    Studying the Community Environmental Monitoring Program (CEMP) provides a unique opportunity to trace a concept created by two nuclear industry originators from inception, as it transitioned through several stewardship agencies, to management by a non-profit organization. This transition is informed not only by changes over two decades in the views of the general populace toward nuclear testing but also by changing political climates and public policies. Several parallel histories accompanied the development of the CEMP: an administrative history, an environmental history, and a history of changing public perception of not only nuclear testing, but other activities involving radiation such as waste transportation, as well. Although vital, those histories will be provided only as background to the subject of this study, the oral histories gathered in this project. The oral histories collected open a window into the nuclear testing history of Nevada and Utah that has not heretofore been opened. The nuclear industry has generated a great deal of positive and negative reaction since its inception. The CEMP emerged with specific objectives. It was designed to provide information to potential downwind communities and counter negative perceptions by creating more community involvement and education about the testing. The current objectives of the program are to: (1) Manage and maintain the U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office (NNSA/NSO) offsite monitoring program including 26 radiation and environmental monitoring stations with associated equipment. Provide air sample collection and analysis, radiological and meteorological data collection, interpretation and reporting. (2) Facilitate independent operation of radiological monitoring stations and data verification by private citizens living in communities in proximity to the Nevada Test Site (NTS). (3) Hire and initiate training of local citizens to serve as Community Environmental Monitors (CEMs) in designated communities. (4) Provide relevant training by qualified instructors to the CEMs as necessary. (5) Assist and manage CEMs in accomplishing their duties, and ensure that contracts and paychecks are issued on schedule. (6) Provide CEMs and Emeriti monthly materials to facilitate public awareness. This project explores how those objectives evolved over time with changes in the nuclear testing program. How similar are today's objectives to those originally established for the program? Do those objectives reflect a changing political landscape as well as changes in testing needs? Those questions and more will be addressed as we follow the program from its inception, through earlier versions administered first by the Public Health Service (PHS), then by the U.S. Environmental Protection Agency (EPA) to the current administrator, the Desert Research Institute (DRI).

    There were three major projects undertaken at the outset of the DOE/EM 22 Cooperative Agreement back in September 1995. There was a project relating to Tribal oral histories. Another project of the Cooperative Agreement related to technology and Tribal values and needs. This project by analogy could apply to issues of technology, environmental cleanup and other indigenous peoples internationally. How can Indian Tribes participate in defining the need for technology development rather than merely learning to adapt themselves and their situations and values to technology developed by others with differing needs, values and economic resources? And the third project was the placement of a Tribal intern in EM-22.

    This article describes results of the radiation environmental monitoring performed in the Chernobyl Exclusion Zone (ChEZ) during the period following the 1986 Chernobyl Nuclear Power Plant accident. This article presents a brief overview of five comprehensive reports generated under Contract No. DE-AC09-96SR18500 (Washington Savannah River Company LLC, Subcontract No. AC55559N, SOW No. ON8778) and summarizes characteristics of the ChEZ and its post-accident status and the history of development of the radiation monitoring research in the ChEZ is described. This article addresses characteristics of the radiation monitoring in the ChEZ, its major goals and objectives, and changes of these goals and objectives in the course of time, depending on the tasks associated with the phase of mitigation of the ChNPP accident consequences. The results of the radiation monitoring in the ChEZ during the last 25 years are also provided.

    The paper is focussed on the progress which has been made over 40 years in the science, technology and application of NDT/NDE both during manufacture and in-service, from the perspective of the author and his background in the energy industries in the UK. New techniques not dreamt of 40 years ago and new technology such as personal computers, lasers and robotics which are now common-place in everyday life have transformed some aspects of NDT. But other aspects have remained unchanged, including the continued use of the more basic NDT methods and the challenges of recruitment, training, certification and motivation of personnel. There have been major changes in the world scene over 40 years including the globalization of trade, the emergence of new countries as industrial powers, and the ageing of safety critical infrastructure. These have impacted on NDT business and on the activities of the international NDT community (including ICNDT, the International Committee for NDT). The paper concludes by introducing the activities championed by ICNDT to promote the understanding of the importance of NDT, to support the development of NDT Societies around the world, to educate users on the correct use of personnel certification and to pursue the objective of global harmonisation and recognition of third party certification.

    The Environmental Management Advisory Board (EMAB or Board) was chartered under the Federal Advisory Committee Act (FACA) in 1992 to provide the Assistant Secretary for Environmental Management (EM) with independent and external advice, information, and recommendations on corporate issues relating to accelerated site clean-up and risk reduction throughout the EM complex. Over the course of the past 20 years, the composition and focus of the Board have varied widely to address the changing needs of the program. EMAB began as the Environmental Restoration and Waste Management Advisory Committee, formed to provide advice on an EM Programmatic Environmental Impact Statement. In 1994, the Board was restructured to function more as an executive-level, limited member advisory board whose membership provides insight of leading industry experts and the viewpoints of representatives from critical stakeholder constituencies. Throughout the 20 years of its existence, EMAB has covered a wide variety of topics and produced nearly 200 recommendations. These recommendations have resulted in several policy changes and improvements within EM. Most recently, EMAB has been credited for its contribution to the EM Energy Park Initiative, forerunner of the DOE Asset Revitalization Initiative; creation of the EM Offices of Communications and External Affairs; improvement of acquisition and project management strategies and culture; and several recommendations related to the Waste Treatment Plant and the tank waste programs at Hanford and the Savannah River Site. The wealth of experience and knowledge the Assistant Secretary can leverage through utilization of the Board continues to support fulfillment of EM's mission. In commemoration of EMAB's 20. anniversary, this paper will provide further context for the evolution of the Board, the role FACA plays in its administration, and a look at the members' current objectives and EM's expectations for the future. The interview covers Dr. Miller`s involvement with the Manhattan Engineer District, with total body irradiation, and heavy-ion therapy.     Peat cores were collected in 4 remnant marsh islands and 4 drained, farmed islands throughout the Sacramento - San Joaquin Delta of California in order to characterize the peat accretion history of this region. Radiocarbon age determination of marsh macrofossils at both marsh and farmed islands showed that marshes in the central and western Delta started forming between 6030 and 6790 cal yr BP. Age-depth models for three marshes were constructed using cubic smooth spline regression models. The resulting spline fit models were used to estimate peat accretion histories for the marshes. Estimated accretion rates range from 0.03 to 0.49 cm yr{sup -1} for the marsh sites. The highest accretion rates are at Browns Island, a marsh at the confluence of the Sacramento and San Joaquin rivers. Porosity was examined in the peat core from Franks Wetland, one of the remnant marsh sites. Porosity was greater than 90% and changed little with depth indicating that autocompaction was not an important process in the peat column. The mean contribution of organic matter to soil volume at the marsh sites ranges from 6.15 to 9.25% with little variability. In contrast, the mean contribution of inorganic matter to soil volume ranges from 1.40 to 8.45% with much greater variability, especially in sites situated in main channels. These results suggest that marshes in the Delta can be viewed as largely autochthonous vs. allochthonous in character. Autochthonous sites are largely removed from watershed processes, such as sediment deposition and scour, and are dominated by organic production. Allochthonous sites have greater fluctuations in accretion rates due to the variability of inorganic inputs from the watershed. A comparison of estimated vertical accretion rates with 20th century rates of global sea-level rise shows that currently marshes are maintaining their positions in the tidal frame, yet this offers little assurance of sustainability under scenarios of increased sea-level rise in the future.

    In this talk, I recall the history of the development of the unified electroweak theory, incorporating the symmetry-breaking Higgs mechanism, as I saw it from my standpoint as a member of Abdus Salam's group at Imperial College. I start by describing the state of physics in the years after the Second World War, explain how the goal of a unified gauge theory of weak and electromagnetic interactions emerged, the obstacles encountered, in particular the Goldstone theorem, and how they were overcome, followed by a brief account of more recent history, culminating in the historic discovery of the Higgs boson in 2012.

    This paper acquaints the audience with the history of the Hanford Site, America's first full-scale defense plutonium production site. The paper includes the founding and basic operating history of the Hanford Site, including World War II construction and operations, three major postwar expansions (1947-55), the peak years of production (1956-63), production phase downs (1964-the present), a brief production spurt from 1984-86, the end of the Cold War, and the beginning of the waste cleanup mission. The paper also delineates historical waste practices and policies as they changed over the years at the Hanford Site, past efforts to chemically treat, ''fractionate,'' and/or immobilize Hanford's wastes, and resulting major waste legacies that remain today. This paper presents original, primary-source research into the waste history of the Hanford Site. Finally, the paper places the current Hanford Site waste remediation endeavors in the broad context of American and world history.

    The talk consists of three parts. ``History'' briefly describes the emergence and evolution of the concept of photon during the first two decades of the 20th century. ``Mass'' gives a short review of the literature on the upper limit of the photon's mass. ``Charge'' is a critical discussion of the existing interpretation of searches for photon charge. Schemes, in which all photons are charged, are grossly inconsistent. A model with three kinds of photons (positive, negative and neutral) seems at first sight to be more consistent, but turns out to have its own serious problems.

    Prehistory - Starting from 't Hooft's (1971) we have a short look at Taylor's and Slavnov's works (1971-72) and at the lectures given by Rouet and Stora in Lausanne-1973 which determine the transition from pre-history to history. History - We give a brief account of the main analyses and results of the BRS collaboration concerning the renormalized gauge theories, in particular the method of the regularization independent, algebraic renormalization, the algebraic proof of S-matrix unitarity and that of gauge choice independence of the renormalized physics. We conclude this report with a suggestion to the crucial question: what could remain of BRS invariance beyond perturbation theory.

    As part of its management of the Yucca Mountain project, the Department of Energy maintained several information centers to provide public access to information about the status of the Yucca Mountain project. Those information centers contained numerous displays, historical information, and served as the location for the Department's outreach activities. As the Department of Energy dealt with reduced budgets in 2009 following the Obama Administration's intent to terminate the program, it shut down its information centers. Nye County considered it important to maintain a public information center where people would be able to find information about what was happening with the Yucca Mountain project. Initially the Nye County assumed responsibility for the information center in Pahrump; eventually the County made a decision to move that information center into an expansion of the existing Pahrump Valley Museum. Nye County undertook an effort to update the information about the Yucca Mountain project and modernize the displays. A parallel effort to create a source of historical information where people could find out about the Yucca Mountain project was undertaken. To accompany the Yucca Mountain exhibits in the Pahrump Valley Museum, Nye County also sponsored a series of interviews to document, through oral histories, as much information about the Yucca Mountain project as could be found in these interviews. The paper presents an overview of the Yucca Mountain exhibits in the Pahrump Valley Museum, and the accompanying oral histories. An important conclusion that can be drawn from the interviews is that construction of a repository in Nevada should have been conceptualized as but the first step in transforming the economy of central Nevada by turning part of the Nevada National Security Site and adjoining area into a world-class energy production and energy research center.     Purpose: To investigate the changes in salivary function and oral health-related quality of life for patients with nasopharyngeal carcinoma treated by intensity-modulated radiotherapy (IMRT). Methods and Materials: A total of 57 patients with early-stage nasopharyngeal carcinoma received IMRT. The parotid and whole saliva flow was measured, and the Medical Outcomes Study 36-item short form, European Organization for Research and Treatment of Cancer Quality of Life questionnaire-C30, European Organization for Research and Treatment of Cancer Quality of Life questionnaire 35-item head-and-neck module, and Oral Health Impact Profile questionnaires were completed at baseline and 2, 6, 12, 18, and 24 months after IMRT. Results: Parotid saliva flow recovered fully after 1 year and maintained. Whole saliva flow recovered partially to 40% of baseline. A general trend of deterioration in most quality of life scales was observed after IMRT, followed by gradual recovery. Persistent oral-related symptoms were found 2 years after treatment. Conclusion: IMRT for early-stage nasopharyngeal carcinoma could only partially preserve the whole salivary function and oral health-related quality of life.

    This pamphlet traces the history of the US Atomic Energy Commission's twenty-eight year stewardship of the Nation's nuclear energy program, from the signing of the Atomic Energy Act on August 1, 1946 to the signing of the Energy Reorganization Act on October 11, 1974. The Commission's early concentration on the military atom produced sophisticated nuclear weapons for the Nation's defense and made possible the creation of a fleet of nuclear submarines and surface ships. Extensive research in the nuclear sciences resulted in the widespread application of nuclear technology for scientific, medical and industrial purposes, while the passage of the Atomic Energy Act of 1954 made possible the development of a nuclear industry, and enabled the United States to share the new technology with other nations.

    Fourteen High Voltage Converter Modulators (HVCM) were initially installed at the Spallation Neutron Source Linear Accelerator (SNS Linac) at the Oak Ridge National Laboratory in 2005. A fifteenth HVCM was added in 2009. Each modulator provides a pulse of up to 140 kV at a maximum width of 1.35 msec. Peak power level is 11 MW with an 8% duty factor. The HVCM system must be available for neutron production (NP) 24/7 with the exception being two, 6-week maintenance periods per year. HVCM reliability is one of the most important factors to maximize Linac availability and achieve SNS performance goals. During the last few years several modifications have been implemented to improve the overall system reliability. This paper presents operational history of the HVCM systems and examines failure mode statistical data since the modulators began operating at 60 Hz. System enhancements and upgrades aimed at providing long term reliable operation with minimal down time are also discussed in the paper.

This volume traces the history and evolution of coal cars from their earliest use in England to the construction of major railways for the purpose of coal hauling and the end of the steam era on American railroads.     The superconducting Tevatron accelerator at Fermi National Accelerator Laboratory (Fermilab) has surpassed twenty years of operation. The Tevatron is still the highest energy particle accelerator in the world and will remain so until the commissioning of the LHC in Europe later this decade. The Tevatron has operated in a Fixed Target mode, accelerating a proton beam into stationary targets/detectors, as well as a Colliding Beam mode, continuously colliding counter rotating beams of protons and antiprotons. Upon completion, the Tevatron cryogenic system became the world's largest helium refrigeration system. In 1993, the Tevatron cryogenic system was given the designation of International Historic Mechanical Engineering Landmark by the American Society of Mechanical Engineers. The operational history, experiences and statistics of the Tevatron, with an emphasis on the cryogenic system, is presented. Improvements, upgrades and current challenges of the cryogenic system are discussed.

    This book is designed to be primarily a history of research facts, measurements, and ideas and the people who developed them. ''Research'' is defined very broadly to include from bench-top laboratory experiments to worldwide environmental investigations. The book is not a monograph or a critical review. The findings and conclusions are presented largely as the investigators saw and reported them. Frequently, the discussion utilizes the terminology and units of the time, unless they are truly antiquated or potentially unclear. It is only when the work being reported is markedly iconoclastic or obviously wrong that I chose to make special note of it or to correct it. Nevertheless, except for direct quotations, the language is mine, and I take full responsibility for it. The working materials for this volume included published papers in scientific journals, books, published conferences and symposia, personal interviews with over 100 individuals, some of them more than once (see Appendix A), and particularly for the 1940--1950 decade and for the large government-supported laboratories to the present day, ''in-house'' reports. These reports frequently represent the only comprehensive archive of what was done and why. Unfortunately, this source is drying up because of storage problems and must be retrieved by ever more complex and inconvenient means. For this reason, special efforts have been taken to review and document these sources, though even now some sections of the field are partially inaccessible. Nevertheless, the volume of all materials available for this review was surprisingly large and the quality much better than might have been expected for so complex and disparate a fields approached under conditions of considerable urgency.

    We investigate whether quantum history theories can be consistent with Bayesian reasoning and whether such an analysis helps clarify the interpretation of such theories. First, we summarise and extend recent work categorising two different approaches to formalising multi-time measurements in quantum theory. The standard approach consists of describing an ordered series of measurements in terms of history propositions with non-additive `probabilities'. The non-standard approach consists of defining multi-time measurements to consist of sets of exclusive and exhaustive history propositions and recovering the single-time exclusivity of results when discussing single-time history propositions. We analyse whether such history propositions can be consistent with Bayes' rule. We show that certain class of histories are given a natural Bayesian interpretation, namely the linearly positive histories originally introduced by Goldstein and Page. Thus we argue that this gives a certain amount of interpretational clarity to the non-standard approach. We also attempt a justification of our analysis using Cox's axioms of probability theory.

    This report documents the history of Building 828 in Sandia National Laboratories' Technical Area I. Building 828 was constructed in 1946 as a mechanical test laboratory for Los Alamos' Z-Division (later Sandia) as it moved to Sandia Base. The building has undergone significant remodeling over the years and has had a variety of occupants. The building was evaluated in compliance with the National Historic Preservation Act, but was not eligible for the National Register of Historic Places. Nevertheless, for many Labs employees, it was a symbol of Sandia's roots in World War II and the Manhattan Project.

    We attempt a justification of a generalisation of the consistent histories programme using a notion of probability that is valid for all complete sets of history propositions. This consists of introducing Cox's axioms of probability theory and showing that our candidate notion of probability obeys them.     Recently, renowned artist David Hockney observed that certain drawings and paintings from as early as the Renaissance seemed almost 'photographic' in detail. Following an extensive visual investigation of western art of the past 1000 years, he made the revolutionary claim that artists even of the prominence of van Eyck and Bellini must have used optical aids. However, many art historians insisted there was no supporting evidence for such a remarkable assertion. In this talk I show a wealth of optical evidence for his claim that Hockney and I subsequently discovered during an unusual, and remarkably-productive, collaboration between an artist and a scientist. I also discuss the unique properties of the 'mirror lens,' and some of the implications this work has for the history of science as well as the history of art (and the modern fields of machine vision and computerized image analysis). These discoveries convincingly demonstrate optical instruments were in use - by artists, not scientists - nearly 200 years earlier than previously even thought possible, and account for the remarkable transformation in the reality of portraits that occurred early in the 15th century.

    The history of the Accelerated Strategic Computing Initiative (ASCI) tells of the development of computational simulation into a third fundamental piece of the scientific method, on a par with theory and experiment. ASCI did not invent the idea, nor was it alone in bringing it to fruition. But ASCI provided the wherewithal - hardware, software, environment, funding, and, most of all, the urgency - that made it happen. On October 1, 2005, the Initiative completed its tenth year of funding. The advances made by ASCI over its first decade are truly incredible. Lawrence Livermore, Los Alamos, and Sandia National Laboratories, along with leadership provided by the Department of Energy's Defense Programs Headquarters, fundamentally changed computational simulation and how it is used to enable scientific insight. To do this, astounding advances were made in simulation applications, computing platforms, and user environments. ASCI dramatically changed existing - and forged new - relationships, both among the Laboratories and with outside partners. By its tenth anniversary, despite daunting challenges, ASCI had accomplished all of the major goals set at its beginning. The history of ASCI is about the vision, leadership, endurance, and partnerships that made these advances possible.

    The Plutonium-Uranium Extraction (PUREX) Facility operated from 1956-1972, from 1983-1988, and briefly during 1989-1990 to produce for national defense at the Hanford Site in Washington State. The Uranium Trioxide (UO{sub 3}) Facility operated at the Hanford Site from 1952-1972, 1984-1988, and briefly in 1993. Both plants were ordered to permanent shutdown by the U.S. Department of Energy (DOE) in December 1992, thus initiating their deactivation phase. Deactivation is that portion of a facility`s life cycle that occurs between operations and final decontamination and decommissioning (D&D). This document details the history of events, and the lessons learned, from the time of the PUREX Stabilization Campaign in 1989-1990, through the end of the first full fiscal year (FY) of the deactivation project (September 30, 1994).

    We present a methodological study to find out how far back and to what precision star formation histories of galaxies can be reconstructed from CMDs, from integrated spectra and Lick indices, and from integrated multi-band photometry. Our evolutionary synthesis models GALEV allow to describe the evolution of galaxies in terms of all three approaches and we have assumed typical observational uncertainties for each of them and then investigated to what extent and accuracy different star formation histories can be discriminated. For a field in the LMC bar region with both a deep CMD from HST observations and a trailing slit spectrum across exactly the same field of view we could test our modelling results against real data.

    We show that the simplicity constraints, which define the dynamics of spin foam models, imply, and are implied by, the first law of thermodynamics, when the latter is applied to causal diamonds in the quantum spacetime. This result reveals an intimate connection between the holographic nature of gravity, as reflected by the Bekenstein entropy, and the fact that general relativity and other gravitational theories can be understood as constrained topological field theories. To state and derive this correspondence we describe causal diamonds in the causal structure of spin foam histories and generalize arguments given for the near horizon region of black holes by Frodden, Gosh and Perez and Bianchi. This allows us to apply a recent argument of Jacobson to show that if a spin foam history has a semiclassical limit described in terms of a smooth metric geometry, that geometry satisfies the Einstein equations. These results suggest also a proposal for a quantum equivalence principle.

    Deep color magnitude diagrams extending to the main sequence provide the most direct measure of the detailed star formation history in a stellar population. With large investments of observing time, HST can obtain such data for populations out to 1 Mpc, but its field of view is extremely small in comparison to the size of Local Group galaxies. This limitation severely constrains our understanding of galaxy formation. For example, the largest galaxy in the Local Group, Andromeda, offers an ideal laboratory for studying the formation of large spiral galaxies, but the galaxy shows substructure on a variety of scales, presumably due to its violent merger history. Within its remaining lifetime, HST can only sample a few sight-lines through this complex galaxy. In contrast, a wide field imager could provide a map of Andromeda's halo, outer disk, and tidal streams, revealing the spatially-dependent star formation history in each structure. The same data would enable many secondary studies, such as the age variation in Andromeda's globular cluster system, gigantic samples of variable stars, and microlensing tracers of the galaxy's dark matter distribution.
