    1991-10-01

This paper reports on timing characteristics that are measured for the new Philips Components (Amperex) XP2020/UR photomultiplier. The transit time jitter is significantly better than that of previously available XP2020 tubes. In a study of the transit time jitter, we obtain a single photoelectron resolution of 286 {plus minus} 3 ps for the XP2020 and 190 {plus minus} 2 ps for the XP2020/UR.

    2009-01-21

Recent experiments on the 500 kA XP pulsed-power generator at Cornell University have explored the properties of optical spectra in single wires and wire arrays. In the single wire experiments, {approx}1% of the current from XP has been directed through the single wire. Spectra have been recorded using a half-meter spectrometer and a CCD camera located adjacent to the XP pulser. We are studying the visible spectra emitted by the wires and the background light from the machine hardware in order to identify the levels of current per wire for which visible spectroscopy might provide a means to measure magnetic field strength. We have also investigated the dependence of single wire visible spectra on the current, which was measured using a calibrated non-integrating Rogowski coil. UV and XUV diodes were employed to gather information about the temporal structure of the background and wire radiation. The line radiation in the spectra was recorded with wire currents at the few kA level. This is comparable to the first 10 ns of a 32-wire array experiment on 1 Ma generator and a 600-wire array at 20 MA.

    SciTech Connect (OSTI)

    Navia, B.A.; Eisenman, R.E.; Bruns, G.A.

    1994-09-01

One form of X-linked retinitis pigmentosa has been localized by deletion and linkage analysis to proximal Xp21 near the OTC locus and the proximal breakpoint of the BB deletion. A deletion junction clone, previously isolated from this region, was used to initiate a series of bidirectional walks in a human genomic library in EMBL3A. A phage contig of nearly 70 kb has been cloned and systematically searched for conserved sequences and CA repeats. A number of unique sequences around the breakpoint have been sequenced and analyzed with exon identification programs. An HTF island was identified approximately 35 kb distal to the centromeric breakpoint of the BB deletion and several CA repeat-containing areas were found in the contig. Two YACs that contain the breakpoint and surrounding region were isolated. A phage sublibrary was constructed from one of the YACs and is being used to extend the contig map further centromeric. To isolate transcripts from the region, two rounds of cDNA selection from a combined short insert human retinal and fetal brain library were performed against the pooled phage clones from the contig and against the pooled phage from the YAC derived sublibrary. Among the selected cDNAs, several unique sequences have been identified and are currently being mapped and sequenced.

    2011-02-15

In pre-equilibrium nuclear reactions, the geometry-dependent hybrid model is applied with the use of the neutron and proton densities to investigate the effect of initial exciton numbers on the nucleon emission spectra. The initial exciton numbers calculated with the theoretical neutron and proton densities have been obtained within the Skryme-Hartree-Fock method with SKM* and SLy4 forces on target nuclei in the {sup 54,56}Fe(p, xp) reaction at 61.5-MeV incident proton energy by using a new calculationmethod of Tel et al. Also, the differences between the initial exciton numbers for protons and neutrons as a function of nuclear radius, focusing on systematic discrepancies correlated to differences in the proton and neutron densities have been investigated.

This happens to me all the time at Costco--and dessert time. But it also happens with more serious things like professional workshops, and I highly recommend them no matter what business you’re in. Take for instance a half-day strategic business forum hosted by Washington State University Tri-Cities that I recently attended. The event, co-sponsored by a variety of local businesses including all of the area’s Chambers of Commerce, drew professionals from around the area to hear about hot topics of interest to small business.

The U.S. Support Program to IAEA Safeguards (USSP) has funded more than 25 Junior Professional Officer (JPO) positions in the IAEA Department of Safeguards since 2005. JPOs are college graduates with zero to two years’ work experience who work alongside experienced IAEA staff members for one to two years and assist with basic, yet essential work while obtaining valuable experience. They contribute to equipment development, testing, integration, open source information collection and analysis, and software and database development. This paper will study the trends in career progression for the JPOs who have completed assignments with the IAEA in the Department of Safeguards. Brookhaven National Laboratory, in its role in managing the USSP, has compiled information that can be analyzed for this purpose.

The very nature of impact assessment (IA) means that it often involves practitioners from a very wide range of disciplinary and professional backgrounds, which open the possibility that how IA is perceived and practised may vary according to the professional background of the practitioner. The purpose of this study is to investigate the extent to which a practitioner's professional background influences their perceptions of the adequacy of impact assessment in New Zealand under the Resource Management Act (RMA). Information gathered concerned professional affiliations, training, understanding of impact assessment practise, and perceptions of adequacy in relation to impact assessment. The results showed a dominance of a legalistic, operational perspective of impact assessment under the Resource Management Act, across all the main professions represented in the study. However, among preparers of impact assessments there was clear evidence of differences between the four main professional groups - surveyors, planners, engineers and natural scientists - in the way they see the nature and purpose of impact assessment, the practical steps involved, and what constitutes adequacy. Similarly, impact assessment reviewers - predominantly planners and lawyers - showed variations in their expectations of impact assessment depending on their respective professional affiliation. Although in many cases the differences seem to be more of a matter of emphasis, rather than major disputes on what constitutes a good process, even those differences can add up to rather distinct professional cultures of impact assessment. The following factors are seen as leading to the emergence of such professional cultures: different professions often contribute in different ways to an impact assessment, affecting their perception of the nature and purpose of the process; impact assessment training will usually be a secondary concern, compared with the core professional training, which will be

    SciTech Connect (OSTI)

    1996-09-01

In July 1994, the Executive Director for Operations of the US Nuclear Regulatory Commission (NRC) appointed a Special Review Panel to assess the Differing Professional View or Opinion (DPV/DPO) process, including its effectiveness, how well it is understood by employees, and the organizational climate for having such views aired and properly decided. An additional area within this review was to address the effectiveness of the DPO procedures as they pertain to public access and confidentiality. Further, the Panel was charged with the review of the submittals completed since the last review to identify employees who made significant contributions to the agency or to the public health and safety but had not been adequately recognized for this contribution. The report presents the Special Review Panel`s evaluation of the NRC`s current process for dealing with Differing Professional Views or Opinions. Provided in this report are the results of an employee opinion survey on the process; highlights and suggestions from interviews with individuals who had submitted a Differing Professional View or Opinion, as well as with agency managers directly involved with the Differing Professional Views or Opinions process; and the Special Review Panel`s recommendations for improving the DPV/DPO process.

The Solar Training and Education for Professionals (STEP) funding program will tackle soft costs by addressing gaps in solar training and energy education, both within the solar workforce and in professions that play a crucial role in solar deployment. First, it will support coordination among the Solar Instructor Training Network (SITN), military bases, and the solar industry. This will ensure that solar instructors are well connected to solar employers, the SITN materials are up-to-date, and veterans are connected to solar training institutions. Second, it will establish new credentials in solar operations and maintenance, and mid-scale installations. Third, this funding program will enable solar training and education for professionals in indirect and related fields such as real estate, finance, insurance, fire and code enforcement, and state regulations. Finally, it will support the expansion of the Grid Engineering for Accelerated Renewable Energy Deployment (GEARED) initiative.

    2011-01-01

President Obama has repeatedly stated that the United States must ensure that the international safeguards regime, as embodied by the International Atomic Energy Agency (IAEA), has 'the authority, information, people, and technology it needs to do its job.' The U.S. Department of Energy (DOE) National Nuclear Security Administration (NNSA) works to implement the President's vision through the Next Generation Safeguards Initiative (NGSI), a program to revitalize the U.S. DOE national laboratories safeguards technology and human capital base so that the United States can more effectively support the IAEA and ensure that it meets current and emerging challenges to the international safeguards system. In 2009, in response to the human capital development goals of NGSI, young safeguards professionals within the Global Nuclear Security Technology Division at Oak Ridge National Laboratory launched the Next Generation Safeguards Professional Network (NGSPN). The purpose of this initiative is to establish working relationships and to foster collaboration and communication among the next generation of safeguards leaders. The NGSPN is an organization for, and of, young professionals pursuing careers in nuclear safeguards and nonproliferation - as well as mid-career professionals new to the field - whether working within the U.S. DOE national laboratory complex, U.S. government agencies, academia, or industry or at the IAEA. The NGSPN is actively supported by the NNSA, boasts more than 70 members, maintains a website and newsletter, and has held two national meetings as well as an NGSPN session and panel at the July 2010 Institute of Nuclear Material Management Annual Meeting. This paper discusses the network; its significance, goals and objectives; developments and progress to date; and future plans.

  9. A Study of Experience Credit for Professional Engineering Licensure

    SciTech Connect (OSTI)

    Martin, M.A.

    2003-08-11

Oak Ridge National Laboratory performed a study of experience credit for professional engineering licensure for the Department of Energy's Industrial Assessment Center (IAC) Program. One of the study's goals was to determine how state licensure boards grant experience credit for engineering licensure, particularly in regards to IAC experience and experience prior to graduation. Another goal involved passing IAC information to state licensure boards to allow the boards to become familiar with the program and determine if they would grant credit to IAC graduates. The National Council of Examiners for Engineers and Surveyors (NCEES) has adopted a document, the ''Model Law''. This document empowers states to create state engineering boards and oversee engineering licensure. The board can also interpret and adopt rules and regulations. The Model Law also gives a general ''process'' for engineering licensure, the ''Model Law Engineer''. The Model Law Engineer requires that an applicant for professional licensure, or professional engineering (PE) licensure, obtain a combination of formal education and professional experience and successfully complete the fundamentals of engineering (FE) and PE exams. The Model Law states that a PE applicant must obtain four years of ''acceptable'' engineering experience after graduation to be allowed to sit for the PE exam. Although the Model Law defines ''acceptable experience,'' it is somewhat open to interpretation, and state boards decide whether applicants have accumulated the necessary amount of experience. The Model Law also allows applicants one year of credit for postgraduate degrees as well as experience credit for teaching courses in engineering. The Model Law grants states the power to adopt and amend the bylaws and rules of the Model Law licensure process. It allows state boards the freedom to modify the experience requirements for professional licensure. This power has created variety in experience requirements, and

    SciTech Connect (OSTI)

    Moon, R.E.; Gibby, D.J.

    1995-10-01

Since the enactment of the Resource Conservation and Recovery Act (RCRA), environmental consulting has emerged as a reputable profession that was estimated to employ more than 50,000 last year. Despite the importance and economic impact of environmental compliance, the environmental consulting industry remains relatively young and profuse in noncertified professionals. Environmental professionals (EPs) are faced with implementing a vast array of regulations that require expertise from a wide range of technical, scientific, and engineering staff, many of whom are not registered professionals. The result can leas to a professional overlap between the technical responsibilities and established legal principles. From the perspective of an EP, the line between sound consulting and legal advice can be easily blurred. Although not limited to the environmental industry, the problem of unknowingly rendering legal advice is evident in many other professions, including accounting and taxation, pension and group benefit plan counselling, real estate, financial and estate planning, and banking.

  10. Integrating technical knowledge and management skill in the education of environmental professionals

    SciTech Connect (OSTI)

    Campbell, K.S.; Aldrich, J.R.

    1995-12-01

The educational preparation of environmental professionals has been criticized as too narrow. Most degree programs emphasize a specific technical area (e.g., toxicology or air quality) or specific management area (e.g., economics or public policy). The consequences of such focused educational backgrounds can severely limit the effectiveness and efficiency of most environmental professionals: those who work for corporations whose primary mission is not related to the environment but who must consider the environment in the course of carrying out their mission. The authors suspect that lack of communication between practicing professionals in private and public organizations and academics is one root cause of the limitations of current academic programs that prepare environmental professionals. In order to demonstrate the potential advantages of such communication as well as the possibility of integrating technical and management education in a single program, this paper describes the Graduate Environmental and Engineering Management (GEE) curriculum within the School of Engineering at the Air Force Institute of Technology (AFIT). It is the hope of the authors that this model curriculum will prompt practicing environmental professionals and others outside academy to involve themselves in the development of educational programs designed to prepare future environmental professionals.

  11. The role of the international professional organization in the growth and development of environmental impact assessment

    SciTech Connect (OSTI)

    Voland, M.E. ); Page, J.M. )

    1993-01-01

Environmental impact assessment is an international phenomenon. A concept begun by the National Environmental Policy Act (NEPA) of 1969 in the US is becoming an important component of development planning throughout the world. In the summer of 1992, professionals from 44 countries attended the annual meeting of the International Association for Impact Assessment (IAIA). The impact studies can go beyond the project focus of the US to encompass regional and country planning. Through active involvement in the meetings of the international professional organization, the environmental professional has the opportunity to hear formal presentations by those who have differing experiences based upon what is possible within their political and cultural systems. Further, informal interaction at these meetings provides the opportunity to share information, and learn from one another. This presentation will address the role of the professional organization in supporting environmental impact assessment internationally, particularly in developing nations; ways the professional organization can fulfill that role; and how a particular organization, the International Association for Impact Assessment, addresses these challenges.

    Willcuts, Meredith H.

    2009-04-17

SUBMITTED AS A DOCTORAL DISSERTATION IN COMPLETION OF REQUIREMENTS FOR THE DEGREE OF ED.D THROUGH WASHINGTON STATE UNIVERSITY. The overall purpose of this action research study was to explore the experiences of ten middle school science teachers involved in a three-year partnership program between scientists and teachers at a Department of Energy national laboratory, including the impact of the program on their professional development, and to improve the partnership program by developing a set of recommendations based on the study’s findings. This action research study relied on qualitative data including field notes recorded at the summer academies and data from two focus groups with teachers and scientists. Additionally, the participating teachers submitted written reflections in science notebooks, participated in open-ended telephone interviews that were transcribed verbatim, and wrote journal summaries to the Department of Energy at the end of the summer academy. The analysis of the data, collaboratively examined by the teachers, the scientists, and the science education specialist acting as co-researchers on the project, revealed five elements critical to the success of the professional development of science teachers. First, scientist-teacher partnerships are a unique contribution to the professional development of teachers of science that is not replicated in other forms of teacher training. Second, the role of the science education specialist as a bridge between the scientists and teachers is a unique and vital one, impacting all aspects of the professional development. Third, there is a paradox for classroom teachers as they view the professional development experience from two different lenses – that of learner and that of teacher. Fourth, learning for science teachers must be designed to be constructivist in nature. Fifth, the principles of the nature of science must be explicitly showcased to be seen and understood by the classroom teacher.

  2. Early community consultation in the EIR process: new opportunities for environmental professionals

    SciTech Connect (OSTI)

    Ball, G.; Sutton, M.; Brubaker, L.

    1980-01-01

It is proposed that environmental professionals consider adding early community consultation to the other activities they engage in when making an environmental impact assessment. When all parties affected by a proposed project are involved in preliminary planning, problems can be defined and mutually acceptable alternatives developed that go a long way toward making a project politically as well as economically feasible. The Environmental Impact Review (EIR) that is then prepared for the modified project would be much less subject to pressures to slant the data to meet the demands of certain interest groups, freeing professionals to do their work as they know it ought to be done. Such a process would also greatly increase the chances that the recommendations of the EIR would be implemented, rather than overlooked. Ways to design an early community involvement process are illustrated by two case studies.

    SciTech Connect (OSTI)

    Malone, C.

    1995-12-01

Objective resolution of environmental issues involves questions of facts and values, and, for environmental issues to be resolved ethically, a proper synthesis of environmental facts with questions of ethics must occur. In this case study, the proposal by the U.S. Department of Energy (DOE) to use the Yucca Mountain site in southwest Nevada as a deep geologic repository for the permanent disposal of the nation`s high-level nuclear waste is examined in part in the context of the {open_quotes}Code of Ethics and Standards of Practice for Environmental Professionals{close_quotes} adopted by the National Association of Environmental Professionals (NAEP). Current plans are that a repository at the Yucca Mountain site would begin functioning in 2010 and would be sealed after about 150 years. The requirement that a geologic repository must isolate nuclear waste from the environment for at least 10,000 years poses unique challenges to environmental professionals. This case study also analyzes the challenges in terms of the implications of a new federal Executive Order on Ecosystem Management and corresponding internal orders within all federal agencies to conform to the Executive Order. The imposition of the principles and practices of ecosystem-based resource management on federal agencies provides an opportunity to also address, in the context of the DOE Yucca Mountain Project, (1) the ecosystem approach to environmental management, (2) concepts of holistic resource management planning, and (3) the concepts of sustainability and biodiversity. Within this framework there are important implications for environmental ethics and professional practice that must remain at the forefront of concerns of the NAEP over the next two decades.

    2012-04-01

The importance of STEM education to our national prosperity and global competitiveness was recently reinforced by the Obama administration support for Change the Equation. Change the Equation is a multi-entity initiative formed in response to the rapidly increasing demand for STEM related careers and the potential lack of preparation by many Americans to be employed in these positions. To address the issue many are calling for increased emphasis on K-12 STEM education, as early preparation in STEM provides the foundation essential for further learning and competencies (National Research Council, 2007). Achieving and sustaining depth and breadth of K-12 STEM education is inextricably linked to ongoing professional development of K-12 educators. The need for teacher continuing education in STEM education and the link between teacher effectiveness and student preparation in STEM was the impetus behind our i- STEM professional development summer institute. The i-STEM initiative is a collaborative effort between business, industry, government, K-12, and higher education. Although the organization is working on a number of projects, including policy, research, communication, and collaborations, the i-STEM group has directed significant resources toward K-12 educator professional development opportunities in STEM. Our report focuses on the structure and impact of the intensive four-day i-STEM residential professional development institute which we designed to increase the capacity of grade 4-9 teachers to teach STEM content. We structured the summer institute using the outcome of a survey we conducted of grade 4-9 teachers’ to assess their STEM professional development needs, the extant literature on teacher development, the increasing need for a STEM informed society, and our desire to use evidence based practices to enhance teacher capacity to teach STEM content. We developed this investigation to determine if our summer institute influenced the participating teachers

    2011-06-01

Advances in materials science are fundamental to technological developments and have broad societal impacs. For example, a cellular phone is composed of a polymer case, liquid crystal displays, LEDs, silicon chips, Ni-Cd batteries, resistors, capacitors, speakers, microphones all of which have required advances in materials science to be compacted into a phone which is typically smaller than a deck of cards. Like many technological developments, cellular phones have become a ubiquitous part of society, and yet most people know little about the materials science associated with their manufacture. The probable condition of constrained knowledge of materials science was the motivation for developing and offering a 20 hour fourday course called 'Living in a Materials World.' In addition, materials science provides a connection between our every day experiences and the work of scientists and engineers. The course was offered as part of a larger K-12 teacher professional development project and was a component of a week-long summer institute designed specifically for upper elementary and middle school teachers which included 20 hour content strands, and 12 hours of plenary sessions, planning, and collaborative sharing. The focus of the institute was on enhancing teacher content knowledge in STEM, their capacity for teaching using inquiry, their comfort and positive attitudes toward teaching STEM, their knowledge of how people learn, and strategies for integrating STEM throughout the curriculum. In addition to the summer institute the participating teachers were provided with a kit of about $300 worth of materials and equipment to use to implement the content they learned in their classrooms. As part of this professional development project the participants were required to design and implement 5 lesson plans with their students this fall and report on the results, as part of the continuing education course associated with the project. The U.S. Support Program (USSP) to International Atomic Energy Agency (IAEA) Safeguards established a program of one-year paid internships for students and recent graduates. The program was in effect from 2002 until 2006 with a total of forty-one U.S. citizens and permanent residents placed in the IAEA. The USSP created a Junior Professional Officer (JPO) Program in 2005 that replaced the internship program at the IAEA. The JPO program creates opportunities for U.S. college graduates to become IAEA employees for a period of one to two years to help increase the effectiveness and efficiency of safeguards. The twenty three former and current JPOs work in varying fields such as software development, information collection and analysis, non-destructive analysis systems, and unattended monitoring systems. This paper will look at the impacts of the USSP internship and JPO program on the interns and JPOs, the U.S. government, and the IAEA. Academic backgrounds, past involvement in nuclear fields, program assessment, and post-program positions were recorded and analyzed through two studies using questionnaires sent to former interns and former and current JPOs. This paper will discuss the effects of the programs on the careers of the interns and JPOs, present the evaluations of the internship and JPO Programs, and report the recommendations for changes.

Background: A better understanding of public perceptions, attitude and behavior in relation to climate change will provide an important foundation for government's policy-making, service provider's guideline development and the engagement of local communities. The purpose of this study was to assess the perception towards climate change, behavior change, mitigation and adaptation measures issued by the central government among the health professionals in the Centres for Disease Control and Prevention (CDC) in China. Methods: In 2013, a cross-sectional questionnaire survey was undertaken among 314 CDC health professionals in various levels of CDC in Shanxi Province, China. Descriptive analyses were performed. Results: More than two thirds of the respondents believed that climate change has happened at both global and local levels, and climate change would lead to adverse impacts to human beings. Most respondents (74.8%) indicated the emission of greenhouse gases was the cause of climate change, however there was a lack of knowledge about greenhouse gases and their sources. Media was the main source from which respondents obtained the information about climate change. A majority of respondents showed that they were willing to change behavior, but their actions were limited. In terms of mitigation and adaptation measures issued by the Chinese Government, respondents' perception showed inconsistency between strategies and relevant actions. Moreover, although the majority of respondents believed some strategies and measures were extremely important to address climate change, they were still concerned about economic development, energy security, and local environmental protection. Conclusion: There are gaps between perceptions and actions towards climate change among these health professionals. Further efforts need to be made to raise the awareness of climate change among health professionals, and to promote relevant actions to address climate change in the context of

Large single crystals from RENi{sub 2-x}P{sub 2} (RE = La, Ce, Pr) were synthesized from the pure elements using Sn as a metal flux, and their structures were established by X-ray crystallography. The title compounds were confirmed to crystallize in the body-centered tetragonal ThCr{sub 2}Si{sub 2} structure type (space group I4/mmm (No. 139); Pearson's symbol tI10), but with a significant stoichiometry breadth with respect to the transition metal. Systematic synthetic work, coupled with accurate structure refinements indicated strong correlation between the degree of Ni-deficiency and the reaction conditions. For four different PrNi{sub 2-x}P{sub 2} (x {le} 0.5) samples, temperature dependent dc magnetization measurements indicated typical local moment 4f-magnetism and a stable Pr{sup 3+} ground state. Field-dependent heat capacity data confirmed a ferromagnetic order at low temperature, and the variations of T{sub c} with the concentration of Ni defects are discussed. LaNi{sub 2-x}P{sub 2}, as expected was found to be Pauli-like paramagnetic in the studied temperature regime, while the Ce-analog CeNi{sub 2-x}P{sub 2} (x = 0.28(1)) showed the characteristics of a mixed valent Ce{sup 3+}/Ce{sup 4+} system with a possible Kondo temperature on the order of 230 K.

Purpose: Medical Physicists and Radiation Oncologists are two professions who should be working as a team for optimal patient care, yet lack of mutual understanding about each others respective role and work environment creates barriers To improve collaboration and learning, we designed a shared didactic and work space for physics and radiation oncology residents to maximize interaction throughout their professional training. Methods: Physician and Physics residents are required to take the same didactic classes, including journal clubs and respective seminars. The residents also share an office environment among the seven physician and two physic residents. Results: By maximizing didactic overlap and sharing office space, the two resident groups have developed a close professional relationship and supportive work environment. Several joint research projects have been initiated by the residents. Awareness of physics tasks in the clinic has led to a request by the physician residents to change physics didactics, converting the physics short course into a lab-oriented course for the medical residents which is in part taught by the physics residents. The physics seminar is given by both residency groups; increased motivation and interest in learning about physics has led to several medical resident-initiated topic selections which generated lively discussion. The physics long course has changed toward including more discussion among residents to delve deeper into topics and study beyond what passing the boards would require. A supportive work environment has developed, embedding the two physics residents into a larger residents group, allowing them to find mentor and peers more easily. Conclusion: By creating a shared work and didactic environment, physician and physics residents have improved their understanding of respective professional practice. At all levels of government, the means through which policymakers acquire information about water issues is instrumental to their construction of policy. Sources of education and information shape the scientific, political, economic and social context within which water policy develops. Both the general direction and the specific construction of policy are influenced by the availability, source and perceived reliability of information on water issues. This study examines local policymakers` formal and informal education and use and perception of information sources on water issues. A mail survey was used. Respondents were county commissioners and city council members in select rural, mixed, and urban counties in Arizona, Nevada, and Utah. Sources of information examined included private technical and legal experts, local county and city government staff and managers, federal and state agency personnel, colleges and universities, local utilities, private industry, constituents, concerned citizens groups and nonprofit organizations, and print and broadcast media. Respondents were asked about the frequency with which they utilized each source to (1) obtain general information on water issues and (2) assist in making policy decisions. Sources were evaluated in terms of availability, relevancy (useful and timely) and reliability (authoritative and credible). Respondents were also asked to provide information on educational attainment and coursework taken pertaining to water and natural resource policy, law, and management. The results of the survey are used to compare the sources of information most frequently utilized by policymakers coming from differing geographic locales and to identify those information sources perceived to be most available and of the highest quality. The relationship between perceived quality and frequency of use is examined. The role of environmental professionals as sources of information to be used in the policymaking arena is discussed.

A personalized content recommendation system includes a client interface configured to automatically monitor a user's information data stream transmitted on the Internet. A hybrid contextual behavioral and collaborative personal interest inference engine resident to a non-transient media generates automatic predictions about the interests of individual users of the system. A database server retains the user's personal interest profile based on a plurality of monitored information. The system also includes a server programmed to filter items in an incoming information stream with the personal interest profile and is further programmed to identify only those items of the incoming information stream that substantially match the personal interest profile.

DOE has established a variety of work processes for its employees (including DOE Federal, contractor, and subcontractor employees) to raise concerns so that they are assessed and appropriate actions are taken. Employees are to use these processes to resolve issues at the lowest possible level. In rare cases, an employee may decide that despite those efforts, there remains a concern about a technical issue with a potential for a significant impact on environment, safety or health.

This pilot study project explored the problem of providing access to the nomadic worker who desires to connect a computer through network access points at a number of different locations within the SNL/NM campus as well as outside the campus. The design and prototype development gathered knowledge that may allow a design to be developed that could be extended to a larger number of SNL/NM network drop boxes. The focus was to provide a capability for a worker to access the SNL IRN from a network drop box (e.g. in a conference room) as easily as when accessing the computer network from the office normally used by the worker. Additional study was done on new methods to authenticate the off campus worker, and protect and control access to data.

  1. Soviet military on SDI (Strategic Defense Initiative). Professional paper

    SciTech Connect (OSTI)

    Fitzgerald, M.C.

    1987-08-01

Numerous Western analysts have suggested that all American assessments of SDI should proceed not only from a consideration of American intentions, but also from the outlook of Soviet perceptions. Since 23 March 1983, the prevailing tone of Soviet military writings on SDI has been overwhelmingly negative. Myron Hedlin has concluded that this harsh reaction to a U.S. initiative still years from realization suggests both a strong concern about the ultimate impact of these plans on the strategic balance, and a perceived opportunity for scoring propaganda points. Indeed, the present review of Soviet writings since President Reagan's so-called Star Wars speech has yielded both objective Soviet concerns and regressions to psychological warfare. This, in turn, has necessitated a careful effort to separate rhetoric from more official assessments of SDI. While there has long been dispute in the West over the validity of Soviet statements, they have time and again been subsequently confirmed in Soviet hardware, exercises, and operational behavior. Some Western analysts will nonetheless contend that the Soviet statements under examination in this study are merely a commodity for export.

Objective was to follow the cognitive and creative processes demonstrated by student research participants as they integrated a developing knowledge of ``big`` science, as practiced at LLNL, into a personal and idiosyncratic visual, graphical, or multimedia product. The participants, all non-scientists, involved in this process, attended a series of design classes, sponsored by LLNL at the Art Center College of Design in Pasadena CA. As a result of this study, we have become interested in the possibility of similar characteristics between scientists and artists. We have also become interested in the different processes that can be used to teach science to non-scientists, so that they are able to understand and portray scientific information.

  10. Chemosensitivity of primary human fibroblasts with defective unhooking of DNA interstrand cross-links

    SciTech Connect (OSTI)

    Clingen, Peter H. . E-mail: p.clingen@ucl.ac.uk; Arlett, Colin F.; Hartley, John A.; Parris, Christopher N.

    2007-02-15

Xeroderma pigmentosum (XP) is characterised by defects in nucleotide excision repair, ultraviolet (UV) radiation sensitivity and increased skin carcinoma. Compared to other complementation groups, XP-F patients show relatively mild cutaneous symptoms. DNA interstrand cross-linking agents are a highly cytotoxic class of DNA damage induced by common cancer chemotherapeutics such as cisplatin and nitrogen mustards. Although the XPF-ERCC1 structure-specific endonuclease is required for the repair of ICLs cellular sensitivity of primary human XP-F cells has not been established. In clonogenic survival assays, primary fibroblasts from XP-F patients were moderately sensitive to both UVC and HN2 compared to normal cells (2- to 3-fold and 3- to 5-fold, respectively). XP-A fibroblasts were considerably more sensitive to UVC (10- to 12-fold) but not sensitive to HN2. The sensitivity of XP-F fibroblasts to HN2 correlated with the defective incision or 'unhooking' step of ICL repair. Using the comet assay, XP-F cells exhibited only 20% residual unhooking activity over 24 h. Over the same time, normal and XP-A cells unhooked greater than 95% and 62% of ICLs, respectively. After HN2 treatment, ICL-associated DNA double-strand breaks (DSBs) are detected by pulse field gel electrophoresis in dividing cells. Induction and repair of DNA DSBs was normal in XP-F fibroblasts. These findings demonstrate that in primary human fibroblasts, XPF is required for the unhooking of ICLs and not for the induction or repair of ICL-associated DNA DSBs induced by HN2. In terms of cancer chemotherapy, people with mild DNA repair defects affecting ICL repair may be more prevalent in the general population than expected. Since cellular sensitivity of primary human fibroblasts usually reflects clinical sensitivity such patients with cancer would be at risk of increased toxicity.

Two sets of benthic (bottom-surface) samples were taken from the lagoon on Enewetak Atoll, Republic of the Marshall Islands, during the PEACE Program (1984-1985). These samples were collected to (1) familiarize project geologists with the distribution of sediment types and facies within Enewetak lagoon, (2) increase understanding of the distribution of modern microfaunas in the lagoon, and (3) supplement studies of the sea-floor features both within and near OAK and KOA craters. The benthic sample studies aided both evaluation of the stratigraphic sequence penetrated during the Drilling Phase and interpretation of the litho- and biostratigraphic framework used in analysis of OAK and KOA.

    1981-09-01

The Fischer-Tropsch reaction was commercialized in Germany and used to produce military fuels in fixed bed reactors. It was recognized from the start that this reactor system had severe operating and yield limitations and alternative reactor systems were sought. In 1955 the Sasol I complex, using an entrained bed (Synthol) reactor system, was started up in South Africa. Although this reactor was a definite improvement and is still operating, the literature is filled with proponents of other reactor systems, each claiming its own advantages. This report provides a summary of the results of a study to compare the development potential of three of these reactor systems with the commercially operating Synthol-entrained bed reactor system. The commercial Synthol reactor is used as a benchmark against which the development potential of the other three reactors can be compared. Most of the information on which this study is based was supplied by the M.W. Kellogg Co. No information beyond that in the literature on the operation of the Synthol reactor system was available for consideration in preparing this study, nor were any details of the changes made to the original Synthol system to overcome the operating problems reported in the literature. Because of conflicting claims and results found in the literature, it was decided to concentrate a large part of this study on a kinetic analysis of the reactor systems, in order to provide a theoretical analysis of intrinsic strengths and weaknesses of the reactors unclouded by different catalysts, operating conditions and feed compositions. The remainder of the study considers the physical attributes of the four reactor systems and compares their respective investment costs, yields, catalyst requirements and thermal efficiencies from simplified conceptual designs.

  16. A recombination outside the BB deletion refines the location of the X-linked retinitis pigmentosa locus RP3

Genetic loci for X-linked retinitis pigmentosa (XLRP) have been mapped between Xp11.22 and Xp22.13 (RP2, RP3, RP6, and RP15). The RP3 gene, which is responsible for the predominant form of XLRP in most Caucasian populations, has been localized to Xp21.1 by linkage analysis and the map positions of chromosomal deletions associated with the disease. Previous linkage studies have suggested that RP3 is flanked by the markers DXS1110 (distal) and OTC (proximal). Patient BB was though to have RP because of a lesion at the RP3 locus, in addition to chronic granulomatous disease, Duchenne muscular dystrophy (DMD), mild mental retardation, and the McLeod phenotype. This patient carried a deletion extending {approximately}3 Mb from DMD in Xp21.3 to Xp21.1, with the proximal breakpoint located {approximately}40 kb centromeric to DXS1110. The RP3 gene, therefore, is believed to reside between DXS1110 and the proximal breakpoint of the BB deletion. In order to refine the location of RP3 and to ascertain patients with RP3, we have been analyzing several XLRP families for linkage to Xp markers. Linkage analysis in an American family of 27 individuals demonstrates segregation of XLRP with markers in Xp21.1, consistent with the RP3 subtype. One affected male shows a recombination event proximal to DXS1110. Additional markers within the DXS1110-OTC interval show that the crossover is between two novel polymorphic markers, DXS8349 and M6, both of which are present in BB DNA and lie centromeric to the proximal breakpoint. This recombination places the XLRP mutation in this family outside the BB deletion and redefines the location of RP3. 22 refs., 3 figs., 2 tabs.

We report on a study of diffractive dijet production in p̄p collisions at s√=1.96 TeV using the CDF II detector at the Fermilab Tevatron p̄p collider. A data sample from 310 pb⁻¹ of integrated luminosity collected by triggering on a high transverse energy jet, EjetT, in coincidence with a recoil antiproton detected in a Roman pot spectrometer is used to measure the ratio of single-diffractive to inclusive-dijet event rates as a function of xp̄ of the interacting parton in the antiproton, the Bjorken-x, xp̄Bj, and a Q²≈(EjetT)² in the ranges 10⁻³p̄Bj<10⁻¹ and 10²p̄<0.09 and a four-momentum transfer squared tp̄>-4 GeV².more » The tp̄ dependence is measured as a function of Q² and xp̄Bj and compared with that of inclusive single diffraction dissociation. We find weak xp̄Bj and Q² dependencies in the ratio of single diffractive to inclusive event rates, and no significant Q² dependence in the diffractive tp̄ distributions.« less

Larger foraminiferal assemblages, including Lepidocyclina orientalis, Miogypsina thecideaeformis, Miogypsinoides dehaartii, etc., and a smaller foraminifer, Austrotrillina striata, are used to correlate upper Oligocene and lower Miocene strata in the Pacific Atoll Exploration Program (PEACE) boreholes at Enewetak Atoll, Republic of the Marshall Islands, western Pacific Ocean, with the Te and Tf zones of the previously established Tertiary Far East Letter Zonation. Correlation using these two benthic groups is critical because calcareous nannofossils and planktic foraminifers are absent in the lower Miocene strata. Biostratigraphic data from these boreholes delineate a thick (greater than 700 feet) sequence of upper Oligocene and lower Miocene strata corresponding to lower and upper Te zone. These strata document a major period of carbonate accumulation at Enewetak during the Late Oligocene and early Miocene (26 to 18 million years ago).

Boring of the carbonate sequence at the northern end of Enewetak Atoll, Republic of the Marshall Islands, was conducted in 1985, as part of the Pacific Enewetak Atoll Crater Exploration (PEACE) Program. The overall goal of the program was to characterize physical effects of large-scale nuclear blasts, which were conducted in the early 1950's, on the sediments of the atoll. In the report the authors document the occurrences of stratigraphically diagnostic planktic microfossils in samples from Enewetak (generally referred to as core) and outline the rationale for incorporating all available diagnostic planktic assemblages into a composite sequence that was used to date the Enewetak benthic zonation.

This course will help you successfully apply risk communication principles when interacting with workers regarding work hazards. What Is the Difference Between a Risk and a Hazard? In many cases, the terms 'risk' and 'hazard' are incorrectly used interchangeably. A hazard is a physical condition or practice with the potential for causing harm/adverse effects. A risk is the probability of harm/adverse effects occurring from an exposure to a hazard. It is modified by the severity of harm (the consequence). Once a hazard is identified, a risk assessment is conducted to determine the severity of the risk. It uses scientific methods and rigorous tests to determine the effects of the risk on people and the environment. Risk Management takes data from the risk assessment and writes policies to help protect people and the environment against the risk. Risk communication is an ongoing process that starts soon after a hazard is identified and continues through the writing of policies. In the past, governing agencies did not do a good job of communicating risk; they would only communicate about risk after studies had been conducted and policies written.

Mutations in XPD helicase, required for nucleotide excision repair (NER) as part of the transcription/repair complex TFIIH, cause three distinct phenotypes: cancer-prone xeroderma pigmentosum (XP), or aging disorders Cockayne syndrome (CS), and trichothiodystrophy (TTD). To clarify molecular differences underlying these diseases, we determined crystal structures of the XPD catalytic core from Sulfolobus acidocaldarius and measured mutant enzyme activities. Substrate-binding grooves separate adjacent Rad51/RecA-like helicase domains (HD1, HD2) and an arch formed by 4FeS and Arch domains. XP mutations map along the HD1 ATP-binding edge and HD2 DNA-binding channel and impair helicase activity essential for NER. XP/CS mutations both impair helicase activity and likely affect HD2 functional movement. TTD mutants lose or retain helicase activity but map to sites in all four domains expected to cause framework defects impacting TFIIH integrity. These results provide a foundation for understanding disease consequences of mutations in XPD and related 4Fe-4S helicases including FancJ.

A pair of small angle silicon-tungsten (Si-W) calorimeters has been built to measure the luminosity to a precision better than 0.1% in the OPAL experiment at the Large Electron Positron (LEP) collider at CERN near Geneva. Each calorimeter contains 19 layers of tungsten (W) plates and silicon (Si) detectors, corresponding to a total of 22 radiation lengths, sampled by about 1 m[sup 2] of detectors divided into 304 x64 independently read out channels. A complete electronics system has been developed, from the preamplifier up to the VME read out and control interface. It includes a fast trigger based on analogue sums. This paper describes how a large number of channels have been implemented in a dense environment, thanks to the use of ASIC's directly bonded on the detector.

Xeroderma pigmentosum (XP) patients in Tunisia who belong to the genetic complementation group A (XPA) have milder skin symptoms than do Japanese XPA patients. Such difference in the clinical features might be caused by the difference in the site of mutation in the XP A-complementing (XPAC) gene. The purpose of this study is to identify the genetic alterations in the XPAC gene in the Tunisian XPA patients and to investigate the relationship between the clinical symptoms and the genetic alterations. Three sites of mutation in the XPAC gene have been identified in the Japanese XPA patients, and about 85% of them have a G [yields] C point mutation at the splicing acceptor site of intron 3. The authors found that six (86%) of seven Tunisian XPA patients had a nonsense mutation in codon 228 in exon 6, because of a CGA [yields] TGA point mutation, which can be detected by the HphI RFLP. This type of mutation is the same as those found in two Japanese XPA patients with mild clinical RFLP. Milder skin symptoms in the XPA patients in Tunisia than in those in Japan, despite mostly sunny weather and the unsatisfactory sun protection in Tunisia, should be due to the difference in the mutation site. 11 refs., 2 figs., 2 tabs.

  6. The candidate sex-reversing DAX1 gene is autosomal in marsupials: Implications for the evolution of sex determination in mammals

The human X-linked DAX1 gene was cloned from the region of the short arm of the human X found in duplicate in sex-reversed X{sub dup}Y females. DAX1 is suggested to be required for ovarian differentiation and to play an important role in mammalian sex determination or differentiation pathways. Its proposed dose-dependent effect on sexual development suggests that DAX1 could represent an evolutionary link with an ancestral sex-determining mechanism that depended on the dosage of an X-linked gene. Furthermore, DAX1 could also represent the putative X-linked switch gene, which independently controls sexual dimorphisms in marsupial mammals in an X-dose-dependent manner. If DAX1 has a present role in marsupial sexual differentiation or had an ancestral role in mammalian sex determination, it would be expected to lie on the marsupial X chromosome, despite the autosomal localization of other human Xp genes. We therefore cloned and mapped the DAX1 gene in the tammar wallaby (Macropus eugenii). DAX1 was located on wallaby chromosome 5p near other human Xp genes, indicating that it was originally autosomal and that it is not involved in X-linked dose-dependent sex determination in an ancestral mammal nor in marsupial sexual differentiation. 28 refs., 4 figs.

Analysis of genetic heterogeneity in 40 kindreds with X-linked retinitis pigmentosa (XLRP), with 20 polymorphic markers, showed that significant heterogeneity is present (P=.001) and that 56% of kindreds are of RP3 type and that 26% are of RP2 type. The location of the RP3 locus was found to be 0.4 cM distal to OTC in the Xp21.1 region, and that of the RP2 locus was 6.5 cM proximal to DXS7 in Xp11.2-p11.3. Bayesian probabilities of linkage to RP2, RP3, or to neither locus were calculated. This showed that 20 of 40 kindreds could be assigned to one or the other locus, with a probability >.70 (14 kindreds with RP3 and 6 kindreds with RP2 disease). A further three kindreds were found to be unlinked to either locus, with a probability >.8. The remaining 17 kindreds could not be classified unambiguously. This highlights the difficulty of classifying families in the presence of genetic heterogeneity, where two loci are separated by an estimated 16 cM. 34 refs., 1 fig., 4 tabs.

    2012-10-01

We describe the performance of a 512x512 gated CMOS read out integrated circuit (ROIC) with a 250 ps exposure time. A low-skew, H-tree trigger distribution system is used to locally generate individual pixel gates in each 8x8 neighborhood of the ROIC. The temporal width of the gate is voltage controlled and user selectable via a precision potentiometer. The gating implementation was first validated in optical tests of a 64x64 pixel prototype ROIC developed as a proof-of-concept during the early phases of the development program. The layout of the H-Tree addresses each quadrant of the ROIC independently and admits operation of the ROIC in two modes. If common mode triggering is used, the camera provides a single 512x512 image. If independent triggers are used, the camera can provide up to four 256x256 images with a frame separation set by the trigger intervals. The ROIC design includes small (sub-pixel) optical photodiode structures to allow test and characterization of the ROIC using optical sources prior to bump bonding. Reported test results were obtained using short pulse, second harmonic Ti:Sapphire laser systems operating at ?~ 400 nm at sub-ps pulse widths.

Calabazas Creek Research, Inc. developed and currently markets Beam Optics Analyzer (BOA) in the United States and abroad. BOA is a 3D, charged particle optics code that solves the electric and magnetic fields with and without the presence of particles. It includes automatic and adaptive meshing to resolve spatial scales ranging from a few millimeters to meters. It is fully integrated with CAD packages, such as SolidWorks, allowing seamless geometry updates. The code includes iterative procedures for optimization, including a fully functional, graphical user interface. Recently, time dependent, particle in cell capability was added, pushing particles synchronically under quasistatic electromagnetic fields to obtain particle bunching under RF conditions. A heat transfer solver was added during this Phase I program. Completed tasks include: (1) Added a 3D finite element heat transfer solver with adaptivity; (2) Determined the accuracy of the linear heat transfer field solver to provide the basis for development of higher order solvers in Phase II; (3) Provided more accurate and smoother power density fields; and (4) Defined the geometry using the same CAD model, while maintaining different meshes, and interfacing the power density field between the particle simulator and heat transfer solvers. These objectives were achieved using modern programming techniques and algorithms. All programming was in C++ and parallelization in OpenMP, utilizing state-of-the-art multi-core technology. Both x86 and x64 versions are supported. The GUI design and implementation used Microsoft Foundation Class.

    1993-06-01

The authors have identified a large Dutch kindred with a new form of X-linked nondysmorphic mild mental retardation. All affected males in this family show very characteristic abnormal behavior, in particular aggressive and sometimes violent behavior. Other types of impulsive behavior include arson, attempted rape, and exhibitionism. Attempted suicide has been reported in a single case. The locus for this disorder could be assigned to the Xp11-21 interval between DXS7 and DXS77 by linkage analysis using markers spanning the X chromosome. A maximal multipoint lod score of 3.69 was obtained at the monoamine oxidase type A (MAOA) monoamine metabolism. These data are compatible with a primary defect in the structural gene for MAOA and/or monoamine oxidase type B (MAOB). Normal platelet MAOB activity suggests that the unusual behavior pattern in this family may be caused by isolated MAOA deficiency. 34 refs., 4 figs., 4 tabs.

A new configuration for a two-dimensional (2D) imaging x-ray spectrograph based on a conically bent crystal is introduced: extreme luminosity imaging conical spectrograph (ELICS). The ELICS configuration has important advantages over spectrographs that are based on cylindrically and spherically bent crystals. The main advantages are that a wide variety of large-aperture crystals can be used, and any desired magnification in the spatial direction (the direction orthogonal to spectral dispersion) can be achieved by the use of different experimental arrangements. The ELICS can be set up so that the detector plane is almost perpendicular to the incident rays, a good configuration for time-resolved spectroscopy. ELICSs with mica crystals of 45x90 mm{sup 2} aperture have been successfully used for imaging on the XP and COBRA pulsed power generators, yielding spectra with spatial resolution in 2D of Z pinches and X pinches.

Base titration methods are used to determine C-parameters for three industrial EUV photoresist platforms (EUV-2D, MET-2D, XP5496) and twenty academic EUV photoresist platforms. X-ray reflectometry is used to measure the density of these resists, and leads to the determination of absorbance and film quantum yields (FQY). Ultrahigh levels ofPAG show divergent mechanisms for production of photo acids beyond PAG concentrations of 0.35 moles/liter. The FQY of sulfonium PAGs level off, whereas resists prepared with iodonium PAG show FQY s that increase beyond PAG concentrations of 0.35 moles/liter, reaching record highs of 8-13 acids generatedlEUV photons absorbed.

As part of the Nucleotide Excision Repair (NER) process, the endonuclease XPG is involved in repair of helix-distorting DNA lesions, but the protein has also been implicated in several other DNA repair systems, complicating genotype-phenotype relationship in XPG patients. Defects in XPG can cause either the cancer-prone condition xeroderma pigmentosum (XP) alone, or XP combined with the severe neurodevelopmental disorder Cockayne Syndrome (CS), or the infantile lethal cerebro-oculo-facio-skeletal (COFS) syndrome, characterized by dramatic growth failure, progressive neurodevelopmental abnormalities and greatly reduced life expectancy. Here, we present a novel (conditional) Xpg-/- mouse model which—in a C57BL6/FVB F1 hybrid genetic background—displays many progeroid features, including cessation of growth, loss of subcutaneous fat, kyphosis, osteoporosis, retinal photoreceptor loss, liver aging, extensive neurodegeneration, and a short lifespan of 4–5 months. We show that deletion of XPG specifically in the liver reproduces the progeroid features in the liver, yet abolishes the effect on growth or lifespan. In addition, specific XPG deletion in neurons and glia of the forebrain creates a progressive neurodegenerative phenotype that shows many characteristics of human XPG deficiency. Our findings therefore exclude that both the liver as well as the neurological phenotype are a secondary consequence of derailment in other cell types, organs or tissues (e.g. vascular abnormalities) and support a cell-autonomous origin caused by the DNA repair defect itself. In addition they allow the dissection of the complex aging process in tissue- and cell-type-specific components. Moreover, our data highlight the critical importance of genetic background in mouse aging studies, establish the Xpg-/- mouse as a valid model for the severe form of human XPG patients and segmental accelerated aging, and strengthen the link between DNA damage and aging.

  16. Molecular genetics of X-linked retinitis pigmentosa: Progress towards cloning the RP3 gene

    SciTech Connect (OSTI)

    Fujita, R.; Yan, D.; McHenry, C.

    1994-09-01

Our goal is to identify the X-linked retinitis pigmentosa (XLRP) gene RP3. The location of RP3 is genetically delimited to a region of 1 Mb, distal to DXS140, CYBB and tctex-1-like gene and proximal to the gene OTC. It is currently thought that RP3 is within 40 kb of the proximal deletion breakpoint of a patient BB. However, a more proximal location of the gene, closer to OTC, is not ruled out. We initiated the isolation of the genomic region between DXS140 to OTC in YACs. One of the clones from DXS140 region (55B) is 460 kb and spans about 200 kb at each side of BB patient`s proximal breakpoint. It contains CYBB, tctex-1-like genes and two additional CpG islands. The 55B clone has been covered by cosmid and phage subclones. Another YAC clone from the OTC region (OTCC) spans about 1 Mb and contains at least 5 CpG islands. In situ hybridization performed with OTCC showed its location in Xp21; however, several derivative cosmids map to chromosome 7, indicating that it is a chimeric YAC. No overlap is evident between 55B and OTCC. We have isolated the YAC end-sequences and isolation of clones to close the gap is in progress. Cosmids are being used for screening eye tissue cDNA libraries, mainly from retina. Screening is done by hybridization to replica filters or by cDNA enrichment methods. Several cDNA clones have been isolated and are being characterized. Exon-amplification is also being used with the cosmids and phages. Genetic analysis is being performed to determine RP3 patients from clinically indistinguishable RP2, located in Xp11.23-p11.4, and to reduce the genetic distance of current flanking markers. For this we are analyzing a number of XLRP families with established markers in the region and with new microsatellites.
