    In this paper the authors review what has happened in world oil markets since the 1970s and examine the prospects for OPEC and world oil prices. The paper summarizes the data for the last two decades: by fuel, by product, and by region. It focuses on OPEC and its members, examining the differences in behavior between its members and non-OPEC producers. The authors find that OPEC is clearly still relevant, if no longer very powerful. Its members have collectively reduced output dramatically, in an unsuccessful attempt to defend the price increases. They examine the important institutional changes of the last two decades, in comparison with the industry's stability for much of the century. They suggest an interpretation of OPEC's current situation. The paper summarizes the outlook for OPEC and the world oil market over the next two decades.

    In this new working paper, the authors focus specifically on what would be necessary to achieve High Level Panel-style goals and targets for water, energy and transport, if these were to be eventually adopted by world leaders. In all three cases, much of the advocacy - and the proposed High Level Panel goals - have emphasized the need to strive for universal and sustainable access to at least basic levels of services from these sectors. Many of the proposals for post-2015 goals and targets appear ambitious, but what would it take to achieve them? This paper assesses what is needed to achieve goals for universal and sustainable access to infrastructure, specifically water, energy and transport. Using illustrative goals and targets, the paper reviews the development challenges in each sector, and what will be necessary to overcome the barriers to universal and sustainable access to water, energy and transport infrastructure services, in the areas of governance, finance, capacity development and environmental protection. The paper ends with general conclusions about infrastructure in the post-2015 development agenda.

    This paper examines the potential effects that emerging mandatory carbon markets have for voluntary markets for renewable energy, or green power markets. In an era of carbon regulation, green power markets will continue to play an important role because many consumers may be interested in supporting renewable energy development beyond what is supported through mandates or other types of policy support. The paper examines the extent to which GHG benefits motivate consumers to make voluntary renewable energy purchases and summarizes key issues emerging as a result of these overlapping markets, such as the implications of carbon regulation for renewable energy marketing claims, the demand for and price of renewable energy certificates (RECs), and the use of RECs in multiple markets (disaggregation of attributes). It describes carbon regulation programs under development in the Northeast and California, and how these might affect renewable energy markets in these regions, as well as the potential interaction between voluntary renewable energy markets and voluntary carbon markets, such as the Chicago Climate Exchange (CCX). It also briefly summarizes the experience in the European Union, where carbon is already regulated. Finally, the paper presents policy options for policymakers and regulators to consider in designing carbon policies to enable carbon markets and voluntary renewable energy markets to work together.

    This paper builds upon previous work [Sprigg and Ehlen, 2004] by introducing a bond market into a model of production and employment. The previous paper described an economy in which households choose whether to enter the labor and product markets based on wages and prices. Firms experiment with prices and employment levels to maximize their profits. We developed agent-based simulations using Aspen, a powerful economic modeling tool developed at Sandia, to demonstrate that multiple-firm economies converge toward the competitive equilibria typified by lower prices and higher output and employment, but also suffer from market noise stemming from consumer churn. In this paper we introduce a bond market as a mechanism for household savings. We simulate an economy of continuous overlapping generations in which each household grows older in the course of the simulation and continually revises its target level of savings according to a life-cycle hypothesis. Households can seek employment, earn income, purchase goods, and contribute to savings until they reach the mandatory retirement age; upon retirement households must draw from savings in order to purchase goods. This paper demonstrates the simultaneous convergence of product, labor, and savings markets to their calculated equilibria, and simulates how a disruption to a productive sector will create cascading effects in all markets. Subsequent work will use similar models to simulate how disruptions, such as terrorist attacks, would interplay with consumer confidence to affect financial markets and the broader economy.

    Global markets trading rights to emit greenhouse gases are now actively considered by the United Nations. This leads to a new phenomenon: environmental markets in a global scale. Is this new, or are these markets simply a global manifestation of a trend towards market solutions? This paper will show that there is a fundamental difference between global environmental markets and standard stock exchanges. Because the atmosphere of the planet is one and the same for all, these markets trade {open_quotes}public goods{close_quotes} which are, however, privately produced. These are different from all the goods that are traded in markets today. Efficiency in these markets dictates different rules, involving a more equitable allocation of property rights on environmental use, and this requires new institutional arrangements.     This paper describes collaborative work between active traders, regulators, economists, and supercomputing researchers to replicate and extend investigations of the Flash Crash and other market anomalies in a National Laboratory HPC environment. Our work suggests that supercomputing tools and methods will be valuable to market regulators in achieving the goal of market safety, stability, and security. Research results using high frequency data and analytics are described, and directions for future development are discussed. Currently the key mechanism for preventing catastrophic market action are “circuit breakers.” We believe a more graduated approach, similar to the “yellow light” approach in motorsports to slow down traffic, might be a better way to achieve the same goal. To enable this objective, we study a number of indicators that could foresee hazards in market conditions and explore options to confirm such predictions. Our tests confirm that Volume Synchronized Probability of Informed Trading (VPIN) and a version of volume Herfindahl-Hirschman Index (HHI) for measuring market fragmentation can indeed give strong signals ahead of the Flash Crash event on May 6 2010. This is a preliminary step toward a full-fledged early-warning system for unusual market conditions.

    The dynamics of market prices is described as the evolution of opinions in the trading community regarding future market behavior. The price then is a function of the voting process of the market players in favor to raise or reduce the value of a stock. The model presented in this paper is suited for pricing of options and was verified against real market data. The model allows deriving the parameters of market players from available real market data, especially maximum possible correlation (herding) and anti-correlation between the players' opinions. The deviations of market prices from those predicted by the Black-Scholes model, such as smile and skew implied volatilities, are interpreted as the current values and limits of social influence of the market players, respectively. The basic idea which stays behind this choice is that, in competitive markets, a greater quantity of the good is exchanged at a lower and a lower price, leading to higher market efficiency. Electricity markets are pretty different from other commodities mainly due to the physical constraints related to the network structure that may impact the market performance. The network structure of the system on which the economic transactions need to be undertaken poses strict physical and operational constraints.     This paper is concerned with the determinants of international steam-coal trade. Most work in projecting coal trade has been either qualitative (a consensus of experts) or, if quantitative, has been based on competitive spatial-equilibrium models. Unfortunately, the competitive model of trade does not appear to account for observed and anticipated trade flows. This is consistent with findings in the commodity trade literature that, although markets may behave in a rational economic fashion, market concentration among producers, traders, and consumers leads to trade patterns significantly different than those associated with competitive markets. The purpose of this paper is to explore the significance and effect on patterns of steam-coal trade of several deviations from the simple competitive model. In addition to perfect competition, we examine monopoly (South Africa) and duopoly (South Africa, Australia) with a competitive fringe (US, Canada, Poland, China and Columbia). Using a simple equilibrium model of coal trade, we examine these market structures and evaluate the extent to which they can explain existing and anticipated trade patterns.

A Quantum Brownian motion model is proposed for studying the interaction between the Brownian system and the reservoir, i.e., the stock index and the entire stock market. Based on the model, we investigate the Shanghai Stock Exchange of China from perspective of quantum statistics, and thereby examine the behaviors of the stock index violating the efficient market hypothesis, such as fat-tail phenomena and non-Markovian features.     Through the SunShot Initiative, the U.S. Department of Energy (DOE) works with manufacturers, communities, states, utilities, and other partners to enable the solar market by reducing non-hardware balance-of-system (BOS) costs, developing a skilled workforce, and eliminating market barriers to widespread adoption of solar technologies. The DOE SunShot Initiative is a collaborative national initiative to make solar energy technologies cost-competitive with other forms of energy by reducing the cost of solar energy systems by about 75% by the end of the decade. Reducing the total installed cost for utility-scale solar electricity to roughly 6 cents per kilowatt hour without subsidies will result in rapid, large-scale adoption of solar electricity across the United States. Reaching this goal will re-establish American technological leadership, improve the nation's energy security, and strengthen U.S. economic competitiveness in the global clean energy race. SunShot will work to bring down the full cost of solar - including the costs of solar cells and installation by focusing on four main pillars: (1) Technologies for solar cells and arrays that convert sunlight to energy; (2) Electronics that optimize the performance of the installation; (3) Improvements in the efficiency of solar manufacturing processes; and (4) Installation, design, and permitting for solar energy systems.

    This paper examines experience in solar renewable energy certificate (SREC) markets in the United States. It describes how SREC markets function--key policy design provisions, eligible technologies, state and regional eligibility rules, solar alternative compliance payments, measurement and verification methods, long-term contracting provisions, and rate caps. It also examines the trends of SREC markets--trading volumes, sourcing trends, trends in the size of solar photovoltaic (PV) systems driven by these markets, and trends in price and compliance. Throughout, the paper explores key issues and challenges facing SREC markets and attempts by policymakers to address some of these market barriers. Data and information presented in this report are derived from SREC tracking systems, brokers and auctions, published reports, and information gleaned from market participants and interviews with state regulators responsible for SREC market implementation. The last section summarizes key findings.

    The Business Energy Financing (BEF) program offered commercial businesses in Michigan affordable financing options and other incentives designed to support energy efficiency improvements. We worked through partnerships with Michigan utilities, lenders, building contractors, trade associations, and other community organizations to offer competitive interest rates and flexible financing terms to support energy efficiency projects that otherwise would not have happened. The BEF program targeted the retail food market, including restaurants, grocery stores, convenience stores, and wholesale food vendors, with the goal of achieving energy efficiency retrofits for 2 percent of the target market. We offered low interest rates, flexible payments, easy applications and approval processes, and access to other incentives and rebates. Through these efforts, we sought to help customers strive for energy savings retrofits that would save 20 percent or more on their energy use. This program helped Michigan businesses reduce costs by financing energy efficient lighting, heating and cooling systems, insulation, refrigeration, equipment upgrades, and more. Businesses completed the upgrades with the help of our authorized contractors, and, through our lending partners, we provided affordable financing options.

  1. Testing for market integration crude oil, coal, and natural gas

    Prompted by the contemporaneous spike in coal, oil, and natural gas prices, this paper evaluates the degree of market integration both within and between crude oil, coal, and natural gas markets. Our approach yields parameters that can be readily tested against a priori conjectures. Using daily price data for five very different crude oils, we conclude that the world oil market is a single, highly integrated economic market. On the other hand, coal prices at five trading locations across the United States are cointegrated, but the degree of market integration is much weaker, particularly between Western and Eastern coals. Finally, we show that crude oil, coal, and natural gas markets are only very weakly integrated. Our results indicate that there is not a primary energy market. Despite current price peaks, it is not useful to think of a primary energy market, except in a very long run context.

  2. Market integration in the international coal industry: A cointegration approach

    The purpose of this paper is to test the hypothesis of the existence of a single economic market for the international coal industry, separated for coking and steam coal, and to investigate market integration over time. This has been conducted by applying cointegration and error-correction models on quarterly price series data in Europe and Japan over the time period 1980-2000. Both the coking and the steam coal markets show evidence of global market integration, as demonstrated by the stable long-run cointegrating relationship between the respective price series in different world regions. This supports the hypothesis of a globally integrated market. However, when analyzing market integration over time it is not possible to confirm cointegration in the 1990s for steam coal. Thus, compared to the coking coal market, the steam coal market looks somewhat less global in scope.

The nonenergy benefits study conducted as part of the American Recovery and Reinvestment Act of 2009 (ARRA) Weatherization Assistance Program (WAP) evaluation focused on measuring the emissions reductions resulting from WAP program energy usage reductions and estimating the societal value of those emission reductions.     There is a growing body of qualitative and a limited body of quantitative literature supporting the common assertion that policy drives development of clean energy resources. Recent work in this area indicates that the impact of policy depends on policy type, length of time in place, and economic and social contexts of implementation. This work aims to inform policymakers about the impact of different policy types and to assist in the staging of those policies to maximize individual policy effectiveness and development of the market. To do so, this paper provides a framework for policy development to support the market for distributed photovoltaic systems. Next steps include mathematical validation of the framework and development of specific policy pathways given state economic and resource contexts.

    In a stock market, the price fluctuations are interactive, that is, one listed company can influence others. In this paper, we seek to study the influence relationships among listed companies by constructing a directed network on the basis of Chinese stock market. This influence network shows distinct topological properties, particularly, a few large companies that can lead the tendency of stock market are recognized. Furthermore, by analyzing the subnetworks of listed companies distributed in several significant economic sectors, it is found that the influence relationships are totally different from one economic sector to another, of which three types of connectivity as well as hub-like listed companies are identified. In addition, the rankings of listed companies obtained from the centrality metrics of influence network are compared with that according to the assets, which gives inspiration to uncover and understand the importance of listed companies in the stock market.     This report summarizes die research by an Energy Modeling Forum working group on the evolution of the North American natural gas markets between now and 2010. The group's findings are based partly on the results of a set of economic models of the natural gas industry that were run for four scenarios representing significantly different conditions: two oil price scenarios (upper and lower), a smaller total US resource base (low US resource case), and increased potential gas demand for electric generation (high US demand case). Several issues, such as the direction of regulatory policy and the size of the gas resource base, were analyzed separately without the use of models.

    The Petroleum Marketing Annual (PMA) provides information and statistical data on a variety of crude oils and refined petroleum products. The publication presents statistics on crude oil costs and refined petroleum products sales for use by industry, government, private sector analysis, educational institutions, and consumers. Data on crude oil include the domestic first purchase price, the fob and landed cost of imported crude oil, and the refiners` acquisition cost of crude oil. Refined petroleum product sales data include motor gasoline, distillates, residuals, aviation fuels, kerosene, and propane. The Petroleum Marketing Division, Office of Oil and Gas, Energy Information Administration ensures the accuracy, quality, and confidentiality of the published data in the Petroleum Marketing Annual. For this production, all estimates have been recalculated since their earlier publication in the Petroleum Marketing Monthly (PMM). These calculations made use of additional data and corrections that were received after the PMM publication date.

    Prediction markets are designed to elicit information from multiple agents in order to predict (obtain probabilities for) future events. A good prediction market incentivizes agents to reveal their information truthfully; such incentive compatibility considerations are commonly studied in mechanism design. While this relation between prediction markets and mechanism design is well understood at a high level, the models used in prediction markets tend to be somewhat different from those used in mechanism design. This paper considers a model for prediction markets that fits more straightforwardly into the mechanism design framework. We consider a number of mechanisms within this model, all based on proper scoring rules. We discuss basic properties of these mechanisms, such as incentive compatibility. We also draw connections between some of these mechanisms and cooperative game theory. Finally, we speculate how one might build a practical prediction market based on some of these ideas.

  12. Effectiveness of State-Level Policies on Solar Market Development in Different State Contexts

    In response to public interest in customer-sited distributed solar photovoltaics (PV), state and local policymakers have implemented policy initiatives with the goal of encouraging private investment and building a robust PV market. Policymakers face challenges, including limited budgets and incomplete information about the effectiveness of the various policy options in their specific situation, in crafting and executing policy that supports market development goals. Recent work investigated the effect of the order in which policies are implemented (referred to as 'policy stacking') and the presence of low-cost enabling policies, such as interconnection standards and net metering, can have on the success of states in promoting PV markets. Findings indicate that implementation of interconnection standards and policy related to the valuation of excess electricity (e.g., net metering), along with indicators of long term government support for a solar PV market (e.g., RPS) and a non-policy determinant (population), explain about 70% of the variation among states in new PV capacity. This paper builds on that research to determine the most effective policy strategies for different types of states, as determined by their physical, demographic and macroeconomic context. A number of researchers have investigated the effectiveness of state-level policy using various statistical methods to determine relationships between installed solar PV projects and policy initiatives. In this study, the grouping of states by non-policy factors adds dimension to these analyses by identifying how policies function in different non-policy environments.

  13. A Plug-in Hybrid Consumer Choice Model with Detailed Market Segmentation

    This paper describes a consumer choice model for projecting U.S. demand for plug-in hybrid electric vehicles (PHEV) in competition among 13 light-duty vehicle technologies over the period 2005-2050. New car buyers are disaggregated by region, residential area, attitude toward technology risk, vehicle usage intensity, home parking and work recharging. The nested multinomial logit (NMNL) model of vehicle choice incorporates daily vehicle usage distributions, refueling and recharging availability, technology learning by doing, and diversity of choice among makes and models. Illustrative results are presented for a Base Case, calibrated to the Annual Energy Outlook (AEO) 2009 Reference Updated Case, and an optimistic technology scenario reflecting achievement of U.S. Department of Energy s (DOE s) FreedomCAR goals. PHEV market success is highly dependent on the degree of technological progress assumed. PHEV sales reach one million in 2037 in the Base Case but in 2020 in the FreedomCARGoals Case. In the FreedomCARGoals Case, PHEV cumulative sales reach 1.5 million by 2015. Together with efficiency improvements in other technologies, petroleum use in 2050 is reduced by about 45% from the 2005 level. After technological progress, PHEV s market success appears to be most sensitive to recharging availability, consumers attitudes toward novel echnologies, and vehicle usage intensity. Successful market penetration of PHEVs helps bring down battery costs for electric vehicles (EVs), resulting in a significant EV market share after 2040.

    In world crude oil markets, 1987 was a year of limited recovery and relative stability after the dramatic price slide of early 1986. Both foreign and domestic crude thereafter, ending the year somewhat higher than a year ago. In contrast, product wholesale markets remained relatively stable throughout the year, while retail prices sustained a fairly steady increase. As has been the case for over a decade, major price movements in international oil markets generally reflected responses to actual or perceived changes in the policies of the Organization of Petroleum Exporting Countries (OPEC) and/or its members. The year began with prices on an upward trend, in reaction to the December 1986 OPEC meeting in which the members resolved to return to an official pricing structure (a departure from the market-based pricing of 1986), and to reduce output quotas. Prices continued to rise until August, when evidence of continued OPEC overproduction appeared to outweigh market optimism, triggering a gradual slide that lasted the remainder of the year. Even with the downturn in the fourth quarter, crude oil markets in 1987, as measured by refiner acquisition costs, finished the year above year-end 1986 levels, and considerably above the lows reached in mid-1986. OPEC's struggle to maintain stable prices and production levels in 1987 reflected the organization's difficulties in reaching and enforcing agreements among its politically and economically diverse membership. 11 figs., 49 tabs.

In particular, LPG use in residential and commercial markets has more than doubled in many developing countries.     Many economists have strongly questioned engineering-economic studies aimed at demonstrating anomalously slow diffusion of energy-efficient technology and the benefits of regulations to promote such technology. One argument against such studies is that standard techniques of engineering-economics are either inappropriate for or are routinely misapplied in assessing the performance of the market for energy efficiency. This paper presents engineering-economic evidence on the diffusion of energy efficiency improvements that takes account of such critiques. The authors examine the engineering and economic characteristics of standard and energy-efficient magnetic ballasts for fluorescent lighting. Efficient magnetic ballasts represented an excellent investment for 99% of the commercial building floor stock, and a moderately good investment for 0.7% of the commercial floor stock. Still, these ballasts were only being adopted in the 1980s at a rate commensurate with the enactment of appliance efficiency standards in various states. In this case, there is solid empirical evidence for skepticism about the effectiveness of the market mechanism in promoting cost-effective energy efficiency improvements as well as evidence of the benefits of regulation to counteract this shortcoming.

  1. Developing a market-based utility duct sealing program

    In recent years, residential energy conservation research has focused attention on heating system distribution efficiency. Several field studies in the Pacific Northwest have found forced-air heating systems which have a majority of ducts located in unheated buffer spaces can lose as much as 30% of the equipment's heating output to duct air leakage and conduction loss. The magnitude of loss can be equivalent to the combined improvements in building shell insulation levels due to updated energy codes. Field review of forced-air heating systems often uncovers other problems with duct layout and equipment performance. Several challenges face utilities planning to undertake a large-scale duct-sealing program. Most notable of these challenges are finding suitable homes; working with field protocols which encourage consistent, successful work; and measuring the effects of the work through field quality control and impact analysis. This paper describes the response rate for duct sealing services based on one marketing approach and describes bill and field test screening criteria used to narrow the list of retrofit candidates. Results form the screening are presented, along with preliminary retrofit results and important operations and maintenance findings.

    As one of the first US stages to open its doors to retail electric competition, California offers an important opportunity to assess the effectiveness of green power marketing as a mechanism for supporting renewable energy. This report is an interim assessment of key green power product, industry, and market trends in California. The report identifies and analyzes: the potential size of the green power market in California; the companies participating in the green power market; the green power products being offered and their prices; the impact of the green market on renewable generators and the environment; and the influence of several public policies and non-governmental programs on the market for green power. Data used in this paper have been collected, in large part, from surveys and interviews with green power marketers that took place between December 1997 and April 1998. There remain legitimate concerns over the viability of green power marketing to support significant quantities of renewable energy and provide large environmental gains, and it is far too early to assess the overall strength of customer demand for renewable energy. A critical finding of this report is that, because of the high cost of acquiring and servicing residential customers and the low utility default service price, green power marketing affords new energy service providers one of the only viable entrees to California`s residential marketplace.

    Market monitoring involves the systematic analysis of pricesand behavior in wholesale power markets to determine when and whetherpotentially anti-competitive behavior is occurring. Regional TransmissionOrganizations (RTOs) typically have a market monitoring function. Becausethe West does not have active RTOs outside of California, it does nothave the market monitoring that RTOs have. In addition, because the Westoutside of California does not have RTOs that perform centralized unitcommitment and dispatch, the rich data that are typically available tomarket monitors in RTO markets are not available in the West outside ofCalifornia. This paper examines the feasibility of market monitoring inthe West outside of California given readily available data. We developsimple econometric models of wholesale power prices in the West thatmight be used for market monitoring. In addition, we examine whetherproduction cost simulations that have been developed for long-runplanning might be useful for market monitoring. We find that simpleeconometric models go a long ways towards explaining wholesale powerprices in the West and might be used to identify potentially anomalousprices. In contrast, we find that the simulated prices from a specificset of production cost simulations exhibit characteristics that aresufficiently different from observed prices that we question theirusefulness for explaining price formation in the West and hence theirusefulness as a market monitoring tool.

    The NSF has chosen the site for the Deep Underground Science and Engineering Laboratory (DUSEL) to be in Lead, South Dakota. In fact, the state of South Dakota has already stepped up to the plate and contributed its own funding for the proposed lab, see http://www.sanfordlaboratoryathomestake.org/index.html. The final decision by NSF for funding the Initial Suite of Experiments for DUSEL will be made early in 2009. At that time the NSF Science Board must make a decision. Of order 200 experimentalists have already expressed an interest in performing experiments at DUSEL. In order to assess the interest of the theoretical community, the Center for Cosmology and Astro-Particle Physics (CCAPP) at The Ohio State University (OSU) organized a 3-day DUSEL Theory Workshop in Columbus, Ohio from April 4 - 6, 2008. The workshop focused on the scientific case for six proposed experiments for DUSEL: long baseline neutrino oscillations, proton decay, dark matter, astrophysical neutrinos, neutrinoless double beta decay and N-Nbar oscillations. The outcome of this workshop is the DUSEL Theory White paper addressing the scientific case at a level which may be useful in the decision making process for policy makers at the NSF and in the U.S. Congress.     The frequently controversial Federal Automotive Fuel Economy Standards (a.k.a. Corporate Average Fuel Economy (CAFE) standards) have in fact been a notable success. This paper attempts to explain why the CAFE standards have been such a successful energy policy. It begins by demonstrating that economic theory does not relegate technology standards to permanent second best status. As a public policy aimed at correcting an externality, regulations can be the key part of a first best public policy response. To be sure, practical problems will arise in implementing either an effluent tax or a regulatory standard. Next, it is argued that in the oligopotistic automotive market a combination of satisfying behavior on the part of consumers and risk aversion on the part of producers makes it very likely that fuel economy standards will be more effective than even a motor fuel tax. This does not mean that gasoline or vehicle use taxes are not important or useful policy tools. Indeed, they are essential if policies are to be economically efficient. It means that taxes will be most effective and efficient if used in conjunction with fuel economy standards.

    This paper examines the evolution of the Spanish gasoline market from the abolition of the state oil monopoly (January 1993) to complete liberalization (October 1998). With the restructuring of the Spanish oil sector during the 1980s and early 1990s, a highly concentrated oligopoly emerged in the automotive fuels market. A system of price ceilings replaced the state administered prices in July 1990. Since then, new domestic and foreign operators have entered the market, particularly along the coast, near import terminals. Prices went up and then declined. These developments can be explained by an interplay of factors such as: the gradual decline in co-operation among the Spanish firms; the loss of market share of the largest of these, Repsol; the entry of independent operators and supermarkets; and the impact of the ceiling price system. By mid-1998 this system was abolished as the government considered it an impediment to further market liberalization. However, some crucial barriers to the entry of new suppliers remain.

    The scientific case for a Deep Underground Science and Engineering Laboratory [DUSEL] located at the Homestake mine in Lead, South Dakota is exceptional. The site of this future laboratory already claims a discovery for the detection of solar neutrinos, leading to a Nobel Prize for Ray Davis. Moreover this work provided the first step to our present understanding of solar neutrino oscillations and a chink in the armor of the Standard Model of particle physics. We now know, from several experiments located in deep underground experimental laboratories around the world, that neutrinos have mass and even more importantly this mass appears to fit into the framework of theories which unify all the known forces of nature, i.e. the strong, weak, electromagnetic and gravitational. Similarly, DUSEL can forge forward in the discovery of new realms of nature, housing six fundamental experiments that will test the frontiers of our knowledge: (1) Searching for nucleon decay (the decay of protons and neutrons predicted by grand unified theories of nature); (2) Searching for neutrino oscillations and CP violation by detecting neutrinos produced at a neutrino source (possibly located at Brookhaven National Laboratory and/or Fermi National Laboratory); (3) Searching for astrophysical neutrinos originating from the sun, from cosmic rays hitting the upper atmosphere or from other astrophysical sources, such a supernovae; (4) Searching for dark matter particles (the type of matter which does not interact electromagnetically, yet provides 24% of the mass of the Universe); (5) Looking for the rare process known as neutrino-less double beta decay which is predicted by most theories of neutrino mass and allows two neutrons in a nucleus to spontaneously change into two protons and two electrons; and (6) Searching for the rare process of neutron- anti-neutron oscillations, which would establish violation of baryon number symmetry. A large megaton water Cherenkov detector for neutrinos and nucleon decay, located in DUSEL and roughly 20 times the size of current detectors, can perform the first three of these experiments. The last 3 can utilize the unique environment afforded by DUSEL to perform the most sensitive tests to date. Any one of these experiments can greatly increase our knowledge of nature. The Deep Underground Science and Engineering Laboratory (DUSEL), with a Large Megaton Size Detector, is desperately needed to address a set of fundamental issues in particle and astrophysics.

    Power marketing refers to wholesale and retail transactions of electric power made by companies other than public power entities and the regulated utilities that own the generation and distribution lines. The growth in power marketing has been a major development in the electric power industry during the last few years, and power marketers are expected to realize even more market opportunities as electric industry deregulation proceeds from wholesale competition to retail competition. This Topical Issues Brief examines the nature of the power marketing business and its relationship with renewable power. The information presented is based on interviews conducted with nine power marketing companies, which accounted for almost 54% of total power sales by power marketers in 1995. These interviews provided information on various viewpoints of power marketers, their experience with renewables, and their respective outlooks for including renewables in their resource portfolios. Some basic differences exist between wholesale and retail competition that should be recognized when discussing power marketing and renewable power. At the wholesale level, the majority of power marketers stress the commodity nature of electricity. The primary criteria for developing resource portfolios are the same as those of their wholesale customers: the cost and reliability of power supplies. At the retail level, electricity may be viewed as a product that includes value-added characteristics or services determined by customer preferences.

    This plan sets out a strategic, five year framework for guiding DOE's market development support activities for high-performance solid-state lighting (SSL) products for the U.S. general illumination market. The market development support activities described in this plan, which span federal fiscal years 2012 to 2016, are intended to affect the types of SSL general illumination products adopted by the market, to accelerate commercial adoption of those products, and to support appropriate application of those products to maximize energy savings. DOE has established aggressive FY16 goals for these activities, including goals for the types of products brought to market, the market adoption of those products, and the energy savings achieved through use of SSL products. These goals are for the combined effect of DOE's SSL market development support and R and D investment, as well as the leveraged activities of its partners. Goals include: (1) inducing the market introduction of SSL products achieving 140 lumens per Watt (lm/W) for warm white products, and 155 lm/W for cool white products, and (2) inducing sales of high-performance SSL products that achieve annual site electricity savings of 21 terawatt hours (0.25 quadrillion Btus primary energy) by FY16. To overcome identified market barriers and to achieve the above five year goals, DOE proposes to carry out the following strategy. DOE will implement a multi-year program to accelerate adoption of good quality, high performance SSL products that achieve significant energy savings and maintain or improve lighting quality. Relying on lessons learned from past emerging technology introductions, such as compact fluorescent lamps, and using newly developed market research, DOE will design its efforts to minimize the likelihood that the SSL market will repeat mistakes that greatly delayed market adoption of earlier emerging technology market introductions. To achieve the maximum effect per dollar invested, DOE will work closely with lighting industry organizations 'such as the Next Generation Lighting Industry Alliance, North American Illuminating Engineering Society, and the International Association of Lighting Designers' and with other government programs seeking to improve lighting energy efficiency. While DOE will work closely with these organizations and others from lighting and electric utility industry, the program will focus primarily on assisting buyers of SSL products and others acting on their behalf because satisfied buyers are essential to the success of SSL market adoption. The work product of DOE's efforts will primarily be information, of the right type, at the right time, and provided efficiently to those who can best use it. A secondary work product of DOE's program will be market opportunities, in which DOE will seek to reduce the risks and costs for manufacturers of SSL products to sell good quality, high performance products to motivated buyers. In short, DOE plans to implement a multi-year program that produces highly useful and widely available information for buyers and their agents, while producing important market opportunities for producers, avoids the mistakes of the past, and is closely coordinated with industry and government. The market needs and the overall strategy were used for deciding which types of programs and projects DOE should create, and what general form they should take. Progress toward achieving plan goals with the above program elements will be monitored and periodically reported.
