    The Computerized Instrumented Residential Audit (CIRA), a micro-computer building energy analysis program developed at Lawrence Berkeley Laboratory, uses a monthly variable-base degree-day method to calculate heating and cooling loads. The method's unique feature is its ability to model thermostat setbacks and storage of solar gain. The program accomplishes this by dividing each day into two periods, ''average day'' (8 a.m. to 8 p.m.) and ''average night'' (8 p.m. to 8 a.m.), with different base temperatures. For each mode (heating or cooling) and for each period (day or night), the program reconstructs degree-days as a function of average monthly day or night temperature using three empirical coefficients specific to the location. A comparison is made between degree-days computed from hourly weather tapes and those predicted using this method. The root mean square error between predicted and actual degree days is typically between 3 and 12 degree-days per month. Tables of the coefficients are given for over 150 locations in the United States, computed from hourly dry-bulb temperatures on TRY and TMY tapes. Seasonal predictions of heating and cooling energy budgets using this method show good correspondence to the DOE-2 hourly simulation method.

    Monthly averaged data is presented which describes the availability of solar radiation at 248 National Weather Service stations. Monthly and annual average daily insolation and temperature values have been computed from a base of 24 to 25 years of data. Average daily maximum, minimum, and monthly temperatures are provided for most locations in both Celsius and Fahrenheit. Heating and cooling degree-days were computed relative to a base of 18.3/sup 0/C (65/sup 0/F). For each station, global anti K/sub T/ (cloudiness index) were calculated on a monthly and annual basis.     This issue of the publication reports the sales, market shares, estimated sales-weighted fuel economies, and other estimated sales-weighted vehicle characteristics of automobiles and light trucks for the first six months of model year 1984 and for the previous five model years. Comparisons and observations are made on the trends in these vehicles from one model year to the next. An improved methodology is used to allocate the yearly mpg changes among eight components, rather than the four reported in the previous reports. Sales of automobiles showed an increase of 21.8% from the first half of model year 1983. An even more striking increase was observed in the sales of light trucks: 42.2% from the first half of model year 1983. The first six months of model year 1984 experienced a gain of 0.21 mpg in sales-weighted automobile fuel economy. In contrast, light trucks experienced a loss of 0.83 mpg in fuel economy, from 20.52 mpg in model year 1983 to 19.69 mpg in the first half of model year 1984.

    EIA revises up forecast for U.S. 2013 crude oil production by 70,000 barrels per day The forecast for U.S. crude oil production keeps going higher. The U.S. Energy Information Administration revised upward its projection for crude oil output in 2013 by 70,000 barrels per day and for next year by 190,000 barrels per day. U.S. oil production is now on track to average 7.5 million barrels per day this year and rise to 8.4 million barrels per day in 2014, according to EIA's latest monthly forecast.

The purpose of this publication is to provide energy decisionmakers with accurate and timely information that may be used in forming various perspectives on electric issues that lie ahead. This publication provides monthly statistics at the U.S., Census division, and State levels for net generation, fossil fuel consumption and stocks, quantity and quality of fossil fuels, cost of fossil fuels, electricity sales, revenue, and average revenue per kilowatthour of electricity sold. Data on net generation, fuel consumption, fuel stocks, quantity and cost of fossil fuels are also displayed for the North American Electric Reliability Council (NERC) regions. This April 1994 issue contains 1993 year-end data and data through January 1994.

The data series describe production, imports and exports, inter-Petroleum Administration for Defense (PAD) District movements, and inventories by the primary suppliers of petroleum products in the United States (50 States and the District of Columbia). The reporting universe includes those petroleum sectors in primary supply. Included are: petroleum refiners, motor gasoline blenders, operators of natural gas processing plants and fractionators, inter-PAD transporters, importers, and major inventory holders of petroleum products and crude oil. When aggregated, the data reported by these sectors approximately represent the consumption of petroleum products in the United States. Data presented in the PSM are divided into two sections: Summary Statistics and Detailed Statistics. The tables and figures ih the Summary Statistics section of the PSM present a time series of selected petroleum data on a US level. Most time series include preliminary estimates for one month based on the Weekly Petroleum Supply Reporting System; statistics based on the most recent data from the Monthly Petroleum Supply Reporting System (MPSRS); and statistics published in prior issues of the PSM and PSA. The Detailed Statistics tables of the PSM present statistics for the most current month available as well as year-to-date.     This report presents an overview of recent monthly energy statistics. Energy production during November 1997 totaled 5.6 quadrillion Btu, a 0.3-percent decrease from the level of production during November 1996. Natural gas production increased 2.8 percent, production of crude oil and natural gas plant liquids decreased 1.7 percent, and coal production decreased 1.6 percent. All other forms of energy production combined were down 1.1 percent from the level of production during November 1996. Energy consumption during November 1997 totaled 7.5 quadrillion Btu, 0.1 percent above the level of consumption during November 1996. Consumption of natural gas increased 1.5 percent, consumption of coal fell 0.3 percent, while consumption of petroleum products decreased 0.2 percent. Consumption of all other forms of energy combined decreased 0.8 percent from the level 1 year earlier. Net imports of energy during November 1997 totaled 1.7 quadrillion Btu, 8.6 percent above the level of net imports 1 year earlier. Net imports of petroleum increased 6.3 percent, and net imports of natural gas were up 1.2 percent. Net exports of coal fell 17.8 percent from the level in November 1996.
