    The transport of energetic particles such as cosmic rays is governed by the properties of the plasma being traversed. While these properties are rather poorly known for galactic and interstellar plasmas due to the lack of in situ measurements, the heliospheric plasma environment has been probed by spacecraft for decades and provides a unique opportunity for testing transport theories. Of particular interest for the three-dimensional (3D) heliospheric transport of energetic particles are structures such as corotating interaction regions, which, due to strongly enhanced magnetic field strengths, turbulence, and associated shocks, can act as diffusion barriers on the one hand, but also as accelerators of low energy CRs on the other hand as well. In a two-fold series of papers, we investigate these effects by modeling inner-heliospheric solar wind conditions with a numerical magnetohydrodynamic (MHD) setup (this paper), which will serve as an input to a transport code employing a stochastic differential equation approach (second paper). In this first paper, we present results from 3D MHD simulations with our code CRONOS: for validation purposes we use analytic boundary conditions and compare with similar work by Pizzo. For a more realistic modeling of solar wind conditions, boundary conditions derived from synoptic magnetograms via the Wang-Sheeley-Arge (WSA) model are utilized, where the potential field modeling is performed with a finite-difference approach in contrast to the traditional spherical harmonics expansion often utilized in the WSA model. Our results are validated by comparing with multi-spacecraft data for ecliptical (STEREO-A/B) and out-of-ecliptic (Ulysses) regions.

    Tribology is the science and engineering of interacting surfaces in relative motion. It includes the study and application of the principles of friction, lubrication, and wear. It is an important phenomenon that not only impacts the design and operation of wind turbine gearboxes, but also their subsequent maintenance requirements and overall reliability. With the major growth and increasing dependency on renewable energy, mechanical reliability is an extremely important issue. The Wind Turbine Tribology Seminar was convened to explore the state-of-the-art in wind turbine tribology and lubricant technologies, raise industry awareness of a very complex topic, present the science behind each technology, and identify possible R&D areas. To understand the background of work that had already been accomplished, and to consolidate some level of collective understanding of tribology by acknowledged experts, the National Renewable Energy Laboratory (NREL), Argonne National Laboratory (ANL), and the U.S. Department of Energy (DOE) hosted a wind turbine tribology seminar. It was held at the Renaissance Boulder Flatiron Hotel in Broomfield, Colorado on November 15-17, 2011. This report is a summary of the content and conclusions. The presentations given at the meeting can be downloaded. Interested readers who were not at the meeting may wish to consult the detailed publications listed in the bibliography section, obtain the cited articles in the public domain, or contact the authors directly.

    DNV Renewables (USA) Inc. (DNV KEMA) received a grant from the U.S. Department of Energy (DOE) to develop the curriculum for a series of short courses intended to address Topic Area 5 Workforce Development, one of the focus areas to achieve the goals outlined in 20% Wind by 2030: Increasing Wind Energy's Contribution to Electricity Supply. The aim of the curriculum development project was to provide material for instructors to use in a training program to help professionals transition into careers in wind energy. Under this grant DNV KEMA established a knowledge boosting program for the wind energy industry with the following objectives: 1. Develop technical training curricula and teaching materials for six key topic areas that can be implemented in a flexible format by a knowledgeable instructor. The topic areas form a foundation that can be leveraged for subsequent, more detailed learning modules (not developed in this program). 2. Develop an implementation guidance document to accompany the curricula outlining key learning objectives, implementation methods, and guidance for utilizing the curricula. This curriculum is intended to provide experienced trainers course material that can be used to provide course participants with a basic background in wind energy and wind project development. The curriculum addresses all aspects of developing a wind project, that when implemented can be put to use immediately, making the participant an asset to U.S. wind industry employers. The curriculum is comprised of six short modules, together equivalent in level of content to a one-semester college-level course. The student who completes all six modules should be able to understand on a basic level what is required to develop a wind project, speak with a reasonable level of confidence about such topics as wind resource assessment, energy assessment, turbine technology and project economics, and contribute to the analysis and review of project information.     One of the key stakeholders associated with economic development are local government officials, who are often required to evaluate and vote on commercial wind energy project permits, as well as to determine and articulate what wind energy benefits accrue to their counties. Often these local officials lack experience with large-scale wind energy and need to make important decisions concerning what may be a complicated and controversial issue. These decisions can be confounded with diverse perspectives from various stakeholders. This project is designed to provide county commissioners, planners, and other local county government officials with a practical overview of information required to successfully implement commercial wind energy projects in their county.     The goal of the conference was to address the various applications of lidar to topics of interest in the atmospheric community. Specifically, with the development of frequency-agile, all solid state laser systems, high-quantum-efficiency detectors, increased computational power along with new and more powerful algorithms, and novel detection schemes, the application of lidar to both old and new problems has expanded. This expansion is evidenced by the contributions to the proceedings, which demonstrate the progress made on a variety of atmospheric remote sensing problems, both theoretically and experimentally. The first session focused on aerosol, ozone, and temperature profile measurements from ground-based units. The second session, Chemical Detection, provided applications of lidar to the detection of atmospheric pollutants. Papers in the third session, Wind and Turbulence Measurements, described the Multi-center Airborne Coherent Atmospheric Wind Sensor (MACAWS) experiments, Doppler techniques for ground-based wind profiling and mesopause radial wind and temperature measurements utilizing a frequency-agile lidar system. The papers in the last two sessions, Recent Advanced in Lidar Technology and Techniques and Advanced Operational Lidars, provided insights into novel approaches, materials, and techniques that would be of value to the lidar community. Papers have been processed separately for inclusion on the data base.

Surveys of student interest and potential employers expectations were conducted. Wind industry desires a combination of mechanical engineering training with electrical engineering training.     This first session at the Wind Energy and Birds/Bats workshop consisted of two presentations followed by a question and answer period. The session was intended to provide a general overview of wind energy product development, from the industry's perspective. Tom Gray of AWEA presented a paper titled ''State of the Wind Energy Industry in 2004'', highlighting improved performance and lower cost, efforts to address avian impacts, a status of wind energy in comparison to other energy-producing sources, and ending on expectations for the near future. Sam Enfield of Atlantic Renewable Energy Corporation presented a paper titled ''Key Factors for Consideration in Wind Plant Siting'', highlighting factors that wind facility developers must consider when choosing a site to build wind turbines and associated structures. Factors covered include wind resources available, ownership and land use patterns, access to transmission lines, accessibility and environmental impacts. The question and answer sum mary included topics related to risk taking, research and development, regulatory requirements, and dealing with utilities.

    This multi-year, multi-faceted project was focused on the continued development of a nationally-recognized facility for the testing, characterization, and improvement of grid-connected wind turbines, integrated wind-water desalination systems, and related educational and outreach topics. The project involved numerous faculty and graduate students from various engineering departments, as well as others from the departments of Geosciences (in particular the Atmospheric Science Group) and Economics. It was organized through the National Wind Institute (NWI), which serves as an intellectual hub for interdisciplinary and transdisciplinary research, commercialization and education related to wind science, wind energy, wind engineering and wind hazard mitigation at Texas Tech University (TTU). Largely executed by an academic based team, the project resulted in approximately 38 peer-reviewed publications, 99 conference presentations, the development/expansion of several experimental facilities, and two provisional patents.

    Utility-oriented guidelines are described for identifying viable sites for wind turbines. Topics and procedures are also discussed that are important in carrying out a wind turbine siting program. These topics include: a description of the Department of Energy wind resource atlases; procedures for predicting wind turbine performance at potential sites; methods for analyzing wind turbine economics; procedures for estimating installation and maintenance costs; methods for anlayzing the distribution of wind resources over an area; and instrumentation for documenting wind behavior at potential sites. The procedure described is applicable to small and large utilities. Although the procedure was developed as a site-selection tool, it can also be used by a utility who wishes to estimate the potential for wind turbine penetration into its future generation mix.

    Project Objective: This project is a research and development program aimed at furthering distributed wind technology. In particular, this project addresses some of the barriers to distributed wind energy utilization in Idaho. Background: At its core, the technological challenge inherent in Wind Energy is the transformation of a highly variable form of energy to one which is compatible with the commercial power grid or another useful application. A major economic barrier to the success of distributed wind technology is the relatively high capital investment (and related long payback periods) associated with wind turbines. This project will carry out fundamental research and technology development to address both the technological and economic barriers. • Active drive train control holds the potential to improve the overall efficiency of a turbine system by allowing variable speed turbine operation while ensuring a tight control of generator shaft speed, thus greatly simplifying power conditioning. • Recent blade aerodynamic advancements have been focused on large, utility-scale wind turbine generators (WTGs) as opposed to smaller WTGs designed for distributed generation. Because of Reynolds Number considerations, blade designs do not scale well. Blades which are aerodynamically optimized for distributed-scale WTGs can potentially reduce the cost of electricity by increasing shaft-torque in a given wind speed. • Grid-connected electric generators typically operate at a fixed speed. If a generator were able to economically operate at multiple speeds, it could potentially convert more of the wind’s energy to electricity, thus reducing the cost of electricity. This research directly supports the stated goal of the Wind and Hydropower Technologies Program for Distributed Wind Energy Technology: By 2007, reduce the cost of electricity from distributed wind systems to 10 to 15 cents/kWh in Class 3 wind resources, the same level

    This atlas of the wind energy resource is composed of introductory and background information, a regional summary of the wind resource, and assessments of the wind resource in each subregion of Alaska. Background is presented on how the wind resource is assessed and on how the results of the assessment should be interpreted. A description of the wind resource on a state scale is given. The results of the wind energy assessments for each subregion are assembled into an overview and summary of the various features of the Alaska wind energy resource.     The Berkeley Low Background Facility (BLBF) at Lawrence Berkeley National Laboratory (LBNL) in Berkeley, California provides low background gamma spectroscopy services to a wide array of experiments and projects. The analysis of samples takes place within two unique facilities; locally within a carefully-constructed, low background laboratory on the surface at LBNL and at the Sanford Underground Research Facility (SURF) in Lead, SD. These facilities provide a variety of gamma spectroscopy services to low background experiments primarily in the form of passive material screening for primordial radioisotopes (U, Th, K) or common cosmogenic/anthropogenic products; active screening via neutron activation analysis for U,Th, and K as well as a variety of stable isotopes; and neutron flux/beam characterization measurements through the use of monitors. A general overview of the facilities, services, and sensitivities will be presented. Recent activities and upgrades will also be described including an overview of the recently installed counting system at SURF (recently relocated from Oroville, CA in 2014), the installation of a second underground counting station at SURF in 2015, and future plans. The BLBF is open to any users for counting services or collaboration on a wide variety of experiments and projects.

    A wind turbine of the type having an airfoil blade (15) mounted on a flexible beam (20) and a pitch governor (55) which selectively, torsionally twists the flexible beam in response to wind turbine speed thereby setting blade pitch, is provided with a limiter (85) which restricts unwanted pitch change at operating speeds due to torsional creep of the flexible beam. The limiter allows twisting of the beam by the governor under excessive wind velocity conditions to orient the blades in stall pitch positions, thereby preventing overspeed operation of the turbine. In the preferred embodiment, the pitch governor comprises a pendulum (65,70) which responds to changing rotor speed by pivotal movement, the limiter comprising a resilient member (90) which engages an end of the pendulum to restrict further movement thereof, and in turn restrict beam creep and unwanted blade pitch misadjustment.

    As the Department of Energy stated in its 20% Wind Energy by 2030 report, there will need to be enhanced outreach efforts on a national, state, regional, and local level to communicate wind development opportunities, benefits and challenges to a diverse set of stakeholders. To help address this need, PennFuture was awarded funding to create the Mid-Atlantic Regional Wind Energy Institute to provide general education and outreach on wind energy development across Maryland, Virginia, Delaware, Pennsylvania and West Virginia. Over the course of the two-year grant period, PennFuture used its expertise on wind energy policy and development in Pennsylvania and expanded it to other states in the Mid-Atlantic region. PennFuture accomplished this through reaching out and establishing connections with policy makers, local environmental groups, health and economic development organizations, and educational institutions and wind energy developers throughout the Mid-Atlantic region. PennFuture conducted two regional wind educational forums that brought together wind industry representatives and public interest organizations from across the region to discuss and address wind development in the Mid-Atlantic region. PennFuture developed the agenda and speakers in collaboration with experts on the ground in each state to help determine the critical issue to wind energy in each location. The sessions focused on topics ranging from the basics of wind development; model ordinance and tax issues; anti-wind arguments and counter points; wildlife issues and coalition building. In addition to in-person events, PennFuture held three webinars on (1) Generating Jobs with Wind Energy; (2) Reviving American Manufacturing with Wind Power; and (3) Wind and Transmission. PennFuture also created a web page for the institute (http://www.midatlanticwind.org) that contains an online database of fact sheets, research reports, sample advocacy letters, top anti-wind claims and information on how to

    How does wind tunnel airfoil data differ from the airfoil performance on an operating horizontal axis wind turbine (HAWT) The National Renewable Energy laboratory has been conducting a comprehensive test program focused on answering this question and understanding the basic fluid mechanics of rotating HAWT stall aerodynamics. The basic approach was to instrument a wind rotor, using an airfoil that was well documented by wind tunnel tests, and measure operating pressure distributions on the rotating blade. Based an the integrated values of the pressure data, airfoil performance coefficients were obtained, and comparisons were made between the rotating data and the wind tunnel data. Care was taken to the aerodynamic and geometric differences between the rotating and the wind tunnel models. This is the first of two reports describing the Combined Experiment Program and its results. This Phase I report covers background information such as test setup and instrumentation. It also includes wind tunnel test results and roughness testing.

    In recent years, increasing deployment of large wind-turbine farms has become an issue of growing concern for the radar community. The large radar cross section (RCS) presented by wind turbines interferes with radar operation, and the Doppler shift caused by blade rotation causes problems identifying and tracking moving targets. Each new wind-turbine farm installation must be carefully evaluated for potential disruption of radar operation for air defense, air traffic control, weather sensing, and other applications. Several approaches currently exist to minimize conflict between wind-turbine farms and radar installations, including procedural adjustments, radar upgrades, and proper choice of low-impact wind-farm sites, but each has problems with limited effectiveness or prohibitive cost. An alternative approach, heretofore not technically feasible, is to reduce the RCS of wind turbines to the extent that they can be installed near existing radar installations. This report summarizes efforts to reduce wind-turbine RCS, with a particular emphasis on the blades. The report begins with a survey of the wind-turbine RCS-reduction literature to establish a baseline for comparison. The following topics are then addressed: electromagnetic model development and validation, novel material development, integration into wind-turbine fabrication processes, integrated-absorber design, and wind-turbine RCS modeling. Related topics of interest, including alternative mitigation techniques (procedural, at-the-radar, etc.), an introduction to RCS and electromagnetic scattering, and RCS-reduction modeling techniques, can be found in a previous report.

    Background: The Rosebud Sioux Tribe (RST) is located in south central South Dakota near the Nebraska border. The nearest community of size is Valentine, Nebraska. The RST is a recipient of several Department of Energy grants, written by Distributed Generation Systems, Inc. (Disgen), for the purposes of assessing the feasibility of its wind resource and subsequently to fund the development of the project. Disgen, as the contracting entity to the RST for this project, has completed all the pre-construction activities, with the exception of the power purchase agreement and interconnection agreement, to commence financing and construction of the project. The focus of this financing is to maximize the economic benefits to the RST while achieving commercially reasonable rates of return and fees for the other parties involved. Each of the development activities required and its status is discussed below. Land Resource: The Owl Feather War Bonnet 30 MW Wind Project is located on RST Tribal Trust Land of approximately 680 acres adjacent to the community of St. Francis, South Dakota. The RST Tribal Council has voted on several occasions for the development of this land for wind energy purposes, as has the District of St. Francis. Actual footprint of wind farm will be approx. 50 acres. Wind Resource Assessment: The wind data has been collected from the site since May 1, 2001 and continues to be collected and analyzed. The latest projections indicate a net capacity factor of 42% at a hub height of 80 meters. The data has been collected utilizing an NRG 9300 Data logger System with instrumentation installed at 30, 40 and 65 meters on an existing KINI radio tower. The long-term annual average wind speed at 65-meters above ground level is 18.2 mph (8.1 mps) and 18.7 mph (8.4 mps) at 80-meters agl. The wind resource is excellent and supports project financing.

    As the United States dramatically expands wind energy deployment, the industry is challenged with developing a skilled workforce and addressing public resistance. Wind Powering America's Wind for Schools project addresses these issues by developing Wind Application Centers (WACs) at universities; WAC students assist in implementing school wind turbines and participate in wind courses, by installing small wind turbines at community "host" schools, by implementing teacher training with interactive curricula at each host school.     Utility-scale electricity produced from offshore wind farms has the potential to contribute significantly to the energy production of the United States. In order for the U.S. to rapidly develop these abundant resources, knowledgeable scientists and engineers with sound understanding of offshore wind energy systems are critical. This report summarizes the development of an upper-level engineering course in "Offshore Wind Energy Systems Engineering." This course is designed to provide students with a comprehensive knowledge of both the technical challenges of offshore wind energy and the practical regulatory, permitting, and planning aspects of developing offshore wind farms in the U.S. This course was offered on a pilot basis in 2011 at the University of Massachusetts and the National Renewable Energy Laboratory (NREL), TU Delft, and GL Garrad Hassan have reviewed its content. As summarized in this report, the course consists of 17 separate topic areas emphasizing appropriate engineering fundamentals as well as development, planning, and regulatory issues. In addition to the course summary, the report gives the details of a public Internet site where references and related course material can be obtained. This course will fill a pressing need for the education and training of the U.S. workforce in this critically important area. Fundamentally, this course will be unique due to two attributes: an emphasis on the engineering and technical aspects of offshore wind energy systems, and a focus on offshore wind energy issues specific to the United States.
