    Acting as an energy services provider, the New York Power Authority (NYPA) has initiated a long-term project through which 20,000 refrigerators per year will be replaced with the most energy-efficient units possible in apartments managed by the New York City Housing Authority (NYCHA). Using bulk purchasing as an incentive to appliance manufacturers to produce energy-efficient refrigerators suitable for use in apartments, replaced in the first year of the program, which ended in December 1996. These units, kWh per year. Savings were determined by field testing and laboratory testing of 220 existing refrigerators and 56 newly-installed units. In the next program year, a 15.0-cubic-foot Maytag refrigerator, newly-designed in response to bulk purchasing incentives, is being installed. The new unit has a label rating of 437 kWh per year, 31 percent better than 1993 energy standards. Old refrigerators removed from apartments are {open_quotes}demanufactured{close_quotes} in an environmentally-appropriate way and both metals and refrigerants are recovered for reuse.

    The statements of eleven witnesses from the Nuclear Regulatory Commission (NRC) presented at a Congressional hearing on February 22, 1980 are reproduced along with additional material submitted for the record. At issue was the NRC's authorization request for fiscal year 1981. The testimony included a review of 1979 activities, including the Three Mile Island accident, and an agenda for future action. Budget justifications were made on the basis of these proposals. Committee members challenged NRC witnesses on their performance, state personnel recruitment and training, public safety, and other matters. (DCK)

    The March 17 hearing examined the budget requests for the DOE fossil-energy and environmental programs and included statements by George Fumich, Jr. Assistant Secretary for Fossil Energy and Ruth Clusen, Secretary. for Environment. the March 20 hearing examined the Office of Conservation and Solar Programs with statements, by Dr. Bennett Miller, Deputy Assistant Secretary for Solar Energy (designate) and Dr. Maxine Savitz, Deputy Assistant Secretary for Conservation. On March 24, the hearings ranged over a broad set of topics in the R and D area, with statements by Dr. Ruth M. Davis, Assistant Secretary, Resource Applications, plus several from her staff; by Dr. Nelson D. Dewitt, Deputy Director, Office of Energy Research, assisted by several OER colleagues; and by Duane C. Sewell, Assistant Secretary of Defense Programs, accompanied by Richard Schriever, Deputy Director, Office of Inertial Fusion, and Eugene Beckett, Waste Isolation Project leader. The April 1 hearing was devoted to testimony from nongovernmental officials expressing their views on the DOE budget for FY 1981. On April 21, programs under the Assistant Secretary for Nuclear Energy were examined. Sen. Church (Idaho), presiding, expressed grave concern over the trend in the DOE nuclear energy programs for the past 3 years, fearing we are on the verge of losing many important future energy options; he opined that the subcommittee members would try to comprehend the rationale that DOE offers in support of the major curtailments on practically all fronts of nuclear energy The testimony was by George W. Cunningham, Assistant Secretary for Nuclear Energy, who submitted a lengthy, detailed formal statement for the record.

    Expansion of the US Strategic Petroleum Reserve (SPR) from 750 million barrels to one billion barrels would require substantial budgetary resources (over $6 billion at current oil prices), major construction of storage and distribution facilities, and over ten years to complete construction and fill. Prior to embarking on such an undertaking, a comprehensive study is required to assess whether the benefits of expansion justify the expected costs and to evaluate SPR expansion in the context of overall domestic and international energy policies. Such a study has been initiated and is expected to be completed later this year. This report, prepared in response to the Conference report accompanying the Department if Interior and related Agencies Appropriation Act for Fiscal Year 1989, addresses only the technical parameters associated with expanding the SPR from 750 million to one billion barrels. In identifying candidate sites, distribution requirements, and estimated construction costs and schedules, the report also examines key parameters that impact any expansion configuration, i.e., industrial versus government ownership, crude oil versus refined product storage, storage in other than Gulf Coast locations and drawdown rate. 10 refs., 17 figs., 10 tabs.

    The Strategic Petroleum Reserve was established in 1975 as an emergency response to the 1973 Arab oil embargo. It is authorized by the Energy Policy and Conservation Act (EPCA), and by the comprehensive energy plans of all Administrations since 1975, in recognition of the long-term dependence of the US on imported crude oil and petroleum products. Section 165 of EPCA requires the Secretary of Energy to submit an Annual Report to the President and the Congress. On May 13, 1998, the Department published a Statement of Administration Policy which reaffirmed its commitment to maintain a Government-owned and controlled, centrally located Strategic Petroleum Reserve of crude oil. The Reserve is to be used solely for responding to the types of severe oil supply interruptions presently contemplated in EPCA. Over the past twenty years, the Reserve has grown as large as 592 million barrels--a peak reached in 1994. From 1994 to 1996, nearly 28 million barrels were sold to raise revenues for the U S Treasury. As of December 31, 1998, the crude oil inventory was 561,108,127 barrels which equated to 60 days of net oil imports during 1998. The US now relies on a combination of both the Reserve and private stocks to meet its oil storage obligations to the International Energy Agency.

    In 1982, the U.S. Congress passed the Nuclear Waste Policy Act, a Federal law that established U.S. policy for the permanent disposal of spent nuclear fuel and high-level radioactive waste. Congress amended the Act in 1987, directing the Department of Energy to study only Yucca Mountain, Nevada as the site for a permanent geologic repository. As the law mandated, the Department evaluated Yucca Mountain to determine its suitability as the site for a permanent geologic repository. Decades of scientific studies demonstrated that Yucca Mountain would protect workers, the public, and the environment during the time that a repository would be operating and for tens of thousands of years after closure of the repository. A repository at this remote site would also: preserve the quality of the environment; allow the environmental cleanup of Cold War weapons facilities; provide the nation with additional protection from acts of terrorism; and support a sound energy policy. Throughout the scientific evaluation of Yucca Mountain, there has been no evidence to disqualify Yucca Mountain as a suitable site for the permanent disposal of spent nuclear fuel and high-level radioactive waste. Upon completion of site characterization, the Secretary of Energy considered the results and concluded that a repository at Yucca Mountain would perform in a manner that protects public health and safety. The Secretary recommended the site to the President in February 2002; the President agreed and recommended to Congress that the site be approved. The Governor of Nevada submitted a notice of disapproval, and both houses of Congress acted to override the disapproval. In July 2002, the President's approval allowed the Department to begin the process of submittal of a license application for Yucca Mountain as the site for the nation's first repository for spent nuclear fuel and high-level radioactive waste. Yucca Mountain is located on federal land in Nye County in southern Nevada, an arid region of the United States, approximately 100 miles (160 kilometers) northwest of Las Vegas (Figure 1). The location is remote from population centers, and there are no permanent residents within approximately 14 miles (23 km) of the site. Overall, Nye County has a population density of about two persons per square mile (two persons per 2.5 square km); in the vicinity of Yucca Mountain, it is significantly less. Yucca Mountain is a series of north-south-trending ridges extending approximately 25 miles (40 km), and consists of successive layers of fine-grained volcanic tuffs, millions of years old, underlain by older carbonate rocks. The alternating layers of welded and nonwelded volcanic tuffs have differing hydrologic properties that significantly impact the manner in which water moves through the mountain. The repository horizon will be in welded tuff located in the unsaturated zone, more than 1,000 feet (300 meters) above the water table in the present-day climate, and is expected to remain well above the water table during wetter future climate conditions. Future meteorology and climatology at Yucca Mountain are important elements in understanding the amount of water available to potentially interact with the waste.

    Criminal investigators from the Environmental Protection Agency (EPA) and its field offices testified at a hearing on whether EPA has sufficient authority to investigate criminal violations, particularly in the area of illegal disposal of hazardous materials. They reported on the agency's progress in staffing a unit with authority comparable to that of Customs and the FBI. The Justice Department opposed deputizing EPA investigators, but the committee found that investigators in the 22 states surveyed operate with law-enforcement powers.     The Defense TRU Waste Program (DTWP) is the focal point for the Department of Energy in national planning, integration, operation, and technical development for TRU waste management. The scope of this program extends from the point of TRU waste generation through delivery to a permanent repository. The TRU program maintains a close interface with repository development to ensure program compatibility and coordination. The defense TRU program does not directly address commercial activities that generate TRU waste. Instead, it is concerned with providing alternatives to manage existing and future defense TRU wastes. The FY 87 Program Plan is consistent with the Defense TRU Waste Program goals and objectives stated in the Defense Transuranic Waste Program Strategy Document, January 1984. The roles of participants, the responsibilities and authorities for Operations, and Research Development (R D), the organizational interfaces and communication channels for R D and the establishment of procedures for planning, reporting, and budgeting of Operations and R D activities meet requirements stated in the Technical Management Plan for the Transuranic Waste Management Program. Detailed budget planning (i.e., programmatic funding and capital equipment) is presented for FY 87; outyear budget projections are presented for future years.

The National Nuclear Security Administration (NNSA) submitted SAND Report SAND2009-5822 to NRC that documented the incorporation of plutonium (Pu) metal as a new payload for the PAT-1 package. NRC responded with a Request for Additional Information (RAI), identifying information needed in connection with its review of the application.
