADR), an XML-based information exchange model, is used to facilitate continuous price-responsive operation and demand response participation for large commercial buildings in New York who are subject to the default day-ahead hourly pricing. We summarize the existing demand response programs in New York and discuss OpenADR communication, prioritization of demand response signals, and control methods. Building energy simulation models are developed and field tests are conducted to evaluate continuous energy management and demand response capabilities of two commercial buildings in New York City. Preliminary results reveal that providing machine-readable prices to commercial buildings can facilitate both demand response participation and continuous energy cost savings. Hence, efforts should be made to develop more sophisticated algorithms for building control systems to minimize customer's utility bill based on price and reliability information from the electricity grid.

    The New York State Energy Research and Development Authority`s Energy Analysis Program provides public and private sector stakeholders with useful independent and objective energy information. This report provides an overview of one-year and 10-year, energy use trends in New York State. The information presented reflects energy consumption, supply, prices, and expenditures. Section 1 is a 1994 overview of the United States and New York State energy profiles. The national energy consumption data used for comparison are compatible with New York State`s data. Section 2 provides current and historic data for primary and net consumption of energy by fuel type and sector. {open_quotes}Primary{close_quotes} represents total consumption of fuels by the residential, commercial, industrial, and transportation sectors including fuels used for generating electricity. {open_quotes}Net{close_quotes} is the end-use consumption by the residential, commercial, industrial, and transportation sectors, including electricity sales to each of these sectors but excluding energy losses incurred during electricity generation and distribution. Section 3 presents energy price data at the retail level from 1980 to 1994. Retail energy prices are provided by fuel type for the residential, commercial, industrial, and transportation sectors in nominal dollars cost per physical unit and per million Btu. Section 4 presents the estimated cost of net energy consumption by sector and fuel type in nominal dollars and in 1994 constant dollars. Estimated costs were derived by multiplying quantities of consumption by their respective prices. Section 5 details sources of New York State energy supplies.

    In contemporary cryptographic systems, secret keys are usually exchanged by means of methods, which suffer from mathematical and technology inherent drawbacks. That could lead to unnoticed complete compromise of cryptographic systems, without a chance of control by its legitimate owners.     This report summarizes data on low-level radioactive waste (LLRW) generated in New York State. It is based on reports from generators that must be filed annually with the New York State Energy Research and Development Authority (NYSERDA) and on data from the US Department of Energy (US DOE). The data are summarized in a series of tables and figures. There are four sections in this report. Section 1 covers volume, activity, and other characteristics of waste shipped for disposal in 1997. (Activity is the measure of a material`s radioactivity, or the number of radiation-emitting events occurring each second.) Section 2 summarizes volume, activity, and other characteristics of waste held for storage as of December 31, 1997. Section 3 shows historical LLRW generation and includes generators` projections for the next five years. Section 4 provides a list, by county, of all facilities from which 1997 LLRW reports were received.

    This paper examines two sources of environmental degradation in the New York striped bass fishery. The first is the decline in environmental quality in the Chesapeake Bay, the spawning ground for the majority of fish in New York waters. The second is the PCB contamination of striped bass from the Hudson River, the other primary spawning ground for striped bass in New York waters. The paper develops methodologies for examining loss in economic value, when the loss stems from two sources. The estimates resulting from the application of these methodologies suggest that the general deterioration of the Chesapeake Bay generated 2[center dot]3 to 7[center dot]7 million dollars in annual losses to the New York striped bass fishery, and that the annual losses from PCB contamination of the Hudson striped bass are between 0[center dot]745 and 3[center dot]7 million dollars. The paper also discusses how the dual sources of degradation generate barriers to the formation of effective management policy, and develops policy recommendations based on the estimated losses. 9 refs., 8 figs., 8 tabs.
