  1. 120 years of U.S. residential housing stock and floor space

    Residential buildings are a key driver of energy consumption and also impact transportation and land-use. Energy consumption in the residential sector accounts for one-fifth of total U.S. energy consumption and energy-related CO? emissions, with floor space a major driver of building energy demands. In this work a consistent, vintage-disaggregated, annual long-term series of U.S. housing stock and residential floor space for 1891–2010 is presented. An attempt was made to minimize the effects of the incompleteness and inconsistencies present in the national housing survey data. Over the 1891–2010 period, floor space increased almost tenfold, from approximately 24,700 to 235,150 million square feet, corresponding to a doubling of floor space per capita from approximately 400 to 800 square feet. While population increased five times over the period, a 50% decrease in household size contributed towards a tenfold increase in the number of housing units and floor space, while average floor space per unit remains surprisingly constant, as a result of housing retirement dynamics. In the last 30 years, however, these trends appear to be changing, as household size shows signs of leveling off, or even increasing again, while average floor space per unit has been increasing. GDP and total floor space show a remarkably constant growth trend over the period and total residential sector primary energy consumption and floor space show a similar growth trend over the last 60 years, decoupling only within the last decade.

  8. Steam System Balancing and Tuning for Multifamily Residential Buildings in Chicagoland - Second Year of Data Collection

    Steam heated buildings often suffer from uneven heating as a result of poor control of the amount of steam entering each radiator. In order to satisfy the heating load to the coldest units, other units are overheated. As a result, some tenants complain of being too hot and open their windows in the middle of winter, while others complain of being too cold and are compelled to use supplemental heat sources. Building on previous research, CNT Energy identified 10 test buildings in Chicago and conducted a study to identify best practices for the methodology, typical costs, and energy savings associated with steam system balancing. A package of common steam balancing measures was assembled and data were collected on the buildings before and after these retrofits were installed to investigate the process, challenges, and the cost effectiveness of improving steam systems through improved venting and control systems. The test buildings that received venting upgrades and new control systems showed 10.2% savings on their natural gas heating load, with a simple payback of 5.1 years. The methodologies for and findings from this study are presented in detail in this report. This report has been updated from a version published in August 2012 to include natural gas usage information from the 2012 heating season and updated natural gas savings calculations.

    Currently, houses do not perform optimally or even as many codes and forecasts predict, largely because they are field assembled and there is no consistent process to identify problems or to correct them. Residential commissioning is a solution to this problem. This guide is the culmination of a 30-month project that began in September 1999. The ultimate objective of the project is to increase the number of houses that undergo commissioning, which will improve the quality, comfort, and safety of homes for California citizens. The project goal is to lay the groundwork for a residential commissioning industry in California focused on end-use energy and non-energy issues. As such, we intend this guide to be a beginning and not an end. Our intent is that the guide will lead to the programmatic integration of commissioning with other building industry processes, which in turn will provide more value to a single site visit for people such as home energy auditors and raters, home inspectors, and building performance contractors. Project work to support the development of this guide includes: a literature review and annotated bibliography, which facilitates access to 469 documents related to residential commissioning published over the past 20 years (Wray et al. 2000), an analysis of the potential benefits one can realistically expect from commissioning new and existing California houses (Matson et al. 2002), and an assessment of 107 diagnostic tools for evaluating residential commissioning metrics (Wray et al. 2002). In this guide, we describe the issues that non-experts should consider in developing a commissioning program to achieve the benefits we have identified. We do this by providing specific recommendations about: how to structure the commissioning process, which diagnostics to use, and how to use them to commission new and existing houses. Using examples, we also demonstrate the potential benefits of applying the recommended whole-house commissioning approach to such houses.

    Submillimetre-luminous galaxies at high-redshift are the most luminous, heavily star-forming galaxies in the Universe, and are characterised by prodigious emission in the far-infrared at 850 microns (S850 > 5 mJy). They reside in halos ~ 10^13Msun, have low gas fractions compared to main sequence disks at a comparable redshift, trace complex environments, and are not easily observable at optical wavelengths. Their physical origin remains unclear. Simulations have been able to form galaxies with the requisite luminosities, but have otherwise been unable to simultaneously match the stellar masses, star formation rates, gas fractions and environments. Here we report a cosmological hydrodynamic galaxy formation simulation that is able to form a submillimetre galaxy which simultaneously satisfies the broad range of observed physical constraints.     The National Residential Efficiency Measures Database is a publicly available, centralized resource of residential building retrofit measures and costs for the U.S. building industry. With support from the U.S. Department of Energy, NREL developed this tool to help users determine the most cost-effective retrofit measures for improving energy efficiency of existing homes. Software developers who require residential retrofit performance and cost data for applications that evaluate residential efficiency measures are the primary audience for this database. In addition, home performance contractors and manufacturers of residential materials and equipment may find this information useful. The database offers the following types of retrofit measures: 1) Appliances, 2) Domestic Hot Water, 3) Enclosure, 4) Heating, Ventilating, and Air Conditioning (HVAC), 5) Lighting, 6) Miscellaneous.

  20. Financing Non-Residential Photovoltaic Projects: Options and Implications

    Installations of grid-connected photovoltaic (PV) systems in the United States have increased dramatically in recent years, growing from less than 20 MW in 2000 to nearly 500 MW at the end of 2007, a compound average annual growth rate of 59%. Of particular note is the increasing contribution of 'non-residential' grid-connected PV systems--defined here as those systems installed on the customer (rather than utility) side of the meter at commercial, institutional, non-profit, or governmental properties--to the overall growth trend. Although there is some uncertainty in the numbers, non-residential PV capacity grew from less than half of aggregate annual capacity installations in 2000-2002 to nearly two-thirds in 2007. This relative growth trend is expected to have continued through 2008. The non-residential sector's commanding lead in terms of installed capacity in recent years primarily reflects two important differences between the non-residential and residential markets: (1) the greater federal 'Tax Benefits'--including the 30% investment tax credit (ITC) and accelerated tax depreciation--provided to commercial (relative to residential) PV systems, at least historically (this relative tax advantage has largely disappeared starting in 2009) and (2) larger non-residential project size. These two attributes have attracted to the market a number of institutional investors (referred to in this report as 'Tax Investors') seeking to invest in PV projects primarily to capture their Tax Benefits. The presence of these Tax Investors, in turn, has fostered a variety of innovative approaches to financing non-residential PV systems. This financial innovation--which is the topic of this report--has helped to overcome some of the largest barriers to the adoption of non-residential PV, and is therefore partly responsible (along with the policy changes that have driven this innovation) for the rapid growth in the market seen in recent years.ii Specifically, due to financial innovation, non-residential entities interested in PV no longer face prohibitively high up-front costs, no longer need to be able to absorb Tax Benefits in order to make the economics pencil out, no longer need to be able to operate and maintain the system, and no longer need to accept the risk that the system does not perform as expected.

    To advance the market penetration of residential retrofits, Oak Ridge National Laboratory (ORNL) and Southface Energy Institute (Southface) partnered to provide technical assistance on nine home energy retrofits in metropolitan Atlanta with simulated source energy savings of 30% to 50%. Retrofit measures included duct sealing, air infiltration reductions, attic sealing and roofline insulation, crawlspace sealing, HVAC and water heating equipment replacement, and lighting and appliance upgrades. This paper will present a summary of these measures and their associated impacts on important home performance metrics, such as air infiltration and duct leakage. The average estimated source energy savings for the homes is 33%, and the actual heating season average savings is 32%. Additionally, a case study describing expected and realized energy savings of completed retrofit measures of one of the homes is described in this paper.

    The phosphorus composition of banded-iron formations (BIFs) has been used as a proxy for Precambrian seawater composition and the paleoeredox state of Earth's surface environment. However, it is unclear whether the phosphorus in BIFs originally entered the sediment as a sorbed component of the iron oxyhydroxide particles, or whether it was incorporated into the biomass of marine phytoplankton. We conducted high-resolution mineral analyses and report here the first detection of an Fe(III) acetate salt, as well as nanocrystals of apatite in association with magnetite, in the 2.48 Ga Dales Gorge Member of the Brockman Iron Formation (a BIF), Hamersley, Western Australia. The clusters of apatite are similar in size and morphology to biogenic apatite crystals resulting from biomass decay in Phanerozoic marine sediments, while the formation of an Fe(III) acetate salt and magnetite not only implies the original presence of biomass in the BIF sediments, but also that organic carbon likely served as an electron donor during bacterial Fe(III) reduction. This study is important because it suggests that phytoplankton may have played a key role in the transfer of phosphorus (and other trace elements) from the photic zone to the seafloor.

    Arguably the most exciting aspect of the smart grid vision is the full participation of end-use resources with all forms of generation and energy storage in the reliable and efficient operation of an electric power system. Engaging all of these resources in a collaborative manner that respects the objectives of each resource, is sensitive to the system and local constraints of electricity flow, and scales to the large number of devices and systems participating is a grand challenge. Distributed decision-making system approaches have been presented and experimentation is underway. This paper reports on the preliminary findings of a residential demand response demonstration that uses the bidding transactions of supply and end-use air conditioning resources communicating with a real-time, 5 minute market to balance the various needs of the participants on a distribution feeder. The nature of the demonstration, the value streams being explored, and the operational scenarios implemented to characterize the system response are summarized along with preliminary findings.

    This study evaluates the energy, humidity and indoor air quality (IAQ) implications of residential ventilation cooling in all U.S. IECC climate zones. A computer modeling approach was adopted, using an advanced residential building simulation tool with airflow, energy and humidity models. An economizer (large supply fan) was simulated to provide ventilation cooling while outdoor air temperatures were lower than indoor air temperatures (typically at night). The simulations were performed for a full year using one-minute time steps to allow for scheduling of ventilation systems and to account for interactions between ventilation and heating/cooling systems.

    Residential customers in California's Pacific Gas and Electric (PG&E) territory have seen several electricity rate structure changes in the past decade. This poster: examines the history of the residential pricing structure and key milestones; summarizes and analyzes the usage between 2006 and 2009 for different baseline/climate areas; discusses the residential electricity Smart Meter roll out; and compares sample bills for customers in two climates under the current pricing structure and also the future time of use (TOU) structure.

    Residential behavior-based (BB) programs use strategies grounded in the behavioral social sciences to influence household energy use. Strategies may include providing households with real-time or delayed feedback about their energy use; supplying energy-efficiency education and tips; rewarding households for reducing their energy use; comparing households to their peers; and establishing games, tournaments, and competitions. BB programs often target multiple energy end uses and encourage energy savings, demand savings, or both. Savings from BB programs are usually a small percentage of energy use, typically less than 5%.

    The goals of this scoping study are to identify research needed to develop improved ventilation standards for California's Title 24 Building Energy Efficiency Standards. The 2008 Title 24 Standards are the primary target for the outcome of this research, but this scoping study is not limited to that timeframe. We prepared this scoping study to provide the California Energy Commission with broad and flexible options for developing a research plan to advance the standards. This document presents the findings of a scoping study commissioned by the Public Interest Energy Research (PIER) program of the California Energy Commission to determine what research is necessary to develop new residential ventilation requirements for California. This study is one of three companion efforts needed to complete the job of determining the ventilation needs of California residences, determining the bases for setting residential ventilation requirements, and determining appropriate ventilation technologies to meet these needs and requirements in an energy efficient manner. Rather than providing research results, this scoping study identifies important research questions along with the level of effort necessary to address these questions and the costs, risks, and benefits of pursuing alternative research questions. In approaching these questions and corresponding levels of effort, feasibility and timing were important considerations. The Commission has specified Summer 2005 as the latest date for completing this research in time to update the 2008 version of California's Energy Code (Title 24).

    One of the determinants of the market acceptance of solar technologies in the residential housing sector is the value placed upon the solar property at the time of resale. The resale factor is shown to be an important economic parameter when net benefits of the solar design are considered over a typical ownership cycle rather than the life cycle of the system. Although a study of solar resale in Davis, Ca, indicates that those particular homes have been appreciating in value faster than nonsolar market comparables, no study has been made that would confirm this conclusion for markets in other geograhical locations with supporting tests of statistical significance. The data to undertake such an analysis is available through numerous local sources; however, case by case data collection is prohibitively expensive. A recommended alternative approach is to make use of real estate market data firms who compile large data bases and provide multi-variate statistical analysis packages.

    In 1986, Pacific Northwest Laboratory developed the Residential Occupant Survey-Spring '86, which was implemented. The overall purpose of the study was to collect demographic, attitudinal, and behavioral data related to the use and conservation of electricity in dwellings participating in the Bonneville Power Administration's End-Use Load and Conservation Assessment Program (ELCAP). Information was collected on the respondents' perceptions of the energy efficiency of their dwelling, temperature the dwelling was kept when people were at home and awake during the last heating season, which rooms, if any, were not heated during the last heating season, number of times the dwelling was unoccupied for at least one week, number of times pets were let out of the dwelling per day, attitudes toward energy use and conservation and several socio-demographic variables such as age, sex, and total household income. The results of the data analyses showed age to be an important factor for reported indoor temperature and perceived energy efficiency of the dwelling. The results also showed that almost 60% of the ELCAP occupants do not heat one or more rooms during the heating season, and almost 45% of the ELCAP dwellings were unoccupied for at least one week during the reporting period. In terms of the reported allocation of household income for household energy expenses, the results showed that the reported dollar amount spent for the expenses remained relatively constant over income levels.

    The US Department of Energy has set a 20-year lifetime goal for terrestrial photovoltaic modules. In its capacity as a Residential Photovoltaic Field Test and Applications Center, Massachusetts Institute of Technology Lincoln Laboratory has established and is monitoring experimental residential test sites in various locations of the United States. These sites contain either real or simulated residences coupled with photovoltaic modules from several manufacturers as well as the necessary balance-of-system components. Tests reported include visual and electrical inspection of modules, flash testing, and determination of module I-V curves.

    This study examined a range of factors influencing energy consumption in households that had participated in residential energy-efficiency upgrades. The study was funded by a grant from the U.S. Department of Energy’s Pacific Northwest National Laboratory and was conducted by faculty and staff of Portland State University Center for Urban Studies and Department of Economics. This work was made possible through the assistance and support of the Energy Trust of Oregon (ETO), whose residential energy-efficiency programs provided the population from which the sample cases were drawn. All households in the study had participated in the ETO Home Performance with Energy Star (HPwES) program. A number of these had concurrently pursued measures through other ETO programs. Post-retrofit energy outcomes are rarely investigated on a house-by-house basis. Rather, aggregate changes are ordinarily the focus of program impact evaluations, with deviation from aggregate expectations chalked up to measurement error, the vagaries of weather and idiosyncrasies of occupants. However, understanding how homes perform post-retrofit on an individual basis can give important insights to increase energy savings at the participant and the programmatic level. Taking a more disaggregated approach, this study analyzed energy consumption data from before and after the retrofit activity and made comparisons with engineering estimates for the upgrades, to identify households that performed differently from what may have been expected based on the estimates. A statistical analysis using hierarchal linear models, which accounted for weather variations, was performed looking separately at gas and electrical use during the periods before and after upgrades took place. A more straightforward comparison of billing data for 12-month periods before and after the intervention was also performed, yielding the majority of the cases examined. The later approach allowed total energy use and costs to be assessed but did not account for weather variation. From this statistical analysis, 18 study participants were selected and interviewed. The participants completed an in-home interview covering a range of topics, including changes in occupancy and additional changes to the homes that may have affected energy use. The goal of the interviews was to identify factors that may have contributed to unusual energy performance. These factors were identified by their frequency of occurrence in outperforming or underperforming homes, or simply by identifying factors that had the largest impact on overall savings. The motivations and levels of satisfaction with the outcomes of the upgrades were covered in detail, as well as extensive discussions of behaviors pertaining to thermal control, lighting, water, and appliance use. Most of cases studied achieved substantial energy savings, although it was more common for the projected savings to be greater than the demonstrated savings. Two factors that played a very large role in savings variation were 1) changes in occupancy and 2) fenestration improvements outside of the incentive programs. Motivation for pursuing the upgrades (e.g., environmental sustainability vs. comfort or cost savings) did not seem to play any role in achieving savings. Participants generally were more concerned with maintaining aesthetics through lighting than comfort through heating or cooling. They also seemed more likely to turn the lights off when leaving a room than to turn the heat off when leaving the home.

    Integrated micro-CHP (Cooling, Heating and Power) system solutions represent an opportunity to address all of the following requirements at once: conservation of scarce energy resources, moderation of pollutant release into our environment, and assured comfort for home-owners. The objective of this effort was to establish strategies for development, demonstration, and sustainable commercialization of cost-effective integrated CHP systems for residential applications. A unified approach to market and opportunity identification, technology assessment, specific system designs, adaptation to modular product platform component conceptual designs was employed. UTRC's recommendation to U.S. Department of Energy is to go ahead with the execution of the proposed product development and commercialization strategy plan under Phase II of this effort. Recent indicators show the emergence of micro-CHP. More than 12,000 micro-CHP systems have been sold worldwide so far, around 7,500 in 2004. Market projections predict a world-wide market growth over 35% per year. In 2004 the installations were mainly in Europe (73.5%) and in Japan (26.4%). The market in North-America is almost non-existent (0.1%). High energy consumption, high energy expenditure, large spark-spread (i.e., difference between electricity and fuel costs), big square footage, and high income are the key conditions for market acceptance. Today, these conditions are best found in the states of New York, Pennsylvania, New Jersey, Wisconsin, Illinois, Indiana, Michigan, Ohio, New England states. A multiple stage development plan is proposed to address risk mitigation. These stages include concept development and supplier engagement, component development, system integration, system demonstration, and field trials. A two stage commercialization strategy is suggested based on two product versions. The first version--a heat and power system named Micro-Cogen, provides the heat and essential electrical power to the homeowner. In its proposed embodiment, the system has a 2kW prime mover integrated to a furnace platform. The second version is a Micro-Trigen system with heating, cooling and power. It has the same Micro-Cogen platform integrated with a 14kW thermally activated chiller. A Stirling engine is suggested as a promising path for the prime mover. A LiBr absorption chiller is today's best technology in term of readiness level. Paybacks are acceptable for the Micro-Cogen version. However, there is no clear economically viable path for a Micro-Trigen version with today's available technology. This illustrates the importance of financial incentives to home owners in the initial stage of micro-CHP commercialization. It will help create the necessary conditions of volume demand to start transitioning to mass-production and cost reduction. Incentives to the manufacturers will help improve efficiency, enhance reliability, and lower cost, making micro-CHP products more attractive. Successful development of a micro-CHP system for residential applications has the potential to provide significant benefits to users, customers, manufacturers, and suppliers of such systems and, in general, to the nation as a whole. The benefits to the ultimate user are a comfortable and healthy home environment at an affordable cost, potential utility savings, and a reliable supply of energy. Manufacturers, component suppliers, and system integrators will see growth of a new market segment for integrated energy products. The benefits to the nation include significantly increased energy efficiency, reduced consumption of fossil fuels, pollutant and CO{sub 2} emissions from power generation, enhanced security from power interruptions as well as enhanced economic activity and job creation. An integrated micro-CHP energy system provides advantages over conventional power generation, since the energy is used more efficiently by means of efficient heat recovery. Foreign companies are readily selling products, mostly in Europe, and it is urgent to react promptly to these offerings that will soon emerge on the U.S

    This technical highlight describes NREL research to develop a publicly available database of energy retrofit measures containing performance characteristics and cost estimates for nearly 3,000 measures. Researchers at the U.S. Department of Energy (DOE) National Renewable Energy Laboratory (NREL) have developed the National Residential Efficiency Measures Database, a public database that characterizes the performance and costs of common residential energy efficiency measures. The data are available for use in software programs that evaluate cost-effective retrofit measures to improve the energy efficiency of residential buildings. The database provides a single, consistent source of current data for DOE and private-sector energy audit and simulation software tools and the retrofit industry. The database will reduce risk for residential retrofit industry stakeholders by providing a central, publicly vetted source of up-to-date information.

  3. Lifestyle Factors in U.S. Residential Electricity Consumption

    A multivariate statistical approach to lifestyle analysis of residential electricity consumption is described and illustrated. Factor analysis of selected variables from the 2005 U.S. Residential Energy Consumption Survey (RECS) identified five lifestyle factors reflecting social and behavioral choices associated with air conditioning, laundry usage, personal computer usage, climate zone of residence, and TV use. These factors were also estimated for 2001 RECS data. Multiple regression analysis using the lifestyle factors yields solutions accounting for approximately 40% of the variance in electricity consumption for both years. By adding the associated household and market characteristics of income, local electricity price and access to natural gas, variance accounted for is increased to approximately 54%. Income contributed only {approx}1% unique variance to the 2005 and 2001 models, indicating that lifestyle factors reflecting social and behavioral choices better account for consumption differences than income. This was not surprising given the 4-fold range of energy use at differing income levels. Geographic segmentation of factor scores is illustrated, and shows distinct clusters of consumption and lifestyle factors, particularly in suburban locations. The implications for tailored policy and planning interventions are discussed in relation to lifestyle issues.

    There has been considerable activity in recent years to develop technologies that could reduce or levelize residential and light-commercial building space cooling electrical use and heating/cooling energy use. For example, variable or multi-speed electric heat pumps, electric ground-source heat pumps, dual-fuel heat pumps, multi-function heat pumps, and electric cool storage concepts have been developed; and several types of gas heat pumps are emerging. A residential gas heat pump (GHP) benefits assessment is performed to assist gas utility and equipment manufacturer decision making on level of commitment to this technology. The methodology and generic types of results that can be generated are described. National market share is estimated using a market segmentation approach. The assessment design requires dividing the 334 Metropolitan Statistical Areas (MSAS) of the US into 42 market segments of relatively homogeneous weather and gas/electric rates (14 climate groupings by 3 rate groupings). Gas and electric rates for each MSA are evaluated to arrive at population-weighted rates for the market segments. GHPs are competed against 14 conventional equipment options in each homogeneous segment.

    The goal of this study was to develop a Residential Integrated Ventilation Controller (RIVEC) to reduce the energy impact of required mechanical ventilation by 20percent, maintain or improve indoor air quality and provide demand response benefits. This represents potential energy savings of about 140 GWh of electricity and 83 million therms of natural gas as well as proportional peak savings in California. The RIVEC controller is intended to meet the 2008 Title 24 requirements for residential ventilation as well as taking into account the issues of outdoor conditions, other ventilation devices (including economizers), peak demand concerns and occupant preferences. The controller is designed to manage all the residential ventilation systems that are currently available. A key innovation in this controller is the ability to implement the concept of efficacy and intermittent ventilation which allows time shifting of ventilation. Using this approach ventilation can be shifted away from times of high cost or high outdoor pollution towards times when it is cheaper and more effective. Simulations, based on the ones used to develop the new residential ventilation requirements for the California Buildings Energy code, were used to further define the specific criteria and strategies needed for the controller. These simulations provide estimates of the energy, peak power and contaminant improvement possible for different California climates for the various ventilation systems. Results from a field test of the prototype controller corroborate the predicted performance.

    Shadows cast by trees and buildings can limit the solar access of rooftop solar-energy systems, including photovoltaic panels and thermal collectors. This study characterizes residential rooftop shading in Sacramento, San Jose, Los Angeles and San Diego, CA. Our analysis can be used to better estimate power production and/or thermal collection by rooftop solar-energy equipment. It can also be considered when designing programs to plant shade trees. High-resolution orthophotos and LiDAR (Light Detection And Ranging) measurements of surface height were used to create a digital elevation model of all trees and buildings in a well-treed 2.5-4 km{sup 2} residential neighborhood. On-hour shading of roofing planes (the flat elements of roofs) was computed geometrically from the digital elevation model. Values in future years were determined by repeating these calculations after simulating tree growth. Parcel boundaries were used to determine the extent to which roofing planes were shaded by trees and buildings in neighboring parcels. For the subset of S+SW+W-facing planes on which solar equipment is commonly installed for maximum solar access, absolute light loss in spring, summer and fall peaked about two to four hours after sunrise and about two to four hours before sunset. The fraction of annual insolation lost to shading increased from 0.07-0.08 in the year of surface-height measurement to 0.11-0.14 after 30 years of tree growth. Only about 10% of this loss results from shading by trees and buildings in neighboring parcels.

    The installed energy savings for advanced residential hot water systems can depend greatly on detailed occupant use patterns. Quantifying these patterns is essential for analyzing measures such as tankless water heaters, solar hot water systems with demand-side heat exchangers, distribution system improvements, and recirculation loops. This paper describes the development of an advanced spreadsheet tool that can generate a series of year-long hot water event schedules consistent with realistic probability distributions of start time, duration and flow rate variability, clustering, fixture assignment, vacation periods, and seasonality. This paper also presents the application of the hot water event schedules in the context of an integral-collector-storage solar water heating system in a moderate climate.

    Residential customers in California's Pacific Gas and Electric (PG&E) territory have seen several electricity rate structure changes in the past decade. A relatively simple two-tiered pricing system (charges by usage under/over baseline for the home's climate zone) was replaced in the summer of 2001 by a more complicated five-tiered system (usage below baseline and up to 30percent, 100percent, 200percent, and 300percent+ over baseline). In 2009, PG&E began the process of upgrading its residential customers to Smart Meters and laying the groundwork for time of use pricing, due to start in 2011. This paper examines the history of the tiered pricing system, discusses the problems the utility encountered with its Smart Meter roll out, and evaluates the proposed dynamic pricing incentive structures. Scenario analyses of example PG&E customer bills will also be presented. What would these residential customers pay if they were still operating under a tiered structure, and/or if they participated in peak hour reductions?

    On August 8, 2005, the Energy Policy Act of 2005 (EPAct 2005) increased the Section 48 investment tax credit (ITC) for commercial photovoltaic (PV) systems from 10% to 30% of the project's 'tax credit basis' (i.e., the dollar amount to which the ITC applies), and also created in Section 25D of the Internal Revenue Code a new 30% ITC (capped at $2,000) for residential solar systems. Both changes went into effect on January 1, 2006, for an initial period of two years, and in late 2006 both credits were extended 'as is' for an additional year (through 2008). In early 2006, Berkeley Lab published an LBNL/CESA case study that examined the financial impact of EPAct 2005's solar tax credits on PV system owners, in light of the $2,000 cap on the residential credit, as well as the fact that most PV systems in the U.S. also receive cash incentives from state-, local-, or utility-administered PV programs, and that these cash incentives may reduce the value of federal tax credits in certain situations. That case study was subsequently revised in February 2007 to reflect new Internal Revenue Service (IRS) guidance. The findings of that case study, which are briefly recapped in the next section, remained relevant up until October 2008, when the Energy Improvement and Extension Act of 2008 extended both solar credits for an unprecedented eight years, removed the $2,000 cap on the residential credit, and eliminated restrictions on the use of both credits in conjunction with the Alternative Minimum Tax (AMT). These significant changes, which apply to systems placed in service on or after January 1, 2009, will increase the value of the solar credits for residential system owners in particular, and are likely to spur significant growth in residential, commercial, and utility-scale PV installations in the years ahead. In light of these substantial changes to the solar ITC, this report takes a fresh look at the value of these revised credits, focusing specifically on the Section 25D residential credit. After first setting the stage by briefly reviewing our previous findings, the document proceeds to cover four specific areas in which the removal of the $2,000 cap on the residential ITC will have significant implications for PV program administrators, PV system owners, and the PV industry that go beyond the obvious market growth potential created by these more-lucrative federal incentives. These four areas include: (1) The financial implications of whether or not residential cash rebates are considered to be taxable income; (2) The role of low-interest loan programs and other forms of 'subsidized energy financing' under an uncapped ITC; (3) The degree to which taxable and nontaxable rebate levels might be reduced in response to the extra value provided by an uncapped ITC; and (4) The impact of an uncapped ITC on third-party financing and ownership models that are just beginning to emerge in the residential sector. The document concludes by highlighting a common thread that runs throughout: the need for PV program managers to understand whether or not their rebates are considered to be taxable income before they can react in an appropriate manner to the recent changes in federal solar policy and, if financing programs are offered, the need to understand whether the IRS considers these programs to be 'subsidized'. Finally, we note that this paper is based on current law; future legislative changes to the ITC could, of course, alter the conclusions reached here.

    The price of electricity supplied from home rooftop photo voltaic (PV) solar cells has fallen below the retail price of grid electricity in some areas. A number of residential households have an economic incentive to install rooftop PV systems and reduce their purchases of electricity from the grid. A significant portion of the costs incurred by utility companies are fixed costs which must be recovered even as consumption falls. Electricity rates must increase in order for utility companies to recover fixed costs from shrinking sales bases. Increasing rates will, in turn, result in even more economic incentives for customers to adopt rooftop PV. In this paper, we model this feedback between PV adoption and electricity rates and study its impact on future PV penetration and net-metering costs. We find that the most important parameter that determines whether this feedback has an effect is the fraction of customers who adopt PV in any year based solely on the money saved by doing so in that year, independent of the uncertainties of future years. These uncertainties include possible changes in rate structures such as the introduction of connection charges, the possibility of PV prices dropping significantly in the future, possible changes in tax incentives, and confidence in the reliability and maintainability of PV.   16. Deep Residential Retrofits in East Tennessee

    Executive Summary Oak Ridge National Laboratory (ORNL) is furthering residential energy retrofit research in the mixed-humid climate of East Tennessee by selecting 10 homes and guiding the homeowners in the energy retrofit process. The homeowners pay for the retrofits, and ORNL advises which retrofits to complete and collects post-retrofit data. This effort is in accordance with the Department of Energy s Building America program research goal of demonstrating market-ready energy retrofit packages that reduce home energy use by 30 50%. Through this research, ORNL researchers hope to understand why homeowners decide to partake in energy retrofits, the payback of home energy retrofits, and which retrofit packages most economically reduce energy use. Homeowner interviews help the researchers understand the homeowners experience. Information gathered during the interviews will aid in extending market penetration of home energy retrofits by helping researchers and the retrofit industry understand what drives homeowners in making positive decisions regarding these retrofits. This report summarizes the selection process, the pre-retrofit condition, the recommended retrofits, the actual cost of the retrofits (when available), and an estimated energy savings of the retrofit package using EnergyGauge . Of the 10 households selected to participate in the study, only five completed the recommended retrofits, three completed at least one but no more than three of the recommended retrofits, and two households did not complete any of the recommended retrofits. In the case of the two homes that did none of the recommended work, the pre-retrofit condition of the homes and the recommended retrofits are reported. The five homes that completed the recommended retrofits are monitored for energy consumption of the whole house, appliances, space conditioning equipment, water heater, and most of the other circuits with miscellaneous electric loads (MELs) and lighting. Thermal comfort is also monitored, with temperature and humidity measured in all conditioned zones, attics, crawlspaces, and unconditioned basements. In some homes, heat flux transducers are installed on the basement walls to help determine the insulating qualities of the technologies and practices. EnergyGauge is used to estimate the pre-retrofit and post-retrofit home energy rating system (HERS) index and reduction in energy consumption and energy bill. In a follow-up report, data from the installed sensors will be presented and analyzed as well as a comparison of the post-retrofit energy consumption of the home to the EnergyGauge model of the post-retrofit home. Table ES1 shows the retrofits that were completed at the eight households where some or all of the recommended retrofits were completed. Home aliases are used to keep the homeowners anonymous. Some key findings of this study thus far are listed as follows. Some homeowners (50%) are not willing to spend the money to reach 30 50% energy savings. Quality of retrofit work is significantly variable among contractors which impact the potential energy savings of the retrofit. Challenges exist in defining house volume and floor area. Of the five homes that completed all the recommended retrofits, energy bill savings was not the main driver for energy retrofits. In no case were the retrofits cost neutral given a 15 year loan at 7% interest for the retrofit costs.

  17. Current Status and Future Scenarios of Residential Building Energy Consumption in China

    China's rapid economic expansion has propelled it into the ranks of the largest energy consuming nation in the world, with energy demand growth continuing at a pace commensurate with its economic growth. Even though the rapid growth is largely attributable to heavy industry, this in turn is driven by rapid urbanization process, by construction materials and equipment produced for use in buildings. Residential energy is mostly used in urban areas, where rising incomes have allowed acquisition of home appliances, as well as increased use of heating in southern China. The urban population is expected to grow by 20 million every year, accompanied by construction of 2 billion square meters of buildings every year through 2020. Thus residential energy use is very likely to continue its very rapid growth. Understanding the underlying drivers of this growth helps to identify the key areas to analyze energy efficiency potential, appropriate policies to reduce energy use, as well as to understand future energy in the building sector. This paper provides a detailed, bottom-up analysis of residential building energy consumption in China using data from a wide variety of sources and a modeling effort that relies on a very detailed characterization of China's energy demand. It assesses the current energy situation with consideration of end use, intensity, and efficiency etc, and forecast the future outlook for the critical period extending to 2020, based on assumptions of likely patterns of economic activity, availability of energy services, technology improvement and energy intensities.

  18. Estimating solar access of typical residential rooftops: A case study in San Jose, CA

    Shadows cast by trees and buildings can limit the solar access of rooftop solar-energy systems, including photovoltaic panels and thermal collectors. This study characterizes rooftop shading in a residential neighborhood of San Jose, CA, one of four regions analyzed in a wider study of the solar access of California homes.High-resolution orthophotos and LiDAR (Light Detection And Ranging) measurements of surface height were used to create a digital elevation model of all trees and buildings in a 4 km2 residential neighborhood. Hourly shading of roofing planes (the flat elements of roofs) was computed geometrically from the digital elevation model. Parcel boundaries were used to determine the extent to which roofing planes were shaded by trees and buildings in neighboring parcels.In the year in which surface heights were measured (2005), shadows from all sources ("total shading") reduced the insolation received by S-, SW-, and W-facing residential roofing planes in the study area by 13 - 16percent. Shadows cast by trees and buildings in neighboring parcels reduced insolation by no more than 2percent. After 30 years of simulated maximal tree growth, annual total shading increased to 19 - 22percent, and annual extraparcel shading increased to 3 - 4percent.

    During 1992, the Energy Information Administration (EIA) conducted a user-needs study for the 1993 Residential Energy Consumption Survey (RECS). Every 3 years, the RECS collects information on energy consumption and expenditures for various classes of households and residential buildings. The RECS is the only source of such information within EIA, and one of only a few sources of such information anywhere. EIA sent letters to more than 750 persons, received responses from 56, and held 15 meetings with users. Written responses were also solicited by notices published in the April 14, 1992 Federal Register and in several energy-related publications. To ensure that the 1993 RECS meets current information needs, EIA made a specific effort to get input from policy makers and persons needing data for forecasting efforts. These particular needs relate mainly to development of the National Energy Modeling System and new energy legislation being considered at the time of the user needs survey.

  11. Practical Diagnostics for Evaluating Residential Commissioning Metrics

    In this report, we identify and describe 24 practical diagnostics that are ready now to evaluate residential commissioning metrics, and that we expect to include in the commissioning guide. Our discussion in the main body of this report is limited to existing diagnostics in areas of particular concern with significant interactions: envelope and HVAC systems. These areas include insulation quality, windows, airtightness, envelope moisture, fan and duct system airflows, duct leakage, cooling equipment charge, and combustion appliance backdrafting with spillage. Appendix C describes the 83 other diagnostics that we have examined in the course of this project, but that are not ready or are inappropriate for residential commissioning. Combined with Appendix B, Table 1 in the main body of the report summarizes the advantages and disadvantages of all 107 diagnostics. We first describe what residential commissioning is, its characteristic elements, and how one might structure its process. Our intent in this discussion is to formulate and clarify these issues, but is largely preliminary because such a practice does not yet exist. Subsequent sections of the report describe metrics one can use in residential commissioning, along with the consolidated set of 24 practical diagnostics that the building industry can use now to evaluate them. Where possible, we also discuss the accuracy and usability of diagnostics, based on recent laboratory work and field studies by LBNL staff and others in more than 100 houses. These studies concentrate on evaluating diagnostics in the following four areas: the DeltaQ duct leakage test, air-handler airflow tests, supply and return grille airflow tests, and refrigerant charge tests. Appendix A describes those efforts in detail. In addition, where possible, we identify the costs to purchase diagnostic equipment and the amount of time required to conduct the diagnostics. Table 1 summarizes these data. Individual equipment costs for the 24 practical diagnostics range from a few hundred dollars to many thousands of dollars. The higher costs are associated with infrared thermography and state-of-the-art automated diagnostic systems. Most tests can be performed in one hour or less, using equipment priced toward the lower end of the cost spectrum.

    The 1993 Residential Energy Consumption Survey (RECS) was the first to permit the estimation of annual kilowatt hours (kWh) used for lighting. The survey contained more detailed questions about the number of indoor lights used for specific amounts of time and more detailed questions about the use of outdoor lights than did previous surveys. In addition to these basic questions on the Household Questionnaire, the 1993 RECS also included a supplementary questionnaire, administered to a subset of households, that contained more detailed information about the types of lights used in the household, the rooms in which they were located, and the amount of time they were used.

    The development of Energy Efficiency Standards and Labeling (EES&L) began in earnest in India in 2001 with the Energy Conservation Act and the establishment of the Indian Bureau of Energy Efficiency (BEE). The first main residential appliance to be targeted was refrigerators, soon to be followed by room air conditioners. Both of these appliances are of critical importance to India's residential electricity demand. About 15percent of Indian households own a refrigerator, and sales total about 4 million per year, but are growing. At the same time, the Indian refrigerator market has seen a strong trend towards larger and more consumptive frost-free units. Room air conditioners in India have traditionally been sold to commercial sector customers, but an increasing number are going to the residential sector. Room air conditioner sales growth in India peaked in the last few years at 20percent per year. In this paper, we perform an engineering-based analysis using data specific to Indian appliances. We evaluate costs and benefits to residential and commercial sector consumers from increased equipment costs and utility bill savings. The analysis finds that, while the BEE scheme presents net benefits to consumers, there remain opportunities for efficiency improvement that would optimize consumer benefits, according to Life Cycle Cost analysis. Due to the large and growing market for refrigerators and air conditioners in India, we forecast large impacts from the standards and labeling program as scheduled. By 2030, this program, if fully implemented would reduce Indian residential electricity consumption by 55 TWh. Overall savings through 2030 totals 385 TWh. Finally, while efficiency levels have been set for several years for refrigerators, labels and MEPS for these products remain voluntary. We therefore consider the negative impact of this delay of implementation to energy and financial savings achievable by 2030.
