    A manual-type braille writer that provides for both writing and reading in a normal left-to-right manner. In the preferred form, this braille writer has a clip board type base, and in the preferred embodiment a guide plate assembly can be moved to, and releasable fixed at, selected vertical locations along this base. The guide plate assembly is provided with a plurality of character cells uniformly spaced along rows across the guide plate assembly as well as in uniformly spaced rows. This guide plate assembly has a lower portion to be placed under a sheet of paper positioned on the clip board base and an upper portion to be positioned on top of the sheet. This upper portion is hinged with respect to the lower portion. Each character cell is typically made up of six appropriately spaced pins extending up from the lower portion that are aligned with a rosette-shaped cutout in the upper portion. A stylus member is provided that has a distal end to be fitted into the cutout of the character cell so that a recess in the end thereof presses the writing paper over the pin associated with that recess to produce a braille dot at that location. When desired, the upper portion can be lifted up so that the text already written can be read or to determine the place for initiating writing when writing has been interrupted.

    Using the Apple LaserWriter at ANL (ANL/TM 452) explains how Argonne computer users (with CMS, MVS, or VAX/VMS accounts) can print quality text and graphics on the Apple LaserWriter. Currently, applications at Argonne that are compatible with the Apple LaserWriter include Waterloo Script, CA/ISSCO graphics software (i.e., Cuechart, Tellagraf, and Disspla), SAS/Graph, ANSYS (version 4.2), and some personal computer test and graphics software. This manual does not attempt to cover use of the Apple LaserWriter with other applications, though some information on the handling of PostScript-compatible files may be valid for other applications. Refer to the documentation of those applications to learn how they work with the Apple LaserWriter. Most of the information in this manual applies to the Allied Linotype L300P typesetter in Building 222. However, the typesetter is not a high volume output device and should be used primarily for high quality (1250 and 2500 dots per inch) final copy output for Laboratory publications prior to making printing plates. You should print all drafts and proof pages on LaserWriers or other printers compatible with the PostScript page description language. Consult with Graphic Arts (at extension 2-5603) to determine the availability of the typesetter for printing the final copy of your document or graphics application. Since the Apple LaserWriter itself produces good quality output (300 dots per inch), we expect that most internal documents consisting of test or graphics will continue to be printed at LaserWriters distributed throughout the Laboratory. 5 figs., 2 tabs.

    This manual covers what the beginner needs to know in order to transfer files between an Apple's Microcomputer and a Wang's OIS Word Processor. We have also tried to indicate where the experienced user might want to look for additional details. We cover the use of Apple Writer )(, VisiTerm, VisiCalc, and EasyWriter Professional. For us, the two most useful connections are from Applewriter to Wang and from Visicalc to Wang. From Wang to Apple Writer via Visiterm may have some value. Files can be transferred by VisiTerm to Wang, but they arrive with RETURNS in the middle of words, which have to be edited out, so we do not recommend it. We describe how to go from EasyWriter to Wang, but we do not know how to go from Wang to EasyWriter. We see no reason to go from Wang to VisiCalc, so we haven't thought about it. All instructions are given for a typical configuration of the Apple, namely the one on which this manual was composed. It is detailed in the section on Hardware and Software.

    The purpose of this paper is to inform the reader as to some of the pertinent rules and regulations promulgated by the Environmental Protection Agency (EPA) and the Occupational Safety and Health Administration (OSHA) that may effect an industrial lead paint removal project. The paper discusses a recommended schedule of procedures and preparations to be followed by the lead paint removal specification writer when analyzing the possible impact of the project on the environment, the public and workers. Implications of the Clean Air Act, the Clean Water Act and the Resource Conservation and Recovery Act (RCRA) along with hazardous waste handling, manifesting, transporting and disposal procedures are discussed with special emphasis placed as to their impact on the writer and the facility owner. As the rules and regulations are highly complex, the writer has attempted to explain the methodology currently being used in state-of-the-art industrial lead abatement specifications.

Guidance is also provided for evaluating incinerator performance data and trial burn procedures.

    Finite-element simulations using a large-strain thaw-consolidation model, formulated by the writers, are presented and compared with the data obtained from a warm-oil test pipeline at Inuvik, Northwest Territory, Canada. Nondimensional design charts generated by the method are used to predict thaw-consolidation settlements. A good agreement is found between observed and predicted settlement values giving encouragement for future thaw-settlement predictions, based on finite-element-generated nondimensional charts.

    This paper summarizes an experiment designed to assess the validity of essay grading between holistic and analytic human graders and a computerized grader based on latent semantic analysis. The validity of the grade was gauged by the extent to which the students knowledge of the topic correlated with the graders expert knowledge. To assess knowledge, Pathfinder networks were generated by the student essay writers, the holistic and analytic graders, and the computerized grader. It was found that the computer generated grades more closely matched the definition of valid grading than did human generated grades.

This guidance document informs RCRA permit writers and enforcement officials of procedures to be used in conducting RCRA Facility Assessments. The RCRA corrective-action program was established to investigate and require clean up of releases of hazardous wastes or constituents to the environment at facilities subject to RCRA permits.     This report describes the results of a small experimental study that investigated potential sources of ambiguity in written work instructions (WIs). The English language can be highly ambiguous because words with different meanings can share the same spelling. Previous studies in the nuclear weapons complex have shown that ambiguous WIs can lead to human error, which is a major cause for concern. To study possible sources of ambiguity in WIs, we determined which of the recommended action verbs in the DOE and BWXT writer's manuals have numerous meanings to their intended audience, making them potentially ambiguous. We used cognitive psychology techniques to conduct a survey in which technicians who use WIs in their jobs indicated the first meaning that came to mind for each of the words. Although the findings of this study are limited by the small number of respondents, we identified words that had many different meanings even within this limited sample. WI writers should pay particular attention to these words and to their most frequent meanings so that they can avoid ambiguity in their writing.

    The summaries contain data about industrial facilities in various industries discharging pollutants in their wastewaters and considers whether the EPA should pursue regulations to control such discharges. The summaries were prepared in order to allow EPA to respond to the mandate of Section 304(m) of the Clean Water Act. Summaries for categories already subject to rulemaking were developed for comparison purposes, and contain only the minimum amount of data needed to provide some perspective on the relative magnitude of the pollution problems created across the categories. The study provides technical, economic, and environmental bases to determine whether additional effluent limitation guidelines and standards to control the discharge of toxic and hazardous pollutants are necessary for the pharmaceutical manufacturing industry and serves as a source of information to be used by permit writers and publicly owned treatment works (POTWs) in controlling hazardous wastes until final rules are published.

    The Geometry Description Markup Language (GDML) is a specialized XML-based language designed as an application-independent persistent format for describing the geometries of detectors associated with physics measurements. It serves to implement ''geometry trees'' which correspond to the hierarchy of volumes a detector geometry can be composed of, and to allow to identify the position of individual solids, as well as to describe the materials they are made of. Being pure XML, GDML can be universally used, and in particular it can be considered as the format for interchanging geometries among different applications. In this paper we will present the current status of the development of GDML. After having discussed the contents of the latest GDML schema, which is the basic definition of the format, we will concentrate on the GDML processors. We will present the latest implementation of the GDML ''writers'' as well as ''readers'' for either Geant4 [2], [3] or ROOT [4], [10].

    In this project, the authors propose the research, development, and distribution of a stackable component-based multimedia streaming protocol middleware service. The goals of this stackable middleware interface include: (1) The middleware service will provide application writers and scientists easy to use interfaces that support their visualization needs. (2) The middleware service will support a variety of image compression modes. Currently, many of the network adaptation protocols for video have been developed with DCT-based compression algorithms like H.261, MPEG-1, or MPEG-2 in mind. It is expected that with advanced scientific computing applications that the lossy compression of the image data will be unacceptable in certain instances. The middleware service will support several in-line lossless compression modes for error-sensitive scientific visualization data. (3) The middleware service will support two different types of streaming video modes: one for interactive collaboration of scientists and a stored video streaming mode for viewing prerecorded animations. The use of two different streaming types will allow the quality of the video delivered to the user to be maximized. Most importantly, this service will happen transparently to the user (with some basic controls exported to the user for domain specific tweaking). In the spirit of layered network protocols (like ISO and TCP/IP), application writers should not have to know a large amount about lower level network details. Currently, many example video streaming players have their congestion management techniques tightly integrated into the video player itself and are, for the most part, ''one-off'' applications. As more networked multimedia and video applications are written in the future, a larger percentage of these programmers and scientist will most likely know little about the underlying networking layer.     In 1978, Dr. Herbert Inhaber, a scientist employed by the Atomic Energy Board of Canada, published an evaluation of the health hazards of different energy systems entitled Risk of Energy Production. He concluded that natural gas and nuclear systems are safer than coal- and oil-fired power plants, hydroelectricity, various forms of solar energy, windmills, methanol (wood alcohol), and other nonconventional energy sources. The report and its conclusions drew widespread criticism, particularly from Dr. John P. Holdren, professor of energy and resources, University of California at Berkeley. Holdren and five colleagues wrote a stinging 232-page critique of the Inhaber report. The Council for the Advancement of Science Writing, a nonprofit educational organization of writers and scientists, invited the two to debate the issue in front of an audience of science reporters. The confrontation took place at CASW's 17th Annual New Horizons in Science Briefing in Palo Alto, Calif., on Nov. 5, 1979. An edited transcript of the debate is presented here.

    GASNet (Global-Address Space Networking) is a language-independent, low-level networking layer that provides network-independent, high-performance communication primitives tailored for implementing parallel global address space SPMD languages such as UPC and Titanium. The interface is primarily intended as a compilation target and for use by runtime library writers (as opposed to end users), and the primary goals are high performance, interface portability, and expressiveness. GASNet is designed specifically to support high-performance, portable implementations of global address spacemore » languages on modern high-end communication networks. The interface provides the flexibility and extensibility required to express a wide variety of communication patterns without sacrificing performance by imposing large computational overheads in the interface. The design of the GASNet interface is partitioned into two layers to maximize porting ease without sacrificing performance: the lower level is a narrow but very general interface called the GASNet core API - the design is basedheavily on Active Messages, and is implemented directly on top of each individual network architecture. The upper level is a wider and more expressive interface called GASNet extended API, which provides high-level operations such as remote memory access and various collective operations. This release implements GASNet over MPI, the Quadrics "elan" API, the Myrinet "GM" API and the "LAPI" interface to the IBM SP switch.   16. Recommendations for reducing ambiguity in written procedures.

    Previous studies in the nuclear weapons complex have shown that ambiguous work instructions (WIs) and operating procedures (OPs) can lead to human error, which is a major cause for concern. This report outlines some of the sources of ambiguity in written English and describes three recommendations for reducing ambiguity in WIs and OPs. The recommendations are based on commonly used research techniques in the fields of linguistics and cognitive psychology. The first recommendation is to gather empirical data that can be used to improve the recommended word lists that are provided to technical writers. The second recommendation is to have a review in which new WIs and OPs and checked for ambiguities and clarity. The third recommendation is to use self-paced reading time studies to identify any remaining ambiguities before the new WIs and OPs are put into use. If these three steps are followed for new WIs and OPs, the likelihood of human errors related to ambiguity could be greatly reduced.

  17. A least-cost optimisation model of CO{sub 2} capture applied to major UK power plants within the EU-ETS framework

    Concerns about the cost of CO{sub 2} capture and sequestration, and the effectiveness of carbon abatement policies loom large in discussions on climate change mitigation. Several writers address the issue from various perspectives. This paper attempts to add relative realism to discussions on CO{sub 2} capture costs and the deployment of carbon capture technology in the UK by using publicly available company data on the long term capacity expansion and CO{sub 2} capture investment programmes of selected power plants in the UK. With an estimated 8 billion plan to install a generation capacity of GW and capture capability of 44 Mt CO{sub 2}/year, it is imperative to optimise this huge potential investment. A least-cost optimisation model was formulated and solved with the LP algorithm available in GAMS. The model was then applied to address a number of issues, including the choice of an optimal carbon abatement policy within the EU-ETS framework. The major findings of the study include (a) the long term total cost curve of CO{sub 2} capture has three phases rising, plateau, rising; (b) alternative capture technologies do not have permanent relative cost advantages or disadvantages; (c) Government incentives encourage carbon capture and the avoidance of emission penalty charges; and (d) the goals of EU-ETS are more effectively realised with deeper cuts in the EUA ratios than merely hiking the emission penalty, as proposed in EU-ETS Phase II.

    Computational Fluid Dynamics is an important area in scientific computing where, despite the use of multi-threading, obtaining good performance at each core is still extremely challenging. The challenges are primarily due to memory bandwidth limitations and difficulties in using short SIMD engines effectively. One strategy to improve in-core performance involves using a hierarchical data layout made of small cubical structures of the problem states that can fit well in the cache hierarchy. Even for such a hierarchical data layout, finite-differencing equations can be easily expressed but at the expense of some inefficiency. The transformations to overcome the inefficiencies are highly tedious and error-prone. Therefore, we built a source-to-source translator called CFDbuilder to automate the transformations using directives. We see up to 6.92x performance improvement with one of our advection codes using such an approach. We believe such an approach could enable library and application writers to build efficient CFD libraries.

    Version 00 NRCPAGE is used in safeguards applications to detect a recurring loss of special nuclear material by frequent evaluation (sequential analysis) of accountability data. Standard sequential testing procedures are traditionally based on sequences of independent and normally distributed measurements. This same approach can be applied to materials balance (MB) data. Here, the term materials balance has a meaning similar to inventory difference and represents a materials loss indicator localized in time and space. However,more » distinct Mbs cannot be reasonably treated as statistically independent and may not always be reasonably treated as normally distributed. Furthermore, the covariance structure associated with a given MB sequence is not known and must be estimated. Nonindependence is treated by converting the MB sequence to the innovation sequence, sometimes called the ITMUF sequence or the sequence of MUF residuals, which are statistically independent and amenable to sequential test procedures. A one-sided page's test, effective for a wide range of recurring loss scenarios, is applied to the standardized innovation sequence. The program can be easily modified to suit particular needs; the models for the assumption of multivariate normality for MBs when computing the innovation sequence or the test procedure can be changed as can the input/output format, dimensioning, local error checking, and simulation work. Input files can be sequentially constructed using local text editors to update existing files. Output files can be read by graphics, report writer, or other stand-alone utility routines.« less

  20. Through a mirror, darkly-using climate change information for land management

    The writer Bruce Hutchison uses the phrase: {open_quotes}The land, always the land!{close_quotes} The land is a common denominator linking the ages. But the {open_quotes}land{close_quotes} in the broadest sense is a vast collection of natural components, events, and interconnections. It is complex, only partially understood, and ever-changing. Our ultimate challenge at this time is to SEE, as we look into the mirror of time. Regardless of the shadows of uncertainty, we must peer hopefully into the mirror to make meaningful connections between the past, the present, and the future. This is not easy. Traditional resource planning has been based on the short-term focus of today and tomorrow. That focus is beginning to change through a concept now popularized as {open_quotes}ecosystem management.{close_quotes} BLM recently has begun applying this concept in the formulation of the Eastern Utah Ecosystem Planning Initiative that is intended to give expanded dimensions to the planning and management of public land resources. These dimensions will give more attention to spatial (regional) and temporal (long-term) expectations. This paper investigates the theoretical and practical problems in linking the past to the future, using as the example the new planning initiative for Eastern Utah. It provides insights which may be applied to land-use planning and management, through new perspectives regarding changing climate and ecosystem patterns.

    Quite apart from its apparent political obsolescence, the policy of nuclear deterrence is vulnerable to attack for its seemingly obvious immorality. Nuclear war is blatantly immoral, and nuclear deterrence requires a genuine intention to resort to the nuclear retaliation which would precipitate such a war. Therefore, since it is wrong to intend that which is wrong to do, deterrence is immoral. This thesis seeks to examine the nature of the deterrent intention as a means of verifying the soundness of the above deontological argument. This examination is carried out by first suggesting an acceptable notion of intention in general and then, after analysing the views of deterrent intention by other writers, proceeding to demonstrate the uniqueness of that intention. Having done this, and having explored the possibility that deterrence need not contain a genuine intention to retaliate, the thesis moves on to suggest and defend a moral principle which states that endeavours requiring the formation of an immoral intention may nevertheless be moral. Called the Principle of Double Intention (and based on the Principle of Double Effect), it offers a method for the moral assessment of agents who form immoral intentions within larger contexts. By applying this principle to nuclear deterrence, it is demonstrated that agents who undertake such a policy may be morally justified in doing so, provided certain conditions are met. The thesis closes with a refutation of the objection that an agent cannot rationally form an intention (such as that required in deterrence) which he has no reason to carry out.

  2. Carbon dioxide and global climate change: The birth and arrested development of an idea

    G.S. Callendar (1897--1964) is regarded the originator of the modern theory of carbon dioxide and global climate change. However, this paper shows that the theory was developed and became well accepted during the nineteenth century. Carbon dioxide was discovered by Black in 1752. From 1820 to 1890 a steadily growing number of measurements of its atmospheric concentration were made using steadily improving techniques; the average results fell from around 500 ppm in 1820 to about 300 ppm in 1890. By the end of the following decade the greenhouse theory of global climate change seemed widely accepted. However in 1900 and 1901 Aangstroem appeared to demolish the theory when he reported that changes in the carbon dioxide level can have little effect because of the overlap of the water and carbon dioxide spectral bands. At a stroke, all interest in the measurement of atmospheric carbon dioxide levels seemed to disappear, although during the 1920s and 1930s a few workers resumed the work but for reasons unconnected to climate change. Over the next thirty years the writers of authoritative textbooks dismissed the theory of carbon dioxide and climate change as an example of misguided speculation. Then in 1938 Callendar`s first paper appeared, reviving the theory which had lain forgotten for nearly forty years.

  3. After Kyoto, science still probes global warming causes

    The Kyoto meeting has come and gone. In the US, the treaty still has to be signed by President Bill Clinton and ratified by the Senate, an action that is most unlikely in view of last year`s 95-0 vote on the issue. In the short term 36 senators are up for reelection in November and therefore likely to come under intense pressure to change their positions, to support the Kyoto treaty, and to push for Senate action. Senators will need support, additional inputs, and overall reinforcement of their positions. One area that this writer believes still has much to offer in this context is the quality--more specifically, the lack of quality--of much of the scientific evidence behind this treaty. Part of that subject is the natural variability in the climate. Natural climate variability is based on cyclical forces, random events, and the Earth`s response to these two factors. These forces create the variability in the climate, the background noise above which any signal of anthropogenic warming must rise in order to be detected. A review of key climatic cycles is the subject of this article.

  4. Fundamental Scientific Problems in Magnetic Recording

    Magnetic data storage technology is presently leading the high tech industry in advancing device integration--doubling the storage density every 12 months. To continue these advancements and to achieve terra bit per inch squared recording densities, new approaches to store and access data will be needed in about 3-5 years. In this project, collaboration between Oak Ridge National Laboratory (ORNL), Center for Materials for Information Technology (MINT) at University of Alabama (UA), Imago Scientific Instruments, and Seagate Technologies, was undertaken to address the fundamental scientific problems confronted by the industry in meeting the upcoming challenges. The areas that were the focus of this study were to: (1) develop atom probe tomography for atomic scale imaging of magnetic heterostructures used in magnetic data storage technology; (2) develop a first principles based tools for the study of exchange bias aimed at finding new anti-ferromagnetic materials to reduce the thickness of the pinning layer in the read head; (3) develop high moment magnetic materials and tools to study magnetic switching in nanostructures aimed at developing improved writers of high anisotropy magnetic storage media.

    The goal of this study is to provide a literature search and write a historical narrative of the cultural significance of the study area for the proposed WyCoalGas Inc., pipeline, railroad, well fields, and coal gasification plant. The request for a cultural resource investigation states at a minimum the study shall be a literature search on the narrow one mile corridor along the proposed pipelines, areas included within the various facilities plus a one mile buffer surrounding these facilities. In addition, the study must be tied into appropriate local, state, and national history. The writer of this history has felt a responsibility for providing a realistic assessment of the themes of the study area's historical development. Several ideas have been concentrated upon: its American Indian heritage; the Euro-American's exploitive relationship with the region; and the overriding fragile, arid nature of its land. It is hoped that the government agencies and ultimately the energy company will feel a similiar responsibility toward the study area's historical integrity.

    This feasibility study has indicated that of the approximately 120,000 tons of steel available to be recycled from used oil filters (UOF's), a maximum blast furnace charge of 2% of the burden may be anticipated for short term use of a few months. The oil contained in the most readily processed UOF's being properly hot drained and crushed is approximately 12% to 14% by weight. This oil will be pyrolized at a rate of 98% resulting in additional fuel gas of 68% and a condensable hydrocarbon fraction of 30%, with the remaining 2% resulting as carbon being added into the burden. Based upon the writer's collected information and assessment, there appears to be no operational problems relating to the recycling of UOF's to the blast furnace. One steel plant in the US has been routinely charging UOF's at about 100 tons to 200 tons per month for many years. Extensive analysis and calculations appear to indicate no toxic consideration as a result of the pyrolysis of the small contained oil ( in the 'prepared' UOFs) within the blast furnace. However, a hydrocarbon condensate in the ''gasoline'' fraction will condense in the blast furnace scrubber water and may require additional processing the water treatment system to remove benzene and toluene from the condensate. Used oil filters represent an additional source of high quality iron units that may be effectively added to the charge of a blast furnace for beneficial value to the operator and to the removal of this resource from landfills.

The remainder of this report is organized as follows. Section 2, 'Getting Started', provides a few simple examples of using MOAB to perform simple tasks on a mesh. Section 3 discusses the MOAB data model in more detail, including some aspects of the implementation. Section 4 summarizes the MOAB function API. Section 5 describes some of the tools included with MOAB, and the implementation of mesh readers/writers for MOAB. Section 6 contains a brief description of MOAB's relation to the TSTT mesh interface. Section 7 gives a conclusion and future plans for MOAB development.   9. Battlefield Utility of Antipersonnel Landmines and Proposed Alternatives (Analysis in Support of the NATO SAS-023 APM Study)

    This study consists of work done in support of the U.S. delegation to the NATO SAS-023 Antipersonnel Landmine Study Group, supplemented by additional work done for the U.S. Office of the Secretary of Defense Antipersonnel Landmine Alternative Concept Exploration Program (Track III). It explores the battlefield utility of current antipersonnel landmines (APL) in both pure and mixed APL/antitank minefields and evaluates the value of military suggested non-materiel alternatives. The historical record is full of examples where the presence (or absence) of antipersonnel landmines made a critical difference in battle. The current generation of military thinkers and writers lack any significant combat experience employing either mixed or antipersonnel minefields, which leaves a critical gap in available expert advice for policy and decision-makers. Because of this lack of experienced-based professional military knowledge, Lawrence Livermore National Laboratory analyzed the employment of antipersonnel landmines in tactical mixed minefields and in protective antipersonnel minefields. The scientific method was employed where hypotheses were generated from the tactics and doctrine of the antipersonnel landmine era and tested in a simulation laboratory. A high-resolution, U.S. Joint Forces Command combat simulation model (the Joint Conflict and Tactical Simulation--JCATS) was used as the laboratory instrument. A realistic European scenario was obtained from a multi-national USAREUR exercise and was approved by the SAS-023 panel members. Additional scenarios were provided by U.S. CINC conferences and were based on Southwest Asia and Northeast Asia. Weapons data was obtained from the U.S. family of Joint Munitions Effectiveness Manuals. The U.S. Army Materiel Systems Analysis Agency conducted a limited verification and validation assessment of JCATS for purposes of this study.

    MOAB is a component for representing and evaluating mesh data. MOAB can store stuctured and unstructured mesh, consisting of elements in the finite element "zoo". The functional interface to MOAB is simple yet powerful, allowing the representation of many types of metadata commonly found on the mesh. MOAB is optimized for efficiency in space and time, based on access to mesh in chunks rather than through individual entities, while also versatile enough to support individualmore » entity access. The MOAB data model consists of a mesh interface instance, mesh entities (vertices and elements), sets, and tags. Entities are addressed through handles rather than pointers, to allow the underlying representation of an entity to change without changing the handle to that entity. Sets are arbitrary groupings of mesh entities and other sets. Sets also support parent/child relationships as a relation distinct from sets containing other sets. The directed-graph provided by set parent/child relationships is useful for modeling topological relations from a geometric model or other metadata. Tags are named data which can be assigned to the mesh as a whole, individual entities, or sets. Tags are a mechanism for attaching data to individual entities and sets are a mechanism for describing relations between entities; the combination of these two mechanisms isa powerful yet simple interface for representing metadata or application-specific data.   11. Virtue vs utility: Alternative foundations for computer ethics

    Ethical decisions within the field of computers and information systems are made at two levels by two distinctly different groups of people. At the level of general principles, ethical issues are debated by academics and industry representatives in an attempt to decide what is proper behavior on issues such as hacking, privacy, and copying software. At another level, that of particular situations, individuals make ethical decisions regarding what is good and proper for them in their particular situation. They may use the general rules provided by the experts or they may decide that these rules do not apply in their particular situation. Currently, the literature on computer ethics provides some opinions regarding the general rules, and some guidance for developing further general rules. What is missing is guidance for individuals making ethical decisions in particular situations. For the past two hundred years, ethics has been dominated by conduct based ethical theories such as utilitarianism which attempt to describe how people must be behave in order to be moral individuals. Recently, weaknesses in conduct based approaches such as utilitarianism have led moral philosophers to reexamine character based ethical theories such as virtue ethics which dates back to the Greek philosophers Plato and Aristotle. This paper will compare utilitarianism and virtue ethics with respect to the foundations they provide for computer ethics. It will be argued that the very nature of computer ethics and the need to provide guidance to individuals making particular moral decisions points to the ethics of virtue as a superior philosophical foundation for computer ethics. The paper will conclude with the implications of this position for researchers, teachers and writers within the field of computer ethics.

  12. DOE-EM-45 PACKAGING OPERATIONS AND MAINTENANCE COURSE

    Savannah River National Laboratory - Savannah River Packaging Technology (SRNL-SRPT) delivered the inaugural offering of the Packaging Operations and Maintenance Course for DOE-EM-45's Packaging Certification Program (PCP) at the University of South Carolina Aiken on September 1 and 2, 2009. Twenty-nine students registered, attended, and completed this training. The DOE-EM-45 Packaging Certification Program (PCP) sponsored the presentation of a new training course, Packaging Maintenance and Operations, on September 1-2, 2009 at the University of South Carolina Aiken (USC-Aiken) campus in Aiken, SC. The premier offering of the course was developed and presented by the Savannah River National Laboratory, and attended by twenty-nine students across the DOE, NNSA and private industry. This training informed package users of the requirements associated with handling shipping containers at a facility (user) level and provided a basic overview of the requirements typically outlined in Safety Analysis Report for Packaging (SARP) Chapters 1, 7, and 8. The course taught packaging personnel about the regulatory nature of SARPs to help reduce associated and often costly packaging errors. Some of the topics covered were package contents, loading, unloading, storage, torque requirements, maintaining records, how to handle abnormal conditions, lessons learned, leakage testing (including demonstration), and replacement parts. The target audience for this course was facility operations personnel, facility maintenance personnel, and field quality assurance personnel who are directly involved in the handling of shipping containers. The training also aimed at writers of SARP Chapters 1, 7, and 8, package designers, and anyone else involved in radioactive material packaging and transportation safety. Student feedback and critiques of the training were very positive. SRNL will offer the course again at USC Aiken in September 2010.

    The prediction of future events and trends was the purview of fortune tellers and science writers; however futuristic studies are now an acceptable form of sociological research including workplace dynamics. The nuclear industry is also affected by workplace trends which currently indicate that there will be fewer jobs and individuals who are employed will be required to have greater technical skills. This reshaping of the workforce is partially due to an aging workforce and diversity within the work environment. The reshaping brings with it the need for greater productivity and employee expectations for increased pay and/or benefits. If employee satisfaction is not realized there is a real possibility of disgruntled employees who then become a potential insider risk to the organization. Typically this is an individual who has been employed for several years, becomes dissatisfied with the job, or some other aspect of their life. If the dissatisfaction is directly related to work the individual may retaliate in a destructive manner. Perceived inequities are a major factor and directly related to situational pressures, opportunity, and personal integrity. It is known that the greatest losses within an organization are attributed to employees working alone or in a conspiracy with fellow employees who engage in theft and other fraudulent activities. In the nuclear industry this threat is intensified by the nature of the work, the materials employees come in contact with and the potential of an occurrence that could adversely affect a large geographic region and/or the security of a country. The paper will address motivating factors, recommendations, and include a profile discussion of a possible disgruntled employee.

  14. Standardized Procedure Content And Data Structure Based On Human Factors Requirements For Computer-Based Procedures

    Most activities that involve human interaction with systems in a nuclear power plant are guided by procedures. Traditionally, the use of procedures has been a paper-based process that supports safe operation of the nuclear power industry. However, the nuclear industry is constantly trying to find ways to decrease the human error rate, especially the human errors associated with procedure use. Advances in digital technology make computer-based procedures (CBPs) a valid option that provides further enhancement of safety by improving human performance related to procedure use. The transition from paper-based procedures (PBPs) to CBPs creates a need for a computer-based procedure system (CBPS). A CBPS needs to have the ability to perform logical operations in order to adjust to the inputs received from either users or real time data from plant status databases. Without the ability for logical operations the procedure is just an electronic copy of the paper-based procedure. In order to provide the CBPS with the information it needs to display the procedure steps to the user, special care is needed in the format used to deliver all data and instructions to create the steps. The procedure should be broken down into basic elements and formatted in a standard method for the CBPS. One way to build the underlying data architecture is to use an Extensible Markup Language (XML) schema, which utilizes basic elements to build each step in the smart procedure. The attributes of each step will determine the type of functionality that the system will generate for that step. The CBPS will provide the context for the step to deliver referential information, request a decision, or accept input from the user. The XML schema needs to provide all data necessary for the system to accurately perform each step without the need for the procedure writer to reprogram the CBPS.   15. Extending the frontiers of mass spectrometric instrumentation and methods

    The focus of this dissertation is two-fold: developing novel analysis methods using mass spectrometry and the implementation and characterization of a novel ion mobility mass spectrometry instrumentation. The novel mass spectrometry combines ion trap for ion/ion reactions coupled to an ion mobility cell. The long term goal of this instrumentation is to use ion/ion reactions to probe the structure of gas phase biomolecule ions. The three ion source - ion trap - ion mobility - qTOF mass spectrometer (IT - IM - TOF MS) instrument is described. The analysis of the degradation products in coal (Chapter 2) and the imaging plant metabolites (Appendix III) fall under the methods development category. These projects use existing commercial instrumentation (JEOL AccuTOF MS and Thermo Finnigan LCQ IT, respectively) for the mass analysis of the degraded coal products and the plant metabolites, respectively. The coal degradation paper discusses the use of the DART ion source for fast and easy sample analysis. The sample preparation consisted of a simple 50 fold dilution of the soluble coal products in water and placing the liquid in front of the heated gas stream. This is the first time the DART ion source has been used for analysis of coal. Steven Raders under the guidance of John Verkade came up with the coal degradation projects. Raders performed the coal degradation reactions, worked up the products, and sent them to me. Gregg Schieffer developed the method and wrote the paper demonstrating the use of the DART ion source for the fast and easy sample analysis. The plant metabolite imaging project extends the use of colloidal graphite as a sample coating for atmospheric pressure LDI. DC Perdian and I closely worked together to make this project work. Perdian focused on building the LDI setup whereas Schieffer focused on the MSn analysis of the metabolites. Both Perdian and I took the data featured in the paper. Perdian was the primary writer of the paper and used it as a

    The Advanced Concepts Group of Sandia National Laboratories hosted a workshop, ''FOILFest: Community Enabled Security'', on July 18-21, 2005, in Albuquerque, NM. This was a far-reaching look into the future of physical protection consisting of a series of structured brainstorming sessions focused on preventing and foiling attacks on public places and soft targets such as airports, shopping malls, hotels, and public events. These facilities are difficult to protect using traditional security devices since they could easily be pushed out of business through the addition of arduous and expensive security measures. The idea behind this Fest was to explore how the public, which is vital to the function of these institutions, can be leveraged as part of a physical protection system. The workshop considered procedures, space design, and approaches for building community through technology. The workshop explored ways to make the ''good guys'' in public places feel safe and be vigilant while making potential perpetrators of harm feel exposed and convinced that they will not succeed. Participants in the Fest included operators of public places, social scientists, technology experts, representatives of government agencies including DHS and the intelligence community, writers and media experts. Many innovative ideas were explored during the fest with most of the time spent on airports, including consideration of the local airport, the Albuquerque Sunport. Some provocative ideas included: (1) sniffers installed in passage areas like revolving door, escalators, (2) a ''jumbotron'' showing current camera shots in the public space, (3) transparent portal screeners allowing viewing of the screening, (4) a layered open/funnel/open/funnel design where open spaces are used to encourage a sense of ''communitas'' and take advantage of citizen ''sensing'' and funnels are technological tunnels of sensors (the tunnels of truth), (5) curved benches with blast proof walls or backs, (6

Eliot Brenner, Director NRC Office of Public Affairs, March 12, 2011. For the past four years we have been speaking to audiences at Waste Management about communications issues. Last year, though we were kept from attending because of the federal budget crisis, our surrogates described to you the lessons the nuclear industry should draw from the BP Gulf oil spill crisis. Those remarks were delivered 11 days before the Fukushima Daiichi tragedy became the nuclear landmark of a generation - an industry changing event with worldwide ramifications, both in science and regulation and in communications. Eliot Brenner cut his teeth on crisis communication in the aviation industry where tragedy unfolds rapidly. He has been a speech-writer to three cabinet secretaries, spokesman for the Federal Aviation Administration and now spokesman for the Nuclear Regulatory Commission since 2004. Holly Harrington manages the NRC crisis response program and has 26 years federal public affairs experience, including eight years at the Federal Emergency Management Agency. Her crisis experience includes the 1989 Loma Prieta earthquake, numerous hurricanes and floods, Sept 11, and, now Fukushima Daiichi. Rebecca Schmidt is a veteran government relations professional whose decades in Washington include service with the House Armed Services Committee, the House Budget Committee and the Secretary of Defense. Collectively, the Offices of Public Affairs and Congressional Affairs conducted the largest outreach for the agency since Three Mile Island. We worked with the basic rule, described to Waste Management last year just 11 days before Fukushima - communicate early, often and clearly.     In 2001, a diverse group of citizens ranging from conservationists to industrial developers joined forces to produce a factual description of Oak Ridge's environment and the issues associated with contamination on the U.S. Department of Energy (DOE) reservation. This consensus effort was a result of common values not generally seen in this spectrum of philosophies, and of shared concerns about rising property taxes, declining city services, fleeing retail establishments, and diminishing real estate values. These problems are attributed to waning local DOE budgets coupled with Oak Ridge's national reputation of being contaminated and unsafe. This undeserved reputation harms the city's ability to attract new industry to replace declining federal employment and to induce families to live in the community. Representatives from a spectrum of conservation, environmental, economic development, local government, and civic organizations were invited to meet regarding how to best explain the complex environmental story of Oak Ridge and the DOE reservation. This large group decided to publish a straightforward explanation of the environmental quality of the city and its relationship to the DOE reservation in easy-to-understand language. The result was Oak Ridge, Tennessee--A Citizen's Guide to the Environment, a 28-page glossy booklet, distributed through the Chamber of Commerce and other organizations. The Oak Ridger ensured wide distribution in the community by publishing it as an insert in the daily paper. The material is also available on several web sites. A trifold brochure summarizing and promoting the larger document was also produced for wider distribution. The integrity of the Citizen's Guide was ensured by having a six-member editorial team manage writing and review of the document. There was no direct involvement by the DOE and its contractor.     A frequently reinvented wheel among network researchers is a suite of programs that test a network’s performance. A problem with having umpteen versions of performance tests is that it leads to a variety in the way results are reported; colloquially, apples are often compared to oranges. Consider a bandwidth test. Does a bandwidth test run for a fixed number of iterations or a fixed length of time? Is bandwidth measured as ping-pong bandwidth (i.e., 2more » * message length / round-trip time) or unidirectional throughput (N messages in one direction followed by a single acknowledgement message)? Is the acknowledgement message of minimal length or as long as the entire message? Does its length contribute to the total bandwidth? Is data sent unidirectionally or in both directions at once? How many warmup messages (if any) are sent before the timing loop? Is there a delay after the warmup messages (to give the network a chance to reclaim any scarce resources)? Are receives nonblocking (possibly allowing overlap in the NIC) or blocking? The motivation behind creating coNCePTuaL, a simple specification language designed for describing network benchmarks, is that it enables a benchmark to be described sufficiently tersely as to fit easily in a report or research paper, facilitating peer review of the experimental setup and timing measurements. Because coNCePTuaL code is simple to write, network tests can be developed and deployed with low turnaround times -- useful when the results of one test suggest a following test that should be written.
