Short-stack-approximation calculations are presented, showing that water is a good working fluid.     The purpose of this document is to describe the work that will be performed and the procedures that will be followed during installation of ground water monitor wells and ground water elevation data recorders (data loggers) at the Grand Junction, Colorado, Uranium Mill Tailings Remedial Action (UMTRA) Project site. The monitor wells and data loggers will be used to gather required time-dependent data to investigate the interaction between the shallow aquifer and the Colorado River. Data collection objectives (DCO) identify reasons for collecting data. The following are DCOs for the Grand Junction ground water elevation data recorder/monitor well installation project: long-term continuous ground water level data and periodic ground water samples will be collected to better understand the relationship between surface and ground water at the site; water level and water quality data will eventually be used in future ground water modeling to more firmly establish boundary conditions in the vicinity of the Grand Junction processing site; modeling results will be used to demonstrate and document the potential remedial alternative of natural flushing.

  2. Use of global navigation satellite systems for monitoring deformations of water-development works

    The feasibility of using global radio-navigation satellite systems (GNSS) to improve functional safety of high-liability water-development works - dams at hydroelectric power plants, and, consequently, the safety of the population in the surrounding areas is examined on the basis of analysis of modern publications. Characteristics for determination of displacements and deformations with use of GNSS, and also in a complex with other types of measurements, are compared. It is demonstrated that combined monitoring of deformations of the ground surface of the region, and engineering and technical structures is required to ensure the functional safety of HPP, and reliable metrologic assurance of measurements is also required to obtain actual characteristics of the accuracy and effectiveness of GNSS observations.

    A prototype ceramic fabric/titanium water heat pipe has been constructed and tested; it transported 25 to 80 W of power at 423 K. Component development and testing is continuing with the aim of providing an improved prototype, with a 38-{mu}m stainless steel linear covered by a biaxially-braided Nextel (trademark of the 3M Co., St. Paul Minnesota) sleeve that is approximately 300-{mu}m thick. This fabric has been tested to 800 K, and its emittance is about 0.5 at that temperature. Advanced versions of the water heat pipe will probably require a coating over the ceramic fabric in order to increase this emittance to the 0.8 to 0.9 range. 2 refs., 3 figs., 1 tab.

    The goal of the Automated Work Packages (AWP) project is to demonstrate how to enhance work quality, cost management, and nuclear safety through the use of advanced technology. The work described in this report is part of the digital architecture for a highly automated plant project of the technical program plan for advanced instrumentation, information, and control (II&C) systems technologies. This report addresses the DOE Milestone M2LW-15IN0603112: Describe the outcomes of field evaluations/demonstrations of the AWP prototype system and plant surveillance and communication framework requirements at host utilities. A brief background to the need for AWP research is provided, then two human factors field evaluation studies are described. These studies focus on the user experience of conducting a task (in this case a preventive maintenance and a surveillance test) while using an AWP system. The remaining part of the report describes an II&C effort to provide real time status updates to the technician by wireless transfer of equipment indications and a dynamic user interface.

  6. Deep water pipeline intervention work with an acoustically controlled power module

    The stabilisation of submarine pipeline free spans along uneven sea bottoms is conventionally performed using technologies such as gravel dumping, post trenching, matresses installation etc.. A new technology has been developed to support free spans along the 26 inches Transmed Gas Pipelines crossing the Sicily Channel in water depths ranging from 50m to 510m. This technology is based on the pipeline mechanical supports {open_quotes}Atlantis{close_quotes} and their installation module {open_quotes}Pegaso{close_quotes} and was developed having in mind requirements such as short installation time, system redundancy, operational flexibility and simple interface with the support vessel. The installation time reduction is achieved by automatic operational procedures which are acoustically controlled from surface. Power is stored inside two dedicated battery packs placed onboard Pegaso; no umbilical cable is necessary so that a vessel equipped with a normal crane is enough to launch and operate the system. Marine operations carried out in 1993 showed that a support can be installed in about one hour; in good weather conditions three Atlantis were installed in 24 hours including deck operations for recharging the battery packs; as a total sixteen supports were installed along the 4th and 5th Transmed Gas Pipelines. The system has proved to be a cost effective and flexible alternative to conventional technologies for free span support, especially in deep waters. A cost/benefit analysis also shows the breakeven point of the new technology versus gravel dumping.

  7. Work plan for preliminary investigation of organic constituents in ground water at the New Rifle site, Rifle, Colorado. Revision 2

    A special study screening for Appendix 9 (40 CFR Part 264) analytes identified the New Rifle site as a target for additional screening for organic constituents. Because of this recommendation and the findings in a recent independent technical review, the US Department of Energy (DOE) has requested that the Technical Assistance Contractor (TAC) perform a preliminary investigation of the potential presence of organic compounds in the ground water at the New Rifle Uranium Mill Tailings Remedial Action (UMTRA) Project site, Rifle, Colorado. From 1958 to 1972, organic chemicals were used in large quantities during ore processing at the New Rifle site, and it is possible that some fraction was released to the environment. Therefore, the primary objective of this investigation is to determine whether organic chemicals used at the milling facility are present in the ground water. The purpose of this document is to describe the work that will be performed and the procedures that will be followed during installation of ground water well points at the New Rifle site. The selection of analytes and the procedures for collecting ground water samples for analysis of organic constituents are also described.

    The analysis of the activity and radionuclide composition of water from the MR reactor pond for α,β,γ-ray radionuclides was made. To solve this problem we use a wide range of laboratory equipment: gamma spectrometric complex, beta spectrometric complex, vacuum alpha spectrometer, and spectrometric complex with liquid scintillator. The water from MR reactor pond contains: Cs-137 (2,6*10{sup 2} Bq/g), Co-60(1,8 Bq/g), Sr-90 (1,0*10{sup 2} Bq/g), H-3 (7,0*10{sup 3} Bq/g), and components of nuclear fuel (U-232,U-234,U-235,U-236,U-238). Therefore the cleaning water from radioactivity waste occurs to be quite a complicated radiochemical task. (authors)

  10. Organic Rankine-Cycle Power Systems Working Fluids Study: Topical report No. 3, 2-methylpyridine/water

    A mixture of 35 mole percent (mol %) 2-methylpyridine and 65 mol % water was tested at 575, 625, and 675/degree/F in a dynamic loop. Samples of the degraded fluid were chemically analyzed to determine the identities of major degradation products and the quantity of degradation. Computed degradation rates were found to be higher than those for Fluorinol 85 or toluene. For this reason (and other reasons, related to fluid handling), other fluids are recommended as the first choice for service in organic Rankine-cycle systems in preference to 2-methylpyridine/water. 7 refs., 39 figs., 39 tabs.

    The Solar Industrial Program has developed processes that destroy hazardous substances in or remove them from water and air. The processes of interest in this report are based on the application of heterogeneous photocatalysts, principally titanium dioxide or modifications thereof, but work on other heterogeneous catalysts is included in this compilation. This report continues bibliographies that were published in May, 1994, and October, 1995. The previous reports included 663 and 574 citations, respectively. This update contains an additional 518 references. These were published during the period from June 1995 to October 1996, or are references from prior years that were not included in the previous reports. The work generally focuses on removing hazardous contaminants from air or water to meet environmental or health regulations. This report also references work on properties of semiconductor photocatalysts and applications of photocatalytic chemistry in organic synthesis. This report follows the same organization as the previous publications. The first part provides citations for work done in a few broad categories that are generic to the process. Three tables provide references to work on specific substances. The first table lists organic compounds that are included in various lists of hazardous substances identified by the US Environmental Protection Agency (EPA). The second table lists compounds not included in those categories, but which have been treated in a photocatalytic process. The third table covers inorganic compounds that are on EPA lists of hazardous materials or that have been treated by a photocatalytic process. A short update on companies that are active in providing products or services based on photocatalytic processes is provided.

  12. Effects of alloy chemistry, cold work, and water chemistry on corrosion fatigue and stress corrosion cracking of nickel alloys and welds.

    Reactor vessel internal components made of nickel-base alloys are susceptible to environmentally assisted cracking (EAC). A better understanding of the causes and mechanisms of this cracking may permit less conservative estimates of damage accumulation and requirements on inspection intervals. The objective of this work is to evaluate and compare the resistance of Alloys 600 and 690 and their welds, such as Alloys 82, 182, 52, and 152, to EAC in simulated light water reactor environments. The existing crack growth rate (CGR) data for these alloys under cyclic and constant loads have been evaluated to establish the effects of alloy chemistry, cold work, and water chemistry. The experimental fatigue CGRs are compared with CGRs that would be expected in air under the same mechanical loading conditions to obtain a qualitative understanding of the degree and range of conditions for significant environmental enhancement in growth rates. The existing stress corrosion cracking (SCC) data on Alloys 600 and 690 and Alloy 82, 182, and 52 welds have been compiled and analyzed to determine the influence of key parameters on growth rates in simulated PWR and BWR environments. The SCC data for these alloys have been evaluated with correlations developed by Scott and by Ford and Andresen.

    The use of light water at supercritical pressures as the coolant in a nuclear reactor offers the potential for considerable plant simplification and consequent capital and O&M cost reduction compared with current light water reactor (LWR) designs. Also, given the thermodynamic conditions of the coolant at the core outlet (i.e. temperature and pressure beyond the water critical point), very high thermal efficiencies of the power conversion cycle are possible (i.e. up to about 45%). Because no change of phase occurs in the core, the need for steam separators and dryers as well as for BWR-type re-circulation pumps is eliminated, which, for a given reactor power, results in a substantially shorter reactor vessel and smaller containment building than the current BWRs. Furthermore, in a direct cycle the steam generators are not needed. If no additional moderator is added to the fuel rod lattice, it is possible to attain fast neutron energy spectrum conditions in a supercritical water-cooled reactor (SCWR). This type of core can make use of either fertile or fertile-free fuel and retain a hard spectrum to effectively burn plutonium and minor actinides from LWR spent fuel while efficiently generating electricity. One can also add moderation and design a thermal spectrum SCWR. The Generation IV Roadmap effort has identified the thermal spectrum SCWR (followed by the fast spectrum SCWR) as one of the advanced concepts that should be developed for future use. Therefore, the work in this NERI project is addressing both types of SCWRs.

  15. Work function variation of MoS{sub 2} atomic layers grown with chemical vapor deposition: The effects of thickness and the adsorption of water/oxygen molecules

    The electrical properties of two-dimensional atomic sheets exhibit remarkable dependences on layer thickness and surface chemistry. Here, we investigated the variation of the work function properties of MoS{sub 2} films prepared with chemical vapor deposition (CVD) on SiO{sub 2} substrates with the number of film layers. Wafer-scale CVD MoS{sub 2} films with 2, 4, and 12 layers were fabricated on SiO{sub 2}, and their properties were evaluated by using Raman and photoluminescence spectroscopies. In accordance with our X-ray photoelectron spectroscopy results, our Kelvin probe force microscopy investigation found that the surface potential of the MoS{sub 2} films increases by ∼0.15 eV when the number of layers is increased from 2 to 12. Photoemission spectroscopy (PES) with in-situ annealing under ultra high vacuum conditions was used to directly demonstrate that this work function shift is associated with the screening effects of oxygen or water molecules adsorbed on the film surface. After annealing, it was found with PES that the surface potential decreases by ∼0.2 eV upon the removal of the adsorbed layers, which confirms that adsorbed species have a role in the variation in the work function.

  16. Advanced Proliferation Resistant, Lower Cost, Uranium-Thorium Dioxide Fuels for Light Water Reactors (Progress report for work through June 2002, 12th quarterly report)

    The overall objective of this NERI project is to evaluate the potential advantages and disadvantages of an optimized thorium-uranium dioxide (ThO2/UO2) fuel design for light water reactors (LWRs). The project is led by the Idaho National Engineering and Environmental Laboratory (INEEL), with the collaboration of three universities, the University of Florida, Massachusetts Institute of Technology (MIT), and Purdue University; Argonne National Laboratory; and all of the Pressurized Water Reactor (PWR) fuel vendors in the United States (Framatome, Siemens, and Westinghouse). In addition, a number of researchers at the Korean Atomic Energy Research Institute and Professor Kwangheon Park at Kyunghee University are active collaborators with Korean Ministry of Science and Technology funding. The project has been organized into five tasks: · Task 1 consists of fuel cycle neutronics and economics analysis to determine the economic viability of various ThO2/UO2 fuel designs in PWRs, · Task 2 will determine whether or not ThO2/UO2 fuel can be manufactured economically, · Task 3 will evaluate the behavior of ThO2/UO2 fuel during normal, off-normal, and accident conditions and compare the results with the results of previous UO2 fuel evaluations and U.S. Nuclear Regulatory Commission (NRC) licensing standards, · Task 4 will determine the long-term stability of ThO2/UO2 high-level waste, and · Task 5 consists of the Korean work on core design, fuel performance analysis, and xenon diffusivity measurements.

    In April 1990 Wright-Patterson Air Force Base (WPAFB) initiated an investigation to evaluate a potential CERCLA removal action to prevent, to the extent practicable, the migration of ground-water contamination in the Mad River Valley Aquifer within and across WPAFB boundaries. The action will be based on a Focused Feasibility Study with an Action Memorandum serving as a decision document that is subject to approval by the Ohio Environmental Protection Agency. The first phase (Phase 1) of this effort involves an investigation of ground-water contamination migrating across the southwest boundary of Area C and across Springfield Pike adjacent to Area B. Task 4 of Phase 1 is a field investigation to collect sufficient additional information to evaluate removal alternatives.     The supercritical water-cooled reactor (SCWR) is one of the six reactor technologies selected for research and development under the Generation-IV program. SCWRs are promising advanced nuclear systems because of their high thermal efficiency (i.e., about 45% vs. about 33% efficiency for current Light Water Reactors, LWRs) and considerable plant simplification. SCWRs are basically LWRs operating at higher pressure and temperatures with a direct once-through cycle. Operation above the critical pressure eliminates coolant boiling, so the coolant remains single-phase throughout the system. Thus the need for recirculation and jet pumps, a pressurizer, steam generators, steam separators and dryers is eliminated. The main mission of the SCWR is generation of low-cost electricity. It is built upon two proven technologies, LWRs, which are the most commonly deployed power generating reactors in the world, and supercritical fossil-fired boilers, a large number of which is also in use around the world.

    This working group`s first objective is to identify major economic, technical, and regulatory constraints on operator practices and decisions relevant to offshore facilities removal. Then, the group will try to make recommendations as to regulatory and policy adjustments, additional research, or process improvements and/or technological advances, that may be needed to improve the efficiency and effectiveness of the removal process. The working group will focus primarily on issues dealing with Gulf of Mexico platform abandonments. In order to make the working group sessions as productive as possible, the Facilities Removal Working Group will focus on three topics that address a majority of the concerns and/or constraints relevant to facilities removal. The three areas are: (1) Explosive Severing and its Impact on Marine Life, (2) Pile and Conductor Severing, and (3) Deep Water Abandonments This paper will outline the current state of practice in the offshore industry, identifying current regulations and specific issues encountered when addressing each of the three main topics above. The intent of the paper is to highlight potential issues for panel discussion, not to provide a detailed review of all data relevant to the topic. Before each panel discussion, key speakers will review data and information to facilitate development and discussion of the main issues of each topic. Please refer to the attached agenda for the workshop format, key speakers, presentation topics, and panel participants. The goal of the panel discussions is to identify key issues for each of the three topics above. The working group will also make recommendations on how to proceed on these key issues.

    The Gulf of Mexico and Louisiana continue to be areas with a high level of facility removal, and the pace of removal is projected to increase. Regulations were promulgated for the Gulf of Mexico and Louisiana requiring that abandoned sites be cleared of debris that could interfere with fishing and shrimping activities. The site clearance regulations also required verification that the sites were clear. Additionally, government programs were established to compensate fishermen for losses associated with snagging their equipment on oil and gas related objects that remained on the water bottoms in areas other than active producing sites and sites that had been verified as clear of obstructions and snags. The oil and gas industry funds the compensation programs. This paper reviews the regulations and evolving operating practices in the Gulf of Mexico and Louisiana where site clearance and fisherman`s gear compensation regulations have been in place for a number of years. Although regulations and guidelines may be in place elsewhere in the world, this paper focuses on the Gulf of Mexico and Louisiana. Workshop participants are encouraged to bring up international issues during the course of the workshop. Additionally, this paper raises questions and focuses on issues that are of concern to the various Gulf of Mexico and Louisiana water surface and water bottom stakeholders. This paper does not have answers to the questions or issues. During the workshop participants will debate the questions and issues in an attempt to develop consensus opinions and/or make suggestions that can be provided to the appropriate organizations, both private and government, for possible future research or policy adjustments. Site clearance and facility removal are different activities. Facility removal deals with removal of the structures used to produce oil and gas including platforms, wells, casing, piles, pipelines, well protection structures, etc.

    Sensors play a key role in detecting both charged particles and photons for all three frontiers in Particle Physics. The signals from an individual sensor that can be used include ionization deposited, phonons created, or light emitted from excitations of the material. The individual sensors are then typically arrayed for detection of individual particles or groups of particles. Mounting of new, ever higher performance experiments, often depend on advances in sensors in a range of performance characteristics. These performance metrics can include position resolution for passing particles, time resolution on particles impacting the sensor, and overall rate capabilities. In addition the feasible detector area and cost frequently provides a limit to what can be built and therefore is often another area where improvements are important. Finally, radiation tolerance is becoming a requirement in a broad array of devices. We present a status report on a broad category of sensors, including challenges for the future and work in progress to solve those challenges.

A second continuous laser also shines its light through an optical fiber in the probe into the first surface and is used in conjunction with signal processing equipment to measure the time between the first and second displacements. This time is proportional to the time-of-flight of the ultrasonic pulse in the work piece which, with a known or detected thickness of the work piece, can be used to calculate the internal temperature of the work piece.

    Ballast water, which is sea water that is carried in oil tankers to provide stability, can become contaminated with oil. Alyeska Pipeline Service Company runs a water treatment plant at its pipeline terminal at Prot Valdez, Alaska, to treat ballast water before it is discharged into the sea. GAO reviewed EPA's recently reissued National Pollution Discharge Elimination System permit for the Port Valdez facility. In this report, GAO compares the effluent limits and other requirements under the reissued permit with those of the old permit, determines the reasons for changes in the reissued permit, and examines Alyeska's initial efforts to comply with the reissued permit's effluent limits and reporting requirements.

This report will focus on the water conservation that has been accumulated through the recycling of paper, ceiling tiles, compost, and plastic. It will be discussed the use of water in the process of manufacturing these materials and the amount of water that is used. The way that water is conserved will be reviewed. From the stand point of SNL it will be discussed the amount of material that has been accumulated from 2010 to the first two quarters of 2013 and how much water this material has saved.

    The executive branch of the United States government has acknowledged and identified threats to the water supply infrastructure of the United States. These threats include contamination of the water supply, aging infrastructure components, and malicious attack. Government recognition of the importance of providing safe, secure, and reliable water supplies has a historical precedence in the water works of the ancient Romans, who recognized the same basic threats to their water supply infrastructure the United States acknowledges today. System surety is the philosophy of ''designing for threats, planning for failure, and managing for success'' in system design and implementation. System surety is an alternative to traditional compliance-based approaches to safety, security, and reliability. Four types of surety are recognized: reactive surety; proactive surety, preventative surety; and fundamental, inherent surety. The five steps of the system surety approach can be used to establish the type of surety needed for the water infrastructure and the methods used to realize a sure water infrastructure. The benefit to the water industry of using the system surety approach to infrastructure design and assessment is a proactive approach to safety, security, and reliability for water transmission, treatment, distribution, and wastewater collection and treatment.

    Failure of coiled tubing, due to the repeated bending and plastic deformation of coiled tubing on and off the reel and gooseneck, is of great concern in coiled tubing operations. This paper discusses the coiled tubing working life based on one of the coiled tubing life models published in the literature, and compares the results with other models. Certain agreements are found among these models. A group of curves is presented to illustrate the coiled tubing working life affected by coiled tubing size and wall thickness, internal pressure, yield strength, reel diameter, gooseneck radius, operation condition (corrosion) and butt-welded connection (stress concentration). The results show that coiled tubing life can be greatly increased by increasing CT wall thickness and CT strength, while the coiled tubing working life decreases under high internal pressure, corrosion, and butt-weld conditions. These curves can be easily used in estimating coiled tubing life for the field use.

    Disclosed is a long working distance interference microscope suitable for three-dimensional imaging and metrology of MEMS devices and test structures on a standard microelectronics probe station. The long working distance of 10-30 mm allows standard probes or probe cards to be used. This enables nanometer-scale 3-D height profiles of MEMS test structures to be acquired across an entire wafer. A well-matched pair of reference/sample objectives is not required, significantly reducing the cost of this microscope, as compared to a Linnik microinterferometer.

    The study narrows the focus to two critical facets of bioremediation. First, it addresses the use of microorganisms to remove contamination from ground water and soils that remain in place (i.e., in situ) during the cleanup. This focus distinguishes in situ bioremediation of the sub-surface from significantly different applications of bioremediation, such as to treat oil tanker spills, wastewaters, or sludges. Second, the primary object of the study is to provide guidance on how to evaluate when an in situ bioremediation process is working or has worked.     This report summarizes the work performed from 1 April 2003 to 30 September 2003 and recommends the tasks to be performed during Phase II (Pilot Evaluation). During this period discussions were held with various water agencies regarding use of the treated produced water either directly or indirectly through a water trading arrangement. In particular, several discussions were held with Monterey County Water Resources Agency, that has been charged with the long-term management and preservation of water resources in Monterey County. The Agency is very supportive of the program. However, they would like to see water quality/cost estimate data for the treated produced water from the pilot study prior to evaluating water use/water trade options. The agency sent a letter encouraging the project team to perform the pilot study to evaluate feasibility of the project. In addition, the regulations related to use of the treated water for various applications were updated during this period. Finally, the work plan, health and safety plan and sample analyses plan for performing pilot study to treat the oilfield produced water were developed during this period.

    This work plan provides the information necessary for drilling, sampling, and hydrologic testing of wells to be completed in support of a demonstration of the in-well vapor stripping system. The in-well vapor stripping system is a remediation technology designed to preferentially extract volatile organic compounds (VOCs) from contaminated groundwater by converting them to a vapor phase. Air-lift pumping is used to lift and aerate groundwater within the well. The volatiles escaping the aerated water are drawn off by a slight vacuum and treated at the surface while the water is allowed to infiltrate the vadose zone back to the watertable.

    The importance of water in atmospheric and environmental chemistry initiated recent studies with results documenting catalysis, suppression and anti-catalysis of thermal and photochemical reactions due to hydrogen bonding of reagents with water. Water, even one water molecule in binary complexes, has been shown by quantum chemistry to stabilize the transition state and lower its energy. However, new results underscore the need to evaluate the relative competing rates between reaction and dissipation to elucidate the role of water in chemistry. Water clusters have been used successfully as models for reactions in gas-phase, in aqueous condensed phases and at aqueous surfaces. Opportunities for experimental and theoretical chemical physics to make fundamental new discoveries abound. Work in this field is timely given the importance of water in atmospheric and environmental chemistry.

    The treatment of mixed waste remains one of this country`s most vexing environmental problems. Mixed waste is the combination of radioactive waste and hazardous waste, as defined by the Resource Conservation and Recovery Act (RCRA). The Department of Energy (DOE), as the country`s largest mixed waste generator, responsible for 95 percent of the Nation`s mixed waste volume, is now required to address a strict set of milestones under the Federal Facility Compliance Act of 1992. DOE`s earlier failure to adequately address the storage and treatment issues associated with mixed waste has led to a significant backlog of temporarily stored waste, significant quantities of buried waste, limited permanent disposal options, and inadequate treatment solutions. Between May and November of 1993, the Mixed Waste Working Group brought together stakeholders from around the Nation. Scientists, citizens, entrepreneurs, and bureaucrats convened in a series of forums to chart a course for accelerated testing of innovative mixed waste technologies. For the first time, a wide range of stakeholders were asked to examine new technologies that, if given the chance to be tested and evaluated, offer the prospect for better, safer, cheaper, and faster solutions to the mixed waste problem. In a matter of months, the Working Group has managed to bridge a gap between science and perception, engineer and citizen, and has developed a shared program for testing new technologies.

    The ASC Exascale Hardware Architecture working group is challenged to provide input on the following areas impacting the future use and usability of potential exascale computer systems: processor, memory, and interconnect architectures, as well as the power and resilience of these systems. Going forward, there are many challenging issues that will need to be addressed. First, power constraints in processor technologies will lead to steady increases in parallelism within a socket. Additionally, all cores may not be fully independent nor fully general purpose. Second, there is a clear trend toward less balanced machines, in terms of compute capability compared to memory and interconnect performance. In order to mitigate the memory issues, memory technologies will introduce 3D stacking, eventually moving on-socket and likely on-die, providing greatly increased bandwidth but unfortunately also likely providing smaller memory capacity per core. Off-socket memory, possibly in the form of non-volatile memory, will create a complex memory hierarchy. Third, communication energy will dominate the energy required to compute, such that interconnect power and bandwidth will have a significant impact. All of the above changes are driven by the need for greatly increased energy efficiency, as current technology will prove unsuitable for exascale, due to unsustainable power requirements of such a system. These changes will have the most significant impact on programming models and algorithms, but they will be felt across all layers of the machine. There is clear need to engage all ASC working groups in planning for how to deal with technological changes of this magnitude. The primary function of the Hardware Architecture Working Group is to facilitate codesign with hardware vendors to ensure future exascale platforms are capable of efficiently supporting the ASC applications, which in turn need to meet the mission needs of the NNSA Stockpile Stewardship Program.     Nine witnesses testified over three days of hearings on water contamination due to illegal dumping of hazardous wastes and the administration of the Superfund Law to clean up designated sites. The witnesses were asked to evaluate the overall effect of the program and to consider whether Superfund has a positive or negative effect on the development of more environmentally benign technology. A focus for the testimony was on the Seymour waste site. The witnesses included representatives of the aluminum, automobile, chemical, and high technology industries, who were among the 24 industries making a settlement with the Environmental Protection Agency. Additional material submitted for the record by the witnesses and others follows the testimony.

    The purpose of this Systems Engineering (SE) Working Plan (SEWP) is to describe how the Westinghouse Hanford Company (WHC) Tank Waste Remediation System (TWRS) will implement the SE polity and guidance provided in the Tank Waste Remediation System (TWRS) Systems Engineering Management Plan (SEMP). Sections 2.0 through 4.0 cover how the SE process and management will be performed to develop a technical baseline within TWRS. Section 5.0 covers the plans and schedules to implement the SE process and management within TWRS. Detailed information contained in the TWRS Program SEMP is not repeated in this document. This SEWP and the SE discipline defined within apply to the TWRS Program and new and ongoing TWRS projects or activities, including new facilities and safety. The SE process will be applied to the existing Tank Farm operations where the Richland TWRS Program Office management determines the process appropriate and where value will be added to existing Tank Farm system and operations.

    In April 1994, the Department of Energy (DOE) Strategic Plan was issued. This Plan presents the Department`s strategic outlook in response to a changing world. It discusses the Department`s unique capabilities; its mission, vision, and core values; and key customer and stakeholder considerations. The DOE Strategic Plan lists business strategies and critical success factors which are intended to aid the Department in accomplishing its mission and reaching its vision of itself in the future. The Office of Inspector General (OIG) has an important role in carrying out the goals and objectives of the Secretary`s Strategic Plan. The ultimate goal of the OIG is to facilitate positive change by assisting its customers, responsible Government officials, in taking actions to improve programs and operations. The Inspector General annually issues his own Strategic Plan that contains program guidance for the next fiscal year. As part of its responsibility in carrying out the OIG mission, the Office of the Deputy Inspector General for Audit Services (Office of Audit Services) publishes an Annual Work Plan that sets forth audits that are planned for the next fiscal year. Selection of these audits is based on the overall budget of the Department, analyses of trends in Departmental operations, guidance contained in the agency`s strategic plans, statutory requirements, and the expressed needs and audit suggestions of Departmental program managers and OIG managers and staff. This work plan includes audits that are carried over from FY 1995 and audits scheduled to start during FY 1996. Audits included in the plan will be performed by OIG staff.

    This report describes the work performed at Berkeley Lab most recently. One of the Labs accomplishments is the publication of Scenarios of US Carbon Reductions, an analysis of the potential of energy technologies to reduce carbon emissions in the US. This analysis is described and played a key role in shaping the US position on climate change in the Kyoto Protocol negotiations. The Labs participation in the fundamental characterization of the climate change issue by the IPCC is described. Described also is a study of leaking electricity, which is stimulating an international campaign for a one-watt ceiling for standby electricity losses from appliances. This ceiling has the potential to save two-thirds of the 5% of US residential electricity currently expended on standby losses. The 54 vignettes contained in the report summarize results of research activities ranging in scale from calculating the efficacy of individual lamp ballasts to estimating the cost-effectiveness of the national Energy Star{reg_sign} labeling program, and ranging in location from a scoping study of energy-efficiency market transformation in California to development of an energy-efficiency project in the auto parts industry in Shandong Province, China.

    The ''point design'' studied this year shows that a staged VLHC (40, {approx} 200 TeV) is feasible, with no insurmountable challenges. Further work can provide a more optimized design, by studying various alternative field strengths (e.g., superferric magnets for Stage 1) for improvements to vacuum, wall impedance, and other major performance parameters. It may be that a ''single-stage'' scenario for accessing higher energies sooner is the correct approach. A next-step design study should be considered to look at the two cases near to and complementary to the 2001 VLHC Design Study. The effectiveness of photon stops and their engineering design need to be addressed in the near future to truly determine if these devices can lead this effort to even higher luminosities and energies. The superbunch approach should continue to be studied, as well as IR designs, new instrumentation and diagnostics, and beam dynamics issues. Finally, a well organized VLHC-motivated beam studies effort should become part of the national program.

    Representatives of the Environmental Protection Agency in charge of enforcing waste programs and the Department of Justice testified at a hearing on the Seymour, Indiana recycling center, which has become a toxic waste dump. The committee's purpose was to determine how the situation developed, why the federal government was slow to litigate against parties in the case who did not settle, and why those who did settle were released without further liability. The ultimate objective is to assure adequate resources to address ground water problems through the Superfund program and to avoid similar situations in the future. The witnesses described their role in the enforcement procedure. Material received from witnesses and other interested parties for the record follows their testimony.

    On February 17th, 1996, the Fernald Environmental Management Project (FEMP), a former Department of Energy uranium processing facility near the rural town of Fernald, Ohio, became a ``user`` instead of a ``producer``, of potable water by tying into the Cincinnati Water Works new Public Water Supply System. This satisfied the future site needs of potable water and nullified the need to follow the sampling requirements set forth by the Environmental Protection Agency and the Safe Drinking Water Act for potable water producers. This transformation into a customer also reduced the long water transmission time from the Cincinnati Water Works station to the small community that would have occurred without a large user such as the FEMP being on line.

    Industry groups are distancing themselves from recommendations on cleaning up the nation's waters issued by Water Quality 2000, a coalition of more than 80 organizations representing industry, environmental groups, government, academia, and professional and scientific societies. The report, [open quotes]A National Water Agenda for the 21st Century[close quotes], is a result of work begun in 1989. It recommends an approach to water quality that emphasizes pollution prevention, increased individual and collective responsibility for protecting water resources, and reorienting water resource programs and institutions along natural, rather than political, watershed boundaries. It includes 85 specific recommendations, many of which are to be implemented locally. The Natural Resources Defense Council (NRDC; Washington) [open quotes]wholeheartedly endorses not only the specific solutions offered today but the process by which these proposals were reached,[close quotes] says Robert W. Adler, NRDC senior attorney and vice chairman of Water Quality 2000. John B. Coleman, corporate environmental affairs manager for Du Pont and a member of the groups's steering committee, says [open quotes]Du Pont and the other industry members of Water Quality 2000 are committed[close quotes] to working to make continuous improvements.

    A water-heating dehumidifier includes a refrigerant loop including a compressor, at least one condenser, an expansion device and an evaporator including an evaporator fan. The condenser includes a water inlet and a water outlet for flowing water therethrough or proximate thereto, or is affixed to the tank or immersed into the tank to effect water heating without flowing water. The immersed condenser design includes a self-insulated capillary tube expansion device for simplicity and high efficiency. In a water heating mode air is drawn by the evaporator fan across the evaporator to produce cooled and dehumidified air and heat taken from the air is absorbed by the refrigerant at the evaporator and is pumped to the condenser, where water is heated. When the tank of water heater is full of hot water or a humidistat set point is reached, the water-heating dehumidifier can switch to run as a dehumidifier.

    Water vapor has been detected in protoplanetary disks. In this work, we model the distribution of water vapor in protoplanetary disks with a thermo-chemical code. For a set of parameterized disk models, we calculate the distribution of dust temperature and radiation field of the disk with a Monte Carlo method, and then solve the gas temperature distribution and chemical composition. The radiative transfer includes detailed treatment of scattering by atomic hydrogen and absorption by water of Lyα photons, since the Lyα line dominates the UV spectrum of accreting young stars. In a fiducial model, we find that warm water vapor with temperature around 300 K is mainly distributed in a small and well-confined region in the inner disk. The inner boundary of the warm water region is where the shielding of UV field due to dust and water itself become significant. The outer boundary is where the dust temperature drops below the water condensation temperature. A more luminous central star leads to a more extended distribution of warm water vapor, while dust growth and settling tends to reduce the amount of warm water vapor. Based on typical assumptions regarding the elemental oxygen abundance and the water chemistry, the column density of warm water vapor can be as high as 10{sup 22} cm{sup –2}. A small amount of hot water vapor with temperature higher than ∼300 K exists in a more extended region in the upper atmosphere of the disk. Cold water vapor with temperature lower than 100 K is distributed over the entire disk, produced by photodesorption of the water ice.

    Deburring, polishing, surface forming and the like are carried out by electrochemical machining with conformable electrode means including an electrically conducting and an insulating web. The surface of the work to be processed is covered by a deformable electrically insulating web or cloth which is perforated and conforms with the work. The web is covered by a deformable perforated electrically conducting screen electrode which also conforms with, and is insulated from, the work by the insulating web. An electrolyte is conducted through the electrode and insulating web and along the work through a perforated elastic member which engages the electrode under pressure pressing the electrode and web against the work. High current under low voltage is conducted betwen the electrode and work through the insulator, removing material from the work. Under the pressure of the elastic member, the electrode and insulator continue to conform with the work and the spacing between the electrode and work is maintained constant.

    A Vadose Zone Water Fluxmeter (WFM) or Direct Measurement WFM provides direct measurement of unsaturated water flow in the vadose zone. The fluxmeter is a cylindrical device that fits in a borehole or can be installed near the surface, or in pits, or in pile structures. The fluxmeter is primarily a combination of tensiometers and a porous element or plate in a water cell that is used for water injection or extraction under field conditions. The same water pressure measured outside and inside of the soil sheltered by the lower cylinder of the fluxmeter indicates that the water flux through the lower cylinder is similar to the water flux in the surrounding soil. The fluxmeter provides direct measurement of the water flow rate in the unsaturated soils and then determines the water flux, i.e. the water flow rate per unit area.

    Water clusters are multimers of water molecules held together by hydrogen bonds. In the present work, multiphoton ionization in the UV range coupled with time of flight mass spectrometry has been applied to water clusters with up to 160 molecules in order to obtain information on the electronic states of clusters of different sizes up to dimensions that can approximate the bulk phase. The dependence of ion intensities of water clusters and their metastable fragments produced by laser ionization at 355 nm on laser power density indicates a (3+1)-photon resonance-enhanced multiphoton ionization process. It also explains the large increase of ionization efficiency at 355 nm compared to that at 266 nm. Indeed, it was found, by applying both nanosecond and picosecond laser ionization with the two different UV wavelengths, that no water cluster sequences after n = 9 could be observed at 266 nm, whereas water clusters up to m/z 2000 Th in reflectron mode and m/z 3000 Th in linear mode were detected at 355 nm. The agreement between our findings on clusters of water, especially true in the range with n > 10, and reported data for liquid water supports the hypothesis that clusters above a critical dimension can approximate the liquid phase. It should thus be possible to study clusters just above 10 water molecules, for getting information on the bulk phase structure.

    Water resources data for the 1991 water year for Kentucky consist of records of stage, discharge, and water quality of streams and lakes; and water-levels of wells. This report includes daily discharge records for 115 stream-gaging stations. It also includes water-quality data for 38 stations sampled at regular intervals. Also published are 13 daily temperature and 8 specific conductance records, and 85 miscellaneous temperature and specific conductance determinations for the gaging stations. Suspended-sediment data for 12 stations (of which 5 are daily) are also published. Ground-water levels are published for 23 recording and 117 partial sites. Precipitation data at a regular interval is published for 1 site. Additional water data were collected at various sites not involved in the systematic data-collection program and are published as miscellaneous measurement and analyses. These data represent that part of the National Water Data System operated by the US Geological Survey and cooperation State and Federal agencies in Kentucky.

First and second parallel cleanup trains are provided for extracting portions of the reactor water from the pressure vessel, cleaning the extracted water, and returning the cleaned water to the pressure vessel. Each of the cleanup trains includes a heat exchanger for cooling the reactor water, and a cleaner for cleaning the cooled reactor water. A return line is disposed between the cleaner and the pressure vessel for channeling the cleaned water thereto in a first mode of operation. A portion of the cooled water is bypassed around the cleaner during a second mode of operation and returned through the pressure vessel for shutdown cooling.

    Hot water use in households, for showers and baths as wellas for washing clothes and dishes, is a major driver of household energyconsumption. Other household uses of water (such as irrigatinglandscaping) require additional energy in other sectors to transport andtreat the water before use, and to treat wastewater. In California, 19percent of total electricity for all sectors combined and 32 percent ofnatural gas consumption is related to water. There is a criticalinterdependence between energy and water systems: thermal power plantsrequire cooling water, and water pumping and treatment require energy.Energy efficiency can be increased by a number of means, includingmore-efficient appliances (e.g., clothes washers or dishwashers that useless total water and less heated water), water-conserving plumbingfixtures and fittings (e.g., showerheads, faucets, toilets) and changesin consumer behavior (e.g., lower temperature set points for storagewater heaters, shorter showers). Water- and energy-conserving activitiescan help offset the stress imposed on limited water (and energy) suppliesfrom increasing population in some areas, particularly in drought years,or increased consumption (e.g., some new shower systems) as a result ofincreased wealth. This paper explores the connections between householdwater use and energy, and suggests options for increased efficiencies inboth individual technologies and systems. Studies indicate that urbanwater use can be reduced cost-effectively by up to 30 percent withcommercially available products. The energy savings associated with watersavings may represent a large additional and largely untappedcost-effective opportunity.

    In these proceedings a review of the current proposed large-scale Warer Cherenkov experiments is given. An argument is made that future water Cherenkov detectors would benefit in the investment in neutron detection technology. A brief overview will be given of proposed water Cherenkov experiments such as HYPER-K and MEMPHYS and other R and D experiments to demonstrate neutron capture in water Cherenkov detectors. Finally, innovation developed in the context of the now defunct LBNE Water R and D option to improve Water Cherenkov technology will be described.

    A water budget for the Par Pond hydrologic system was established in order to estimate the rate of groundwater influx to Par Pond. This estimate will be used in modeling exercises to predict Par Pond reservoir elevation and spillway discharge in the scenario where Savannah River water is no longer pumped and discharged into Par Pond. The principal of conservation of mass was used to develop the water budget, where water inflow was set equal to water outflow. Components of the water budget were identified, and the flux associated with each was determined. The water budget was considered balanced when inflow and outflow summed to zero. The results of this study suggest that Par Pond gains water from the groundwater system in the upper reaches of the reservoir, but looses water to the groundwater system near the dam. The rate of flux of groundwater from the water table aquifer into Par Pond was determined to be 13 cfs. The rate of flux from Par Pond to the water table aquifer near the dam was determined to be 7 cfs.

    This report describes work done as part of a joint Princeton-Johns Hopkins project to look at the impact of mode and intermediate waters in Earth System Models. The Johns Hopkins portion of this work focussed on the role of lateral mixing in ventilating such waters, with important implications for hypoxia, the uptake of anthropogenic carbon, the dynamics of El Nino and carbon pumps. The Johns Hopkins group also collaborated with the Princeton Group to help develop a watermass diagnostics framework.

Previous reports in this series quantified the life cycle freshwater requirements of geothermal power-generating systems, explored operational and environmental concerns related to the geochemical composition of geothermal fluids, and assessed future water demand by geothermal power plants according to growth projections for the industry. This report seeks to extend those analyses by including EGS flash, both as part of the life cycle analysis and water resource assessment. A regional water resource assessment based upon the life cycle results is also presented. Finally, the legal framework of water with respect to geothermal resources in the states with active geothermal development is also analyzed.

    Generation of low work function, stable compound thin films by laser ablation. Compound thin films with low work function can be synthesized by simultaneously laser ablating silicon, for example, and thermal evaporating an alkali metal into an oxygen environment. For example, the compound thin film may be composed of Si/Cs/O. The work functions of the thin films can be varied by changing the silicon/alkali metal/oxygen ratio. Low work functions of the compound thin films deposited on silicon substrates were confirmed by ultraviolet photoelectron spectroscopy (UPS). The compound thin films are stable up to 500.degree. C. as measured by x-ray photoelectron spectroscopy (XPS). Tests have established that for certain chemical compositions and annealing temperatures of the compound thin films, negative electron affinity (NEA) was detected. The low work function, stable compound thin films can be utilized in solar cells, field emission flat panel displays, electron guns, and cold cathode electron guns.

  17. Anomalous dielectric relaxation of water confined in graphite oxide

    Nonmonotonic thermal dependence of dielectric relaxation of water has been observed in hydrated graphite oxide (GO). Graphite oxide prepared via Hummers method then imbued with specific water contents were characterized, with {sup 13}C and {sup 1}H nuclear magnetic resonance spectroscopies, X-ray photoelectron spectroscopy, ambient- and variable-temperature X-ray diffractometries, as well as thermogravimetric analysis. Pressed pellets provided with either conducting or blocking electrodes yielded dielectric loss, which was shown to originate from dielectric relaxation of the confined water. Three relaxation processes were observed in impedance spectroscopy. Our previous work has identified two different types of water in GO, namely, intercalated water and water in inter-grain voids. P{sub 1} expresses the reorientation of water confined inside inter-grain voids, and P{sub 2}, the rotation of intercalated water molecules confined in interlayers. The present work reveals a new process P{sub 3}, which also relates to intercalated water. It slows down with temperature, and this apparent anomaly is explained by the decrease in water content and consequent narrowing of interlayer spacing in graphite oxide, as confirmed by characterization techniques. The present study should contribute to our understanding of surface water dynamics.

    In this report, the Advanced Safety Analysis Program (ASAP) objectives and value proposition is described. ASAP focuses on modernization of nuclear power safety analysis (tools, methods and data); implementing state-of-the-art modeling techniques (which include, for example, enabling incorporation of more detailed physics as they become available); taking advantage of modern computing hardware; and combining probabilistic and mechanistic analyses to enable a risk informed safety analysis process. The modernized tools will maintain the current high level of safety in our nuclear power plant fleet, while providing an improved understanding of safety margins and the critical parameters that affect them. Thus, the set of tools will provide information to inform decisions on plant modifications, refurbishments, and surveillance programs, while improving economics. The set of tools will also benefit the design of new reactors, enhancing safety per unit cost of a nuclear plant. As part of the discussion, we have identified three sets of stakeholders, the nuclear industry, the Department of Energy (DOE), and associated oversight organizations. These three groups would benefit from ASAP in different ways. For example, within the DOE complex, the possible applications that are seen include the safety of experimental reactors, facility life extension, safety-by-design in future generation advanced reactors, and managing security for the storage of nuclear material. This report provides information in five areas: (1) A value proposition (“why is this important?”) that will make the case for stakeholder’s use of the ASAP research and development (R&D) products; (2) An identification of likely end users and pathway to adoption of enhanced tools by the end-users; (3) A proposed set of practical and achievable “use case” demonstrations; (4) A proposed plan to address ASAP verification and validation (V&V) needs; and (5) A proposed schedule for the multi-year ASAP.

    Methods for removing arsenic from water by addition of inexpensive and commonly available magnesium oxide, magnesium hydroxide, calcium oxide, or calcium hydroxide to the water. The hydroxide has a strong chemical affinity for arsenic and rapidly adsorbs arsenic, even in the presence of carbonate in the water. Simple and commercially available mechanical methods for removal of magnesium hydroxide particles with adsorbed arsenic from drinking water can be used, including filtration, dissolved air flotation, vortex separation, or centrifugal separation. A method for continuous removal of arsenic from water is provided. Also provided is a method for concentrating arsenic in a water sample to facilitate quantification of arsenic, by means of magnesium or calcium hydroxide adsorption.
