    An integrated field-laboratory program evaluated the use of radon and CO2 flux measurements to constrain source and timescale of CO2 fluxes in environments proximate to CO2 storage reservoirs. By understanding the type and depth of the gas source, the integrity of a CO2 storage reservoir can be assessed and monitored. The concept is based on correlations of radon and CO2 fluxes observed in volcanic systems. This fundamental research is designed to advance the science of Monitoring, Verification, and Accounting (MVA) and to address the Carbon Storage Program goal of developing and validating technologies to ensure 99 percent storage performance. Graduate and undergraduate students conducted the research under the guidance of the Principal Investigators; in doing so they were provided with training opportunities in skills required for implementing and deploying CCS technologies. Although a final method or “tool” was not developed, significant progress was made. The field program identified issues with measuring radon in environments rich in CO2. Laboratory experiments determined a correction factor to apply to radon measurements made in CO2-bearing environments. The field program also identified issues with radon and CO2-flux measurements in soil gases at a natural CO2 analog. A systematic survey of radon and CO2 flux in soil gases at the LaBarge CO2 Field in Southwest Wyoming indicates that measurements of 222Rn (radon), 220Rn (thoron), and CO2 flux may not be a robust method for monitoring the integrity of a CO2 storage reservoir. The field program was also not able to correlate radon and CO2 flux in the CO2-charged springs of the Thermopolis hydrothermal system. However, this part of the program helped to motivate the aforementioned laboratory experiments that determined correction factors for measuring radon in CO2-rich environments.     The United States relies on natural gas for one-quarter of its energy needs. In 2001 alone, the nation consumed 21.5 trillion cubic feet of natural gas. A large portion of natural gas pipeline capacity within the United States is directed from major production areas in Texas and Louisiana, Wyoming, and other states to markets in the western, eastern, and midwestern regions of the country. In the past 10 years, increasing levels of gas from Canada have also been brought into these markets (EIA 2007). The United States has several major natural gas production basins and an extensive natural gas pipeline network, with almost 95% of U.S. natural gas imports coming from Canada. At present, the gas pipeline infrastructure is more developed between Canada and the United States than between Mexico and the United States. Gas flows from Canada to the United States through several major pipelines feeding U.S. markets in the Midwest, Northeast, Pacific Northwest, and California. Some key examples are the Alliance Pipeline, the Northern Border Pipeline, the Maritimes & Northeast Pipeline, the TransCanada Pipeline System, and Westcoast Energy pipelines. Major connections join Texas and northeastern Mexico, with additional connections to Arizona and between California and Baja California, Mexico (INGAA 2007). Of the natural gas consumed in the United States, 85% is produced domestically. Figure 1.1-1 shows the complex North American natural gas network. The pipeline transmission system--the 'interstate highway' for natural gas--consists of 180,000 miles of high-strength steel pipe varying in diameter, normally between 30 and 36 inches in diameter. The primary function of the transmission pipeline company is to move huge amounts of natural gas thousands of miles from producing regions to local natural gas utility delivery points. These delivery points, called 'city gate stations', are usually owned by distribution companies, although some are owned by transmission companies

In this gas forum, Public Utilities Fortnightly highlights developments across the nation. UtiliCorp United, Inc., a leader in noncore gas markets, plans to step into the residential market for the first time, and appears to have Maryland and Massachusetts in its sights. Wyoming, meanwhile, is already considering changes to its recently launched residential natural gas pilot. In New Jersey, taxes, among other issues, raised their head during noncore unbundling. Georgia is taking another route. A failed attempt at a legislative solution to gas deregulation now pins hopes on consensus between utilities, marketers, industrials, and others. Hopefully, at least for those who plan to enter the residential market, Georgia will avoid the learning curve of Wyoming and New Jersey.

    The Powder River Basin in northeastern Wyoming is one of the most active areas of coalbed natural gas (CBNG) development in the western United States. This resource provides clean energy but raises environmental concerns. Primary among these is the disposal of water that is co-produced with the gas during depressurization of the coal seam. Beginning with a few producing wells in Wyoming's Powder River Basin (PRB) in 1987, CBNG well numbers in this area increased to over 13,600 in 2004, with projected growth to 20,900 producing wells in the PRB by 2010. CBNG development is continuing apace since 2004, and CBNG is now being produced or evaluated in four other Wyoming coal basins in addition to the PRB, with roughly 3500-4000 new CBNG wells permitted statewide each year since 2004. This is clearly a very valuable source of clean fuel for the nation, and for Wyoming the economic benefits are substantial. For instance, in 2003 alone the total value of Wyoming CBNG production was about $1.5 billion, with tax and royalty income of about $90 million to counties, $140 million to the state, and $27 million to the federal government. In Wyoming, cumulative CBNG water production from 1987 through December 2004 was just over 380,000 acre-feet (2.9 billion barrels), while producing almost 1.5 trillion cubic feet (tcf) of CBNG gas statewide. Annual Wyoming CBNG water production in 2003 was 74,457 acre-feet (577 million barrels). Total production of CBNG water across all Wyoming coal fields could total roughly 7 million acre-feet (55.5 billion barrels), if all of the recoverable CBNG in the projected reserves of 31.7 tcf were produced over the coming decades. Pumping water from coals to produce CBNG has been designated a beneficial water use by the Wyoming State Engineer's Office (SEO), though recently the SEO has limited this beneficial use designation by requiring a certain gas/water production ratio.
