    In the recent past, information resource management (IRM) was a neatly separable component of the overall DOE mission, concerned primarily with procuring and implementing automatic data processing (ADP) systems. As the DOE missions have shifted from producing product to managing processes, those clear lines have blurred. Today, IRM is firmly embedded in all aspects of the DOE mission. BCS Richland, Inc., (BCSR) provides IRM for the Hanford Site. The main focus in executing this mission is to meet customer goals by providing high-quality, timely, and cost-effective electronic communication, computing, and information services. Information resources provide the US Department of Energy, Richland Operations Office (RL) and the Hanford Site contractors the ability to generate, store, access, and communicate information quickly, reliably, and cost effectively. BCSR plans, implements, and operates electronic communication, computing and information management systems that enable effective operation of the Hanford Site. Five strategic initiatives to encompass the vision provide guidance and focus to the information technology (IT) direction for developing the BCSR program plan. These strategic initiatives are the program vision and are as follows: primary focus; fast response; accessible information; world class information management infrastructure; powerful desktop. The business directions that guide the development of the BCSR Program Plan are: (1) emphasize providing cost-effective and value-added communication, computing, and information systems products and services to the Site missions; (2) strengthen the alignment of products and services with Site projects and programs and eliminate duplications Sitewide; (3) focus on the effective resolution of critical Site information management (IM) issues.

    A fundamental principle in program design is to isolate difficult or changeable design decisions. Application of this principle to parallel programs requires identification of decisions that are difficult or subject to change, and the development of techniques for hiding these decisions. We experiment with three complex applications, and identify mapping, communication, and scheduling as areas in which decisions are particularly problematic. We develop computational abstractions that hide such decisions, and show that these abstractions can be used to develop elegant solutions to programming problems. In particular, they allow us to encode common structures, such as transforms, reductions, and meshes, as software cells and templates that can reused in different applications. An important characteristic of these structures is that they do not incorporate mapping, communication, or scheduling decisions: these aspects of the design are specified separately, when composing existing structures to form applications. This separation of concerns allows the same cells and templates to be reused in different contexts.

    The following paragraphs comprise the research efforts during the first quarter of 1998 (January 1 - March 31). These tasks have been granted a continuation from the 1997 work and will all end in June 1998. This report represents the last technical quarterly report deliverable for the WVU Cooperative Agreement - Decontamination Systems Information and Research Program. Final reports for all of the 1997 projects will be submitted afterwards as one document. During this period, groundwater extraction operations were completed on Task 1.6 - Pilot Scale Demonstration of TCE Flushing Through PVDs at the DOE/RMI Extrusion Plant. The data have been evaluated and graphs are presented. The plot of TCE Concentration versus Time shows that the up-gradient groundwater monitoring well produced consistent levels of TCE contamination. A similar trend was observed for the down-gradient wells via grab samples tested. Groundwater samples from the PVD test pad Zone of Influence showed consistent reductions in TCE concentrations with respect to time. In addition, a natural pulse frequency is evident which will have a significant impact on the efficiency of the contaminant removal under natural groundwater advection/diffusion processes. The relationships between the PVD Extraction Flow Rate versus Cumulative Time shows a clear trend in flow rate. Consistent values between 20 to 30 g.p.m. at the beginning of the extraction duration, to less than 10 g.p.m. by the end of the extraction cycle are observed. As evidenced by the aquifer?s diminishing recharge levels, the PVD extraction is affecting the response of the aquifer?s natural attenuation capability. Progress was also marked on the Injection and Circulation of Potable Water Through PVDs task. Data reduction from this sequence of testing is ongoing. Work planned for next quarter includes completing the Injection / Extraction of potable water task and beginning the Surfactant Injection and removal task.

    During the five plus years this Cooperative Agreement existed, more than 45 different projects were funded. Most projects were funded for a one year period but there were some, deemed of such quality and importance, funded for multiple years. Approximately 22 external agencies, businesses, and other entities have cooperated with or been funded through the WVU Cooperative Agreement over the five plus years. These external entities received 33% of the funding by this Agreement. The scope of this Agreement encompassed all forms of hazardous waste remediation including radioactive, organic, and inorganic contaminants. All matrices were of interest; generally soil, water, and contaminated structures. Economic, health, and regulatory aspects of technologies were also within the scope of the agreement. The highest priority was given to small businesses funded by the Federal Energy Technology Center (FETC) and Department of Energy (DOE) involved in research and development of innovative remediation processes. These projects were to assist in the removal of barriers to development and commercialization of these new technologies. Studies of existing, underdeveloped technologies, were preferred to fundamental research into remediation technologies. Sound development of completely new technologies was preferred to minor improvements in existing methods. Solid technological improvements in existing technologies or significant cost reduction through innovative redesign were the preferred projects. Development, evaluation, and bench scale testing projects were preferred for the WVU research component. In the effort to fill gaps in current remediation technologies, the worth of the WVU Cooperative Agreement was proven. Two great technologies came out of the program. The Prefabricated Vertical Drain Technology for enhancing soil flushing was developed over the 6-year period and is presently being demonstrated on a 0.10 acre Trichloroethylene contaminated site in Ohio. The SpinTek Centrifugal Membrane System was a unique separation process introduced through the Agreement that is now being used at the Los Alamos National Laboratory. Based on the cost to the USDOE for both technologies and considering their usefulness in cleaning up contaminated sites, no other technologies developed through USDOE provide or have the propensity to provide as great a return on investment and impact on environmental remediation. These technologies alone make the $10.3 million USDOE investment in the WVU Cooperative Agreement a tremendous investment.

    The Electric and Magnetic Fields (EMF) Research and Public Information Dissemination (RAPID) Program was authorized by the Energy Policy Act of 1992 (enacted October 24, 1992) to determine whether or not exposure to EMF produced by the generation, transmission, and use of electric energy affects human health. Two Federal agencies, the Department of Energy (DOE) and the National Institute of Environmental Health Sciences (NIEHS), have primary responsibility for the program, but other Federal agencies are key participants as well. This program requires that Federal appropriations be matched by contributions from non-Federal sources. The authorized level of funding for the program was $65 million over a 5-year period (fiscal years 1993-1997 inclusive). For EMF RAPID to be a fully funded program, $32.5 million over 5 years will have to be appropriated by Congress and matched by non-Federal contributions.

    One of the United States Support Program's (USSP) priorities for 2008 is to support the International Atomic Energy Agency's (IAEA) development of an integrated and efficient safeguards information infrastructure, including reliable and maintainable information systems, and effective tools and resources to collect and analyze safeguards-relevant information. The USSP has provided funding in support of this priority for the ISIS Re-engineering Project (IRP), and for human resources support to the design and definition of the enhanced information analysis architecture project (nVision). Assistance for several other information technology efforts is provided. This paper will report on the various ongoing support measures undertaken by the USSP to support the IAEA's information technology enhancements and will provide some insights into activities that the USSP may support in the future.

    The Contractor Information Meeting (October 14 to 17, 1979) was part of the FY-1979 effort of Task 4 of the Waste Isolation Safety Assessment Program (WISAP): Sorption/Desorption Analysis. The objectives of this task are to: evaluate sorption/desorption measurement methods and develop a standardized measurement procedure; produce a generic data bank of nuclide-geologic interactions using a wide variety of geologic media and groundwaters; perform statistical analysis and synthesis of these data; perform validation studies to compare short-term laboratory studies to long-term in situ behavior; develop a fundamental understanding of sorption/desorption processes; produce x-ray and gamma-emitting isotopes suitable for the study of actinides at tracer concentrations; disseminate resulting information to the international technical community; and provide input data support for repository safety assessment. Conference participants included those subcontracted to WISAP Task 4, representatives and independent subcontractors to the Office of Nuclear Waste Isolation, representatives from other waste disposal programs, and experts in the area of waste/geologic media interaction. Since the meeting, WISAP has been divided into two programs: Assessment of Effectiveness of Geologic Isolation Systems (AEGIS) (modeling efforts) and Waste/Rock Interactions Technology (WRIT) (experimental work). The WRIT program encompasses the work conducted under Task 4. This report contains the information presented at the Task 4, Third Contractor Information Meeting. Technical Reports from the subcontractors, as well as Pacific Northwest Laboratory (PNL), are provided along with transcripts of the question-and-answer sessions. The agenda and abstracts of the presentations are also included. Appendix A is a list of the participants. Appendix B gives an overview of the WRIT program and details the WRIT work breakdown structure for 1980.

    The Electric and Magnetic Fields (EMF) Research and Public Information Dissemination (RAPID) Program was authorized by the Energy Policy Act of 1992 as a near-term effort to expand and accelerate the research needed to address the EMF issue. As required by this legislation, the EMF Interagency Committee, the National EMF Advisory Committee (NEMFAC), and the National Academy of Sciences (NAS) are providing valued input and advice for the direction of this program. With this input and advice, the Department of Energy (DOE) and the National Institute of Environmental Health Sciences (NIEHS) have developed and are implementing five-year program plans. Multi-year health effects research projects and related EMF measurement and exposure assessment projects are underway using funds appropriated in fiscal years 1994, 1995, and 1996 together with voluntary non-Federal contributions. The results of these research projects, along with the results of other EMF research, will be used as input to the hazard evaluation effort, which is the focus of the EMF RAPID Program. A coordinated interagency program is underway to communicate needed information on the EMF issue in a clear manner to the public and other decision makers.

    The objective of the Missouri State Heating Oil and Propane Program was to develop a joint state-level company-specific data collective effort. The State of Missouri provided to the US Department of Energy's Energy Information Administration company specific price and volume information on residential No. 2 heating oil and propane on a semimonthly basis. The energy companies participating under the program were selected at random by the US Department of Energy and provided to the Missouri Department of Natural Resources' Division of Energy prior to the implementation of the program. The specific data collection responsibilities for the Missouri Department of Natural Resources' Division of Energy included: (1) Collection of semimonthly residential heating oil and propane prices, collected on the first and third Monday from August 1991 through August 1992; and, (2) Collection of annual sales volume data for residential propane for the period September 1, 1990 through August 31. 1991. This data was required for the first report only. These data were provided on a company identifiable level to the extent permitted by State law. Information was transmitted to the US Department of Energy's Energy Information Administration through the Petroleum Electronic Data Reporting Option (PEDRO).

    The Fourth Annual Participants' Information Meeting of the Department of Energy Low-Level Waste Management Program was held in Denver, Colorado, August 31 to September 2, 1982. The purpose of the meeting was to report and evaluate technology development funded by the program and to examine mechanisms for technology transfer. The meeting consisted of an introductory plenary session, followed by two concurrent overview sessions and then six concurrent technical sessions. There were two group meetings to review the findings of the technical sessions. The meeting concluded with a plenary summary session in which the major findings of the meeting were addressed. All papers have been abstracted and indexed for the Energy Data Base.

    ARM is known for its comprehensive set of world-class, and in some cases, unique, instruments available for use by the global scientific community. In addition to the ARM instruments, the ARM Climate Research Facility identifies and acquires a wide variety of data including model, satellite, and surface data, from "external instruments," to augment the data being generated within the program. External instruments belong to organizations that are outside of the ARM Program. Field campaign instruments are another source of data used to augment routine observations. The huge archive of ARM data can be organized by instrument categories into twelve "collections:" Aerosols, Airborne Observations, Atmospheric Carbon, Atmospheric Profiling, Cloud Properties, Derived Quantities and Models, Ocean Observations, Radiometric, Satellite Observations, Surface Meteorology, Surface/Subsurface Properties, and Other. Clicking on one of the instrument categories leads to a page that breaks that category down into sub-categories. For example, "Atmospheric Profiling" is broken down into ARM instruments (with 11 subsets), External Instruments (with 6 subsets), and Field Campaign Instruments (with 42 subsets). It provides management and workers at CBRN facilities, parent organization managers responsible for those facilities, and regulatory agencies (governmental and nongovernmental) with guidance on the best practices for protecting information security. The security mitigation approaches presented in this document were chosen because they present generally accepted guidance in an easy-to-understand manner, making it easier for facility personnel to grasp key concepts and envision how security controls could be implemented by the facility. This guidance is presented from a risk management perspective.

    The US contains numerous hazardous waste sites. Many sites are on private land near operating units of various companies. An effort is being made to determine the conditions under which such sites can be remediated voluntarily. The objective of the project will be to first assess the interest and willingness of industry in the Kanawha River Valley, WV to participate in discussions that would lead toward voluntary cleanup activities. The second will be to implement the activities agreed upon by the interested parties. The project will first involve individual discussions with the industrial, government, and other organized groups in the area. These discussions will help determine the feasibility of organizing voluntary efforts. If the discussions indicate that conditions may be favorable for developing individual or group voluntary cleanup projects, a working group will be convened to establish the environmental goals of the project as well as the technical approach for achieving those goals. The projects for the 1996 WVU Cooperative Agreement are categorized into three task focus areas: Task 1.0 Contaminant Plume Containment and Remediation, Task 2.0 Cross Cutting Innovative Technologies, and Task 3.0 Small Business Support Program. Summaries of the accomplishments for the subtasks reporting under these categories during the third quarter, 1 July 96 through 30 September 96, are presented.

    Currently, U.S. organizations provide technical support to the U.S. Delegation for its work as part of the Preparatory Commission (PrepCom) of the Organization for the Prohibition of Chemical Weapons (OPCW) in The Hague. The current efforts of the PrepCom are focussed on preparations for the Entry-Into-Force (EIF) of the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons (often referred to as the {open_quotes}Chemical Weapons Convention{close_quotes} (CWC)). EIF of the CWC is expected in 1995, and shortly thereafter the PrepCom will cease to exist, with the OPCW taking over responsibilities under the CWC. A U.S. program of technical assistance to the OPCW for its verification responsibilities may be created as part of U.S. policy objectives after EIF of the CWC.     The objective of the Missouri State Heating Oil and Propane Program was to develop a joint state-level company-specific data collective effort. The State of Missouri provided to the US Department of Energy`s Energy Information Administration company specific price and volume information on residential No. 2 heating oil and propane on a semimonthly basis. The energy companies participating under the program were selected at random by the US Department of Energy and provided to the Missouri Department of Natural Resources` Division of Energy prior to the implementation of the program. The specific data collection responsibilities for the Missouri Department of Natural Resources` Division of Energy included: (1) Collection of semimonthly residential heating oil and propane prices, collected on the first and third Monday from August 1991 through August 1992; and, (2) Collection of annual sales volume data for residential propane for the period September 1, 1990 through August 31. 1991. This data was required for the first report only. These data were provided on a company identifiable level to the extent permitted by State law. Information was transmitted to the US Department of Energy`s Energy Information Administration through the Petroleum Electronic Data Reporting Option (PEDRO).

  16. INFORMATION: Special Report on "Selected Department of Energy Program Efforts to Implement the American Recovery and Reinvestment Act"

    The American Recovery and Reinvestment Act of 2009 (Recovery Act) was enacted on February 17, 2009, to jumpstart the economy by creating or saving millions of jobs, spurring technological advances in health and science, and investing in the Nation's energy future. The Department of Energy received over $32.7 billion in Recovery Act funding for various science, energy, and environmental programs and initiatives. As of November 2009, the Department had obligated $18.3 billion of the Recovery Act funding, but only $1.4 billion had been spent. The Department's Offices of Energy Efficiency and Renewable Energy, Fossil Energy, Environmental Management, Science, and Electricity Delivery and Energy Reliability received the majority of funding allocated to the Department, about $32.3 billion. Obligating these funds by the end of Fiscal Year 2010, as required by the Recovery Act, and overseeing their effective use in succeeding years, represents a massive workload increase for the Department's programs. The effort to date has strained existing resources. As has been widely acknowledged, any effort to disburse massive additional funding and to expeditiously initiate and complete projects increases the risk of fraud, waste and abuse. It is, therefore, important for the Department's program offices to assess and mitigate these risks to the maximum extent practicable. In this light, we initiated this review as an initial step in the Office of Inspector General's charge to determine whether the Department's major program offices had developed an effective approach for identifying and mitigating risks related to achieving the goals and objectives of the Recovery Act. The Department's program offices included in our review identified risks and planned mitigation strategies that, if successfully implemented and executed, should help achieve the goals and objectives of the Recovery Act. While each office identified risks unique to its respective areas of responsibility, there were a number of risks shared in common. These included the mechanical and substantive requirements related to the award and distribution of funds; program and project performance monitoring; and, program and project execution activities. In particular, the offices self-identified common risks such as: (1) The inability to award and distribute funds in a timely manner to achieve the goals of the Recovery Act; (2) The sufficiency of monitoring procedures and resources to, among other things, prevent and detect fraud, waste and abuse throughout the performance period of financial assistance awards and contracts; and (3) The inherent cost, schedule and performance risks associated with first-of-a-kind, innovative research and demonstration projects. Our review confirmed that the Department had begun to implement a number of strategies designed to mitigate these and other program-specific risks. Our testing, however, identified challenges to the effective implementation of these mitigation strategies that need to be addressed if the Department is to meet the goals and objectives established by the Recovery Act. At the time of our review: (1) Program staffing resources, critical to the success of all other mitigation strategies, remained inadequate both in numbers and qualifications (certifications and training) for positions in procurement and acquisition, project management, and monitoring and oversight functions; (2) Performance measures for achieving Recovery Act goals such as distributing funds in an expeditious manner had not always been established and included in performance plans, and, in financial assistance and contract documents; and (3) Programs had not consistently demonstrated that previously reported deficiencies, identified through audits, inspections, investigations and other oversight activities, had been considered in designing mitigation strategies for the Recovery Act related risks.     Safety is central to the design, licensing, operation, and economics of Nuclear Power Plants (NPPs). Consequently, the ability to better characterize and quantify safety margin holds the key to improved decision making about LWR design, operation, and plant life extension. A systematic approach to characterization of safety margins and the subsequent margins management options represents a vital input to the licensee and regulatory analysis and decision making that will be involved. The purpose of the RISMC Pathway R&D is to support plant decisions for risk-informed margins management with the aim to improve economics, reliability, and sustain safety of current NPPs. Goals of the RISMC Pathway are twofold: (1) Develop and demonstrate a risk-assessment method coupled to safety margin quantification that can be used by NPP decision makers as part of their margin recovery strategies. (2) Create an advanced RISMC toolkit that enables more accurate representation of NPP safety margin. This report describes the RISMC methodology demonstration where the Advanced Test Reactor (ATR) was used as a test-bed for purposes of determining safety margins. As part of the demonstration, we describe how both the thermal-hydraulics and probabilistic safety calculations are integrated and used to quantify margin management strategies.

    The KY DOE EPSCoR Program supports two research clusters. The Materials Cluster uses unique equipment and computational methods that involve research expertise at the University of Kentucky and University of Louisville. This team determines the physical, chemical and mechanical properties of nanostructured materials and examines the dominant mechanisms involved in the formation of new self-assembled nanostructures. State-of-the-art parallel computational methods and algorithms are used to overcome current limitations of processing that otherwise are restricted to small system sizes and short times. The team also focuses on developing and applying advanced microtechnology fabrication techniques and the application of microelectrornechanical systems (MEMS) for creating new materials, novel microdevices, and integrated microsensors. The second research cluster concentrates on High Energy and Nuclear Physics. lt connects research and educational activities at the University of Kentucky, Eastern Kentucky University and national DOE research laboratories. Its vision is to establish world-class research status dedicated to experimental and theoretical investigations in strong interaction physics. The research provides a forum, facilities, and support for scientists to interact and collaborate in subatomic physics research. The program enables increased student involvement in fundamental physics research through the establishment of graduate fellowships and collaborative work.

    Logic modeling is a thought process program evaluators have found to be useful for at least forty years and has become increasingly popular with program managers during the last decade. A logic model presents a plausible and sensible model of how the program will work under certain environmental conditions to solve identified problems.     This is an initiative for accelerating the use of solar energy in the advanced materials manufacturing industry in the United States. The initiative will be based on government-industry collaborations that will develop the technology and help US industry compete in the rapidly expanding global advanced materials marketplace. Breakthroughs in solar technology over the last 5 years have created exceptional new tools for developing advanced materials. Concentrated sunlight from solar furnaces can produce intensities that approach those on the surface of the sun and can generate temperatures well over 2000{degrees}C. Very thin layers of illuminated surfaces can be driven to remarkably high temperatures in a fraction of a second. Concentrated solar energy can be delivered over large areas, allowing for rapid processing and high production rates. By using this technology, researchers are transforming low-cost raw materials into high-performance products. Solar synthesis of advanced materials uses bulk materials and energy more efficiently, lowers processing costs, and reduces the need for strategic materials -- all with a technology that does not harm the environment. The Solar Industrial Program has built a unique, world class solar furnace at NREL to help meet the growing need for applied research in advanced materials. Many new advanced materials processes have been successfully demonstrated in this facility, including the following: Metalorganic deposition, ceramic powders, diamond-like carbon materials, rapid heat treating, and cladding (hard coating).

    The Risk-Informed Safety Margin Characterization (RISMC) pathway is a set of activities defined under the U.S. Department of Energy (DOE) Light Water Reactor Sustainability Program. The overarching objective of RISMC is to support plant life-extension decision-making by providing a state-of-knowledge characterization of safety margins in key systems, structures, and components (SSCs). A technical challenge at the core of this effort is to establish the conceptual and technical feasibility of analyzing safety margin in a risk-informed way, which, unlike conventionally defined deterministic margin analysis, would be founded on probabilistic characterizations of uncertainty in SSC performance. In the context of probabilistic risk assessment (PRA) technology, there has arisen a general consensus about the distinctive roles of two types of uncertainty: aleatory and epistemic, where the former represents irreducible, random variability inherent in a system, whereas the latter represents a state of knowledge uncertainty on the part of the analyst about the system which is, in principle, reducible through further research. While there is often some ambiguity about how any one contributing uncertainty in an analysis should be classified, there has nevertheless emerged a broad consensus on the meanings of these uncertainty types in the PRA setting. However, while RISMC methodology shares some features with conventional PRA, it will nevertheless be a distinctive methodology set. Therefore, the paradigms for classification of uncertainty in the PRA setting may not fully port to the RISMC environment. Yet the notion of risk-informed margin is based on the characterization of uncertainty, and it is therefore critical to establish a common understanding of uncertainty in the RISMC setting.

    The research sponsored by this project has greatly expanded the ASSET corrosion prediction software system to produce a world-class technology to assess and predict engineering corrosion of metals and alloys corroding by exposure to hot gases. The effort included corrosion data compilation from numerous industrial sources and data generation at Shell Oak Ridge National Laboratory and several other companies for selected conditions. These data were organized into groupings representing various combinations of commercially available alloys and corrosion by various mechanisms after acceptance via a critical screening process to ensure the data were for alloys and conditions, which were adequately well defined, and of sufficient repeatability. ASSET is the largest and most capable, publicly-available technology in the field of corrosion assessment and prediction for alloys corroding by high temperature processes in chemical plants, hydrogen production, energy conversion processes, petroleum refining, power generation, fuels production and pulp/paper processes. The problems addressed by ASSET are: determination of the likely dominant corrosion mechanism based upon information available to the chemical engineers designing and/or operating various processes and prediction of engineering metal losses and lifetimes of commercial alloys used to build structural components. These assessments consider exposure conditions (metal temperatures, gas compositions and pressures), alloy compositions and exposure times. Results of the assessments are determination of the likely dominant corrosion mechanism and prediction of the loss of metal/alloy thickness as a function of time, temperature, gas composition and gas pressure. The uses of these corrosion mechanism assessments and metal loss predictions are that the degradation of processing equipment can be managed for the first time in a way which supports efforts to reduce energy consumption, ensure structural integrity of equipment with the goals to avoid premature failure, to quantitatively manage corrosion over the entire life of high temperature process equipment, to select alloys for equipment and to assist in equipment maintenance programs. ASSET software operates on typical Windows-based (Trademark of Microsoft Corporation) personal computers using operating systems such as Windows 2000, Windows NT and Vista. The software is user friendly and contains the background information needed to make productive use of the software in various help-screens in the ASSET software. A graduate from a university-level curriculum producing a B.S. in mechanical/chemical/materials science/engineering, chemistry or physics typically possesses the background required to make appropriate use of ASSET technology. A training/orientation workshop, which requires about 3 hours of class time was developed and has been provided multiple times to various user groups of ASSET technology. Approximately 100 persons have been trained in use of the technology. ASSET technology is available to about 65 companies representing industries in petroleum/gas production and processing, metals/alloys production, power generation, and equipment design.

    PCN is a system for developing and executing parallel programs. It comprises a high-level programming language, tools for developing and debugging programs in this language, and interfaces to Fortran and Cthat allow the reuse of existing code in multilingual parallel programs. Programs developed using PCN are portable across many different workstations, networks, and parallel computers. This document provides all the information required to develop parallel programs with the PCN programming system. It includes both tutorial and reference material. It also presents the basic concepts that underlie PCN, particularly where these are likely to be unfamiliar to the reader, and provides pointers to other documentation on the PCN language, programming techniques, and tools. PCN is in the public domain. The latest version of both the software and this manual can be obtained by anonymous ftp from Argonne National Laboratory in the directory pub/pcn at info.mcs. ani.gov (cf. Appendix A). This version of this document describes PCN version 2.0, a major revision of the PCN programming system. It supersedes earlier versions of this report.

    Argonne National Laboratory is a multiprogram research and development laboratory operated by The University of Chicago for the US Department of Energy. At Argonne, applied research in thermal and mechanical sciences is performed within the Thermal and Mechanical Sciences Section of the Energy Technology Division. Current program areas include compact evaporators and condensers for the process and transportation industries, ice slurries for district cooling, advanced fluids for improved heat transfer and reduced pressure drop, flow-induced vibration and flow distribution in shell-and-tube heat exchangers, and dynamics and control of maglev systems. In general, the objective of the research is to extend the technology base in each of these areas and to facilitate its application in solving problems of importance to US industries and utilities. This is accomplished by developing validated design correlations and predictive methods. The staff of the Thermal and Mechanical Sciences Section have extensive experimental and analytical experience in heat transfer, multiphase flow, structural dynamics and control, fluid-structure interaction, transient flow and mixing, thermally driven flows, and flow visualization using ultra-high-speed video. Large, general-purpose test facilities and smaller, single-purpose test apparatuses are available for experiments and component design evaluation. A world-class capability in the study of flow-induced vibrations exists within the Section. Individual fact sheets, describing currently active research program areas, related facilities, and listing, as a contact, the principal investigator, are included.

    This manual documents the Lawrence Livermore National Laboratory (LLNL) Fire Protection Program. Department of Energy (DOE) Orders 420.1B, Facility Safety, requires LLNL to have a comprehensive and effective fire protection program that protects LLNL personnel and property, the public and the environment. The manual provides LLNL and its facilities with general information and guidance for meeting DOE 420.1B requirements. The recommended readers for this manual are: fire protection officers, fire protection engineers, fire fighters, facility managers, directorage assurance managers, facility coordinators, and ES and H team members.

    The purpose of this document, as presented in Volume 1, The Foundations, is to assist the Department of Energy (DOE) in developing and promulgating information architecture guidance. This guidance is aimed at increasing the development of information architecture as a Departmentwide management best practice. This document describes departmental information architecture principles and minimum design characteristics for systems and infrastructures within the DOE Information Architecture Conceptual Model, and establishes a Departmentwide standards-based architecture program. The publication of this document fulfills the commitment to address guiding principles, promote standard architectural practices, and provide technical guidance. This document guides the transition from the baseline or defacto Departmental architecture through approved information management program plans and budgets to the future vision architecture. This document also represents another major step toward establishing a well-organized, logical foundation for the DOE information architecture.

    The purpose of this report is to update the Human Genome 1991-92 Program Report and provide new information on the DOE genome program to researchers, program managers, other government agencies, and the interested public. This FY 1993 supplement includes abstracts of 60 new or renewed projects and listings of 112 continuing and 28 completed projects. These two reports, taken together, present the most complete published view of the DOE Human Genome Program through FY 1993. Research is progressing rapidly toward 15-year goals of mapping and sequencing the DNA of each of the 24 different human chromosomes.

    The Laser Program Annual Report is part of the continuing series of reports documenting the progress of the unclassified Laser Fusion Program at the Lawrence Livermore National Laboratory (LLNL). As in previous years, the report is organized programmatically. The first section is an overview of the basic goals and directions of the LLNL Inertial Confinement Fusion (ICF) Program, and highlights the year's important accomplishments. Sections 2 through 7 provide the detailed information on the various program elements: Laser Systems and Operations, Target Design, Target Fabrication, Laser Experiments and Advanced Diagnostics, Advanced Laser Development, and Applications of Inertial Confinement Fusion.
