  8. Selling green power in California: Product, industry, and market trends

    As one of the first US stages to open its doors to retail electric competition, California offers an important opportunity to assess the effectiveness of green power marketing as a mechanism for supporting renewable energy. This report is an interim assessment of key green power product, industry, and market trends in California. The report identifies and analyzes: the potential size of the green power market in California; the companies participating in the green power market; the green power products being offered and their prices; the impact of the green market on renewable generators and the environment; and the influence of several public policies and non-governmental programs on the market for green power. Data used in this paper have been collected, in large part, from surveys and interviews with green power marketers that took place between December 1997 and April 1998. There remain legitimate concerns over the viability of green power marketing to support significant quantities of renewable energy and provide large environmental gains, and it is far too early to assess the overall strength of customer demand for renewable energy. A critical finding of this report is that, because of the high cost of acquiring and servicing residential customers and the low utility default service price, green power marketing affords new energy service providers one of the only viable entrees to California`s residential marketplace.

    Acceptance of energy-related technologies by end residential consumers, manufacturers of energy-related products, and other influential intermediate markets such as builders will influence the potential for market penetration of innovative energy-related technologies developed by the Department of Energy, Office of Building and Community Systems (OBCS). In this report, Pacific Northwest Laboratory reviewed the available information on technology adoption, diffusion, and decision-making processes to provide OBCS with a background and understanding of the type of research that has previously been conducted on this topic. Insight was gained as to the potential decision-making criteria and motivating factors that influence the decision-maker(s) selection of new technologies, and some of the barriers to technology adoption faced by potential markets for OBCS technologies.

    Citgo Petroleum Corp., the wholly owned subsidiary of Petroleos de Venezuela, S.A. (PDVSA), the Venezuelan national oil company, owns two gasoline producing refineries, a 305,000-b/d system in Lake Charles, La., and a 130,000-b/d facility in Corpus Christi, Texas. Each is considered a deep conversion facility capable of converting heavy, sour crudes into a high percentage of transportation fuels and distillates. Two smaller refineries, one in Paulsboro, N.J., and one in Savannah, GA., have the capacity to process 40,000 b/d and 28,000 b/d of crude, respectively, for asphalt products. In the past two years, Citgo`s light oils refineries operated safely and reliably with a minimum of unscheduled shutdowns. An ongoing emphasis to increase reliability has resulted in extended run lengths at the refineries. Citgo has invested $314 million at its facilities in 1995, much of this toward environmental and regulatory projects, such as the new waste water treatment unit at the Lake Charles refinery. Over the next few years, Citgo expects to complete $1.5 billion in capital spending for major processing units such as a 60,000-b/d FCC feed hydrotreater unit at the Lake Charles refinery and crude expansion at the Corpus Christi refinery. Product exchanges and expanded transport agreements are allowing Citgo to extend its marketing reach.

    A tremendous amount of wet flue-gas desulfurization scrubber sludge (estimated 20 million metric tons per year in the US) is currently being landfilled at a huge cost to utility companies. Scrubber sludge is the solid precipitate produced during desulfurization of flue-gas from burning high sulfur coal. The amount of this sludge is expected to increase in the near future due to ever increasing governmental regulation concerning the amount of sulfur emissions. Scrubber sludge is a fine, grey colored powder that contains calcium sulfite hemihydrate (CaSO{sub 3} {center_dot} 1/2H{sub 2}), calcium sulfate dihydrate (CaSO{sub 4} {center_dot} 2H{sub 2}O), limestone (CaCO{sub 3}), silicates, and iron oxides. This material can continue to be landfilled at a steadily increasing cost, or an alternative for utilizing this material can be developed. This study explores the characteristics of a naturally oxidized wet flue-gas desulfurization scrubber sludge and uses these characteristics to develop alternatives for recycling this material. In order for scrubber sludge to be used as a feed material for various markets, it was necessary to process it to meet the specifications of these markets. A physical separation process was therefore needed to separate the components of this sludge into useful products at a low cost. There are several physical separation techniques available to separate fine particulates. These techniques can be divided into four major groups: magnetic separation, electrostatic separation, physico-chemical separation, and density-based separation. The properties of this material indicated that two methods of separation were feasible: water-only cycloning (density-based separation), and froth flotation (physico-chemical separation). These processes could be used either separately, or in combination. The goal of this study was to reduce the limestone impurity in this scrubber sludge from 5.6% by weight to below 2.0% by weight.     Micro plastic parts open new fields for application, e. g., to electronics, sensor technologies, optics, and medical engineering. Before micro parts can go to mass production, there is a strong need of having the possibility for testing different designs and materials including material combinations. Hence, flexible individual technical and technological solutions for processing are necessary. To manufacture high quality micro parts, a micro injection moulding machine named formicaPlast based on a two-step plunger injection technology was developed. Resulting from its design, the residence time and the accuracy problems for managing small shot volumes with reproducible high accuracy are uncompromisingly solved. Due to their simple geometry possessing smooth transitions and non adherent inner surfaces, the plunger units allow to process 'all' thermoplastics from polyolefines to high performance polymers, optical clear polymers, thermally sensitive bioresorbables, highly filled systems (the so-called powder injection molding PIM), and liquid silicon rubber (LSR, here with a special kit). The applied platform strategy in the 1K and 2K version allows integrating automation for assembling, handling and packaging. A perpendicular arrangement allows encapsulation of inserts, also partially, and integration of this machine into process chains. Considering a wide variety of different parts consisting of different materials, the high potential of the technology is demonstrated. Based on challenging industrial parts from electronic applications (2K micro MID and bump mat, where both are highly structured parts), the technological solutions are presented in more detail.

    The reduction of sulfur oxides from high sulfur coal burning utility companies has resulted in the production of huge quantities of wet flue-gas desulfurization scrubber sludge. A typical 400 MW power station burning a coal containing 3.5% sulfur by weight and using a limestone absorbent would produce approximately 177,000 tons (dry weight) of scrubber sludge per year. This brownish colored, finely divided material contains calcium sulfite (CaSO{sub 3} {center_dot} 1/2 H{sub 2}O), calcium sulfate (CaSO{sub 4} {center_dot} 2H{sub 2}O), unreacted limestone (CaCO{sub 3}), and various other impurities such as fly-ash and iron oxide particles. The physical separation of the components of scrubber sludge would result in the re-use of this material. The primary use would be conversion to a highly pure synthetic gypsum. This technical report concentrates on the effect of baffle configuration on the separation of calcium sulfite/sulfate from limestone. The position of the baffles as they related to the feed inlet, and the quantity of the baffles were examined. A clean calcium sulfite/sulfate (less than 2.0% limestone by weight) was achieved with the combination of water-only cyclone and horizontally baffled column.

Please refer to the original report for additional details. In the past, coal conversion projects have and liquids produced, and the value of the residual char was limited to its fuel value. Some projects had limited success until gas and oil competition overwhelmed them. The strategy adopted for this assessment is to seek first a premium value for the char in a market that has advantages over gas and oil, and then to find the highest values possible for gases, liquids, and tars, either on-site or sold into existing markets. During the intervening years since the 1988 report, there have been many changes in the national economy, industrial production, international competition, and environmental regulations. The Clean Air Act Amendments of 1990 (CAAA) will have a large impact on industry. There is considerable uncertainty about how the Act will be implemented, but it specifically addresses coke-oven batteries. This may encourage industry to consider formcoke produced via mild gasification as a low-pollution substitute for conventional coke. The chemistry and technology of coke making steel were reviewed in the 1988 market assessment and will not be repeated here.     Several studies are undertaken in R&D Division of EDF in collaboration with ERASME association in order to have a good knowledge of the wind energy production costs. These studies are performed in the framework of a wind energy monitoring project and concern the influence of a few parameters like wind farm capacity, turbine size and wind speed on production costs, through an analysis of the actual market trend. Some 50 manufacturers and 140 different kind of wind turbines are considered for this study. The minimum production cost is situated at 800/900 kW wind turbine rated power. This point will probably move to more important powers in the future. This study is valid only for average conditions and some special parameters like particular climate conditions or lack of infrastructure for a special site the could modify the results shown on the curves. The variety of wind turbines (rated power as a function of rotor diameter, height and specific rated power) in the actual market is analyzed. A brief analysis of the market trend is also performed. 7 refs., 7 figs.

    Hydrogen production cost conclusions are: (1) Steam Methane Reforming (SMR) is the least-cost production option at current natural gas prices and for initial hydrogen vehicle penetration rates, at high production rates, SMR may not be the least-cost option; (2) Unlike coal and nuclear technologies, the cost of natural gas feedstock is the largest contributor to SMR production cost; (3) Coal- and nuclear-based hydrogen production have significant penalties at small production rates (and benefits at large rates); (4) Nuclear production of hydrogen is likely to have large economies of scale, but because fixed O&M costs are uncertain, the magnitude of these effects may be understated; and (5) Given H2A default assumptions for fuel prices, process efficiencies and labor costs, nuclear-based hydrogen is likely to be more expensive to produce than coal-based hydrogen. Carbon taxes and caps can narrow the gap. Hydrogen delivery cost conclusions are: (1) For smaller urban markets, compressed gas delivery appears most economic, although cost inputs for high-pressure gas trucks are uncertain; (2) For larger urban markets, pipeline delivery is least costly; (3) Distance from hydrogen production plant to city gate may change relative costs (all results shown assume 100 km); (4) Pipeline costs may be reduced with system 'rationalization', primarily reductions in service pipeline mileage; and (5) Liquefier and pipeline capital costs are a hurdle, particularly at small market sizes. Some energy and greenhouse gas Observations: (1) Energy use (per kg of H2) declines slightly with increasing production or delivery rate for most components (unless energy efficiency varies appreciably with scale, e.g., liquefaction); (2) Energy use is a strong function of production technology and delivery mode; (3) GHG emissions reflect the energy efficiency and carbon content of each component in a production-delivery pathway; (4) Coal and natural gas production pathways have high energy consumption

    This Western Research Institute (WRI) project was part of a WRI Energy Resource Utilization Program to stimulate pilot-scale improved technologies projects to add value to coal resources in the Rocky Mountain region. The intent of this program is to assess the application potential of emerging technologies to western resources. The focus of this project is on a coal resource near the Wyoming/Colorado border, in Colorado. Energy Fuels Corporation/Kerr Coal Company operates a coal mine in Jackson County, Colorado. The coal produces 10,500 Btu/lb and has very low sulfur and ash contents. Kerr Coal Company is seeking advanced technology for alternate uses for this coal. This project was to have included a significant cost-share from the Kerr Coal Company ownership for a market survey of potential products and technical alternatives to be studied in the Rocky Mountain Region. The Energy Fuels Corporation/Kerr Coal Company and WRI originally proposed this work on a cost reimbursable basis. The total cost of the project was priced at $117,035. The Kerr Coal Company had scheduled at least $60,000.00 to be spent on market research for the project that never developed because of product market changes for the company. WRI and Kerr explored potential markets and new technologies for this resource. The first phase of this project as a preliminary study had studied fuel and nonfuel technical alternatives. Through related projects conducted at WRI, resource utilization was studied to find high-value materials that can be targeted for fuel and nonfuel use and eventually include other low-sulfur coals in the Rocky Mountain region. The six-month project work was spread over about a three-year period to observe, measure, and confirm over time-any trends in technology development that would lead to economic benefits in northern Colorado and southern Wyoming from coal gasification and power generation.

    The Alaskan North Slope (ANS) is one of the largest hydrocarbon reserves in the United States where Gas-to-Liquids (GTL) technology can be successfully implemented. The proven and recoverable reserves of conventional natural gas in the developed and undeveloped fields in the Alaskan North Slope (ANS) are estimated to be 38 trillion standard cubic feet (TCF) and estimates of additional undiscovered gas reserves in the Arctic field range from 64 TCF to 142 TCF. Because the domestic gas market in the continental United States is located thousands of miles from the ANS, transportation of the natural gas from the remote ANS to the market is the key issue in effective utilization of this valuable and abundant resource. The focus of this project is to study the operational challenges involved in transporting the gas in converted liquid (GTL) form through the existing Trans Alaska Pipeline System (TAPS). A three-year, comprehensive research program was undertaken by the Petroleum Development Laboratory, University of Alaska Fairbanks, under cooperative agreement No. DE-FC26-98FT40016 to study the feasibility of transporting GTL products through TAPS. Cold restart of TAPS following an extended winter shutdown and solids deposition in the pipeline were identified as the main transportation issues in moving GTL products through the pipeline. The scope of work in the current project (Cooperative Agreement No. DE-FC26-01NT41248) included preparation of fluid samples for the experiments to be conducted to augment the comprehensive research program.

    The goal of this study is to determine the best available conditions, in terms of market volumes and prices, for the products from a mild gasification facility. A process feasibility study will then have to determine the cost of building and operating a facility to make those products. The study is presented as a summary of the options available to a coal producer for creating added product value. For this reason, three specific coal mines owned by AMAX Inc. were chosen, and the options were analyzed from the viewpoint of increasing the total revenue derived from those coals. No specific mild gasification, or mild devolatilization technology was assumed during the assessment. The analysis considers only product prices, volumes, and specifications. It does not assign any intangible value or national benefit to substituting coal for oil or to producing a cleaner fuel. Although it would be desirable to conceive of a product slate which would be immune from energy price fluctuations, such a goal is probably unattainable and no particular emphasis was placed on it. 76 figs., 75 tabs.

    Highlights: • Economic–environmental assessment of combining composting with biogas and biochar in Ghana. • These technologies can save greenhouse gas emissions for up to 0.57 t CO{sub 2} eq/t of waste treated. • Labor intensive, small-scale organic waste management is not viable without financial support. • Carbon markets would make these technologies viable with carbon prices in the range of 30–84 EUR/t. - Abstract: In some areas of Sub-Saharan Africa appropriate organic waste management technology could address development issues such as soil degradation, unemployment and energy scarcity, while at the same time reducing emissions of greenhouse gases. This paper investigates the role that carbon markets could have in facilitating the implementation of composting, anaerobic digestion and biochar production, in the city of Tamale, in the North of Ghana. Through a life cycle assessment of implementation scenarios for low-tech, small scale variants of the above mentioned three technologies, the potential contribution they could give to climate change mitigation was assessed. Furthermore an economic assessment was carried out to study their viability and the impact thereon of accessing carbon markets. It was found that substantial climate benefits can be achieved by avoiding landfilling of organic waste, producing electricity and substituting the use of chemical fertilizer. Biochar production could result in a net carbon sequestration. These technologies were however found not to be economically viable without external subsidies, and access to carbon markets at the considered carbon price of 7 EUR/ton of carbon would not change the situation significantly. Carbon markets could help the realization of the considered composting and anaerobic digestion systems only if the carbon price will rise above 75–84 EUR/t of carbon (respectively for anaerobic digestion and composting).     The Alaskan North Slope is one of the largest hydrocarbon reserves in the US where Gas-to-Liquids (GTL) technology can be successfully implemented. The proven and recoverable reserves of conventional natural gas in the developed and undeveloped fields in the Alaskan North Slope (ANS) are estimated to be 38 trillion standard cubic feet (TCF) and estimates of additional undiscovered gas reserves in the Arctic field range from 64 TCF to 142 TCF. Transportation of the natural gas from the remote ANS is the key issue in effective utilization of this valuable and abundance resource. The throughput of oil through the Trans Alaska Pipeline System (TAPS) has been on decline and is expected to continue to decline in future. It is projected that by the year 2015, ANS crude oil production will decline to such a level that there will be a critical need for pumping additional liquid from GTL process to provide an adequate volume for economic operation of TAPS. The pumping of GTL products through TAPS will significantly increase its economic life. Transporting GTL products from the North Slope of Alaska down to the Marine terminal at Valdez is no doubt the great challenge facing the Gas to Liquids options of utilizing the abundant natural gas resource of the North Slope. The primary purpose of this study was to evaluate and assess the economic feasibility of transporting GTL products through the TAPS. Material testing program for GTL and GTL/Crude oil blends was designed and implemented for measurement of physical properties of GTL products. The measurement and evaluation of the properties of these materials were necessary so as to access the feasibility of transporting such materials through TAPS under cold arctic conditions. Results of the tests indicated a trend of increasing yield strength with increasing wax content. GTL samples exhibited high gel strengths at temperatures as high as 20 F, which makes it difficult for cold restart following winter shutdowns. Simplified

    Unlike imports of crude oil to the US, which were up 45.7% between 1977 and 1986, imports of petroleum products have fallen by about 8.6% during the same period. The crude oil price crash of 1986 deepened US dependency on imports of crude, from 21.4% in 1977 to 25.4% in 1986, but reduced the dependency in the case of total refined products from 11.32% in 1977 to 11.13% in 1986. Comparing the first four months of 1987 with 1986, US dependency on imported petroleum products is down 2.73 percentage points; import dependency on OPEC petroleum products is down 4.60 percentage points; dependency on Arab OPEC countries product imports is down 1.88 percentage points; and for Eastern Hemisphere exporters, that dependency has fallen 2.17 percentage points.     In this issue, Energy Detente draws from their regular Western and Eastern Hemisphere Fuel Price/Tax Series, each produced monthly, and adds other survey data and analysis for a broad view of 48 countries around the world. They find that seven Latin American nations, including OPEC members Venezuela and Ecuador, are among the ten countries with lowest gasoline prices. In this Fourth Special Price Report, Energy Detente provides a first-time presentation of which prices are government-controlled, and which are free to respond to market forces. South Korea, with fixed prices since 1964, has the highest premium-grade gasoline price in our survey, US $5.38 per gallon. Paraguay, with prices fixed by PETROPAR, the national oil company, has the second highest premium gasoline price, US $4.21 per gallon. Nicaragua, also with government price controls, ranks third highest in the survey, with US $3.38 per gallon for premium gasoline. Kuwait shows the lowest price at US $0.55 per gallon. Several price changes from the previous survey reflect changes in currency exchange as all prices are converted to US dollars. The Energy Detente fuel price/tax series is presented for Western Hemisphere countries.

    Recent insights suggest that non-specific and/or promiscuous enzymes are common and active across life. Understanding the role of such enzymes is an important open question in biology. Here we develop a genome-wide method, PROPER, that uses a permissive PSI-BLAST approach to predict promiscuous activities of metabolic genes. Enzyme promiscuity is typically studied experimentally using multicopy suppression, in which over-expression of a promiscuous ‘replacer’ gene rescues lethality caused by inactivation of a ‘target’ gene. We use PROPER to predict multicopy suppression in Escherichia coli, achieving highly significant overlap with published cases (hypergeometric p = 4.4e-13). We then validate three novel predictedmore » target-replacer gene pairs in new multicopy suppression experiments. We next go beyond PROPER and develop a network-based approach, GEM-PROPER, that integrates PROPER with genome-scale metabolic modeling to predict promiscuous replacements via alternative metabolic pathways. GEM-PROPER predicts a new indirect replacer (thiG) for an essential enzyme (pdxB) in production of pyridoxal 5’-phosphate (the active form of Vitamin B6), which we validate experimentally via multicopy suppression. Here, we perform a structural analysis of thiG to determine its potential promiscuous active site, which we validate experimentally by inactivating the pertaining residues and showing a loss of replacer activity. Thus, this study is a successful example where a computational investigation leads to a network-based identification of an indirect promiscuous replacement of a key metabolic enzyme, which would have been extremely difficult to identify directly.« less

The objective of the jointly-funded Program is to introduce an ATS with high efficiency, and markedly reduced emissions levels, in high numbers as rapidly as possible following introduction. This Topical Report is submitted in response to the requirements outlined in Task 5 of the Department of Energy METC Contract on Advanced Combustion Systems, Contract No, DE AC21-93MC30246 (Contract), for a Market Study of the Gas Fired Advanced Turbine System. It presents a market study for the ATS proposed by Solar, and will examine both the economic and siting constraints of the ATS compared with competing systems in the various candidate markets.     This report documents a set of case studies developed to estimate the cost of producing, storing, delivering, and dispensing hydrogen for light-duty vehicles for several scenarios involving metropolitan areas in Alabama. While the majority of the scenarios focused on centralized hydrogen production and pipeline delivery, alternative delivery modes were also examined. Although Alabama was used as the case study for this analysis, the results provide insights into the unique requirements for deploying hydrogen infrastructure in smaller urban and rural environments that lie outside the DOE’s high priority hydrogen deployment regions. Hydrogen production costs were estimated for three technologies – steam-methane reforming (SMR), coal gasification, and thermochemical water-splitting using advanced nuclear reactors. In all cases examined, SMR has the lowest production cost for the demands associated with metropolitan areas in Alabama. Although other production options may be less costly for larger hydrogen markets, these were not examined within the context of the case studies.

Data on crude oil include the domestic first purchase price, the fob and landed cost of imported crude oil, and the refiners` acquisition cost of crude oil. Refined petroleum product sales data include motor gasoline, distillates, residuals, aviation fuels, kerosene, and propane. The Petroleum Marketing Division, Office of Oil and Gas, Energy Information Administration ensures the accuracy, quality, and confidentiality of the published data in the Petroleum Marketing Annual. For this production, all estimates have been recalculated since their earlier publication in the Petroleum Marketing Monthly (PMM).     Power marketing refers to wholesale and retail transactions of electric power made by companies other than public power entities and the regulated utilities that own the generation and distribution lines. The growth in power marketing has been a major development in the electric power industry during the last few years, and power marketers are expected to realize even more market opportunities as electric industry deregulation proceeds from wholesale competition to retail competition. This Topical Issues Brief examines the nature of the power marketing business and its relationship with renewable power. The information presented is based on interviews conducted with nine power marketing companies, which accounted for almost 54% of total power sales by power marketers in 1995. These interviews provided information on various viewpoints of power marketers, their experience with renewables, and their respective outlooks for including renewables in their resource portfolios. Some basic differences exist between wholesale and retail competition that should be recognized when discussing power marketing and renewable power. At the wholesale level, the majority of power marketers stress the commodity nature of electricity. The primary criteria for developing resource portfolios are the same as those of their wholesale customers: the cost and reliability of power supplies. At the retail level, electricity may be viewed as a product that includes value-added characteristics or services determined by customer preferences.

To provide the Office of Competition of the Department of Energy (DOE) with sufficient information to assess policy alternatives, Resource Planning Associates, Inc. (RPA) was asked to analyze the development of the futures market in No. 2 oil, assess the potential for futures markets in other petroleum products, and identify policy alternatives available to DOE. To perform this analysis, the criteria for a viable futures market was established first. Then, the experience to date with the 18-month-old futures market in No. 2 oil was examined, and the potential for viable futures markets in No. 6 oil, gasoline, jet fuel, and crude oil was assessed.     Since the emergence of the Australian domestic economy from recession in 1992, the productivity of BHP`s blast furnace has increased significantly to meet the demands of both domestic and export markets. BHP Steel operates six blast furnaces at its three Australian integrated plants. These furnaces vary widely in their size, feed, technology and current campaign status. This paper reviews the principal issues associated with productivity improvements over recent years. These gains have been achieved through activities associated with a wide range of process, equipment and human resource based issues.

But according to the authors of this article, using a technology solely in product sales is no longer enough. Today, companies face high R and D costs, competitive pressures from low-cost producers, capacity limitations, antitrust laws, financial difficulties, and foreign trade barriers. This means that they must improve the rate of return on their technology investments by marketing their technology as completely as possible during all phases of its life cycle. The technology life cycle - derived from the product life cycle - pinpoints the changing decisions companies face in selling their know-how. The authors also discuss both the competitive dangers of transferring technology to low-cost foreign producers and the growing role of intermediaries in technology sales. They stress the importance of having a highly specialized staff to plan a company's technology marketing, a responsibility that should be assigned neither to the part-time attention of top management nor simply to marketers or strategic planners.

    In this paper, an agent-based modeling and simulation (ABMS) approach is used to model the German wholesale electricity market. The spot market prices in the European Energy Exchange (EEX) are studied as the wholesale market prices. Each participant in the market is modeled as an individual rationality-bounded agent whose objective is to maximize its own profit. By simulating the market clearing process, the interaction among agents is captured. The market clearing price formed by agentspsila production cost bidding is regarded as the reference marginal cost. The gap between the marginal cost and the real market price is measured as an indicator of possible market power exertion. Various bidding strategies such as physical withholding and economic withholding can be simulated to represent strategic bidding behaviors of the market participants. The preliminary simulation results show that some generation companies (GenCos) are in the position of exerting market power by strategic bidding.

    Green power marketing has been heralded by some as a means to create a private market for renewable energy that is driven by customer demand for green products. This report challenges the premise--sometimes proffered in debates over green markets--that profitable, sizable, credible markets for green products will evolve naturally without supportive public policies. Relying primarily on surveys and interviews of US green power marketers, the article examines the role of specific regulatory and legislative policies in enabling the green market, and searches for those policies that are believed by marketers to be the most conducive or detrimental to the expansion of the green market. The authors find that marketers: (1) believe that profitable green power markets will only develop if a solid foundation of supportive policies exists; (2) believe that establishing overall price competition and encouraging customer switching are the top priorities; (3) are somewhat leery of government-sponsored or mandated public information programs; and (4) oppose three specific renewable energy policies that are frequently advocated by renewable energy enthusiasts, but that may have negative impacts on the green marketers' profitability. The stated preferences of green marketers shed light on ways to foster renewables by means of the green market. Because the interests of marketers do not coincide perfectly with those of society, however, the study also recognizes other normative perspectives and highlights policy tensions at the heart of current debates related to green markets. By examining these conflicts, they identify three key policy questions that should direct future research: (1) to what extent should price competition and customer switching be encouraged at the expense of cost shifting; (2) what requirements should be imposed to ensure credibility in green products and marketing; and (3) how should the green power market and broader renewable energy policies interact?

    To reduce their sulfur emissions, many coal-fired electric power plants use wet flue-gas scrubbers. These scrubbers convert sulfur oxides into solid sulfate and sulfite sludge, which must then be disposed of. This sludge is a result of reacting limestone with sulfur dioxide to precipitate calcium sulfite and calcium sulfate. It consists of calcium sulfite (CaSO{sub 3}{circ}0.5H{sub 2}O), gypsum (CaSO{sub 4}{circ}2H{sub 2}O), and unreacted limestone (CaCO{sub 3}) or lime (Ca(OH)2), with miscellaneous objectionable impurities such as iron oxides, silicates, and magnesium, sodium, and potassium oxides or salts. These impurities prevent many sludges from being utilized as a replacement for natural gypsum, and as a result they must be disposed of in landfills, which presents a serious disposal problem. Knowledge of scrubber sludge characteristics is necessary for the development of purification technologies which will make it possible to directly utilize scrubber sludges rather than landfilling them. This project is studying the use of minimal-reagent froth flotation as the purification process, using the surface properties of the particles of unreacted limestone to remove them and their associated impurities from the material, leaving a purified calcium sulfite/gypsum product.

Each of the primary, secondary, tertiary, and quaternary reflective surfaces are rotationally symmetric about the optical axis. The combination of the reflective surfaces results in a wide field of view in the range of approximately 3.8.degree. to approximately 6.5.degree.. The length of the telescope along the optical axis is approximately equal to or less than the diameter of the largest of the reflective surfaces.

    With the tendency for vertical disintegration of control and/or ownership of assets within the industry, however, properly defining the relevant product in horizontal competition at each stage of production, transmission, distribution, and marketing assumes increasing importance. There is every reason to expect that market power issues and antitrust concerns will arise in each of the five dimensions outlined above. In each case, the author believes the framework will continue to be properly measuring market shares and concentration for carefully defined product and geographic markets as a basis for making informed judgments about market power concerns. The modeling of industry demand, supply, and competitive interactions certainly helps to inform this process by testing the proper scopes of product and geographic markets and of the economic significance of productive assets in the market defined. Modeling should also help the screening process where the issue is possible market power in markets being restructured for retail competition.

Centrally planned electric systems have a long history in industrial states around the world: Marxist and capitalist, totalitarian and democratic. A growing enthusiasm world-wide for economic democracy has recently brought the concept of central planning under greater scrutiny, and alternative solutions have been sought. This paper describes experiences with the deregulation of the utility industry in Chile and Argentina and assesses the relevance of those experiences to the ongoing evolution of market-based systems in the United States. The lessons of the Southern Cone are very relevant to the ongoing dialogue on deregulation in the U.S. Experience there suggests a number of conditions that are important for the creation of competitive and efficient energy markets: (1) Mandatory separation of regulated functions, and clear delineation of the limits of involvement by regulated entities in competitive markets; (2) Unbundling of transmission charges and provision of {open_quotes}comparable{close_quotes} fair transmission access; (3) Clearly defined, published nodal or zonal transmission prices reflecting incremental operating and upgrade costs; (4) Establishment of a centrally dispatched commodity market, spot markets for both capacity and energy priced at system marginal cost, and a parallel bilateral market based on long term contracts; and (5) Access by generators and marketers to at least a portion of the retail market.

    The purpose of this report is to characterize the nonresidential fenestration market in order to better understand market barriers to, and opportunities for, energy-efficient fenestration products. In particular, the goal is to: (1) Better understand how glazing products flow between industry groups. (2) Identify major decision makers directing the product flow. (3) Understand industry trends for certain technologies or products. (4) Characterize the role of energy codes and standards in influencing industry trends. (5) Assess the impact of product testing and certification programs on the industry. The U.S. glass industry is a $27 billion enterprise with both large producers and small firms playing pivotal roles in the industry. While most sectors of the glass industry have restructured and consolidated in the past 20 years, the industry still employs 150,000 workers. Nonresidential glazing accounts for approximately 18% of overall U.S. glass production. In 1999, nonresidential glazing was supplied to approximately 2.2 billion ft{sup 2} of new construction and additions. That same year, nonresidential glazing was also supplied to approximately 1.1 billion ft{sup 2} of remodeling construction. With an industry this large and complex, it is to be expected that many market participants can influence fenestration selection. If market barriers to the selection of high performance fenestration products are better understood, then the U. S. Department of Energy (USDOE), the Northwest Energy Efficiency Alliance (NEEA), and others can develop programs and policies that promote greater energy efficiency in commercial glazing products.

Currently there is a tremendous marketplace gap between the need for widespread integrated lighting solutions and the capacity of the market to provide them. This paper will describe how a new USDOE commercial lighting program provides a multi-faceted strategy to provide the needed “how to” guidance in support of the numerous mandates and programs that are reaching far beyond codes and standards. The program provides lighting energy-efficiency solutions using high performance products, daylighting, and lighting controls. These lighting solutions are widely applicable to common spaces and are delivered via an interactive webtool, making them scalable to the mainstream market. Complexity is reduced by providing pre-designed vignettes and controls strategies that can be reviewed and selected by the end user or design team. The webtool provides analysis and documentation to show performance against energy goals in support of end-user applications for incentives, which addresses the cost obstacle. Utilities and Energy Effiency Program Sponsors (EEPS) benefit by having actionable guidance for customers and energy analysis sufficient to create programs designed around kWh rather than LPD or component-based rebates. The program is organized around the major commercial market sectors: retail, commercial real estate (e.g., offices, developers, lodging), and institutional (e.g., healthcare, education). This allows design solutions to be developed specifically for each sector with the input of the appropriate end users. The partnership model for the program is robust (including end users, design professionals, manufacturers, Non-Governmental Organizations (NGO’s), and EEPS) and provides the network by which feedback is gathered, lighting solutions are deployed, and performance is measured.

    Photoconductive semiconductor switches (PCSS) have been investigated since the late 1970s. Some devices have been developed that withstand tens of kilovolts and others that switch hundreds of amperes. However, no single device has been developed that can reliably withstand both high voltage and switch high current. Yet, photoconductive switches still hold the promise of reliable high voltage and high current operation with subnanosecond risetimes. Particularly since good quality, bulk, single crystal, wide bandgap semiconductor materials have recently become available. In this chapter we will review the basic operation of PCSS devices, status of PCSS devices and properties of the wide bandgap semiconductors 4H-SiC, 6H-SiC and 2H-GaN.

Innovative products and system solutions make an indispensable contribution to our customers' success. We refer to this as "creating essentials". In fiscal 2004, Degussa's 45,000 employees worldwide generated sales of 11.2 billion euros and operating profits (EBIT) of 965 million euros. Evonik Degussa Corporation has performed a plant wide energy usage assessment at the Mapleton, Illinois facility, which consumed 1,182,330 MMBTU in 2003. The purpose of this study was to identify opportunities for improvement regarding the plant’s utility requirements specific to their operation. The production is based mainly on natural gas usage for steam, process heating and hydrogen production. The current high price for natural gas in the US is not very competitive compared to other countries. Therefore, all efforts must be taken to minimize the utility consumption in order to maximize market position and minimize fixed cost increases due to the rising costs of energy. The main objective of this plant wide assessment was to use a methodology called Site Energy Modelling (SitE Modelling) to identify areas of potential improvement for energy savings, either in implementing a single process change or in changing the way different processes interact with each other. The overall goal was to achieve energy savings of more than 10% compared to the 2003 energy figures of the Mapleton site.     A comprehensive mine-wide, two-way wireless voice and data communication system for the underground mining industry was developed. The system achieves energy savings through increased productivity and greater energy efficiency in meeting safety requirements within mines. The mine-wide system is comprised of two interfaced subsystems: a through-the-earth communications system and an in-mine communications system. The mine-wide system permits two-way communication among underground personnel and between underground and surface personnel. The system was designed, built, and commercialized. Several systems are in operation in underground mines in the United States. The use of these systems has proven they result in considerable energy savings. A system for tracking the location of vehicles and people within the mine was also developed, built and tested successfully. Transtek's systems are being used by the National Institute of Occupational Safety and Health (NIOSH) in their underground mine rescue team training program. This project also resulted in a spin-off rescue team lifeline and communications system. Furthermore, the project points the way to further developments that can lead to a GPS-like system for underground mines allowing the use of autonomous machines in underground mining operations, greatly reducing the amount of energy used in these operations. Some products developed under this program are transferable to applications in fields other than mining. The rescue team system is applicable to use by first responders to natural, accidental, or terrorist-caused building collapses. The in-mine communications system can be installed in high-rise buildings providing in-building communications to security and maintenance personnel as well as to first responders.

The modulator must generate a 14-{mu}s wide pulse with a rise time of less than 1 {mu}s, including the delay and jitter times. It must also be able to deliver a current pulse to the magnet proportional to the beam energy at any time during ramp-up of the accelerator. Tracking the beam energy, which increases from 12 GeV at injection to 200 GeV at extraction, requires the modulator to operate over a wide range of voltages (4 kV to 80 kV). A vacuum spark gap and a thyratron have been chosen for test and evaluation as candidate switches for the abort modulator. Modulator design, switching time delay, jitter and pre-fire data are presented.

    The Office of Integrated Analysis and Forecasting (OIAF) is required to provide complete model documentation to meet the EIA Model Acceptance Standards. The EIA Model Documentation: Petroleum Market Model of the National Energy Modeling System provides a complete description of the Petroleum Market Model`s (PMM) methodology, and relation to other modules in the National Energy Modeling System (NEMS). This Model Developer`s Report (MDR) serves as an appendix to the methodology documentation and provides an assessment of the sensitivity of PMM results to changes in input data. The MDR analysis for PMM is performed by varying several sets of input variables one-at-a-time and examining the effect on a set of selected output variables. The analysis is based on stand-alone, rather than integrated, National Energy Modeling System (NEMS) runs. This means that other NEMS modules are not responding to PMM outputs. The PMM models petroleum refining and marketing. The purpose of the PMM is to project petroleum product prices, refining activities, and movements of petroleum into the United States and among domestic regions. In addition, the PMM estimates capacity expansion and fuel consumption in, the refining industry. The PMM is also used to analyze a wide variety of petroleum-related issues and policies, in order to foster better understanding of the petroleum refining and marketing industry and the effects of certain policies and regulations. The PMM simulates the operation of petroleum refineries in the United States, including the supply and transportation of crude oil to refineries, the regional processing of these raw materials into petroleum products, and the distribution of petroleum products to meet regional demands. The essential outputs of this model are product prices, a petroleum supply/demand balance, demands for refinery fuel use, and capacity expansion.
