    For informed climate change policy, it is important for decision makers to be able to assess how the costs and benefits of federal energy subsidies are distributed and to be able to have some measure to compare them. One way to do this is to evaluate the implied price of carbon (IPC) for a federal subsidy, or set of subsidies; where the IPC is the cost of the subsidy to the U.S. Treasury divided by the emissions reductions it generated. Subsidies with lower IPC are more cost effective at reducing greenhouse gas emissions, while subsidies with a negative IPC act to increase emissions. While simple in concept, the IPC is difficult to calculate in practice. Calculation of the IPC requires knowledge of (i) the amount of energy associated with the subsidy, (ii) the amount and type of energy that would have been produced in the absence of the subsidy, and (iii) the greenhouse gas emissions associated with both the subsidized energy and the potential replacement energy. These pieces of information are not consistently available for federal subsidies, and there is considerable uncertainty in cases where the information is available. Thus, exact values for the IPC based upon fully consistent standards cannot be calculated with available data. However, it is possible to estimate a range of potential values sufficient for initial comparisons. This study has employed a range of methods to generate “first order” estimates for the IPC of a range of federal subsidies using static methods that do not account for the dynamics of supply and demand. The study demonstrates that, while the IPC value depends upon how the inquiry is framed and the IPC cannot be calculated in a “one size fits all” manner, IPC calculations can provide a valuable perspective for climate policy analysis. IPC values are most useful when calculated within the perspective of a case study, with the method and parameters of the calculation determined by the case. The IPC of different policy measures can then be quantitatively evaluated within the case. Results can be qualitatively compared across cases, so long as such comparisons are considered to be preliminary and treated with the appropriate level of caution.

    The National Nuclear Security Administration and Los Alamos National Security, LLC (LANS) (collectively the Permittees) are informing the New Mexico Environment Department Hazardous Waste Bureau (NMED-HWB) of the need to expedite the demolition of structures summarized in the enclosures. These structures have been identified to receive funding and be demolished prior to the 3rd Quarter Demolition Notification (June 30, 2012). This letter is a follow up to the email that was sent to the NMED-HWB on April 17, 2012. The enclosures attached to this letter satisfy the reporting requirements as outlined in Section 1.17 of the LANL Hazardous Facility Waste Permit (Permit). Demolition of buildings that appear on this list will not occur until 30 days after NMED has received this notification.

    Periodically flooded forests may have higher rates of aboveground net primary production than upland forests and near-continuously flooded forests, but the benefits of periodic inputs of nutrients and water may be diminished by stresses associated with anaerobic soils or drought. Groundwater table depths were measured and aboveground productivity in floodplain forests of South Carolina and Louisiana. Paired plots on locally dry, intermediate, and wet topographic positions across three hydrologic transects encompassed upland hardwood, bottomland hardwood, and cypress swamp forests. Aboveground net primary production (NPP) on wet plots was significantly lower than on intermediate and dry plots (P {le} 0.02). There was no significant difference between intermediate and dry plots. In addition, aboveground NPP on intermediate plots was not significantly different from 22 temperate upland forests in the literature. Combining data with data from the literature, aboveground NPP on wet plots was negatively related to MWD. On sites with evidence of hydrologic disturbance the slope of this line was 5 times greater. Conditions of periodic flooding and flowing water do not often lead to high rates of productivity compared with upland forests. However, extensive flooding is nearly always a significant stress on forest productivity, particularly when the flooding regime has been recently perturbed through levee construction or impoundment. The data support a more complex interaction between subsidy and stress factors. 79 refs., 4 figs., 2 tabs.

    Database data change notification (DCN) is a commonly used feature. Not all database management systems (DBMS) provide an explicit DCN mechanism. Even for those DBMS's which support DCN (such as Oracle and MS SQL server), some server side and/or client side programming may be required to make the DCN system work. This makes the setup of DCN between database server and interested clients tedious and time consuming. In accelerator control systems, there are many well established software client/server architectures (such as CDEV, EPICS, and ADO) that can be used to implement data reflection servers that transfer data asynchronously to any client using the standard SET/GET API. This paper describes a method for using such a data reflection server to set up asynchronous DCN (ADCN) between a DBMS and clients. This method works well for all DBMS systems which provide database trigger functionality. Asynchronous data change notification (ADCN) between database server and clients can be realized by combining the use of a database trigger mechanism, which is supported by major DBMS systems, with server processes that use client/server software architectures that are familiar in the accelerator controls community (such as EPICS, CDEV or ADO). This approach makes the ADCN system easy to set up and integrate into an accelerator controls system. Several ADCN systems have been set up and used in the RHIC-AGS controls system.

    Domestic Safeguards at Los Alamos National Laboratory (LANL) and throughout the Department of Energy (DOE)/National Nuclear Security Administration (NNSA) complex has historically relied on administrative and non-integrated approaches to implement nuclear safeguards at its facilities. Besides the heavy cost born by the facility and the compliance oversight organization, the safeguards assurance is only periodic, potentially allowing an adversary a longer time before detection. Even after detection, the lack of situational awareness makes it difficult to assess events. By leveraging unattended monitoring systems (UMS) used by the International Atomic Energy Agency (IAEA), we have designed a baseline system that has high reliability through fault tolerant designs for both hardware and software. Applying IAEA design goals to assure no loss of data and using a dual containment strategy, this system is a first step in implementing modern safeguards monitoring systems at LANL and, hopefully, applications at other DOE/NNSA sites. This paper will review the design requirements and how they will be met, to provide a real-time event notification for a static storage location. The notification system triggers communications to pagers and email addresses for a fast response by facility personnel to the violation of a defined safeguards exclusion zone. Since the system has to be installed in an existing facility, the challenges to the designers will be presented. Aside from the initial baseline system that relies on surveillance cameras and seals, other optional upgrades will be detailed, showing both the power and the promise of unattended systems for domestic safeguards. We will also include a short discussion of the business obstacles to modernizing safeguards and how a UMS system may be applied to dynamic activities at a nuclear facility. Ultimately, the current lack of such modern monitoring systems reflects the many business obstacles internal to DOE/NNSA to the use of modern safeguards in the DOE Complex.

    Documentation is provided in this report for the closeout of IE Bulletin 80-15 for nuclear power reactors. This bulletin pertained to a possible loss of the Emergency Notification System (ENS) upon loss of offsite power. Closeout is based on the implementation and verification of six (6) required actions by licensees of nuclear power reactors in operation or near to receiving an operating license when the bulletin was issued on June 18, 1980. Evaluation of utility responses and NRC/Region inspection reports indicates that the bulletin is closed for all of the 69 nuclear power reactors to which it was issued for action and which were not shut down indefinitely or permanently at the time of issuance of this report. Background information is supplied in the Introduction and Appendix A. Nuclear fuel facilities as well as nuclear power facilities were identified in the enclosures to the bulletin. However, per an NRC memorandum, the closeout of the bulletin for nuclear fuel facilities is not within the scope of this report.

    For many years, electricity, gas and district heating tariffs for residential consumers were very low in Ukraine; until recently, they were even lower than in neighbouring countries such as Russia. The increases in gas and electricity tariffs, implemented in 2006, are an important step toward sustainable pricing levels; however, electricity and natural gas (especially for households) are still priced below the long-run marginal cost. The problem seems even more serious in district heating and nuclear power. According to the Ministry of Construction, district heating tariffs, on average, cover about 80% of costs. Current electricity prices do not fully include the capital costs of power stations, which are particularly high for nuclear power. Although the tariff for nuclear electricity generation includes a small decommissioning charge, it has not been sufficient to accumulate necessary funds for nuclear plants decommissioning.

    CPWR is carrying out a screening program for former Hanford construction workers. This program includes continuing screening and re-screening services for the former worker population. The Program contains the following general components: Start-up planning/needs assessment: A modified exposure assessment will be conducted to identify high-risk buildings or areas, primary exposures, and worker populations at risk. Outreach: CPWR, as the research arm of the Building and Construction Trades Department, AFL-CIO, has direct access to workers. CPWR will rely on direct mailings to lists of former workers, and work through and rely on existing organizations (unions, union pension funds, employers, DOE site administrators, etc.) to reach former workers and "get the word out." CPWR will establish/maintain an outreach office at each site listed above. This office will serve as the face of the Program to workers and their communities. Communications and intake center: CPWR has two established toll-free phone numbers (1-800-866-9663 and 1-888-464-0009). There is also a dedicated website for the program (btmed.org). Workers can register with the Program by mail, telephone, or on-line. Work history: A standardized, structured work history is administered with modules that accommodate unique exposure scenarios for different occupations and different DOE sites. A work history interview is administered by a trained program interviewer. The work histories are used to determine whether a participant is eligible for the medical examination and to interpret the findings from the medical examination. Medical evaluation: The Program contracts with local medical providers qualified to deliver occupational medical screening services. All providers are credentialed. The Program contracts with a certified national laboratory and with NIOSH certified B-readers to review x-rays. Based on the work history, the participant is referred to a credentialed medical provider who is located close to the participant's home. If it is not convenient to use a credentialed provider, the Program will make arrangements, if necessary, for the participant to receive a physical exam through the National Supplemental Screening Program. Eligible participants will receive the same core medical exam (including a Beryllium Lymphocyte Proliferation Test, BeLPT), and in addition, based on their work history, they may be assigned to exposure specific modules for asbestos, silica, lead, noise, cadmium, and chromium. Lab work will be sent to a national laboratory for processing, except the blood samples for the BeLPT, which will be sent to a DOE-approved laboratory for evaluation. Determination of work-relatedness and follow-up: A letter of findings will be sent to the participant within 60 days of the exam. The letter is written and/or reviewed by occupational medical health personnel with knowledge of the DOE site(s) where the participant has worked and will include specific follow-up recommendations. Urgent findings are followed up by the provider without delay. Evaluation and quality assurance: All data are entered into the Program Data Management System (DMS). The DMS is web-based and relies on electronic submission of results, whenever possible. A de-identified data set on all participants is provided to Duke University Medical Center for evaluation and analysis. Each participant is asked to complete a satisfaction survey. The DMS will be used for quality assurance purposes and to also report summary data to the DOE. The BTMED.ORG website is encrypted using the industry-standard Secure Sockets Layer (SSL) technology (128-bit encryption keys). Each individual that accesses the website is assigned a unique login ID, password, and token. Passwords are required to meet standards for "strength," including minimum length, multi-case, and use of numbers. The website is also protected by additional security layers including additional encryption, hardware and software firewalls, Virtual Private Networks (VPNs), and virus protection.

    The purpose of this letter is to notify the New Mexico Environment Department-Hazardous Waste Bureau (NMED-HWB) of a Class 1 Permit Modification to the Los Alamos National Laboratory (LANL) Hazardous Waste Facility Permit issued to the Department of Energy (DOE) and Los Alamos National Security, LLC (LANS) in November 2010. The modification adds structures to the container storage unit at Technical Area (TA) 54 Area G, Pad 11. Permit Section 3.1(3) requires that changes to the location of a structure that does not manage hazardous waste shall be changed within the Permit as a Class 1 modification without prior approval in accordance with Code of Federal Regulations, Title 40 (40 CFR), {section}270.42(a)(1). Structures have been added within Dome 375 located at TA-54, Area G, Pad 11 that will be used in support of waste management operations within Dome 375 and the modular panel containment structure located within Dome 375, but will not be used as waste management structures. The Class 1 Permit Modification revises Figure 36 in Attachment N, Figures; and Figure G.12-1 in Attachment G.12, Technical Area 54, Area G, Pad 11 Outdoor Container Storage Unit Closure Plan. Descriptions of the structures have also been added to Section A.4.2.9 in Attachment A, TA - Unit Descriptions; and Section 2.0 in Attachment G.12, Technical Area 54, Area G, Pad 11 Outdoor Container Storage Unit Closure Plan.     Like steel production, energy production is one of the significant parameters of stage of advancement of a developing economy. Availability of energy at the right price is vital for development. Coal is a primary resource of energy. The price of coal has been a very important parameter in the Indian economy. In the past 20 years coal has been marketed at administered prices. There has been a very complex mechanism at work for this purpose. There have been a lot of incentives given to thin industry. These, in fact, are tantamount to subsidies. The role of subsidies is well acknowledged and is considered quite useful to the economy. A detailed analysis by carefully studying the methodology of mining and delineating various stages in mining has been conducted, and the subsidies, which have traditionally not been quantified, have been calculated The impact of each parameter on the total subsidy has been studied to facilitate continuance or change in the subsidy by adopting a suitable strategy for coal pricing, as presently the considerations show unaccounted-for subsidies to be more than 70% of the price charged.
