Energy Efficiency Services Sector: Workforce Education and Training Needs

This report provides a baseline assessment of the current state of energy efficiency-related education and training programs and analyzes training and education needs to support expected growth in the energy efficiency services workforce. In the last year, there has been a significant increase in funding for 'green job' training and workforce development (including energy efficiency), through the American Recovery and Reinvestment Act (ARRA). Key segments of the energy efficiency services sector (EESS) have experienced significant growth during the past several years, and this growth is projected to continue and accelerate over the next decade. In a companion study (Goldman et al. 2009), our research team estimated that the EESS will increase two- to four-fold by 2020, to 220,000 person-years of employment (PYE) (low-growth scenario) or up to 380,000 PYE (high-growth scenario), which may represent as many as 1.3 million individuals. In assessing energy efficiency workforce education and training needs, we focus on energy-efficiency services-related jobs that are required to improve the efficiency of residential and nonresidential buildings. Figure ES-1 shows the market value chain for the EESS, sub-sectors included in this study, as well as the types of market players and specific occupations. Our assessment does not include the manufacturing, wholesale, and retail distribution subsectors, or energy efficiency-focused operations and maintenance performed by facility managers.

Workforce Development: A Survey of Industry Needs and Training Approaches

This paper presents information and data collected during 2008 on PV workforce needs by the Interstate Renewable Energy Council for the U.S. Department of Energy. The data was collected from licensed contractors, PV practitioners, educators and expert instructors at training sessions, and at focus group and advisory committee meetings. Respondents were primarily from three states: Florida, New York and California. Other states were represented, but to a lesser extent. For data collection, a 12-item questionnaire was developed that addressed key workforce development issues from the perspectives of both the PV industry and training institutions. A total of 63 responses were collected, although not every respondent answered every question. Industry representatives slightly outnumbered the educators, although the difference in responses was not significant.

Likert, Covey, and a number of others studying and researching highly effective organizations have found that performing functions such as problem-solving, decision-making, safety analysis, planning, and continuous improvement as close to the working floor level as possible results in greater buy-in, feelings of ownership by the workers, and more effective use of resources. Empowering the workforce does several things: 1) people put more effort and thought into work for which they feel ownership, 2) the information they use for planning, analysis, problem-solving,and decision-making is more accurate, 3) these functions are performed in a more timely manner, and 4) the results of these functions have more credibility with those who must implement them. This act of delegation and empowerment also allows management more time to perform functions they are uniquely trained and qualified to perform, such as strategic planning, staff development, succession planning, and organizational improvement. To achieve this state in an organization, however, requires a very open, transparent culture in which accurate, timely, relevant, candid, and inoffensive communication flourishes, a situation that does not currently exist in a majority of organizations. As budget dollars decrease and the demand for a properly skilled and trained national security workforce increases, it will become even more important to leverage every education and training dollar. The leveraging of dollars serves many purposes. These include increasing the amount of training that can be delivered and therefore increasing the number of people reached, increasing the number and quality of public/private partnerships, and increasing the number of businesses that are involved in the training of their future workforce.

A model of the repair operations of the voice telecommunications network is used to study labor management strategies under a disaster scenario where the workforce is overwhelmed. The model incorporates overtime and fatigue functions and optimizes the deployment of the workforce based on the cost of the recovery and the time it takes to recover. The analysis shows that the current practices employed in workforce management in a disaster scenario are not optimal and more strategic deployment of that workforce is beneficial.

This report documents implementation strategies to leverage public and private resources for the development of an adequate national security workforce as part of the National Security Preparedness Project (NSPP), being performed under a U.S. Department of Energy (DOE)/National Nuclear Security Administration (NNSA) grant. There are numerous efforts across the United States to develop a properly skilled and trained national security workforce. Some of these efforts are the result of the leveraging of public and private dollars. As budget dollars decrease and the demand for a properly skilled and trained national security workforce increases, it will become even more important to leverage every education and training dollar. This report details some of the efforts that have been implemented to leverage public and private resources, as well as implementation strategies to further leverage public and private resources.

The Pacific Northwest Laboratory was tasked by the Department of Energy Albuquerque Field Office (DOE-AL) to develop a workforce assessment and transition planning tool to support integrated decision making at a single DOE installation. The planning tool permits coordinated, integrated workforce planning to manage growth, decline, or transition within a DOE installation. The tool enhances the links and provides commonality between strategic, programmatic, and operations planners and human resources. Successful development and subsequent scent complex-wide implementation of the model also will facilitate planning at the national level by enforcing a consistent format on data that are now collected by installations in corporate-specific formats that are not amenable to national-level analyses. The workforce assessment and transition planning tool consists of two components: the Workforce Transition Model and the Workforce Budget Constraint Model. The Workforce Transition Model, the preponderant of the two, assists decision makers identify and evaluate alternatives for transitioning the current workforce to meet the skills required to support projected workforce requirements. The Workforce Budget Constraint Model helps estimate the number of personnel that will be effected by a given a workforce budget increase or decrease and assists in identifying how the corresponding hirings or layoffs should be distributed across the COCS occupations.

The energy efficiency services sector (EESS) is poised to become an increasingly important part of the U.S. economy. Climate change and energy supply concerns, volatile and increasing energy prices, and a desire for greater energy independence have led many state and national leaders to support an increasingly prominent role for energy efficiency in U.S. energy policy. The national economic recession has also helped to boost the visibility of energy efficiency, as part of a strategy to support economic recovery. We expect investment in energy efficiency to increase dramatically both in the near-term and through 2020 and beyond. This increase will come both from public support, such as the American Recovery and Reinvestment Act (ARRA) and significant increases in utility ratepayer funds directed toward efficiency, and also from increased private spending due to codes and standards, increasing energy prices, and voluntary standards for industry. Given the growing attention on energy efficiency, there is a concern among policy makers, program administrators, and others that there is an insufficiently trained workforce in place to meet the energy efficiency goals being put in place by local, state, and federal policy. To understand the likelihood of a potential workforce gap and appropriate response strategies, one needs to understand the size, composition, and potential for growth of the EESS. We use a bottom-up approach based upon almost 300 interviews with program administrators, education and training providers, and a variety of EESS employers and trade associations; communications with over 50 sector experts; as well as an extensive literature review. We attempt to provide insight into key aspects of the EESS by describing the current job composition, the current workforce size, our projections for sector growth through 2020, and key issues that may limit this growth.

This report will discuss strategies available to address identified gaps and weaknesses in education efforts aimed at the preparation of a skilled and properly trained national security workforce.The need to adequately train and educate a national security workforce is at a critical juncture. Even though there are an increasing number of college graduates in the appropriate fields, many of these graduates choose to work in the private sector because of more desirable salary and benefit packages. This is contributing to an inability to fill vacant positions at NNSA resulting from high personnel turnover from the large number of retirements. Further, many of the retirees are practically irreplaceable because they are Cold War scientists that have experience and expertise with nuclear weapons.

Workforce Transition Modeling Environment user`s guide

The Pacific Northwest Laboratory (PNL) was tasked by the US Department of Energy Albuquerque Field Office (DOE-AL) to develop a workforce assessment and transition planning tool to support integrated decision making at a single DOE installation. The planning tool permits coordinated, integrated workforce planning to manage growth, decline, or transition within a DOE installation. The tool enhances the links and provides commonality between strategic, programmatic, and operations planners and human resources. Successful development and subsequent complex-wide implementation of the model also will facilitate planning at the national level by enforcing a consistent format on data that are now collected by installations in corporate-specific formats that are not amenable to national-level analyses. The workforce assessment and transition planning tool, the Workforce Transition Modeling Environment (WFTME), consists of two components: the Workforce Transition Model and the Workforce Budget Constraint Model. The Workforce Transition Model, the preponderant of the two, assists decision makers identify and evaluate alternatives for transitioning the current workforce to meet the skills required to support projected workforce requirements. The Workforce Budget Constraint Model helps estimate the number of personnel that will be affected by a given workforce budget increase or decrease and assists in identifying how the corresponding hirings or layoffs should be distributed across the Common Occupation Classification System (COCS) occupations. This user`s guide describes the use and operation of the WFTME. This includes the functions of modifying data and running models, interpreting output reports, and an approach for using the WFTME to evaluate various workforce transition scenarios.

Microsystems technologist workforce development capacity and challenges in Central New Mexico.

Sandia National Laboratories has made major investments in microsystems-related infrastructure and research staff development over the past two decades, culminating most recently in the MESA project. These investment decisions have been made based in part upon the necessity for highly reliable, secure, and for some purposes, radiation-hardened devices and subsystems for safety and sustainability of the United States nuclear arsenal and other national security applications. SNL's microsystems development and fabrication capabilities are located almost entirely within its New Mexico site, rendering their effectiveness somewhat dependent on the depth and breadth of the local microsystems workforce. Consequently, the status and development capacity of this workforce has been seen as a key personnel readiness issue in relation to the maintenance of SNL's microsystems capabilities. For this reason SNL has supported the instantiation and development of the Southwest Center for Microsystems Education, an Advanced Technology Education center funded primarily by the National Science Foundation, in order to foster the development of local training capacity for microsystems technologists. Although the SCME and the associated Manufacturing Technology program at Central New Mexico Community College have developed an effective curriculum and graduated several highly capable microsystems technologists, the future of both the center and the degree program remain uncertain due to insufficient student enrollment. The central region of New Mexico has become home to many microsystems-oriented commercial firms. As the demands of those firms for technologists evolve, SNL may face staffing problems in the future, especially if local training capacity is lost.

The overall objective of the Clean Technology Evaluation portion of the award was to design a process to speed up the identification of new clean energy technologies and match organizations to testing and early adoption partners. The project was successful in identifying new technologies targeted to utilities and utility technology integrators, in developing a process to review and rank the new technologies, and in facilitating new partnerships for technology testing and adoption. The purpose of the Workforce Development portion of the award was to create an education outreach program for middle & high-school students focused on clean technology science and engineering. While originally targeting San Diego, California and Cambridge, Massachusetts, the scope of the program was expanded to include a major clean technology speaking series and expo as part of the USA Science & Engineering Festival on the National Mall in Washington, D.C.

Broadly, this project involved the development and delivery of a new curriculum in wind energy engineering at the Pennsylvania State University; this includes enhancement of the Renewable Energy program at the Pennsylvania College of Technology. The new curricula at Penn State includes addition of wind energy-focused material in more than five existing courses in aerospace engineering, mechanical engineering, engineering science and mechanics and energy engineering, as well as three new online graduate courses. The online graduate courses represent a stand-alone Graduate Certificate in Wind Energy, and provide the core of a Wind Energy Option in an online intercollege professional Masters degree in Renewable Energy and Sustainability Systems. The Pennsylvania College of Technology erected a 10 kilowatt Xzeres wind turbine that is dedicated to educating the renewable energy workforce. The entire construction process was incorporated into the Renewable Energy A.A.S. degree program, the Building Science and Sustainable Design B.S. program, and other construction-related coursework throughout the School of Construction and Design Technologies. Follow-on outcomes include additional non-credit opportunities as well as secondary school career readiness events, community outreach activities, and public awareness postings.

Classical ab initio van der Waals interactions from many-body dispersion and multipole machine learning models trained in chemical space

Accurate predictions of van der Waals forces require faithful models of dispersion, permanent and induced multipole-moments, as well as penetration and repulsion. We introduce a universal combined physics- and data-driven model of dispersion and multipole-moment contributions, respectively. Atomic multipoles are estimated "on-the-fly" for any organic molecule in any conformation using a machine learning approach trained on quantum chemistry results for tens of thousands of atoms in varying chemical environments drawn from thousands of organic molecules. Globally neutral, cationic, and anionic molecular charge states can be treated with individual models. Dispersion interactions are included via recently-proposed classical many-body potentials. For nearly one thousand intermolecular dimers, this approximate van der Waals model is found to reach an accuracy similar to that of state-of-the-art force fields, while bypassing the need for parametrization. As the United States moves toward a vision of greatly expanded wind energy use as outlined in the U.S. Department of Energy's 20% Wind Energy by 2030 report, the need for skilled workers at all levels in the industry is repeatedly identified as a critical issue. This presentation is an overview of the educational infrastructure and expected industry needs to support the continued development of a vibrant U.S. wind industry through a discussion of the activities identified that must be put in place to train workers. The paper will also provide a framework to address issues raised from each of the education and industry sectors, identifying a roadmap for developing an educational infrastructure to support wind technology. The presentation will also provide an understanding of the available resources, materials, and programs available across the industry. This presentation provides an overview of the educational infrastructure and expected industry needs to support the continued development of a vibrant U.S. wind industry as part of a collaborative effort to develop a wind workforce roadmap. The Pacific Northwest Laboratory (PNL) was tasked by the US Department of Energy Albuquerque Field Office (DOE-AL) to develop a workforce assessment and transition planning tool to support integrated decision making at a single DOE installation. The planning tool permits coordinated, integrated workforce planning to manage growth, decline, or transition within a DOE installation. The tool enhances the links and provides commonality between strategic, programmatic, and operations planners and human resources. Successful development and subsequent complex-wide implementation of the model will also facilitate planning at the national level by enforcing a consistent format on data that are now collected by installations in corporate-specific formats that are not amenable to national-level analyses. The workforce assessment and transition planning tool consists of two components: the Workforce Transition Model and the Workforce Budget Constraint Model. The Workforce Transition Model, the preponderant of the two, assists decision makers to identify and evaluates alternatives for transitioning the current workforce to meet the skills required to support projected workforce requirements. The Workforce Budget Constraint Model helps estimate the number of personnel that will be affected given a workforce budget increase or decrease and assists in identifying how the corresponding hiring or layoffs should be distributed across the common occupational classification system (COCS) occupations. The conceptual models and the computer implementation are described.

Recovery Act: Training Program Development for Commercial Building Equipment Technicians

The overall goal of this project has been to develop curricula, certification requirements, and accreditation standards for training on energy efficient practices and technologies for commercial building technicians. These training products will advance industry expertise towards net-zero energy commercial building goals and will result in a substantial reduction in energy use. The ultimate objective is to develop a workforce that can bring existing commercial buildings up to their energy performance potential and ensure that new commercial buildings do not fall below their expected optimal level of performance. Commercial building equipment technicians participating in this training program will learn how to best operate commercial buildings to ensure they reach their expected energy performance level. The training is a combination of classroom, online and on-site lessons. The Texas Engineering Extension Service (TEEX) developed curricula using subject matter and adult learning experts to ensure the training meets certification requirements and accreditation standards for training these technicians. The training targets a specific climate zone to meets the needs, specialized expertise, and perspectives of the commercial building equipment technicians in that zone. The combination of efficient operations and advanced design will improve the internal built environment of a commercial building by increasing comfort and safety, while reducing energy use and environmental impact. Properly trained technicians will ensure equipment operates at design specifications. A second impact is a more highly trained workforce that is better equipped to obtain employment. Organizations that contributed to the development of the training program include TEEX and the Texas Engineering Experiment Station (TEES) (both members of The Texas A&M University System). TEES is also a member of the Building Commissioning Association. This report includes a description of the project accomplishments, including the course development phases, tasks associated with each phase, and detailed list of the course materials developed. A summary of each year's activities is also included.

An Assessment of the Current US Radiation Oncology Workforce: Methodology and Global Results of the American Society for Radiation Oncology 2012 Workforce Study

Purpose: To determine the characteristics, needs, and concerns of the current radiation oncology workforce, evaluate best practices and opportunities for improving quality and safety, and assess what we can predict about the future workforce. Methods and Materials: An online survey was distributed to 35,204 respondents from all segments of the radiation oncology workforce, including radiation oncologists, residents, medical dosimetrists, radiation therapists, medical physicists, nurse practitioners, nurses, physician assistants, and practice managers/administrators. The survey was disseminated by the American Society for Radiation Oncology (ASTRO) together with specialty societies representing other workforce segments. An overview of the methods and global results is presented in this paper. Results: A total of 6765 completed surveys were received, a response rate of 19%, and the final analysis included 5257 respondents. Three-quarters of the radiation oncologists, residents, and physicists who responded were male, in contrast to the other segments in which two-thirds or more were female. The majority of respondents (58%) indicated they were hospital-based, whereas 40% practiced in a free-standing/satellite clinic and 2% in another setting. Among the practices represented in the survey, 21.5% were academic, 25.2% were hospital, and 53.3% were private. A perceived oversupply of professionals relative to demand was reported by the physicist, dosimetrist, and radiation therapist segments. An undersupply was perceived by physician's assistants, nurse practitioners, and nurses. The supply of radiation oncologists and residents was considered balanced. Conclusions: This survey was unique as it attempted to comprehensively assess the radiation oncology workforce by directly surveying each segment. The results suggest there is potential to improve the diversity of the workforce and optimize the supply of the workforce segments. The survey also provides a benchmark for future studies, as many changes in the healthcare field exert pressure on the workforce.

The States Training and Education Program (STEP): A success story of Department of Energy (DOE) interacting with other state and federal agencies

DOE facilities, if not already faced with the need, could be confronted with the necessity of or request to train civil authorities near DOE facilities. SARA Title 3 and the recent high visibility of DOE safety programs have prompted civil authorities to seek out specialized emergency response training for their community's first responders. In 1988, the states through which the DOE is scheduled to transport transuranic (TRU) waste for disposal at the Waste Isolation Pilot Plant expressed the concerns that their fire, medical, and law enforcement personnel were not prepared to handle an accident involving shipments of TRU waste. In response, the DOE authorized their contractor, Westinghouse Electric Corporation, to develop and deliver a training program to emergency responders along the transportation routes to mitigate this specific institutional concern. The lessons learned by DOE and Westinghouse in creating, coordinating, and delivering this program could be modified to apply to the concerns of governmental jurisdictions, including adjoining DOE facilities.

This paper will report on the new trends in training and show how the instruction has become more highly developed. In many cases, curricula are now designed to provide teaching that leads to defined workplace knowledge, skills, and abilities. Private and academic training programs are becoming accredited specifically to renewable energy standards. Community colleges and technical schools are responding to local jobs by offering more and more renewable energy trades courses. And classes are expanding from 3 to 5 day workshops to semester-long courses resulting in one-year certificate and two-year associate degree programs at Community Colleges.

A team led by EngenuitySC has performed education and outreach on development of advanced energy markets that will enable wider use of clean energy technologies. This report details the efforts that have made significant advances to improve the market place through education, outreach, and increased communications between industry members. The project resulted in two self-funded industry clusters known as the Fuel Cell Collaborative and NuHub. This project has focused on building and strengthening the leading clean energy clusters in South Carolina: nuclear energy and fuel cell technologies. For the nuclear industry, a new cluster was developed that is now known as NuHub. This cluster has already engaged over 25 nuclear industry leaders or suppliers, four public sector partners, six community economic development foundations, and nearly ten academic partners in a 175 mile radius between Augusta, Georgia and Charlotte, North Carolina. Our outreach has touched over 2,000 stakeholders through the website alone, not including the public audiences and members of the business community reached through news stories and releases that were distributed to over 620 print and online publications. NuHub has established a formal leadership structure, developed subcommittees to focus on industry issues, instituted educational programs for the workforce, and created an industry funding structure that will sustain the industry cluster and mission. NuHub has participated in a wide-variety of community building and outreach activities since its formation under this grant. In the two years since its creation in 2010, we have initiated efforts focused in four main areas that correlate with the four NuHub subcommittees including: innovation, workforce development, industry engagement, and marketing and communications. NuHub successfully raised over $160,000 in both public and private funding, which has supported work to grow the cluster and engage partners including NuScale, Fluor, and Holtec International for research about deployment of advanced small modular reactor (SMR) technologies. The workforce training efforts from NuHub have focused on assisting existing industry to fill positions needed to construct and operate new nuclear plants being built at the VC Summer plant in Jenkinsville, SC and at Plant Votgle in Augusta, Georgia �¢���� both of whom are constructing the first nuclear reactors (Westinghouse AP 1000 units), to be built in over 30 years. This includes a partnership with Midlands Technical College to train reactor operators and the development of training facilities to support workforce development activities. It is anticipated that approximately 70 students a year will be trained through these programs in the next five years, and it will be expanded to meet new industry needs.

The Sequestration Training, Outreach, Research and Education (STORE) Alliance at The University of Texas at Austin completed its activity under Department of Energy Funding (DE- FE0002254) on September 1, 2013. The program began as a partnership between the Institute for Geophysics, the Bureau of Economic Geology and the Petroleum and Geosystems Engineering Department at UT. The initial vision of the program was to promote better understanding of CO2 utilization and storage science and engineering technology through programs and opportunities centered on training, outreach, research and technology transfer, and education. With over 8,000 hrs of formal training and education (and almost 4,500 of those hours awarded as continuing education credits) to almost 1,100 people, STORE programs and activities have provided benefits to the Carbon Storage Program of the Department of Energy by helping to build a skilled workforce for the future CCS and larger energy industry, and fostering scientific public literacy needed to continue the U.S. leadership position in climate change mitigation and energy technologies and application. Now in sustaining mode, the program is housed at the Center for Petroleum and Geosystems Engineering, and benefits from partnerships with the Gulf Coast Carbon Center, TOPCORP and other programs at the university receiving industry funding.

The primary objective of the Net-Zero Energy Building Operator Training Program (NZEBOT) was to develop certificate level training programs for commercial building owners, managers and operators, principally in the areas of energy / sustainability management. The expected outcome of the project was a multi-faceted mechanism for developing the skill-based competency of building operators, owners, architects/engineers, construction professionals, tenants, brokers and other interested groups in energy efficient building technologies and best practices. The training program draws heavily on DOE supported and developed materials available in the existing literature, as well as existing, modified, and newly developed curricula from the Department of Engineering Technology & Construction Management (ETCM) at the University of North Carolina at Charlotte (UNC-Charlotte). The project goal is to develop a certificate level training curriculum for commercial energy and sustainability managers and building operators that: 1) Increases the skill-based competency of building professionals in energy efficient building technologies and best practices, and 2) Increases the workforce pool of expertise in energy management and conservation techniques. The curriculum developed in this project can subsequently be used to establish a sustainable energy training program that can contribute to the creation of new “green” job opportunities in North Carolina and throughout the Southeast region, and workforce training that leads to overall reductions in commercial building energy consumption. Three energy training / education programs were developed to achieve the stated goal, namely: 1. Building Energy/Sustainability Management (BESM) Certificate Program for Building Managers and Operators (40 hours); 2. Energy Efficient Building Technologies (EEBT) Certificate Program (16 hours); and 3. Energy Efficent Buildings (EEB) Seminar (4 hours). Training Program 1 incorporates the following topics in the primary five-day Building Energy/Sustainability Management Certificate program in five training modules, namely: 1) Strategic Planning, 2) Sustainability Audits, 3) Information Analysis, 4) Energy Efficiency, and 5) Communication. Training Program 2 addresses the following technical topics in the two-day Building Technologies workshop: 1) Energy Efficient Building Materials, 2) Green Roofing Systems, 3) Energy Efficient Lighting Systems, 4) Alternative Power Systems for Buildings, 5) Innovative Building Systems, and 6) Application of Building Performance Simulation Software. Program 3 is a seminar which provides an overview of elements of programs 1 and 2 in a seminar style presentation designed for the general public to raise overall public awareness of energy and sustainability topics.

Dust Aerosol Impact on North Africa Climate: A GCM Investigation of Aerosol-Cloud-Radiation Interactions Using A-Train Satellite Data

The climatic effects of dust aerosols in North Africa have been investigated using the atmospheric general circulation model (AGCM) developed at the University of California, Los Angeles (UCLA). The model includes an efficient and physically based radiation parameterization scheme developed specifically for application to clouds and aerosols. Parameterization of the effective ice particle size in association with the aerosol indirect effect based on cloud and aerosol data retrieved from A-Train satellite observations have been employed in the climate model simulations. Offline simulations reveal that the direct solar, IR, and net forcings by dust aerosols generally increase with increasing aerosol optical depth (AOD). When the dust semi-direct effect is included with the presence of ice clouds, positive IR radiative forcing is enhanced, since ice clouds trap substantial IR radiation, while the positive solar forcing with dust aerosols alone has been changed to negative values due to the strong reflection of solar radiation by clouds, indicating that cloud forcing could exceed aerosol forcing. With the aerosol indirect effect, the net cloud forcing is generally reduced for ice water path (IWP) larger than 20 g m-2. The magnitude of the reduction increases with IWP. AGCM simulations show that the reduced ice crystal mean effective size due to the aerosol first indirect effect result in less OLR and net solar flux at the top of the atmosphere over the cloudy area of the North Africa region because ice clouds with smaller size trap more IR radiation and reflect more solar radiation. The precipitation in the same area, however, increases due to the aerosol indirect effect on ice clouds, corresponding to the enhanced convection as indicated by reduced OLR. The increased precipitation seems to be associated with enhanced ice water contents in this region. The 200 mb radiative heating rate shows more cooling with the aerosol indirect effect since greater cooling is produced at the cloud top with smaller ice crystal size. The 500 mb omega indicates strong upward motion, which, together with the increased cooling effect, results in the increased ice water contents. Adding the aerosol direct effect into the model simulation reduces the precipitation in the normal rainfall band over North Africa, where precipitation is shifted to the south and the northeast produced by the absorption of sunlight and the subsequent heating of the air column by dust particles. As a result, rainfall is drawn further inland to the northeast. This study represents the first attempt to quantify the climate impact of aerosol indirect effect using a GCM in connection with A-train satellite data. The parameterization for the aerosol first indirect effect developed in this study can be readily incorporated for application to any other GCMs.

American Society for Radiation Oncology (ASTRO) 2012 Workforce Study: The Radiation Oncologists' and Residents' Perspectives

Purpose: The American Society for Radiation Oncology (ASTRO) conducted the 2012 Radiation Oncology Workforce Survey to obtain an up-to-date picture of the workforce, assess its needs and concerns, and identify quality and safety improvement opportunities. The results pertaining to radiation oncologists (ROs) and residents (RORs) are presented here. Methods: The ASTRO Workforce Subcommittee, in collaboration with allied radiation oncology professional societies, conducted a survey study in early 2012. An online survey questionnaire was sent to all segments of the radiation oncology workforce. Respondents who were actively working were included in the analysis. This manuscript describes the data for ROs and RORs. Results: A total of 3618 ROs and 568 RORs were surveyed. The response rate for both groups was 29%, with 1047 RO and 165 ROR responses. Among ROs, the 2 most common racial groups were white (80%) and Asian (15%), and the male-to-female ratio was 2.85 (74% male). The median age of ROs was 51. ROs averaged 253.4 new patient consults in a year and 22.9 on-treatment patients. More than 86% of ROs reported being satisfied or very satisfied overall with their career. Close to half of ROs reported having burnout feelings. There was a trend toward more frequent burnout feelings with increasing numbers of new patient consults. ROs' top concerns were related to documentation, reimbursement, and patients' health insurance coverage. Ninety-five percent of ROs felt confident when implementing new technology. Fifty-one percent of ROs thought that the supply of ROs was balanced with demand, and 33% perceived an oversupply. Conclusions: This study provides a current snapshot of the 2012 radiation oncology physician workforce. There was a predominance of whites and men. Job satisfaction level was high. However a substantial fraction of ROs reported burnout feelings. Perceptions about supply and demand balance were mixed. ROs top concerns reflect areas of attention for the healthcare sector as a whole.

As the share of hybrid, plug-in hybrid (PHEV), electric (EV) and fuel-cell (FCV) vehicles grows in the national automotive fleet, an entirely new set of diagnostic and technical skills needs to be obtained by the maintenance workforce. Electrically-powered vehicles require new diagnostic tools, technique and vocabulary when compared to existing internal combustion engine-powered models. While the manufacturers of these new vehicles train their own maintenance personnel, training for students, independent working technicians and fleet operators is less focused and organized. This DOE-funded effort provided training to these three target groups to help expand availability of skills and to provide more competition (and lower consumer cost) in the maintenance of these hybrid- and electric-powered vehicles. Our approach was to start locally in the San Francisco Bay Area, one of the densest markets in the United States for these types of automobiles. We then expanded training to the Los Angeles area and then out-of-state to identify what types of curriculum was appropriate and what types of problems were encountered as training was disseminated. The fact that this effort trained up to 800 individuals with sessions varying from 2- day workshops to full-semester courses is considered a successful outcome. Diverse programs were developed to match unique time availability and educational needs of each of the three target audiences. Several key findings and observations arising from this effort include: • Recognition that hybrid and PHEV training demand is immediate; demand for EV training is starting to emerge; while demand for FCV training is still over the horizon • Hybrid and PHEV training are an excellent starting point for all EV-related training as they introduce all the basic concepts (electric motors, battery management, controllers, vocabulary, testing techniques) that are needed for all EVs, and these skills are in-demand in today’s market. • Faculty training is widely available and can be relatively quickly achieved. Equipment availability (vehicles, specialized tools, diagnostic software and computers) is a bigger challenge for funding-constrained colleges. • A computer-based emulation system that would replicate vehicle and diagnostic software in one package is a training aid that would have widespread benefit, but does not appear to exist. This need is further described at the end of Section 6.5. The benefits of this project are unique to each of the three target audiences. Students have learned skills they will use for the remainder of their careers; independent technicians can now accept customers who they previously needed to turn away due to lack of familiarity with hybrid systems; and fleet maintenance personnel are able to lower costs by undertaking work in-house that they previously needed to outsource. The direct job impact is estimated at 0.75 FTE continuously over the 3 ˝ -year duration of the grant.

Workforce Education For Renewable Energy -- Lessons Learned From A National Gathering Of Educators

On November 8 -10, 2006, the first national conference on renewable energy workforce education was held at Hudson Valley Community College in Troy, New York. The event was sponsored by the New York State Energy Research and Development Authority (NYSERDA) and organized by the Interstate Renewable Energy Council (IREC) and the Partnership for Environmental Technology Education (PETE). Over 200 instructors, school administrators, and industry representatives attended this event representing 30 states and over 65 Community Colleges and Technical High Schools. The conference resulted in an enormous collection of information on the best practices and effective approaches to teaching workforce skills in the renewable energy trades and industries. This paper discusses the following educational strategies: the hybrid course delivery model; interdisciplinary instruction; linking technical high schools with the local community college; integrating a renewable energy concentration within an energy management degree program; expanding hands-on opportunities through internship programs; and an industry-sponsored certificate program. Recommendations by educators are also discussed.

Manpower trends and training requirements for radiation protection personnel in the DOE contractor system

This document reports results of a survey undertaken jointly by the Office of Nuclear Safety and the Office of Industrial Relations, US Department of Energy, with assistance from Oak Ridge Associated Universities. The purpose of the survey was twofold: (1) to determine the current status and recent trends in technician-level radiation safety manpower among DOE contractors; and (2) to document the scope of radiation safety training activities for radiation protection technicians and other workers within the DOE contractor system. Data reported here were obtained both by use of a formal written questionnaire completed by staff at 34 government-owned, contractor-operated (GOCO) nuclear facilities and through supplemental documentation obtained from contractors of training procedures and requirements. The first half of this report describes trends in radiation protection manpower and reports workforce characteristics of health physics technicians. The second half of the report describes program requirements and procedures in those facilities that conduct formal in-house training programs for their radiation protection workforces. 4 figures, 22 tables.

Abramovo Counterterrorism Training Center

The U.S. government has been assisting the Russian Federation (RF) Ministry of Defense (MOD) for many years with nuclear weapons transportation security (NWTS) through the provision of specialized guard escort railcars and cargo railcars with integrated physical security and communication systems, armored transport vehicles, and armored escort vehicles. As a natural continuation of the NWTS program, a partnership has been formed to construct a training center that will provide counterterrorism training to personnel in all branches of the RF MOD. The Abramovo Counterterrorism Training Center (ACTC) is a multinational, multiagency project with funding from Canada, RF and the U.S. Departments of Defense and Energy. ACTC will be a facility where MOD personnel can conduct basic through advanced training in various security measures to protect Category IA material against the threat of terrorist attack. The training will enhance defense-in-depth principles by integrating MOD guard force personnel into the overall physical protection systems and improving their overall response time and neutralization capabilities. The ACTC project includes infrastructure improvements, renovation of existing buildings, construction of new buildings, construction of new training facilities, and provision of training and other equipment. Classroom training will be conducted in a renovated training building. Basic and intermediate training will be conducted on three different security training areas where various obstacles and static training devices will be constructed. The central element of ACTC, where advanced training will be held, is the 'autodrome,' a 3 km road along which various terrorist events can be staged to challenge MOD personnel in realistic and dynamic nuclear weapons transportation scenarios. This paper will address the ACTC project elements and the vision for training development and integrating this training into actual nuclear weapons transportation operations.

Advanced virtual energy simulation training and research: IGCC with CO2 capture power plant

In this presentation, we highlight the deployment of a real-time dynamic simulator of an integrated gasification combined cycle (IGCC) power plant with CO{sub 2} capture at the Department of Energy's (DOE) National Energy Technology Laboratory's (NETL) Advanced Virtual Energy Simulation Training and Research (AVESTARTM) Center. The Center was established as part of the DOE's accelerating initiative to advance new clean coal technology for power generation. IGCC systems are an attractive technology option, generating low-cost electricity by converting coal and/or other fuels into a clean synthesis gas mixture in a process that is efficient and environmentally superior to conventional power plants. The IGCC dynamic simulator builds on, and reaches beyond, conventional power plant simulators to merge, for the first time, a 'gasification with CO{sub 2} capture' process simulator with a 'combined-cycle' power simulator. Fueled with coal, petroleum coke, and/or biomass, the gasification island of the simulated IGCC plant consists of two oxygen-blown, downward-fired, entrained-flow, slagging gasifiers with radiant syngas coolers and two-stage sour shift reactors, followed by a dual-stage acid gas removal process for CO{sub 2} capture. The combined cycle island consists of two F-class gas turbines, steam turbine, and a heat recovery steam generator with three-pressure levels. The dynamic simulator can be used for normal base-load operation, as well as plant start-up and shut down. The real-time dynamic simulator also responds satisfactorily to process disturbances, feedstock blending and switchovers, fluctuations in ambient conditions, and power demand load shedding. In addition, the full-scope simulator handles a wide range of abnormal situations, including equipment malfunctions and failures, together with changes initiated through actions from plant field operators. By providing a comprehensive IGCC operator training system, the AVESTAR Center is poised to develop a workforce well-prepared to operate and control commercial-scale gasification-based power plants capable of 90% pre-combustion CO{sub 2} capture and compression, as well as low sulfur, mercury, and NOx emissions. With additional support from the NETL-Regional University Alliance (NETL-RUA), the Center will educate and train engineering students and researchers by providing hands-on 'learning by operating' experience The AVESTAR Center also offers unique collaborative R&D opportunities in high-fidelity dynamic modeling, advanced process control, real-time optimization, and virtual plant simulation. Objectives and goals are aimed at safe and effective management of power generation systems for optimal efficiency, while protecting the environment. To add another dimension of realism to the AVESTAR experience, NETL will introduce an immersive training system with innovative three-dimensional virtual reality technology. Wearing a stereoscopic headset or eyewear, trainees will enter an interactive virtual environment that will allow them to move freely throughout the simulated 3-D facility to study and learn various aspects of IGCC plant operation, control, and safety. Such combined operator and immersive training systems go beyond traditional simulation and include more realistic scenarios, improved communication, and collaboration among co-workers.

Unimodal wave trains and solitons in convex FPU chains

We consider atomic chains with nearest neighbour interactions and study periodic and homoclinic travelling waves which are called wave trains and solitons, respectively. Our main result is a new existence proof which relies on the constrained maximisation of the potential energy and exploits the invariance properties of an improvement operator. The approach is restricted to convex interaction potentials but refines the standard results as it provides the existence of travelling waves with unimodal and even profile functions. Moreover, we discuss the numerical approximation and complete localization of wave trains, and show that wave trains converge to solitons when the periodicity length tends to infinity.

Nonproliferation, like many aspects of security, has not played out as many expected following the end of the cold war. The peace dividend has been elusive in many countries. The notion that the world would become a safer and more secure place as nuclear weapons stockpiles were reduced has been trumped by the rise in international terrorism. Hopes that nuclear weapons would lose their salience as markers of elite status among nations along with pressures to acquire them have been dashed. The drive by some countries and terrorist groups to acquire nuclear weapons has not diminished, and the threat of proliferation has increased. At the level of the nation state, the Nonproliferation Treaty (NPT) itself is under pressure as more nations acquire nuclear weapons, de facto weapons states fail to join, and nations that want to acquire them leave or threaten to leave. At the sub-state level, the convergence of terrorism and weapons of mass destruction (WMD) has introduced an element of uncertainty into nonproliferation that is unprecedented. Another feature of the post-cold war era that has taken many by surprise is the continued, and growing need for trained specialists in nonproliferation and nuclear materials management. Contained within the notion of disarmament and reduced strategic importance of nuclear weapons was the expectation of a diminishing workforce of trained nonproliferation and nuclear materials specialists. Events have overtaken this assumption.

Education and Training in Radiochemistry – The NAMP Initiative

In 2009, the nuclear industry employed approximately 120,000 people. Nearly 38 percent of the nuclear industry force will be eligible to retire within the next five years. To maintain the current work force, the industry will need to hire approximately 25,000 more workers by 2015. Given that the current radiochemistry workforce is approaching the age for retirement and that a limited number of US universities provide experience with radiochemistry, the United States is faced with a growing demand for the education and training of scientists in the radiochemistry arena. Furthermore, it is critical that the US maintains global leadership in the next generation of safe nuclear energy technology from both a national security and environmental perspective. This will require a robust program that focuses entirely on educating and training the next generation of radiochemists in subjects such as 1- radioanalysis of actinides and radioelements not only in the environment but in medium pertinent to the back end of the nuclear fuel cycle, 2- speciation of radionuclides, 3- detection methods, 4- safeguards etc… Therefore, the National Analytical Management Program (NAMP) has organized a subcommittee focusing on training and education in radiochemistry. Through the efforts of this subcommittee, NAMP has established collaborative associations to foster the exchange of scientific and technical information with professors in radiochemistry programs at different universities. This paper will present our accomplishments and the development of a curriculum for an intermediate radiochemistry course in cooperation with the EPA. These short (2-hour) webinar presentations on specific radiochemistry topics have been developed and will be presented. The webinars are recorded and will become a library or collection of information for on-line access from the NAMP website.

Accrediting industrial safety training programs

There are job-specific training requirements established by regulations that Impose stringent training requirements on a contractor, for example, the Occupational Safety & Health Act (OSHA). Failure to comply with OSHA training requirements can result in severe penalties being levied against a company. Although an accredited training program is expensive, it is a possible solution for minimizing risks associated with job-specific training requirements for employees. Operating DOE contractors direct approximately 10 percent of the operating funds toward training activities. Training needs for contractors span a broad range, from requirements awareness training for managers, to general training required on a one-time basis for all employees, to highly specialized training programs for employees involved In clean-up operations at hazardous waste sites. With this kind of an investment in training, it is logical to maximize the most return on an investment of training funds and to limit exposure to liability suits whenever possible. This presentation will provide an overview of accredited industrial safety programs. The criteria for accredited industrial safety programs will be defined. The question of whether accredited training programs are necessary will be examined. Finally, advantages and disadvantages will be identified for accrediting industrial safety training programs.

The DOE Office of Environmental Management (DOE-EM) oversees one of the largest and most technically challenging cleanup programs in the world. The mission of DOE-EM is to complete the safe cleanup of the environmental legacy from five decades of nuclear weapons development and government-sponsored nuclear energy research. Since 1995, Florida International University's Applied Research Center (FIU-ARC) has supported the DOE-EM mission and provided unique research capabilities to address some of these highly technical and difficult challenges. This partnership has allowed FIU-ARC to create a unique infrastructure that is critical for the training and mentoring of science, technology, engineering, and math (STEM) students and has exposed many STEM students to 'hands-on' DOE-EM applied research, supervised by the scientists and engineers at ARC. As a result of this successful partnership between DOE and FIU, DOE requested FIU-ARC to create the DOE-FIU Science and Technology Workforce Development Initiative in 2007. This innovative program was established to create a 'pipeline' of minority STEM students trained and mentored to enter DOE's environmental cleanup workforce. The program was designed to help address DOE's future workforce needs by partnering with academic, government and private companies (DOE contractors) to mentor future minority scientists and engineers in the research, development, and deployment of new technologies and processes addressing DOE's environmental cleanup challenges. Since its inception in 2007, the program has trained and mentored 78 FIU STEM minority students. Although, the program has been in existence for only five years, a total of 75 internships have been conducted at DOE National Laboratories, DOE sites, DOE Headquarters and field offices, and DOE contractors. Over 85 DOE Fellows have participated in the Waste Management Symposia since 2008 with a total of 68 student posters and 7 oral presentations given at WM. The DOE Fellows participation at WM has resulted in three Best Student Poster Awards (WM09, WM10, and WM11) and one Best Professional Poster Award (WM09). DOE Fellows have also presented their research at ANS DD and R and ANS Robotics Topical meetings. Moreover, several of our DOE Fellows have already obtained employment with DOE-EM, other federal agencies, DOE contractors. This paper will discuss how DOE Fellows program is training and mentoring FIU STEM students in Department of Energy's Office of Environmental Management technical challenges and research. This training and mentoring has resulted in the development of well trained and polished young scientists and engineers that will become the future workforce in charge of carrying on DOE-EM's environmental cleanup mission. The paper will showcase FIU's DOE Fellows model and highlight some of the applied research the DOE Fellows have conducted at FIU's Applied Research Center and across the Complex by participating in summer internship assignments. This paper will also present and highlight other Fellowships and internships programs sponsored by National Nuclear Security Agency (NNSA), DOE-EM, NRC, Energy (NE), and other federal agencies targeting workforce development. We study a third-order nonlinear ordinary differential equation whose solutions, under certain specific conditions, are individual pulses. These correspond to homoclinic orbits in the phase space of the equation and we study the possible pulse types in some detail. Sufficiently close to the conditions under which a homoclinic orbit exists, the solutions take the form of trains of well-separated pulses. A measure of closeness to homoclinic conditions provides a small parameter for the development of an asymptotic solution consisting of superposed, isolated pulses. The solvability condition in the resulting singular perturbation theory is a {\\its timing map} relating successive pulse spacings. This map of the real line onto itself, together with the known form of the homoclinic orbit, provides a concise and accurate solution of the equation.

The ALICE analysis train system

In the ALICE experiment hundreds of users are analyzing big datasets on a Grid system. High throughput and short turn-around times are achieved by a centralized system called the LEGO trains. This system combines analysis from different users in so-called analysis trains which are then executed within the same Grid jobs thereby reducing the number of times the data needs to be read from the storage systems. The centralized trains improve the performance, the usability for users and the bookkeeping in comparison to single user analysis. The train system builds upon the already existing ALICE tools, i.e. the analysis framework as well as the Grid submission and monitoring infrastructure. The entry point to the train system is a web interface which is used to configure the analysis and the desired datasets as well as to test and submit the train. Several measures have been implemented to reduce the time a train needs to finish and to increase the CPU efficiency.

The purpose of the Workshop 'Excellence Empowered by a Diverse Academic Workforce: Achieving Racial & Ethnic Equity in Chemistry' was to promote the development of a cadre of academic leaders who create, implement and promote programs and strategies for increasing the number of racial and ethnic minorities to equitable proportions on the faculties of departments throughout the academic chemistry community. An important objective of the workshop was to assist in creating an informed and committed community of chemistry leaders who will create, implement and promote programs and strategies to advance racial and ethnic equity in both the faculty and the student body with the goal of increasing the number of U.S. citizen underrepresented minorities (URM) participating in academic chemistry at all levels, with particular focus on the pipeline to chemistry faculty. This objective was met by (1) presentations of detailed data describing current levels of racial and ethnic minorities on the faculties of chemistry departments; (2) frank discussion of the obstacles to and benefits of racial/ethnic diversity in the chemistry professoriate; (3) summary of possible effective interventions and actions; and (4) promotion of the dissemination and adoption of initiatives designed to achieve racial/ethnic equity. Federal programs over the past thirty years have been instrumental in delivering to our universities URM students intending to major in the physical sciences such as chemistry. However, the near absence of URM faculty means that there is also an absence of URM as role models for aspiring students. For example, citing 2003 as a representative year, some statistics reveal the severity of the pipeline shrinkage for U. S. citizen URM starting from chemistry B.S. degrees awarded to the appointment to chemistry faculty. Compared to the URM population of approximately 30% for that year, 67% of the B.S. degrees in chemistry were awarded to white citizens and 17% were awarded to URM citizens. Proceeding along the pipeline, 83% of the Ph.D. degrees in chemistry were awarded to white citizens, and 6.4% were awarded to URM citizens. The number of white citizens occupying tenure faculty lines in chemistry departments at major research universities is estimated to be 86%, while the corresponding lines for URM was estimated to be only 3.7% in 2003. In raw numbers, the number of white chemistry faculty is estimated to be 1459 and the number of URM faculty was estimated to be just 62. Thus, starting with 16.6% for URM students awarded B.S. degrees in chemistry, the number decreases to 6.4% for URM students awarded Ph.D degrees in chemistry and then dwindles to only 3.6% URM faculty in major research universities, compared to a population of approximately 30% URM citizens. Similar statistics for URM representation in chemistry is found for the last two decades. Clearly there is a serious lack of URM mentors and role models among tenure faculty in our chemistry departments. The impact of this deficiency is captured in the statement that 'A university's lack of minority faculty sends a message to its students that minorities have no place in academia' thereby perpetuating a cycle of marginalization and discrimination. The lack of mentors and role models in academia deprive URM students who pass through the undergraduate programs of an education that is enriched by the intellectual and cognitive diversity that is inherent in a faculty of diverse backgrounds and cultures. Furthermore, URM are projected to constitute almost 32% of the U.S. population by 2020, so that URM will outnumber White males [who are projected to constitute 30% of the population (U.S. Census data)]. It is clearly time for this to change and proactive programs are needed immediately in order to insure that there will be an optimal inclusion of the future 'majority' of the U. S. domestic population throughout all levels of academia. Optical computing with soliton trains in Bose-Einstein condensates

Optical computing devices can be implemented based on controlled generation of soliton trains in single and multicomponent Bose-Einstein condensates (BEC). Our concepts utilize the phenomenon that the frequency of soliton trains in BEC can be governed by changing interactions within the atom cloud. We use this property to store numbers in terms of those frequencies for a short time until observation. The properties of soliton trains can be changed in an intended way by other components of BEC occupying comparable states or via phase engineering. We elucidate in which sense such an additional degree of freedom can be regarded as a tool for controlled manipulation of data. Finally the outcome of any manipulation made is read out by observing the signature within the density profile.

Should we train scientific generalists?

I examine the topic of training scientific generalists. To focus the discussion, I propose the creation of a new graduate program, analogous in structure to existing MD/PhD programs, aimed at training a critical mass of scientific researchers with substantial intellectual breadth. In addition to completing the normal requirements for a PhD, students would undergo an intense, several year training period designed to expose them to the core vocabulary of multiple subjects at the graduate level. After providing some historical and philosophical context for this proposal, I outline how such a program could be implemented with little institutional overhead by existing research universities. Finally, I discuss alternative possibilities for training generalists by taking advantage of contemporary developments in online learning and open science.

Aphasia Awareness Training for Emergency Responders: Train the Trainers Background

Communication is crucial in emergency situations, but aphasia can affect an individual's ability to state their name or understand a firefighter saying, "Follow me. " Stressful situations often exacerbate the effects of aphasia. Many stroke and brain injury survivors are already at risk in crisis situations because of their physical impairments; those with aphasia can be rendered almost completely vulnerable. While emergency service personnel, such as EMTs and firefighters, rarely receive training on aphasia, they are in fact more likely to encounter a person with aphasia than someone with multiple sclerosis, cerebral palsy or muscular dystrophy (Will & Peters, 2004). However, many of them do not know what aphasia is, much less how to communicate with a person with the disorder. Unfortunately, because few first responders are specifically trained to deal with people with aphasia, they may mistake the aphasia for mental illness or other conditions. This project arose out of one such situation. Misunderstandings may arise and efforts to help people with aphasia may be useless – or dangerous. With seed funding from the Christopher and Dana Reeve Foundation, the NAA created a pilot project to train first responders in the New York metropolitan area. The project objectives were to educate police, firefighters, and EMTs in NJ, NY, CT about aphasia, so that they can recognize, communicate with, and respond more effectively to, people with aphasia in routine encounters or in emergency situations. A goal was also to have first responders recognize the “Aphasia Awareness symbol/sticker”(Figure 1) which is used by persons with aphasia on their vehicles and homes. To further this end, four objectives were established: 1) Developing an outline for aphasia training workshop and pre- and post- tests to measure effectiveness of training. 2) Compilation of a training template package consisting of aphasia training workshop outline, aphasia training video, and NAA materials. 3) Conducting training for at least 15 targeted first responders with the training averaging about an hour and a half in length. 4) Establishing that at least 85 % of workshop participants demonstrate an increased understanding of aphasia.

DOE nuclear, DOE non-nuclear, commercial nuclear reactor, fuel fabrication, chemical processing, or other types of facilities may also apply the principles of this approach and find it useful and applicable to local needs. The handbook provides DOE and contractor operating organizations with concepts and guidance regarding the use of alternative techniques to implement a systematic approach to training (SAT). The techniques described in this handbook are endorsed by DOE and use of the guidance in this handbook is appropriate for establishment of technical training programs at DOE nuclear facilities. The use of guidance on selection and implementation of appropriate training approaches after consideration of job complexity, the consequences of error based on risk/hazard potential, and available training media should result in effective and efficient training programs. The information presented in this handbook can be used to grade the level of effort and formality used in developing training programs.

Efficient high density train operations

The present invention provides methods for preventing low train voltages and managing interference, thereby improving the efficiency, reliability, and passenger comfort associated with commuter trains. An algorithm implementing neural network technology is used to predict low voltages before they occur. Once voltages are predicted, then multiple trains can be controlled to prevent low voltage events. Further, algorithms for managing inference are presented in the present invention. Different types of interference problems are addressed in the present invention such as "Interference. During Acceleration", "Interference Near Station Stops", and "Interference During Delay Recovery." Managing such interference avoids unnecessary brake/acceleration cycles during acceleration, immediately before station stops, and after substantial delays. Algorithms are demonstrated to avoid oscillatory brake/acceleration cycles due to interference and to smooth the trajectories of closely following trains. This is achieved by maintaining sufficient following distances to avoid unnecessary braking/accelerating. These methods generate smooth train trajectories, making for a more comfortable ride, and improve train motor reliability by avoiding unnecessary mode-changes between propulsion and braking. These algorithms can also have a favorable impact on traction power system requirements and energy consumption.

Computer-based training applied to nondestructive examination

Innovation is placing greater demands on Nondestructive Examination (NDE) technicians. Along with increased demands on the technician`s skills comes increased demands on his time. The need to use technicians productively limits the time available for training. It is hypothesized that an interactive Computer Based Training System (CBT) could meet or support these needs. The results of a literature search and survey of available software are presented and a proposed CBT system for training and testing NDE Technicians is modeled. Areas for future investigation are also discussed. It is the purpose of this paper to address the following questions. Is CBT an effective tool for imparting technical knowledge and skills and can it provide meaningful measurements of the student`s proficiency? Does a CBT system exist at this time for training and testing NDE technicians for recertification? If a system is presently under development, what have been the experiences of the organizations that have attempted this development? If such a system exists, what is its nature and what have been the experiences of organizations that have attempted to incorporate the system into their training protocol?

Between 1956 and 1989, the number of operating commercial nuclear power plants in the United States increased from none to 109. With the exception of a few plants that were still in final construction, no new nuclear power plants were ordered in the United States as the new millennium began. In 2005, the federal government pronounced the need for new electric power generating systems during the first quarter of the 21. century. The need comes from a desire to curb our reliance on fossil fuels, as well as to provide for a cleaner environment. One of those fuel systems noted was nuclear energy. Given the time between the last active period of nuclear power plant development and construction, there is a need to supply a talented and well-prepared workforce to operate the new plants. It will also be necessary to assess the needs of our current fleet of operating nuclear power plants, of which many are in the process of re-licensing, yet also facing an aging plant workforce. This paper will review and discuss measures to assess diverse workforce needs and technology transfer to meet current licensing requirements as that of future nuclear power plant development in the United States.
