Lexington Children`s Museum final report on EnergyQuest  

SciTech Connect (OSTI)

EnergyQuest is a museum-wide exhibit that familiarizes children and their families with energy sources, uses, and issues and with the impact of those issues on their lives. It was developed and built by Lexington Children`s Museum with support from the US Department of Energy, Kentucky Utilities, and the Kentucky Coal Marketing and Export Council. EnergyQuest featured six hands-on exhibit stations in each of six museum galleries. Collectively, the exhibits examine the sources, uses and conservation of energy. Each EnergyQuest exhibit reflects the content of its gallery setting. During the first year after opening EnergyQuest, a series of 48 public educational programs on energy were conducted at the Museum as part of the Museum`s ongoing schedule of demonstrations, performances, workshops and classes. In addition, teacher training was conducted.

This manual is intended primarily for use as a reference by analysts applying the WORLD model to regional studies. It also provides overview information on WORLD features of potential interest to managers and analysts. Broadly, the manual covers WORLD model features in progressively increasing detail. Section 2 provides an overview of the WORLD model, how it has evolved, what its design goals are, what it produces, and where it can be taken with further enhancements. Section 3 reviews model management covering data sources, managing over-optimization, calibration and seasonality, check-points for case construction and common errors. Section 4 describes in detail the WORLD system, including: data and program systems in overview; details of mainframe and PC program control and files;model generation, size management, debugging and error analysis; use with different optimizers; and reporting and results analysis. Section 5 provides a detailed description of every WORLD model data table, covering model controls, case and technology data. Section 6 goes into the details of WORLD matrix structure. It provides an overview, describes how regional definitions are controlled and defines the naming conventions for-all model rows, columns, right-hand sides, and bounds. An overview of tools and methods for the reconstruction of high-boost top quark decays at the LHC is given in this report. The focus is on hadronic decays, in particular an overview of the current status of top quark taggers in physics analyses is presented. The most widely used jet substructure techniques, normally used in combination with top quark taggers, are reviewed. Special techniques to treat pileup in large cone jets are described, along with a comparison of the performance of several boosted top quark reconstruction techniques.

SCALE is an industry-leading suite of tools for nuclear systems modeling and simulation that provides comprehensive, verified and validated, user-friendly capabilities for criticality safety, reactor physics, radiation shielding, and sensitivity and uncertainty analysis. For more than 30 years, regulators, licensees, and research institutions around the world have used SCALE for nuclear safety analysis and design. SCALE provides a plug-and-play framework that includes three deterministic and three Monte Carlo radiation transport solvers that are selected based on the desired solution. SCALE includes the latest nuclear data libraries for continuous-energy and multigroup radiation transport as well as activation, depletion, and decay calculations. SCALE s graphical user interfaces assist with accurate system modeling, visualization, and convenient access to desired results. SCALE 6.2 provides several new capabilities and significant improvements in many existing features, especially with expanded CE Monte Carlo capabilities for criticality safety, shielding, depletion, and sensitivity and uncertainty analysis. A brief overview of SCALE capabilities is provided with emphasis on new features for SCALE 6.2.

The National Energy Modeling System: An overview

The National Energy Modeling System (NEMS) is a computer-based, energy-economy modeling system of US energy markets for the midterm period of 1990 to 2010. NEMS projects the production, imports, conversion, consumption, and prices of energy, subject to assumptions on macroeconomic and financial factors, world energy markets, resource availability and costs, behavioral and technological choice criteria, cost and performance characteristics of energy technologies, and demographics. This report presents an overview of the structure and methodology of NEMS and each of its components. The first chapter provides a description of the design and objectives of the system. The second chapter describes the modeling structure. The remainder of the report summarizes the methodology and scope of the component modules of NEMS. The model descriptions are intended for readers familiar with terminology from economics, operations research, and energy modeling. Additional background on the development of the system is provided in Appendix A of this report, which describes the EIA modeling systems that preceded NEMS. More detailed model documentation reports for all the NEMS modules are also available from EIA.

Ballistic missiles and other means of long-range destruction, traditionally limited to a handful of industrialized nations, are fast becoming a fixture in many regional conflicts. The Third World military buildup is perhaps even more worrisome than its First World prototype, for it is far more likely to find expression in war. There are several reasons why this should be so. In the past decade the number of countries in the missile club has more than doubled, to 18. Many of the new members have been at war or are embroiled in disputes. Unlike the major powers, these countries have not had time enough to perfect systems of command and control over their new strategic forces. They have had little time to learn to manage the complexities of military brinksmanship. Finally, because many regional conflicts overlap, an escalation in the arms race tends to convey itself from one area of tension to another. For many years the big industrialized countries ignored the proliferation of ballistic missiles and sought political advantage by arming their clients. In doing so, they presumed that the bipolar alignment of power would restrain regional conflicts. The preoccupation with East-West issues overshadowed problems in the Third World. Smaller industrialized powers sold missiles to generate revenues to support their own military industries. Meanwhile the developing countries eagerly acquired missiles for the same reasons that had motivated their predecessors: to deter attack, intimidate enemies, build a technological base and win prestige.

This report forms part of a project entitled 'World Biofuels Study'. The objective is to study world biofuel markets and to examine the possible contribution that biofuel imports could make to help meet the Renewable Fuel Standard (RFS) of the Energy Independence and Security Act of 2007 (EISA). The study was sponsored by the Biomass Program of the Assistant Secretary for Energy Efficiency and Renewable Energy (EERE), U.S. Department of Energy. It is a collaborative effort among the Office of Policy and International Affairs (PI), Department of Energy and Oak Ridge National Laboratory (ORNL), National Renewable Energy Laboratory (NREL) and Brookhaven National Laboratory (BNL). The project consisted of three main components: (1) Assessment of the resource potential for biofuel feedstocks such as sugarcane, grains, soybean, palm oil and lignocellulosic crops and development of supply curves (ORNL). (2) Assessment of the cost and performance of biofuel production technologies (NREL). (3) Scenario-based analysis of world biofuel markets using the ETP global energy model with data developed in the first parts of the study (BNL). This report covers the modeling and analysis part of the project conducted by BNL in cooperation with PI. The Energy Technology Perspectives (ETP) energy system model was used as the analytical tool for this study. ETP is a 15 region global model designed using the MARKAL framework. MARKAL-based models are partial equilibrium models that incorporate a description of the physical energy system and provide a bottom-up approach to study the entire energy system. ETP was updated for this study with biomass resource data and biofuel production technology cost and performance data developed by ORNL and NREL under Tasks 1 and 2 of this project. Many countries around the world are embarking on ambitious biofuel policies through renewable fuel standards and economic incentives. As a result, the global biofuel demand is expected to grow very rapidly over the next two decades, provided policymakers stay the course with their policy goals. This project relied on a scenario-based analysis to study global biofuel markets. Scenarios were designed to evaluate the impact of different policy proposals and market conditions. World biofuel supply for selected scenarios is shown in Figure 1. The reference case total biofuel production increases from 12 billion gallons of ethanol equivalent in 2005 to 54 billion gallons in 2020 and 83 billion gallons in 2030. The scenarios analyzed show volumes ranging from 46 to 64 billion gallons in 2020, and from about 72 to about 100 billion gallons in 2030. The highest production worldwide occurs in the scenario with high feedstock availability combined with high oil prices and more rapid improvements in cellulosic biofuel conversion technologies. The lowest global production is found in the scenario with low feedstock availability, low oil prices and slower technology progress.

Cosmology with the SKA -- overview

The new frontier of cosmology will be led by three-dimensional surveys of the large-scale structure of the Universe. Based on its all-sky surveys and redshift depth, the SKA is destined to revolutionize cosmology, in combination with future optical/ infrared surveys such as Euclid and LSST. Furthermore, we will not have to wait for the full deployment of the SKA in order to see transformational science. In the first phase of deployment (SKA1), all-sky HI intensity mapping surveys and all-sky continuum surveys are forecast to be at the forefront on the major questions of cosmology. We give a broad overview of the major contributions predicted for the SKA. The SKA will not only deliver precision cosmology -- it will also probe the foundations of the standard model and open the door to new discoveries on large-scale features of the Universe.

The National Energy Modeling System (NEMS) is a computer-based, energy-economy modeling system of US energy markets for the midterm period through 2020. NEMS projects the production, imports, conversion, consumption, and prices of energy, subject to assumptions on macroeconomic and financial factors world energy markets, resource availability and costs, behavior and technological choice criteria, cost and performance characteristics of energy technologies, and demographics. This report presents an overview of the structure and methodology of NEMS and each of its components. The first chapter provides a description of the design and objectives of the system, followed by a chapter on the overall modeling structure and solution algorithm. The remainder of the report summarizes the methodology and scope of the component modules of NEMS. The model descriptions are intended for readers familiar with terminology from economics, operations research, and energy modeling. 21 figs.

The World Energy Projection System (WEPS) was developed by the Office of Integrated Analysis and Forecasting within the Energy Information Administration (EIA), the independent statistical and analytical agency of the US Department of Energy. WEPS is an integrated set of personal computer based spreadsheets containing data compilations, assumption specifications, descriptive analysis procedures, and projection models. The WEPS accounting framework incorporates projections from independently documented models and assumptions about the future energy intensity of economic activity (ratios of total energy consumption divided by gross domestic product GDP), and about the rate of incremental energy requirements met by natural gas, coal, and renewable energy sources (hydroelectricity, geothermal, solar, wind, biomass, and other renewable resources). Projections produced by WEPS are published in the annual report, International Energy Outlook. This report documents the structure and procedures incorporated in the 1998 version of the WEPS model. It has been written to provide an overview of the structure of the system and technical details about the operation of each component of the model for persons who wish to know how WEPS projections are produced by EIA.

This paper presents an overview of recent experimental progress towards understanding H-mode transition physics and scaling. Terminology and techniques for studying H-mode are reviewed and discussed. The model of shear E x B flow stabilization of edge fluctuations at the L-H transition is gaining wide acceptance and is further supported by observations of edge rotation on a number of new devices. Observations of poloidal asymmetries of edge fluctuations and dephasing of density and potential fluctuations after the transition pose interesting challenges for understanding H-mode physics. Dedicated scans to determine the scaling of the power threshold have now been performed on many machines. A dear B{sub t} dependence is universally observed but dependence on the line averaged density is complicated. Other dependencies are also reported. Studies of the effect of neutrals and error fields on the power threshold are under investigation. The ITER threshold database has matured and offers guidance to the power threshold scaling issues relevant to next-step devices.

Experimental overview of axion searches

Experimental methods to search for the ``invisible axion`` (f{sub a} {much_gt} 250 GeV) are reviewed. The report focuses on the axion-photon coupling, both for laboratory experiments as well as those looking for stellar or cosmologically produced axions. The conclusion is that while the axion-photon mixing in principle would permit laboratory axion searches which are broadband in mass, in fact no such experiment could have the sensitivity to the axion, where m{sub afa} {approx} m{sub {pi}f{pi}}. The only experiments which promise to have any chance to find the axion are the microwave cavity experiments, which presume axions to constitute our galactic halo dark matter. The conversion of axions into a monochromatic microwave signal in a resonant circuit affords the experiment the extraordinary sensitivity required to see the axion, at the expense of being narrow-band in mass, i.e. a tuning experiment. Two such efforts are underway in the world.

The paper traces the development of Nucor`s investigation of clean iron unit processes, namely, direct reduction, and the decision to build and operate the world`s first commercial iron carbide plant. They first investigated coal based processes since the US has abundant coal reserves, but found a variety of reasons for dropping the coal-based processes from further consideration. A natural gas based process was selected, but the failure to find economically priced gas supplies stopped the development of a US based venture. It was later found that Trinidad had economically priced and abundant supplies of natural gas, and the system of government, the use of English language, and geographic location were also ideal. The cost estimates required modification of the design, but the plant was begun in April, 1993. Start-up problems with the plant are also discussed. Production should commence shortly.

Reliability testing with thermal cycling has also demonstrated a decrease in thermal resistance after extended times with longer overall lifetime compared to a flat interface.

This presentation provides an overview of the Built Environment Energy Analysis Tool, which is designed to assess impacts of future land use/built environment patterns on transportation-related energy use and greenhouse gas (GHG) emissions. A number of physics problems can be modeled by a set of N elements which have pair-wise interactions with one another. A direct solution technique requires computational effort which is O(N{sup 2}). Fast multipole methods (FMM) have been widely used in recent years to obtain solutions to these problems requiring a computational effort of only 0 (N lnN) or O (N). This paper constructs a comprehensive dataset of oil and total energy embedded in world trade of manufacturing goods for 73 countries from 1978 to 2000. Applying the data to debates on the dependency on foreign energy sources makes clear that achieving complete energy independence in the foreseeable future is unlikely to be feasible and may not be desirable. Applying it to the discussion of environmental Kuznets curves (EKCs) highlights an important distinction between production and consumption of energy. Richer countries use relatively less energy in their industrial production yet still consume relatively large amounts of energy indirectly. A further investigation largely excludes structural shifts of production in and out of the manufacturing sector as an explanation for the downward-sloping portion of the EKC. Country-level analyses add caveats but show tentative support for the cross-country conclusions.

We start our study cataloguing the minimal requirements to obtain a compact object with a Schwarszchild exterior, highlighting the low and high energy limit, the boundary conditions, and the appropriate behavior of Weyl contributions inside and outside of the star. Under the previous requirements we show an extensive study of stellar behavior, starting with stars of constant density and its extended cases with the presence of nonlocal contributions. Finally, we focus our attention to more realistic stars with a polytropic equation of state, specially in the case of white dwarfs, and study their static configurations numerically. One of the main results is that the inclusion of the Weyl functions from braneworld models allow the existence of more compact configurations than within General Relativity.

The environmental surveillance activities at and in the vicinity of the Savannah River Site (SRS) (formerly the Savannah River Plant (SRP)) comprise one of the most comprehensive and extensive environmental monitoring programs in the United States. This overview contains monitoring data from routine and nonroutine radiological and nonradiological environmental surveillance activities, summaries of environmental protection programs in progress, a summary of National Environmental Policy Act (NEPA) activities, and a listing of environmental permits (Appendix A) issued by regulatory agencies. This overview provides information about the impact of SRS operations on the public and the environment. The SRS occupies a large area of approximately 300 square miles along the Savannah River, principally in Aiken and Barnwell counties of South Carolina. SRS's primary function is the production of tritium, plutonium, and other special nuclear materials for national defense, for other governmental uses, and for some civilian purposes. From August 1950 to March 31, 1989, SRS was operated for the Department of Energy (DOE) by E. I. du Pont de Nemours Co. On April 1, 1989 the Westinghouse Savannah River Company assumed responsibility as the prime contractor for the Savannah River Site.

Neutrino telescopes in the World

Neutrino astronomy has rapidly developed these last years, being the only way to get specific and reliable information about astrophysical objects still poorly understood.Currently two neutrino telescopes are operational in the World: BAIKAL, in the lake of the same name in Siberia, and AMANDA, in the ices of the South Pole. Two telescopes of the same type are under construction in the Mediterranean Sea: ANTARES and NESTOR. All these telescopes belong to a first generation, with an instrumented volume smaller or equal to 0.02 km3. Also in the Mediterranean Sea, the NEMO project is just in its stag phase, within the framework of a cubic kilometer size neutrino telescope study. Lastly, the ICECUBE detector, with a volume reaching about 1 km3, is under construction on the site of AMANDA experiment, while an extension of the BAIKAL detector toward km3 is under study. We will present here the characteristics of these experiments, as well as the results of their observations.

The following presentation contains an overview of HPM effects in modern electronics. HPM effects can be categorized into two basic level of effects, which are damaging and non-damaging. Damaging effects include junction breakdowns, dielectric breakdowns, and latch-up. These types of effects render a system inoperable until repaired. With non-damaging effects, HPM signals couple to into system components generating circuit responses that can overwhelm normal operation. Non-damaging effects can temporarily render a system inoperable or cause a system to lock and require a restart. Since modern systems are so complex, fundamental mechanisms of upset in circuit primitives are studied. All topics covered and all figured contained within are found in open literature. All data plots presented were obtained from experimental measurements conducted at the University of Maryland College Park and are also found in the open literature.

The client has approved this abridged version of the report for unlimited distribution to give researchers and collaborators the benefit of reviewing the research concepts and methods that were applied in this study.

An overview of several aspects of the weathering of roofing materials is presented. Degradation of materials initiated by ultraviolet radiation is discussed for plastics used in roofing, as well as wood and asphalt. Elevated temperatures accelerate many deleterious chemical reactions and hasten diffusion of material components. Effects of moisture include decay of wood, acceleration of corrosion of metals, staining of clay, and freeze-thaw damage. Soiling of roofing materials causes objectionable stains and reduces the solar reflectance of reflective materials. (Soiling of non-reflective materials can also increase solar reflectance.) Soiling can be attributed to biological growth (e.g., cyanobacteria, fungi, algae), deposits of organic and mineral particles, and to the accumulation of flyash, hydrocarbons and soot from combustion.

A number of physics problems may be cast in terms of Hilbert-Schmidt integral equations. In many cases, the integrals tend to be zero over a large portion of the domain of interest. All of the information is contained in compact regions of the domain which renders their use very attractive from the standpoint of efficient numerical computation. Discrete representation of these integrals leads to a system of N elements which have pair-wise interactions with one another. A direct solution technique requires computational effort which is O(N{sup 2}). Fast multipole methods (FMM) have been widely used in recent years to obtain solutions to these problems requiring a computational effort of only O(Nln N) or O(N). In this paper we present an overview of several variations of the fast multipole method along with examples of its use in solving a variety of physical problems.

The American Recovery and Reinvestment Act supported a number of projects that together made up the largest ever deployment of plug-in electric vehicles and charging infrastructure in the U.S. The following reports provide summary overviews of the EV Project, which partnered with city, regional and state governments, utilities, and other organizations in 16 cities to deploy about 14,000 Level 2 PEV chargers and 300 DC fast chargers. It also deployed 5,700 all-electric Nissan Leafs and 2,600 plug-in hybrid electric Chevrolet Volts.

Africa gaining importance in world LPG trade

Major LPG projects planned or under way in Africa will increase the importance of that region`s presence in world LPG trade. Supplies will nearly double between 1995 and 2005, at which time they will remain steady for at least 10 years. At the same time that exports are leveling, however, increasing domestic demand for PG is likely to reduce export-market participation by Algeria, Nigeria, Egypt, and Libya. The growth of Africa`s participation in world LPG supply is reflected in comparisons for the next 15--20 years. Total world supply of LPG in 1995 was about 165 million metric tons (tonnes), of which Africans share was 7.8 million tonnes. By 2000, world supply will grow to slightly more than 200 million tonnes, with Africa`s share expected to increase to 13.2 million tonnes (6.6%). And by 2005, world LPG supply will reach nearly 230 million tonnes; Africa`s overall supply volumes by that year will be nearly 16.2 million tonnes (7%). World LPG supply for export in 1995 was on order of 44 million tonnes with Africa supply about 4 million tonnes (9%). By 2005, world export volumes of LPG will reach nearly 70 million tonnes; Africa`s share will have grown by nearly 10 million tonnes (14.3%).

The substantial increases in oil prices since 1973 have had tremendous impacts on world energy, and particularly on oil consumption. These impacts have varied across regions and energy types. As shown in a table, from 1960 through 1973 the real price of internationally traded crude oil, as measured in constant US dollars, changed very little. In this stable oil price environment, Free World energy consumption grew at 5.3% per year and oil use rose at 7.5% per year, increasing its share of Free World energy consumption from 43 to 56%. 6 tables.

Workshop overview: Arsenic research and risk assessment

The chronic exposure of humans through consumption of high levels of inorganic arsenic (iAs)-contaminated drinking water is associated with skin lesions, peripheral vascular disease, hypertension, and cancers. Additionally, humans are exposed to organic arsenicals when used as pesticides and herbicides (e.g., monomethylarsonic acid, dimethylarsinic acid (DMA{sup V}) also known as cacodylic acid). Extensive research has been conducted to characterize the adverse health effects that result from exposure to iAs and its metabolites to describe the biological pathway(s) that lead to adverse health effects. To further this effort, on May 31, 2006, the United States Environmental Protection Agency (USEPA) sponsored a meeting entitled 'Workshop on Arsenic Research and Risk Assessment'. The invited participants from government agencies, academia, independent research organizations and consultants were asked to present their current research. The overall focus of these research efforts has been to determine the potential human health risks due to environmental exposures to arsenicals. Pursuant in these efforts is the elucidation of a mode of action for arsenicals. This paper provides a brief overview of the workshop goals, regulatory context for arsenical research, mode of action (MOA) analysis in human health risk assessment, and the application of MOA analysis for iAs and DMA{sup V}. Subsequent papers within this issue will present the research discussed at the workshop, ensuing discussions, and conclusions of the workshop.

Overview of the recent results from CLAS

An overview of the recent results obtained at the Thomas Jefferson Laboratory on the study of the nucleon internal structure is presented, with main focus on the CLAS measurements of the Transverse Momentum Dependent partonic functions. The JLab with its CEBAF accelerator and the three experimentals halls is a Laboratory dedicated to the study of the hadronic physics with electromagnetic probes in a large variety of aspects. The physics program extends from typical nuclear effects like long range correlations in nuclei to the study of the short distance vacuum structure in parity violating experiments. In recent years, a big part of the physics program was devoted to the study of the Transverse Momentum Dependent distribution functions, new functions introduced to describe the internal structure of the nucleon. Studies of TMDs at JLab and in other laboratories have shown sizeable effects due to transverse motion of the quarks inside the nucleon, but also have open questions. These questions need to be addressed in a new generation of experiments, poviding higher precisions experimental data, and with new analysis techniques, necessary to unfold fundamental properties from the measured obsevables.

An Overview of STAR Experimental Results

With large acceptance and excellent particle identification, STAR is one of the best mid-rapidity collider experiments for studying high-energy nuclear collisions. The STAR experiment provides full information on initial conditions, properties of the hot and dense medium as well as the properties at freeze-out. In Au+Au collisions at $\\sqrt{s_{NN}} = 200$ GeV, STAR's focus is on the nature of the sQGP produced at RHIC. In order to explore the properties of the QCD phase diagram, since 2010, the experiment has collected sizable data sets of Au+Au collisions at the lower collision energy region where the net-baryon density is large. At the 2014 Quark Matter Conference, the STAR experiment made 16 presentations that cover physics topics including {\\it collective dynamics}, {\\it electromagnetic probes}, {\\it heavy flavor}, {\\it initial state physics}, {\\it jets}, {\\it QCD phase diagram}, {\\it thermodynamics and hadron chemistry}, and {\\it future experimental facilities, upgrades, and instrumentation} [1-16]. In this overview we will highlight a few results from the STAR experiment, especially those from the recent measurements of the RHIC beam energy scan program. At the end, instead of a summary, we will discuss STAR's near future physics programs at RHIC.

This overview provides a frame of reference for the Morgantown Energy Technology Center`s (METC`S) on-going hot gas desulfurization research. Although there are several methods to separate contaminant gases from fuel gases, that method receiving primary development is absorption through the use of metal oxides. Research into high-temperature and high-pressure control of sulfur species includes primarily those sorbents made of mixed-metal oxides, which offer the advantages of regenerability. These are predominantly composed of zinc and are made into media that can be utilized in reactors of either fixed-bed, moving-bed, fluidized-bed, or transport configurations. Zinc Ferrite (ZnO-Fe{sub 2}O{sub 3}), Zinc Titanate (ZnO-TiO{sub 2}), Z-SORP{reg_sign}, and METC-2/METC-6 are the current mixed-metal sorbents being investigated. The METC desulfurization program is composed of three major components: bench-scale research, pilot-plant operation, and demonstration that is a portion of the Clean Coal Demonstration projects.

Several tools including Life Cycle Assessment (LCA), Material Flow Analysis (MFA), Multi Criteria Analysis (MCA) and Extended Producer Responsibility (EPR) have been developed to manage e-wastes especially in developed countries. The key to success in terms of e-waste management is to develop eco-design devices, properly collect e-waste, recover and recycle material by safe methods, dispose of e-waste by suitable techniques, forbid the transfer of used electronic devices to developing countries, and raise awareness of the impact of e-waste. No single tool is adequate but together they can complement each other to solve this issue. A national scheme such as EPR is a good policy in solving the growing e-waste problems.

Overview on Hydrate Coring, Handling and Analysis

Gas hydrates are crystalline, ice-like compounds of gas and water molecules that are formed under certain thermodynamic conditions. Hydrate deposits occur naturally within ocean sediments just below the sea floor at temperatures and pressures existing below about 500 meters water depth. Gas hydrate is also stable in conjunction with the permafrost in the Arctic. Most marine gas hydrate is formed of microbially generated gas. It binds huge amounts of methane into the sediments. Worldwide, gas hydrate is estimated to hold about 1016 kg of organic carbon in the form of methane (Kvenvolden et al., 1993). Gas hydrate is one of the fossil fuel resources that is yet untapped, but may play a major role in meeting the energy challenge of this century. In June 2002, Westport Technology Center was requested by the Department of Energy (DOE) to prepare a ''Best Practices Manual on Gas Hydrate Coring, Handling and Analysis'' under Award No. DE-FC26-02NT41327. The scope of the task was specifically targeted for coring sediments with hydrates in Alaska, the Gulf of Mexico (GOM) and from the present Ocean Drilling Program (ODP) drillship. The specific subjects under this scope were defined in 3 stages as follows: Stage 1: Collect information on coring sediments with hydrates, core handling, core preservation, sample transportation, analysis of the core, and long term preservation. Stage 2: Provide copies of the first draft to a list of experts and stakeholders designated by DOE. Stage 3: Produce a second draft of the manual with benefit of input from external review for delivery. The manual provides an overview of existing information available in the published literature and reports on coring, analysis, preservation and transport of gas hydrates for laboratory analysis as of June 2003. The manual was delivered as draft version 3 to the DOE Project Manager for distribution in July 2003. This Final Report is provided for records purposes.

The Systems Analysis Programs for Hands-on Integrated Reliability Evaluations (SAPHIRE) is a software application developed for performing a complete probabilistic risk assessment (PRA) using a personal computer (PC) running the Microsoft Windows operating system. SAPHIRE Version 8 is funded by the U.S. Nuclear Regulatory Commission (NRC) and developed by the Idaho National Laboratory (INL). INL's primary role in this project is that of software developer and tester. However, INL also plays an important role in technology transfer by interfacing and supporting SAPHIRE users, who constitute a wide range of PRA practitioners from the NRC, national laboratories, the private sector, and foreign countries. SAPHIRE can be used to model a complex systems response to initiating events and quantify associated consequential outcome frequencies. Specifically, for nuclear power plant applications, SAPHIRE 8 can identify important contributors to core damage (Level 1 PRA) and containment failure during a severe accident which leads to releases (Level 2 PRA). It can be used for a PRA where the reactor is at full power, low power, or at shutdown conditions. Furthermore, it can be used to analyze both internal and external initiating events and has special features for managing models such as flooding and fire. It can also be used in a limited manner to quantify risk in terms of release consequences to the public and environment (Level 3 PRA). In SAPHIRE 8, the act of creating a model has been separated from the analysis of that model in order to improve the quality of both the model (e.g., by avoiding inadvertent changes) and the analysis. Consequently, in SAPHIRE 8, the analysis of models is performed by using what are called Workspaces. Currently, there are Workspaces for three types of analyses: (1) the NRCs Accident Sequence Precursor program, where the workspace is called Events and Condition Assessment (ECA); (2) the NRCs Significance Determination Process (SDP); and (3) the General Analysis (GA) workspace. Workspaces are independent of each other and modifications or calculations made within one workspace will not affect another. In addition, each workspace has a user interface and reports tailored for their intended uses. This report provides an overview of the functions and features available in SAPHIRE 8 and presents general instructions for using the software. Since SAPHIRE 8 expands upon Version 7, new and improved features will be discussed.

Various classification schemes exist for homogeneous and isotropic (CP) world models, which include pressureless matter (so-called dust) and Einstein's cosmological constant Lambda. We here classify the solutions of more general world models consisting of up to four non-interacting fluids, each with pressure P, energy density epsilon and an equation of state P = (gamma - 1) epsilon with 0 0) tends to yield the smoothest fits of the Supernova Ia data from Perlmutter et al. (1999). Adopting the SN Ia constraints, exotic negative energy density components can be fittingly included only if the universe consists of four or more fluids.

Overview of actinide chemistry in the WIPP

The year 2009 celebrates 10 years of safe operations at the Waste Isolation Pilot Plant (WIPP), the only nuclear waste repository designated to dispose defense-related transuranic (TRU) waste in the United States. Many elements contributed to the success of this one-of-the-kind facility. One of the most important of these is the chemistry of the actinides under WIPP repository conditions. A reliable understanding of the potential release of actinides from the site to the accessible environment is important to the WIPP performance assessment (PA). The environmental chemistry of the major actinides disposed at the WIPP continues to be investigated as part of the ongoing recertification efforts of the WIPP project. This presentation provides an overview of the actinide chemistry for the WIPP repository conditions. The WIPP is a salt-based repository; therefore, the inflow of brine into the repository is minimized, due to the natural tendency of excavated salt to re-seal. Reducing anoxic conditions are expected in WIPP because of microbial activity and metal corrosion processes that consume the oxygen initially present. Should brine be introduced through an intrusion scenario, these same processes will re-establish reducing conditions. In the case of an intrusion scenario involving brine, the solubilization of actinides in brine is considered as a potential source of release to the accessible environment. The following key factors establish the concentrations of dissolved actinides under subsurface conditions: (1) Redox chemistry - The solubility of reduced actinides (III and IV oxidation states) is known to be significantly lower than the oxidized forms (V and/or VI oxidation states). In this context, the reducing conditions in the WIPP and the strong coupling of the chemistry for reduced metals and microbiological processes with actinides are important. (2) Complexation - For the anoxic, reducing and mildly basic brine systems in the WIPP, the most important inorganic complexants are expected to be carbonate/bicarbonate and hydroxide. There are also organic complexants in TRU waste with the potential to strongly influence actinide solubility. (3) Intrinsic and pseudo-actinide colloid formation - Many actinide species in their expected oxidation states tend to form colloids or strongly associate with non actinide colloids present (e.g., microbial, humic and organic). In this context, the relative importance of actinides, based on the TRU waste inventory, with respect to the potential release of actinides from the WIPP, is greater for plutonium and americium, and to less extent for uranium and thorium. The most important oxidation states for WIPP-relevant conditions are III and IV. We will present an update of the literature on WIPP-specific data, and a summary of the ongoing research related to actinide chemistry in the WIPP performed by the Los Alamos National Laboratory (LANL) Actinide Chemistry and Repository Science (ACRSP) team located in Carlsbad, NM [Reed 2007, Lucchini 2007, and Reed 2006].

Retrofit California Overview and Final Reports

Energy efficiency retrofits (also called upgrades) are widely recognized as a critical component to achieving energy savings in the building sector to help lower greenhouse gas (GHG) emissions. To date, however, upgrades have accounted for only a small percentage of aggregate energy savings in building stock, both in California and nationally. Although the measures and technologies to retrofit a building to become energy efficient are readily deployed, establishing this model as a standard practice remains elusive. Retrofit California sought to develop and test new program models to increase participation in the energy upgrade market in California. The Program encompassed 24 pilot projects, conducted between 2010 and mid-2013 and funded through a $30 million American Recovery and Reinvestment Act (ARRA) grant from the U.S. Department of Energys (DOE) Better Buildings Neighborhood Program (BBNP). The broad scope of the Program can be seen in the involvement of the following regionally based Grant Partners: Los Angeles County (as prime grantee); Association of Bay Area Governments (ABAG), consisting of: o StopWaste.org for Alameda County o Regional Climate Protection Authority (RCPA) for Sonoma County o SF Environment for the City and County of San Francisco o City of San Jose; California Center for Sustainable Energy (CCSE) for the San Diego region; Sacramento Municipal Utilities District (SMUD). Within these jurisdictions, nine different types of pilots were tested with the common goal of identifying, informing, and educating the people most likely to undertake energy upgrades (both homeowners and contractors), and to provide them with incentives and resources to facilitate the process. Despite its limited duration, Retrofit California undoubtedly succeeded in increasing awareness and education among home and property owners, as well as contractors, realtors, and community leaders. However, program results indicate that a longer timeframe will be needed to transform the market and establish energy retrofits as the new paradigm. Innovations such as Flex Path, which came about because of barriers encountered during the Program, have already shown promise and are enabling increased participation. Together, the pilots represent an unprecedented effort to identify and address market barriers to energy efficiency upgrades and to provide lessons learned to shape future program planning and implementation. The statistics reflects the scope of the marketing and outreach campaigns, which tested a variety of approaches to increase understanding of the benefits of energy upgrades to drive participation in the Program. More traditional methods such as TV and radio advertisements were complimented by innovative community based social marketing campaigns that sought to leverage the trusted status of neighborhood organizations and leaders in order to motivate their constituents to undertake retrofits. The remainder of this report provides an overview of Retrofit California including brief summaries of the pilots main components and highlights, followed by the major findings or takeaway lessons from the approaches that were tested. Eleven of the pilots will be continued, with modifications, under the ratepayer-funded Regional Energy Networks. Involvement in the RENS by many of the Retrofit California partners will ensure that early lessons learned are carried forward to guide future programs for energy upgrades in California.
