    World War II not only brought the United States rapidly into the nuclear age, but it also brought a new term, {open_quotes}safeguards.{close_quotes} By that time, physical security was an already established activity that dealt with the protection of possessions such as property, vehicles, and other valuables. A secret nuclear project under a stadium at the University of Chicago would add a new dimension to physical security. Similarly, a community known only by its post office box at a location 27 miles from Santa Fe, New Mexico (PO Box 1663) would initiate new programs to protect information and technology while their programs changed the science and warfare around the world. The Manhattan Project and what was to become the Los Alamos Scientific Laboratory (now Los Alamos National Laboratory) would extend the applications of physical security and, soon to be implemented, safeguards to produce important technical advances for the protection, accounting, control, and nonproliferation of fissile nuclear materials. Security for nuclear materials and weapons information began as a foremost consideration with the start of the nuclear programs in the early 1940s. In the 1960s, the Atoms for Peace Program promoted the peaceful use of nuclear energy and made the US a supplier of nuclear materials and peaceful-use nuclear technology to other states. This program also changed the focus on nuclear materials from that of worldwide control to inspection by an independent agency, the proposed International Atomic Energy Agency. At this same time the nuclear weapons states increased from three to five. Other nations worked to obtain a nuclear weapons capability, resulting in increasing concerns about nuclear proliferation.

    This project was developed in response to a cooperative agreement offering by the U.S. Department of Energy (DOE) and the National Energy Technology Laboratory (NETL) under the State Support of Domestic Production DE-FC26-04NT15456. The Interstate Oil and Gas Compact Commission (IOGCC) performed efforts in support of State programs related to the security, reliability and growth if our nation's domestic production of oil and natural gas. The project objectives were to improve the States ability to monitor the security of oil and gas operations; to maximize the production of domestic oil and natural gas thereby minimizing the threat to national security posed by interruptions in energy imports; to assist States in developing and maintaining high standards of environmental protection; to assist in addressing issues that limit the capacity of the industry; to promote the deployment of the appropriate application of technology for regulatory efficiency; and to inform the public about emerging energy issues.

    This report is one of a series of publications assessing the feasibility of increasing domestic heavy oil (10{degrees} to 20{degrees} API gravity) production. This report provides a compendium of the United States refining industry and analyzes the industry by Petroleum Administration for Defense District (PADD) and by ten smaller refining areas. The refining capacity, oil source and oil quality are analyzed, and projections are made for the U.S. refining industry for the years 1990 to 2010. The study used publicly available data as background. A linear program model of the U.S. refining industry was constructed and validated using 1990 U.S. refinery performance. Projections of domestic oil production (decline) and import of crude oil (increases) were balanced to meet anticipated demand to establish a base case for years 1990 through 2010. The impact of additional domestic heavy oil production, (300 MB/D to 900 MB/D, originating in select areas of the U.S.) on the U.S. refining complex was evaluated. This heavy oil could reduce the import rate and the balance of payments by displacing some imported, principally Mid-east, medium crude. The construction cost for refining units to accommodate this additional domestic heavy oil production in both the low and high volume scenarios is about 7 billion dollars for bottoms conversion capacity (delayed coking) with about 50% of the cost attributed to compliance with the Clean Air Act Amendment of 1990.

    vulnerable to disease outbreaks, including citrus greening disease (also known as Huanglongbing) that is rapidly spreading throughout the world's major citrus producing regions1. Understanding the population genomics and domestication of citrus will enable strategies for improvements to citrus including resistance to greening and other diseases. The domestication and distribution of edible citrus types began several thousand years ago in Southeast Asia and spread globally following ancient land and sea routes. The lineages that gave rise to most modern cultivated varieties, however, are lost in undocumented antiquity, and their identities remain controversial2, 3. Several features of Citrus biology and cultivation make deciphering these origins difficult. Cultivated varieties are typically propagated clonally by grafting and through asexual seed production (apomixis via nucellar polyembryony) to maintain desirable combinations of traits (Fig. 1). Thus many important cultivar groups have characteristic basic genotypes that presumably arose through interspecific hybridization and/or successive introgressive hybridizations of wild ancestral species. These domestication events predated the global expansion of citrus cultivation by hundreds or perhaps thousands of years, with no record of the domestication process. Diversity within such groups arises through accumulated somatic mutations, generally without sexual recombination, either as limb sports on trees or variants among apomictic seedling progeny. Two wild species are believed to have contributed to domesticated pummelos, mandarins and oranges. Based on morphology and genetic markers, pummelos have generally been identified with the wild species C. maxima (Burm.) Merrill that is indigenous to Southeast Asia. Although mandarins are similarly widely identified with the species C. reticulata Blanco 4-6, wild populations of C. reticulata have not been definitively described. Various authors have taken dif

    Major LPG projects planned or under way in Africa will increase the importance of that region`s presence in world LPG trade. Supplies will nearly double between 1995 and 2005, at which time they will remain steady for at least 10 years. At the same time that exports are leveling, however, increasing domestic demand for PG is likely to reduce export-market participation by Algeria, Nigeria, Egypt, and Libya. The growth of Africa`s participation in world LPG supply is reflected in comparisons for the next 15--20 years. Total world supply of LPG in 1995 was about 165 million metric tons (tonnes), of which Africans share was 7.8 million tonnes. By 2000, world supply will grow to slightly more than 200 million tonnes, with Africa`s share expected to increase to 13.2 million tonnes (6.6%). And by 2005, world LPG supply will reach nearly 230 million tonnes; Africa`s overall supply volumes by that year will be nearly 16.2 million tonnes (7%). World LPG supply for export in 1995 was on order of 44 million tonnes with Africa supply about 4 million tonnes (9%). By 2005, world export volumes of LPG will reach nearly 70 million tonnes; Africa`s share will have grown by nearly 10 million tonnes (14.3%).

    This issue of Light-Duty Vehicle MPG and Market Shares Report: Model Year 1988 reports the estimated sales-weighted fuel economies, sales, market shares, and other vehicle characteristics of automobiles and light trucks. The estimates are made on a make and model basis, from model year 1976 to model year 1988. Vehicle sales data are used as weighting factors in the sales-weighted estimation procedure. Thus, the estimates represent averages of the overall new vehicle fleet, reflecting the composition of the fleet. Highlights are provided on the trends in the vehicle characteristics from one model year to the next. Analyses are also made on the fuel economy changes to determine the factors which caused the changes. The sales-weighted fuel economy for the new car fleet in model year 1988 showed an improvement of 0.1 mpg from model year 1987, while light trucks showed a 0.2 mpg loss. The 0.2 mpg loss by the light trucks can be attributed to the fact that every light truck size class experienced either losses or no change in their fuel economies from the previous model year, except for the large van size class. Overall, the sales-weighted fuel economy of the entire light-duty vehicle fleet (automobiles and light trucks combined) has remained relatively stable since model year 1986. Domestic light-duty vehicles began to gain popularity over their import counterparts; and light trucks increased their market shares relative to automobiles. Domestic cars regained 0.3% of the automobile market, reversing the previous trend. Similar to the automobile market, domestic light trucks continued to gain popularity over their import counterparts, partly due to the increasing popularity of domestic small vans. 3 refs., 35 figs., 48 tabs.

    The United States currently imports close to half of its petroleum requirements. This report delineates the economic, social, and political costs of such a foreign oil dependency. These costs are often intangible, but combined they clearly constitute a greater price for imported petroleum than the strictly economic cost. If we can assume that imported oil imposes significant socioeconomic costs upon the American economy and society, one way to reduce these costs is to develop alternative, domestic energy sources - such as solar energy technologies - which can displace foreign petroleum. The second half of this report estimates that by the year 2000, solar energy technologies can displace 3.6 quads of petroleum. This figure includes solar energy applications in utilities, industrial and agricultural process heat, and transportation. The estimate can be treated as a lower bound; if the United States were to achieve the proposed goal of 20 quads by 2000, the amount of displaced oil probably would be greater. Although all the displaced oil would not be imported, the reduction in imported petroleum would relieve many of the conditions that increase the present cost of foreign oil to the American consumer.

    As 2007 ends, the US coal industry passes two major milestones - the ending of the Synfuel tax break, affecting over 100M st annually, and the imposition of tighter and much more expensive safety measures, particularly in deep mines. Both of these issues, arriving at a time of wretched steam coal price levels, promise to result in a major shake up in the Central Appalachian mining sector. The report utilizes a microeconomic regional approach to determine whether either of these two schools of thought have any validity. Transport, infrastructure, competing fuels and regional issues are examined in detail and this forecasts estimates coal demand and imports on a region by region basis for the years 2010 and 2015. Some of the major highlights of the forecast are: Import growth will be driven by steam coal demand in the eastern and southern US; Transport will continue to be the key driver - we believe that inland rail rates will deter imports from being railed far inland and that the great majority of imports will be delivered directly by vessel, barge or truck to end users; Colombian coal will be the overwhelmingly dominant supply source and possesses a costs structure to enable it to compete with US-produced coal in any market conditions; Most of the growth will come from existing power plants - increasing capacity utilization at existing import facilities and other plants making investments to add imports to the supply portfolio - the growth is not dependent upon a lot of new coal fired capacity being built.     Almost all new additions to electrical generation in the USA are natural gas combined cycle systems (NGCC) systems. This trend reflects the development of high efficiency gas turbines (GT), low capital, operation and maintenance of NGCC systems and optimism as to natural gas resources. With utility deregulation these developments will seriously restrict long term use of coal and other solid fuels unless a los cost integrated gasifier (IG) fed by low cost feedstocks can be coupled with a CC system. This study mainly considers on-site cogasification of coal with other domestic fuels in an indirectly heated gasifier as a long term strategy for lowering the effective costs of IGGT systems. The authors also consider cocombustion of coal with other low cost domestic fuels as a near term strategy for minimizing fuel costs for competitiveness under utility deregulation. These fuel blending approaches both make use of common fast copyrolysis processes. They examine fast copyrolysis from a molecular point of view searching for advantageous feedstock blends. The authors conclude that blending coal with complementary coals, biomass, MSW or natural gas would be useful in near term cocombustion systems and long term integrated cogasification combined cycle or cogeneration systems.

    Safeguards by Design (SBD) is receiving significant interest with respect to international safeguards objectives. However, less attention has been focused on the equally important topic of domestic Safeguards and Security by Design (SSBD), which addresses requirements such as those of the Nuclear Regulatory Commission (NRC) in the United States. While international safeguards are concerned with detecting State diversion of nuclear material from peaceful to nuclear explosives purposes, domestic Material Protection, Control and Accounting measures (MPC&A) are focused on non-State theft and sabotage. The International Atomic Energy Agency (IAEA) has described the Safeguards by Design (SBD) concept as an approach in which 'international safeguards are fully integrated into the design process of a new nuclear facility from the initial planning through design, construction, operation, and decommissioning.' This same concept is equally applicable to SSBD for domestic requirements. The United States Department of Energy (DOE) has initiated a project through its Office of Nuclear Energy (NE) and more specifically its Fuel Cycle Research and Development (FCRD) program, to develop a domestic SSBD discipline and methodology in parallel with similar efforts sponsored by the DOE Next Generation Safeguards Initiative (NGSI) and the IAEA for international safeguards. This activity includes the participation of industry (through DOE-sponsored contracts) and DOE National Laboratories. This paper will identify the key domestic safeguards and security requirements (i.e. MC&A and physical protection) and explain how and why Safeguards and Security by Design (SSBD) is important and beneficial for the design of future US nuclear energy systems.

    Establish U.S. energy independence within 15 years -- This is a enormous systems engineering challenge to thoroughly analyze the present mix of power generation, energy consumption in all sectors such as transportation, industrial, commercial and residential, and devise new technologies to assist the process to independence. At this level, all citizens will be affected, requiring not only effective technologies, but superior cost/benefit ratios and effective free market interactions. With U.S. energy independence, world markets will be influenced. It will be necessary to develop or modify new energy sources, possibly including storage, and adjust or modify energy consumption profiles. Figure 1 shows the expected transition from present-day energy consumption based on both domestic and imported energy. During the 15 year period, the U.S. transitions to energy independence, eliminating imports, and perhaps reduces total energy consumption due to increased efficiency. In the future, U.S. energy consumption is able to grow in accordance with national policies and enhanced domestic capabilities. At the present time, the primary energy import is hydrocarbon products -- primarily oil. Of that imported oil, most of it is used for transportation. In order to reduce the need for imported oil, the U.S. will need to revamp its energy supply and energy consumption mixes. This change in business and usage in the U.S. will require enonnous effort on the part of many organizations and individuals. Los Alamos National Laboratory (LANL) will take the technological lead on this grand challenge. Nearly all directorates, technical, planning and policy capabilities will be brought together and focused on this objective. A simplified chart of the interactions within LANL is shown in Figure 3. Given the enonnous undertaking of U.S. energy independence, the vast engineering, technological and science-based capabilities of LANL will work together performing systems engineering, applied

    One of the main problems found in air pollution in the Metropolitan Area of Mexico City (MAMC) is the presence of high concentrations of ozone at ground level in the atmosphere. The official Mexican standard for ozone concentration in the air (0.11 ppm, one hour, once every 3 years) has been exceeded more than 300 days per year. Ozone is formed due to the emissions of nitrogen oxides and hydrocarbons originated from either combustion processes or vapors emanating from fuel handling operations. The results of an evaluation of several domestic devices like stoves and water heaters with L.P. gas as fuel are presented. A method for the evaluation of hydrocarbon emission was developed. A prototype of domestic installation was constructed. The prototype includes L.P. gas tank, domestic stove, water heater, piping and instrumentation. Several combinations of stoves and water heaters were evaluated. The sampling and analysis of hydrocarbons were performed using laboratory equipment originally designed for the evaluation of combustion and evaporative emissions in automobiles: a SHED camera (sealed room equipped with an hydrocarbon analyzer) was used to measure leaks in the prototype of domestic installation and a Constant Volume Sampler (CVS) for the measurement of incomplete combustion emissions. Emission factors were developed for each domestic installation.

    The 2 nd Domestic Standard Problem (DSP-02) exercise using the ATLAS integral effect test data was executed to transfer the integral effect test data to domestic nuclear industries and to contribute to improving the safety analysis methodology for PWRs. A small break loss of coolant accident of a 6-inch break at the cold leg was determined as a target scenario by considering its technical importance and by incorporating interests from participants. Ten calculation results using MARS-KS code were collected, major prediction results were described qualitatively and code prediction accuracy was assessed quantitatively using the FFTBM. In addition, special code assessment activities were carried out to find out the area where the model improvement is required in the MARS-KS code. The lessons from this DSP-02 and recommendations to code developers are described in this paper. (authors)

The mechanism for decontrol of crude oil was also put into effect. This favorable government action and higher world oil prices have led to a major resurgence in domestic exploration.     The Oil Pollution Act of 1990 ( OPA'') and an even more problematic array of State pollution laws have raised the cost, and risk, of carrying oil into and out of the US. This report, prepared under contract to the US Department of energy's Office of Domestic and International Policy, examines the impact of Federal and State oil spill legislation on the tanker market. It reviews the role of marine transportation in US oil supply, explores the OPA and State oil spill laws, studies reactions to OPA in the tanker and tank barge industries and in related industries such as insurance and ship finance, and finally, discusses the likely developments in the years ahead. US waterborne oil imports amounted to 6.5 million B/D in 1991, three-quarters of which was crude oil. Imports will rise by almost 3 million B/D by 2000 according to US Department of energy forecasts, with most of the crude oil growth after 1995. Tanker demand will grow even faster: most of the US imports and the increased traffic to other world consuming regions will be on long-haul trades. Both the number of US port calls by tankers and the volume of offshore lightering will grow. Every aspect of the tanker industry's behavior is affected by OPA and a variety of State pollution laws.

    According to a U.S. Office of Technology Assessment report, Nigeria, Indonesia, Australia, Malaysia, Trinidad, Colombia, and Chile are the most likely sources of U.S. imports of LNG, although the areas with the greatest amounts of exportable surplus LNG are the Persian Gulf, with > 231 trillion cu ft/yr, and the U.S.S.R., with 439 trillion cu ft/yr. The import of LNG would increase the U.S. balance of payments deficit, but LNG imports seem preferable to oil imports. LNG producers have a tendency to sell to Europe or Japan, since these areas are closer to the LNG sources. Maritime Administration and Export-Import Bank programs favor the use of domestic rather than foreign LNG tankers, which tends to reduce the financial stake of foreign suppliers in uninterrupted deliveries. Exportable LNG surpluses (in trillions of cu ft/yr) include: Algeria, 8; Nigeria, 33; Southeast Asia, 41; and Western Hemisphere, 19.

    The United State Domestic Research Reactor Infrastructure Program at the Idaho National Laboratory manages and provides project management, technical, quality engineering, quality inspection and nuclear material support for the United States Department of Energy sponsored University Reactor Fuels Program. This program provides fresh, unirradiated nuclear fuel to Domestic University Research Reactor Facilities and is responsible for the return of the DOE-owned, irradiated nuclear fuel over the life of the program. This presentation will introduce the program management team, the universities supported by the program, the status of the program and focus on the return process of irradiated nuclear fuel for long term storage at DOE managed receipt facilities.     The Department of Energy (DOE) and its predecessors have conducted research and development (R&D) in geothermal energy since 1971. The Geothermal Technologies Program (GTP) works in partnership with industry to establish geothermal energy as an economically competitive contributor to the U.S. energy supply. Geothermal energy production, a $1.5 billion a year industry, generates electricity or provides heat for direct use applications. The technologies developed by the Geothermal Technologies Program will provide the Nation with new sources of electricity that are highly reliable and cost competitive and do not add to America's air pollution or the emission of greenhouse gases. Geothermal electricity generation is not subject to fuel price volatility and supply disruptions from changes in global energy markets. Geothermal energy systems use a domestic and renewable source of energy. The Geothermal Technologies Program develops innovative technologies to find, access, and use the Nation's geothermal resources. These efforts include emphasis on Enhanced Geothermal Systems (EGS) with continued R&D on geophysical and geochemical exploration technologies, improved drilling systems, and more efficient heat exchangers and condensers. The Geothermal Technologies Program is balanced between short-term goals of greater interest to industry, and long-term goals of importance to national energy interests. The program's research and development activities are expected to increase the number of new domestic geothermal fields, increase the success rate of geothermal well drilling, and reduce the costs of constructing and operating geothermal power plants. These improvements will increase the quantity of economically viable geothermal resources, leading in turn to an increased number of geothermal power facilities serving more energy demand.     The U.S. Department of Energy (DOE) estimates that in the coming decades the United States' natural gas (NG) demand for electricity generation will increase. Estimates also suggest that NG supply will increasingly come from imported liquefied natural gas (LNG). Additional supplies of NG could come domestically from the production of synthetic natural gas (SNG) via coal gasification-methanation. The objective of this study is to compare greenhouse gas (GHG), SOx, and NOx life-cycle emissions of electricity generated with NG/LNG/SNG and coal. This life-cycle comparison of air emissions from different fuels can help us better understand the advantages and disadvantages of using coal versus globally sourced NG for electricity generation. Our estimates suggest that with the current fleet of power plants, a mix of domestic NG, LNG, and SNG would have lower GHG emissions than coal. If advanced technologies with carbon capture and sequestration (CCS) are used, however, coal and a mix of domestic NG, LNG, and SNG would have very similar life-cycle GHG emissions. For SOx and NOx we find there are significant emissions in the upstream stages of the NG/LNG life-cycles, which contribute to a larger range in SOx and NOx emissions for NG/LNG than for coal and SNG. 38 refs., 3 figs., 2 tabs.
