    Two LNG projects in the Middle East, one in Oman and the other in Yemen, are due on stream at the turn of the century--each the largest single project ever put together in its country. Officials described their projects at a yearend 1996 conference in Paris by Institut Francais du Petrole and Petrostrategies. The Oman project develops gas reserves, does gas processing, and transports the gas 360 km to a liquefaction plant to be built on the coast. The Yemen project involves a liquefaction plant and an export terminal.

    The future safe development of nuclear energy and progressive increasing use of sealed sources in medicine, research, industry and other fields in Egypt depends on the safe and secure management of disused radioactive sealed sources. In the past years have determined the necessity to formulate and apply the integrated management program for radioactive sealed sources to assure harmless and ecological rational management of disused sealed sources in Egypt. The waste management system in Egypt comprises operational and regulatory capabilities. Both of these activities are performed under legislations. The Hot Laboratories and Waste Management Center HLWMC, is considered as a centralized radioactive waste management facility in Egypt by law 7/2010. (authors)

  19. Benchmarking performance: Environmental impact statements in Egypt

    Environmental impact assessment (EIA) was formally introduced in Egypt in 1994. This short paper evaluates 'how well' the EIA process is working in practice in Egypt, by reviewing the quality of 45 environmental impact statements (EISs) produced between 2000 and 2007 for a variety of project types. The Lee and Colley review package was used to assess the quality of the selected EISs. About 69% of the EISs sampled were found to be of a satisfactory quality. An assessment of the performance of different elements of the EIA process indicates that descriptive tasks tend to be performed better than scientific tasks. The quality of core elements of EIA (e.g., impact prediction, significance evaluation, scoping and consideration of alternatives) appears to be particularly problematic. Variables that influence the quality of EISs are identified and a number of broad recommendations are made for improving the effectiveness of the EIA system.

    The Integrated Human Futures Project provides a set of analytical and quantitative modeling and simulation tools that help explore the links among human social, economic, and ecological conditions, human resilience, conflict, and peace, and allows users to simulate tradeoffs and consequences associated with different future development and mitigation scenarios. In the current study, we integrate five distinct modeling platforms to simulate the potential risk of social unrest in Egypt resulting from the Grand Ethiopian Renaissance Dam (GERD) on the Blue Nile in Ethiopia. The five platforms simulate hydrology, agriculture, economy, human ecology, and human psychology/behavior, and show how impacts derived from development initiatives in one sector (e.g., hydrology) might ripple through to affect other sectors and how development and security concerns may be triggered across the region. This approach evaluates potential consequences, intended and unintended, associated with strategic policy actions that span the development-security nexus at the national, regional, and international levels. Model results are not intended to provide explicit predictions, but rather to provide system-level insight for policy makers into the dynamics among these interacting sectors, and to demonstrate an approach to evaluating short- and long-term policy trade-offs across different policy domains and stakeholders. The GERD project is critical to government-planned development efforts in Ethiopia but is expected to reduce downstream freshwater availability in the Nile Basin, fueling fears of negative social and economic impacts that could threaten stability and security in Egypt. We tested these hypotheses and came to the following preliminary conclusions. First, the GERD will have an important short-term impact on water availability, food production, and hydropower production in Egypt, depending on the short- term reservoir fill rate. Second, the GERD will have a very small impact on water availability in the Nile Basin over the longer term. Depending on the GERD fill rate, short-term (e.g., within its first 5 years of operation) annual losses in Egyptian food production may peak briefly at 25 percent. Long-term (e.g., 15 to 30 year) cumulative losses in Egypt's food production may be less than 3 percent regardless of the fill rate, with the GERD having essentially no impact on projected annual food production in Egypt about 25 years after opening. For the quick fill rates, the short-term losses may be sufficient to create an important decrease in overall household health among the general population, which, along with other economic stressors and different strategies employed by the government, could lead to social unrest. Third, and perhaps most importantly, our modeling suggests that the GERD's effect on Egypt's food and water resources is small when compared to the effect of projected Egyptian population and economic growth (and the concomitant increase in water consumption). The latter dominating factors are exacerbated in the modeling by natural climate variability and may be further exacerbated by climate change. Our modeling suggests that these growth dynamics combine to create long-term water scarcity in Egypt, regardless of the Ethiopian project. All else being equal, filling strategies that employ slow fill rates for the GERD (e.g., 8 to 13 years) may mitigate the risks in future scenarios for Egypt somewhat, but no policy or action regarding the GERD is likely to significantly alleviate the projected water scarcity in Egypt's Nile Basin. However, general beliefs among the Egyptian populace regarding the GERD as a major contributing factor for scarcities in Egypt could make Ethiopia a scapegoat for Egyptian grievances -- contributing to social unrest in Egypt and generating undesirable (and unnecessary) tension between these two countries. Such tension could threaten the constructive relationships between Egypt and Ethiopia that are vital to maintaining stability and security within and between their respective regional spheres of influence, Middle East and North Africa, and the Horn of Africa.

    A case history of the Gulf of Suez Petroleum Co.`s (Gupco) first subsea completion is provided. The first completion was for Well GS 373-2, a previously drilled and tested exploration well located in the south portion of the gulf of Suez. Subsea technology was used to economically justify development of this one-well marginal field, which was discovered in 1978. Traditional methods proved to be too costly for development, therefore application of a low-cost subsea tree was used to capture the resources. In the Gulf of Suez, many fields have been discovered but have not been developed because of low reserves. These marginal projects can have a profound impact on the revenue and shareholder value if an economic method is used to exploit these opportunities. Platform installation was not feasible because of reserve size, hence the well has remained abandoned until recently. This paper presents a summarized look at subsea completion technology. The cost comparison of traditional development methods will be made, given the local cost structure in Egypt. The application of this technology has some limitations and constraints that will be discussed in the paper. Furthermore, the actual field installation of Egypt`s first subsea tree will be summarized. Also included is a discussion on simple remote controls and offshore installation operations.

    Profiles of the sources of nonmethane organic compounds (NMOCs) were developed for emissions from vehicles, petroleum fuels (gasoline, liquefied petroleum gas (LPG), and natural gas), a petroleum refinery, a smelter, and a cast iron factory in Cairo, Egypt. More than 100 hydrocarbons and oxygenated hydrocarbons were tentatively identified and quantified. Gasoline-vapor and whole-gasoline profiles could be distinguished from the other profiles by high concentrations of the C{sub 5} and C{sub 6} saturated hydrocarbons. The vehicle emission profile was similar to the whole-gasoline profile, with the exception of the unsaturated and aromatic hydrocarbons, which were present at higher concentrations in the vehicle emission profile. High levels of the C{sub 2}-C{sub 4} saturated hydrocarbons, particularly n-butane, were characteristic features of the petroleum refinery emissions. The smelter and cast iron factory emissions were similar to the refinery emissions; however, the levels of benzene and toluene were greater in the former two sources. The LPG and natural gas emissions contained high concentrations of n-butane and ethane, respectively. The NMOC source profiles for Cairo were distinctly different from profiles for U.S. sources, indicating that NMOC source profiles are sensitive to the particular composition of petroleum fuels that are used in a location.

    The ultimate aims of treatment and conditioning is to prepare waste for disposal by ensuring that the waste will meet the waste acceptance criteria of a disposal facility. Hence the purpose of low-level waste disposal is to isolate the waste from both people and the environment. The radioactive particles in low-level waste emit the same types of radiation that everyone receives from nature. Most low-level waste fades away to natural background levels of radioactivity in months or years. Virtually all of it diminishes to natural levels in less than 300 years. In Egypt, The Hot Laboratories and Waste Management Center has been established since 1983, as a waste management facility for LLW and ILW and the disposal site licensed for preoperational in 2005. The site accepts the low level waste generated on site and off site and unwanted radioactive sealed sources with half-life less than 30 years for disposal and all types of sources for interim storage prior to the final disposal. Operational requirements at the low-level (LLRW) disposal site are listed in the National Center for Nuclear Safety and Radiation Control NCNSRC guidelines. Additional procedures are listed in the Low-Level Radioactive Waste Disposal Facility Standards Manual. The following describes the current operations at the LLRW disposal site. (authors)

    This paper reports that state oil companies of Brazil and Bolivia have signed an agreement outlining the route for a 2,270 km pipeline system to deliver natural gas from Bolivian fields to Southeast Brazil. The two sides currently are negotiating details about construction costs as well as contract volumes and prices. Capacity is projected at 283-565 MMcfd. No official details are available, but Roberto Y. Hukai, a director of the Sao Paulo engineering company Jaako Poyry/Technoplan, estimates transportation cost of the Bolivian gas at 90 cents/MMBTU. That would be competitive with the price of gas delivered to the Sao Paulo gas utility Comgas, he the. Brazil's Petroleos Brasileiro SA estimates construction of the pipeline on the Brazilian side alone with cost $1.2-1.4 billion. Bolivia's Yacimientos Petroliferos Fiscales Bolivianos (YPFB) is negotiating with private domestic and foreign investors for construction of the Bolivian portion of the project.

    A belt of deformation in the Solimoes basin of northwestern Brazil extends east-northeast from near the Peruvian border for about 1300 km. The belt is characterized by the en echelon arrangement of folds and faults interpreted as the result of right-slip displacements in a transpressive regime. The structures were formed during Late Jurassic time, probably due to collision of South America with allochthonous terranes as the opening of the South Atlantic Ocean began. The Iquitos arch near the western end of the megashear separates the Solimoes basin from Subandean basins. The development of the Iquitos arch is interpreted to be related to orogenic loading along western South America by the Andean mountain belt. In Brazil, folds and faults associated with the Solimoes megashear hold hydrocarbons within Paleozoic strata, and 15 gas and oil fields have so far been discovered.

    Petroleum Brasileiro SA has extended several water depth records for subsea technology during a pilot project in giant Marlim oil field in the Campos basin off Brazil. Petrobras finished the 10 well Marlim pilot last December. The field's pilot phase was intended to begin early production and enable Petrobras to gather more reservoir data. Ten satellite wells, including two prepilot wells, were completed during the Marlim pilot phase with guidelineless (GLL) wet christmas trees designed and fabricated by FMC Corp., Houston, and CBV Industrial Mechanic SA, Rio de Janeiro. The subsea wells are producing 52,000 b/d of oil and 21.19 MMCfd of gas in water depths of 1,847-2,562 ft. Marlim pilot well flow is routed to a permanent semisubmersible floating production system (FPS). Oil moves from the FPS to a monobuoy that offloads to a shuttle tanker. In addition to marking the first successful uses of purpose-built GLL wet trees, FMC said the Marlim pilot project allowed GLL subsea technology to evolve from conceptual status into a proven deepwater completion method.     The Itaipu hydroelectric project, a joint effort of Brazil and Paraguay (with a cost of US $16 to 18 billion), will be finished in December 1989. The project is situated on the Parana River, 14 km beyond the Puente de da Amistad (Friendship Bridge), which connects the city Presidente Stroessner, in Paraguay, with Foz do Iguacu, in Brazil. It is considered today not only the biggest hydroelectric plant in the world, but also a great socio-economic boom in the making. Itaipu will add a total of 12.6-million kilowatt-hours (kWh) of hydroelectricity to the region, an equivalent of 600,000 barrels of oil daily (b/d). This issue of Energy Detente reviews the progress of Itaipu. Also appearing in this issue is the fuel price/tax series and the principal industrial fuel prices for April 1983 for countries of the Eastern Hemisphere.

    On October 21 and 22, 1998, the Center for International Security Affairs at Los Alamos National Laboratory and the Center for Global Security and Cooperation at Science Applications International Corporation hosted the first of a series of work-shops on states that have chosen to roll back their pursuit of nuclear arms. The objective of the workshop series is to conduct a systematic evaluation of the roles played by U.S. nonproliferation policy in cases of nuclear rollback or restraint and to provide recommendations for future nonproliferation efforts based on lessons learned. Key attendees at the workshop included officials and former officials from the foreign ministries of Argentina and Brazil, and current and former officials from the U.S. Department of State, the Arms Control and Disarmament Agency (ACDA), and the Department of Energy (DOE). Scholars and independent researchers who have examined nuclear policy in Argentina and Brazil also participated. This workshop report includes important background information that helps set the stage for assessing nuclear policies in Argentina and Brazil. It describes national perspectives and areas of consensus and debate among the participants, particularly on the questions of lessons learned and their salience to proliferation challenges in other states. It also summarizes key questions and propositions regarding the roles played in these cases by U.S. nonproliferation policy.

    We evaluate the conservation potential of compact fluorescent lamps (CFLs) for managing the rapidly increasing electrical energy and peak demand in India and Brazil. Using very conservative assumptions, we find that the cost of conserved energy using 16 W CFLs is 4 and 6 times less than the long range marginal cost of electricity for the two countries. The cost of avoided peak installed capacity is 6 and 9.5 times less than the cost of new installed capacity for India and Brazil. The analysis is undertaken from the three separate perspectives of the national economies, the consumers, and the utilities. We find that because residential electricity is subsidized, the consumers have little or no incentive to purchase and install the CFLs, unless they too are subsidized. However, the benefits of CFL installation to the utility are so large that subsidizing them is a paying proposition for the utility are so large that subsidizing them is a paying proposition for the utility in almost all cases. As an illustration of a gradual introduction strategy for CFLs, we calculate a scenario where national savings of the order of US $1.2 million per day for India and US $2.5 million per day for Brazil are reached in 10 years by a small and gradual transfer of subsidy from residential electricity to CFLs. We then explore the barriers to immediate large scale introduction of these lamps in the two countries. Specific technical and marketing problems are identified and discussed, which would require solution before such an introduction can be attempted. Lastly, we discuss the range of policy instruments, in addition to a subsidy scheme, that can be used for promoting the diffusion of these lamps in the domestic and commercial sector. 47 refs., 15 figs., 2 tabs.

    Although coal is not the primary source of energy in Brazil there is growing interest to evaluate the potential of coal from the south of the country for various activities. The I2B coal seamin the Charqueadas coal field has been considered a target for enhanced coal bed methane production and CO2 sequestration. A detailed experimental study of the samples from this seam was conducted at the NETL with assistance from the Pontif?cia Universidade Cat?lica Do Rio Grande Do Sul. Such properties as sorption capacity, internal structure of the samples, porosity and permeability were of primary interest in this characterization study. The samples used were low rank coals (high volatile bituminous and sub-bituminous) obtained from the I2B seam. It was observed that the temperature effect on adsorption capacity correlates negatively with as-received water and mineral content. Langmuir CO2 adsorption capacity of the coal samples ranged 0.61?2.09 mmol/g. The upper I2B seam appears to be overall more heterogeneous and less permeable than the lower I2B seam. The lower seam coal appears to have a large amount of micro-fractures that do not close even at 11 MPa of confining pressure.

  19. Public perception of the nuclear area in Brazil

    In Brazil electricity production is proving increasingly important, the Brazilian government has recently launched the National Energy Plan, PNE-2030 which aims, among other objectives, to conclude construction of the Angra 3 plant and to deploy new nuclear power plants in the Northeast region. The Brazilian government wants to assess how the public has perceived its energy policy and what the public thinks about the nuclear issue. A public opinion survey was performed and sampling resulted in 127 respondents who were stratified by gender, age and educational level. The survey results show that although most respondents have post-graduate degrees, 64.6% are not aware of, or had never heard of PNE-2030. While 72 respondents consider nuclear energy as an alternative source of clean energy, 84 respondents did not know where the next Brazilian nuclear power plant will be built. The nuclear regulator, CNEN, is seen by 45.7% of respondents as the body that has most credibility to talk about the safety of nuclear power plants and the media most used to obtain information about the nuclear area were newspapers and discussion forums, with 52 and 50 votes respectively. These results prove the need to implement communication plans with clear and concise goals for different segments of society, since the degree of understanding differs within each segment.

    This paper examines the direct and indirect global warming impact of gasoline and alcohol use in light-duty highway vehicles in Brazil. In order to do that, it quantifies emissions of CO{sub 2}, CO{sub 2} HC and NO{sub x} in terms of CO{sub 2}-equivalent units for time spans of 20, 100 and 500 years. It shows that the consideration of CO{sub 2} HC and NO{sub x} emissions in addition to CO{sub 2} provides an important contribution for better understanding the total warming impact of transportation fuels in Brazil.

A new law for solid waste management was enacted in Brazil in 2010, and the infrastructure to treat this waste must be planned, considering the volumes of the different types of electrical and electronic equipment generated. This paper reviews the literature regarding estimation of waste electrical and electronic equipment (WEEE), focusing on developing countries, particularly in Latin America. It briefly describes the current WEEE system in Brazil and presents an updated estimate of generation of WEEE. Considering the limited available data in Brazil, a model for WEEE generation estimation is proposed in which different methods are used for mature and non-mature market products. The results showed that the most important variable is the equipment lifetime, which requires a thorough understanding of consumer behavior to estimate. Since Brazil is a rapidly expanding market, the 'boom' in waste generation is still to come. In the near future, better data will provide more reliable estimation of waste generation and a clearer interpretation of the lifetime variable throughout the years.

    This paper reviews a new four billion dollar arrangement which would start a major gas network between Brazil and Bolivia. The proposed 2,200 mile long, 28 and 14 inch pipeline network would connect Bolivian reserves with the undeserved markets of southern Brazil. The paper briefly reviews the economic involvement and impacts on both countries and the current market for natural gas in Brazil. Because most of Brazil's energy is currently from hydroelectric power or petroleum, the new distribution network will have dramatic effects on industries which need this high-grade fuel source for operation. Financing of this project will be by Petrobras and 49 percent through stock options.

    In this study the NAA technique was applied to analyze sulfur in blood from inhabitants of Brazil for the proposition of an indicative interval. The measurements were performed considering lifestyle factors (non-smokers, non-drinkers and no history of toxicological exposure) of Brazilian inhabitants. The influence of gender was also investigated considering several age ranges (18-29, 30-39, 40-49, >50 years). These data are useful in clinical investigations, to identify or prevent diseases caused by inadequate sulfur ingestion and for nutritional evaluation of Brazilian population.

    The nuclear development programs of both Argentina and Brazil have, since the 1970s, been premised on the desire for self-sufficiency and assurance of nuclear fuel supply. While military rivalry and mutual distrust led to nuclear weapons related development programs in the 1970s and 1980s, both countries have since terminated these programs. Furthermore, the governments of both countries have pledged their commitment to exclusively non-explosive use of nuclear energy and have signed the Non Proliferation Treaty (NPT). Utilizing rights provided for under the NPT, both Argentina and Brazil have nuclear fuel production facilities, with the notable exception of enrichment plants, that provide much of the current indigenous fuel requirements for their nuclear power plants. However, both countries are actively developing enrichment capability to fill this gap. The purpose of this report is to assess the economic basis and non-proliferation policy considerations for indigenous enrichment capability within the context of their desired self-sufficiency and to evaluate possible United States Government policy options.

    Brazil started the use of radiation technology in the seventies on crosslinking polyethylene for insulation of wire and electronic cables and sterilization of medical care devices. The present status of industrial applications of radiation shows that the use of this technology is increasing according to the economical development and the necessity to become the products manufactured in the local industries competitive in quality and price for internal and external market. The on going development activities in this area are concentrated on polymers processing (materials modification), foodstuff treatment and environmental protection. The development, the promotion and the technical support to consolidate this technology to the local industries is the main attribution of Institute for Energetic and Nuclear Research-IPEN, a governmental Institution.

It represents over half of the planets remaining rain forests, and comprises the most biodiverse tract of tropical rain forest on the planet. Due to the sheer size of the Amazon rain forest, the area has a strong impact on the climate in the Southern Hemisphere. To understand the intricacies of the natural state of the Amazon rain forest, the Green Ocean Amazon, or GOAMAZON, field campaign is a two-year scientific collaboration among U.S. and Brazilian research organizations. They are conducting a variety of different experiments with dozens of measurement tools, using both ground and aerial instrumentation, including the ARM Aerial Facility's G-1 aircraft. For more information on the holistic view of the campaign, see the Department of Energys GOAMAZON website. As a critical component of GOAMAZON, the ARM Mobile Facility (AMF) will obtain measurements near Manacapuru, south of Manaus, Brazil, from January to December 2014. The AMF site is situated to measure the atmospheric extremes of a pristine atmosphere and the nearby cities pollution plume, as it regularly intersects with the site.     The development of an oil shale industry in the United States will require the solution of a variety of technical, economic, environmental, and health and safety problems. This assessment investigates whether US oil shale developers might benefit from the experience gained by the Brazilians in the operation of their Usina Prototipo do Irati oil shale demonstration plant at Sao Mateus do Sul, and from the data generated from their oil shale research and development programs. A chapter providing background information on Brazil and the Brazilian oil shale deposits is followed by an examination of the potential recovery processes applicable to Brazilian oil shale. The evolution of the Brazilian retorting system is reviewed and compared with the mining and retorting proposed for US shales. Factors impacting on the economics of shale oil production in Brazil are reviewed and compared to economic analyses of oil shale production in the US. Chapters examining the consequences of shale development in terms of impact on the physical environment and the oil shale worker complete the report. Throughout the report, where data permits, similarities and differences are drawn between the oil shale programs underway in Brazil and the US. In addition, research areas in which technology or information transfer could benefit either or both countries' oil shale programs are identified.

Black-Right-Pointing-Pointer The method applied could be useful for similar establishments. - Abstract: According to the Brazilian law, implementation of a Medical Waste Management Plan (MWMP) in health-care units is mandatory, but as far as we know evaluation of such implementation has not taken place yet. The purpose of the present study is to evaluate the improvements deriving from the implementation of a MWMP in a Primary Health-care Center (PHC) located in the city of Sao Paulo, Brazil. The method proposed for evaluation compares the first situation prevailing at this PHC with the situation 1 year after implementation of the MWMP, thus allowing verification of the evolution of the PHC performance. For prior and post-diagnosis, the method was based on: (1) application of a tool (check list) which considered all legal requirements in force; (2) quantification of solid waste subdivided into three categories: infectious waste and sharp devices, recyclable materials and non-recyclable waste; and (3) identification of non-conformity practices. Lack of knowledge on the pertinent legislation by health workers has contributed to non-conformity instances. The legal requirements in force in Brazil today gave origin to a tool (check list) which was utilized in the management of medical waste at the health-care unit studied. This tool resulted into an adequate and simple instrument, required a low investment, allowed collecting data to feed indicators and also conquered the participation of the unit whole staff. Several non-conformities identified in the first diagnosis could be corrected by the instrument utilized. Total waste generation increased 9.8%, but it was possible to reduce the volume of non-recyclable materials (11%) and increase the volume of recyclable materials (4%). It was also possible to segregate organic waste (7%), which was forwarded for production of compost. The rate of infectious waste generation in critical areas decreased from 0.021 to 0.018 kg/procedure. Many improvements have been observed, and now the PHC complies with most of legal requirements, offers periodic training and better biosafety conditions to workers, has reduced the volume of waste sent to sanitary landfills, and has introduced indicators for monitoring its own performance. This evaluation method might subsidize the creation and evaluation of medical waste management plans in similar heath institutions.

  6. The upper Aptian-Albian succession of the Sergipe basin, Brazil: An integrated paleoenvironmental assessment

    A combined micropaleontological, geochemical, and sedimentological study of the upper Aptian-Albian succession from the Sergipe basin, northeastern Brazil, has been undertaken. The paleoenvironmental evolution of the basin from the late Aptian to late Albian can be subdivided into three major depositional phases: (1) late Aptian, (2) early to middle Albian; (3) late Albian. A shallow carbonate compensation depth within upper mesopelagic depths (c. 300-500 m) is inferred for the late Aptian-Albian. Intermittent anoxic events, associated with salinity-stratified water masses, occurred in the basin during the late Aptian to Albian. An oxygen minimum (dysaerobic to anoxic conditions) occurred during the late Aptian to earliest Albian, in middle-outer neritic to upper bathyal settings. Waning dysaerobic to oxic conditions are apparent in the late Albian. The foraminiferal assemblages recovered from the upper Aptian marine deposits have a characteristic Tethyan affinity. The microfaunal evidence suggests that this area of the northern South Atlantic had at least some surface water exchange with low-latitude central North Atlantic-western Tethyan Provinces, even possible at intermediate (epipelagic to mesopelagic) water depths. Contribution of microfaunal elements coming from high-latitude northern (Boreal Realm) and/or southern (Austral) regions is also apparent, although of less significance.

    This report is an analysis of discovered crude oil reserves, undiscovered recoverable crude oil resources, and estimated annual oil field production. The countries analyzed are Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, and Peru. All of the countries in this report have a history of petroleum exploration and development. Also, they maintain policies which support the search for, and exploitation of, petroleum resources. This systematic assessment provides estimates of the quantities of remaining known petroleum reserves and undiscovered recoverable resources. The future feasible production rates from the respective countries are also discussed. The FESAP assessments are limited to petroleum resources recoverable by conventional primary and secondary extraction technology. It is estimated that over 29.4 billion barrels of recoverable oil (both discovered and undiscovered) originally existed within the sedimentary basins of these countries, as follows: Argentina (9.4 billion barrels); Brazil (6.5 billion barrels); Colombia (5.0 billion barrels); Peru (3.6 billion barrels); Ecuador (over 3.0 billion barrels); Chile (1.1 billion barrels); and Bolivia (over 0.8 billion barrels). Through 1982, about 10.2 billion barrels of the oil had been produced. Thus, some 19.2 billion barrels constitute the remaining recoverable petroleum resource base. It is estimated that the most likely volume of crude oil remaining to be found in the seven countries is 12 billion barrels. 91 refs., 59 figs., 82 tabs.

  8. Environmental benefits of replacing fuel oil by natural gas in the metropolitan region of Sao Paulo, Brazil

    The Metropolitan Region of Sao Paulo (Brazil) has a population 16.322 million people (1995 estimate) living in an area of 8,051 km2 with most of them concentrated in the city of Sao Paulo with 9.8 million people and 4.6 million cars. Although with an air quality better than some other Latin American megacities such as Mexico and Santiago do Chile, the air quality still exceeds the national air quality standards. In 2/17/1993 Brazilian Petroleum Company (PETROBRAS) and the Bolivian Petroleum Company (Yacimientos Petroliferos Fiscales Bolivianos -- YPFB) signed an agreement to bring natural gas from Bolivia to the south and southeast of Brazil. The end of the construction of the gas pipeline will be in 1999, and it will deliver 4 million Nm3/day of natural gas to COMGAS Sao Paulo State Gas Company. This amount will increase to 8.1 million Nm3/day by the year 2006, that will be sufficient to supply the Sao Paulo Metropolitan Region market need at that time. In this study an estimate of the influence in the air quality was performed supposing the substitution of fuel oil by natural gas in industry and also in diesel buses. The results showed that there will be benefits in relation to sulfur dioxide, PM10, greenhouse gases and trace elements, and negligible effects in relation to NO{sub x}, NMTOC and carbon monoxide.

  9. Contribution of cooperative sector recycling to greenhouse gas emissions reduction: A case study of Ribeiro Pires, Brazil

The cooperative merits consideration as a Clean Development Mechanism (CDM) project. A CDM project would enhance the achievements of the recycling cooperative. National and local waste management policies support the recycling cooperative. - Abstract: Solid waste, including municipal waste and its management, is a major challenge for most cities and among the key contributors to climate change. Greenhouse gas emissions can be reduced through recovery and recycling of resources from the municipal solid waste stream. In So Paulo, Brazil, recycling cooperatives play a crucial role in providing recycling services including collection, separation, cleaning, stocking, and sale of recyclable resources. The present research attempts to measure the greenhouse gas emission reductions achieved by the recycling cooperative Cooperpires, as well as highlight its socioeconomic benefits. Methods include participant observation, structured interviews, questionnaire application, and greenhouse gas accounting of recycling using a Clean Development Mechanism methodology. The results show that recycling cooperatives can achieve important energy savings and reductions in greenhouse gas emissions, and suggest there is an opportunity for Cooperpires and other similar recycling groups to participate in the carbon credit market. Based on these findings, the authors created a simple greenhouse gas accounting calculator for recyclers to estimate their emissions reductions.

  10. In-plant test and evaluation of the neutron collar for verification of PWR fuel assemblies at Resende, Brazil

    The neutron-coincidence collar has been evaluated for the measurement of pressurized-water reactor (PWR) fuel assemblies at the Fabrica de Elementos Combustiveis plant in Resende, Brazil. This evaluation was part of the cooperative-bilateral-safeguards technical-exchange program between the United States and Brazil. The neutron collar measures the STVU content per unit length of full fuel assemblies using neutron interrogation and coincidence counting. The STYU content is measured in the passive mode without the AmLi neutron-interrogation source. The extended evaluation took place over a period of 6 months with both scanning and single-zone measurements. The results of the tests gave a coincidence-response standard deviation of 0.7% (sigma = 1.49% for mass) for the active case and 2.5% for the passive case in 1000-s measurement times. The length measurement in the scanning mode was accurate to 0.77%. The accuracies of different calibration methods were evaluated and compared.

    After more than 4 decades of studies, plans, and shelved projects, the proposed Bolivia-Brazil gas pipeline is finally about to get off the ground. The 3,700 km gas pipeline will require an investment of at least $2 billion and is viewed by many as a litmus test for the developing gas market and energy integration of South America`s Southern Cone countries. Overall, industry officials see eventual emergence of two large integrated gas grids serving South America: one for the northern countries and another for the Southern Cone. This will enable the six countries with gas surplus to their needs to export the surplus to neighboring, gas-short countries. The northern gas-long countries are Venezuela, Colombia, and Trinidad and Tobago; those in the Southern Cone are Argentina, Bolivia, and Peru. To examine these policy options, trends in solid waste quantities and associated GHG emissions are derived. Three alternative policy scenarios are evaluated in terms of effectiveness, technology, and economics and conclusions posited regarding optimal strategies for Brazil to implement. These scenarios are been building on the guidelines for national inventories of GHG emissions (IPCC, 2006) and adapted to Brazilian states and municipalities boundaries. Based on the results, it is possible to say that the potential revenue from products of solid waste management is more than sufficient to transform the current scenario in this country into one of financial and environmental gains, where the negative impacts of climate change have created a huge opportunity to expand infrastructure for waste management.

  19. Micronucleus frequency and hematologic index in Colossoma macropomum (Pisces, Ariidae) for environmental impact assessment at a protected area in Brazil

    This study used micronucleus assays and erythrocyte indices in the freshwater fish tambaqui, Colossoma macropomum, to assess environmental impacts in the Environmental Protection Area at Maracanã, São Luis, Brazil. Fish were sampled from two locations within the protected area, Serena Lagoon and Ambude River, on four occasions. Biometric data (length and weight) and an aliquot of blood were collected from each fish for analysis. Erythrocyte indices including: mean corpuscular volume, mean corpuscular hemoglobin and mean corpuscular hemoglobin concentration were calculated, and blood samples were examined for micronuclei and nuclear morphological changes. Micronuclei were found in fish from both locations, although the frequency was higher in fish from Ambude River. Nuclear morphological changes were identified only in fish collected from Ambude River. Several nuclear morphological changes were found in erythrocytes stained with Giemsa, including: micronuclei and binucleate nuclei. On average, erythrocyte indices were lower in fish collected from Ambude River than in those from Serena Lagoon. Our results indicate that micronuclei and erythrocyte indices can be used in C. macropomum as indicators of environmental health.

    In 2005, the National Nuclear Energy Commission of Brazil (CNEN) and the U.S. Department of Energy (DOE) agreed on a collaborative effort to evaluate measures that can strengthen the effectiveness of international safeguards at a natural uranium conversion plant (NUCP). The work was performed by DOE's Oak Ridge National Laboratory and CNEN. A generic model of an NUCP was developed and typical processing steps were defined. The study, completed in early 2007, identified potential safeguards measures and evaluated their effectiveness and impacts on operations. In addition, advanced instrumentation and techniques for verification purposes were identified and investigated. The scope of the work was framed by the International Atomic Energy Agency's (IAEA's) 2003 revised policy concerning the starting point of safeguards at uranium conversion facilities. Before this policy, only the final products of the uranium conversion plant were considered to be of composition and purity suitable for use in the nuclear fuel cycle and, therefore, subject to AEA safeguards control. DOE and CNEN have explored options for implementing the IAEA policy, although Brazil understands that the new policy established by the IAEA is beyond the framework of the Quadripartite Agreement of which it is one of the parties, together with Argentina, the Brazilian-Argentine Agency for Accounting and Control of Nuclear Materials, and the IAEA. This paper highlights the findings of this joint collaborative effort and identifies technical measures to strengthen international safeguards in NUCPs.

    Recent years have witnessed a growing recognition of the link between emissions of carbon dioxide (CO{sub 2}) and changes in the global climate. Of all anthropogenic activities, energy production and use generate the single largest portion of these greenhouse gases. Although developing countries currently account for a small share of global carbon emissions, their contribution is increasing rapidly. Due to the rapid expansion of energy demand in these nations, the developing world`s share in global modern energy use rose from 16 to 27 percent between 1970 and 1990. If the growth rates observed over the past 20 years persist energy demand in developing will surpass that in the countries of the Organization for Economic Cooperation and Development (OECD) early in the 21st century. The study seeks to examine the forces that galvanize the growth of energy use and carbon emissions, to assess the likely future levels of energy and CO{sub 2} in selected developing nations and to identify opportunities for restraining this growth. The purpose of this report is to provide the quantitative information needed to develop effective policy options, not to identify the options themselves. These individual studies were conducted fro Argentina, Brazil, Mexico and Venezuela in Latin America.

    Radioactive Sealed sources (RSSs) are widely use all over the world in medicine, agriculture, industry, research, etc. The accidental misuse and exposure to RSSs has caused significant environmental contamination, serious injuries and many deaths. The high specific activity of the materials in many RSSs means that the spread of as little as microgram quantities can generate significant risk to human health and inhibit the use of buildings and land. Conditioning of such sources is a must to protect humans and environment from the hazard of ionizing radiation and contamination. Conditioning is also increase the security of these sources by decreasing the probability of stolen and/or use in terrorist attacks. According to the law No.7/2010, Egyptian atomic energy authority represented in the hot laboratories and waste management center (centralized waste facility, HLWMC) has the responsibility of collecting, conditioning, storing and management of all types of radioactive waste from all Egyptian territory including spent radioactive sealed sources (SRSSs). This paper explains the conditioning procedures for two of the most common SRSSs, Cs{sup 137} and Co{sup 60} sources which make up more than 90% of the total spent radioactive sealed sources stored in our centralized waste facility as one of the major activities of hot laboratories and waste management center. Conditioning has to meet three main objectives, be acceptable for storage, enable their safe transport, and comply with disposal requirements. (authors)

    The Petrobras oil shale retorting process, utilizes the particle range of +1/4 inch - 3 1/2 inches. The UPI plant in Sao Mateus do Sul has over 106,000 hours of operation, has processed over 6,200,000 metric tons of shale and has produced almost 3,000,000 barrels of shale oil. However, the nature of the raw oil shale is such that the amount of shale less than 1/4 inch that is mined and crushed and returned to the mine site is about 20 percent, thereby, increasing the cost of oil produced by a substantial number. Petrobras has investigated several systems to process the fines that are not handled by the 65 MTPH UPI plant and the 260 MTPH commercial plant. This paper provides an updated status of each of these processes in regard to the tests performed, potential contributions to an integrated use of the oil shale mine, and future considerations.

    The application of radioisotopes and radiation sources in medical diagnosis and therapy is an important issue. Physicians can use radioisotopes to diagnose and treat diseases. Methods of treatment, conditioning and management of low level radioactive wastes from the use of radiation sources and radioisotopes in hospitals and nuclear medicine application, are described. Solid Radioactive waste with low-level activity after accumulation, minimization, segregation and measurement, are burned or compressed in a compactor according to the international standards. Conditioned drums are transported to the interim storage site at the Egyptian Atomic Energy Authority (EAEA) represented in Hot Labs and Waste Management Center (HLWMC) for storage and monitoring.     The US DOE, through the National Renewable Energy Laboratory (NREL), is working with Brazilian government agencies and several utilities to bring adequate electric power to remote rural areas. These organizations are collaborating on a joint venture, begun in 1992, designed to bring photovoltaic- and wind-generated electricity to the Brazilian countryside. Rural homes in eight Brazilian states, rather than just the initial two states targeted in the original plan, will be provided with electric lighting powered by renewable energy systems. The project is also bringing much-needed electricity for refrigeration and water pumping to many village schools, community centers and medical clinics. The primary objective of the cost-shared, joint US/Brazilian project is to assess the efficiency, operability, and reliability of renewable energy-based rural electrification.

    Now that 3D seismic is the survey of choice for most developing areas, the latest trend in conventional marine seismic acquisition has been pulling more streamers (sensor cables) behind each vessel. The goal behind the multi-streamer movement is obtaining the best data set as inexpensively as possible. PGS Exploration Inc. used its R/V Atlantic Explorer, pulling four seismic streamers measuring 4,000 m each with 160 recording channels/streamer, to complete a survey in 77 days--13 to 18 days earlier than planned--for Petroleo Brasileiro SA (Petrobras) in the Cabo Frio area of the Campos basin in Brazilian territorial waters. The survey was conducted from Jan. 19 to Apr. 4 in an area southeast of the existing Campos development, site of at least nine world records for deepwater production. It was performed in water depths ranging from 130 m to 2,000 m. Petrobras desired the 3D survey, the first int hat part of the Campos basin and the first turnkey 3D seismic contract signed by Petrobras, after its discovery of Guarajuba field last year in that region. The paper describes data acquisition and processing.

    Petroleum production in Middle East countries during 1987 totaled an estimated 4,500,500,000 bbl (an average rate of 12,330,137 b/d), up slightly from the revised 1986 total of 4,478,972,000 bbl. Iran, Iraq, Syria, and Yemen Arab Republic had significant increases; Kuwait and Saudi Arabia had significant decreases. Production was established for the first time in People's Democratic Republic of Yemen. New fields went on production in Iraq, Oman, People's Democratic Republic of Yemen, and Syria, and significant oil discoveries were reported in Iraq, Oman, People's Democratic Republic of Yemen, Syria, and Yemen Arab Republic. The level of exploration increased in 1987 with new concessions awarded in some countries, drilling and seismic activities on the increase, new regions in mature areas explored for the first time, and significant reserve additions reported in new and old permits. The Iraq-Iran war still had a negative impact in some regions of the Middle East, particularly in and around the Gulf. 11 figs., 4 tabs.

    Petroleum production in Middle East countries during 1986 totaled 4,493,973,000 bbl (an average rate of 12,312,254 BOPD), up 22.3% from the revised 1985 total of 3,673,729,000 bbl. Iraq, Kuwait, Saudi Arabia, Abu Dhabi, and Oman had significant increased; Iran was the only Middle East country with a significant decrease. New fields went on production in Oman and Yemen Arab Republic, and significant discoveries were reported in Iraq, Yemen Arab Republic, Oman, and Syria. However, exploration was generally down in most countries. Exploration and production operations continued to be affected by war in Iraq and Iran. 8 figures, 7 tables.

    This report summarizes the main findings of a Center for National Security Studies (CNSS) project that examined how a number of nations other than the United States have reacted to the course and outcome of the Persian Gulf War of 1991. The project was built around studies of key countries on which the Gulf War might reasonably be expected to have had a significant impact: Argentina, the ASEAN states, Brazil, China, Cuba, Egypt, France, Germany, India, Iran, Iraq, Israel, Italy, Japan, Jordan, Libya, North Korea, Russia, Saudi Arabia, South Korea, Spain, Syria, Taiwan, the United Kingdom, Vietnam, and the states of the former Yugoslavia. These country studies were written by well-recognized independent experts following a common set of guidelines provided by CNSS. When the country studies were completed, they were reviewed and supplemented through a series of peer assessments and workshops. The report represents a synthesis of material generated through this process, and is intended to stimulate thought and further analysis on the critical topics discussed herein.

    After selection of the site for this major hydroelectric project on the Parana River on the basis of hydrologic, topographic and geologic considerations, initial borings made in the river bed revealed an extremely fractured zone nearly 20 m below the bedrock surface. Conventional core recovery methods were insufficient to define the fragmented zone, therefore five borings were made at the river banks, utilizing the integral sampling method. Recovery of material, which appeared to be a fault gouge, led to the decision to sink an exploratory shaft in the right bank. From this 113 m deep shaft, short drift tunnels were driven to test the principal discontinuities in the basalt flows and the strength of the interflow breccias. Evidence of the existence of a set of intersecting shear zones soon became apparent and, after dewatering the foundation area, four access shafts were sunk within the base area of the highest blocks of the dam, from which exploratory tunnels were driven across and parallel to the river. The shear zones were revealed to be thrust faults, probably caused by buckling of the remainder of a basalt flow due to rapid dowcutting by the river and high horizontal initial stresses. All the tunnels driven for investigative purposes followed a retangular grid layout, so that they could become part of an elaborate shear key system that would prevent renewed movement of the shear zones. The final treatment plan consisted of eight tunnels parallel to the river and twelve parallel to the dam axis, backfilled with concrete through 6 inch diameter holes drilled from the foundation surface and grouted at low pressures. A few short stub tunnels driven along critical ramifications of the shear zones were also backfilled.

    The Cabo Frio region, offshore Rio de Janeiro, lies between two of the most prolific Brazilian oil provinces, the Campos and Santos basins. Major geologic features have been identified using a multidisciplinary approach integrating seismic, gravity, petrographic, and borehole data. The Cabo Frio frontier region is characterized by marked changes in stratigraphy and structural style and is unique among the Brazilian marginal basins. Major geologic features include the deflection of the coastline and pre-Aptian hings line from northeast to east; a large east-striking offshore graben related to salt tectonics; a northwest-trending lineament extending from oceanic crust to the continent; basement-involved landward-dipping (antithetic) normal faults in shallow water; a stable platform in the southern Campos Basin; a thick sequence of postbreakup intrusive and extrusive rocks; and, near the Santos Basin, a mobilized sequence of deep-water postrift strata affected by landward-dipping listric normal faults. These faults are unusual in salt-related passive margins in that they dip landward, apparently detach on the Aptian salt, and show large late Tertiary offsets. Locally, the older sequences do not show substantial growth in the downthrown blocks. South of the Rio de Janeiro coast, a phenomenal landward-dipping fault system detaches blocks of the Albian platform to the north and, to the south, coincides with the depositional limit of the Albian platform. Two end-member processes of salt tectonics in the Cabo Frio region result in either synthetic or antithetic basal shear along the fault weld under the overburden: (1) thin-skinned processes, in which the listric faults were caused by salt flow in response to gravity forces related to massive clastic progradation from the continent; and (2) thick-skinned processes, in which faulting was indirectly triggered by diastrophic causes or disequilibrium in the basement topography.

    This paper summarizes studies of carbon (C) mitigation potential and costs of about 40 forestry options in seven developing countries. Each study uses the same methodological approach - Comprehensive Mitigation Assessment Process (COMAP) - to estimate the above parameters between 2000 and 2030. The approach requires the projection of baseline and mitigation land-use scenarios. Coupled with data on a per ha basis on C sequestration or avoidance, and costs and benefits, it allows the estimation of monetary benefit per Mg C, and the total costs and carbon potential. The results show that about half (3.0 Pg C) the cumulative mitigation potential of 6.2 Petagram (Pg) C between 2000 and 2030 in the seven countries (about 200 x 106 Mg C yr-1) could be achieved at a negative cost and the remainder at costs ranging up to $100 Mg C-1. About 5 Pg C could be achieved, at a cost less than $20 per Mg C. Negative cost potential indicates that non-carbon revenue is sufficient to offset direct costs of these options. The achievable potential is likely to be smaller, however, due to market, institutional, and sociocultural barriers that can delay or prevent the implementation of the analyzed options.

Iraq, Kuwait, Qatar, and Oman had significant increases; Iran and Dubai had significant decreases. Jordan produced oil, although a minor amount, for the first time ever, and new production facilities were in the planning stage in Syria, North Yemen, and Oman, which will bring new fields on stream when completed.

Iran, Iraq, Dubai, Oman, and Syria had significant increases; Kuwait, Kuwait-Saudi Arabia Divided Neutral Zone, Saudi Arabia, and Qatar had significant decreases.
