  2. A technical look at the WTI incinerator

    EPA has granted Waste Technologies Industries (WTI) temporary authorization to burn hazardous waste in its new incinerator in East Liverpool, Ohio. The approval is based on preliminary data showing that the incinerator was able to meet EPA`s emission standards for dioxins and furans in tests run this summer. WTI is allowed to continue burning waste pending final evaluation of its March 1993 performance tests. The action marks yet another hurdle cleared by WTI in its 11-year effort to construct and operate a commercial hazardous waste incinerator. The facility`s long-standing predicament as a target for environmental and public interest groups has made it the subject of numerous lawsuits and many legal reviews. In this article, however, we focus on the technical aspects of the system. The WTI incinerator is described in {open_quotes}Performance Testing of a Rotary Kiln Incinerator,{close_quotes} a paper by Alfred Sigg of Von Roll, Incorporated (Norcross, Georgia). The paper was presented at the 1993 Incineration Conference, which was held in Knoxville, Tennessee on May 3-7, 1993. 1 fig., 2 tabs.

    In this report, the effect of sputtering target microstructure on the deposited film stress was investigated. By controlling the metallurgical process, two types of W-10wt%Ti target constituents, namely single-phase and multiple-phase WTi, were prepared. The former one was composed of W-rich ({beta}Ti,W) phase only, the latter one was with W, W-rich ({beta}Ti,W) and Ti-rich ({beta}Ti,W) phases. The stress of the films deposited on 12.7 cm diameter silicon oxide wafers from the single-phase target tends to be more compressive than that from the multiple-phase target. By increasing wafer temperature, the compressive stress was linearly decreased. In addition, the level of film stress was also affected by the film thickness and other sputtering parameters. To understand the causes for the differences in film stress between the multiple-phase and single-phase derived films, an evaluation of the film structure using a field-emission scanning electron microscope (FE-SEM) and mechanical testing using a nano-indentation instrument were performed. Finer domains with denser laminar structure were observed on the films deposited from the single-phase target. However, no significant difference in mechanical properties was found between these two from the nano-indentation measurements. It is envisioned that the more uniform solid solution between the W and Ti in the films obtained by sputtering the single-phase targets generates a higher compressive stress when deposited on the silicon oxide wafers resulting in a higher compressive stress.

    The Human Health Risk Assessment (HHRA) portion of the WTI Risk Assessment involves the integration of information about the facility with site-specific data for the surrounding region and population to characterize the potential human health risks due to emissions from the facility. The estimation of human health risks is comprised of the following general steps: (1) identification of substances of potential concern; (2) estimation of the nature and magnitude of chemical releases from the WTI facility; (3) prediction of the atmospheric transport of the emitted contaminants; (4) determination of the types of adverse effects associated with exposure to the substances of potential concern (referred to as hazard identification), and the relationship between the level of exposure and the severity of any health effect (referred to as dose-response assessment); (5) estimation of the magnitude of exposure (referred to as exposure assessment); and (6) characterization of the health risks associated with exposure (referred to as risk characterization).

    In the wake of the 2008-2009 financial crises, tax equity investors largely withdrew from the market, resulting in stagnation of project development. In response, Congress established the Treasury grant program pursuant to Section 1603 of the American Recovery and Reinvestment Act (Section 1603 Program) to offer a cash payment in lieu of a production and investment tax credit. This study addresses the likely project financing and market impacts from the expiration of the Section 1603 Program. The authors assembled an array of insights offered by financial executives active in the renewable energy (RE) market during conference panel discussions and in presentations, direct interviews, and email correspondences. This analysis found that the Section 1603 Program alleviated the need to monetize the tax credit incentives through specialized investors, helped lower the transaction and financing costs associated with renewable electricity projects, and generally supported an extensive build-out of renewable power generation capacity. With the expiration of the Section 1603 Program, smaller or less-established renewable power developers will have more difficulty attracting needed financial capital and completing their projects, development of projects relying on newer or 'innovative' technologies will likely slow as traditional tax equity investors are known to be highly averse to technology risk in the projects they fund, and, finally, projects relying on tax equity may be more expensive to develop due to higher transaction costs and potentially higher yields required to attract tax equity.

    This paper discusses the use of a Shared Energy Savings (SES) contract as the procurement vehicle to provide, install, and maintain closed-loop ground-coupled heat pumps (CLGCHP`s) for 4,003 family-housing units at Fort Polk, Louisiana. In addition to the requirement relative to heat pumps, the contract allows the energy service company (ESCO) to propose additional projects needed to take full advantage of energy cost-saving opportunities that may exist at Fort Polk. The paper traces the development of the SES contract from feasibility study through development of the request for proposal (RFP) to contract award and implementation. In tracing this development, technical aspects of the project are set forth and various benefits inherent in SES contracting are indicated. The paper concludes that, due to the positive motivation inherent in the shared-savings, as well as partnering aspects of SES contracts, SES contracting is well suited to use as a procurement vehicle.

    On June 26, 1987 the $270 million contract for the supply of 20 large hydraulic turbines for the Yacyreta Hydroelectric Project was signed by the Entidad Binacional Yacyreta, (a binational agency created by the governments of Argentina and Paraguay for the development of Yacyreta), and by Voith Hydro, Inc., of York, Pennsylvania, and Canadian General Electric of Montreal, Canada. Under the terms of the contract, 9 turbine units will be supplied by Voith Hydro, Inc. from its York, Pennsylvania plant, 4 units by Canadian General Electric of Montreal, and 7 units by Metanac, a consortium of Argentine manufacturers, who will utilize technology and technical assistance from Voith and CGE. The Yacyreta Project is being built on the Parana River on the border between Argentina and Paraguay. Construction at the site commenced in late 1983. Voith's portion of this contrast represents approximately $130 million dollars worth of business for its York, Pennsylvania facility.

    We consider a simple cosmological model that includes a long ekpyrotic contraction stage and smooth bounce after it. Ekpyrotic behavior is due to a scalar field with a negative exponential potential, whereas the Galileon field produces bounce. We give an analytical picture of how the bounce occurs within the weak gravity regime, and then perform numerical analysis to extend our results to a non-perturbative regime.

    In automated negotiation systems consisting of self-interested agents, contracts have traditionally been binding. Such contracts do not allow agents to efficiently accommodate future events. Game theory has proposed contingency contracts to solve this problem. Among computational agents, contingency contracts are often impractical due to large numbers of interdependent and unanticipated future events to be conditioned on, and because some events are not mutually observable. This paper proposes a leveled commitment contracting protocol that allows self-interested agents to efficiently accommodate future events by having the possibility of unilaterally decommitting from a contract based on local reasoning. A decommitment penalty is assigned to both agents in a contract: to be freed from the contract, an agent only pays this penalty to the other party. It is shown through formal analysis of several contracting settings that this leveled commitment feature in a contracting protocol increases Pareto efficiency of deals and can make contracts individually rational when no full commitment contract can. This advantage holds even if the agents decommit manipulatively.

    On December 13, 2012, the Deputy Secretary issued the attached memorandum to the Heads of All Departmental Elements addressing how the Department can attain optimal alignment of contract incentives. The memorandum and its attachment establish two primary principles—align contractor with taxpayer interests and structure contracts so contractors bear the responsibility for their actions—and provide amplifying guidance to ensure the Department consistently applies the principles. The Office of Acquisition and Project Management will assist programs with implementation by providing applicable contract clauses to ensure consistency in implementation and use.

    In June 1993, Secretary of Energy Hazel O`Leary formed a Contract Reform Team, chaired by Deputy Secretary Bill White, to evaluate the contracting practices of the Department of Energy and to formulate specific proposals for improving those practices. This report summarizes the results of the work of the Contract Reform Team. It recommends actions for implementation that will significantly improve the Department`s contracting practices and will enable the Department to help create a government that -- in the words of Vice President Gore -- {open_quotes}works better and costs less.{close_quotes} These actions and the deadlines for their implementation are listed. Among other things, they recommend replacing the Department`s standard Management and Operating Contract with a new Performance-Based Management Contract and strengthening the Department`s systems for selecting and managing contractors.

    An ESPC is a working relationship between a Federal agency and an energy service company (ESCO). The ESCO conducts a comprehensive energy audit for the Federal facility and identifies improvements to save energy. In consultation with the Federal agency, the ESCO designs and constructs a project that meets the agency’s needs and arranges the necessary funding. The ESCO guarantees the improvements will generate energy cost savings sufficient to pay for the project over the term of the contract. After the contract ends, all additional cost savings accrue to the agency.
