    Recent growth in the development of hydrogen infrastructure has led to more requests for code officials to approve hydrogen-related projects and facilities. To help expedite the review and approval process, significant efforts have been made to educate code officials on permitting hydrogen vehicle fueling stations and facilities using stationary fuel cells (e.g., backup power for telephone cell tower sites). Despite these efforts, project delays continue because of several factors, including the limited experience of code officials with these types of facilities, submittals that lack the required information (including failure to adequately address local requirements), and submission of poor quality documents. The purpose of this paper is to help project proponents overcome these potential roadblocks and obtain timely approval for a project. A case study of an actual stationary application permitting request is provided to illustrate the value of addressing these issues.

    The hypothesis of this paper is that crude oil, like any other unfinished commodity, is valued for the products derived from it; the purpose is to offer an empirical explanation for changes in the crude price charged by the members of OPEC. The model results show that the market-clearing prices reported to prevail for petroleum products on the principal petroleum spot market at Rotterdam are the primary determinants of changes in official crude prices. A systematic relationship between offical and spot prices is argued to have prevailed since 1974. An appendix clarifies five types of data required for the model. 13 references, 4 tables.

    Generalized seniority provides a truncation scheme for the nuclear shell model, based on pairing correlations, which offers the possibility of dramatically reducing the dimensionality of the nuclear shell-model problem. Systematic comparisons against results obtained in the full shell-model space are required to assess the viability of this scheme. Here, we extend recent generalized seniority calculations for semimagic nuclei, the Ca isotopes, to open-shell nuclei, with both valence protons and valence neutrons. The even-mass Ti and Cr isotopes are treated in a full major shell and with realistic interactions, in the generalized seniority scheme with one broken proton pair and one broken neutron pair. Results for level energies, orbital occupations, and electromagnetic observables are compared with those obtained in the full shell-model space. We demonstrate that, even for the Ti isotopes, significant benefit would be obtained in going beyond the approximation of one broken pair of each type, while the Cr isotopes require further broken pairs to provide even qualitative accuracy.

    This report describes the Tier 1 LDRD portfolio, administered by the Seniors Council between 2003 and 2011. 73 projects were sponsored over the 9 years of the portfolio at a cost of $10.5 million which includes $1.9M of a special effort in directed innovation targeted at climate change and cyber security. Two of these Tier 1 efforts were the seeds for the Grand Challenge LDRDs in Quantum Computing and Next Generation Photovoltaic conversion. A few LDRDs were terminated early when it appeared clear that the research was not going to succeed. A great many more were successful and led to full Tier 2 LDRDs or direct customer sponsorship. Over a dozen patents are in various stages of prosecution from this work, and one project is being submitted for an R and D 100 award.

    In a process for deposition of material onto a substrate, for example, the deposition of metals for dielectrics onto a semiconductor laser, the material is deposited by providing a colloidal suspension of the material and directly writing the suspension onto the substrate surface by ink jet printing techniques. This procedure minimizes the handling requirements of the substrate during the deposition process and also minimizes the exchange of energy between the material to be deposited and the substrate at the interface. The deposited material is then resolved into a desired pattern, preferably by subjecting the deposit to a laser annealing step. The laser annealing step provides high resolution of the resultant pattern while minimizing the overall thermal load of the substrate and permitting precise control of interface chemistry and interdiffusion between the substrate and the deposit. 3 figs.

    Conductive micro-patterned copper tracks were fabricated by UV direct-writing of a nanoparticle silver seed layer followed by selective electroless copper deposition. Silver ions were first incorporated into a hydrolyzed polyimide surface layer by wet chemical treatment. A photoreactive polymer coating, methoxy poly(ethylene glycol) (MPEG) was coated on top of the substrate prior to UV irradiation. Electrons released through the interaction between the MPEG molecules and UV photons allowed the reduction of the silver ions across the MPEG/doped polyimide interface. The resultant silver seed layer has a cluster morphology which is suitable for the initiation of electroless plating. Initial results showed that the deposited copper tracks were in good agreement with the track width on the photomask and laser direct-writing can also fabricate smaller line width metal tracks with good accuracy. The facile fabrication presented here can be carried out in air, at atmospheric pressure, and on contoured surfaces.

    The official conclusion about the origin and mechanism of the Chernobyl catastrophe is shown to essentially contradict experimental facts available from the accident. In the frame of existing physical models of nuclear fission reactor, it is shown analytically that under conditions of the accident the period of runaway of reactor at the fourth power generating unit of the Chernobyl Nuclear Power Plant (CNPP) should be either 10 times slower or 100 times faster than that observed. A self-consistent hypothesis is suggested for the probable birth of magnetic charges, during the turbine generator test under it's own momentum test, at the fourth power generating unit of CNPP, and for the impact of these charges on the reactivity coefficient.

    We surveyed 113 astronomers and 82 psychologists active in applying for federally funded research on their grant-writing history between January, 2009 and November, 2012. We collected demographic data, effort levels, success rates, and perceived non-financial benefits from writing grant proposals. We find that the average proposal takes 116 PI hours and 55 CI hours to write; although time spent writing was not related to whether the grant was funded. Effort did translate into success, however, as academics who wrote more grants received more funding. Participants indicated modest non-monetary benefits from grant writing, with psychologists reporting a somewhat greater benefit overall than astronomers. These perceptions of non-financial benefits were unrelated to how many grants investigators applied for, the number of grants they received, or the amount of time they devoted to writing their proposals.     Stimulated emission depletion microscopy inspired direct laser writing (STED-DLW) processes can offer diffraction-unlimited fabrication of 3D-structures, not possible with traditional electron-beam or optical lithography. We propose a hyperbolic metamaterial for fabrication with STED-DLW. First, we design meandering wire structures with three different magnetic dipoles which can be excited under different incidences of light. Then, based on effective parameters corresponding to normal incidence and lateral incidence, we find that the hyperbolic dispersion relation for five-layer structure appears between 15THz to 20THz. Finally, we investigate the influence of imaginary parts of the effective parameters on the metamaterial dispersion. The proposed metamaterial structure has also potential for three-dimensionally isotropic permeability despite geometric anisotropy.

Our technique uses cache coloring scheme to add a software-controlled mapping layer between groups of physical pages (called memory regions) and cache sets.     A roller-ball pen enabled direct writing electronics via room temperature liquid metal ink was proposed. With the rolling to print mechanism, the metallic inks were smoothly written on flexible polymer substrate to form conductive tracks and electronic devices.     The Department of Energy (DOE) and associated agencies have moved rapidly toward electronic production, management, and dissemination of scientific and technical information. The World-Wide Web (WWW) has become a primary means of information dissemination. Electronic commerce (EC) is becoming the preferred means of procurement. DOE, like other government agencies, depends on and encourages the use of international standards in data communications. Like most government agencies, DOE has expressed a preference for openly developed standards over proprietary designs promoted as ''standards'' by vendors. In particular, there is a preference for standards developed by organizations such as the International Organization for Standardization (ISO) and the American National Standards Institute (ANSI) that use open, public processes to develop their standards. Among the most widely adopted international standards is the Standard Generalized Markup Language (SGML, ISO 8879:1986, FIPS 152), to which DOE long ago made a commitment. Besides the official commitment, which has resulted in several specialized projects, DOE makes heavy use of coding derived from SGML: Most documents on the WWW are coded in HTML (Hypertext Markup Language), which is an application of SGML. The World-Wide Web Consortium (W3C), with the backing of major software houses like Adobe, IBM, Microsoft, Netscape, Oracle, and Sun, is promoting XML (eXtensible Markup Language), a class of SGML applications, for the future of the WWW and the basis for EC. In support of DOE's use of these standards, I have served since 1985 as Chairman of the international committee responsible for SGML and related standards, ISO/IEC JTC1/SC34 (SC34) and its predecessor organizations. During my May 2001 trip, I chaired the spring 2001 meeting of SC34 in Berlin, Germany. I also attended XML Europe 2001, a major conference on the use of SGML and XML sponsored by the Graphic Communications Association (GCA), and chaired a meeting of the International SGML/XML Users' Group (ISUG). In addition to the widespread use of the WWW among DOE's plants and facilities in Oak Ridge and among DOE sites across the nation, there have been several past and present SGML- and XML-based projects at the Y-12 National Security Complex (Y-12). Our local project team has done SGML and XML development at Y-12 and Oak Ridge National Laboratory (ORNL) since the late 1980s. SGML is a component of the Weapons Records Archiving and Preservation (WRAP) project at Y-12 and is the format for catalog metadata chosen for weapons records by the Nuclear Weapons Information Group (NWIG). The ''Ferret'' system for automated classification analysis uses XML to structure its knowledge base. The Ferret team also provides XML consulting to OSTI and DOE Headquarters, particularly the National Nuclear Security Administration (NNSA). Supporting standards development allows DOE and Y-12 the opportunity both to provide input into the process and to benefit from contact with some of the leading experts in the subject matter. Oak Ridge has been for some years the location to which other DOE sites turn for expertise in SGML, XML, and related topics.

    Driven by the trends of increasing core-count and bandwidth-wall problem, the size of last level caches (LLCs) has greatly increased. Since SRAM consumes high leakage power, researchers have explored use of non-volatile memories (NVMs) for designing caches as they provide high density and consume low leakage power. However, since NVMs have low write-endurance and the existing cache management policies are write variation-unaware, effective wear-leveling techniques are required for achieving reasonable cache lifetimes using NVMs. We present WriteSmoothing, a technique for mitigating intra-set write variation in NVM caches. WriteSmoothing logically divides the cache-sets into multiple modules. For each module, WriteSmoothing collectively records number of writes in each way for any of the sets. It then periodically makes most frequently written ways in a module unavailable to shift the write-pressure to other ways in the sets of the module. Extensive simulation results have shown that on average, for single and dual-core system configurations, WriteSmoothing improves cache lifetime by 2.17X and 2.75X, respectively. Also, its implementation overhead is small and it works well for a wide range of algorithm and system parameters.

Studies with light ions to date have, however, focused on milling of materials where sub-surface ion beam damage does not inhibit device performance. Here we report on direct-write milling of single crystal diamond using a focused beam of oxygen ions. Material quality is assessed by Raman and luminescence analysis, and reveals that the damage layer generated by oxygen ions can be removed by nonintrusive post-processing methods such as localised electron beam induced chemical etching.

    Information is provided on the solar energy system installed at the Huntsville Senior Citizen Center. The solar space heating and hot water facility and the project involved in its construction are described in considerable detail and detailed drawings of the complete system and discussions of the planning, the hardware, recommendations, and other pertinent information are included. The facility was designed to provide 85 percent of the hot water and 85 percent of the space heating requirements. Two important factors concerning this project for commercial demonstration are the successful use of silicon oil as a heat transfer fluid and the architecturally aesthetic impact of a large solar energy system as a visual centerpoint. There is no overheat or freeze protection due to the characteristics of the silicon oil and the design of the system. Construction proceeded on schedule with no cost overruns. It is designed to be relatively free of scheduled maintenance, and has experienced practically no problems.

    Work completed under this program advances the goal of demonstrating Western Research Institute's (WRI's) WRITE{trademark} process for upgrading heavy oil at field scale. MEG Energy Corporation (MEG) located in Calgary, Alberta, Canada supported efforts at WRI to develop the WRITE{trademark} process as an oil sands, field-upgrading technology through this Task 51 Jointly Sponsored Research project. The project consisted of 6 tasks: (1) optimization of the distillate recovery unit (DRU), (2) demonstration and design of a continuous coker, (3) conceptual design and cost estimate for a commercial facility, (4) design of a WRITE{trademark} pilot plant, (5) hydrotreating studies, and (6) establish a petroleum analysis laboratory. WRITE{trademark} is a heavy oil and bitumen upgrading process that produces residuum-free, pipeline ready oil from heavy material with undiluted density and viscosity that exceed prevailing pipeline specifications. WRITE{trademark} uses two processing stages to achieve low and high temperature conversion of heavy oil or bitumen. The first stage DRU operates at mild thermal cracking conditions, yielding a light overhead product and a heavy residuum or bottoms material. These bottoms flow to the second stage continuous coker that operates at severe pyrolysis conditions, yielding light pyrolyzate and coke. The combined pyrolyzate and mildly cracked overhead streams form WRITE{trademark}'s synthetic crude oil (SCO) production. The main objectives of this project were to (1) complete testing and analysis at bench scale with the DRU and continuous coker reactors and provide results to MEG for process evaluation and scale-up determinations and (2) complete a technical and economic assessment of WRITE{trademark} technology to determine its viability. The DRU test program was completed and a processing envelope developed. These results were used for process assessment and for scaleup. Tests in the continuous coker were intended to determine the throughput capability of the coker so a scaled design could be developed that maximized feed rate for a given size of reactor. These tests were only partially successful because of equipment problems. A redesigned coker, which addressed the problems, has been build but not operated. A preliminary economic analysis conducted by MEG and an their engineering consultant concluded that the WRITE{trademark} process is a technically feasible method for upgrading bitumen and that it produces SCO that meets pipeline specifications for density. When compared to delayed coking, the industry benchmark for thermal upgrading of bitumen, WRITE{trademark} produced more SCO, less coke, less CO{sub 2} per barrel of bitumen fed, and had lower capital and operating costs. On the other hand, WRITE{trademark}'s lower processing severity yielded crude with higher density and a different product distribution for naphtha, light gas oil and vacuum oil that, taken together, might reduce the value of the SCO. These issues plus the completion of more detailed process evaluation and economics need to be resolved before WRITE{trademark} is deployed as a field-scale pilot.

    The Senior Committee on Environmental, Safety, and Economic Aspects of Magnetic Fusion Energy (ESECOM) has assessed magnetic fusion energy's prospects for providing energy with economic, environmental, and safety characteristics that would be attractive compared with other energy sources (mainly fission) available in the year 2015 and beyond. ESECOM gives particular attention to the interaction of environmental, safety, and economic characteristics of a variety of magnetic fusion reactors, and compares them with a variety of fission cases. Eight fusion cases, two fusion-fission hybrid cases, and four fission cases are examined, using consistent economic and safety models. These models permit exploration of the environmental, safety, and economic potential of fusion concepts using a wide range of possible materials choices, power densities, power conversion schemes, and fuel cycles. The ESECOM analysis indicates that magnetic fusion energy systems have the potential to achieve costs-of-electricity comparable to those of present and future fission systems, coupled with significant safety and environmental advantages. 75 refs., 2 figs., 24 tabs.

    Precise materials integration in nanostructures is fundamental for future electronic and photonic devices. We demonstrate Si, Ge, and SiGe nanostructure direct-write with deterministic size, geometry, and placement control. The biased probe of an atomic force microscope (AFM) reacts diphenylsilane or diphenylgermane to direct-write carbon-free Si, Ge, and SiGe nano and heterostructures. Parallel directwrite is available on large areas by substituting the AFM probe with conducting microstructured stamps. This facile strategy can be easily expanded to a broad variety of semiconductor materials through precursor selection.

    A compact read/write head having a biased giant magnetoresistive sensor. Permanent magnet films are placed adjacent to the giant magnetoresistive sensor operating in the current-perpendicular-to the-plane (Cpp) mode and spaced with respect to the sensor by conducting films. These permanent magnet films provide a magnetic bias. The bias field is substantial and fairly uniform across sensor height. Biasing of the giant magnetoresistive sensor provides distinguishable response to the rising and falling edges of a recorded pulse on an adjacent recording medium, improves the linearity of the response, and helps to reduce noise. This read/write head is much simpler to fabricate and pattern and provides an enhanced uniformity of the bias field throughout the sensor.

    In a multiprocessor system with at least two levels of cache, a speculative thread may run on a core processor in parallel with other threads. When the thread seeks to do a write to main memory, this access is to be written through the first level cache to the second level cache. After the write though, the corresponding line is deleted from the first level cache and/or prefetch unit, so that any further accesses to the same location in main memory have to be retrieved from the second level cache. The second level cache keeps track of multiple versions of data, where more than one speculative thread is running in parallel, while the first level cache does not have any of the versions during speculation. A switch allows choosing between modes of operation of a speculation blind first level cache.

    In this work, the resolving limit of maskless direct laser writing is overcome by cooperative manipulation from nonlinear reverse saturation absorption and thermal diffusion, where the nonlinear reverse saturation absorption can induce the formation of below diffraction-limited energy absorption spot, and the thermal diffusion manipulation can make the heat quantity at the central region of energy absorption spot propagate along the thin film thickness direction. The temperature at the central region of energy absorption spot transiently reaches up to melting point and realizes nanolithography. The sample glass substrate/AgInSbTe is prepared, where AgInSbTe is taken as nonlinear reverse saturation absorption thin film. The below diffraction-limited energy absorption spot is simulated theoretically and verified experimentally by near-field spot scanning method. The glass substrate/Al/AgInSbTe sample is prepared, where the Al is used as thermal conductive layer to manipulate the thermal diffusion channel because the thermal diffusivity coefficient of Al is much larger than that of AgInSbTe. The direct laser writing is conducted by a setup with a laser wavelength of 650?nm and a converging lens of NA=0.85, the lithographic marks with a size of about 100?nm are obtained, and the size is only about 1/10 the incident focused spot. The experimental results indicate that the cooperative manipulation from nonlinear reverse saturation absorption and thermal diffusion is a good method to realize nanolithography in maskless direct laser writing with visible light.
