    Many countries are moving with increasing urgency to obtain larger fractions of their energy from biomass. Over 1800 leading experts from 70 countries met on April 21 to 24 in Atlanta to conduct a World Congress and Exposition on Bio-Energy. This summary presents highlights of the Congress and thoughts stimulated by the occasion. Topics addressed include a comparison of international programs, world and country regionalism in the development of energy supplies, fuel versus food or forest products, production of ethyl alcohol, possibilities for expanded production of terrestrial vegetation and marine flora, and valuable chemicals from biomass. Separate abstracts have been prepared for 164 papers for inclusion in the Energy Data Base.

    This book represents the contributions of 87 authors who have presented their work at the World Energy Engineering Congress and the companion Plant & Facilities Expo, Environmental Technology Expo, OSHA Compliance Expo, and the Energy Service and Power Marketing Center. This sourcebook covers the total gamut of business and technological issues in adapting energy efficient technologies and improving the operations of buildings and plants. Latest strategies in energy management and user case studies of companies such as Mobil are included. Lighting, heat, ventilation and air conditioning, and thermal energy storage systems are some of the subjects covered. Emerging technologies such as fuel cells and solar also are addressed.     In 1973, with the OPEC embargo, the US was jarred into the world of insecure energy supplies - a harsh reality considering that throughout much of our history we had sufficient domestic supplies of oil and gas to meet all of our requirements. The US Government's response in 1973 was to assess domestic oil and gas potential, which was found to be substantial but nonetheless short of long-term requirements. Born of the need to become more certain about foreign as well has domestic resources, and working in conjunction with the Foreign Energy Supply Assessment Program of the US Department of Energy, the US Geological Survey undertook a program to develop a technical understanding of the reserves and undiscovered recoverable resources of petroleum in every basin in the world with petroleum potential. The World Energy Resources Program prepared an assessment of ultimate resources of crude oil for the World Petroleum Congress (WPC) in 1983, and a revision and update (including nature gas, crude oil, extra heavy oil, and tar sands) are planned for WPC in 1987.     During 1994, EIA`s main goal was to assure its data and analyses were of the highest quality, relevant to its customers` needs, and easily accessible. Efforts to ensure product relevance and quality consisted of conducting new or modified surveys, issuing new information products, revising existing products to include data and analyses desired by EIA`s customers, and eliminating products that no longer meet customer needs. Efforts to improve access to energy information consisted of several electronic dissemination initiatives, including Internet services, the Energy Information Highway, and the Energy Emergency Notebook. These activities are discussed in detail in the first two sections of this report. In addition to maintaining its traditional energy information base, EIA plays an important role in developing new information resources required by policymakers and legislators around the world. Examples include data on alternative fuels and greenhouse gas emissions.

    As the 20th century draws to a close, both individual countries and the world community face challenging problems related to the supply and use energy. These include local and regional environmental impacts, the prospect of global climate and sea level change associated with the greenhouse effect, and threats to international relations in connection with oil supply or nuclear proliferation. For developing countries, the financial cost of providing energy to provide basic needs and fuel economic development pose an additional burden. To assess the magnitude of future problems and the potential effectiveness of response strategies, it is important to understand how and why energy use has changed in the post and where it is heading. This requires study of the activities for which energy is used, and of how people and technology interact to provide the energy services that are desired. The authors and their colleagues have analyzed trends in energy use by sector for most of the world`s major energy-consuming countries. The approach we use considers three key elements in each sector: the level of activity, structural change, and energy intensity, which expresses the amount of energy used for various activities. At a disaggregated level, energy intensity is indicative of energy efficiency. But other factors besides technical efficiency also shape intensity.

    The World Energy Projection System (WEPS) was developed by the Office of Integrated Analysis and Forecasting within the Energy Information Administration (EIA), the independent statistical and analytical agency of the US Department of Energy. WEPS is an integrated set of personal computer based spreadsheets containing data compilations, assumption specifications, descriptive analysis procedures, and projection models. The WEPS accounting framework incorporates projections from independently documented models and assumptions about the future energy intensity of economic activity (ratios of total energy consumption divided by gross domestic product GDP), and about the rate of incremental energy requirements met by natural gas, coal, and renewable energy sources (hydroelectricity, geothermal, solar, wind, biomass, and other renewable resources). Projections produced by WEPS are published in the annual report, International Energy Outlook. This report documents the structure and procedures incorporated in the 1998 version of the WEPS model. It has been written to provide an overview of the structure of the system and technical details about the operation of each component of the model for persons who wish to know how WEPS projections are produced by EIA.

    The Nuclear Waste Technical Review Board (the Board) was established by Congress in a 1987 amendment to the Nuclear Waste Policy Act of 1982. The Board was charged with evaluating the technical and scientific validity of activities undertaken by the Department of Energy (DOE) as it designs and develops a system for managing the nation`s civilian spent fuel and defense high-level radioactive waste. Specifically, the Board was asked to evaluate DOE activities pertinent to characterizing a site at Yucca Mountain, Nevada, for possible location of a mined geologic repository for permanent disposal of high-level radioactive waste. The Board also was asked to evaluate activities relating to packaging and transport of high-level radioactive waste. Board activities began in March 1989 with the designation of panels to better address the diversity of technical and scientific topics under consideration by the Board. The Board has sought to remain apprised of public concerns about the disposal and transport of high-level radioactive waste. This third report summarizes activities undertaken by the Board from August 1, 1990, through January 31, 1991. Due to their timeliness, some activities, while listed here, were discussed in the Second Report. Although the Board traveled to Sweden and Germany in May/June 1990, its observations from that trip are discussed in Chapter 3 of this report. 21 refs.

    The Energy Policy Act of 2005 (Pub. L. No. 109-58; EPAct 2005) amended the Uniform Time Act of 1966 (Pub. L. No. 89-387) to increase the portion of the year that is subject to Daylight Saving Time. (15 U.S.C. 260a note) EPAct 2005 extended the duration of Daylight Saving Time in the spring by changing its start date from the first Sunday in April to the second Sunday in March, and in the fall by changing its end date from the last Sunday in October to the first Sunday in November. (15 U.S.C. 260a note) EPAct 2005 also called for the Department of Energy to evaluate the impact of Extended Daylight Saving Time on energy consumption in the United States and to submit a report to Congress. (15 U.S.C. 260a note) This report presents the results of impacts of Extended Daylight Saving Time on the national energy consumption in the United States. The key findings are: (1) The total electricity savings of Extended Daylight Saving Time were about 1.3 Tera Watt-hour (TWh). This corresponds to 0.5 percent per each day of Extended Daylight Saving Time, or 0.03 percent of electricity consumption over the year. In reference, the total 2007 electricity consumption in the United States was 3,900 TWh. (2) In terms of national primary energy consumption, the electricity savings translate to a reduction of 17 Trillion Btu (TBtu) over the spring and fall Extended Daylight Saving Time periods, or roughly 0.02 percent of total U.S. energy consumption during 2007 of 101,000 TBtu. (3) During Extended Daylight Saving Time, electricity savings generally occurred over a three- to five-hour period in the evening with small increases in usage during the early-morning hours. On a daily percentage basis, electricity savings were slightly greater during the March (spring) extension of Extended Daylight Saving Time than the November (fall) extension. On a regional basis, some southern portions of the United States exhibited slightly smaller impacts of Extended Daylight Saving Time on energy savings

    Different estimates of future Soviet oil production are examined. The Central Intelligence Agency (CIA) is generally viewed as having the most-pessimistic assessment, foreseeing a gradual decline. If the CIA is correct, Soviet-bloc countries may become net energy importers later in this decade. The added pressure on world oil prices could then increase our own inflationary problems. Reduced Soviet energy production may lessen its hold on eastern Europe and heighten its interest in Middle Eastern supplies. At the optimistic extreme, the Economic Commission of Europe foresees steady or possibly somewhat increased Soviet oil production throughout the 80s. If the Commission is correct, the US will face another set of challenges and opportunities. The Soviets would not add to existing demand on the world petroleum market, but an exportable surplus of oil and gas could give them a powerful diplomatic tool. 22 references. (DCK)

    Since its creation in 1977, the Energy Information Administration (EIA) has provided high-quality energy information products and services to a broad spectrum of customers across the Nation and around the world, including Congress, representatives of the print and broadcast news media, businesses, officials of Federal, State, and local agencies, foreign governments and international organizations, students, librarians, researchers, lawyers and private citizens. Our motto: {open_quotes}On-line or off the shelf, EIA is the first place to go for the last word in energy information.{close_quotes} Established as an independent statistical and analytical agency within the U.S. Department of Energy (DOE), EIA was charged by its enabling legislation with: (1) Maintaining a comprehensive data and information program on energy resources and reserves, energy production, energy demand, energy technologies, and related financial and statistical information relevant to the adequacy of energy resources to meet the Nation`s demands in the near and longer term future. (2) Developing and maintaining analytical tools and collection and processing systems; providing analyses that are accurate, timely, and objective; and providing information dissemination services. This report summarizes the reports and contact information issued by the EIA.

    The Department of Energy (Department) submits an Annual Report to Congress each year detailing the Departments activities relating to the Defense Nuclear Facilities Safety Board (Board), which provides advice and recommendations to the Secretary of Energy (Secretary) regarding public health and safety issues at the Departments defense nuclear facilities. In 2003, the Department continued ongoing activities to resolve issues identified by the Board in formal recommendations and correspondence, staff issue reports pertaining to Department facilities, and public meetings and briefings. Additionally, the Department is implementing several key safety initiatives to address and prevent safety issues: safety culture and review of the Columbia accident investigation; risk reduction through stabilization of excess nuclear materials; the Facility Representative Program; independent oversight and performance assurance; the Federal Technical Capability Program (FTCP); executive safety initiatives; and quality assurance activities. The following summarizes the key activities addressed in this Annual Report.
