A workshop sponsored by the Los Alamos National Laboratory in cooperation with the Woodrow Wilson International Center for Scholars was held at the Wilson Center in Washington, DC, on October 28, 2010. The workshop addressed evolving nuclear forces and their impacts on nonproliferation in the context of the new strategic environment, the Obama Administration's Nuclear Posture Review and the 2010 NPT Review Conference. The discussions reflected the importance of the NPR for defining the role of US nuclear forces in dealing with 21st century threats and providing guidance for National Nuclear Security Administration (NNSA) and Department of Defense (DoD) programs and, for many but not all participants, highlighted its role in the successful outcome of the NPT RevCon. There was widespread support for the NPR and its role in developing the foundations for a sustainable nuclear-weapon program that addresses nuclear weapons, infrastructure and expertise in the broader nonproliferation, disarmament and international security contexts. However, some participants raised concerns about its implementation and its long-term effectiveness and sustainability.

Report of a workshop on nuclear power growth and nonproliferation held at the Woodrow Wilson international center for scholars, Washington, DC, April 21, 2010

The workshop addressed the future of nuclear power and nonproliferation in light of global nuclear energy developments, changing US policy and growing concerns about nuclear proliferation and terrorism. The discussion reflected wide agreement on the need for nuclear power, the necessity of mitigating any proliferation and terrorism risks and support for international cooperation on solutions. There were considerable differences on the nature and extent of the risks of differing fuel cycle choices. There was some skepticism about the prospects for a global nuclear energy renaissance, but there was a recognition that nuclear power would expand somewhat in the decades ahead with some states expanding capacity dramatically (e.g., China) and at least a few new states developing nuclear power programs. It was also argued by some participants that under the right conditions, a genuine renaissance could occur some decades from now. The prospects for a dramatic growth in nuclear power will depend on the ability of governments and industry to address these concerns, including the effectiveness of, and the resources devoted to, plans to develop and implement technologies and approaches that strengthen nonproliferation, nuclear materials accountability and nuclear security Several participants noted that the United States will not be able to continue to lead global nonproliferation efforts and to shape the growth of nuclear power as well as the global environment and energy debates without a robust US nuclear energy program. Some participants argued that fully integrating nuclear energy growth and nonproliferation, proliferation resistance and physical protection objectives was possible. The growing consensus on these objectives and the growing concern about the potential impact of further proliferation on the industry was one reason for optimism. The Blue Ribbon commission led by Scowcroft and Hamilton was seen as going far beyond the need to find an alternative to Yucca Mountain, and the preeminent forum in the next years to address the back end of the fuel cycle and other issues. Some argued that addressing these issues is the critical missing element, or the final piece of the puzzle to ensure the benefits of nuclear power and to promote nonproliferation. In this context, many argued that R&D on closed as well as open fuel cycle options in order to ensure a suite of long-term options was essential.

We discuss the physics and computation of lattice QCD, a space-time lattice formulation of quantum chromodynamics, and Kenneth Wilson's seminal role in its development. We start with the fundamental issue of confinement of quarks in the theory of the strong interactions, and discuss how lattice QCD provides a framework for understanding this phenomenon. A conceptual issue with lattice QCD is a conflict of space-time lattice with chiral symmetry of quarks. We discuss how this problem is resolved. Since lattice QCD is a non-linear quantum dynamical system with infinite degrees of freedom, quantities which are analytically calculable are limited. On the other hand, it provides an ideal case of massively parallel numerical computations. We review the long and distinguished history of parallel-architecture supercomputers designed and built for lattice QCD. ADHM Revisited: Instantons and Wilson Lines

We revisit the well-studied D0-D4 system of D-branes and its relationship to the ADHM construction. It is well known that the D0-branes appear as instantons in the D4-brane worldvolume. We add a Wilson line to the D4-brane in the guise of an extended fundamental string and determine how this affects the D0-brane dynamics. As the D0-brane moves in the presence of the Wilson line, it experiences a Lorentz force, proportional to its Yang-Mills gauge connection. From the perspective of the D0-brane quantum mechanics, this force emerges through the ADHM construction of the self-dual gauge connection.

It is well known that high-energy scattering of a meson from some hadronic target can be described by the interaction of that target with a color dipole formed by two Wilson lines corresponding to fast quark-antiquark pair. Moreover, the energy dependence of the scattering amplitude is governed by the evolution equation of this color dipole with respect to rapidity. Similarly, the energy dependence of scattering of a baryon can be described in terms of evolution of a three-Wilson-lines operator with respect to the rapidity of the Wilson lines. We calculate the evolution of the 3-quark Wilson loop operator in the next-to-leading order (NLO) and present a quasi-conformal evolution equation for a composite 3-Wilson-lines operator. We also obtain the linearized version of that evolution equation describing the amplitude of the odderon exchange at high energies.

ABJ Fractional Brane from ABJM Wilson Loop

We present a new Fermi gas formalism for the ABJ matrix model. This formulation identifies the effect of the fractional M2-brane in the ABJ matrix model as that of a composite Wilson loop operator in the corresponding ABJM matrix model. Using this formalism, we study the phase part of the ABJ partition function numerically and find a simple expression for it. We further compute a few exact values of the partition function at some coupling constants. Fitting these exact values against the expected form of the grand potential, we can determine the grand potential with exact coefficients. The results at various coupling constants enable us to conjecture an explicit form of the grand potential for general coupling constants. The part of the conjectured grand potential from the perturbative sum, worldsheet instantons and bound states is regarded as a natural generalization of that in the ABJM matrix model, though the membrane instanton part contains a new contribution.

Pair Correlation Function of Wilson Loops

We give a path integral prescription for the pair correlation function of Wilson loops lying in the worldvolume of Dbranes in the bosonic open and closed string theory. The results can be applied both in ordinary flat spacetime in the critical dimension d or in the presence of a generic background for the Liouville field. We compute the potential between heavy nonrelativistic sources in an abelian gauge theory in relative collinear motion with velocity v = tanh(u), probing length scales down to r_min^2 = 2 \\pi \\alpha' u. We predict a universal -(d-2)/r static interaction at short distances. We show that the velocity dependent corrections to the short distance potential in the bosonic string take the form of an infinite power series in the dimensionless variables z = r_min^2/r^2, uz/\\pi, and u^2.

Bob Wilson and The Birth of Fermilab

In the 1960?s the Lawrence Berkeley Laboratory (then The Lawrence Radiation Laboratory) submitted two proposals to build the next high energy physics research laboratory. The first included a 200 GeV accelerator and associated experimental facilities. The cost was $350 million. The Bureau of the Budget rejected that proposal as a ?budget buster?. It ruled that $250 million was the maximum that could be accepted. The second proposal was for a reduced scope laboratory that met the Bureau of the Budget?s cost limitation, but it was for a lower energy accelerator and somewhat smaller and fewer experimental facilities. The powerful Congressional Joint Committee on Atomic Energy rejected the reduced scope proposal as inadequate to provide physics results of sufficient interest to justify the cost. It was then that Bob Wilson came forth with a third proposal, coping with that ?Catch 22? and leading to the creation of Fermilab. How he did it will be the subject of this colloquium.

Trivializing maps, the Wilson flow and the HMC algorithm

In lattice gauge theory, there exist field transformations that map the theory to the trivial one, where the basic field variables are completely decoupled from one another. Such maps can be constructed systematically by integrating certain flow equations in field space. The construction is worked out in some detail and it is proposed to combine the Wilson flow (which generates approximately trivializing maps for the Wilson gauge action) with the HMC simulation algorithm in order to improve the efficiency of lattice QCD simulations.

Multi-grid HMC for Ginsparg-Wilson fermions

I describe a method that places the fermion fields and the gauge fields on different lattice spacings during the Hybrid Monte Carlo generation of Ginsparg-Wilson dynamical ensembles. The idea is motivated by Wilson's formulation of the renormalisation group. After outlining the underlying theory, I describe a method to perform most of the work of the HMC on a coarse lattice, only requiring to convert to and from the fine lattice once for each independent configuration. Because the bulk of the work takes place on the coarse lattice, including the calculation of most observables, this method saves over an order of magnitude in computer time over previous methods.

Rapidity evolution of Wilson lines at the next-to-leading order

At high energies particles move very fast so the proper degrees of freedom for the fast gluons moving along the straight lines are Wilson-line operators - infinite gauge factors ordered along the line. In the framework of operator expansion in Wilson lines the energy dependence of the amplitudes is determined by the rapidity evolution of Wilson lines. We present the next-to-leading order hierarchy of the evolution equations for Wilson-line operators.

Wilson lines and gauge invariant off-shell amplitudes

We study matrix elements of Fourier-transformed straight infinite Wilson lines as a way to calculate gauge invariant tree-level amplitudes with off-shell gluons. The off-shell gluons are assigned "polarization vectors" which (in the Feynman gauge) are transverse to their off-shell momenta and define the direction of the corresponding Wilson line operators. The infinite Wilson lines are first regularized to prove the correctness of the method. We have implemented the method in a computer FORM program that can calculate gluonic matrix elements of Wilson line operators automatically. In addition we formulate the Feynman rules that are convenient in certain applications, e.g. proving the Ward identities. Using both the program and the Feynman rules we calculate a few examples, in particular the matrix elements corresponding to gauge invariant $g^{*}g^{*}g^{*}g$ and $g^{*}g^{*}g^{*}g^{*}g$ processes. An immediate application of the approach is in the high energy scattering, as in a special kinematic setup our results reduce to the form directly related to Lipatov's vertices. Thus the results we present can be directly transformed into Lipatov's vertices, in particular into $RRRP$ and $RRRRP$ vertices with arbitrary "orientation" of reggeized gluons. Since the formulation itself is not restricted to high-energy scattering, we also apply the method to a decomposition of an ordinary on-shell amplitude into a set of gauge invariant objects.

We continue our investigation of 2+1 flavor QCD thermodynamics using dynamical Wilson fermions in the fixed scale approach. Two additional pion masses, approximately 440 MeV and 285 MeV, are added to our previous work at 545 MeV. The simulations were performed at 3 or 4 lattice spacings at each pion mass. The renormalized chiral condensate, strange quark number susceptibility and Polyakov loop is obtained as a function of the temperature and we observe a decrease in the light chiral pseudo-critical temperature as the pion mass is lowered while the pseudo-critical temperature associated with the strange quark number susceptibility or the Polyakov loop is only mildly sensitive to the pion mass. These findings are in agreement with previous continuum results obtained in the staggered formulation.

Wilson lines for AdS_5 black strings

We describe a simple method of extending AdS_5 black string solutions of 5d gauged supergravity in a supersymmetric way by addition of Wilson lines along a circular direction in space. When this direction is chosen along the string, and due to the specific form of 5d supergravity that features Chern-Simons terms, the existence of magnetic charges automatically generates conserved electric charges in a 5d analogue of the Witten effect. Therefore we find a rather generic, model-independent way of adding electric charges to already existing solutions with no backreaction from the geometry or breaking of any symmetry. We use this method to explicitly write down more general versions of the Benini-Bobev black strings and comment on the implications for the dual field theory and the similarities with generalizations of the Cacciatori-Klemm black holes in AdS_4.

Strings at Finite Temperature: Wilson Lines, Free Energies, and the Thermal Landscape

According to the standard prescriptions, zero-temperature string theories can be extended to finite temperature by compactifying their time directions on a so-called "thermal circle" and implementing certain orbifold twists. However, the existence of a topologically non-trivial thermal circle leaves open the possibility that a gauge flux can pierce this circle --- i.e., that a non-trivial Wilson line (or equivalently a non-zero chemical potential) might be involved in the finite-temperature extension. In this paper, we concentrate on the zero-temperature heterotic and Type I strings in ten dimensions, and survey the possible Wilson lines which might be introduced in their finite-temperature extensions. We find a rich structure of possible thermal string theories, some of which even have non-traditional Hagedorn temperatures, and we demonstrate that these new thermal string theories can be interpreted as extrema of a continuous thermal free-energy "landscape". Our analysis also uncovers a unique finite-temperature extension of the heterotic SO(32) and $E_8\\times E_8$ strings which involves a non-trivial Wilson line, but which --- like the traditional finite-temperature extension without Wilson lines --- is metastable in this thermal landscape.

Static quark free energies at finite temperature with two flavors of improved Wilson quarks

Polyakov loop correlations at finite temperature in two-flavor QCD are studied in lattice simulations with the RG-improved gluon action and the clover-improved Wilson quark action. From the simulations on a $16^3 \\times 4$ lattice, we extract the free energies, the effective running coupling $g_{\\rm eff}(T)$ and the Debye screening mass $m_D(T)$ for various color channels of heavy quark--quark and quark--anti-quark pairs above the critical temperature. The free energies are well approximated by the screened Coulomb form with the appropriate Casimir factors. The magnitude and the temperature dependence of the Debye mass are compared to those of the next-to-leading order thermal perturbation theory and to a phenomenological formula given in terms of $g_{\\rm eff}(T)$. Also we made a comparison between our results with the Wilson quark and those with the staggered quark previously reported.

Large rank Wilson loops in N=2 superconformal QCD at strong coupling

We compute the expectation values of circular Wilson loops in large representations at strong coupling, in the large-N limit of the N=2 superconformal theory with SU(N) gauge group and 2N hypermultiplets. Employing Pestun's matrix integral, we focus attention on symmetric and antisymmetric representations with ranks of order N. We find that large rank antisymmetric loops are independent of the coupling at strong 't Hooft coupling while symmetric Wilson loops grow exponentially with it. Symmetric loops display a non-analyticity as a function of the rank, characterized by the splitting of a single matrix model eigenvalue from the continuum, bearing close resemblance to Bose-Einstein condensation in an ideal gas. We discuss implications of these for a putative large-N string dual. The method of calculation we adopt makes explicit the connection to Fermi and Bose gas descriptions and also suggests a tantalizing connection of the above system to a multichannel Kondo model.

We construct a Wilson action for the Wess-Zumino model by applying the exact renormalization group perturbatively. Using neither superfields nor auxiliary fields, we construct a supersymmetric action only with complex scalar and Majorana spinor fields. Building Energy-Efficient Schools in New Orleans: Lessons Learned (Brochure)

This case study presents the lessons learned from incorporating energy efficiency in the rebuilding and renovating of New Orleans K-12 schools after Hurricanes Katrina and Rita. Hurricane Katrina was the largest natural disaster in the United States, striking the Gulf Coast on August 29, 2005, and flooding 80% of New Orleans; to make matters worse, the city was flooded again only three weeks later by the effects of Hurricane Rita. Many of the buildings, including schools, were heavily damaged. The devastation of schools in New Orleans from the hurricanes was exacerbated by many years of deferred school maintenance. This case study presents the lessons learned from incorporating energy efficiency in the rebuilding and renovating of New Orleans K-12 schools after Hurricanes Katrina and Rita. The experiences of four new schools-Langston Hughes Elementary School, Andrew H. Wilson Elementary School (which was 50% new construction and 50% major renovation), L.B. Landry High School, and Lake Area High School-and one major renovation, Joseph A. Craig Elementary School-are described to help other school districts and design teams with their in-progress and future school building projects in hot-humid climates. Before Hurricane Katrina, New Orleans had 128 public schools. As part of the recovery planning, New Orleans Public Schools underwent an assessment and planning process to determine how many schools were needed and in what locations. Following a series of public town hall meetings and a district-wide comprehensive facility assessment, a Master Plan was developed, which outlined the renovation or construction of 85 schools throughout the city, which are expected to be completed by 2017. New Orleans Public Schools expects to build or renovate approximately eight schools each year over a 10-year period to achieve 21st century schools district-wide. Reconstruction costs are estimated at nearly $2 billion.

The running coupling of the Wilson fermon(JLQCD/CP-PACS) and that of Kogut-Susskind(KS) fermion(MILC) are measured in the lattice Landau gauge QCD in $\\widetilde{MOM}$ scheme. The quark propagator of the KS fermion is also measured and we find that it is infrared suppressed. The renormalization factor of the running coupling and the tadpole renormalization define the scale of the quark wave function. Effects of the $A_\\mu^2$ condensates of a few GeV$^2$ are observed in the running coupling and also in the quark propagator.

QCD Condensates and Holographic Wilson Loops for Asymptotically AdS Spaces

The minimization of the Nambu-Goto (NG) action for a surface whose contour defines a circular Wilson loop of radius a placed at a finite value of the coordinate orthogonal to the border is considered. This is done for asymptotically AdS spaces. The condensates of dimension n = 2, 4, 6, 8, and 10 are calculated in terms of the coefficients in the expansion in powers of the radius a of the on-shell subtracted NG action for small a->0. The subtraction employed is such that it presents no conflict with conformal invariance in the AdS case and need not introduce an additional infrared scale for the case of confining geometries. It is shown that the UV value of the gluon condensates is universal in the sense that it only depends on the first coefficients of the difference with the AdS case.

QCD thermodynamics with two flavours of Wilson fermions on large lattices

We explore the phase diagram of two flavour QCD at vanishing chemical potential using dynamical O(a)-improved Wilson quarks. In the approach to the chiral limit we use lattices with a temporal extent of N_t=16 and spatial extent L=32,48 and 64 to enable the extrapolation to the thermodynamic limit with small discretisation effects. In addition to an update on the scans at constant \\kappa, reported earlier, we present first results from scans along lines of constant physics at a pion mass of 290 MeV. We probe the transition using the Polyakov loop and the chiral condensate, as well as spectroscopic observables such as screening masses.

Isotriplet Dark Matter on the Lattice: SO(4)-gauge theory with two Vector Wilson fermions

We present preliminary results for simulations of SO(4)-gauge theory with two Dirac Wilson fermions transforming according to the vector representation. We map out the phase diagram including the strong coupling bulk phase transition line as well as the zero PCAC-mass line. In addition, we measure the pseudo scalar and vector meson masses, and investigate whether the theory features chiral symmetry breaking. If the theory is used for breaking the electroweak symmetry dynamically it is the orthogonal group equivalent of the Minimal Walking Technicolor model but with the following distinctive features: a] It provides a natural complex weak isotriplet of Goldstone bosons of which the neutral component can be identified with a light composite dark matter state; b] It is expected to break the global symmetry spontaneously; c] It is free from fermionic composite states made by a techniglue and a technifermion.

Free energies of heavy quarks in full-QCD lattice simulations with Wilson-type quark action

The free energy between a static quark and an antiquark is studied by using the color-singlet Polyakov-line correlation at finite temperature in lattice QCD with 2+1 flavors of improved Wilson quarks. From the simulations on $32^3 \\times 12$, 10, 8, 6, 4 lattices in the high temperature phase, based on the fixed scale approach, we find that, the heavy-quark free energies at short distance converge to the heavy-quark potential evaluated from the Wilson loop at zero temperature, in accordance with the expected insensitivity of short distance physics to the temperature. At long distance, the heavy-quark free energies approach to twice the single-quark free energies, implying that the interaction between heavy quarks is screened. The Debye screening mass obtained from the long range behavior of the free energy is compared with the results of thermal perturbation theory.

We report the current status of our systematic studies of the QCD thermodynamics by lattice QCD simulations with two flavors of improved Wilson quarks. We evaluate the critical temperature of two flavor QCD in the chiral limit at zero chemical potential and show the preliminary result. Also we discuss fluctuations at none-zero temperature and density by calculating the quark number and isospin susceptibilities and their derivatives with respect to chemical potential.

Wilson polynomials/functions and intertwining operators for the generic quantum superintegrable system on the 2-sphere

It has been known since 2007 that the Wilson and Racah polynomials can be characterized as basis functions for irreducible representations of the quadratic symmetry algebra of the quantum superintegrable system on the 2-sphere, $H\\Psi=E\\Psi$, with generic 3-parameter potential. Clearly, the polynomials are expansion coefficients for one eigenbasis of a symmetry operator $L_1$ of $H$ in terms of an eigenbasis of another symmetry operator $L_2$, but the exact relationship appears not to have been made explicit. We work out the details of the expansion to show, explicitly, how the polynomials arise and how the principal properties of these functions: the measure, 3-term recurrence relation, 2nd order difference equation, duality of these relations, permutation symmetry, intertwining operators and an alternate derivation of Wilson functions -- follow from the symmetry of this quantum system. There is active interest in the relation between multivariable Wilson polynomials and the quantum superintegrable system on the $n$-sphere with generic potential, and these results should aid in the generalization. Contracting function space realizations of irreducible representations of this quadratic algebra to the other superintegrable systems one can obtain the full Askey scheme of orthogonal hypergeometric polynomials. All of these contractions of superintegrable systems with potential are uniquely induced by Wigner Lie algebra contractions of $so(3, C )$ and $e(2, C)$. All of the polynomials produced are interpretable as quantum expansion coefficients. It is important to extend this process to higher dimensions.

Infrared features of KS fermion and Wilson fermion in Lattice Landau Gauge QCD

The running coupling and the Kugo-Ojima parameter of unquenched lattice Landau gauge are simulated and compared with the continuum theory. Presence of infrared fixed point of $\\alpha_0\\sim 2-2.5$ irrespective of the fermion actions (Wilson fermions and Kogut-Susskind(KS) fermions) in the continuum and in the chiral limit is suggested. Although there exists dependence on the polarization due to asymmetry of the lattice (time axis is longer than spacial axes), the Kugo-Ojima parameter $c$ is consistent with 1. Presence of $1+c_1/q^2$ correction factor in the running coupling depends on the lattice size and the sea quark mass. In the large lattice size and small sea quark mass, $c_1\\sim 2.8$GeV is confirmed. The MILC configuration of $a=0.09$fm suggests also presence of dimension 4 condensates with sign opposite to the dimension 2 condensates. The gluon propagator, the ghost propagator and the running coupling are compared with recent pQCD results including anomalous dimension of fields up to the 4-loop level.

Resumming planar diagrams for the N=6 ABJM cusped Wilson loop in light-cone gauge

We analyse a light-like cusped Wilson loop in N=6 superconformal Chern-Simons theory at both weak and strong coupling in light-cone gauge. At the second order in the 't Hooft coupling $\\lambda$ the correct cusp anomalous dimension $\\Gamma_{\\rm cusp}=-\\phi / 2 \\lambda^2$ is recovered through a deformation of the contour that takes both rays of the cusp slightly off of the light-cone. The strong coupling behaviour is addressed by means of the Bethe-Salpeter equation for ladders of tree-level gauge propagators and ladders of one-loop corrected gauge propagators. It turns out that, as might be expected, the contribution of Chern-Simons tree-level propagators is insensitive of the cusp angle $\\phi$. On the other hand, corrected propagators lead to an exponential large $\\lambda$ behaviour $\\Gamma_{\\rm cusp} \\sim \\exp\\sqrt{\\lambda\\phi}$ which, though, disagrees with the AdS/CFT predictions in the power of $\\phi$.

Thermodynamics and heavy-quark free energies at finite temperature and density with two flavors of improved Wilson quarks

Thermodynamics of two-flavor QCD at finite temperature and density is studied on a $16^3 \\times 4$ lattice, using a renormalization group improved gauge action and the clover improved Wilson quark action. In the simulations along lines of constant $m_{\\rm PS}/m_{\\rm V}$, we calculate the Taylor expansion coefficients of the heavy-quark free energy with respect to the quark chemical potential ($\\mu_q$) up to the second order. By comparing the expansion coefficients of the free energies between quark($Q$)and antiquark($\\bar{Q}$), and between $Q$ and $Q$, we find a characteristic difference at finite $\\mu_q$ due to the first order coefficient of the Taylor expansion. We also calculate the quark number and isospin susceptibilities, and find that the second order coefficient of the quark number susceptibility shows enhancement around the pseudo-critical temperature.

As the United States dramatically expands wind energy deployment, the industry is challenged with developing a skilled workforce and addressing public resistance. Wind Powering America's Wind for Schools project addresses these issues by developing Wind Application Centers (WACs) at universities; WAC students assist in implementing school wind turbines and participate in wind courses, by installing small wind turbines at community "host" schools, by implementing teacher training with interactive curricula at each host school. Heavy-Quark Free Energy, Debye Mass, and Spatial String Tension at Finite Temperature in Two Flavor Lattice QCD with Wilson Quark Action

We study Polyakov loop correlations and spatial Wilson loop at finite Temperature in two-flavor QCD simulations with the RG-improved gluon action and the clover-improved Wilson quark action on a $ 16^3 \\times 4$ lattice. From the line of constant physics at $m_{\\rm PS}/m_{\\rm V}=0.65$ and 0.80, we extract the heavy-quark free energies, the effective running coupling $g_{\\rm eff}(T)$ and the Debye screening mass $m_D(T)$ for various color channels of heavy quark--quark and quark--anti-quark pairs above the critical temperature. The free energies are well approximated by the screened Coulomb form with the appropriate Casimir factors at high temperature. The magnitude and the temperature dependence of the Debye mass are compared to those of the next-to-leading order thermal perturbation theory and to a phenomenological formula in terms of $g_{\\rm eff}(T)$. We make a comparison between our results with the Wilson quark action and the previous results with the staggered quark action. The spatial string tension is also studied in the high temperature phase and is compared to the next-to-next-leading order prediction in an effective theory with dimensional reduction.

Schools are key to achieving the goal of producing 20% of the nation's electricity demand. Most significantly, schools are training the scientists, technicians, businesspeople, decisionmakers, and teachers of the future. What students learn and believe about wind energy will impact the United States' ability to create markets and policy, develop and improve technology, finance and implement projects, and create change in all of our public and private institutions. In the nearer term, school districts have large facility costs, electrical loads, and utility costs. They are always in search of ways to reduce costs or obtain revenue to improve educational programs. Schools value teaching about the science and technology of renewable energy. They are important opinion leaders, particularly in rural communities. And their financial structures are quite different from other institutions (funding, incentives, restrictions, etc.). Learning objectives: The presentation will use case studies, project experience, and discussion with the audience to convey the current status of wind energy applications and education in U.S. schools and understanding of the elements that create a successful school wind energy project. The presentation will provide attendees with a background in the current level of knowledge and generate discussion on several themes.

Heavy-quark free energy at finite temperature with 2+1 flavors of improved Wilson quarks in fixed scale approach

The free energy between a static quark and an antiquark is studied by using the color-singlet Polyakov-line correlation at finite temperature. We perform simulations on $32^3 \\times 12$, 10, 8, 6, 4 lattices in the high temperature phase with the RG-improved gluon action and 2+1 flavors of the clover-improved Wilson quark action. Since the simulations are based on the fixed scale approach that the temperature can be varied without changing the spatial volume and renormalization factor, it is possible to investigate temperature dependence of the heavy-quark free energy without any adjustment of the overall constant. We find that, the heavy-quark free energies at short distance converge to the heavy-quark potential evaluated from the Wilson-loop operator at zero temperature, in accordance with the expected insensitivity of short distance physics to the temperature. At long distance, the heavy-quark free energies approach to twice the single-quark free energies, implying that the interaction between heavy quarks is screened. The Debye screening mass obtained from the long range behavior of the heavy-quark free energy is compared with results of the thermal perturbation theory and those of $N_f=2$ and $N_f=0$ lattice simulations.

High-loop perturbative renormalization constants for Lattice QCD (III): three-loop quark currents for Iwasaki gauge action and n_f=4 Wilson fermions

This is the third of a series of papers on three-loop computation of renormalization constants for Lattice QCD. Our main point of interest are results for the regularization defined by Iwasaki gauge action and n_f=4 Wilson fermions. Our results for quark bilinears renormalized according to the RI'-MOM scheme can be compared to non-perturbative results. The latter are available for Twisted Mass QCD: being defined in the chiral limit, renormalization constants must be the same. We also address more general problems. In particular, we discuss a few methodological issues connected to summing the perturbative series such as the effectiveness of Boosted Perturbation Theory and the disentanglement of irrelevant and finite volume contributions. Discussing these issues we consider ont only the new results of this paper, but also those for the regularization defined by tree-level Symanzik improved gauge action and n_f=2 Wilson fermions, which we presented in a recent paper of ours. We finally comment to which extent the techniques we put at work in the NSPT context can provide a fresher look into the lattice version of the RI'-MOM scheme.

The Alliance to Save Energy has responded to interest in the Green Schools concept from the New England states of Maine, New Hampshire and Vermont. The Alliance conducted a train-the-trainers workshop in Augusta, Maine March 17--18, 1999. This work is part of a Green Schools replication project leveraged by funds from another source, NORDAX, which contributed $80,000 to provide partial support to staff at the Maine Energy Education Project (MEEP), Vermont Energy Education Program (VEEP), and New Hampshire Governor's Office to develop Green Schools Projects. DOE funds were used to conduct training, develop a network of state and local government, business and school partners to support school efficiency activities in those three states.

We examine Illinois educational data from standardized exams and analyze primary factors affecting the achievement of public school students. We focus on the simplest possible models: representation of data through visualizations and regressions on single variables. Exam scores are shown to depend on school type, location, and poverty concentration. For most schools in Illinois, student test scores decline linearly with poverty concentration. However Chicago must be treated separately. Selective schools in Chicago, as well as some traditional and charter schools, deviate from this pattern based on poverty. For any poverty level, Chicago schools perform better than those in the rest of Illinois. Selective programs for gifted students show high performance at each grade level, most notably at the high school level, when compared to other Illinois school types. This fact sheet summarizes recommendations for designing elementary, middle, and high school buildings that will result in 50% less energy use than conventional new schools built to minimum code requirements. The recommendations are drawn from the Advanced Energy Design Guide for K-12 School Buildings, an ASHRAE publication that provides comprehensive recommendations for designing low-energy-use school buildings (see sidebar). Designed as a stand-alone document, this fact sheet provides key principles and a set of prescriptive design recommendations appropriate for smaller schools with insufficient budgets to fully implement best practices for integrated design and optimized performance. The recommendations have undergone a thorough analysis and review process through ASHRAE, and have been deemed the best combination of measures to achieve 50% savings in the greatest number of schools.

Summer Schools in Nuclear and Radiochemistry

The ACS Summer Schools in Nuclear and Radiochemistry (herein called 揝ummer Schools) were funded by the U.S. Department of Energy and held at San Jose State University (SJSU) and Brookhaven National Laboratory (BNL). The Summer Schools offer undergraduate students with U.S. citizenship an opportunity to complete coursework through ACS accredited chemistry degree programs at SJSU or the State University of New York at Stony Brook (SBU). The courses include lecture and laboratory work on the fundamentals and applications of nuclear and radiochemistry. The number of students participating at each site is limited to 12, and the low student-to-instructor ratio is needed due to the intense nature of the six-week program. To broaden the students perspectives on nuclear science, prominent research scientists active in nuclear and/or radiochemical research participate in a Guest Lecture Series. Symposia emphasizing environmental chemistry, nuclear medicine, and career opportunities are conducted as a part of the program. The Department of Energy抯 Office of Basic Energy Sciences (BES) renewed the five-year proposal for the Summer Schools starting March 1, 2007, with contributions from Biological and Environmental Remediation (BER) and Nuclear Physics (NP). This Final Technical Report covers the Summer Schools held in the years 2007-2011.

Solar Schools Assessment and Implementation Project: Financing Options for Solar Installations on K-12 Schools

This report focuses on financial options developed specifically for renewable energy and energy efficiency projects in three California public school districts. Solar energy systems installed on public schools have a number of benefits that include utility bill savings, reductions in greenhouse gas emissions (GHGs) and other toxic air contaminants, job creation, demonstrating environmental leadership, and creating learning opportunities for students. In the 2011 economic environment, the ability to generate general-fund savings as a result of reducing utility bills has become a primary motivator for school districts trying to cut costs. To achieve meaningful savings, the size of the photovoltaic (PV) systems installed (both individually on any one school and collectively across a district) becomes much more important; larger systems are required to have a material impact on savings. Larger PV systems require a significant financial commitment and financing therefore becomes a critical element in the transaction. In simple terms, school districts can use two primary types of ownership models to obtain solar installations and cost savings across a school district. The PV installations can be financed and owned directly by the districts themselves. Alternatively, there are financing structures whereby another entity, such as a solar developer or its investors, actually own and operate the PV systems on behalf of the school district. This is commonly referred to as the 'third-party ownership model.' Both methods have advantages and disadvantages that should be weighed carefully.
