  6. Analysis of Federal Subsidies: Implied Price of Carbon

    For informed climate change policy, it is important for decision makers to be able to assess how the costs and benefits of federal energy subsidies are distributed and to be able to have some measure to compare them. One way to do this is to evaluate the implied price of carbon (IPC) for a federal subsidy, or set of subsidies; where the IPC is the cost of the subsidy to the U.S. Treasury divided by the emissions reductions it generated. Subsidies with lower IPC are more cost effective at reducing greenhouse gas emissions, while subsidies with a negative IPC act to increase emissions. While simple in concept, the IPC is difficult to calculate in practice. Calculation of the IPC requires knowledge of (i) the amount of energy associated with the subsidy, (ii) the amount and type of energy that would have been produced in the absence of the subsidy, and (iii) the greenhouse gas emissions associated with both the subsidized energy and the potential replacement energy. These pieces of information are not consistently available for federal subsidies, and there is considerable uncertainty in cases where the information is available. Thus, exact values for the IPC based upon fully consistent standards cannot be calculated with available data. However, it is possible to estimate a range of potential values sufficient for initial comparisons. This study has employed a range of methods to generate “first order” estimates for the IPC of a range of federal subsidies using static methods that do not account for the dynamics of supply and demand. The study demonstrates that, while the IPC value depends upon how the inquiry is framed and the IPC cannot be calculated in a “one size fits all” manner, IPC calculations can provide a valuable perspective for climate policy analysis. IPC values are most useful when calculated within the perspective of a case study, with the method and parameters of the calculation determined by the case. The IPC of different policy measures can then be quantitatively evaluated within the case. Results can be qualitatively compared across cases, so long as such comparisons are considered to be preliminary and treated with the appropriate level of caution.

    Methods, compute nodes, and computer program products are provided for direct memory access (`DMA`) transfer completion notification. Embodiments include determining, by an origin DMA engine on an origin compute node, whether a data descriptor for an application message to be sent to a target compute node is currently in an injection first-in-first-out (`FIFO`) buffer in dependence upon a sequence number previously associated with the data descriptor, the total number of descriptors currently in the injection FIFO buffer, and the current sequence number for the newest data descriptor stored in the injection FIFO buffer; and notifying a processor core on the origin DMA engine that the message has been sent if the data descriptor for the message is not currently in the injection FIFO buffer.

    Emission-control cost-effectiveness is estimated for ten alternative-fuel vehicle (AFV) types (i.e., vehicles fueled with reformulated gasoline, M85 flexible-fuel vehicles [FFVs], M100 FFVs, dedicated M85 vehicles, dedicated M100 vehicles, E85 FFVS, dual-fuel liquefied petroleum gas vehicles, dual-fuel compressed natural gas vehicles [CNGVs], dedicated CNGVs, and electric vehicles [EVs]). Given the assumptions made, CNGVs are found to be most cost-effective in controlling emissions and E85 FFVs to be least cost-effective, with the other vehicle types falling between these two. AFV cost-effectiveness is further calculated for various cases representing changes in costs of vehicles and fuels, AFV emission reductions, and baseline gasoline vehicle emissions, among other factors. Changes in these parameters can change cost-effectiveness dramatically. However, the rank of the ten AFV types according to their cost-effectiveness remains essentially unchanged. Based on assumed dollars-per-ton emission values and estimated AFV emission reductions, the per-vehicle monetary value of emission reductions is calculated for each AFV type. Calculated emission reduction values ranged from as little as $500 to as much as $40,000 per vehicle, depending on AFV type, dollar-per-ton emission values, and baseline gasoline vehicle emissions. Among the ten vehicle types, vehicles fueled with reformulated gasoline have the lowest per-vehicle value, while EVs have the highest per-vehicle value, reflecting the magnitude of emission reductions by these vehicle types. To translate the calculated per-vehicle emission reduction values to individual AFV users, AFV fuel or vehicle price subsidies are designed to be equal to AFV emission reduction values. The subsidies designed in this way are substantial. In fact, providing the subsidies to AFVs would change most AFV types from net cost increases to net cost decreases, relative to conventional gasoline vehicles.

    For many years, electricity, gas and district heating tariffs for residential consumers were very low in Ukraine; until recently, they were even lower than in neighbouring countries such as Russia. The increases in gas and electricity tariffs, implemented in 2006, are an important step toward sustainable pricing levels; however, electricity and natural gas (especially for households) are still priced below the long-run marginal cost. The problem seems even more serious in district heating and nuclear power. According to the Ministry of Construction, district heating tariffs, on average, cover about 80% of costs. Current electricity prices do not fully include the capital costs of power stations, which are particularly high for nuclear power. Although the tariff for nuclear electricity generation includes a small decommissioning charge, it has not been sufficient to accumulate necessary funds for nuclear plants decommissioning.

    CPWR is carrying out a screening program for former Hanford construction workers. This program includes continuing screening and re-screening services for the former worker population. The Program contains the following general components: Start-up planning/needs assessment: A modified exposure assessment will be conducted to identify high-risk buildings or areas, primary exposures, and worker populations at risk. Outreach: CPWR, as the research arm of the Building and Construction Trades Department, AFL-CIO, has direct access to workers. CPWR will rely on direct mailings to lists of former workers, and work through and rely on existing organizations (unions, union pension funds, employers, DOE site administrators, etc.) to reach former workers and "get the word out." CPWR will establish/maintain an outreach office at each site listed above. This office will serve as the face of the Program to workers and their communities. Communications and intake center: CPWR has two established toll-free phone numbers (1-800-866-9663 and 1-888-464-0009). There is also a dedicated website for the program (btmed.org). Workers can register with the Program by mail, telephone, or on-line. Work history: A standardized, structured work history is administered with modules that accommodate unique exposure scenarios for different occupations and different DOE sites. A work history interview is administered by a trained program interviewer. The work histories are used to determine whether a participant is eligible for the medical examination and to interpret the findings from the medical examination. Medical evaluation: The Program contracts with local medical providers qualified to deliver occupational medical screening services. All providers are credentialed. The Program contracts with a certified national laboratory and with NIOSH certified B-readers to review x-rays. Based on the work history, the participant is referred to a credentialed medical provider who is located close to the participant's home. If it is not convenient to use a credentialed provider, the Program will make arrangements, if necessary, for the participant to receive a physical exam through the National Supplemental Screening Program. Eligible participants will receive the same core medical exam (including a Beryllium Lymphocyte Proliferation Test, BeLPT), and in addition, based on their work history, they may be assigned to exposure specific modules for asbestos, silica, lead, noise, cadmium, and chromium. Lab work will be sent to a national laboratory for processing, except the blood samples for the BeLPT, which will be sent to a DOE-approved laboratory for evaluation. Determination of work-relatedness and follow-up: A letter of findings will be sent to the participant within 60 days of the exam. The letter is written and/or reviewed by occupational medical health personnel with knowledge of the DOE site(s) where the participant has worked and will include specific follow-up recommendations. Urgent findings are followed up by the provider without delay. Evaluation and quality assurance: All data are entered into the Program Data Management System (DMS). The DMS is web-based and relies on electronic submission of results, whenever possible. A de-identified data set on all participants is provided to Duke University Medical Center for evaluation and analysis. Each participant is asked to complete a satisfaction survey. The DMS will be used for quality assurance purposes and to also report summary data to the DOE. The BTMED.ORG website is encrypted using the industry-standard Secure Sockets Layer (SSL) technology (128-bit encryption keys). Each individual that accesses the website is assigned a unique login ID, password, and token. Passwords are required to meet standards for "strength," including minimum length, multi-case, and use of numbers. The website is also protected by additional security layers including additional encryption, hardware and software firewalls, Virtual Private Networks (VPNs), and virus protection.

The vulnerability could allow remote code execution if an attacker set up a malicious Web page that invokes the Indexing Service through a call to its ActiveX component. This call could include a malicious URL and exploit the vulnerability, granting the attacker access to the client system with the privileges of the user browsing the Web page. Users whose accounts are configured to have fewer user rights on the system could be less impacted than users who operate with administrative user rights.

    The purpose of this letter is to notify the New Mexico Environment Department-Hazardous Waste Bureau (NMED-HWB) of a Class 1 Permit Modification to the Los Alamos National Laboratory (LANL) Hazardous Waste Facility Permit issued to the Department of Energy (DOE) and Los Alamos National Security, LLC (LANS) in November 2010. The modification adds structures to the container storage unit at Technical Area (TA) 54 Area G, Pad 11. Permit Section 3.1(3) requires that changes to the location of a structure that does not manage hazardous waste shall be changed within the Permit as a Class 1 modification without prior approval in accordance with Code of Federal Regulations, Title 40 (40 CFR), {section}270.42(a)(1). Structures have been added within Dome 375 located at TA-54, Area G, Pad 11 that will be used in support of waste management operations within Dome 375 and the modular panel containment structure located within Dome 375, but will not be used as waste management structures. The Class 1 Permit Modification revises Figure 36 in Attachment N, Figures; and Figure G.12-1 in Attachment G.12, Technical Area 54, Area G, Pad 11 Outdoor Container Storage Unit Closure Plan. Descriptions of the structures have also been added to Section A.4.2.9 in Attachment A, TA - Unit Descriptions; and Section 2.0 in Attachment G.12, Technical Area 54, Area G, Pad 11 Outdoor Container Storage Unit Closure Plan. Full description of the permit modification and the necessary changes are included in Enclosure 1. The modification has been prepared in accordance with 40 CFR {section}270.42(a)(l). This package includes this letter and an enclosure containing a description of the permit modification, text edits of the Permit sections, and the revised figures (collectively LA-UR-12-22808). Accordingly, a signed certification page is also enclosed. Three hard copies and one electronic copy of this submittal will be delivered to the NMED-HWB.

    The testimony concerns the position of NIOSH regarding the existing reporting system of the Mine Safety and Health Administration (MSHA). NIOSH opposes any reduction in the present reporting requirements at this time. NIOSH is presently involved with the Bureau of Labor Statistics (BLS) to upgrade the BLS data gathering system on occupational injuries in general industry. NIOSH addresses five specific areas related to the proposed rulemaking including injury reporting, illness or disease reporting, accident investigation and reporting, employment and coal production reporting, and the MSHA Form 7000-1. In reviewing the current reporting system and data generated by it, NIOSH concludes that the reported injury data are among the best available from any United States governmental regulatory agency. The illness data could be improved by providing more specific disease categories. Minor changes in the Form 7000-1 would provide more easily correlated data. The reliability and detail of the MSHA's data benefit both the operator and the miner by providing for safety and health regulations that are protective to the miner and specific to the problem.

    The current international energy trade governance system is fragmented and multi-layered. Streamlining it for greater legal cohesiveness and international political and economic cooperation would promote global energy security. The current article explores three levels of energy trade governance: multilateral, regional and bilateral. Most energy-rich countries are part of the multilateral trading system, which is institutionalized by the World Trade Organization (WTO). The article analyzes the multilateral energy trade governance system by focusing on the WTO and energy transportation issues. Regionally, the article focuses on five major regional agreements and their energy-related aspects and examines the various causes that explain the proliferation of regional trade agreements, their compatibility with WTO law, and then provides several examples of regional energy trade governance throughout the world. When it comes to bilateral energy trade governance, this article only addresses the European Union’s (EU) bilateral energy trade relations. The article explores ways in which gaps could be filled and overlaps eliminated whilst remaining true to the high-level normative framework, concentrating on those measures that would enhance EU energy security.

    Section 5.1 of the approved Waste Handling Plan for Demolition ofthe K-25 and K-2 7 Building Structures and Remaining Components Located at the East Tennessee Technology Park, Oak Ridge, Tennessee (WHP) includes two Environmental Management Waste Management (EMWMF) waste lots: (1) Asbestos-contaminated roofing/transite; and (2) Construction debris, such as nonasbestos roofing, structural steel/miscellaneous metal/equipment, nonradiological piping, wood, and miscellaneous small quantities of concrete. This concurrence form adds an additional EMWMF waste lot 6.47 for lavatory sink drains. Based on an analysis of the building structure characterization data, the only individual building structure with either an analytic carcinogenic or Hazard Index (HI) sum-of-fractions (SOF) greater than 1 is the lavatory sink drains (Table 1). The HI SOF for the lavatory sink drains is 1.34 (Table 2). When all media are combined with the material of construction calculations, the HI SOF is 1.22 (Table 3). However, when the lavatory sink drains are segregated from all other media, the HI SOF is only 0.256, which is well below the EMWMF waste acceptance criteria SOF limit of 1 (Table 4). Given the large volume (124, 625 cubic yards) of other building structure media with a small HI SOF of 0.256 and the small volume (one cubic yard) of lavatory sink drains with a large HI SOF of 1.34, a separate waste lot for lavatory sink drains is recommended. Lead is the primary contributor to the large HI SOF in the lavatory sink drains. Lead in the lavatory sink drains was shown using the Wilcoxon rank-sum test statistically to have higher concentrations than all other building structure media combined. Other analytes having statistically different median concentrations in the lavatory sink drains compared to all other media are antimony, arsenic, boron, cadmium, selenium, solver, vanadium, zinc, mercury, strontium, and Uranium-233/234 (Table 5). A separate waste lot for the lavatory sink drains minimizes the volume weighted sum-of fractions since a much smaller volume of waste will have the higher HI SOF of 1.34, while a much larger volume of waste will have a small HI SOF of 0.256.

Firms use primary and recycled inputs to produce output that has two attributes: packaging per unit output, and recyclability. If households pay the social cost of disposal, then they send the right signals to producers to reduce packaging and to design products that can more easily be recycled. If garbage is collected for free, then socially optimum attributes can still be achieved by a tax on producers` use of packaging and subsidy to recyclable designs.

    The NEMS-MP model generates numerous results for each run of a scenario. (This model is the integrated National Energy Modeling System [NEMS] version used for the Multi-Path Transportation Futures Study [MP].) This appendix examines additional findings beyond the primary results reported in the Multi-Path Transportation Futures Study: Vehicle Characterization and Scenario Analyses (Reference 1). These additional results are provided in order to help further illuminate some of the primary results. Specifically discussed in this appendix are: (1) Energy use results for light vehicles (LVs), including details about the underlying total vehicle miles traveled (VMT), the average vehicle fuel economy, and the volumes of the different fuels used; (2) Resource fuels and their use in the production of ethanol, hydrogen (H{sub 2}), and electricity; (3) Ethanol use in the scenarios (i.e., the ethanol consumption in E85 vs. other blends, the percent of travel by flex fuel vehicles on E85, etc.); (4) Relative availability of E85 and H2 stations; (5) Fuel prices; (6) Vehicle prices; and (7) Consumer savings. These results are discussed as follows: (1) The three scenarios (Mixed, (P)HEV & Ethanol, and H2 Success) when assuming vehicle prices developed through literature review; (2) The three scenarios with vehicle prices that incorporate the achievement of the U.S. Department of Energy (DOE) program vehicle cost goals; (3) The three scenarios with 'literature review' vehicle prices, plus vehicle subsidies; and (4) The three scenarios with 'program goals' vehicle prices, plus vehicle subsidies. The four versions or cases of each scenario are referred to as: Literature Review No Subsidies, Program Goals No Subsidies, Literature Review with Subsidies, and Program Goals with Subsidies. Two additional points must be made here. First, none of the results presented for LVs in this section include Class 2B trucks. Results for this class are included occasionally in Reference 1. They represent a small, though noticeable, segment of the 'LV plus 2B' market (e.g., a little more than 3% of today's energy use in that market). We generally do not include them in this discussion, simply because it requires additional effort to combine the NEMS-MP results for them with the results for the other LVs. (Where there is an exception, we will indicate so.) Second, where reference is made to E85, the ethanol content is actually 74%. The Energy Information Administration (EIA) assumes that, to address cold-starting issues, the percent of ethanol in E85 will vary seasonally. The EIA uses an annual average ethanol content of 74% in its forecasts. That assumption is maintained in the NEMS-MP scenario runs.

    The Treaty on Conventional Forces in Europe (CFE) was signed in November 1990 by sixteen nations, members of the North Atlantic Treaty Organization (NATO), and six nations, members of the Warsaw Treaty Organization (WTO). It was resigned to prevent a major surprise attack in Europe by the conventional forces of one Treaty Organization against those of the other and was the first major arms control treaty to address conventional weapons. This paper focuses on how CFE adapted to changes in the military-political situation in Europe which occurred after 1990 and failed to adapt to others. Suggestions are offered on how it might be changed to make it more relevant under these changed conditions.

Pacific Northwest Laboratory prepared the report Energy Company Competitiveness Little to Do With Subsidies (DOE 1994), which provided the analysis requested by DOE. An appendix was also prepared, which provided extensive background documentation to the analysis.     Low carbon energy technologies are gaining increasing importance in India for reducing emissions as well as diversifying its energy supply mix. The present paper presents and analyses a targeted approach for pushing solar, wind and nuclear technologies in the Indian energy market. Targets for these technologies have been constructed on the basis of Indian government documents, policy announcements and expert opinion. Different targets have been set for the reference scenario and the carbon price scenario. In the reference scenario it is found that in the long run all solar, wind and nuclear will achieve their targets without any subsidy push. In the short run however, nuclear and solar energy require significant subsidy push. Nuclear energy requires a much higher subsidy allocation as compared to solar because the targets assumed are also higher for nuclear energy. Under a carbon price scenario, the carbon price drives the penetration of these technologies significantly. Still subsidy is required especially in the short run when the carbon price is low. It is also found that pushing solar, wind and nuclear technologies might lead to decrease in share of CCS under the price scenario and biomass under both BAU and price scenario, which implies that one set of low carbon technologies is substituted by other set of low carbon technologies. Thus the objective of emission mitigation might not be achieved due to this substitution. Moreover sensitivity on nuclear energy cost was done to represent risk mitigation for this technology and it was found that higher cost can significantly decrease the share of this technology under both the BAU and carbon price scenario.

    Hydrogen vehicles (H2V), including H2 internal combustion engine, fuel cell and fuel cell plugin hybrid, could greatly reduce petroleum consumption and greenhouse gas (GHG) emissions in the transportation sector. The U.S. Department of Energy has adopted targets for vehicle component technologies to address key technical barriers towidespread commercialization of H2Vs. This study estimates the market acceptance of H2Vs and the resulting societal benefits and subsidy in 41 scenarios that reflect a wide range of progress in meeting these technical targets. Important results include: (1) H2Vs could reach 20e70% market shares by 2050, depending on progress in achieving the technical targets.With a basic hydrogen infrastructure (w5% hydrogen availability), the H2V market share is estimated to be 2e8%. Fuel cell and hydrogen costs are the most important factors affecting the long-term market shares of H2Vs. (2) Meeting all technical targets on time could result in about an 80% cut in petroleumuse and a 62% (or 72% with aggressive electricity de-carbonization) reduction in GHG in 2050. (3) The required hydrogen infrastructure subsidy is estimated to range from $22 to $47 billion and the vehicle subsidy from $4 to $17 billion. (4) Long-term H2V market shares, societal benefits and hydrogen subsidies appear to be highly robust against delay in one target, if all other targets are met on time. R&D diversification could provide insurance for greater societal benefits. (5) Both H2Vs and plug-in electric vehicles could exceed 50% market shares by 2050, if all targets are met on time. The overlapping technology, the fuel cell plug-in hybrid electric vehicle, appears attractive both in the short and long runs, but for different reasons.

    This report provides the results of a scoping study evaluating the potential risk reduction value of a hypothetical, earthquake early-warning system. The study was based on an analysis of the actions that could be taken to reduce risks to population and infrastructures, how much time would be required to take each action and the potential consequences of false alarms given the nature of the action. The results of the scoping analysis indicate that risks could be reduced through improving existing event notification systems and individual responses to the notification; and production and utilization of more detailed risk maps for local planning. Detailed maps and training programs, based on existing knowledge of geologic conditions and processes, would reduce uncertainty in the consequence portion of the risk analysis. Uncertainties in the timing, magnitude and location of earthquakes and the potential impacts of false alarms will present major challenges to the value of an early-warning system.

    Methods and apparatus for automatically predicting epileptic seizures monitor and analyze brain wave (EEG or MEG) signals. Steps include: acquiring the brain wave data from the patient; digitizing the data; obtaining nonlinear measures of the data via chaotic time series analysis tools; obtaining time serial trends in the nonlinear measures; comparison of the trend to known seizure predictors; and providing notification that a seizure is forthcoming.
