    Several programs have been implemented to support the advancement of a professional, mature small wind industry and to ensure that this industry moves forward in a sustainable direction. The development of a standard for small wind turbine systems and the creation of the Small Wind Certification Council support small wind technology that is reliable and safe. Consumers and incentive programs will ultimately rely on certification to differentiate among systems sold in the U.S. market. Certification of small wind installers is yet another component deemed necessary for this industry to expand. The National Renewable Energy Laboratory, under the guidance and funding support of the U.S. Department of Energy, supported the development of small wind system installer certification provided via the North American Board of Certified Energy Practitioners. However, the small wind community is not supportive of the installer certification. There are currently only nine certified installers in the U.S. pool. This paper provides an overview of the installer certification program and why more small wind turbine installers are not pursuing this certification.

    The availability of wind energy certificates in Pennsylvania's retail electricity market has made a critical difference in the economic feasibility of developing 140 MW of new wind energy projects in the region. Certificates offer important benefits to both green power suppliers and buyers by reducing transaction barriers and thus lowering the cost of renewable energy. Buyers also benefit through the increased flexibility offered by certificate products. The experience described in this paper offers important insights for selling green power certificates and achieving new wind energy development in other areas of the country.

    Presented at the WINDPOWER 2010 Conference & Exhibition, 23-26 May 2010, Dallas, Texas. The rapid growth of the small wind turbine (SWT) market is attracting numerous entrants. Small wind turbine purchasers now have many options but often lack information (such as third-party certification) to select a quality turbine. Most SWTs do not have third-party certification due to the expense and difficulty of the certification process. Until recently, the only SWT certification bodies were in Europe. In North America, testing has been limited to U.S. Department of Energy (DOE) subsidized tests conducted at the National Wind Technology Center (NWTC) under the ongoing Independent Testing Project. The goal is to increase the number of certified turbines and gain greater consumer confidence in SWT technology. To reduce certification testing costs, DOE/NREL is assisting in establishing a network of Regional Test Centers (RTCs) to conduct SWT third-party certification testing. To jump-start these RTCs, DOE/NREL is providing financial and technical assistance for an initial round of tests. The goal is to establish a lower-cost U.S. small wind testing capability that will lead to increased SWT certification. This poster describes the project, describes how it fits within broader SWT certification activities, and provides current status.

    The Small Wind Certification Council (SWCC) created a successful accredited certification program for small and medium wind turbines using the funding from this grant. SWCC certifies small turbines (200 square meters of swept area or less) to the American Wind Energy Association (AWEA) Small Wind Turbine Performance and Safety Standard (AWEA Standard 9.1 – 2009). SWCC also certifies medium wind turbines to the International Electrical Commission (IEC) Power Performance Standard (IEC 61400-12-1) and Acoustic Performance Standard (IEC 61400-11).

To reduce certification testing costs, DOE/NREL is providing financial and technical assistance for an initial round of tests at four SWT test sites which were selected via a competitive solicitation.     The North American medical physics community validates the education received by medical physicists and the clinical qualifications for medical physicists through accreditation of educational programs and certification of medical physicists. Medical physics educational programs (graduate education and residency education) are accredited by the Commission on Accreditation of Medical Physics Education Programs (CAMPEP), whereas medical physicists are certified by several organizations, the most familiar of which is the American Board of Radiology (ABR). In order for an educational program to become accredited or a medical physicist to become certified, the applicant must meet certain specified standards set by the appropriate organization. In this Symposium, representatives from both CAMPEP and the ABR will describe the process by which standards are established as well as the process by which qualifications of candidates for accreditation or certification are shown to be compliant with these standards. The Symposium will conclude with a panel discussion.     This project was primarily to develop and implement a curriculum which will train undergraduate and graduate students at the University seeking a degree as well as training for enrollees in a special certification program to prepare individuals to be employed in a broad range of occupations in the field of renewable energy and energy conservation. Curriculum development was by teams of Saint Francis University Faculty in the Business Administration and Science Departments and industry experts. Students seeking undergraduate and graduate degrees are able to enroll in courses offered within these departments which will combine theory and hands-on training in the various elements of wind power development. For example, the business department curriculum areas include economic modeling, finance, contracting, etc. The science areas include meteorology, energy conversion and projection, species identification, habitat protection, field data collection and analysis, etc.

    BPA has been asked by PPM Energy, Inc. to interconnect 300 megawatts (MW) of electricity generated from the proposed Klondike III Wind Project to the Federal Columbia River Transmission System. Orion Energy LLC has also asked BPA to interconnect 400 MW of electricity from its proposed Biglow Canyon Wind Farm, located north and east of the proposed Klondike III Wind Project. (Portland General Electric recently bought the rights to develop the proposed Biglow Canyon Wind Farm from Orion Energy, LLC.) Both wind projects received Site Certificates from the Oregon Energy Facility Siting Council on June 30, 2006. To interconnect these projects, BPA would need to build and operate a 230-kV double-circuit transmission line about 12 miles long, expand one substation and build one new substation. The wind projects would require wind turbines, substation(s), access roads, and other facilities. Two routes for the transmission line are being considered. Both begin at PPM's Klondike Schoolhouse Substation then travel north (Proposed Action) or north and westerly (Middle Alternative) to a new BPA 230-kV substation next to BPA's existing John Day 500-kV Substation. BPA is also considering a No Action Alternative in which BPA would not build the transmission line and would not interconnect the wind projects. The proposed BPA and wind projects would be located on private land, mainly used for agriculture. If BPA decides to interconnect the wind projects, construction of the BPA transmission line and substation(s) could commence as early as the winter of 2006-07. Both wind projects would operate for much of each year for at least 20 years. The proposed projects would generally create no or low impacts. Wildlife resources and local visual resources are the only resources to receive an impact rating other than ''none'' or ''low''. The low to moderate impacts to wildlife are from the expected bird and bat mortality and the cumulative impact of this project on wildlife when combined with

    On April 21, 2011, an Idaho National Laboratory (INL) Land Use Committee meeting was convened to develop a wind farm recommendation for the Executive Council and a list of proposed actions for proceeding with the recommendation. In terms of land use, the INL Land Use Committee unanimously agrees that Site 6 is the preferred location of the alternatives presented for an INL wind farm. However, further studies and resolution to questions raised (stated in this report) by the INL Land Use Committee are needed for the preferred location. Studies include, but are not limited to, wind viability (6 months), bats (2 years), and the visual impact of the wind farm. In addition, cultural resource surveys and consultation (1 month) and the National Environmental Policy Act process (9 to 12 months) need to be completed. Furthermore, there is no documented evidence of developers expressing interest in constructing a small wind farm on INL, nor a specific list of expectations or concessions for which a developer might expect INL to cover the cost. To date, INL assumes the National Environmental Policy Act activities will be paid for by the Department of Energy and INL (the environmental assessment has only received partial funding). However, other concessions also may be expected by developers such as roads, fencing, power line installation, tie-ins to substations, annual maintenance, snow removal, access control, down-time, and remediation. These types of concessions have not been documented, as a request, from a developer and INL has not identified the short and long-term cost liabilities for such concessions should a developer expect INL to cover these costs. INL has not identified a go-no-go funding level or the priority this Wind Farm Project might have with respect to other nuclear-related projects, should the wind farm remain an unfunded mandate.     Proper site assessment is integral to the development of a successful small wind project. Without a small wind site assessor certification program, consumers, including state incentive program managers, lack a benchmark for differentiating between qualified and nonqualified site assessors. A small wind site assessor best practice manual is being developed as a resource for consumers until a credential program becomes available.     This CRADA was developed as a funds-in CRADA with DeWind to assess the suitability of facilities and equipment at the NWTC for performing certification blade testing on wind turbine blades made from advanced materials. DeWind produces a wind turbine blade which includes the use of high-strength and stiffness materials. NREL and DeWind had a mutual interest in defining the necessary facilities, equipment, and test methods for testing large wind turbine blades which incorporate advanced materials and adaptive structures, as the demands on test equipment and infrastructure are greater than current capabilities. Work under this CRADA would enable DeWind to verify domestic capability for certification-class static and fatigue testing, while NREL would be able to identify and develop specialized test capabilities based on the test requirements.

    Background: The Rosebud Sioux Tribe (RST) is located in south central South Dakota near the Nebraska border. The nearest community of size is Valentine, Nebraska. The RST is a recipient of several Department of Energy grants, written by Distributed Generation Systems, Inc. (Disgen), for the purposes of assessing the feasibility of its wind resource and subsequently to fund the development of the project. Disgen, as the contracting entity to the RST for this project, has completed all the pre-construction activities, with the exception of the power purchase agreement and interconnection agreement, to commence financing and construction of the project. The focus of this financing is to maximize the economic benefits to the RST while achieving commercially reasonable rates of return and fees for the other parties involved. Each of the development activities required and its status is discussed below. Land Resource: The Owl Feather War Bonnet 30 MW Wind Project is located on RST Tribal Trust Land of approximately 680 acres adjacent to the community of St. Francis, South Dakota. The RST Tribal Council has voted on several occasions for the development of this land for wind energy purposes, as has the District of St. Francis. Actual footprint of wind farm will be approx. 50 acres. Wind Resource Assessment: The wind data has been collected from the site since May 1, 2001 and continues to be collected and analyzed. The latest projections indicate a net capacity factor of 42% at a hub height of 80 meters. The data has been collected utilizing an NRG 9300 Data logger System with instrumentation installed at 30, 40 and 65 meters on an existing KINI radio tower. The long-term annual average wind speed at 65-meters above ground level is 18.2 mph (8.1 mps) and 18.7 mph (8.4 mps) at 80-meters agl. The wind resource is excellent and supports project financing.

    This test was conducted as part of the U.S. Department of Energy's (DOE) Independent Testing project. This project was established to help reduce the barriers of wind energy expansion by providing independent testing results for small turbines. In total, five turbines are being tested at the National Renewable Energy Laboratory's (NRELs) National Wind Technology Center (NWTC) as a part of this project. Duration testing is one of up to five tests that may be performed on the turbines, including power performance, safety and function, noise, and power quality tests. The results of the testing will provide the manufacturers with reports that may be used for small wind turbine certification. The test equipment includes a Gaia-Wind 11 kW wind turbine mounted on an 18 m monopole tower. Gaia-Wind Ltd. manufactured the turbine in Denmark, although the company is based in Scotland. The system was installed by the NWTC Site Operations group with guidance and assistance from Gaia-Wind.

    The purpose of this project was to conduct the first comprehensive offshore wind assessment over Lake Michigan and to advance the body of knowledge needed to support future commercial wind energy development on the Great Lakes. The project involved evaluation and selection of emerging wind measurement technology and the permitting, installation and operation of the first mid-lake wind assessment meteorological (MET) facilities in Michigan’s Great Lakes. In addition, the project provided the first opportunity to deploy and field test floating LIDAR and Laser Wind Sensor (LWS) technology, and important research related equipment key to the sitting and permitting of future offshore wind energy development in accordance with public participation guidelines established by the Michigan Great Lakes Wind Council (GLOW). The project created opportunities for public dialogue and community education about offshore wind resource management and continued the dialogue to foster Great Lake wind resource utilization consistent with the focus of the GLOW Council. The technology proved to be effective, affordable, mobile, and the methods of data measurement accurate. The public benefited from a substantial increase in knowledge of the wind resources over Lake Michigan and gained insights about the potential environmental impacts of offshore wind turbine placements in the future. The unique first ever hub height wind resource assessment using LWS technology over water and development of related research data along with the permitting, sitting, and deployment of the WindSentinel MET buoy has captured public attention and has helped to increase awareness of the potential of future offshore wind energy development on the Great Lakes. Specifically, this project supported the acquisition and operation of a WindSentinel (WS) MET wind assessment buoy, and associated research for 549 days over multiple years at three locations on Lake Michigan.     The client, a government agency, requires its contractor to obtain an Earned Value Management System (EVMS) certification that meets the intent of ANSI/EIA-748-B, Earned Value Management Systems. The contractor has extensive experience with certification preparation, having completed two certifications within two years. Information from a previous EVMS certification and internal system surveillances are used to prepare for client-based EVMS certifications and bi-annual surveillances. The contractor also sent members of its group to assist other companies preparing for surveillances and certifications to perform 'Black Hat Reviews.' This paper is a lessons learned on preparing a team for EVMS certification. The information is also applicable for surveillances, since the contractor prepares its team for the surveillance in the same manner as the initial certification. Some of the areas covered include required documents, tracing the data through the systems, Control Account Manager (CAM) preparation, and system verification.

    This project developed relationships among the lead institution, U of Delaware, wind industry participants from 11 companies, and two other universities in the region. The participating regional universities were University of Maryland and Old Dominion University. Research was carried out in six major areas: Analysis and documentation of extreme oceanic wind events & their impact on design parameters, calibration of corrosivity estimates measured on a coastal turbine, measurment and modeling of tower structures, measurement and modeling of the tribology of major drive components, and gearbox conditioning monitoring using acoustic sensors. The project also had several educational goals, including establishing a course in wind energy and training graduate students. Going beyond these goals, three new courses were developed, a graduate certificate program in wind power was developed and approved, and an exchange program in wind energy was established with Danish Technical University. Related to the installation of a Gamesa G90 turbine on campus and a Gamesa-UD research program established in part due to this award, several additional research projects have been carried out based on mutual industry-university interests, and funded by turbine revenues. This award and the Gamesa partnership have jointly led to seven graduate students receiving full safety and climb training, to become “research climbers” as part of their wind power training, and contributing to on-turbine research. As a result of the educational program, already six graduate students have taken jobs in the US wind industry.

    This CRADA was a purely funds-in CRADA with Modular Wind Energy (MWE). MWE had a need to perform full-scale testing of a 45-m wind turbine blade. NREL/NWTC provided the capabilities, facilities, and equipment to test this large-scale MWE wind turbine blade. Full-scale testing is required to demonstrate the ability of the wind turbine blade to withstand static design load cases and demonstrate the fatigue durability. Structural testing is also necessary to meet international blade testing certification requirements. Through this CRADA, MWE would obtain test results necessary for product development and certification, and NREL would benefit by working with an industrial partner to better understand the unique test requirements for wind turbine blades with advanced structural designs.

    A wind turbine of the type having an airfoil blade (15) mounted on a flexible beam (20) and a pitch governor (55) which selectively, torsionally twists the flexible beam in response to wind turbine speed thereby setting blade pitch, is provided with a limiter (85) which restricts unwanted pitch change at operating speeds due to torsional creep of the flexible beam. The limiter allows twisting of the beam by the governor under excessive wind velocity conditions to orient the blades in stall pitch positions, thereby preventing overspeed operation of the turbine. In the preferred embodiment, the pitch governor comprises a pendulum (65,70) which responds to changing rotor speed by pivotal movement, the limiter comprising a resilient member (90) which engages an end of the pendulum to restrict further movement thereof, and in turn restrict beam creep and unwanted blade pitch misadjustment.

    Final Report for '20% Wind by 2030: Overcoming the Challenges in West Virginia'. The objective of this project was to examine the obstacles and constraints to the development of wind energy in West Virginia as well as the obstacles and constraints to the achievement of the national goal of 20% wind by 2030. For the portion contracted with WVU, there were four tasks in this examination of obstacles and constraints. Task 1 involved the establishment of a Wind Resource Council. Task 2 involved conducting limited research activities. These activities involved an ongoing review of wind energy documents including documents regarding the potential for wind farms being located on reclaimed surface mining sites as well as other brownfield sites. The Principal Investigator also examined the results of the Marshall University SODAR assessment of the potential for placing wind farms on reclaimed surface mining sites. Task 3 involved the conducting of outreach activities. These activities involved working with the members of the Wind Resource Council, the staff of the Regional Wind Energy Institute, and the staff of Penn Future. This task also involved the examination of the importance of transmission for wind energy development. The Principal Investigator kept informed as to transmission developments in the Eastern United States. The Principal Investigator coordinated outreach activities with the activities at the Center for Business and Economic Research at Marshall University. Task 4 involved providing technical assistance. This task involved the provision of information to various parties interested in wind energy development. The Principal Investigator was available to answer requests from interested parties regarding in formation regarding both utility scale as well as small wind development in West Virginia.     This test is being conducted as part of the U.S. Department of Energy's (DOE) Independent Testing project. This project was established to help reduce the barriers of wind energy expansion by providing independent testing results for small turbines. In total, four turbines are being tested at the NWTC as a part of this project. Duration testing is one of up to 5 tests that may be performed on the turbines, including power performance, safety and function, noise, and power quality tests. The results of the testing provide manufacturers with reports that may be used for small wind turbine certification. The test equipment includes a grid connected ARE 442 wind turbine mounted on a 30.5 meter (100 ft) lattice tower manufactured by Abundant Renewable Energy. The system was installed by the NWTC Site Operations group with guidance and assistance from Abundant Renewable Energy.

    The objective of this paper is to present test cases for wind turbine generator and wind power plant models commonly used during commissioning of wind power plants to ensure grid integration compatibility. In this paper, different types of wind power plant models based on the Western Electricity Coordinating Council Wind Generator Modeling Group's standardization efforts are implemented on a real-time digital simulator, and different test cases are used to gauge their grid integration capability. The low-voltage ride through and reactive power support capability and limitations of wind turbine generators under different grid conditions are explored. Several types of transient events (e.g., symmetrical and unsymmetrical faults, frequency dips) are included in the test cases. The differences in responses from different types of wind turbine are discussed in detail.

    The 3-MW Alstom wind turbine was installed at NREL's NWTC in October 2010. Test data will be used to validate advanced turbine design and analysis tools. NREL signed a Cooperative Research and Development Agreement with Alstom in 2010 to conduct certification testing on the company's 3-MW ECO 100 wind turbine and to validate models of Alstom's unique drivetrain concept. The turbine was installed at NREL's National Wind Technology Center (NWTC) in October 2010 and engineers began certification testing in 2011. Tests to be conducted by NREL include a power quality test to finalize the International Electrotechnical Commission (IEC) requirements for type certification of the 60-Hz unit. The successful outcome of this test will enable Alstom to begin commercial production of ECO 100 in the United States. NREL also will obtain additional measurements of power performance, acoustic noise, and system frequency to complement the 50 Hz results previously completed in Europe. After NREL completes the certification testing on the ECO 100, it will conduct long-term testing to validate gearbox performance to gain a better understanding of the machine's unique ALSTOM PURE TORQUE{trademark} drivetrain concept. In conventional wind turbines, the rotor is supported by the shaft-bearing gearbox assembly. Rotor loads are partially transmitted to the gearbox and may reduce gearbox reliability. In the ALSTOM PURE TORQUE concept, the rotor is supported by a cast frame running through the hub, which transfers bending loads directly to the tower. Torque is transmitted to the shaft through an elastic coupling at the front of the hub. According to Alstom, this system will increase wind turbine reliability and reduce operation and maintenance costs by isolating the gearbox from rotor loads. Gearbox reliability has challenged the wind energy industry for more than two decades. Gearbox failures require expensive and time-consuming replacement, significantly increasing the cost of wind plant

    Broadly, this project involved the development and delivery of a new curriculum in wind energy engineering at the Pennsylvania State University; this includes enhancement of the Renewable Energy program at the Pennsylvania College of Technology. The new curricula at Penn State includes addition of wind energy-focused material in more than five existing courses in aerospace engineering, mechanical engineering, engineering science and mechanics and energy engineering, as well as three new online graduate courses. The online graduate courses represent a stand-alone Graduate Certificate in Wind Energy, and provide the core of a Wind Energy Option in an online intercollege professional Masters degree in Renewable Energy and Sustainability Systems. The Pennsylvania College of Technology erected a 10 kilowatt Xzeres wind turbine that is dedicated to educating the renewable energy workforce. The entire construction process was incorporated into the Renewable Energy A.A.S. degree program, the Building Science and Sustainable Design B.S. program, and other construction-related coursework throughout the School of Construction and Design Technologies. Follow-on outcomes include additional non-credit opportunities as well as secondary school career readiness events, community outreach activities, and public awareness postings.

    As the United States dramatically expands wind energy deployment, the industry is challenged with developing a skilled workforce and addressing public resistance. Wind Powering America's Wind for Schools project addresses these issues by developing Wind Application Centers (WACs) at universities; WAC students assist in implementing school wind turbines and participate in wind courses, by installing small wind turbines at community "host" schools, by implementing teacher training with interactive curricula at each host school. This poster provides an overview of the first two years of the Wind for Schools project, primarily supporting activities in Colorado, Kansas, Nebraska, South Dakota, Montana, and Idaho.

    Historically, a number of wind energy integration studies have investigated the value of using day-ahead wind power forecasts for grid operational decisions. These studies have shown that there could be large cost savings gained by grid operators implementing the forecasts in their system operations. To date, none of these studies have investigated the value of shorter-term (0 to 6-hour-ahead) wind power forecasts. In 2010, the Department of Energy and National Oceanic and Atmospheric Administration partnered to fund improvements in short-term wind forecasts and to determine the economic value of these improvements to grid operators, hereafter referred to as the Wind Forecasting Improvement Project (WFIP). In this work, we discuss the preliminary results of the economic benefit analysis portion of the WFIP for the Electric Reliability Council of Texas. The improvements seen in the wind forecasts are examined, then the economic results of a production cost model simulation are analyzed.

    Significant wind power ramp events (WPREs) are those that influence the integration of wind power, and they are a concern to the continued reliable operation of the power grid. As wind power penetration has increased in recent years, so has the importance of wind power ramps. In this paper, an optimized swinging door algorithm (SDA) is developed to improve ramp detection performance. Wind power time series data are segmented by the original SDA, and then all significant ramps are detected and merged through a dynamic programming algorithm. An application of the optimized SDA is provided to ascertain the optimal parameter of the original SDA. Measured wind power data from the Electric Reliability Council of Texas (ERCOT) are used to evaluate the proposed optimized SDA.

    These guidelines were prepared with direction from the US Department of Energy (DOE) Transuranic (TRU) Waste Management Program in support of the DOE effort to certify that newly generated TRU wastes meet the Waste Isolation Pilot Plant (WIPP) Waste Acceptance Criteria. The guidelines provide instructions for generic Certification Program preparation for TRU-waste generators preparing site-specific Certification Programs in response to WIPP requirements. The guidelines address all major aspects of a Certification Program that are necessary to satisfy the WIPP Waste Acceptance Criteria and their associated Compliance Requirements and Certification Quality Assurance Requirements. The details of the major element of a Certification Program, namely, the Certification Plan, are described. The Certification Plan relies on supporting data and control documentation to provide a traceable, auditable account of certification activities. Examples of specific parts of the Certification Plan illustrate the recommended degree of detail. Also, a brief description of generic waste processes related to certification activities is included.

    This project has developed an integrated curriculum focused on the power engineering aspects of wind energy systems that builds upon a well-established graduate educational program at UW- Madison. Five new courses have been developed and delivered to students. Some of the courses have been offered on multiple occasions. The courses include: Control of electric drives for Wind Power applications, Utility Applications of Power Electronics (Wind Power), Practicum in Small Wind Turbines, Utility Integration of Wind Power, and Wind and Weather for Scientists and Engineers. Utility Applications of Power Electronics (Wind Power) has been provided for distance education as well as on-campus education. Several industrial internships for students have been organized. Numerous campus seminars that provide discussion on emerging issues related to wind power development have been delivered in conjunction with other campus events. Annual student conferences have been initiated, that extend beyond wind power to include sustainable energy topics to draw a large group of stakeholders. Energy policy electives for engineering students have been identified for students to participate through a certificate program. Wind turbines build by students have been installed at a UW-Madison facility, as a test-bed. A Master of Engineering program in Sustainable Systems Engineering has been initiated that incorporates specializations that include in wind energy curricula. The project has enabled UW-Madison to establish leadership at graduate level higher education in the field of wind power integration with the electric grid.
