    In September 2005 the Development Committee requested the World Bank to develop an Investment Framework for Clean Energy and Development - in the context of the Gleneagles Communique on Climate Change, Clean Energy and Sustainable Development which was issued in July 2005. This Action Plan provides an update of work undertaken to date as well as actions planned by the World Bank Group (WBG) in support of the Clean Energy for Development Investment Framework (CEIF). The Action Plan relies on partnerships, including with the International Financial Institutions (IFIs) and the private sector. While it concentrates on maximizing and extending existing instruments, it provides for continued dialogue with governments and the private sector on new approaches to accelerate the transition to a low carbon economy. In addition to increased investments, the private sector has an important role to play in closing the investment gap in many countries. Projects such as Bujagali (Uganda), Nam Theun II (Laos) and China and India Thermal Power Plant Rehabilitation projects are examples of how partnerships with the private sector can work, both on financing but also on enhancing the overall regulatory framework for enhanced partnerships. The report was prepared for the 15 April 2007 Development Committee meeting, a joint committee of the Board of Governors of the World Bank and the International Monetary Fund on the transfer of real resources to developing countries. 3 figs., 3 tabs., 5 annexes.

    How effectively has the World Bank Group assisted its clients in enhancing the contribution of the extractive industries to sustainable development? (Extractive industries include oil, gas, and mining of minerals including coals and metals.) This evaluation finds that with its global mandate and experience, comprehensive country development focus, and overarching mission to fight poverty, the World Bank Group is well positioned to help countries overcome the policy, institutional, and technical challenges that prevent them from transforming resource endowments into sustainable benefits. Furthermore, the World Bank Group's achievements are many. On the whole, its extractive industries projects have produced positive economic and financial results, though compliance with its environmental and social safeguards remains a challenge. Its research has broadened and deepened understanding of the causes for the disappointing performance of resource-rich countries. Its guidelines for the mitigation of adverse environmental and social impacts have been widely used and appreciated. More recently, it has begun to address the challenge of country governance with a variety of instruments. The World Bank Group can, however, do much to improve its performance in enhancing the extractive industry sector's contribution to sustainable development and poverty reduction. The report identifies three main areas for improvement - formulating an integrated strategy, strengthening implementation and engagement of stakeholders. 5 annexes.

    Indonesia depends heavily on revenues from the export of LNG and oil, the availability of which appears to be decreasing. It is therefore making a strong effort to accelerate development of a domestic natural gas industry. A high priority has been given to the conversion of power plants and city gas systems, including local industries and commercial facilities, from liquid fuels to natural gas. This will release more oil for export, help to meet the objectives of Repelita V, and provide substantial environmental benefits. The World Bank recently provided loans to the Indonesian Government for two projects that are aimed at substituting natural gas for oil and manufactured gas in domestic markets. One project involves expansion of the gas distribution systems of Indonesia's natural gas utility (PGN) in three cities: Jakarta and Bogor in Java, and Medan in Sumatra. The project also includes training programs for PGN staff and an energy pricing policy study to be carried out by Indonesia's Ministry of Mines and Energy. The second project involves expansion of the supply of natural gas for Surabaya and twelve other towns in its vicinity in East Java, and further expansion of Medan's supply system. Technical assistance will be provided to enhance the skills ofPGN and the Ministry of Mines and Energy, and a Gas Technology Unit similar to the Institute of Gas Technology will be established at Indonesia's Research and Development Center for Oil and Gas (LEMIGAS) in Jakarta. 14 refs., 3 figs., 11 tabs.

  4. The Boom of Electricity Demand in the Residential Sector in the Developing World and the Potential for Energy Efficiency

    With the emergence of China as the world's largest energy consumer, the awareness of developing country energy consumption has risen. According to common economic scenarios, the rest of the developing world will probably see an economic expansion as well. With this growth will surely come continued rapid growth in energy demand. This paper explores the dynamics of that demand growth for electricity in the residential sector and the realistic potential for coping with it through efficiency. In 2000, only 66% of developing world households had access to electricity. Appliance ownership rates remain low, but with better access to electricity and a higher income one can expect that households will see their electricity consumption rise significantly. This paper forecasts developing country appliance growth using econometric modeling. Products considered explicitly - refrigerators, air conditioners, lighting, washing machines, fans, televisions, stand-by power, water heating and space heating - represent the bulk of household electricity consumption in developing countries. The resulting diffusion model determines the trend and dynamics of demand growth at a level of detail not accessible by models of a more aggregate nature. In addition, the paper presents scenarios for reducing residential consumption through cost-effective and/or best practice efficiency measures defined at the product level. The research takes advantage of an analytical framework developed by LBNL (BUENAS) which integrates end use technology parameters into demand forecasting and stock accounting to produce detailed efficiency scenarios, which allows for a realistic assessment of efficiency opportunities at the national or regional level. The past decades have seen some of the developing world moving towards a standard of living previously reserved for industrialized countries. Rapid economic development, combined with large populations has led to first China and now India to emerging as 'energy giants', a phenomenon that is expected to continue, accelerate and spread to other countries. This paper explores the potential for slowing energy consumption and greenhouse gas emissions in the residential sector in developing countries and evaluates the potential of energy savings and emissions mitigation through market transformation programs such as, but not limited to Energy Efficiency Standards and Labeling (EES&L). The bottom-up methodology used allows one to identify which end uses and regions have the greatest potential for savings.

    Turkey's demand for energy and electricity is increasing rapidly. Since 1990, energy consumption has increased at an annual average rate of 4.3%. As would be expected, the rapid expansion of energy production and consumption has brought with it a wide range of environmental issues at the local, regional and global levels. With respect to global environmental issues, Turkey's carbon dioxide (CO2) emissions have grown along with its energy consumption. Emissions in 2000 reached 211 million metric tons. With GDP projected to grow at over 6% per year over the next 25 years, both the energy sector and the pollution associated with it are expected to increase substantially. This is expected to occur even if assuming stricter controls on lignite and hard coal-fired power generation. All energy consuming sectors, that is, power, industrial, residential, and transportation, will contribute to this increased emissions burden. Turkish Government authorities charged with managing the fundamental problem of carrying on economic development while protecting the environment include the Ministry of Environment (MOE), the Ministry of Energy and Natural Resources (MENR), and the Ministry of Health, as well as the Turkish Electricity Generation & Transmission Company (TEAS). The World Bank, working with these agencies, is planning to assess the costs and benefits of various energy policy alternatives under an Energy and Environment Review (EER). Eight individual studies have been conducted under this activity to analyze certain key energy technology issues and use this analysis to fill in the gaps in data and technical information. This will allow the World Bank and Turkish authorities to better understand the trade-offs in costs and impacts associated with specific policy decisions. The purpose of Task 7-Energy Sector Modeling, is to integrate information obtained in other EER tasks and provide Turkey's policy makers with an integrated systems analysis of the various options for addressing the various energy and environmental concerns. The work presented in this report builds on earlier analyses presented at the COP 6 conference in Bonn.

    The People`s Republic of China (PRC) has the fastest growing economy in the world and is the third largest producer and consumer of energy. At the same time, the PRC`s industrial sector contributes heavily to air and water pollution. Because of the linkages between the production and use of energy and environmental degradation, the PRC, with the active support of bilateral and multilateral aid agencies, including the Asian Development Bank (ADB), is adopting measures that link economic growth to improvements in the environment. The PRC is pursuing a two-pronged strategy that involves implementing priority investment programs and promoting economic reforms. The ADB`s experience shows that the concept of cleaner production (CP) has been widely accepted, but the widespread adoption of CP requires a new way of thinking and new management capacities. In this regard, the PRC is at an early stage of promoting CP, and inadequacies in coordination among relevant agencies remain a key obstacle. To support CP activities, the ADB is participating in a cluster of activities within China that include policy development, capacity building, and financing environmental investments. This article describes the ADB`s current efforts to promote CP in PRC and analyzes the effectiveness of those efforts.

    China faces a significant challenge in the years ahead to continue to provide essential materials and products for a rapidly-growing economy while addressing pressing environmental concerns. China's industrial sector is heavily dependent on the country's abundant, yet polluting, coal resources. While tremendous energy conservation and environmental protection achievements were realized in the industrial sector in the past, there remains a great gulf between the China's level of energy efficiency and that of the advanced countries of the world. Internationally, significant energy efficiency improvement in the industrial sector has been realized in a number of countries using an innovative policy mechanism called Voluntary Agreements. This paper describes international experience with Voluntary Agreements in the industrial sector as well as the development of a pilot program to test the use of such agreements with two steel mills in Shandong Province, China.

    This paper presents the results of energy market analysis sponsored by the Department of Energy's (DOE) Weatherization and International Program (WIP) within the Office of Energy Efficiency and Renewable Energy (EERE). The analysis was conducted by a team of DOE laboratory experts from the National Renewable Energy Laboratory (NREL), Oak Ridge National Laboratory (ORNL), and Pacific Northwest National Laboratory (PNNL), with additional input from Lawrence Berkeley National Laboratory (LBNL).     Coal is our largest domestic energy resource with recoverable reserves estimated at 268 billion short tons or 5.896 quads Btu equivalent. This is approximately 95 percent of US fossil energy resources. It is relatively inexpensive to mine, and on a per Btu basis it is generally much less costly to produce than other energy sources. Its chief drawbacks are the environmental, health and safety concerns that must be addressed in its production and consumption. Historically, coal has played a major role in US energy markets. Coal fueled the railroads, heated the homes, powered the factories. and provided the raw materials for steel-making. In 1920, coal supplied over three times the amount of energy of oil, gas, and hydro combined. From 1920 until the mid 1970s, coal production remained fairly constant at 400 to 600 million short tons a year. Rapid increases in overall energy demands, which began during and after World War II were mostly met by oil and gas. By the mid 1940s, coal represented only half of total energy consumption in the US. In fact, post-war coal production, which had risen in support of the war effort and the postwar Marshall plan, decreased approximately 25 percent between 1945 and 1960. Coal demand in the post-war era up until the 1970s was characterized by increasing coal use by the electric utilities but decreasing coal use in many other markets (e.g., rail transportation). The oil price shocks of the 1970s, combined with natural gas shortages and problems with nuclear power, returned coal to a position of prominence. The greatly expanded use of coal was seen as a key building block in US energy strategies of the 1970s. Coal production increased from 613 million short tons per year in 1970 to 950 million short tons in 1988, up over 50 percent.

    As the 20th century draws to a close, both individual countries and the world community face challenging problems related to the supply and use energy. These include local and regional environmental impacts, the prospect of global climate and sea level change associated with the greenhouse effect, and threats to international relations in connection with oil supply or nuclear proliferation. For developing countries, the financial cost of providing energy to provide basic needs and fuel economic development pose an additional burden. To assess the magnitude of future problems and the potential effectiveness of response strategies, it is important to understand how and why energy use has changed in the post and where it is heading. This requires study of the activities for which energy is used, and of how people and technology interact to provide the energy services that are desired. The authors and their colleagues have analyzed trends in energy use by sector for most of the world`s major energy-consuming countries. The approach we use considers three key elements in each sector: the level of activity, structural change, and energy intensity, which expresses the amount of energy used for various activities. At a disaggregated level, energy intensity is indicative of energy efficiency. But other factors besides technical efficiency also shape intensity.

    The DOE/DOD Environmental Data Bank was established in 1959 as a central location for storing weapons and equipment environments information from a variety of DOE, DOD, and industrial sources and continues to be maintained by Sandia National Laboratories. The Environmental Data Bank contains approximately 2,900 documents regarding normal and abnormal environments that describe the handling, storage, transportation, use, and general phases, which occur during the life of a weapon system. The Environmental Data Bank contains a vast assortment of resources that document crash, fire, and chemical environments resulting from aircraft, rail, ship, and truck accidents, as well as crash and thermal tests conducted on shipping containers. Also included are studies on the hazards of exposure to liquid natural gas fireballs, chemical fireballs, and hydrogen fireballs. This paper describes the DOE/DOD Environmental Data Bank system, its structure, data sources, and usage, with particular emphasis on its use for safety assessments at Sandia National Laboratories.

    This thesis presents measurements of the oscillations of muon antineutrinos in the atmospheric sector, where world knowledge of antineutrino oscillations lags well behind the knowledge of neutrinos, as well as a search for {nu}{sub {mu}} {yields} {bar {nu}}{sub {mu}} transitions. Differences between neutrino and antineutrino oscillations could be a sign of physics beyond the Standard Model, including non-standard matter interactions or the violation of CPT symmetry. These measurements leverage the sign-selecting capabilities of the magnetized steel-scintillator MINOS detectors to analyze antineutrinos from the NuMI beam, both when it is in neutrino-mode and when it is in antineutrino-mode. Antineutrino oscillations are observed at |{Delta}{bar m}{sub atm}{sup 2}| = (3.36{sub -0.40}{sup +0.46}(stat) {+-} 0.06(syst)) x 10{sup -3} eV{sup 2} and sin{sup 2}(2{bar {theta}}{sub 23}) = 0.860{sub -0.12}{sup +0.11}(stat) {+-} 0.01(syst). The oscillation parameters measured for antineutrinos and those measured by MINOS for neutrinos differ by a large enough margin that the chance of obtaining two values as discrepant as those observed is only 2%, assuming the two measurements arise from the same underlying mechanism, with the same parameter values. No evidence is seen for neutrino-to-antineutrino transitions.

    Disaggregation of sectoral energy use and greenhouse gas emissions trends reveals striking differences between sectors and regions of the world. Understanding key driving forces in the energy end-use sectors provides insights for development of projections of future greenhouse gas emissions. This report examines global and regional historical trends in energy use and carbon emissions in the industrial, buildings, transport, and agriculture sectors, with a more detailed focus on industry and buildings. Activity and economic drivers as well as trends in energy and carbon intensity are evaluated. The authors show that macro-economic indicators, such as GDP, are insufficient for comprehending trends and driving forces at the sectoral level. These indicators need to be supplemented with sector-specific information for a more complete understanding of future energy use and greenhouse gas emissions.

    This article describes how the organization of the electric energy sector in Argentina has changed dramatically from a sector in which state-owned companies worked under a central planning to one in which private companies make their own decisions. The way that the electrical system used to work can be shown by these statements: demand growth estimated by central planning team; projects to be developed and the timetable determined by the same team; unit operations ruled by central dispatch, and under state-owned companies responsibility; integration with neighbor countries focused on physical projects, such as Salto Grande with Uruguay and Yacyreta with Paraguay. Today the electrical system works under these rules: the system has been vertically separated and the companies cannot be integrated; electric energy is considered as an ordinary wealth and the value that consumers give it is taken into account, (the distribution companies pay consumers a penalty for the energy that they cannot supply, the penalty is worth the economic damage consumers suffer due to its lack); producers have to compete for demand. They can sell in two ways: sell under private agreements or sell to the system. Both ways of selling compete with each other because the system buys giving priority to lower costs and, as a consequence, some of the producers do not sell at all.

    In 2000, the Intergovernmental Panel on Climate Change (IPCC) published a new set of baseline greenhouse gas (GHG) emissions scenarios in the Special Report on Emissions Scenarios (SRES) (Nakicenovic et al., 2000). The SRES team defined four narrative storylines (A1, A2, B1 and B2) describing the relationships between the forces driving GHG and aerosol emissions and their evolution during the 21st century. The SRES reports emissions for each of these storylines by type of GHG and by fuel type to 2100 globally and for four world regions (OECD countries as of 1990, countries undergoing economic reform, developing countries in Asia, rest of world). Specific assumptions about the quantification of scenario drivers, such as population and economic growth, technological change, resource availability, land-use changes, and local and regional environmental policies, are also provided. End-use sector-level results for buildings, industry, or transportation or information regarding adoption of particular technologies and policies are not provided in the SRES. The goal of this report is to provide more detailed information on the SRES scenarios at the end use level including historical time series data and a decomposition of energy consumption to understand the forecast implications in terms of end use efficiency to 2030. This report focuses on the A1 (A1B) and B2 marker scenarios since they represent distinctly contrasting futures. The A1 storyline describes a future of very rapid economic growth, low population growth, and the rapid introduction of new and more efficient technologies. Major underlying themes are convergence among regions, capacity building, and increased cultural and social interactions, with a substantial reduction in regional differences in per capita income. The B2 storyline describes a world with an emphasis on economic, social, and environmental sustainability, especially at the local and regional levels. It is a world with moderate population growth, intermediate levels of economic development, and less rapid and more diverse technological change (Nakicenovic et al., 2000). Data were obtained from the SRES modeling teams that provide more detail than that reported in the SRES. For the A1 marker scenario, the modeling team provided final energy demand and carbon dioxide (CO{sub 2}) emissions by fuel for industry, buildings, and transportation for nine world regions. Final energy use and CO{sub 2} emissions for three sectors (industry, transport, buildings) for the four SRES world regions were provided for the B2 marker scenario. This report describes the results of a disaggregation of the SRES projected energy use and energy-related CO{sub 2} emissions for the industrial, transport, and buildings sectors for 10 world regions (see Appendix 1) to 2030. An example of further disaggregation of the two SRES scenarios for the residential buildings sector in China is provided, illustrating how such aggregate scenarios can be interpreted at the end use level.

    This study addresses the most significant issues of natural-resource management in the Philippines. These include the disappearence or degradation of forests; erosion and changes in hydrological regimes; the conversion of mangrove swamps to fishponds; degradation of coral reefs; and depletion of nearshore fisheries through overfishing and destructive techniques. The issues addressed concern the extent and rate of degradation of these resource stocks, the impact thereof on the national economy, and the scope for ameliorative measures through policy responses, management changes, and investments. The Government is responsible for management of public resources, which include over half of the land area of the Philippines as well as the coastal waters. Historically, public management has been less than optimal, as evidenced by an unsustainable rate of deforestation and the recent stagnation or decline in extractive fisheries.

    A study on the economy of Taiwan, with special reference to the energy sector, revealed the following: Taiwan's rapid export-driven economic growth in the 1970s and 1980s has earned them the rank of ''Newly Industrialized Countries.'' Coal reserves measure less than 1 billion tons, and annual output has declined to below 2 million tons per year. Marginal amounts of crude are produced. Natural gas resources have been exploited both on- and offshore, through production amounts to little more than 1 billion cubic meters per year. Domestic hydrocarbon production is forecast to decline. Taiwan prssesses an estimated 5300 mW of exploitable hydropower capacity, of which 2564 mW had been installed by 1986. Taiwan has undertaken a massive program of nuclear power construction in response to the rapid rise in oil prices during the 1970s. Energy demand has risen an average of 9.0 percent per year since 1954, while real GNP has grown 8.6 percent per year. Sine 1980, oil has provided a lower share of total energy demand. Oil demand for transport has continued to grow rapidly. Declining production of domestic natural gas has led Taiwan to initiate LNG imports from Indonesia beginning in 1990. Coal has regained some of its earlier importance in Taiwan's energy structure. With declining domestic production, imports now provide nearly 90 percent of total coal demand. Taiwan is basically self-sufficient in refining capacity. Energy demand is expected to grow 5.4 percent per year through the yeat 2000. With declining output of domestic resources, energy dependency on imports will rise from its current 90 percent level. Government policy recognizes this external dependency and has directed it efforts at diversification of suppliers. 18 refs., 11 figs., 40 tabs.

    RAMSGAS, the Research and Development Analysis Modeling System World Natural Gas Model, was developed to support planning of unconventional gaseoues fuels research and development. The model is a scenario analysis tool that can simulate the penetration of unconventional gas into world markets for oil and gas. Given a set of parameter values, the model estimates the natural gas supply and demand for the world for the period from 1980 to 2030. RAMSGAS is based onmore » a supply/demand framwork and also accounts for the non-renewable nature of gas resources. The model has three fundamental components: a demand module, a wellhead production cost module, and a supply/demand interface module. The demand for gas is a product of total demand for oil and gas in each of 9 demand regions and the gas share. Demand for oil and gas is forecast from the base year of 1980 through 2030 for each demand region, based on energy growth rates and price-induced conservation. For each of 11 conventional and 19 unconventional gas supply regions, wellhead production costs are calculated. To these are added transportation and distribution costs estimates associated with moving gas from the supply region to each of the demand regions and any economic rents. Based on a weighted average of these costs and the world price of oil, fuel shares for gas and oil are computed for each demand region. The gas demand is the gas fuel share multiplied by the total demand for oil plus gas. This demand is then met from the available supply regions in inverse proportion to the cost of gas from each region.     Although tidally locked habitable planets orbiting nearby M-dwarf stars are among the best astronomical targets to search for extrasolar life, they may also be deficient in volatiles and water. Climate models for this class of planets show atmospheric transport of water from the dayside to the nightside, where it is precipitated as snow and trapped as ice. Since ice only slowly flows back to the dayside upon accumulation, the resulting hydrological cycle can trap a large amount of water in the form of nightside ice. Using ice sheet dynamical and thermodynamical constraints, I illustrate how planets with less than about a quarter the Earth's oceans could trap most of their surface water on the nightside. This would leave their dayside, where habitable conditions are met, potentially dry. The amount and distribution of residual liquid water on the dayside depend on a variety of geophysical factors, including the efficiency of rock weathering at regulating atmospheric CO{sub 2} as dayside ocean basins dry up. Water-trapped worlds with dry daysides may offer similar advantages as land planets for habitability, by contrast with worlds where more abundant water freely flows around the globe.

    This report forms part of a project entitled 'World Biofuels Study'. The objective is to study world biofuel markets and to examine the possible contribution that biofuel imports could make to help meet the Renewable Fuel Standard (RFS) of the Energy Independence and Security Act of 2007 (EISA). The study was sponsored by the Biomass Program of the Assistant Secretary for Energy Efficiency and Renewable Energy (EERE), U.S. Department of Energy. It is a collaborative effort among the Office of Policy and International Affairs (PI), Department of Energy and Oak Ridge National Laboratory (ORNL), National Renewable Energy Laboratory (NREL) and Brookhaven National Laboratory (BNL). The project consisted of three main components: (1) Assessment of the resource potential for biofuel feedstocks such as sugarcane, grains, soybean, palm oil and lignocellulosic crops and development of supply curves (ORNL). (2) Assessment of the cost and performance of biofuel production technologies (NREL). (3) Scenario-based analysis of world biofuel markets using the ETP global energy model with data developed in the first parts of the study (BNL). This report covers the modeling and analysis part of the project conducted by BNL in cooperation with PI. The Energy Technology Perspectives (ETP) energy system model was used as the analytical tool for this study. ETP is a 15 region global model designed using the MARKAL framework. MARKAL-based models are partial equilibrium models that incorporate a description of the physical energy system and provide a bottom-up approach to study the entire energy system. ETP was updated for this study with biomass resource data and biofuel production technology cost and performance data developed by ORNL and NREL under Tasks 1 and 2 of this project. Many countries around the world are embarking on ambitious biofuel policies through renewable fuel standards and economic incentives. As a result, the global biofuel demand is expected to grow very rapidly over the next two decades, provided policymakers stay the course with their policy goals. This project relied on a scenario-based analysis to study global biofuel markets. Scenarios were designed to evaluate the impact of different policy proposals and market conditions. World biofuel supply for selected scenarios is shown in Figure 1. The reference case total biofuel production increases from 12 billion gallons of ethanol equivalent in 2005 to 54 billion gallons in 2020 and 83 billion gallons in 2030. The scenarios analyzed show volumes ranging from 46 to 64 billion gallons in 2020, and from about 72 to about 100 billion gallons in 2030. The highest production worldwide occurs in the scenario with high feedstock availability combined with high oil prices and more rapid improvements in cellulosic biofuel conversion technologies. The lowest global production is found in the scenario with low feedstock availability, low oil prices and slower technology progress.

Despite a slip in refined products demand in recent years, Philippines products demand will rebound sharply by 2000, East-West Center (EWC), Honolulu, predicts. Philippines planned refinery expansions are expected to meet that added demand, EWC Director Fereidun Fesharaki says. Like the rest of the Asia-Pacific region, product specifications are changing, but major refiners in the area expect to meet the changes without major case outlays. At the same time, Fesharaki says, push toward deregulation will further bolster the outlook for the Philippines downstream sector.

  10. Forensic DNA data banking by state crime labortaories

    This article reports the results of a survey of the responsible crime laboratories in the first 19 states with legislation establishing forensic DNA data banks. The survey inquired into the labs` policies and procedures regarding the collection, storage, and analysis of samples; the retention of samples and data; search protocols; access to samples and data by third parties; and related matters. The research suggests that (1) the number of samples collected from convicted offenders for DNA data banking has far surpassed the number that have been analyzed; (2) data banks have already been used in a small but growing number of cases, to locate suspects and to identify associations between unresolved cases; (3) crime labs currently plan to retain indefinitely the samples collected for their data banks; and (4) the nature and extent of security safeguards that crime labs have implemented for their data banks vary among states. The recently enacted DNA Identification Act (1994) will provide $40 million in federal matching grants to states for DNA analysis activities, so long as states comply with specified quality-assurance standards, submit to external proficiency testing, and limit access to DNA information. Although these additional funds should help to ease some sample backlogs, it remains unclear how labs will allocate the funds, as between analyzing samples for their data banks and testing evidence samples in cases without suspects. The DNA Identification Act provides penalties for the disclosure or obtaining of DNA data held by data banks that participate in CODIS, the FBI`s evolving national network of DNA data banks, but individual crime labs must also develop stringent internal safeguards to prevent breaches of data-bank security. 9 refs., 3 tabs.

    Mr. Bajer feels that elimination of many federal conservation programs will have no effect on the US goal of reducing oil imports because the private sector can do a better job of providing these efforts. He notes that many government programs were the result of overreaction to the 1973 oil embargo, when Congress misread the public's willingness to respond. The American people have taken the initiative, however, and have reduced their energy consumption and import rates. Mr. Bajer further notes that, according to the DOE Office of Policy, Planning and Analysis, DOE's conservation programs accounted for less than 5% of reduction of energy use per unit of GNP. He thinks that new policies will allow market forces to continue providing conservation incentives and will remove government intervention and competition with the private sector. (DCK)

    The Experimental Pressurised Fluidized Bed Combustion Facility at Grimethorpe, South Yorkshire, UK incorporates an in-bed tube bank. During the operation of the facility between June and September 1982, an unexpectedly high degree of metal wastage occurred from the external surfaces of this tube bank. Measures were taken to reduce the rate of metal wastage and extend the life of the tube bank, which was subsequently replaced in July 1983 after a total operating period of 1222 hours of coal burning. Using small-scale fluidized bed cold models, experimental investigations were carried out to determine measures to reduce the metal wastage. The results indicated that metal wastage would be reduced by the following changes: a reduction in the fluidizing velocity; the attachment of studs or axial fins to the tubes; a reduction in the height of the space between the distributor plate and the bottom of the tube bank; and the elimination, where possible of any large gaps within the tube bank. Such changes have been incorporated into the design of the replacement tube bank. This has now been installed and has experienced significantly less metal wastage. 9 references, 6 tables, 34 figures.

    We present an extension of the standard model to dark sector with an unbroken local dark U(1){sub X} symmetry. Including various singlet portal interactions provided by the standard model Higgs, right-handed neutrinos and kinetic mixing, we show that the model can address most of phenomenological issues (inflation, neutrino mass and mixing, baryon number asymmetry, dark matter, direct/indirect dark matter searches, some scale scale puzzles of the standard collisionless cold dark matter, vacuum stability of the standard model Higgs potential, dark radiation) and be regarded as an alternative to the standard model. The Higgs signal strength is equal to one as in the standard model for unbroken U(1){sub X} case with a scalar dark matter, but it could be less than one independent of decay channels if the dark matter is a dark sector fermion or if U(1){sub X} is spontaneously broken, because of a mixing with a new neutral scalar boson in the models.

    Middle East LPG producers will continue to dominate world export markets in 1996. Led by Saudi Arabia, the Middle East will produce nearly 26 million metric tons of LPG in million metric tons of LPG in 1996, more than 54% of the world`s almost 48 million metric tons of export LPG. In 2000, however, with world exports of LPG expanding to 58.9 million metric tons, Middle East suppliers; share will have remained flat, making up 31.7 million metric tons, or 53.9%. Saudi Arabia`s contribution will exceed 15 million metric tons, reflecting essentially no growth since 1995. These and other patterns, from data compiled by Purvin and Gertz, Dallas, and published earlier this year, show other suppliers of LPG, especially African (Algeria/Nigeria), North Sea, and Latin American (Venezuela/Argentina), picking up larger shares in the last 5 years of this decade. This scenario assumes completion of several major supply projects that are either panned, under construction, or nearing start up in most of these areas. The paper discusses the global picture, the supply situation in the Middle East, Africa, the North Sea, and South America.

It focusses on gas-fired heating equipment. Various sources of data are examined in order to characterize the commercial buildings and equipment in the service territory. Several key pieces of information necessary to predict savings potential are identified. These include the efficiencies and size distribution of existing equipment. Twenty-one specific conservation measures are identified and their applicability is discussed in terms of equipment size. Recommendations include improving the characterization of existing buildings and equipment, and developing a greater understanding of the savings and costs of conservation measures, and their interactions, especially in the middle size range of buildings and equipment.

    We analyse three cosmological scenarios with interaction in the dark sector, which are particular cases of a general expression for the energy flux from vacuum to matter. In the first case the interaction leads to a transition from an unstable de Sitter phase to a radiation dominated universe, avoiding in this way the initial singularity. In the second case the interaction gives rise to a slow-roll power-law inflation. Finally, the third scenario is a concordance model for the late-time universe, with the vacuum term decaying into cold dark matter. We identify the physics behind these forms of interaction and show that they can be described as particular types of the modified Chaplygin gas.

  15. Utility Sector Impacts of Reduced Electricity Demand

    This report presents a new approach to estimating the marginal utility sector impacts associated with electricity demand reductions. The method uses publicly available data and provides results in the form of time series of impact factors. The input data are taken from the Energy Information Agency's Annual Energy Outlook (AEO) projections of how the electric system might evolve in the reference case, and in a number of side cases that incorporate different effciency and other policy assumptions. The data published with the AEO are used to define quantitative relationships between demand-side electricity reductions by end use and supply-side changes to capacity by plant type, generation by fuel type and emissions of CO2, Hg, NOx and SO2. The impact factors define the change in each of these quantities per unit reduction in site electricity demand. We find that the relative variation in these impacts by end use is small, but the time variation can be significant.

    This report presents the information that homeowners and policy makers need to facilitate PV financing at the residential level. The full range of cash payments, bill savings, and tax incentives is covered, as well as potentially available solar attribute payments. Traditional financing is also compared to innovative solutions, many of which are borrowed from the commercial sector. Together, these mechanisms are critical for making the economic case for a residential PV installation, given its high upfront costs. Unfortunately, these programs are presently limited to select locations around the country. By calling attention to these innovative initiatives, this report aims to help policy makers consider greater adoption of these models to benefit homeowners interested installing a residential PV system.

    The paper traces the development of Nucor`s investigation of clean iron unit processes, namely, direct reduction, and the decision to build and operate the world`s first commercial iron carbide plant. They first investigated coal based processes since the US has abundant coal reserves, but found a variety of reasons for dropping the coal-based processes from further consideration. A natural gas based process was selected, but the failure to find economically priced gas supplies stopped the development of a US based venture. It was later found that Trinidad had economically priced and abundant supplies of natural gas, and the system of government, the use of English language, and geographic location were also ideal. The cost estimates required modification of the design, but the plant was begun in April, 1993. Start-up problems with the plant are also discussed. Production should commence shortly.

    The widely acknowledged innovation of Title IV of the 1990 Clean Air Act Amendments is sulfur dioxide allowance trading, which is designed to encourage the electricity industry to minimize the cost of reducing emissions. Few studies have examined the environmental effects of trading, and none have explored the effects of banking. The authors used an integrated assessment computer model, the Tracking and Analysis Framework, to evaluate changes in emissions of SO{sub 2}, atmospheric concentrations of sulfates and deposition of sulfur, and public health benefits from reduced exposure to SO{sub 2} and particulate matter. They assessed geographic and temporal changes at the state level that result from trading and banking and compared them with estimated cost savings. The findings are not consistent with the feats of the program's critics. In the East and Northeast including New York State, an area of particular concern, the authors found that health benefits increase and sulfur deposition decrease slightly as a result of trading. Nationally, trading results in health-related benefits in addition to significant cost savings. Banking changes the timing of emissions, but the geographic consequence of banking is varied.

    The 2006 California Global Warming Solutions Act calls for reducing greenhouse gas (GHG) emissions to 1990 levels by 2020. Meeting this target will require action from all sectors of the California economy, including industry. The industrial sector consumes 25% of the energy used and emits 28% of the carbon dioxide (CO{sub 2}) produced in the state. Many countries around the world have national-level GHG reduction or energy-efficiency targets, and comprehensive programs focused on implementation of energy efficiency and GHG emissions mitigation measures in the industrial sector are essential for achieving their goals. A combination of targets and industry-focused supporting programs has led to significant investments in energy efficiency as well as reductions in GHG emissions within the industrial sectors in these countries. This project has identified program and policies that have effectively targeted the industrial sector in other countries to achieve real energy and CO{sub 2} savings. Programs in Ireland, France, The Netherlands, Denmark, and the UK were chosen for detailed review. Based on the international experience documented in this report, it is recommended that companies in California's industrial sector be engaged in a program to provide them with support to meet the requirements of AB32, The Global Warming Solution Act. As shown in this review, structured programs that engage industry, require members to evaluate their potential efficiency measures, plan how to meet efficiency or emissions reduction goals, and provide support in achieving the goals, can be quite effective at assisting companies to achieve energy efficiency levels beyond those that can be expected to be achieved autonomously.

    In a large-scale study using data from the Protein Data Bank, some of the many reported findings regarding the crystallization of proteins were investigated. The Protein Data Bank (PDB) is the largest available repository of solved protein structures and contains a wealth of information on successful crystallization. Many centres have used their own experimental data to draw conclusions about proteins and the conditions in which they crystallize. Here, data from the PDB were used to reanalyse some of these results. The most successful crystallization reagents were identified, the link between solution pH and the isoelectric point of the protein was investigated and the possibility of predicting whether a protein will crystallize was explored.

    This paper presents estimates of the rate of forest use, deforestation and forest degradation, as well as the corresponding carbon flows, in the Tanzanian forest sector. It is estimated that the country lost 525,000 ha of forests in 1990, with associated committed emissions of 31.5 Mt. Carbon (MtC), and 7.05 MtC of committed carbon sequestration. The paper then describes the possible response options in the forest sector to mitigate GHG emissions, and evaluates the most stable subset of these-i.e. forest conservation, woodfuel plantations and agroforestry. The conservation options were found to cost an average of U.S. $1.27 per tonne of carbon (tC) conserved. Five options for fuelwood plantations and agroforestry, with two different ownership regimes were evaluated. Each one of the options gives a positive net present value at low rates of discount, ranging from U.S. $1.06 to 3.4/1C of avoided emissions at 0 percent discount rate. At 10 percent discount, the eucalyptus and maize option has a highest PNV of U.S. $1.73 tC, and the government plantation gives a negative PNV (loss) of U.S. $0.13 tC sequestered. The options with a private/community type of ownership scheme fared better than government run options. This conclusion also held true when ranking the options by the BRAC indicator, with the government fuelwood plantation ranked the lowest, and the private agroforestry option of eucalyptus and corn performing best. The mitigation options evaluated here show that the forest sector in Tanzania has one of the most cost-effective GHG mitigation opportunities in the world, and they are within the developmental aspirations of the country.

    Neutrino astronomy has rapidly developed these last years, being the only way to get specific and reliable information about astrophysical objects still poorly understood.Currently two neutrino telescopes are operational in the World: BAIKAL, in the lake of the same name in Siberia, and AMANDA, in the ices of the South Pole. Two telescopes of the same type are under construction in the Mediterranean Sea: ANTARES and NESTOR. All these telescopes belong to a first generation, with an instrumented volume smaller or equal to 0.02 km3. Also in the Mediterranean Sea, the NEMO project is just in its stag phase, within the framework of a cubic kilometer size neutrino telescope study. Lastly, the ICECUBE detector, with a volume reaching about 1 km3, is under construction on the site of AMANDA experiment, while an extension of the BAIKAL detector toward km3 is under study. We will present here the characteristics of these experiments, as well as the results of their observations.

    The United States Department of Energys (DOE) Energy Information Administration (EIA) conducts the Manufacturing Energy Consumption Survey (MECS) to provide detailed data on energy consumption in the manufacturing sector. The survey is a sample of approximately 15,000 manufacturing establishments selected from the Economic Census - Manufacturing Sector. MECS provides statistics on the consumption of energy by end uses (e.g., boilers, process, electric drives, etc.) disaggregated by North American Industry Classification System (NAICS) categories. The manufacturing sector (NAICS Sector 31-33) consists of all manufacturing establishments in the 50 States and the District of Columbia. According to the NAICS, the manufacturing sector comprises establishments engaged in the mechanical, physical, or chemical transformation of materials, substances, or components into new products. The establishments are physical facilities such as plants, factories, or mills. For many of the sectors in the MECS datasets, information is missing because the reported energy use is less than 0.5 units or BTUs, or is withheld to avoid disclosing data for individual establishments, or is withheld because the standard error is greater than 50%. We infer what the missing information likely are using several approximations techniques. First, much of the missing data can be easily calculated by adding or subtracting other values reported by MECS. If this is not possible (e.g. two data are missing), we look at historic MECS reports to help identify the breakdown of energy use in the past and assume it remained the same for the current MECS. Lastly, if historic data is also missing, we assume that 3 digit NAICS classifications predict energy use in their 4, 5, or 6 digit NAICS sub-classifications, or vice versa. Along with addressing data gaps, end use energy is disaggregated beyond the specified MECS allocations using additional industry specific energy consumption data. The result is a completed table of energy end use by sector with mechanical drives broken down by pumps, fans, compressed air, and drives.

    Wetland mitigation banks are already in existence in the United States, and the number is increasing. To date, most of these banks have been created and operated for mitigation of impacts arising from highway or commercial development and have not been associated with the oil and gas industry. Argonne National Laboratory evaluated the positive and negative aspects of wetland mitigation banking for the oil and gas industry by examining banks already created for other uses by federal, state, and private entities. Specific issues addressed in this study include (1) the economic, ecological, and technical effectiveness of existing banks; (2) the changing nature of local, state, and federal jurisdiction; and (3) the unique regulatory and jurisdictional problems affecting bank developments associated with the oil and gas industry.

    The Washington Department of Fish and Wildlife implemented the Banks Lake Fishery Evaluation Project (BLFEP) in September 2001 with funds from the Bonneville Power Administration. Fiscal Year (FY) 2001 of the BLFEP was used to gather historic information, establish methods and protocols, collect limnology data, and conduct the first seasonal fish surveys. FY 2002 was used to continue seasonal fish and lakewide creel surveys and adjust methods and protocols as needed. Water quality parameters were collected monthly from February to May and bi-monthly from June to August. Banks Lake water temperatures began to increase in April and stratification was apparent by June at all 3 limnology collection sites. By late August, the thermocline had dropped to nearly 20 meters deep, with 16-17 C temperatures throughout the epilimnion. Dissolved oxygen levels were generally above 10 mg/L until August when dissolved oxygen dropped near or below 5 mg/L below 20-meters deep. Secchi depths ranged from 2.5-8 meters and varied by location and date. Nearshore and offshore fish surveys were conducted in October 2002 and May and July 2003 using boat electrofishing, fyke net, gill net, and hydroacoustic surveys. Yellow Perch Perca flavescens (32 %) and cottid spp. (22 %) dominated the nearshore species composition in October; however, by May yellow perch (12 %) were the third most common species followed by smallmouth bass Micropterous dolomieui (34 %) and lake whitefish Coregonus clupeaformis (14 %). Lake whitefish dominated the offshore catch during October (78 %) and May (81 %). Fish diet analysis indicated that juvenile fishes consumed primarily insects and zooplankton, while adult piscivores consumed cottids spp. and yellow perch most frequently. For FY 2002, the following creel statistics are comprehensive through August 31, 2003. The highest angling pressure occurred in June 2003, when anglers were primarily targeting walleye and smallmouth bass. Boat anglers utilized Steamboat State Park more frequently than any other boat ramp on Banks Lake. Shore anglers used the rock jetty at Coulee City Park 76 % of the time, with highest use occurring from November through April. An estimated total of 11,915 ({+-}140 SD) smallmouth bass, 6,412 ({+-}59 SD) walleye, 5,470 ({+-}260 SD) rainbow trout, and 1,949 ({+-}118 SD) yellow perch were harvested from Banks Lake in FY 2002. Only 3 kokanee were reported in the catch during the FY 2002 creel survey. In the future, data from the seasonal surveys and creel will be used to identify potential factors that may limit the production and harvest of kokanee, rainbow trout, and various spiny-rayed fishes in Banks Lake. The limiting factors that will be examined consist of: abiotic factors including water temperature, dissolved oxygen levels, habitat, exploitation and entrainment; and biotic factors including food limitation and predation. The BLFEP will also evaluate the success of several rearing and stocking strategies for hatchery kokanee in Banks Lake.

    Electricity is the major fuel (over 99%) used in the residential, commercial, and industrial sectors in Bahrain. In 1992, the total annual electricity consumption in Bahrain was 3.45 terawatt-hours (TWh), of which 1.95 TWh (56%) was used in the residential sector, 0.89 TWh (26%) in the commercial sector, and 0.59 TWh (17%) in the industrial sector. Agricultural energy consumption was 0.02 TWh (less than 1%) of the total energy use. In Bahrain, most residences are air conditioned with window units. The air-conditioning electricity use is at least 50% of total annual residential use. The contribution of residential AC to the peak power consumption is even more significant, approaching 80% of residential peak power demand. Air-conditioning electricity use in the commercial sector is also significant, about 45% of the annual use and over 60% of peak power demand. This paper presents a cost/benefit analysis of energy-efficient technologies in the residential sector. Technologies studied include: energy-efficient air conditioners, insulating houses, improved infiltration, increasing thermostat settings, efficient refrigerators and freezers, efficient water heaters, efficient clothes washers, and compact fluorescent lights. We conservatively estimate a 32% savings in residential electricity use at an average cost of about 4 fils per kWh. (The subsidized cost of residential electricity is about 12 fils per kWh. 1000 fils = 1 Bahrain Dinar = US$ 2.67). We also discuss major policy options needed for implementation of energy-efficiency technologies.

The development of a pyrochemical process, called TRUMP-S, for partitioning actinides from PUREX waste, is described in this report. This effort is funded by the Central Research Institute of Electric Power Industry (CRIEPI), KHI, the United States Department of Energy, and Boeing.

    Major LPG projects planned or under way in Africa will increase the importance of that region`s presence in world LPG trade. Supplies will nearly double between 1995 and 2005, at which time they will remain steady for at least 10 years. At the same time that exports are leveling, however, increasing domestic demand for PG is likely to reduce export-market participation by Algeria, Nigeria, Egypt, and Libya. The growth of Africa`s participation in world LPG supply is reflected in comparisons for the next 15--20 years. Total world supply of LPG in 1995 was about 165 million metric tons (tonnes), of which Africans share was 7.8 million tonnes. By 2000, world supply will grow to slightly more than 200 million tonnes, with Africa`s share expected to increase to 13.2 million tonnes (6.6%). And by 2005, world LPG supply will reach nearly 230 million tonnes; Africa`s overall supply volumes by that year will be nearly 16.2 million tonnes (7%). World LPG supply for export in 1995 was on order of 44 million tonnes with Africa supply about 4 million tonnes (9%). By 2005, world export volumes of LPG will reach nearly 70 million tonnes; Africa`s share will have grown by nearly 10 million tonnes (14.3%).

  1. Materials experience of the public domain portions of Tube Bank E' during Test Series A2

    The tube banks at the Grimethorpe pressurized fluidized bed combustion facility are discussed. Tube Bank E'' was designed for operation as the in bed heat exchanger during Test Series A2 at the Grimethorpe PFBC Establishment between March and November 1987. The supply of the tube bank resulted from an agreement between Foster Wheeler Development Corporation (FWDC), the US Department of Energy, and the Operating Agent for the British Coal/CEGB Joint Programme on PFBC. The tube bank incorporated features, designed to produce acceptable and predictable wastage characteristics, suggested by both FWDC and BCC/CEGB interests. As part of the agreement between the various parties, it was agreed only data from 55% of the tube bank would enter the public domain. This report describes the tube bank, and describes and discusses the public domain wastage results following a total operating period approaching 1450 hours. It is concluded that although conditions varied throughout Test Series A2, there were no major differences in the aggressiveness of the bed. Armouring devices suggested by FWDC were not successful, but their chromised coatings offered promise. The results from UK proprietary parts of the tube bank indicated that the tube bank metal wastage need not be a life limiting problem for PFBC in-bed heat exchangers. 5 refs., 48 figs., 6 tabs.

    The question is not whether, but when, world crude oil production will start to decline, ushering in the permanent oil shock era. While global information for predicting this event is not so straightforward as the data M. King Hubbert used in creating his famous Hubbert Curve that predicted the US (Lower 48 states, or US/48) 1970 oil production peak, there are strong indications that most of the world`s large exploration targets have now been found. Meanwhile, the earth`s population is exploding along with the oil needs of Asia`s developing nations. This article reviews Hubbert`s original analyses on oil discovery and production curves for the US/48 and projects his proven methodology onto global oil discoveries and production as of 1992. The world`s oil discovery curve peaked in 1962, and thence declined, as a Hubbert Curve predicts. However, global production was restricted after the 1973 Arab oil embargo. Otherwise, world production would have peaked in the mid-1990s. Two graphs show alternate versions of future global oil production.

    Over the last two years, several entities - from banks to credit unions to solar finance companies -have rolled out distributed solar-specific loan programs in the United States. These solar-specific loans are a distinct loan in that the underwriting, loan terms, lender security interest, and other programmatic aspects are designed exclusively for the financing of solar installations. Until recently, loan financing for distributed solar installations was largely through home equity loans, commercial loans, and other standardized loan products available to homeowners and businesses for general expenditures. However, as the U.S. solar market matures, so too are its financing options, and solar-specific loans stand to gain market share. This poster was presented at the Solar Power International conference in Las Vegas, NV in October 2014.

We have studied the couplings of the Standard Model fields to these so-called dark strings in the companion paper. Here we survey the cosmological and astrophysical observables that could be associated with the presence of dark strings in our universe with an emphasis on low-scale models, perhaps TeV. Specifically, we consider constraints from nucleosynthesis and CMB spectral distortions, and we calculate the predicted fluxes of diffuse gamma ray cascade photons and cosmic rays. For strings as light as TeV, we find that the predicted level of these signatures is well below the sensitivity of the current experiments, and therefore low scale cosmic strings in hidden sectors remain unconstrained. Heavier strings with a mass scale in the range 10{sup 13} GeV to 10{sup 15} GeV are at tension with nucleosynthesis constraints.

This requires a sector of "ultra-weak" couplings $\\zeta_i$, where $\\zeta_i \\lesssim m_\\text{Higgs}^2 / f^2$. Ultra-weak couplings are technically naturally small due to a custodial shift symmetry of $\\sigma$ in the $\\zeta_i \\rightarrow 0$ limit. The singlet field $\\sigma$ has properties similar to a pseudo-dilaton. We engineer explicit breaking of scale invariance in the ultra-weak sector via a Coleman-Weinberg potential, which requires hierarchies amongst the ultra-weak couplings.

    The Oak Ridge National Laboratory recently completed work on a report commissioned by the US Congress from the Department of Energy entitled A Compendium of Options for Government Policy to Encourage Private Sector Responses to Potential Climate Change'' (US DOE 1989). Four classes of incentives (regulatory, fiscal, informational, and RD D) were surveyed in the context of greenhouse-related activities in five economic sectors as depicted in Figure 1. As the example shows, for each activity general policies and specific options were considered. The paper presented here does not summarize the DOE study but identifies some of the lessons ORNL staff learned during the study about policies to deal with potential global warming. 21 refs., 1 fig.

  14. Single-Sector Supersymmetry Breaking, Chirality, and Unification

    Calculable single-sector models provide an elegant framework for generating the flavor textures via compositeness, breaking supersymmetry, and explaining the electroweak scale. Such models may be realized naturally in supersymmetric QCD with additional gauge singlets (SSQCD), though it remains challenging to construct models without a surfeit of light exotic states where the Standard Model index emerges naturally. We classify possible single-sector models based on Sp confining SSQCD according to their Standard Model index and number of composite messengers. This leads to simple, calculable models that spontaneously break supersymmetry, reproduce the fermion flavor hierarchy, and explain the Standard Model index dynamically with little or no additional matter. At low energies these theories realize a 'more minimal' soft spectrum with direct mediation and a gravitino LSP.

    The Energy Research Advisory Board convened a Solar R and D Panel to determine the status of the solar industry and solar R and D in the United States and to recommend to DOE appropriate roles for the Federal and private sectors. The Panel's report acknowledges the new Administration policy reorienting the Federal role in energy development to long-term, high-risk, high-payoff R and D, and leaving commercialization to the private sector. The Panel's recommendations are further predicated on an assumption of continued, substantially reduced funding in the near-term. The Panel found that solar energy technologies have progressed significantly in the past 10 years and represent a group of highly promising energy options for the United States. However, it also found the solar industry to be in a precarious condition, fluctuating energy demand and prices, and uncertain Federal tax and regulatory policies. The Business Energy and Residential Tax Credits are essential to the near-term health of the solar industry. Commercialization has already begun for some solar technologies; for others, decreases in Federal funding will result in a slowdown or termination. The primary Federal roles in solar R and D should be in support of basic and applied research, high-risk, high-payoff technology development and other necessary research for which there are insufficient market incentives. The Federal Government should also move strongly to transfer technology to the private sector for near-commerical technologies. Large demonstration and commercialization projects cannot be justified for Federal funding under current economic conditions. These should be pursued by the private sector. The Panel examined seven technology areas and made specific findings and recommendations for each.

  1. Energy and water sector policy strategies for drought mitigation.

    Tensions between the energy and water sectors occur when demand for electric power is high and water supply levels are low. There are several regions of the country, such as the western and southwestern states, where the confluence of energy and water is always strained due to population growth. However, for much of the country, this tension occurs at particular times of year (e.g., summer) or when a region is suffering from drought conditions. This report discusses prior work on the interdependencies between energy and water. It identifies the types of power plants that are most likely to be susceptible to water shortages, the regions of the country where this is most likely to occur, and policy options that can be applied in both the energy and water sectors to address the issue. The policy options are designed to be applied in the near term, applicable to all areas of the country, and to ease the tension between the energy and water sectors by addressing peak power demand or decreased water supply.

  2. Analysis of fuel shares in the industrial sector

    These studies describe how fuel shares have changed over time; determine what factors are important in promoting fuel share changes; and project fuel shares to the year 1995 in the industrial sector. A general characterization of changes in fuel shares of four fuel types - coal, natural gas, oil and electricity - for the industrial sector is as follows. Coal as a major fuel source declined rapidly from 1958 to the early 1970s, with oil and natural gas substituting for coal. Coal's share of total fuels stabilized after the oil price shock of 1972-1973, and increased after the 1979 price shock. In the period since 1973, most industries and the industrial sector as a whole appear to freely substitute natural gas for oil, and vice versa. Throughout the period 1958-1981, the share of electricity as a fuel increased. These observations are derived from analyzing the fuel share patterns of more than 20 industries over the 24-year period 1958 to 1981.

    The transportation fuel and energy use estimates developed a Oak Ridge National Laboratory (ORNL) for the End Use Energy Consumption Data Base are documented. The total data base contains estimates of energy use in the United States broken down into many categories within all sectors of the economy: agriculture, mining, construction, manufacturing, commerce, the household, electric utilities, and transportation. The transportation data provided by ORNL generally cover each of the 10 years from 1967 through 1976 (occasionally 1977 and 1978), with omissions in some models. The estimtes are broken down by mode of transport, fuel, region and State, sector of the economy providing transportation, and by the use to which it is put, and, in the case of automobile and bus travel, by the income of the traveler. Fuel types include natural gas, motor and aviation gasoline, residual and diesel oil, liuqefied propane, liquefied butane, and naphtha- and kerosene-type jet engine fuels. Electricity use is also estimated. The mode, fuel, sector, and use categories themselves subsume one, two, or three levels of subcategories, resulting in a very detailed categorization and definitive accounting.

    The international LPG industry has expanded rapidly during the 1990s and undergone significant changes. LPG consumption has expanded at nearly twice the rate of world petroleum demand. In particular, LPG use in residential and commercial markets has more than doubled in many developing countries. Markets for LPG and other petroleum products have been opened in many countries, accelerating demand growth and creating investment opportunities in all downstream segments. This has led to an overall strengthening of global LPG pricing and the development of many new export gas-processing projects. The paper discusses world LPG demand in residential and commercial markets and in petrochemicals, world LPG supply, regional increases, international trade, the US situation in natural gas, NGL supply, and NGL demand.

  16. The transboundary EIA convention in the context of private sector operations co-financed by an International Financial Institution: two case studies from Azerbaijan and Turkmenistan

    This paper presents two case studies involving private sector, offshore, oil field developments in the Caspian Sea. Environmental Impact Assessments (EIAs) of these operations indicated that major and unmitigated oil spills could potentially result in transboundary impacts. Both projects were co-financed by the European Bank for Reconstruction and Development (EBRD), an International Financial Institution (IFI). Project review and financing decision by the EBRD occurred when neither country hosting the projects was a Party to the 1991 Convention on EIA in a Transboundary Context (Espoo Convention). Discussions with government agencies during project review highlighted their limited institutional capacity to pursue transboundary notification and consultation activities. However, without being formal Parties or having clearly defined roles under the Convention, the combined presence of the EBRD, the private sector developer and its project needing financing became important drivers to promote the Espoo Convention. Surveying for similar IFI-project combinations in developing and transition economies could provide a 'bottom up' input to further optimise the Convention Secretariat's awareness raising, intervention design, and alliance-building strategies. The knowledge management model and user-friendly Web site of the 1992 Convention on Biological Diversity highlight approaches that may also prove effective for the Espoo Convention.

    Thailand serves as a case study of the potential to conserve electricity in the fast-growing commercial sectors of the tropical developing world. We performed a field study of over 1100 Thai office workers in which a questionnaire survey and simultaneous physical measurements were taken. Both air-conditioned and non-air-conditioned buildings were included. We analyzed Thai subjective responses on the ASHRAE, McIntyre and other rating scales, relating them to Effective Temperature, demographics, and to rational indices of warmth such as PMV and TSENS. These results suggest that without sacrificing comfort, significant energy conservation opportunities exist through the relaxation of upper space temperature limits. To investigate the potential for conserving energy in a cost-effective manner, we performed a series of parametric simulations using the DOE-2.1D computer program on three commercial building prototypes based on actual buildings in Bangkok; an office, a hotel, and a shopping center. We investigated a wide range of energy conservation measures appropriate for each building type, from architectural measures to HVAC equipment and control solutions. The best measures applied in combination into high efficiency cases can generate energy savings in excess of 50%. Economic analyses performed for the high efficiency cases, resulted in costs of conserved energy of less than and internal rates of return in excess of 40%. Thermal cool storage, cogeneration, and gas cooling technology showed promise as cost-effective electric load management strategies.
