    The University of Wisconsin has completed fabrication and commissioning of a low frequency (199.6 MHz) superconducting electron gun based on a quarter wave resonator (QWR) cavity. Its concept was optimized to be the source for a CW free electron laser facility. The gun design includes active tuning and a high temperature superconducting solenoid. We will report on the status of the Wisconsin SRF electron gun program, including commissioning experience and first beam measurements.

    All of the research and human resource development projects were systemic in nature with real potential for becoming self sustaining. They concentrated on building permanent structure, such as faculty expertise, research equipment, the SEM Minority Center, and the School of Environment and Natural Resources. It was the intent of the DOE/EPSCoR project to permanently change the way Wyoming does business in energy-related research, human development for science and engineering careers, and in relationships between Wyoming industry, State Government and UW. While there is still much to be done, the DOE/EPSCoR implementation award has been successful in accomplishing that change and enhancing UW's competitiveness associated with coal utilization, electrical energy efficiency, and environmental remediation.

    The article reports research case histories on applications of coal combustion products (CCPs) in Wisconsin developed by the University of Wisconsin Consortium for Fly Ash Use in Geotechnical Applications (FAUGA). Fly ash was used to stabilize poor soils during construction of Wisconsin State Highway (STH) 60, and bottom ash was used as a granular working platform. Long term performance is proving good. Nearly all Class C fly ash in Wisconsin is now used in construction. Leaching characteristics of pavements incorporating fly ash are being monitored by pan lysimeters underneath. A computer model, WiscLEACH has been developed to predict the maximum concentration of chemicals in ground water adjacent to roadways using CCPs. 1 photo.

    The U.S. Environmental Protection Agency (EPA), in accordance with the RE-Powering America's Land initiative, selected the Commonwealth of Puerto Rico for a feasibility study of m0treAlables on several brownfield sites. The EPA defines a brownfield as 'a property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant.' All of the brownfields in this study are landfill sites. Citizens of Puerto Rico, city planners, and site managers are interested in redevelopment uses for landfills in Puerto Rico, which are particularly well suited for solar photovoltaic (PV) installation. The purpose of this report is to assess the landfills with the highest potential for possible solar PV installation and estimate cost, performance, and site impacts of three different PV options: crystalline silicon (fixed-tilt), crystalline silicon (single-axis tracking), and thin film (fixed-tilt). Each option represents a standalone system that can be sized to use an entire available site area. In addition, the report outlines financing options that could assist in the implementation of a system. The feasibility of PV systems installed on landfills is highly impacted by the available area for an array, solar resource, operating status, landfill cap status, distance to transmission lines, and distance to major roads. All of the landfills in Puerto Rico were screened according to these criteria in order to determine the sites with the greatest potential. Eight landfills were chosen for site visits based on the screening criteria and location. Because of time constraints and the fact that Puerto Rico is a relatively large island, the eight landfills for this visit were all located in the eastern half of the island. The findings from this report can be applied to landfills in the western half of the island. The economics of a potential PV system on landfills in Puerto Rico depend greatly on the cost of electricity. Currently, PREPA has an average electric rate of $0.119/kWh. Based on past electric rate increases in Puerto Rico and other islands in the Caribbean, this rate could increase to $0.15/kWh or higher in a relatively short amount of time. In the coming years, increasing electrical rates and increased necessity for clean power will continue to improve the feasibility of implementing solar PV systems at these sites.

The survey was designed to update the statistics obtained in the 1979 survey of Wyoming's coal mines.     The collector efficiency study developed a solar collector rating methodology specific to Wisconsin conditions. Existing rating programs were researched and a collector methodology was developed. A computer program was written to calculate the collector ratings and 25 collector models were rated. The accuracy of the proposed rating methodology was evaluated for 16 collectors placed in 11 domestic hot water systems. One liquid space heating analysis with storage and one air space heating analysis without storage were completed. A solar assisted heat pump in which the solar collectors function as evaporators was also analyzed.

Over the longer term, environmentally clean nuclear energy can provide the substantial energy needs of a carbon conversion industry and be part of the mix of replacement technologies for the current fleet of aging coal-fired electric power generating stations.

This study compared these programs' performance in terms of savings per home and program cost per home to assess the relative cost-effectiveness of each program design. However, given the many variations in these different programs, it is difficult to establish a fair comparison based on only a small number of metrics. Therefore, the overall purpose of the study is to document these programs' performance in a case study approach to look at general patterns of these metrics and other variables within the context of each program. This information can be used by energy efficiency program administrators and implementers to inform home retrofit program design. Six different program designs offered in Wisconsin for single-family energy efficiency improvements were included in the study. For each program, the research team provided information about the programs' approach and goals, characteristics, achievements and performance. The program models were then compared with performance results-program cost and energy savings-to help understand the overall strengths and weaknesses or challenges of each model.

    Energy development is expanding across the United States, particularly in western states like Wyoming. Federal and state land management agencies, local governments, industry and non-governmental organizations have realized the need to access spatially-referenced data and other non-spatial information to determine the geographical extent and cumulative impacts of expanding energy development. The Wyoming Energy Resources Information Clearinghouse (WERIC) is a web-based portal which centralizes access to news, data, maps, reports and other information related to the development, management and conservation of Wyoming??s diverse energy resources. WERIC was established in 2006 by the University of Wyoming??s Ruckelshaus Institute of Environment and Natural Resources (ENR) and the Wyoming Geographic Information Science Center (WyGISC) with funding from the US Department of Energy (DOE) and the US Bureau of Land Management (BLM). The WERIC web portal originated in concept from a more specifically focused website, the Coalbed Methane (CBM) Clearinghouse. The CBM Clearinghouse effort focused only on coalbed methane production within the Powder River Basin of northeast Wyoming. The CBM Clearinghouse demonstrated a need to expand the effort statewide with a comprehensive energy focus, including fossil fuels and renewable and alternative energy resources produced and/or developed in Wyoming. WERIC serves spatial data to the greater Wyoming geospatial community through the Wyoming GeoLibrary, the WyGISC Data Server and the Wyoming Energy Map. These applications are critical components that support the Wyoming Energy Resources Information Clearinghouse (WERIC). The Wyoming GeoLibrary is a tool for searching and browsing a central repository for metadata. It provides the ability to publish and maintain metadata and geospatial data in a distributed environment. The WyGISC Data Server is an internet mapping application that provides traditional GIS mapping and analysis functionality via the web. It is linked into various state and federal agency spatial data servers allowing users to visualize multiple themes, such as well locations and core sage grouse areas, in one domain. Additionally, this application gives users the ability to download any of the data being displayed within the web map. The Wyoming Energy Map is the newest mapping application developed directly from this effort. With over a 100 different layers accessible via this mapping application, it is the most comprehensive Wyoming energy mapping application available. This application also provides the public with the ability to create cultural and wildlife reports based on any location throughout Wyoming and at multiple scales. The WERIC website also allows users to access links to federal, state, and local natural resource agency websites and map servers; research documents about energy; and educational information, including information on upcoming energy-relate conferences. The WERIC website has seen significant use by energy industry consultants, land management agencies, state and local decision-makers, non-governmental organizations and the public. Continued service to these sectors is desirable but some challenges remain in keeping the WERIC site viable. The most pressing issue is finding the human and financial resources to keep the site continually updated. Initially, the concept included offering users the ability to maintain the site themselves; however, this has proven not to be a viable option since very few people contributed. Without user contributions, the web page relied on already committed university staff to publish and link to the appropriate documents and web-pages. An option that is currently being explored to address this issue is development of a partnership with the University of Wyoming, School of Energy Resources (SER). As part of their outreach program, SER may be able to contribute funding for a full-time position dedicated to maintenance of WERIC.

    The Department of Energy is developing an estimate of the undeveloped hydropower potential in this country. The Hydropower Evaluation Software is a computer model that was developed by the Idaho National Engineering Laboratory for this purpose. The software measures the undeveloped hydropower resources available in the United States, using uniform criteria for measurement. The software was developed and tested using hydropower information and data provided by the Southwestern Power Administration. It is a menu-driven software program that allows the personal computer user to assign environmental attributes to potential hydropower sites, calculate development suitability factors for each site based on the environmental attributes present, and generate reports based on these suitability factors. This report details the resource assessment results for the State of Wisconsin.

  18. Mined land reclamation in Wisconsin since 1973

    Reclamation has long been recognized as an essential action necessary to mitigate the degradation of land caused by mining activities. But, it is only within the past several decades that reclamation has become an integral component of the mineral extraction process. While the Metallic Mining Reclamation Act (MMRA) was passed in 1973, Wisconsin is yet to enact comprehensive state-wide reclamation requirements for mining other than metallic minerals and the code for metallic mining has yet to establish procedures and standards for reclamation success, specifically revegetation and postmining land use. This study integrates several interdisciplinary methodologies including a history of reclamation; an inventory and status report of mined lands; a critique and comparison of existing reclamation policy with previous state and current federal reclamation policies; in-field case studies of revegetation parameters, procedures, and performance standards; and an economic analysis of reclamation technology. This study makes three major recommendations: (1) The metallic mining code should be amended to establish vegetation parameters, measuring methods, and performance standards for revegetation success similar to those contained in the federal Surface Mining Control and Reclamation Act (SMCRA); (2) The metallic mining code should be amended to resolve semantic loopholes by clearly defining the endpoints of terms such as restoration, reclamation, and rehabilitation and by utilizing the reclamation continuum as a planning tool for determining acceptable postmining land use alternatives; and (3) Mandatory statewide nonmetallic legislation should be enacted to strengthen the mineral resource management program in Wisconsin by systematically and uniformly regulating the mining and reclamation of nonmetallic minerals, the state's most important mineral resource.

    The Wyoming Department of Labor and Statistics initiated a wage and employment survey of the State's coal mining industry during the first quarter of 1984. The survey was designed to update the statistics obtained in the 1982 survey of Wyoming's coal mines. Specifically, data were collected to: (1) estimate the number of workers in selected occupational categories; (2) determine the average straight-time hourly wage in each occupational category; (3) determine the number of workers covered by a collective bargaining agreement in each occupational category; and (4) review the employer contributions to employee fringe benefit programs. 11 references, 5 figures, 6 tables.

    The Puerto Rico Electric Power Authority (PREPA) installed a distributed battery energy storage system in 1994 at a substation near San Juan, Puerto Rico. It was patterned after two other large energy storage systems operated by electric utilities in California and Germany. The U.S. Department of Energy (DOE) Energy Storage Systems Program at Sandia National Laboratories has followed the progress of all stages of the project since its inception. It directly supported the critical battery room cooling system design by conducting laboratory thermal testing of a scale model of the battery under simulated operating conditions. The Puerto Rico facility is at present the largest operating battery storage system in the world and is successfully providing frequency control, voltage regulation, and spinning reserve to the Caribbean island. The system further proved its usefulness to the PREPA network in the fall of 1998 in the aftermath of Hurricane Georges. The owner-operator, PREPA, and the architect/engineer, vendors, and contractors learned many valuable lessons during all phases of project development and operation. In documenting these lessons, this report will help PREPA and other utilities in planning to build large energy storage systems.

    Oneida Nation is located in Northeast Wisconsin. The reservation is approximately 96 square miles (8 miles x 12 miles), or 65,000 acres. The greater Green Bay area is east and adjacent to the reservation. A county line roughly splits the reservation in half; the west half is in Outagamie County and the east half is in Brown County. Land use is predominantly agriculture on the west 2/3 and suburban on the east 1/3 of the reservation. Nearly 5,000 tribally enrolled members live in the reservation with a total population of about 21,000. Tribal ownership is scattered across the reservation and is about 23,000 acres. Currently, the Oneida Tribe of Indians of Wisconsin (OTIW) community members and facilities receive the vast majority of electrical and natural gas services from two of the largest investor-owned utilities in the state, WE Energies and Wisconsin Public Service. All urban and suburban buildings have access to natural gas. About 15% of the population and five Tribal facilities are in rural locations and therefore use propane as a primary heating fuel. Wood and oil are also used as primary or supplemental heat sources for a small percent of the population. Very few renewable energy systems, used to generate electricity and heat, have been installed on the Oneida Reservation. This project was an effort to develop a reasonable renewable energy portfolio that will help Oneida to provide a leadership role in developing a clean energy economy. The Energy Optimization Model (EOM) is an exploration of energy opportunities available to the Tribe and it is intended to provide a decision framework to allow the Tribe to make the wisest choices in energy investment with an organizational desire to establish a renewable portfolio standard (RPS).

    The Wisconsin superconducting electron gun is modeled with multiparticle tracking simulations using the ASTRA and GPT codes. To specify the construction of the emittance-compensation solenoid, we studied the dependence of the output bunch's emittance upon the solenoid's strength and field errors. We also evaluated the dependence of the output bunch's emittance upon the bunch's initial emittance and the size of the laser spot on the photocathode. The results suggest that a 200-pC bunch with an emittance of about one mm-mrad can be produced for a free-electron laser.

    This study presents a comparative analysis of two different renewable energy options for the California energy market between 2017 and 2020: 12,000 GWh per year from new California in-state renewable energy resources; and 12,000 GWh per year from Wyoming wind delivered to the California marketplace. Either option would add to the California resources already existing or under construction, theoretically providing the last measure of power needed to meet (or to slightly exceed) the state's 33% renewable portfolio standard. Both options have discretely measurable differences in transmission costs, capital costs (due to the enabling of different generation portfolios), capacity values, and production costs. The purpose of this study is to compare and contrast the two different options to provide additional insight for future planning.

    Measurements of meteorological variables and trace gas concentrations, provided by the Wyoming Department of Environmental Quality for Daniel, Jonah, and Boulder Counties in the state of Wyoming, were analyzed for this project. The data indicate that highest ozone concentrations were observed at temperatures of -10 C to 0 C, at low wind speeds of about 5 mph. The median values for nitrogen oxides (NOx) during these episodes ranged between 10 ppbv and 20 ppbv (parts per billion by volume). Measurements of volatile organic compounds (VOCs) during these periods were insufficient for quantitative analysis. The few available VOCs measurements indicated unusually high levels of alkanes and aromatics and low levels of alkenes. In addition, the column ozone concentration during one of the high-ozone episodes was low, on the order of 250 DU (Dobson unit) as compared to a normal column ozone concentration of approximately 300-325 DU during spring for this region. Analysis of this observation was outside the scope of this project. The data analysis reported here was used to establish criteria for making a large number of sensitivity calculations through use of a box photochemical model. Two different VOCs lumping schemes, RACM and SAPRC-98, were used for the calculations. Calculations based on this data analysis indicated that the ozone mixing ratios are sensitive to (a) surface albedo, (b) column ozone, (c) NOx mixing ratios, and (d) available terminal olefins. The RACM model showed a large response to an increase in lumped species containing propane that was not reproduced by the SAPRC scheme, which models propane as a nearly independent species. The rest of the VOCs produced similar changes in ozone in both schemes. In general, if one assumes that measured VOCs are fairly representative of the conditions at these locations, sufficient precursors might be available to produce ozone in the range of 60-80 ppbv under the conditions modeled.

    This report presents the preliminary environmental findings from the first phase of the Environmental Survey of the United States Department of Energy (DOE) Naval Petroleum and Oil Shale Reserves in Colorado, Utah, and Wyoming (NPOSR-CUW) conducted June 6 through 17, 1988. NPOSR consists of the Naval Petroleum Reserve No. 3 (NPR-3) in Wyoming, the Naval Oil Shale Reserves No. 1 and 3 (NOSR-1 and NOSR-3) in Colorado and the Naval Oil Shale Reserve No. 2 (NOSR-2) in Utah. NOSR-2 was not included in the Survey because it had not been actively exploited at the time of the on-site Survey. The Survey is being conducted by an interdisciplinary team of environmental specialists, lead and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. Individual team specialists are outside experts being supplied by a private contractor. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with NPOSR. The Survey covers all environmental media and all areas of environmental regulation. It is being performed in accordance with the DOE Environmental Survey Manual. This phase of the Survey involves the review of existing site environmental data, observations of the operations carried on at NPOSR and interviews with site personnel. The Survey team has developed a Sampling and Analysis Plan to assist in further assessing specific environmental problems identified at NOSR-3 during the on-site Survey. There were no findings associated with either NPR-3 or NOSR-1 that required Survey-related sampling and Analysis. The Sampling and Analysis Plan will be executed by Idaho National Engineering Laboratory. When completed, the results will be incorporated into the Environmental Survey Summary report. The Summary Report will reflect the final determinations of the NPOSR-CUW Survey and the other DOE site-specific Surveys. 110 refs., 38 figs., 24 tabs.

    The 2009 and 2012 International Energy Conservation Codes (IECC) yield positive benefits for Wisconsin homeowners. Moving to either the 2009 or 2012 IECC from the current Wisconsin state code is cost effective over a 30-year life cycle. On average, Wisconsin homeowners will save $2,484 over 30 years under the 2009 IECC, with savings still higher at $10,733 with the 2012 IECC. After accounting for upfront costs and additional costs financed in the mortgage, homeowners should see net positive cash flows (i.e., cumulative savings exceeding cumulative cash outlays) in 1 year for both the 2009 and 2012 IECC. Average annual energy savings are $149 for the 2009 IECC and $672 for the 2012 IECC.

    The Puerto Rico State Briefing Book is one of a series of state briefing books on low-level radioactive waste management practices. It has been prepared to assist state and federal agency officials in planning for safe low-level radioactive waste disposal. The report contains a profile of low-level radioactive waste generators in Puerto Rico. The profile is the result of a survey of NRC licensees in Puerto Rico. The briefing book also contains a comprehensive assessment of low-level radioactive waste management issues and concerns as defined by all major interested parties including industry, government, the media, and interest groups. The assessment was developed through personal communications with representatives of interested parties, and through a review of media sources. Lastly, the briefing book provides demographic and socioeconomic data and a discussion of relevant government agencies and activities, all of which may impact waste management practices in Puerto Rico.

    The legal and institutional obstacles to the development of small-scale hydroelectric energy at the state level are discussed. The Federal government also exercises extensive regulatory in the area, and the dual regulatory system from the standpoint of the appropriate legal doctrine, the law of pre-emption, application of the law to the case of hydroelectric development, and an inquiry into the practical use of the doctrine by the FERC is examined. The initial obstacle that all developers confront in Wisconsin is obtaining the authority to utilize the bed, banks, and flowing water at a proposed dam site. This involves a determination of ownership of the stream banks and bed and the manner of obtaining either their title or use; and existing constraints with regard to the use of the water. Wisconsin follows the riparian theory of water law.

    A comprehensive study has been completed to determine the feasibility of constructing and operating gasification and reforming plants which convert Wyoming fossil resources (coal and natural gas) into the higher value products of power, transportation fuels, and chemical feedstocks, such as ammonia and methanol. Detailed plant designs, simulation models, economic models and well-to-wheel greenhouse gas models were developed, validated by national-level engineering firms, which were used to address the following issues that heretofore have prevented these types of projects from going forward in Wyoming, as much as elsewhere in the United States: 1. Quantification of plant capital and operating expenditures 2. Optimization of plant heat integration 3. Quantification of coal, natural gas, electricity, and water requirements 4. Access to raw materials and markets 5. Requirements for new infrastructure, such as electrical power lines and product pipelines 6. The possible cost-benefit tradeoffs of using natural gas reforming versus coal gasification 7. The extent of labor resources required for plant construction and for permanent operations 8. Options for managing associated CO2 emissions, including capture and uses in enhanced oil recovery and sequestration 9. Options for reducing water requirements such as recovery of the high moisture content in Wyoming coal and use of air coolers rather than cooling towers 10. Permitting requirements 11. Construction, and economic impacts on the local communities This paper will summarize the analysis completed for two major synfuels production pathways, methanol to gasoline and Fischer-Trosph diesel production, using either coal or natural gas as a feedstock.

    Biostratigraphic and lithostratigraphic studies of the Paleozoic sequence in Southeast Wyoming indicate the need for revision of the ages and nomenclature of Devonian, Mississippian, and Pennsylvanian formations. The Paleozoic sequence begins with a quartzarenite of Devonian age referred to the newly named Fremont Canyon Sandstone, which is overlain by the Englewood Formation of Late Devonian and Early Mississippian age. The Englewood is succeeded by the Madison Limestone of Early and Late Mississippian age, which is overlain disconformably by the Darwin Sandstone Member (Pennsylvanian) of the Casper and Hartville formations. This sequence represents predominantly marine deposition in near-shore environments marginal to the ancient Transcontinental Arch.

    The authors present a study to assess the potential for undiscovered mineral resources and appraise the identified resources of the Buffalo Hump and Sand Dunes Addition Wilderness Study Areas, southwestern Wyoming, There are no mines, prospects, or mineralized areas nor any producing oil or gas wells; however, there are occurrences of coal, claystone and shale, and sand. There is a moderate resource potential for oil shale and natural gas and a low resource potential for oil, for metals, including uranium, and for geothermal sources.

    On Dec. 15, 1997, Enron International and Kenetech Energy Services achieved financial close on the $670 million EcoElectrica liquefied natural gas terminal and cogeneration project proposed for Puerto Rico. The project involves construction of a liquefied natural gas terminal, cogeneration plant, and desalination unit on the southern coast of Puerto Rico, in the Penuelas/Guayanilla area. EcoElectrica will include a 500-mw, combined-cycle cogeneration power plant fueled mainly by LNG imported from the 400 MMcfd Atlantic LNG project on the island of Trinidad. Achieving financial close on a project of this size is always a time-consuming matter and one with a number of challenges. These challenges were increased by the unique nature of both the project and its financing--no project financing had ever before been completed that combined an LNG terminal and power plant. The paper discusses the project, financing details and challenges, key investment considerations, and integrated project prospects.

    This report presents the results of an assessment of the technical and economic feasibility of deploying a photovoltaics (PV) system on brownfield sites in the Commonwealth of Puerto Rico. All of the assessed sites are landfills. The sites were assessed for possible PV installations. The cost, performance, and site impacts of different PV options were estimated. The economics of the potential systems were analyzed using an electric rate of $0.119/kWh and incentives offered by Puerto Rico and by the serving utility, PREPA. According to the site production calculations, the most cost-effective system in terms of return on investment is the thin-film fixed-tilt technology. The report recommends financing options that could assist in the implementation of such a system.

    This report documents the Tiger Team Assessment of the Naval Petroleum Oil Shale Reserves in Colorado, Utah, and Wyoming (NPOSR-CUW). NPOSR-CUW consists of Naval Petroleum Reserve Number 3 located near Casper, Wyoming; Naval Oil Shale Reserve Number I and Naval Oil Shale Reserve Number 3 located near Rifle, Colorado; and Naval Oil Shale Reserve Number 2 located near Vernal, Utah, which was not examined as part of this assessment. The assessment was comprehensive, encompassing environment, safety, and health (ES H) and quality assurance (QA) disciplines; site remediation; facilities management; and waste management operations. Compliance with applicable Federal, state, and local regulations; applicable DOE Orders; best management practices; and internal NPOSR-CUW requirements was assessed. The NPOSR-CUW Tiger Team Assessment is part of a larger, comprehensive DOE Tiger Team Independent Assessment Program planned for DOE facilities. The objective of the initiative is to provide the Secretary with information on the compliance status of DOE facilities with regard to ES H requirements, root causes for noncompliance, adequacy of DOE and contractor ES H management programs, response actions to address the identified problem areas, and DOE-wide ES H compliance trends and root causes.

    The AERI instrument is an advanced version of the high spectral resolution interferometer sounder (HIS) designed and fabricated at the University of Wisconsin (Revercomb et al. 1988) to measure upwelling infrared radiances from an aircraft. The AERI is a fully automated ground-based passive infrared interferometer that measures downwelling atmospheric radiance from 3.3 - 18.2 mm (550 - 3000 cm-1) at less than 10-minute temporal resolution with a spectral resolution of one wavenumber. It has been used in DOEs Atmospheric Radiation Measurement (ARM) program. Much of the data available here at the Cooperative Institute for Meteorological Satellite Studies (CIMSS), an institute within the University of Wisconsins Space Science and Engineering Center, may also be available in the ARM Archive. On this website, data and images from six different field experiments are available, along with AERIPLUS realtime data for the Madison, Wisconsin location. Realtime data includes temperature and water vapor time-height cross sections, SKEWT diagrams, convective stability indices, and displays from a rooftop Lidar instrument. The field experiments took place in Oaklahoma and Wisconsin with the AERI prototype.

    In 2002, Gnomon, Inc., entered into a cooperative agreement with the U.S. Department of Energy (DOE) National Energy Technology Laboratory (NETL) for a project entitled, Adaptive Management and Planning Models for Cultural Resources in Oil and Gas Fields in New Mexico and Wyoming (DE-FC26-02NT15445). This project, funded through DOE’s Preferred Upstream Management Practices grant program, examined cultural resource management practices in two major oil- and gas-producing areas, southeastern New Mexico and the Powder River Basin of Wyoming (Figure 1). The purpose of this project was to examine how cultural resources have been investigated and managed and to identify more effective management practices. The project also was designed to build information technology and modeling tools to meet both current and future management needs. The goals of the project were described in the original proposal as follows: Goal 1. Create seamless information systems for the project areas. Goal 2. Examine what we have learned from archaeological work in the southeastern New Mexico oil fields and whether there are better ways to gain additional knowledge more rapidly or at a lower cost. Goal 3. Provide useful sensitivity models for planning, management, and as guidelines for field investigations. Goal 4. Integrate management, investigation, and decision- making in a real-time electronic system. Gnomon, Inc., in partnership with the Wyoming State Historic Preservation Office (WYSHPO) and Western GeoArch Research, carried out the Wyoming portion of the project. SRI Foundation, in partnership with the New Mexico Historic Preservation Division (NMHPD), Statistical Research, Inc., and Red Rock Geological Enterprises, completed the New Mexico component of the project. Both the New Mexico and Wyoming summaries concluded with recommendations how cultural resource management (CRM) processes might be modified based on the findings of this research.

    In January 1991, a woman in Wisconsin contacted her local public health department to report that she and her two children had become ill after her landlord painted the walls and ceilings of two rooms of her apartment. Reported symptoms included a burning sensation in the nose and forehead, headache, nose bleed, cough, loss of appetite, nausea, and vomiting. The woman, who was in the third trimester of pregnancy, also complained of a persistent odor from the paint and provided an empty bottle of a paint additive used for mildew control. The label indicated that this product contained 25% bis(tributyltin) oxide (TBTO) as its only active ingredient.

  19. Effect of RF Gradient upon the Performance of the Wisconsin SRF Electron Gun

    The performance of the Wisconsin 200-MHz SRF electron gun is simulated for several values of the RF gradient. Bunches with charge of 200 pC are modeled for the case where emittance compensation is completed during post-acceleration to 85 MeV in a TESLA module. We first perform simulations in which the initial bunch radius is optimal for the design gradient of 41 MV/m. We then optimize the radius as a function of RF gradient to improve the performance for low gradients.

    This report provides recommendations to improve the energy use efficiency at the Forest Products Laboratory in Madison, Wisconsin. The assessment focuses upon the four largest buildings and central heating plant at the facility comprising a total of approximately 287,000 square feet. The analysis is comprehensive in nature, intended primarily to determine what if any energy efficiency improvements are warranted based upon the potential for cost-effective energy savings. Because of this breadth, not all opportunities are developed in detail; however, baseline energy consumption data and energy savings concepts are described to provide a foundation for detailed investigation and project design where warranted.
