    A workshop sponsored by the Los Alamos National Laboratory in cooperation with the Woodrow Wilson International Center for Scholars was held at the Wilson Center in Washington, DC, on October 28, 2010. The workshop addressed evolving nuclear forces and their impacts on nonproliferation in the context of the new strategic environment, the Obama Administration's Nuclear Posture Review and the 2010 NPT Review Conference. The discussions reflected the importance of the NPR for defining the role of US nuclear forces in dealing with 21st century threats and providing guidance for National Nuclear Security Administration (NNSA) and Department of Defense (DoD) programs and, for many but not all participants, highlighted its role in the successful outcome of the NPT RevCon. There was widespread support for the NPR and its role in developing the foundations for a sustainable nuclear-weapon program that addresses nuclear weapons, infrastructure and expertise in the broader nonproliferation, disarmament and international security contexts. However, some participants raised concerns about its implementation and its long-term effectiveness and sustainability.

    The workshop addressed the future of nuclear power and nonproliferation in light of global nuclear energy developments, changing US policy and growing concerns about nuclear proliferation and terrorism. The discussion reflected wide agreement on the need for nuclear power, the necessity of mitigating any proliferation and terrorism risks and support for international cooperation on solutions. There were considerable differences on the nature and extent of the risks of differing fuel cycle choices. There was some skepticism about the prospects for a global nuclear energy renaissance, but there was a recognition that nuclear power would expand somewhat in the decades ahead with some states expanding capacity dramatically (e.g., China) and at least a few new states developing nuclear power programs. It was also argued by some participants that under the right conditions, a genuine renaissance could occur some decades from now. The prospects for a dramatic growth in nuclear power will depend on the ability of governments and industry to address these concerns, including the effectiveness of, and the resources devoted to, plans to develop and implement technologies and approaches that strengthen nonproliferation, nuclear materials accountability and nuclear security Several participants noted that the United States will not be able to continue to lead global nonproliferation efforts and to shape the growth of nuclear power as well as the global environment and energy debates without a robust US nuclear energy program. Some participants argued that fully integrating nuclear energy growth and nonproliferation, proliferation resistance and physical protection objectives was possible. The growing consensus on these objectives and the growing concern about the potential impact of further proliferation on the industry was one reason for optimism. The Blue Ribbon commission led by Scowcroft and Hamilton was seen as going far beyond the need to find an alternative to Yucca Mountain, and the preeminent forum in the next years to address the back end of the fuel cycle and other issues. Some argued that addressing these issues is the critical missing element, or the final piece of the puzzle to ensure the benefits of nuclear power and to promote nonproliferation. In this context, many argued that R&D on closed as well as open fuel cycle options in order to ensure a suite of long-term options was essential.

    It is well known that high-energy scattering of a meson from some hadronic target can be described by the interaction of that target with a color dipole formed by two Wilson lines corresponding to fast quark-antiquark pair. Moreover, the energy dependence of the scattering amplitude is governed by the evolution equation of this color dipole with respect to rapidity. Similarly, the energy dependence of scattering of a baryon can be described in terms of evolution of a three-Wilson-lines operator with respect to the rapidity of the Wilson lines. We calculate the evolution of the 3-quark Wilson loop operator in themore » next-to-leading order (NLO) and present a quasi-conformal evolution equation for a composite 3-Wilson-lines operator. Thus we also obtain the linearized version of that evolution equation describing the amplitude of the odderon exchange at high energies.« less

    In the 1960?s the Lawrence Berkeley Laboratory (then The Lawrence Radiation Laboratory) submitted two proposals to build the next high energy physics research laboratory. The first included a 200 GeV accelerator and associated experimental facilities. The cost was $350 million. The Bureau of the Budget rejected that proposal as a ?budget buster?. It ruled that $250 million was the maximum that could be accepted. The second proposal was for a reduced scope laboratory that met the Bureau of the Budget?s cost limitation, but it was for a lower energy accelerator and somewhat smaller and fewer experimental facilities. The powerful Congressional Joint Committee on Atomic Energy rejected the reduced scope proposal as inadequate to provide physics results of sufficient interest to justify the cost. It was then that Bob Wilson came forth with a third proposal, coping with that ?Catch 22? and leading to the creation of Fermilab. How he did it will be the subject of this colloquium.

    In 1957, Wilson and Bappu found a tight correlation between the stellar absolute visual magnitude (M{sub V} ) and the width of the Ca II K emission line for late-type stars. Here, we revisit the Wilson-Bappu relationship (WBR) to claim that the WBR can be an excellent indicator of stellar surface gravity of late-type stars as well as a distance indicator. We have measured the width (W) of the Ca II K emission line in high-resolution spectra of 125 late-type stars obtained with the Bohyunsan Optical Echelle Spectrograph and adopted from the Ultraviolet and Visual Echelle Spectrograph archive. Based on our measurement of the emission line width (W), we have obtained a WBR of M{sub V} = 33.76 - 18.08 log W. In order to extend the WBR to being a surface gravity indicator, stellar atmospheric parameters such as effective temperature (T{sub eff}), surface gravity (log g), metallicity ([Fe/H]), and micro-turbulence ({xi}{sub tur}) have been derived from self-consistent detailed analysis using the Kurucz stellar atmospheric model and the abundance analysis code, MOOG. Using these stellar parameters and log W, we found that log g = -5.85 log W+9.97 log T{sub eff} - 23.48 for late-type stars.

    We present a reduction method for Wilson-Dirac fermions with nonzero chemical potential which generates a dimensionally reduced fermion matrix. The size of the reduced fermion matrix is independent of the temporal lattice extent and the dependence on the chemical potential is factored out. As a consequence the reduced matrix allows a simple evaluation of the Wilson fermion determinant for any value of the chemical potential and hence the exact projection to the canonical partition functions.

    It is shown that the Mott insulating and superfluid phases of bosons in an optical lattice may be distinguished by a non-local parity order parameter which is directly accessible via single site resolution imaging. In one dimension, the lattice Bose model is dual to a classical interface roughening problem. We use known exact results from the latter to prove that the parity order parameter exhibits long range order in the Mott insulating phase, consistent with recent experiments by Endres et al. [M. Endres, M. Cheneau, T. Fukuhara, C. Weitenberg, P. Schau, C. Gross, L. Mazza, M.C. Bauls, L. Pollet, I. Bloch, et al., Science 334 (2011) 200]. In two spatial dimensions, the parity order parameter can be expressed in terms of an equal time Wilson loop of a non-trivial U(1) gauge theory in 2+1 dimensions which exhibits a transition between a Coulomb and a confining phase. The negative logarithm of the parity order parameter obeys a perimeter law in the Mott insulator and is enhanced by a logarithmic factor in the superfluid. -- Highlights: Number statistics of cold atoms in optical lattices show non-local correlations. These correlations are measurable via single site resolution imaging. Incompressible phases exhibit an area law in particle number fluctuations. This leads to long-range parity order of Mott-insulators in one dimension. Parity order in 2d is connected with a Wilson-loop in a lattice gauge theory.

    The minimization of the Nambu-Goto (NG) action for a surface whose contour defines a circular Wilson loop of radius a placed at a finite value of the coordinate orthogonal to the border is considered. This is done for asymptotically AdS spaces. The condensates of dimension n = 2, 4, 6, 8, and 10 are calculated in terms of the coefficients in the expansion in powers of the radius a of the on-shell subtracted NG action for small a->0. The subtraction employed is such that it presents no conflict with conformal invariance in the AdS case and need not introduce an additional infrared scale for the case of confining geometries. It is shown that the UV value of the gluon condensates is universal in the sense that it only depends on the first coefficients of the difference with the AdS case.

    This case study presents the lessons learned from incorporating energy efficiency in the rebuilding and renovating of New Orleans K-12 schools after Hurricanes Katrina and Rita. Hurricane Katrina was the largest natural disaster in the United States, striking the Gulf Coast on August 29, 2005, and flooding 80% of New Orleans; to make matters worse, the city was flooded again only three weeks later by the effects of Hurricane Rita. Many of the buildings, including schools, were heavily damaged. The devastation of schools in New Orleans from the hurricanes was exacerbated by many years of deferred school maintenance. This case study presents the lessons learned from incorporating energy efficiency in the rebuilding and renovating of New Orleans K-12 schools after Hurricanes Katrina and Rita. The experiences of four new schools-Langston Hughes Elementary School, Andrew H. Wilson Elementary School (which was 50% new construction and 50% major renovation), L.B. Landry High School, and Lake Area High School-and one major renovation, Joseph A. Craig Elementary School-are described to help other school districts and design teams with their in-progress and future school building projects in hot-humid climates. Before Hurricane Katrina, New Orleans had 128 public schools. As part of the recovery planning, New Orleans Public Schools underwent an assessment and planning process to determine how many schools were needed and in what locations. Following a series of public town hall meetings and a district-wide comprehensive facility assessment, a Master Plan was developed, which outlined the renovation or construction of 85 schools throughout the city, which are expected to be completed by 2017. New Orleans Public Schools expects to build or renovate approximately eight schools each year over a 10-year period to achieve 21st century schools district-wide. Reconstruction costs are estimated at nearly $2 billion.

    We apply the adaptive time-dependent density-matrix renormalization-group method tDMRG to the study of transport properties of quantum-dot systems connected to metallic leads. Finite-size effects make the usual tDMRG description of the Kondo regime a numerically demanding task. We show that such effects can be attenuated by describing the leads by Wilson chains, in which the hopping matrix elements decay exponentially away from the impurity tn n/2. For a given system size and in the linear-response regime, results for 1 show several improvements over the undamped =1 case: perfect conductance is obtained deeper in the strongly interacting regime and current plateaus remain well defined for longer time scales. Similar improvements were obtained in the finite-bias regime up to bias voltages of the order of the Kondo temperature. These results show that with the proposed modification, the tDMRG characterization of Kondo correlations in the transport properties can be substantially improved, while it turns out to be sufficient to work with much smaller system sizes. We discuss the numerical cost of this approach with respect to the necessary system sizes and the entanglement growth during the time evolution.

    We study the equation of state at finite temperature and density in two-flavor QCD with the renormalization group improved gluon action and the clover-improved Wilson quark action on a 16{sup 3}x4 lattice. Along the lines of constant physics at m{sub PS}/m{sub V}=0.65 and 0.80, we compute the second and forth derivatives of the grand canonical partition function with respect to the quark chemical potential {mu}{sub q}=({mu}{sub u}+{mu}{sub d})/2 and the isospin chemical potential {mu}{sub I}=({mu}{sub u}-{mu}{sub d})/2 at vanishing chemical potentials, and study the behaviors of thermodynamic quantities at finite {mu}{sub q} using these derivatives for the case {mu}{sub I}=0. In particular, we study density fluctuations at nonezero temperature and density by calculating the quark number and isospin susceptibilities and their derivatives with respect to {mu}{sub q}. To suppress statistical fluctuations, we also examine new techniques applicable at low densities. We find a large enhancement in the fluctuation of the quark number when the density increased near the pseudocritical temperature, suggesting a critical point at finite {mu}{sub q} terminating the first order transition line between hadronic and quark-gluon-plasma phases. This result agrees with the previous results using staggered-type quark actions qualitatively. Furthermore, we study heavy-quark free energies and Debye screening masses at finite density by measuring the first and second derivatives of these quantities for various color channels of heavy quark-quark and quark-antiquark pairs. The results suggest that, to the leading order of {mu}{sub q}, the interaction between two quarks becomes stronger at finite densities, while that between quark and antiquark becomes weaker.

    The Alliance to Save Energy has responded to interest in the Green Schools concept from the New England states of Maine, New Hampshire and Vermont. The Alliance conducted a train-the-trainers workshop in Augusta, Maine March 17--18, 1999. This work is part of a Green Schools replication project leveraged by funds from another source, NORDAX, which contributed $80,000 to provide partial support to staff at the Maine Energy Education Project (MEEP), Vermont Energy Education Program (VEEP), and New Hampshire Governor's Office to develop Green Schools Projects. DOE funds were used to conduct training, develop a network of state and local government, business and school partners to support school efficiency activities in those three states.

    As the United States dramatically expands wind energy deployment, the industry is challenged with developing a skilled workforce and addressing public resistance. Wind Powering America?s Wind for Schools project addresses these issues by: 1) Developing Wind Application Centers (WACs) at universities; WAC students assist in implementing school wind turbines and participate in wind courses. 2) Installing small wind turbines at community 'host' schools. 3) Implementing teacher training with interactive curricula at each host school.

The recommendations are drawn from the Advanced Energy Design Guide for K-12 School Buildings, an ASHRAE publication that provides comprehensive recommendations for designing low-energy-use school buildings (see sidebar). Designed as a stand-alone document, this fact sheet provides key principles and a set of prescriptive design recommendations appropriate for smaller schools with insufficient budgets to fully implement best practices for integrated design and optimized performance. The recommendations have undergone a thorough analysis and review process through ASHRAE, and have been deemed the best combination of measures to achieve 50% savings in the greatest number of schools.

      Fish schools and bird flocks are fascinating examples of collective behaviours in which many individuals generate and interact with complex flows. Motivated by animal groups on the move, here we explore how the locomotion of many bodies emerges from their flow-mediated interactions. Through experiments and simulations of arrays of flapping wings that propel within a collective wake, we discover distinct modes characterized by the group swimming speed and the spatial phase shift between trajectories of neighbouring wings. For identical flapping motions, slow and fast modes coexist and correspond to constructive and destructive wing–wake interactions. Simulations show that swimming in amore » group can enhance speed and save power, and we capture the key phenomena in a mathematical model based on memory or the storage and recollection of information in the flow field. Lastly, these results also show that fluid dynamic interactions alone are sufficient to generate coherent collective locomotion, and thus might suggest new ways to characterize the role of flows in animal groups.« less

      The ACS Summer Schools in Nuclear and Radiochemistry (herein called Summer Schools) were funded by the U.S. Department of Energy and held at San Jose State University (SJSU) and Brookhaven National Laboratory (BNL). The Summer Schools offer undergraduate students with U.S. citizenship an opportunity to complete coursework through ACS accredited chemistry degree programs at SJSU or the State University of New York at Stony Brook (SBU). The courses include lecture and laboratory work on the fundamentals and applications of nuclear and radiochemistry. The number of students participating at each site is limited to 12, and the low student-to-instructor ratio is needed due to the intense nature of the six-week program. To broaden the students perspectives on nuclear science, prominent research scientists active in nuclear and/or radiochemical research participate in a Guest Lecture Series. Symposia emphasizing environmental chemistry, nuclear medicine, and career opportunities are conducted as a part of the program. The Department of Energys Office of Basic Energy Sciences (BES) renewed the five-year proposal for the Summer Schools starting March 1, 2007, with contributions from Biological and Environmental Remediation (BER) and Nuclear Physics (NP). This Final Technical Report covers the Summer Schools held in the years 2007-2011.

      As part of the U.S. Department of Energy’s (DOE’s) effort to deploy transportation technologies that reduce U.S. dependence on imported petroleum, this study examines five school districts, one in Virginia and four in Texas, successful use of propane school buses. These school districts used school buses equipped with the newly developed liquid propane injection system that improves vehicle performance. Some of the school districts in this study saved nearly 50% on a cost per mile basis for fuel and maintenance relative to diesel. Using Argonne National Laboratory’s Alternative Fuel Life-Cycle Environmental and Economic Transportation (AFLEET) Tool developed for the DOE’s Clean Cities program to help Clean Cities stakeholders estimate petroleum use, greenhouse gas (GHG) emissions, air pollutant emissions and cost of ownership of light-duty and heavy-duty vehicles, the results showed payback period ranges from 3—8 years, recouping the incremental cost of the vehicles and infrastructure. Overall, fuel economy for these propane vehicles is close to that of displaced diesel vehicles, on an energy-equivalent basis. In addition, the 110 propane buses examined demonstrated petroleum displacement, 212,000 diesel gallon equivalents per year, and GHG benefits of 770 tons per year.

      The increasing presence of computers and other forms of information and communications technology (ICT) in schools has raised concerns in the United States (US) and elsewhere. Children are using computers more than any other age group in the US. It is not known whether early intensive use of ICT predisposes children to future injury. Ergonomics is not included in state curriculum standards or requirements but can be supported by some of the existing standards. Some who believe that children are better off being educated early about ergonomics are taking action to bring ergonomics into elementary and secondary schools. This paper describes the process used to introduce ergonomics into two elementary schools in two different states by initiators with two different roles.

      This report focuses on financial options developed specifically for renewable energy and energy efficiency projects in three California public school districts. Solar energy systems installed on public schools have a number of benefits that include utility bill savings, reductions in greenhouse gas emissions (GHGs) and other toxic air contaminants, job creation, demonstrating environmental leadership, and creating learning opportunities for students. In the 2011 economic environment, the ability to generate general-fund savings as a result of reducing utility bills has become a primary motivator for school districts trying to cut costs. To achieve meaningful savings, the size of the photovoltaic (PV) systems installed (both individually on any one school and collectively across a district) becomes much more important; larger systems are required to have a material impact on savings. Larger PV systems require a significant financial commitment and financing therefore becomes a critical element in the transaction. In simple terms, school districts can use two primary types of ownership models to obtain solar installations and cost savings across a school district. The PV installations can be financed and owned directly by the districts themselves. Alternatively, there are financing structures whereby another entity, such as a solar developer or its investors, actually own and operate the PV systems on behalf of the school district. This is commonly referred to as the 'third-party ownership model.' Both methods have advantages and disadvantages that should be weighed carefully.

      The CERN Winter School on Supergravity, Strings, and Gauge Theory is the analytic continuation of the yearly training school of the former EC-RTN string network "Constituents, Fundamental Forces and Symmetries of the Universe". The 2010 edition of the school is supported and organized by the CERN Theory Divison, and will take place from Monday January 25 to Friday January 29, at CERN. As its predecessors, this school is meant primarily for training of doctoral students and young postdoctoral researchers in recent developments in theoretical high-energy physics and string theory. The programme of the school will consist of five series of pedagogical lectures, complemented by tutorial discussion sessions in the afternoons. Previous schools in this series were organized in 2005 at SISSA in Trieste, and in 2006, 2007, 2008, and 2009 at CERN, Geneva. Other similar schools have been organized in the past by the former related RTN network "The Quantum Structure of Spacetime and the Geometric Nature of Fundamental Interactions". This edition of the school is not funded by the European Union. The school is funded by the CERN Theory Division, and the Arnold Sommerfeld Center at Ludwig-Maximilians University of Munich.       Through a commitment to high performance, school districts are discovering that smart energy choices can create lasting benefits for students, communities, and the environment. For example, an energy efficient school district with 4,000 students can save as much as $160,000 a year in energy costs. Over 10 years, those savings can reach $1.6 million, translating into the ability to hire more teachers, purchase more textbooks and computers, or invest in additional high performance facilities. Beyond these bottomline benefits, schools can better foster student health, decrease absenteeism, and serve as centers of community life. The U.S. Department of Energy's EnergySmart Schools Program promotes a 30 percent improvement in existing school energy use. It also encourages the building of new schools that exceed code (ASHRAE 90.11999) by 50 percent or more. The program provides resources like this Guide to Operating and Maintaining EnergySmart Schools to assist school decisionmakers in planning, financing, operating, and maintaining energy efficient, high performance schools. It also offers education and training for building industry professionals. Operations and maintenance refer to all scheduled and unscheduled actions for preventing equipment failure or decline with the goal of increasing efficiency, reliability, and safety. A preventative maintenance program is the organized and planned performance of maintenance activities in order to prevent system or production problems or failures from occurring. In contrast, deferred maintenance or reactive maintenance (also called diagnostic or corrective maintenance) is conducted to address an existing problem. This guide is a primary resource for developing and implementing a districtor schoolwide operations and maintenance (O&M) program that focuses on energy efficiency. The EnergySmart Schools Solutions companion CD contains additional supporting information for design, renovation, and retrofit projects. The objective of this guide is to provide organizational and technical information for integrating energy and high performance facility management into existing O&M practices. The guide allows users to adapt and implement suggested O&M strategies to address specific energy efficiency goals. It recognizes and expands on existing tools and resources that are widely used throughout the high performance school industry. External resources are referenced throughout the guide and are also listed within the EnergySmart Schools O&M Resource List (Appendix J). While this guide emphasizes the impact of the energy efficiency component of O&M, it encourages taking a holistic approach to maintaining a high-performance school. This includes considering various environmental factors where energy plays an indirect or direct role. For example, indoor air quality, site selection, building orientation, and water efficiency should be considered. Resources to support these overlapping aspects will be cited throughout the guide.
