The LLW forum provides an opportunity for state and compact officials to share information with one another and to exchange views with officials of federal agencies and other interested parties.

'Moving from Petroleum to Plants to Energize our World' was submitted by the Center for Direct Catalytic Conversion of Biomass to Biofuels (C3Bio) to the 'Life at the Frontiers of Energy Research' video contest at the 2011 Science for Our Nation's Energy Future: Energy Frontier Research Centers (EFRCs) Summit and Forum. Twenty-six EFRCs created short videos to highlight their mission and their work. C3Bio, an EFRC directed by Maureen McCann at Purdue University is a partnership between five institutions: Purdue (lead), Argonne National Laboratory, National Renewable Energy Laboratory, Northeastern University, and the University of Tennessee. The Office of Basic Energy Sciences in the U.S. Department of Energy's Office of Science established the 46 Energy Frontier Research Centers (EFRCs) in 2009. These collaboratively-organized centers conduct fundamental research focused on 'grand challenges' and use-inspired 'basic research needs' recently identified in major strategic planning efforts by the scientific community. The overall purpose is to accelerate scientific progress toward meeting the nation's critical energy challenges.

The world`s first commercial iron carbide plant

The paper traces the development of Nucor`s investigation of clean iron unit processes, namely, direct reduction, and the decision to build and operate the world`s first commercial iron carbide plant. They first investigated coal based processes since the US has abundant coal reserves, but found a variety of reasons for dropping the coal-based processes from further consideration. A natural gas based process was selected, but the failure to find economically priced gas supplies stopped the development of a US based venture. It was later found that Trinidad had economically priced and abundant supplies of natural gas, and the system of government, the use of English language, and geographic location were also ideal. The cost estimates required modification of the design, but the plant was begun in April, 1993. Start-up problems with the plant are also discussed. Production should commence shortly.

The Energy Policy and Conservation Act (EPCA) mandated that minimum energy efficiency standards be established for classes of refrigerators and refrigerator-freezers, freezers, clothes dryers, water heaters, room air conditioners, home heating equipment, kitchen ranges and ovens, central air conditioners, and furnaces. EPCA requires that standards be designed to achieve the maximum improvement in energy efficiency that is technologically feasible and economically justified. Following the introductory chapter, Chapter Two describes the methodology used in the economic analysis and its relationship to legislative criteria for consumer product efficiency assessment; details how the CPES Value Model systematically compared and evaluated the economic impacts of regulation on the consumer, manufacturer and Nation. Chapter Three briefly displays the results of the analysis and lists the proposed performance standards by product class. Chapter Four describes the reasons for developing a baseline forecast, characterizes the baseline scenario from which regulatory impacts were calculated and summarizes the primary models, data sources and assumptions used in the baseline formulations. Chapter Five summarizes the methodology used to calculate regulatory impacts; describes the impacts of energy performance standards relative to the baseline discussed in Chapter Four. Also discussed are regional standards and other program alternatives to performance standards. Chapter Six describes the procedure for balancing consumer, manufacturer, and national impacts to select standard levels. Details of models and data bases used in the analysis are included in Appendices A through K.

Kazunari Domen, Chemical System Engineering Professor at the University of Tokyo, was the second speaker in the May 26, 2011 EFRC Forum session, "Global Perspectives on Frontiers in Energy Research." In his presentation, Professor Domen talked about basic solar energy research in Japan. The 2011 EFRC Summit and Forum brought together the EFRC community and science and policy leaders from universities, national laboratories, industry and government to discuss "Science for our Nation's Energy Future." In August 2009, the Office of Science established 46 Energy Frontier Research Centers. The EFRCs are collaborative research efforts intended to accelerate high-risk, high-reward fundamental research, the scientific basis for transformative energy technologies of the future. These Centers involve universities, national laboratories, nonprofit organizations, and for-profit firms, singly or in partnerships, selected by scientific peer review. They are funded at $2 to $5 million per year for a total planned DOE commitment of $777 million over the initial five-year award period, pending Congressional appropriations. These integrated, multi-investigator Centers are conducting fundamental research focusing on one or more of several ?grand challenges? and use-inspired ?basic research needs? recently identified in major strategic planning efforts by the scientific community. The purpose of the EFRCs is to integrate the talents and expertise of leading scientists in a setting designed to accelerate research that transforms the future of energy and the environment.

World Biofuels Study

This report forms part of a project entitled 'World Biofuels Study'. The objective is to study world biofuel markets and to examine the possible contribution that biofuel imports could make to help meet the Renewable Fuel Standard (RFS) of the Energy Independence and Security Act of 2007 (EISA). The study was sponsored by the Biomass Program of the Assistant Secretary for Energy Efficiency and Renewable Energy (EERE), U.S. Department of Energy. It is a collaborative effort among the Office of Policy and International Affairs (PI), Department of Energy and Oak Ridge National Laboratory (ORNL), National Renewable Energy Laboratory (NREL) and Brookhaven National Laboratory (BNL). The project consisted of three main components: (1) Assessment of the resource potential for biofuel feedstocks such as sugarcane, grains, soybean, palm oil and lignocellulosic crops and development of supply curves (ORNL). (2) Assessment of the cost and performance of biofuel production technologies (NREL). (3) Scenario-based analysis of world biofuel markets using the ETP global energy model with data developed in the first parts of the study (BNL). This report covers the modeling and analysis part of the project conducted by BNL in cooperation with PI. The Energy Technology Perspectives (ETP) energy system model was used as the analytical tool for this study. ETP is a 15 region global model designed using the MARKAL framework. MARKAL-based models are partial equilibrium models that incorporate a description of the physical energy system and provide a bottom-up approach to study the entire energy system. ETP was updated for this study with biomass resource data and biofuel production technology cost and performance data developed by ORNL and NREL under Tasks 1 and 2 of this project. Many countries around the world are embarking on ambitious biofuel policies through renewable fuel standards and economic incentives. As a result, the global biofuel demand is expected to grow very rapidly over the next two decades, provided policymakers stay the course with their policy goals. This project relied on a scenario-based analysis to study global biofuel markets. Scenarios were designed to evaluate the impact of different policy proposals and market conditions. World biofuel supply for selected scenarios is shown in Figure 1. The reference case total biofuel production increases from 12 billion gallons of ethanol equivalent in 2005 to 54 billion gallons in 2020 and 83 billion gallons in 2030. The scenarios analyzed show volumes ranging from 46 to 64 billion gallons in 2020, and from about 72 to about 100 billion gallons in 2030. The highest production worldwide occurs in the scenario with high feedstock availability combined with high oil prices and more rapid improvements in cellulosic biofuel conversion technologies. The lowest global production is found in the scenario with low feedstock availability, low oil prices and slower technology progress.

Proceedings of the Inaugural Meeting of the International Forum for Reactor Aging Management (IFRAM)

In almost all countries with nuclear power plants (NPPs), regulatory authorities and the nuclear industry are looking at some form of extended operating periods. To support life extension activities it is necessary to ensure the continued safety and reliability of system, structures, and components, and the component materials. Internationally, a variety of individual national and international activities have been initiated including Plant Life Management through the International Atomic Energy Agency, Electric Power Research Institutes Long Term Operation program, and various national programs in managing materials degradation and related topics. The U.S. Nuclear Regulatory Commission (NRC) engaged the international community in workshops in 2005-2006 to identify research needs and to collect information in an expert panel report on Proactive Management of Materials Degradation (PMMD), which was reported in NUREG/CR-6923. These results are also available via an Information Tool on the internet at http://pmmd.pnl.gov. This information builds on the extensive compilations known as the GALL Report (Generic Aging Lessons Learned, NUREG-1801, Vols. 1 and 2). Pacific Northwest National Laboratory (PNNL) recently issued a report on the review of various international activities in PMMD (PNNL-17779). There have also been initiatives by Electricite de France, Tokyo Electric Power Company, EPRI, and others to establish a "Materials Aging Institute." Within the materials degradation research community there are also networks and technical meetings focused on some elements of PMMD. In spite of all these efforts, there is currently no forum to bring together these diverse activities and provide coordinated information exchange and prioritization of materials aging management/PMMD topics. It is believed that the International Forum for Reactor Aging Management (IFRAM) would be a good way to achieve this goal and help develop new approaches for ensuring continued safe operation in existing and future nuclear power plants. To begin addressing this need, NRC has established a Proactive Management of Materials Degradation Program for managing in-service degradation of metallic components in aging NPPs. The NRC is seeking to facilitate the establishment of IFRAM as a network of international experts who would exchange information on operating experience, best practices, and emerging knowledge. These experts would be willing to work jointly and leverage the separate efforts of existing national programs into a unified approach to enable the potential for the safe and economic life extension of NPPs. A proposal for establishing IFRAM was developed and presented at Engagement workshops in Seoul, Korea (October 2009) and Petten, The Netherlands (May 2010). Participants in both groups demonstrated strong interest in the establishment of IFRAM. Therefore the Global Steering Committee was formed to plan and carry out the start-up of IFRAM in 2011. This group finalized the documents for IFRAM and organized the kick-off meeting. This document records the contents of the inaugural meeting of IFRAM, which was held August 4-5, 2011, at the Cheyenne Mountain Resort in Colorado Springs, Colorado. Representatives from Asia, Europe, and the United States met to share information on reactor aging management and make plans for the future. Professor Tetsuo Shoji was elected chairperson of the Leadership Council. This kick-off event transformed the dream of an international forum into a reality. IFRAM has begun to achieve its mission.

Economic and policy implications of pandemic influenza.

Pandemic influenza has become a serious global health concern; in response, governments around the world have allocated increasing funds to containment of public health threats from this disease. Pandemic influenza is also recognized to have serious economic implications, causing illness and absence that reduces worker productivity and economic output and, through mortality, robs nations of their most valuable assets - human resources. This paper reports two studies that investigate both the short- and long-term economic implications of a pandemic flu outbreak. Policy makers can use the growing number of economic impact estimates to decide how much to spend to combat the pandemic influenza outbreaks. Experts recognize that pandemic influenza has serious global economic implications. The illness causes absenteeism, reduced worker productivity, and therefore reduced economic output. This, combined with the associated mortality rate, robs nations of valuable human resources. Policy makers can use economic impact estimates to decide how much to spend to combat the pandemic influenza outbreaks. In this paper economists examine two studies which investigate both the short- and long-term economic implications of a pandemic influenza outbreak. Resulting policy implications are also discussed. The research uses the Regional Economic Modeling, Inc. (REMI) Policy Insight + Model. This model provides a dynamic, regional, North America Industrial Classification System (NAICS) industry-structured framework for forecasting. It is supported by a population dynamics model that is well-adapted to investigating macro-economic implications of pandemic influenza, including possible demand side effects. The studies reported in this paper exercise all of these capabilities.

This paper presents a general method for forecasting oilfield economic performance that integrates cost data with operational, reservoir, and financial information. Practices are developed for determining economic limits for an oil field and its components. The economic limits of marginal wells and the role of underground competition receive special attention. Also examined is the influence of oil prices on operating costs. Examples illustrate application of these concepts. Categorization of costs for historical tracking and projections is recommended.

Ballistic missiles and other means of long-range destruction, traditionally limited to a handful of industrialized nations, are fast becoming a fixture in many regional conflicts. The Third World military buildup is perhaps even more worrisome than its First World prototype, for it is far more likely to find expression in war. There are several reasons why this should be so. In the past decade the number of countries in the missile club has more than doubled, to 18. Many of the new members have been at war or are embroiled in disputes. Unlike the major powers, these countries have not had time enough to perfect systems of command and control over their new strategic forces. They have had little time to learn to manage the complexities of military brinksmanship. Finally, because many regional conflicts overlap, an escalation in the arms race tends to convey itself from one area of tension to another. For many years the big industrialized countries ignored the proliferation of ballistic missiles and sought political advantage by arming their clients. In doing so, they presumed that the bipolar alignment of power would restrain regional conflicts. The preoccupation with East-West issues overshadowed problems in the Third World. Smaller industrialized powers sold missiles to generate revenues to support their own military industries. Meanwhile the developing countries eagerly acquired missiles for the same reasons that had motivated their predecessors: to deter attack, intimidate enemies, build a technological base and win prestige.

The peaking of world oil production presents the U.S. and the world with an unprecedented risk management problem. As peaking is approached, liquid fuel prices and price volatility will increase dramatically, and, without timely mitigation, the economic, social, and political costs will be unprecedented. Viable mitigation options exist on both the supply and demand sides, but to have substantial impact, they must be initiated more than a decade in advance of peaking.... The purpose of this analysis was to identify the critical issues surrounding the occurrence and mitigation of world oil production peaking. We simplified many of the complexities in an effort to provide a transparent analysis. Nevertheless, our study is neither simple nor brief. We recognize that when oil prices escalate dramatically, there will be demand and economic impacts that will alter our simplified assumptions. Consideration of those feedbacks will be a daunting task but one that should be undertaken. Our aim in this study is to-- Summarize the difficulties of oil production forecasting; Identify the fundamentals that show why world oil production peaking is such a unique challenge; Show why mitigation will take a decade or more of intense effort; Examine the potential economic effects of oil peaking; Describe what might be accomplished under three example mitigation scenarios. Stimulate serious discussion of the problem, suggest more definitive studies, and engender interest in timely action to mitigate its impacts.

As the 20th century draws to a close, both individual countries and the world community face challenging problems related to the supply and use energy. These include local and regional environmental impacts, the prospect of global climate and sea level change associated with the greenhouse effect, and threats to international relations in connection with oil supply or nuclear proliferation. For developing countries, the financial cost of providing energy to provide basic needs and fuel economic development pose an additional burden. To assess the magnitude of future problems and the potential effectiveness of response strategies, it is important to understand how and why energy use has changed in the post and where it is heading. This requires study of the activities for which energy is used, and of how people and technology interact to provide the energy services that are desired. The authors and their colleagues have analyzed trends in energy use by sector for most of the world`s major energy-consuming countries. The approach we use considers three key elements in each sector: the level of activity, structural change, and energy intensity, which expresses the amount of energy used for various activities. At a disaggregated level, energy intensity is indicative of energy efficiency. But other factors besides technical efficiency also shape intensity.

Evaluation of innovative arsenic treatment technologies :the arsenic water technology partnership vendors forums summary report.

The lowering of the drinking water standard (MCL) for arsenic from 50 {micro}g/L to 10 {micro}g/L in January 2006 could lead to significant increases in the cost of water for many rural systems throughout the United States. The Arsenic Water Technology Partnership (AWTP), a collaborative effort of Sandia National Laboratories, the Awwa Research Foundation (AwwaRF) and WERC: A Consortium for Environmental Education and Technology Development, was formed to address this problem by developing and testing novel treatment technologies that could potentially reduce the costs of arsenic treatment. As a member of the AWTP, Sandia National Laboratories evaluated cutting-edge commercial products in three annual Arsenic Treatment Technology Vendors Forums held during the annual New Mexico Environmental Health Conferences (NMEHC) in 2003, 2004 and 2005. The Forums were comprised of two parts. At the first session, open to all conference attendees, commercial developers of innovative treatment technologies gave 15-minute talks that described project histories demonstrating the effectiveness of their products. During the second part, these same technologies were evaluated and ranked in closed sessions by independent technical experts for possible use in pilot-scale field demonstrations being conducted by Sandia National Laboratories. The results of the evaluations including numerical rankings of the products, links to company websites and copies of presentations made by the representatives of the companies are posted on the project website at http://www.sandia.gov/water/arsenic.htm. This report summarizes the contents of the website by providing brief descriptions of the technologies represented at the Forums and the results of the evaluations.

This is a progress report on the first phase of a project to measure the economic impacts of a rapidly changing U.S. target base. The purpose of the first phase is to designate and test the macroeconomic impact analysis model. Criteria were established for a decision-support model. Additional criteria were defined for an interactive macroeconomic impact analysis model. After a review of several models, the Economic Impact Forecast System model of the U.S. Army Construction Research Laboratory was selected as the appropriate input-output tool that can address local and regional economic analysis. The model was applied to five test cases to demonstrate its utility and define possible revisions to meet project criteria. A plan for EIFS access was defined at three levels. Objectives and tasks for scenario refinement are proposed.

The EFRCs are collaborative research efforts intended to accelerate high-risk, high-reward fundamental research, the scientific basis for transformative energy technologies of the future. These Centers involve universities, national laboratories, nonprofit organizations, and for-profit firms, singly or in partnerships, selected by scientific peer review. They are funded at $2 to $5 million per year for a total planned DOE commitment of $777 million over the initial five-year award period, pending Congressional appropriations. These integrated, multi-investigator Centers are conducting fundamental research focusing on one or more of several ?grand challenges? and use-inspired ?basic research needs? recently identified in major strategic planning efforts by the scientific community. During the first six months of this project, Pacific Northwest National Laboratory has provided planning and leadership support for the establishment of the International Forum for Reactor Aging Management (IFRAM). This entailed facilitating the efforts of the Global Steering Committee to prepare the charter, operating guidelines, and other documents for IFRAM. It also included making plans for the Inaugural meeting and facilitating its success. This meeting was held on August 4 5, 2011, in Colorado Springs, Colorado. Representatives from Asia, Europe, and the United States met to share information on reactor aging management and to make plans for the future. Professor Tetsuo Shoji was elected chairperson of the Leadership Council. This kick-off event transformed the dream of an international forum into a reality. On August 4-5, 2011, IFRAM began to achieve its mission. The work completed successfully during this period was built upon important previous efforts. This included the development of a proposal for establishing IFRAM and engaging experts in Asia and Europe. The proposal was presented at Engagement workshops in Seoul, Korea (October 2009) and Petten, The Netherlands (May 2010). Participants in both groups demonstrated strong interest in the establishment of IFRAM. Therefore, the Global Steering Committee was formed to plan and carry out the start-up of IFRAM in 2011. This report builds on the initial activities and documents the results of activities over the last six months.

As the 20th century draws to a close, both individual countries and the world community face challenging problems related to the supply and use energy. These include local and regional environmental impacts, the prospect of global climate and sea level change associated with the greenhouse effect, and threats to international relations in connection with oil supply or nuclear proliferation. For developing countries, the financial cost of providing energy to provide basic needs and fuel economic development pose an additional burden. To assess the magnitude of future problems and the potential effectiveness of response strategies, it is important to understand how and why energy use has changed in the post and where it is heading. This requires study of the activities for which energy is used, and of how people and technology interact to provide the energy services that are desired. The authors and their colleagues have analyzed trends in energy use by sector for most of the world's major energy-consuming countries. The approach we use considers three key elements in each sector: the level of activity, structural change, and energy intensity, which expresses the amount of energy used for various activities. At a disaggregated level, energy intensity is indicative of energy efficiency. But other factors besides technical efficiency also shape intensity.

When foreigners are injured or killed in offshore oil operations in foreign jurisdictional waters, US laws do not always apply as they would if the plaintiffs are American or resident aliens. The courts must first consider whether the Jones Act, Death on the High Seas Act, general maritime law, or a combination of laws applies and whether the court should assume jurisdiction or use the doctrine of forum non conveniens. Cases involving foreign offshore workers are used to illustrate the factors involved in each application and to consider the foreign-policy implication when foreign nationals assume that American laws and morality accompany multinational business. 2009 DOE-EM LONG-TERM MONITORING TECHNICAL FORUM SUMMARY REPORT

The U. S. Department of Energy's (DOE) Office of Environmental Management (EM) has the responsibility for cleaning up 60 sites in 22 states that were associated with the legacy of the nation's nuclear weapons program and other research and development activities. These sites are unique and many of the technologies needed to successfully disposition the associated wastes have yet to be developed or would require significant re-engineering to be adapted for future EM cleanup efforts. In 2008, the DOE-EM Engineering and Technology Program (EM-22) released the Engineering and Technology Roadmap in response to Congressional direction and the need to focus on longer term activities required for the completion of the aforementioned cleanup program. One of the strategic initiatives included in the Roadmap was to enhance long term performance monitoring as defined by 'Develop and deploy cost effective long-term strategies and technologies to monitor closure sites (including soil, groundwater, and surface water) with multiple contaminants (organics, metals and radionuclides) to verify integrated long-term cleanup performance'. To support this long-term monitoring (LTM) strategic initiative, EM 22 and the Savannah River National Laboratory (SRNL) organized and held an interactive symposia, known as the 2009 DOE-EM Long-Term Monitoring Technical Forum, to define and prioritize LTM improvement strategies and products that could be realized within a 3 to 5 year investment time frame. This near-term focus on fundamental research would then be used as a foundation for development of applied programs to improve the closure and long-term performance of EM's legacy waste sites. The Technical Forum was held in Atlanta, GA on February 11-12, 2009, and attended by 57 professionals with a focus on identifying those areas of opportunity that would most effectively advance the transition of the current practices to a more effective strategy for the LTM paradigm. The meeting format encompassed three break-out sessions, which focused on needs and opportunities associated with the following LTM technical areas: (1) Performance Monitoring Tools, (2) Systems, and (3) Information Management. The specific objectives of the Technical Forum were to identify: (1) technical targets for reducing EM costs for life-cycle monitoring; (2) cost-effective approaches and tools to support the transition from active to passive remedies at EM waste sites; and (3) specific goals and objectives associated with the lifecycle monitoring initiatives outlined within the Roadmap. The first Breakout Session on LTM performance measurement tools focused on the integration and improvement of LTM performance measurement and monitoring tools that deal with parameters such as ecosystems, boundary conditions, geophysics, remote sensing, biomarkers, ecological indicators and other types of data used in LTM configurations. Although specific tools were discussed, it was recognized that the Breakout Session could not comprehensively discuss all monitoring technologies in the time provided. Attendees provided key references where other organizations have assessed monitoring tools. Three investment sectors were developed in this Breakout Session. The second Breakout Session was on LTM systems. The focus of this session was to identify new and inventive LTM systems addressing the framework for interactive parameters such as infrastructure, sensors, diagnostic features, field screening tools, state of the art characterization monitoring systems/concepts, and ecosystem approaches to site conditions and evolution. LTM systems consist of the combination of data acquisition and management efforts, data processing and analysis efforts and reporting tools. The objective of the LTM systems workgroup was to provide a vision and path towards novel and innovative LTM systems, which should be able to provide relevant, actionable information on system performance in a cost-effective manner. Markets during world oil supply crises: an analysis of industry, consumer, and governmental response  

SciTech Connect (OSTI)

An analysis of the response of American markets to supply crises in world oil markets is presented. It addresses four main issues: the efficiency of the operation of American oil markets during oil supply crises; the problems of both economic efficiency and social equity which arise during the American adaptation process; the propriety of the Federal government's past policy responses to these problems; and the relationship between perceptions of the problems caused by world oil crises and the real economic natures of these problems. Specifically, Chapter 1 presents a theoretical discussion of the effects of a world supply disruption on the price level and supply availability of the world market oil to any consuming country including the US Chapter 2 provides a theoretical and empirical analysis of the efficiency of the adaptations of US oil product markets to higher world oil prices. Chapter 3 examines the responses of various groups of US oil firms to the alterations observed in world markets, while Chapter 4 presents a theoretical explanation for the price-lagging behavior exhibited by firms in the US oil industry. Chapter 5 addresses the nature of both real and imagined oil market problems in the US during periods of world oil market transition. (MCW)

This talk outlines a scenario describing an emerging multipolar world that is aligned with geographical regions. The stability and security of this multipolar world is examined with respect to demographics, trade (economics), resource constraints, and development. In particular I focus on Asia which has two large countries, China and India, competing for resources and markets and examine the emerging regional relations, opportunities and threats. These relationships must overcome many hurdles - the Subcontinent is in a weak position politically and strategically and faces many threats, and China's growing power could help stabilize it or create new threats. Since the fate of 1.5 billion (2.4 billion by 2050) people depends on how the Subcontinent evolves, this talk is meant to initiates a discussion of what China and India can do to help the region develop and stabilize.

The World Energy Projection System (WEPS) was developed by the Office of Integrated Analysis and Forecasting within the Energy Information Administration (EIA), the independent statistical and analytical agency of the US Department of Energy. WEPS is an integrated set of personal computer based spreadsheets containing data compilations, assumption specifications, descriptive analysis procedures, and projection models. The WEPS accounting framework incorporates projections from independently documented models and assumptions about the future energy intensity of economic activity (ratios of total energy consumption divided by gross domestic product GDP), and about the rate of incremental energy requirements met by natural gas, coal, and renewable energy sources (hydroelectricity, geothermal, solar, wind, biomass, and other renewable resources). Projections produced by WEPS are published in the annual report, International Energy Outlook. This report documents the structure and procedures incorporated in the 1998 version of the WEPS model. It has been written to provide an overview of the structure of the system and technical details about the operation of each component of the model for persons who wish to know how WEPS projections are produced by EIA.

Status of advanced fuel candidates for Sodium Fast Reactor within the Generation IV International Forum

The main challenge for fuels for future Sodium Fast Reactor systems is the development and qualification of a nuclear fuel sub-assembly which meets the Generation IV International Forum goals. The Advanced Fuel project investigates high burn-up minor actinide bearing fuels as well as claddings and wrappers to withstand high neutron doses and temperatures. The R&D outcome of national and collaborative programs has been collected and shared between the AF project members in order to review the capability of sub-assembly material and fuel candidates, to identify the issues and select the viable options. Based on historical experience and knowledge, both oxide and metal fuels emerge as primary options to meet the performance and the reliability goals of Generation IV SFR systems. There is a significant positive experience on carbide fuels but major issues remain to be overcome: strong in-pile swelling, atmosphere required for fabrication as well as Pu and Am losses. The irradiation performance database for nitride fuels is limited with longer term R&D activities still required. The promising core material candidates are Ferritic/Martensitic (F/M) and Oxide Dispersed Strengthened (ODS) steels.

Improved Economics of Nuclear Plant Life Management

The adoption of new on-line monitoring, diagnostic and eventually prognostics technologies has the potential to impact the economics of the existing nuclear power plant fleet, new plants and future advanced designs. To move from periodic inspection to on-line monitoring for condition based maintenance and eventually prognostics will require advances in sensors, better understanding of what and how to measure within the plant; enhanced data interrogation, communication and integration; new predictive models for damage/aging evolution; system integration for real world deployments; quantification of uncertainties in what are inherently ill-posed problems and integration of enhanced condition based maintenance/prognostics philosophies into new plant designs, operation and O&M approaches. The move to digital systems in petrochemical, process and fossil fuel power plants is enabling major advances to occur in the instrumentation, controls and monitoring systems and approaches employed. The adoption within the nuclear power community of advanced on-line monitoring and advanced diagnostics has the potential for the reduction in costly periodic surveillance that requires plant shut-down , more accurate cost-benefit analysis, just-in-time maintenance, pre-staging of maintenance tasks, move towards true operation without failures and a jump start on advanced technologies for new plant concepts, such as those under the International Gen IV Program. There are significant opportunities to adopt condition-based maintenance when upgrades are implemented at existing facilities. The economic benefit from a predictive maintenance program based upon advanced on-line monitoring and advanced diagnostics can be demonstrated from a cost/benefit analysis. An analysis of the 104 US legacy systems has indicated potential savings at over $1B per year when applied to all key equipment; a summary of the supporting analysis is provided in this paper.

One hundred thirty-four persons participated in a Forum on Testing and Rating Procedures for Consumer Products held at the National Bureau of Standards (NBS), Gaithersburg, Maryland, on October 2-3, 1985. The objectives of the forum, planned in cooperation with various industry associations, were: (1) to provide a line of communication between test procedure users and test-procedure developers; (2) to provide an opportunity for participants to present technical and research issues concerning Department of Energy (DOE) test procedures that need to be addressed; and (3) to assist DOE and NBS in establishing a future agenda for the development and/or revision of testing and rating procedures. The report summarizes discussions, conclusions and recommendations developed by the forum participants for the following consumer products: heat pumps and air conditioners; furnaces, boilers, and household heaters; water heaters; refrigerators, refrigerator-freezers and freezers.
