The house is designed to stimulate interest in resource conservation in home building among home builders, home buyers, public officials, civic groups, and the media. In addition to products made from recycled materials, products and systems used to build the house are made from less costly materials, more durable materials, and materials that contribute to energy conservation during the lifetime of the house. A principal purpose of building the house was to test and demonstrate resource-conserving products and systems that now exist only in prototype or that are on the fringes of the market, and to help to move useful, cost-effective products of this type toward the marketplace mainstream.

As such, the RFI Program Plan provides: technical guidance for all work to be performed, managerial control, a practical, scientific approach. The purpose of this Overview is to demonstrate how the basic RFI Program Plan elements (technical, management, and approach) are interwoven to provide a practical and workable plan. The goal of the RFI Program Plan is to provide a systematic, uniform approach for performance and reporting. In addition, the RFI Program Plan has been developed to be specific to the SRS facility and to adhere to the Environmental Protection Agency (EPA) RFI guidance received as part of the SRS. This Resource Conservation and Recovery Act (RCRA) Facility Investigation Program Plan has been developed to provide a framework for the completion of RCRA Facility Investigations (RFI) at identified units on the Savannah Rive Site (SRS) facility. As such, the RFI Program Plan provides: technical guidance for all work to be performed, managerial control, a practical, scientific approach. The purpose of this Overview is to demonstrate how the basic RFI Program Plan elements (technical, management, and approach) are interwoven to provide a practical and workable plan. The goal of the RFI Program Plan is to provide a systematic, uniform approach for performance and reporting. In addition, the RFI Program Plan has been developed to be specific to the SRS facility and to adhere to the Environmental Protection Agency (EPA) RFI guidance received as part of the SRS. The US EPA publication ``Characterization of Hazardous Waste Sites`` has been liberally adapted for use in this RFI Program Plan.

RD & D priorities for energy production and resource conservation from municipal solid waste

This report identifies research, development, and demonstration (RD&D) needs and priorities associated with municipal solid waste (MSW) management technologies that conserve or produce energy or resources. The changing character of MSW waste management and the public`s heightened awareness of its real and perceived benefits and costs creates opportunities for RD&D in MSW technologies. Increased recycling, for example, creates new opportunities for energy, chemicals, and materials recovery. New technologies to control and monitor emissions from MSW combustion facilities are available for further improvement or application. Furthermore, emerging waste-to-energy technologies may offer environmental, economic, and other advantages. Given these developments, DOE identified a need to assess the RD&D needs and pdodties and carefully target RD&D efforts to help solve the carbon`s waste management problem and further the National Energy Strategy. This report presents such an assessment. It identifies and Documents RD&D needs and priorities in the broad area of MSW resource . recovery, focusing on efforts to make MSW management technologies commercially viable or to improve their commercial deployment over a 5 to l0 year period. Panels of technical experts identifies 279 RD&D needs in 12 technology areas, ranking about one-fifth of these needs as priorities. A ``Peer Review Group`` identified mass-burn combustion, ``systems studies,`` landfill gas, and ash utilization and disposal as high priority areas for RD&D based on cost and the impacts of further RD&D. The results of this assessment are intended to provide guidance to DOE concerning possible future RD&D projects.

This closure plan has been prepared for the interim Reactive Waste Treatment Area (IRWT'A) located at the Y-12 Pkmt in oak Ridge, Tennessee (Environmental Protection Agency [EPA] Identification TN 389-009-0001). The actions required to achieve closure of the IRWTA are outlined in this plan, which is being submitted in accordance with Tennessee Ruie 1200- 1-1 1-.0S(7) and Title 40, Code of Federal Regulations (CFR), Part 265, Subpart G. The IRWTA was used to treat waste sodium and potassium (NaK) that are regulated by the Resource Conservation and Recovery Act (RCRA). Corrective Action Unit (CAU) No. 92, the Area 6 Decontamination Pond Facility (DPF), is an historic disposal unit located at the Nevada Test Site (NTS) in Nye County, Nevada (Figures 1 - 1, 1-2, and 1-3). The NTS is operated by the U.S. Department of Energy, Nevada Operations Office (DOE/NV), which has been required by the Nevada Division of Environmental Protection (NDEP) to characterize the DPF under the requirements of the Resource Conservation and Recovery Act (RCRA) Part A Permit (NDEP, 1995) for the NTS and Title 40 Code of Federal Regulations (CFR) Part 265 (1996c). The DPF is prioritized in the Federal Facility Agreement and Consent Order (FFACO, 1996) but is governed by the permit. The DPF was characterized through sampling events in 1994, 1996, and 1997. The results of these sampling events are contained in the Final Resource Conservation and Recovery Act Industrial Site Environmental Restoration Site Characterization Report, Area 6 Decontamination Pond Facility, Revision I (DOE/NV, 1997). This Corrective Measures Study (CMS) for the Area 6 DPF has been prepared for the DOE/NV`s Environmental Restoration Project. The CMS has been developed to support the preparation of a Closure Plan for the DPF. Because of the complexities of the contamination and regulatory issues associated with the DPF, DOE/NV determined a CMS would be beneficial to the evaluation and selection of a closure alternative.

The existence of problems with wild pigs (Sus scrofa) is nothing new to the Western Hemisphere. Damage by these introduced animals was reported as far back as 1505 by the early Spanish colonies in the Caribbean, where wild pigs were killing the colonists cattle. Droves of these animals also ravaged cultivated crops of maize and sugarcane on islands in the West Indies during this same time period. These wild pigs reportedly were very aggressive and often attacked Spanish soldiers hunting rebellious Indians or escaped slaves on these islands, especially when these animals were cornered. The documentation of such impacts by introduced populations of this species in the United States has subsequently increased in recent years, and continued up through the present (Towne and Wentworth. 1950, Wood and Barrett 1979, Mayer and Brisbin 1991, Dickson et al. 2001). In spite of a fairly constant history in this country since the early 1900s, wild pigs have had a dramatic recent increase in both distribution and numbers in the United States. Between 1989 and 2009, the number of states reporting the presence of introduced wild pigs went from 19 up to as many as 44. This increase, in part natural, but largely manmade, has caused an increased workload and cost for land and resource managers in areas where these new populations are found. This is the direct result of the damage that these introduced animals do. The cost of both these impacts and control efforts has been estimated to exceed a billion dollars annually (Pimentel 2007). The complexity of this problem has been further complicated by the widespread appeal and economic potential of these animals as a big game species (Tisdell 1982, Degner 1989). Wild pigs are a controversial problem that is not going away and will likely only get worse with time. Not only do they cause damage, but wild pigs are also survivors. They reproduce at a rate faster than any other mammal of comparable size, native or introduced; they can eat just about anything; and, they can live just about anywhere. On top of that, wild pigs are both very difficult to control and, with the possible exception of island ecosystems, almost impossible to eradicate (Dickson et al. 2001, Sweeney et al. 2003). The solution to the wild pig problem has not been readily apparent. The ultimate answer as to how to control these animals has not been found to date. In many ways, wild pigs are America's most successful large invasive species. All of which means that wild pigs are a veritable nightmare for land and resource managers trying to keep the numbers of these animals and the damage that they do under control. Since the more that one knows about an invasive species, the easier it is to deal with and hopefully control. For wild pigs then, it is better to 'know thy enemy' than to not, especially if one expects to be able to successfully control them. In an effort to better 'know thy enemy,' a two-day symposium was held in Augusta, Georgia, on April 21-22, 2004. This symposium was organized and sponsored by U.S.D.A. Forest Service-Savannah River (USFS-SR), U. S. Department of Energy-Savannah River Operations Office (DOE-SR), the Westinghouse Savannah River Company (WSRC), the South Carolina Chapter of the Soil & Water Conservation Society, and the Savannah River Ecology Laboratory (SREL). The goal of this symposium was to assemble researchers and land managers to first address various aspects of the biology and damage of wild pigs, and then review the control techniques and management of this invasive species. The result would then be a collected synopsis of what is known about wild pigs in the United States. Although the focus of the symposium was primarily directed toward federal agencies, presenters also included professionals from academic institutions, and private-sector control contractors and land managers. Most of the organizations associated with implementing this symposium were affiliated with the Savannah River Site (SRS), a 803 km{sup 2} federal nuclear facility, located in western South Carolina along the Savannah

This report serves as the combined annual report for post-closure activities for the following closed Corrective Action Units (CAUs): (1) CAU 90, Area 2 Bitcutter Containment; (2) CAU 91, Area 3 U-3fi Injection Well; (3) CAU 92, Area 6 Decon Pond Facility; (4) CAU 110, Area 3 WMD U-3ax/bl Crater; and (5) CAU 112, Area 23 Hazardous Waste Trenches. This report covers fiscal year 2011 (October 2010-September 2011). The post-closure requirements for these sites are described in Resource Conservation and Recovery Act Permit Number NEV HW0101 and summarized in each CAU-specific section in Section 1.0 of this report. Site inspections are conducted semiannually at CAUs 90 and 91 and quarterly at CAUs 92, 110, and 112. Additional inspections are conducted at CAU 92 if precipitation occurs in excess of 0.50 inches in a 24-hour period. Inspections include an evaluation of the condition of the units and identification of any deficiencies that may compromise the integrity of the units. The condition of covers, fencing, signs, gates, and locks is documented. In addition, soil moisture monitoring and subsidence surveys are conducted at CAU 110. The results of the inspections, summary of maintenance activities, results of vegetations surveys, and analysis of monitoring data are presented in this report. Copies of the inspection checklists are included as Appendix A. Field notes completed during each inspection are included in Appendix B. Photographs taken during the inspections are included in Appendix C. It is recommended to continue semiannual inspections at CAUs 90 and 91; quarterly inspections at CAUs 92, 110, and 112; and additional inspections at CAU 92 if precipitation occurs in excess of 0.50 inches in a 24-hour period. At CAU 92, it is recommended to remove the wave barriers, as they have not proven to be necessary to protect the cover. At CAU 110, it is recommended to continue annual vegetation monitoring and soil moisture monitoring, and to reduce the frequency of subsidence surveys from twice per year to once every other year (biennially).

We study N=2 supersymmetric SU(2) gauge theories coupled to non-Lagrangian superconformal field theories induced by compactifying the six dimensional A_1 (2,0) theory on Riemann surfaces with irregular punctures. These are naturally associated to Hitchin systems with wild ramification whose spectral curves provide the relevant Seiberg-Witten geometries. We propose that the prepotential of these gauge theories on the Omega-background can be obtained from the corresponding irregular conformal blocks on the Riemann surfaces via a generalization of the coherent state construction to the case of higher order singularities.

The Waste Isolation Pilot Plant (WIPP) Project was authorized by the US Department of Energy 5 (DOE) National Security and Military Applications of the Nuclear Energy Authorization Act of 1980 (Public Law 96-164). Its legislative mandate is to provide a research and development facility to demonstrate the safe disposal of radioactive waste resulting from national defense programs and activities. To fulfill this mandate, the WIPP facility has been designed to perform scientific investigations of the behavior of bedded salt as a repository medium and the interactions between the soft and radioactive wastes. In 1991, DOE proposed to initiate a experimental Test Phase designed to demonstrate the performance of the repository. The Test Phase activities involve experiments using transuranic (TRU) waste typical of the waste planned for future disposal at the WIPP facility. Much of this TRU waste is co-contaminated with chemical constituents which are defined as hazardous under HWMR-7, Pt. II, sec. 261. This waste is TRU mixed waste and is the subject of this application. Because geologic repositories, such as the WIPP facility, are defined under the Resource Conservation and Recovery Act (RCRA) as land disposal facilities, the groundwater monitoring requirements of HWMR-7, PLV, Subpart X, must be addressed. HWMR-7, Pt. V, Subpart X, must be addressed. This appendix demonstrates that groundwater monitoring is not needed in order to demonstrate compliance with the performance standards; therefore, HWMR-7, Pt.V, Subpart F, will not apply to the WIPP facility.

WILD PIG ATTACKS ON HUMANS

Attacks on humans by wild pigs (Sus scrofa) have been documented since ancient times. However, studies characterizing these incidents are lacking. In an effort to better understand this phenomenon, information was collected from 412 wild pig attacks on humans. Similar to studies of large predator attacks on humans, data came from a variety of sources. The various attacks compiled occurred in seven zoogeographic realms. Most attacks occurred within the species native range, and specifically in rural areas. The occurrence was highest during the winter months and daylight hours. Most happened under non-hunting circumstances and appeared to be unprovoked. Wounded animals were the chief cause of these attacks in hunting situations. The animals involved were typically solitary, male and large in size. The fate of the wild pigs involved in these attacks varied depending upon the circumstances, however, most escaped uninjured. Most human victims were adult males traveling on foot and alone. The most frequent outcome for these victims was physical contact/mauling. The severity of resulting injuries ranged from minor to fatal. Most of the mauled victims had injuries to only one part of their bodies, with legs/feet being the most frequent body part injured. Injuries were primarily in the form of lacerations and punctures. Fatalities were typically due to blood loss. In some cases, serious infections or toxemia resulted from the injuries. Other species (i.e., pets and livestock) were also accompanying some of the humans during these attacks. The fates of these animals varied from escaping uninjured to being killed. Frequency data on both non-hunting and hunting incidents of wild pig attacks on humans at the Savannah River Site, South Carolina, showed quantitatively that such incidents are rare.

In recent years conservation of electric power has become an integral part of utility planning. The 1980 Pacific Northwest Electric Power Planning and Conservation Act (Northwest Power Act) requires that the region consider conservation potential in planning acquisitions of resources to meet load growth. The Bonneville Power Administration (BPA) developed its first estimates of conservation potential in 1982. Since that time BPA has updated its conservation supply analyses as a part of its Resource Program and other planning efforts. Major updates were published in 1985 and in January 1990. This 1992 document presents updated supply curves, which are estimates of the savings potential over time (cumulative savings) at different cost levels of energy conservation measures (ECMs). ECMs are devices, pieces of equipment, or actions that increase the efficiency of electricity use and reduce the amount of electricity used by end-use equipment.

A methodology is developed for optimally allocating resources between conservation and solar strategies in building design. Formulas are presented for a constrained optimum in which the initial investment is limited. A global optimum procedure is also described in which life-cycle cost is minimized. The procedure is amenable to hand analysis if tables are available which give the Solar Savings Fraction as a function of the Load Collector Ratio for the locality. A numerical example is given.

Potential Conservation Laws

We prove that potential conservation laws have characteristics depending only on local variables if and only if they are induced by local conservation laws. Therefore, characteristics of pure potential conservation laws have to essentially depend on potential variables. This statement provides a significant generalization of results of the recent paper by Bluman, Cheviakov and Ivanova [J. Math. Phys., 2006, V.47, 113505]. Moreover, we present extensions to gauged potential systems, Abelian and general coverings and general foliated systems of differential equations. An example illustrating possible applications of proved statements is considered. A special version of the Hadamard lemma for fiber bundles and the notions of weighted jet spaces are proposed as new tools for the investigation of potential conservation laws.

We give the generalization of a recent variational formulation for nonconservative classical mechanics, for fermionic and sypersymmetric systems. Both cases require slightly modified boundary conditions. The supersymmetric version is given in the superfield formalism. The corresponding Noether theorem is formulated. As expected, like the energy, the supersymmetric charges are not conserved. Examples are discussed.

Redshift and Energy Conservation

It has always been considered a serious error to treat the cosmological redshift as a Doppler velocity effect rather than the result of space expansion. It is demonstrated here that in practical terms this is not the case, and that the apparent distance - redshift relation derived from a Doppler interpretation is reasonably consistent with supernova data (though not as good as the standard model with dark energy). The normal Doppler effect is examined in detail and shown to conserve energy as expected. Because of the equivalence between the general relativistic space expansion paradigm and the Doppler effect (as demonstrated) the long-standing problem of energy loss associated with the expansion of the Universe is treated in a similar manner to the normal well-behaved Doppler effect. The mechanism by which energy is conserved with the normal Doppler shift is applied to the cosmological redshift and the energy violation disappears. However, an additional luminosity-dependent recession factor is introduced. The effect on astronomical objects is examined and it is found to add only a small additional redshift to a body generating power by nuclear means but can be very large for objects powered by gravity. A possible connection to the claimed anomalous redshift of quasars is considered.

Integrable viscous conservation laws

We propose an extension of the Dubrovin-Zhang perturbative approach to the study of normal forms for non-Hamiltonian integrable scalar conservation laws. The explicit computation of the first few corrections leads to the conjecture that such normal forms are parameterized by one single functional parameter, named viscous central invariant. A constant valued viscous central invariant corresponds to the well-known Burgers hierarchy. The case of a linear viscous central invariant provides a viscous analog of the Camassa-Holm equation, that formerly appeared as a reduction of a two-component Hamiltonian integrable systems. We write explicitly the negative and positive hierarchy associated with this equation and prove the integrability showing that they can be mapped respectively into the heat hierarchy and its negative counterpart, named the Klein-Gordon hierarchy. A local well-posedness theorem for periodic initial data is also proven. We show how transport equations can be used to effectively construct asymptotic solutions via an extension of the quasi-Miura map that preserves the initial datum. The method is alternative to the method of the string equation for Hamiltonian conservation laws and naturally extends to the viscous case. Using these tools we derive the viscous analog of the Painlev\\'e I2 equation that describes the universal behaviour of the solution at the critical point of gradient catastrophe.
