A manual-type braille writer that provides for both writing and reading in a normal left-to-right manner. In the preferred form, this braille writer has a clip board type base, and in the preferred embodiment a guide plate assembly can be moved to, and releasable fixed at, selected vertical locations along this base. The guide plate assembly is provided with a plurality of character cells uniformly spaced along rows across the guide plate assembly as well as in uniformly spaced rows. This guide plate assembly has a lower portion to be placed under a sheet of paper positioned on the clip board base and an upper portion to be positioned on top of the sheet. This upper portion is hinged with respect to the lower portion. Each character cell is typically made up of six appropriately spaced pins extending up from the lower portion that are aligned with a rosette-shaped cutout in the upper portion. A stylus member is provided that has a distal end to be fitted into the cutout of the character cell so that a recess in the end thereof presses the writing paper over the pin associated with that recess to produce a braille dot at that location. When desired, the upper portion can be lifted up so that the text already written can be read or to determine the place for initiating writing when writing has been interrupted.

    Errion, S.M.; Thommes, M.M. Caruthers, C.M.

    1987-09-01

Using the Apple LaserWriter at ANL (ANL/TM 452) explains how Argonne computer users (with CMS, MVS, or VAX/VMS accounts) can print quality text and graphics on the Apple LaserWriter. Currently, applications at Argonne that are compatible with the Apple LaserWriter include Waterloo Script, CA/ISSCO graphics software (i.e., Cuechart, Tellagraf, and Disspla), SAS/Graph, ANSYS (version 4.2), and some personal computer test and graphics software. This manual does not attempt to cover use of the Apple LaserWriter with other applications, though some information on the handling of PostScript-compatible files may be valid for other applications. Refer to the documentation of those applications to learn how they work with the Apple LaserWriter. Most of the information in this manual applies to the Allied Linotype L300P typesetter in Building 222. However, the typesetter is not a high volume output device and should be used primarily for high quality (1250 and 2500 dots per inch) final copy output for Laboratory publications prior to making printing plates. You should print all drafts and proof pages on LaserWriers or other printers compatible with the PostScript page description language. Consult with Graphic Arts (at extension 2-5603) to determine the availability of the typesetter for printing the final copy of your document or graphics application. Since the Apple LaserWriter itself produces good quality output (300 dots per inch), we expect that most internal documents consisting of test or graphics will continue to be printed at LaserWriters distributed throughout the Laboratory. 5 figs., 2 tabs.

Recent technological advancements in the photonics industry have led to a resurgence of interest in optical glucose sensing and to realistic progress toward the development of an optical glucose sensor. Such a sensor has the potential to significantly improve the quality of life for the estimated 16 million diabetics in this country by making routine glucose measurements more convenient. Currently over 100 small companies and universities are working to develop noninvasive or minimally invasive glucose sensing technologies, and optical methods play a large role in these efforts. It has become overwhelmingly clear that frequent monitoring and tight control of blood sugar levels are requisite for effective management of Diabetes mellitus and reduction of the complications associated with this disease. The pain and trouble associated with current “finger-stick” methods for blood glucose monitoring result in decreased patient compliance and a failure to control blood sugar levels. Thus, the development of a convenient noninvasive blood glucose monitor holds the potential to significantly reduce the morbidity and mortality associated with Diabetes. A method and apparatus for noninvasive measurement of blood glucose concentration based on transilluminated laser beam via the Index Finger has been reported in this paper. This method depends on photodiode based laser operating at 632.8 nm wavelength. During measurement, the index finger is inserted into the glucose sensing unit, the transilluminated optical signal is converted into an electrical signal, compared with the reference electrical signal, and the obtained difference signal is processed by signal processing unit which presents the results in the form of blood glucose concentration. This method would enable the monitoring blood glucose level of the diabetic patient continuously, safely and noninvasively.

We have calculated the large-$q$ expansion for the specific heat at the phase transition point in the two-dimensional $q$-state Potts model to the 23rd order in $1/\\sqrt{q}$ using the finite lattice method. The obtained series allows us to give highly convergent estimates of the specific heat for $q>4$ on the first order transition point. The result confirm us the correctness of the conjecture by Bhattacharya et al. on the asymptotic behavior of the specific heat for $q \\to 4_+$.

  12. Constraints on the distribution of supernova remnants with Galactocentric radius

    E-Print Network [OSTI]

    Green, D A

    2015-01-01

Supernova remnants (SNRs) in the Galaxy are an important source of energy injection into the interstellar medium, and also of cosmic rays. Currently there are 294 known SNRs in the Galaxy, and their distribution with Galactocentric radius is of interest for various studies. Here I discuss some of the statistics of Galactic SNRs, including the observational selection effects that apply, and difficulties in obtaining distances for individual remnants from the `Sigma-D' relation. Comparison of the observed Galactic longitude distribution of a sample of bright Galactic SNRs -- which are not strongly affected by selection effects -- with those expected from models is used to constrain the Galactic distribution of SNRs. The best-fitting power-law/exponential model is more concentrated towards the Galactic centre than the widely used distribution obtained by Case & Bhattacharya (1998).

    1982-10-26

This manual covers what the beginner needs to know in order to transfer files between an Apple's Microcomputer and a Wang's OIS Word Processor. We have also tried to indicate where the experienced user might want to look for additional details. We cover the use of Apple Writer )(, VisiTerm, VisiCalc, and EasyWriter Professional. For us, the two most useful connections are from Applewriter to Wang and from Visicalc to Wang. From Wang to Apple Writer via Visiterm may have some value. Files can be transferred by VisiTerm to Wang, but they arrive with RETURNS in the middle of words, which have to be edited out, so we do not recommend it. We describe how to go from EasyWriter to Wang, but we do not know how to go from Wang to EasyWriter. We see no reason to go from Wang to VisiCalc, so we haven't thought about it. All instructions are given for a typical configuration of the Apple, namely the one on which this manual was composed. It is detailed in the section on Hardware and Software.

The purpose of this paper is to inform the reader as to some of the pertinent rules and regulations promulgated by the Environmental Protection Agency (EPA) and the Occupational Safety and Health Administration (OSHA) that may effect an industrial lead paint removal project. The paper discusses a recommended schedule of procedures and preparations to be followed by the lead paint removal specification writer when analyzing the possible impact of the project on the environment, the public and workers. Implications of the Clean Air Act, the Clean Water Act and the Resource Conservation and Recovery Act (RCRA) along with hazardous waste handling, manifesting, transporting and disposal procedures are discussed with special emphasis placed as to their impact on the writer and the facility owner. As the rules and regulations are highly complex, the writer has attempted to explain the methodology currently being used in state-of-the-art industrial lead abatement specifications.

Nos\\'e and Hoover's 1984 work showed that although Nos\\'e and Nos\\'e-Hoover dynamics were both consistent with Gibbs' canonical distribution neither dynamics, when applied to the harmonic oscillator, provided Gibbs' Gaussian distribution. Further investigations indicated that two independent thermostat variables are necessary, and often sufficient, to generate Gibbs' canonical distribution for an oscillator. Three successful time-reversible and deterministic sets of two-thermostat motion equations were developed in the 1990s. We analyze one of them here. It was developed by Martyna, Klein, and Tuckerman in 1992. Its ergodicity was called into question by Patra and Bhattacharya in 2014. This question became the subject of the 2014 Snook Prize. Here we summarize the previous work on this problem and elucidate new details of the chaotic dynamics in the neighborhood of the two fixed points. We apply six separate tests for ergodicity and conclude that the MKT equations are fully compatible with all of them, in consonance with our recent work with Clint Sprott and Puneet Patra.

This paper summarizes an experiment designed to assess the validity of essay grading between holistic and analytic human graders and a computerized grader based on latent semantic analysis. The validity of the grade was gauged by the extent to which the student’s knowledge of the topic correlated with the grader’s expert knowledge. To assess knowledge, Pathfinder networks were generated by the student essay writers, the holistic and analytic graders, and the computerized grader. It was found that the computer generated grades more closely matched the definition of valid grading than did human generated grades.

  12. Edgar Allan Poe: the first man to conceive a Newtonian evolving Universe

    E-Print Network [OSTI]

    Molaro, Paolo

    2015-01-01

The notion that we live in an evolving universe was established only in the twentieth century with the discovery of the recession of galaxies by Hubble and with the Lemaitre and Friedmann's interpretation in the 1920s. However, the concept of an evolving universe is intrinsically tied to the law of universal gravitation, and it is surprising that it remained unrecognized for more than two centuries. A remarkable exception to this lack of awareness is represented by Poe. In Eureka (1848), the writer developed a conception of an evolving universe following the reasoning that a physical universe cannot be static and nothing can stop stars or galaxies from collapsing on each other. Unfortunately this literary work was, and still is, very little understood both by the literary critics and scientists of the time. We will discuss Poe's cosmological views in their historical scientific context, highlighting the remarkable insights of the writer, such as those dealing with the Olbers paradox, the existence of other ga...

This is an omnibus publication about the federally-recognized Indian tribes of the Columbia-Snake river basin, as presented by themselves. It showcases several figurative and literal snapshots of each tribe, bits and pieces of each tribe`s story. Each individual tribe or tribal confederation either submitted its own section to this publication, or developed its own section with the assistance of the writer-editor. A federally-recognized tribe is an individual Indian group, or confederation of Indian groups, officially acknowledged by the US government for purposes of legislation, consultation and benefits. This publication is designed to be used both as a resource and as an introduction to the tribes. Taken together, the sections present a rich picture of regional indian culture and history, as told by the tribes.

The Project is a hydroelectric development on the Rio Colorado, upstream of, but separate from, a small existing hydroelectric system. The Group states that goods and services will be furnished by U.S. sources except for items which are locally produced or unavailable from the U.S. In those terms and round numbers, export of goods would amount to $11.0 million and export of engineering services would amount to $3.3 million. The value of the construction contract would be $11.5 million. Deducting 15 percent for contingencies from those items, the return to the U.S. would amount to $21.9 million. The writer recommends that the U.S. Trade and Development Program (TDP) grant funds for the Feasibility Study.

  17. Sand transverse dune aerodynamics: 3D Coherent Flow Structures from a computational study

    E-Print Network [OSTI]

    Bruno, Luca

    2015-01-01

The engineering interest about dune fields is dictated by the their interaction with a number of human infrastructures in arid environments. The aerodynamic behaviour of sand dunes in atmospheric boundary layer belongs to the class of bluff bodies. Because of their simple geometry and their frequent occurrence in desert area, transverse sand dunes are usually adopted in literature as a benchmark to investigate dune aerodynamics by means of both computational or experimental approach, usually in nominally 2D setups. The writers suspect the flow in the wake is characterised by 3D features and affected by wind tunnel setup - e.g. blockage effect, duct side wall boundary layer, incoming velocity profile - when experimental studies are carried out. The present study aims at evaluating the 3D flow features of an idealised transverse dune under different setup conditions by means of computational simulations and to compare the obtained results with experimental measurements.

WordNet proved that it is possible to construct a large-scale electronic lexical database on the principles of lexical semantics. It has been accepted and used extensively by computational linguists ever since it was released. Inspired by WordNet's success, we propose as an alternative a similar resource, based on the 1987 Penguin edition of Roget's Thesaurus of English Words and Phrases. Peter Mark Roget published his first Thesaurus over 150 years ago. Countless writers, orators and students of the English language have used it. Computational linguists have employed Roget's for almost 50 years in Natural Language Processing, however hesitated in accepting Roget's Thesaurus because a proper machine tractable version was not available. This dissertation presents an implementation of a machine-tractable version of the 1987 Penguin edition of Roget's Thesaurus - the first implementation of its kind to use an entire current edition. It explains the steps necessary for taking a machine-readable file and transform...

He was known and esteemed not only by chemists and other scientists throughout the world, but also by lay people, politicians, statesmen, and students of all ages. This memorial includes a brief glimpse of Glenn Seaborg's early life and education, describes some of his major contributions to nuclear science over his long and fruitful career, and highlights his profound influence on nuclear science, both in the US and in the international community.

  20. Preliminary data summary for the pharmaceutical-manufacturing point-source category

    SciTech Connect (OSTI)

    Hund, F.; Brown, D.

    1989-09-01

The summaries contain data about industrial facilities in various industries discharging pollutants in their wastewaters and considers whether the EPA should pursue regulations to control such discharges. The summaries were prepared in order to allow EPA to respond to the mandate of Section 304(m) of the Clean Water Act. Summaries for categories already subject to rulemaking were developed for comparison purposes, and contain only the minimum amount of data needed to provide some perspective on the relative magnitude of the pollution problems created across the categories. The study provides technical, economic, and environmental bases to determine whether additional effluent limitation guidelines and standards to control the discharge of toxic and hazardous pollutants are necessary for the pharmaceutical manufacturing industry and serves as a source of information to be used by permit writers and publicly owned treatment works (POTWs) in controlling hazardous wastes until final rules are published.

    2006-04-10

I'm a free-lance science writer, and have written a history/profile of the group, called Jason, of academic scientists who advise the government. The book starts where the Manhattan Project ends -- with physicists trying to decide, having let the genie out of the bottle, how to get it back in again. One result of their attempts was Jason. Jason is 30 to 50 scientists who meet for six weeks every summer to answer questions for the government -- usually for the defense department or the intelligence community -- about national security issues. They specialize in studies for the Department of Energy on the technical backing for treaties to ban the bomb. Jason is unique, not only in this country, but in the world. The book is about the group's attempts to hold onto their scientific souls, remain independent, and still stay in business.

  3. A Feasibility Study for Recycling Used Automotive Oil Filters In A Blast Furnace

    SciTech Connect (OSTI)

Ralph M. Smailer; Gregory L. Dressel; Jennifer Hsu Hill

    2002-01-21

This feasibility study has indicated that of the approximately 120,000 tons of steel available to be recycled from used oil filters (UOF's), a maximum blast furnace charge of 2% of the burden may be anticipated for short term use of a few months. The oil contained in the most readily processed UOF's being properly hot drained and crushed is approximately 12% to 14% by weight. This oil will be pyrolized at a rate of 98% resulting in additional fuel gas of 68% and a condensable hydrocarbon fraction of 30%, with the remaining 2% resulting as carbon being added into the burden. Based upon the writer's collected information and assessment, there appears to be no operational problems relating to the recycling of UOF's to the blast furnace. One steel plant in the US has been routinely charging UOF's at about 100 tons to 200 tons per month for many years. Extensive analysis and calculations appear to indicate no toxic consideration as a result of the pyrolysis of the small contained oil ( in the 'prepared' UOFs) within the blast furnace. However, a hydrocarbon condensate in the ''gasoline'' fraction will condense in the blast furnace scrubber water and may require additional processing the water treatment system to remove benzene and toluene from the condensate. Used oil filters represent an additional source of high quality iron units that may be effectively added to the charge of a blast furnace for beneficial value to the operator and to the removal of this resource from landfills.

  4. Radiological Work Planning and Procedure

    SciTech Connect (OSTI)

    KURTZ, J.E.

    2000-01-01

Each facility is tasked with maintaining personnel radiation exposure as low as reasonably achievable (ALARA). A continued effort is required to meet this goal by developing and implementing improvements to technical work documents (TWDs) and work performance. A review of selected TWDs from most facilities shows there is a need to incorporate more radiological control requirements into the TWD. The Radioactive Work Permit (RWP) provides a mechanism to place some of the requirements but does not provide all the information needed by the worker as he/she is accomplishing the steps of the TWD. Requiring the engineers, planners and procedure writers to put the radiological control requirements in the work steps would be very easy if all personnel had a strong background in radiological work planning and radiological controls. Unfortunately, many of these personnel do not have the background necessary to include these requirements without assistance by the Radiological Control organization at each facility. In addition, there seems to be confusion as to what should be and what should not be included in the TWD.

G.S. Callendar (1897--1964) is regarded the originator of the modern theory of carbon dioxide and global climate change. However, this paper shows that the theory was developed and became well accepted during the nineteenth century. Carbon dioxide was discovered by Black in 1752. From 1820 to 1890 a steadily growing number of measurements of its atmospheric concentration were made using steadily improving techniques; the average results fell from around 500 ppm in 1820 to about 300 ppm in 1890. By the end of the following decade the greenhouse theory of global climate change seemed widely accepted. However in 1900 and 1901 Aangstroem appeared to demolish the theory when he reported that changes in the carbon dioxide level can have little effect because of the overlap of the water and carbon dioxide spectral bands. At a stroke, all interest in the measurement of atmospheric carbon dioxide levels seemed to disappear, although during the 1920s and 1930s a few workers resumed the work but for reasons unconnected to climate change. Over the next thirty years the writers of authoritative textbooks dismissed the theory of carbon dioxide and climate change as an example of misguided speculation. Then in 1938 Callendar`s first paper appeared, reviving the theory which had lain forgotten for nearly forty years.

  6. After Kyoto, science still probes global warming causes

    Westbrook, G.

    1998-01-19

The Kyoto meeting has come and gone. In the US, the treaty still has to be signed by President Bill Clinton and ratified by the Senate, an action that is most unlikely in view of last year`s 95-0 vote on the issue. In the short term 36 senators are up for reelection in November and therefore likely to come under intense pressure to change their positions, to support the Kyoto treaty, and to push for Senate action. Senators will need support, additional inputs, and overall reinforcement of their positions. One area that this writer believes still has much to offer in this context is the quality--more specifically, the lack of quality--of much of the scientific evidence behind this treaty. Part of that subject is the natural variability in the climate. Natural climate variability is based on cyclical forces, random events, and the Earth`s response to these two factors. These forces create the variability in the climate, the background noise above which any signal of anthropogenic warming must rise in order to be detected. A review of key climatic cycles is the subject of this article.

The goal of this study is to provide a literature search and write a historical narrative of the cultural significance of the study area for the proposed WyCoalGas Inc., pipeline, railroad, well fields, and coal gasification plant. The request for a cultural resource investigation states at a minimum the study shall be a literature search on the narrow one mile corridor along the proposed pipelines, areas included within the various facilities plus a one mile buffer surrounding these facilities. In addition, the study must be tied into appropriate local, state, and national history. The writer of this history has felt a responsibility for providing a realistic assessment of the themes of the study area's historical development. Several ideas have been concentrated upon: its American Indian heritage; the Euro-American's exploitive relationship with the region; and the overriding fragile, arid nature of its land. It is hoped that the government agencies and ultimately the energy company will feel a similiar responsibility toward the study area's historical integrity.

Historians of the Cold War have paid too little attention to Soviet fears of 'space-strike weapons' - that is, possible offensive uses of President Ronald Reagan's Strategic Defense Initiative. In fifteen years or so, soldiers will no longer shoot rifles but will use some kind of lightning, some sort of a machine emitting a holocaustal electrical beam. Tell me, what can we invent in this line so as to surprise our neighbors?... Alas, we are only capable of imitating and purchasing weapons from others, and we do well if we manage to repair them ourselves. --Fyodor Dostoevsky, A Writer's Diary, 1873. [Khlinov, a physicist]: 'I know that he has made an important discovery concerning the transmission of infra-red rays over a distance.... Heat waves at a temperature of a thousand degrees centigrade transmitted parallel to each other constitute a monstrous weapon of destruction and defense in time of war. The whole secret lies in the transmission of a ray that does not disperse. So far nobody has been able to do this. Judging by your story, Garin has constructed a machine that will do it. If so it is an extremely important discovery.' 'I've been thinking for a long time that this invention smells of higher politics,' said Shelga. --Aleksei Tolstoy, The Garin Death Ray, 1927 (translated by George Hanna)

  9. Recommendations for reducing ambiguity in written procedures.

    2009-11-01

Previous studies in the nuclear weapons complex have shown that ambiguous work instructions (WIs) and operating procedures (OPs) can lead to human error, which is a major cause for concern. This report outlines some of the sources of ambiguity in written English and describes three recommendations for reducing ambiguity in WIs and OPs. The recommendations are based on commonly used research techniques in the fields of linguistics and cognitive psychology. The first recommendation is to gather empirical data that can be used to improve the recommended word lists that are provided to technical writers. The second recommendation is to have a review in which new WIs and OPs and checked for ambiguities and clarity. The third recommendation is to use self-paced reading time studies to identify any remaining ambiguities before the new WIs and OPs are put into use. If these three steps are followed for new WIs and OPs, the likelihood of human errors related to ambiguity could be greatly reduced.

  10. A least-cost optimisation model of CO{sub 2} capture applied to major UK power plants within the EU-ETS framework

Concerns about the cost of CO{sub 2} capture and sequestration, and the effectiveness of carbon abatement policies loom large in discussions on climate change mitigation. Several writers address the issue from various perspectives. This paper attempts to add relative realism to discussions on CO{sub 2} capture costs and the deployment of carbon capture technology in the UK by using publicly available company data on the long term capacity expansion and CO{sub 2} capture investment programmes of selected power plants in the UK. With an estimated 8 billion plan to install a generation capacity of GW and capture capability of 44 Mt CO{sub 2}/year, it is imperative to optimise this huge potential investment. A least-cost optimisation model was formulated and solved with the LP algorithm available in GAMS. The model was then applied to address a number of issues, including the choice of an optimal carbon abatement policy within the EU-ETS framework. The major findings of the study include (a) the long term total cost curve of CO{sub 2} capture has three phases rising, plateau, rising; (b) alternative capture technologies do not have permanent relative cost advantages or disadvantages; (c) Government incentives encourage carbon capture and the avoidance of emission penalty charges; and (d) the goals of EU-ETS are more effectively realised with deeper cuts in the EUA ratios than merely hiking the emission penalty, as proposed in EU-ETS Phase II.

  11. Biking to work in Miami. Final technical report

    Kerr, O.

    1982-08-01

The objective of the project was to produce and distribute a guide to commuting by bicycle in the Miami metropolitan area. The area is uniquely suited to bicycling because of its pleasant year-round climate and relatively flat topography. Persuading even a small percentage of automobile commuters to try biking to work could result in substantial energy savings in Miami as in most other major metropolitan areas. Seven of the largest employment centers in the area were selected as major commuter destinations suitable for bicycle commuters. Safe and scenic ways of commuting to these areas by bicycle were mapped and described in a series of short narratives. Additional material on safe riding techniques and the choice of equipment was developed. The resulting 40 page booklet, Biking to Work in Miami, was printed and distributed by the author to local cycling groups, bicycle interests, and others. Copies were also sent to interested parties outside the Miami area. The initial reception has been very encouraging and a number of favorable reply cards have been received with useful comments and suggestions. A revised version aimed at stimulating bikers to avail of the soon-to-be-opened rapid transit system is being considered. A writer for the Miami Herald is interested in using parts of the Guide for a series in the newspaper.

    1980-05-01

The detailed work at a 1:3000 scale was done using a generalized grid system. Surface radioactive surveys used a GAD-6 spectrometer. Magnetometer surveys were also made of the Tomahawk, Steamboat Rock, Little Elk, and Greenwood areas in order to confirm the geologic interpretations. The drill core was logged, all radioactive or pebble-bearing intervals split and ground, and samples prepared for analysis by the writer, L. Alstead, and J. D. Kim. Chemical analyses were largely by neutron activation methods and were done in the Uranium Resource Evaluation Laboratory, Union Carbide Corporation, Oak Ridge, Tennessee. Personnel from that laboratory also prepared statistical data on the chemical analyses. Samples were also collected for mineralogic studies using thin sections, heavy mineral separates, and polished plates for use with the NEC energy dispersive x-ray spectroscopy system and electron probe. Some samples of pyritiferous conglomerate were successfully disaggregated using a hydrofluoric acid bath. Zircon concentrates were prepared using heavy liquids and repeated magnetic separation. Drill hole K, U, and Th logs of the different holes were made by Bendix Field Engineering Corporation personnel but due to instrument malfunction, the logs were not interpretable. Scintillation counter logs of the drill core were made during the lithologic logging.

  13. Analysis of the morality of intention in nuclear deterrence, with special reference to final retaliation. Doctoral thesis

    SciTech Connect (OSTI)

    Zink, J.A.

    1990-01-01

Quite apart from its apparent political obsolescence, the policy of nuclear deterrence is vulnerable to attack for its seemingly obvious immorality. Nuclear war is blatantly immoral, and nuclear deterrence requires a genuine intention to resort to the nuclear retaliation which would precipitate such a war. Therefore, since it is wrong to intend that which is wrong to do, deterrence is immoral. This thesis seeks to examine the nature of the deterrent intention as a means of verifying the soundness of the above deontological argument. This examination is carried out by first suggesting an acceptable notion of intention in general and then, after analysing the views of deterrent intention by other writers, proceeding to demonstrate the uniqueness of that intention. Having done this, and having explored the possibility that deterrence need not contain a genuine intention to retaliate, the thesis moves on to suggest and defend a moral principle which states that endeavours requiring the formation of an immoral intention may nevertheless be moral. Called the Principle of Double Intention (and based on the Principle of Double Effect), it offers a method for the moral assessment of agents who form immoral intentions within larger contexts. By applying this principle to nuclear deterrence, it is demonstrated that agents who undertake such a policy may be morally justified in doing so, provided certain conditions are met. The thesis closes with a refutation of the objection that an agent cannot rationally form an intention (such as that required in deterrence) which he has no reason to carry out.

Savannah River National Laboratory - Savannah River Packaging Technology (SRNL-SRPT) delivered the inaugural offering of the Packaging Operations and Maintenance Course for DOE-EM-45's Packaging Certification Program (PCP) at the University of South Carolina Aiken on September 1 and 2, 2009. Twenty-nine students registered, attended, and completed this training. The DOE-EM-45 Packaging Certification Program (PCP) sponsored the presentation of a new training course, Packaging Maintenance and Operations, on September 1-2, 2009 at the University of South Carolina Aiken (USC-Aiken) campus in Aiken, SC. The premier offering of the course was developed and presented by the Savannah River National Laboratory, and attended by twenty-nine students across the DOE, NNSA and private industry. This training informed package users of the requirements associated with handling shipping containers at a facility (user) level and provided a basic overview of the requirements typically outlined in Safety Analysis Report for Packaging (SARP) Chapters 1, 7, and 8. The course taught packaging personnel about the regulatory nature of SARPs to help reduce associated and often costly packaging errors. Some of the topics covered were package contents, loading, unloading, storage, torque requirements, maintaining records, how to handle abnormal conditions, lessons learned, leakage testing (including demonstration), and replacement parts. The target audience for this course was facility operations personnel, facility maintenance personnel, and field quality assurance personnel who are directly involved in the handling of shipping containers. The training also aimed at writers of SARP Chapters 1, 7, and 8, package designers, and anyone else involved in radioactive material packaging and transportation safety. Student feedback and critiques of the training were very positive. SRNL will offer the course again at USC Aiken in September 2010.

The Advanced Concepts Group of Sandia National Laboratories hosted a workshop, ''FOILFest: Community Enabled Security'', on July 18-21, 2005, in Albuquerque, NM. This was a far-reaching look into the future of physical protection consisting of a series of structured brainstorming sessions focused on preventing and foiling attacks on public places and soft targets such as airports, shopping malls, hotels, and public events. These facilities are difficult to protect using traditional security devices since they could easily be pushed out of business through the addition of arduous and expensive security measures. The idea behind this Fest was to explore how the public, which is vital to the function of these institutions, can be leveraged as part of a physical protection system. The workshop considered procedures, space design, and approaches for building community through technology. The workshop explored ways to make the ''good guys'' in public places feel safe and be vigilant while making potential perpetrators of harm feel exposed and convinced that they will not succeed. Participants in the Fest included operators of public places, social scientists, technology experts, representatives of government agencies including DHS and the intelligence community, writers and media experts. Many innovative ideas were explored during the fest with most of the time spent on airports, including consideration of the local airport, the Albuquerque Sunport. Some provocative ideas included: (1) sniffers installed in passage areas like revolving door, escalators, (2) a ''jumbotron'' showing current camera shots in the public space, (3) transparent portal screeners allowing viewing of the screening, (4) a layered open/funnel/open/funnel design where open spaces are used to encourage a sense of ''communitas'' and take advantage of citizen ''sensing'' and funnels are technological tunnels of sensors (the tunnels of truth), (5) curved benches with blast proof walls or backs, (6) making it easy for the public to report, even if not sure/''non-event'' (e.g. ''I'm uncomfortable'') and processing those reports in aggregate not individually, (7) transforming the resident working population into a part-time undercover security/sensor force through more innovative training and (8) adding ambassadors/security that engage in unexpected conversation with the public. The group recommended that we take actions to pursue the following ideas next: (a) A concept for a mobile sensor transport (JMP); (b) Conduct a follow-on workshop; (c) Conduct social experiments/activities to see how people would react to the concepts related to community and security; (d) Explore further aesthetically pleasing, blast-resistance seating areas; and (e) The Art of Freedom (an educational, multi-media campaign).

  16. Extending the frontiers of mass spectrometric instrumentation and methods

    2010-12-15

The focus of this dissertation is two-fold: developing novel analysis methods using mass spectrometry and the implementation and characterization of a novel ion mobility mass spectrometry instrumentation. The novel mass spectrometry combines ion trap for ion/ion reactions coupled to an ion mobility cell. The long term goal of this instrumentation is to use ion/ion reactions to probe the structure of gas phase biomolecule ions. The three ion source - ion trap - ion mobility - qTOF mass spectrometer (IT - IM - TOF MS) instrument is described. The analysis of the degradation products in coal (Chapter 2) and the imaging plant metabolites (Appendix III) fall under the methods development category. These projects use existing commercial instrumentation (JEOL AccuTOF MS and Thermo Finnigan LCQ IT, respectively) for the mass analysis of the degraded coal products and the plant metabolites, respectively. The coal degradation paper discusses the use of the DART ion source for fast and easy sample analysis. The sample preparation consisted of a simple 50 fold dilution of the soluble coal products in water and placing the liquid in front of the heated gas stream. This is the first time the DART ion source has been used for analysis of coal. Steven Raders under the guidance of John Verkade came up with the coal degradation projects. Raders performed the coal degradation reactions, worked up the products, and sent them to me. Gregg Schieffer developed the method and wrote the paper demonstrating the use of the DART ion source for the fast and easy sample analysis. The plant metabolite imaging project extends the use of colloidal graphite as a sample coating for atmospheric pressure LDI. DC Perdian and I closely worked together to make this project work. Perdian focused on building the LDI setup whereas Schieffer focused on the MSn analysis of the metabolites. Both Perdian and I took the data featured in the paper. Perdian was the primary writer of the paper and used it as a chapter in his dissertation. Perdian and Schieffer worked together to address the revisions and publish it in Rapid Communications in Mass Spectrometry Journal.

'Call the AV-Photo folks and get someone in here to shoot b-roll. We'll never be able to accommodate the network cameras and the only way I can get this to the media is to produce it ourselves'. Eliot Brenner, Director NRC Office of Public Affairs, March 12, 2011. For the past four years we have been speaking to audiences at Waste Management about communications issues. Last year, though we were kept from attending because of the federal budget crisis, our surrogates described to you the lessons the nuclear industry should draw from the BP Gulf oil spill crisis. Those remarks were delivered 11 days before the Fukushima Daiichi tragedy became the nuclear landmark of a generation - an industry changing event with worldwide ramifications, both in science and regulation and in communications. Eliot Brenner cut his teeth on crisis communication in the aviation industry where tragedy unfolds rapidly. He has been a speech-writer to three cabinet secretaries, spokesman for the Federal Aviation Administration and now spokesman for the Nuclear Regulatory Commission since 2004. Holly Harrington manages the NRC crisis response program and has 26 years federal public affairs experience, including eight years at the Federal Emergency Management Agency. Her crisis experience includes the 1989 Loma Prieta earthquake, numerous hurricanes and floods, Sept 11, and, now Fukushima Daiichi. Rebecca Schmidt is a veteran government relations professional whose decades in Washington include service with the House Armed Services Committee, the House Budget Committee and the Secretary of Defense. Collectively, the Offices of Public Affairs and Congressional Affairs conducted the largest outreach for the agency since Three Mile Island. We worked with the basic rule, described to Waste Management last year just 11 days before Fukushima - communicate early, often and clearly. The response - while not without its problems and lessons - went as smoothly as a chaotic event like Fukushima could go. That was due in large measure to the fact that the NRC has a well-tested system of responding to nuclear emergencies, and we followed our plan. (authors)

  18. Frontiers of Plant Cell Biology: Signals and Pathways, System-Based Approaches 22nd Symposium in Plant Biology (University of California-Riverside)

    Minorsky, Peter V.

    2003-06-01

The symposium ''Frontiers of Plant Cell Biology: Signals and Pathways, Systems-Based Approaches'' was held January 15-18, 2003 at the Riverside Convention Center in Riverside, California. The host organization for the symposium was the Center for Plant Cell Biology (CEPCEB) at the University of California, Riverside (UCR). The meeting, focusing on systems-based approaches to plant cell biology research, was the first of this kind in the field of plant biology. The speakers and nearly 100 posters placed emphasis on recent developments in plant cellular biology and molecular genetics, particularly those employing emerging genomic tools, thereby sharing the most current knowledge in the field and stimulating future advances. In attendance were many well-established scientists and young investigators who approach plant cell biology from different but complementary conceptual and technical perspectives. Indeed, many disciplines are converging in the field of cell biology, producing synergies that will enable plant scientists to determine the function of gene products in the context of living cells in whole organisms. New, cross-disciplinary collaborations, as well as the involvement of computer scientists and chemists in plant biology research, are likely additional outcomes of the symposium. The program included 39 invited session speakers and workshop/panel speakers. Sessions were convened on the following themes: Cell-Cell Communication; Protein Trafficking; Cell Surface, Extracellular Matrix and Cell Wall; Signal Transduction; Signal Transduction and Proteosome; and Systems-Based Approaches to Plant Cell Biology. Workshops on Chemical Genetics and Visual Microscopy were also presented. Abstracts from each of the speaker presentations, as well as the posters presented at the meeting were published in a program booklet given to the 239 faculty members, researchers, postdoctoral scientists and graduate students in attendance. The booklet thus serves as a reference for symposium attendees to locate additional information about a topic of their particular interest and to contact other investigators. In addition, an article reviewing the symposium by science writer Peter V. Minorsky appeared in the June 2003 issue of Plant Physiology, a special issue devoted to systems-based approaches in the study of the model plant Arabidopsis (article submitted as part of this Final Technical Report).

  19. Argonne National Laboratory summary site environmental report for calendar year 2006.

    Golchert, N. W.; ESH /QA Oversight

    2008-03-27

This booklet is designed to inform the public about what Argonne National Laboratory is doing to monitor its environment and to protect its employees and neighbors from any adverse environmental impacts from Argonne research. The Downers Grove South Biology II class was selected to write this booklet, which summarizes Argonne's environmental monitoring programs for 2006. Writing this booklet also satisfies the Illinois State Education Standard, which requires that students need to know and apply scientific concepts to graduate from high school. This project not only provides information to the public, it will help students become better learners. The Biology II class was assigned to condense Argonne's 300-page, highly technical Site Environmental Report into a 16-page plain-English booklet. The site assessment relates to the class because the primary focus of the Biology II class is ecology and the environment. Students developed better learning skills by working together cooperatively, writing and researching more effectively. Students used the Argonne Site Environmental Report, the Internet, text books and information from Argonne scientists to help with their research on their topics. The topics covered in this booklet are the history of Argonne, groundwater, habitat management, air quality, Argonne research, Argonne's environmental non-radiological program, radiation, and compliance. The students first had to read and discuss the Site Environmental Report and then assign topics to focus on. Dr. Norbert Golchert and Mr. David Baurac, both from Argonne, came into the class to help teach the topics more in depth. The class then prepared drafts and wrote a final copy. Ashley Vizek, a student in the Biology class stated, 'I reviewed my material and read it over and over. I then took time to plan my paper out and think about what I wanted to write about, put it into foundation questions and started to write my paper. I rewrote and revised so I think the amount of time that I put into the project will be worth it in the end because it is a cool thing to be a published writer'. While most students agree that putting the final paper together was the toughest part, the final result was worth the hard work. Christine Beuhler states, 'The time and effort was worth it because I learned a lot about the Argonne facility. This project also improved my analyzing, reading, and writing skills'. Emily Schimick and Kaitlin Hernandez agreed that the feeling of accomplishment when they finished the paper was their favorite part, while the reading of the Argonne Site Environmental Report was their least favorite because it was difficult to understand. The Downers Grove South Biology II class would like to thank our teacher Mr. Scott Howard, as well as Dr. Golchert and Mr. Baurac for their investment in time and energy in helping with the project. Dr. Golchert and Mr. Baurac gave us valuable assistance in the preparation of this project, and we owe them our deepest gratitude. Their real-life experience at Argonne was inspirational. Mr. Howard set the goals and made the commitment to our class to complete this project. Without their kind support, this project would not have been possible.
