    Gasoline markets in 1996 and 1997 provided several spectacular examples of petroleum market dynamics. The first occurred in spring 1996, when tight markets, following a long winter of high demand, resulted in rising crude oil prices just when gasoline prices exhibit their normal spring rise ahead of the summer driving season. Rising crude oil prices again pushed gasoline prices up at the end of 1996, but a warm winter and growing supplies weakened world crude oil markets, pushing down crude oil and gasoline prices during spring 1997. The 1996 and 1997 spring markets provided good examples of how crude oil prices can move gasoline prices both up and down, regardless of the state of the gasoline market in the United States. Both of these spring events were covered in prior Energy Information Administration (EIA) reports. As the summer of 1997 was coming to a close, consumers experienced yet another surge in gasoline prices. Unlike the previous increase in spring 1996, crude oil was not a factor. The late summer 1997 price increase was brought about by the supply/demand fundamentals in the gasoline markets, rather than the crude oil markets. The nature of the summer 1997 gasoline price increase raised questions regarding production and imports. Given very strong demand in July and August, the seemingly limited supply response required examination. In addition, the price increase that occurred on the West Coast during late summer exhibited behavior different than the increase east of the Rocky Mountains. Thus, the Petroleum Administration for Defense District (PADD) 5 region needed additional analysis (Appendix A). This report is a study of this late summer gasoline market and some of the important issues surrounding that event.

    A mathematical model has been developed which approximates the reduction in a household's total energy consumption in response to higher energy prices and different rebate schemes. This model is based on the assumption that energy consumption is a function of a household's real income, prices of different commodities and energy intensities. The amount of energy saved and the change in real expenditure of a household has been calculated for four tax rates; 50%, 100%, 224% and 400%, and five rebate schemes; one regressive, two progressive, one income distribution preserving and the flat per capita rebate. The results indicate that, for a given tax rate, the choice of rebate scheme does not significantly affect the amount of energy conserved by the households. However, the effect of different rebate schemes on a household's real expenditure could be dramatically different.

    The Department of Energys Energy Information Administration (EIA) recently released its short term forecast for residential energy prices for the winter of 2005-2006. The forecast indicates significant increases in fuel costs, particularly for natural gas, propane, and home heating oil, for the year ahead. In the following analysis, the Oak Ridge National Laboratory has integrated the EIA price projections with the Residential Energy Consumption Survey (RECS) for 2001 in order to project the impact of these price increases on the nations low-income households by primary heating fuel type, nationally and by Census Region. The statistics are intended for the use of policymakers in the Department of Energys Weatherization Assistance Program and elsewhere who are trying to gauge the nature and severity of the problems that will be faced by eligible low-income households during the 2006 fiscal year.

    Heightened natural gas prices have emerged as a key energy-policy challenge for at least the early part of the 21st century. With the recent run-up in gas prices and the expected continuation of volatile and high prices in the near future, a growing number of voices are calling for increased diversification of energy supplies. Proponents of renewable energy and energy efficiency identify these clean energy sources as an important part of the solution. Increased deployment of renewable energy (RE) and energy efficiency (EE) can hedge natural gas price risk in more than one way, but this paper touches on just one potential benefit: displacement of gas-fired electricity generation, which reduces natural gas demand and thus puts downward pressure on gas prices. Many recent modeling studies of increased RE and EE deployment have demonstrated that this ''secondary'' effect of lowering natural gas prices could be significant; as a result, this effect is increasingly cited as justification for policies promoting RE and EE. This paper summarizes recent studies that have evaluated the gas-price-reduction effect of RE and EE deployment, analyzes the results of these studies in light of economic theory and other research, reviews the reasonableness of the effect as portrayed in modeling studies, and develops a simple tool that can be used to evaluate the impact of RE and EE on gas prices without relying on a complex national energy model. Key findings are summarized.

    The Department of Energy's Energy Information Administration (EIA) recently released its short-term forecast for residential energy prices for the winter of 2007-2008. The forecast indicates increases in costs for low-income consumers in the year ahead, particularly for those using fuel oil to heat their homes. In the following analysis, the Oak Ridge National Laboratory has integrated the EIA price projections with the Residential Energy Consumption Survey (RECS) for 2001 in order to project the impact of these price increases on the nation's low-income households by primary heating fuel type, nationally and by Census Region. The report provides an update of bill estimates provided in a previous study, "The Impact Of Forecasted Energy Price Increases On Low-Income Consumers" (Eisenberg, 2005). The statistics are intended for use by policymakers in the Department of Energy's Weatherization Assistance Program and elsewhere who are trying to gauge the nature and severity of the problems that will be faced by eligible low-income households during the 2008 fiscal year. In addition to providing expenditure forecasts for the year immediately ahead, this analysis uses a similar methodology to give policy makers some insight into one of the major policy debates that will impact low-income energy expenditures well into the middle decades of this century and beyond. There is now considerable discussion of employing a cap-and-trade mechanism to first limit and then reduce U.S. emissions of carbon into the atmosphere in order to combat the long-range threat of human-induced climate change. The Energy Information Administration has provided an analysis of projected energy prices in the years 2020 and 2030 for one such cap-and-trade carbon reduction proposal that, when integrated with the RECS 2001 database, provides estimates of how low-income households will be impacted over the long term by such a carbon reduction policy.

    Real prices of major appliances (refrigerators, dishwashers, heating and cooling equipment) have been falling since the late 1970s despite increases in appliance efficiency and other quality variables. This paper demonstrates that historic increases in efficiency over time, including those resulting from minimum efficiency standards, incur smaller price increases than were expected by Department of Energy (DOE) forecasts made in conjunction with standards. This effect can be explained by technological innovation, which lowers the cost of efficiency, and by market changes contributing to lower markups and economies of scale in production of higher efficiency units. We reach four principal conclusions about appliance trends and retail price setting: 1. For the past several decades, the retail price of appliances has been steadily falling while efficiency has been increasing. 2. Past retail price predictions made by DOE analyses of efficiency standards, assuming constant prices over time, have tended to overestimate retail prices. 3. The average incremental price to increase appliance efficiency has declined over time. DOE technical support documents have typically overestimated this incremental price and retail prices. 4. Changes in retail markups and economies of scale in production of more efficient appliances may have contributed to declines in prices of efficient appliances.

    The effects of Federal refined-product price controls upon the price of motor gasoline in the United States through 1977 are examined. A comparison of domestic and foreign gasoline prices is made, based on the prices of products actually moving in international trade. There is also an effort to ascribe US/foreign market price differentials to identifiable cost factors. Primary emphasis is on price comparisons at the wholesale level, although some retail comparisons are presented. The study also examines the extent to which product price controls are binding, and attempts to estimate what the price of motor gasoline would have been in the absence of controls. The time period under consideration is from 1969 through 1977, with primary focus on price relationships in 1970-1971 (just before US controls) and 1976-1977. The foreign-domestic comparisons are made with respect to four major US cities, namely, Boston, New York, New Orleans, and Los Angeles. 20 figures, 14 tables.

    I explore the effects of two simultaneous changes in minimum energy efficiency and ENERGY STAR standards for clothes washers. Adapting the Mussa and Rosen (1978) and Ronnen (1991) second-degree price discrimination model, I demonstrate that clothes washer prices and menus adjusted to the new standards in patterns consistent with a market in which firms had been price discriminating. In particular, I show evidence of discontinuous price drops at the time the standards were imposed, driven largely by mid-low efficiency segments of the market. The price discrimination model predicts this result. On the other hand, in a perfectly competition market, prices should increase for these market segments. Additionally, new models proliferated in the highest efficiency market segment following the standard changes. Finally, I show that firms appeared to use different adaptation strategies at the two instances of the standards changing.

    The photovoltaic (PV) breakeven price is the PV system price at which the cost of PV-generated electricity equals the cost of electricity purchased from the grid. This point is also called 'grid parity' and can be expressed as dollars per watt ($/W) of installed PV system capacity. Achieving the PV breakeven price depends on many factors, including the solar resource, local electricity prices, customer load profile, PV incentives, and financing. In the United States, where these factors vary substantially across regions, breakeven prices vary substantially across regions as well. In this study, we estimate current and future breakeven prices for PV systems installed on supermarkets in the United States. We also evaluate key drivers of current and future commercial PV breakeven prices by region. The results suggest that breakeven prices for PV systems installed on supermarkets vary significantly across the United States. Non-technical factors -- including electricity rates, rate structures, incentives, and the availability of system financing -- drive break-even prices more than technical factors like solar resource or system orientation. In 2020 (where we assume higher electricity prices and lower PV incentives), under base-case assumptions, we estimate that about 17% of supermarkets will be in utility territories where breakeven conditions exist at a PV system price of $3/W; this increases to 79% at $1.25/W (the DOE SunShot Initiative's commercial PV price target for 2020). These percentages increase to 26% and 91%, respectively, when rate structures favorable to PV are used.

    In ''The Ethics of Dynamic Pricing,'' Ahmad Faruqui lays out a case for improved efficiency in using dynamic prices for retail electricity tariffs and addresses various issues about the distributional effects of alternative pricing mechanisms. The principal contrast is between flat or nearly constant energy prices and time-varying prices that reflect more closely the marginal costs of energy and capacity. The related issues of fairness criteria, contracts, risk allocation, cost allocation, means testing, real-time pricing, and ethical policies of electricity market design also must be considered.     The effects of the incremental pricing of natural gas - provided for by the Natural Gas Policy Act of 1978 - are discussed. Under this legislation, industrial rates will actually increase more than the amount required by incremental pricing. Some residential customers will subsidize others at rates that will be higher than those before incremental pricing, while other residential customers could conceivably receive free service. Meanwhile, a trend of customers shifting from one utility to another could develop. Although some utilities will be prevented economically from expanding their service areas, others will be granted economic advantages for expanding, leading in some instances to the possible violation of antitrust laws. Under the act, government tax revenues will ultimately be reduced and the costs of natural gas service will increase. In the end, natural gas utilities and their industrial customers will experience accusations of overpricing similar to those currently made against oil companies.

    On December 12, 2007, the reference-case projections from Annual Energy Outlook 2008 (AEO 2008) were posted on the Energy Information Administration's (EIA) web site. We at LBNL have, in the past, compared the EIA's reference-case long-term natural gas price forecasts from the AEO series to contemporaneous natural gas prices that can be locked in through the forward market, with the goal of better understanding fuel price risk and the role that renewables can play in mitigating such risk. As such, we were curious to see how the latest AEO reference-case gas price forecast compares to the NYMEX natural gas futures strip. This brief memo presents our findings. Note that this memo pertains only to natural gas fuel price risk (i.e., the risk that natural gas prices might differ over the life of a gas-fired generation asset from what was expected when the decision to build the gas-fired unit was made). We do not take into consideration any of the other distinct attributes of gas-fired and renewable generation, such as dispatchability (or lack thereof) or environmental externalities. A comprehensive comparison of different resource types--which is well beyond the scope of this memo--would need to account for differences in all such attributes, including fuel price risk. Furthermore, our analysis focuses solely on natural-gas-fired generation (as opposed to coal-fired generation, for example), for several reasons: (1) price volatility has been more of a concern for natural gas than for other fuels used to generate power; (2) for environmental and other reasons, natural gas has, in recent years, been the fuel of choice among power plant developers (though its appeal has diminished somewhat as prices have increased); and (3) natural gas-fired generators often set the market clearing price in competitive wholesale power markets throughout the United States. That said, a more-complete analysis of how renewables mitigate fuel price risk would also need to consider coal and other fuel prices.     This paper briefly describes the wellhead prices of natural gas compared to crude oil over the past 70 years. Although natural gas prices have never reached price parity with crude oil, the relative value of a gas BTU has been increasing. It is one of the reasons that the total amount of money coming from natural gas wells is becoming more significant. From 1920 to 1955 the revenue at the wellhead for natural gas was only about 10% of the money received by producers. Most of the money needed for exploration, development, and production came from crude oil. At present, however, over 40% of the money from the upstream portion of the petroleum industry is from natural gas. As a result, in a few short years natural gas may become 50% of the money revenues generated from wellhead production facilities.

    The design of any effective oil pricing policy by producers depends on a knowledge of the nature and complexity of supply responses. This book examines the development of non-OPEX oil reserves on a field-by-filed basis to determine how much of the increase in non-OPEC production could be attributable to the price shocks and how much was unambiguously due to decisions and developments that preceded the price shocks. Results are presented in eighteen case-studies of non-OPEC producers.   8. Accounting for fuel price risk: Using forward natural gas prices instead of gas price forecasts to compare renewable to natural gas-fired generation

    Against the backdrop of increasingly volatile natural gas prices, renewable energy resources, which by their nature are immune to natural gas fuel price risk, provide a real economic benefit. Unlike many contracts for natural gas-fired generation, renewable generation is typically sold under fixed-price contracts. Assuming that electricity consumers value long-term price stability, a utility or other retail electricity supplier that is looking to expand its resource portfolio (or a policymaker interested in evaluating different resource options) should therefore compare the cost of fixed-price renewable generation to the hedged or guaranteed cost of new natural gas-fired generation, rather than to projected costs based on uncertain gas price forecasts. To do otherwise would be to compare apples to oranges: by their nature, renewable resources carry no natural gas fuel price risk, and if the market values that attribute, then the most appropriate comparison is to the hedged cost of natural gas-fired generation. Nonetheless, utilities and others often compare the costs of renewable to gas-fired generation using as their fuel price input long-term gas price forecasts that are inherently uncertain, rather than long-term natural gas forward prices that can actually be locked in. This practice raises the critical question of how these two price streams compare. If they are similar, then one might conclude that forecast-based modeling and planning exercises are in fact approximating an apples-to-apples comparison, and no further consideration is necessary. If, however, natural gas forward prices systematically differ from price forecasts, then the use of such forecasts in planning and modeling exercises will yield results that are biased in favor of either renewable (if forwards < forecasts) or natural gas-fired generation (if forwards > forecasts). In this report we compare the cost of hedging natural gas price risk through traditional gas-based hedging instruments (e.g., futures, swaps, and fixed-price physical supply contracts) to contemporaneous forecasts of spot natural gas prices, with the purpose of identifying any systematic differences between the two. Although our data set is quite limited, we find that over the past three years, forward gas prices for durations of 2-10 years have been considerably higher than most natural gas spot price forecasts, including the reference case forecasts developed by the Energy Information Administration (EIA). This difference is striking, and implies that resource planning and modeling exercises based on these forecasts over the past three years have yielded results that are biased in favor of gas-fired generation (again, presuming that long-term stability is desirable). As discussed later, these findings have important ramifications for resource planners, energy modelers, and policy-makers.

    Taking a bottom-up approach, this report examines seven primary drivers of wind turbine prices in the United States, with the goal of estimating the degree to which each contributed to the doubling in turbine prices from 2002 through 2008, as well as the subsequent decline in prices through 2010 (our analysis does not extend into 2011 because several of these drivers are best gauged on a full-year basis due to seasonality issues). The first four of these drivers can be considered, at least to some degree, endogenous influences i.e., those that are largely within the control of the wind industry and include changes in: 1) Labor costs, which have historically risen during times of tight turbine supply; 2) Warranty provisions, which reflect technology performance and reliability, and are most often capitalized in turbine prices; 3) Turbine manufacturer profitability, which can impact turbine prices independently of costs; and 4) Turbine design, which for the purpose of this analysis is principally manifested through increased turbine size. The other three drivers analyzed in this study can be considered exogenous influences, in that they can impact wind turbine costs but fall mostly outside of the direct control of the wind industry. These exogenous drivers include changes in: 5) Raw materials prices, which affect the cost of inputs to the manufacturing process; 6) Energy prices, which impact the cost of manufacturing and transporting turbines; and 7) Foreign exchange rates, which can impact the dollar amount paid for turbines and components imported into the United States.

    The price of delivered electricity will rise if generators have to pay for carbon dioxide emissions through an implicit or explicit mechanism. There are two main effects that a substantial price on CO{sub 2} emissions would have in the short run (before the generation fleet changes significantly). First, consumers would react to increased price by buying less, described by their price elasticity of demand. Second, a price on CO{sub 2} emissions would change the order in which existing generators are economically dispatched, depending on their carbon dioxide emissions and marginal fuel prices. Both the price increase and dispatch changes depend on the mix of generation technologies and fuels in the region available for dispatch, although the consumer response to higher prices is the dominant effect. We estimate that the instantaneous imposition of a price of $35 per metric ton on CO{sub 2} emissions would lead to a 10% reduction in CO{sub 2} emissions in PJM and MISO at a price elasticity of -0.1. Reductions in ERCOT would be about one-third as large. Thus, a price on CO{sub 2} emissions that has been shown in earlier work to stimulate investment in new generation technology also provides significant CO{sub 2} reductions before new technology is deployed at large scale. 39 refs., 4 figs., 2 tabs.
