    The Wisconsin State Energy Office�¢����s (SEO) primary mission is to implement cost�¢���effective, reliable, balanced, and environmentally�¢���friendly clean energy projects. To support this mission the Wisconsin Biodiesel Blending Program was created to financially support the installation infrastructure necessary to directly sustain biodiesel blending and distribution at petroleum terminal facilities throughout Wisconsin. The SEO secured a federal directed award of $600,000 over 2.25 years. With these funds, the SEO supported the construction of inline biodiesel blending facilities at two petroleum terminals in Wisconsin. The Federal funding provided through the state provided a little less than half of the necessary investment to construct the terminals, with the balance put forth by the partners. Wisconsin is now home to two new biodiesel blending terminals. Fusion Renewables on Jones Island (in the City of Milwaukee) will offer a B100 blend to both bulk and retail customers. CITGO is currently providing a B5 blend to all customers at their Granville, WI terminal north of the City of Milwaukee.

    Nanocrystalline and nanostructured materials offer unique microstructure-dependent properties that are superior to coarse-grained materials. These materials have been shown to have very high hardness, strength, and wear resistance. However, most current methods of producing nanostructured materials in weapons-relevant materials create powdered metal that must be consolidated into bulk form to be useful. Conventional consolidation methods are not appropriate due to the need to maintain the nanocrystalline structure. This research investigated new ways of creating nanocrystalline material, new methods of consolidating nanocrystalline material, and an analysis of these different methods of creation and consolidation to evaluate their applicability to mesoscale weapons applications where part features are often under 100 {micro}m wide and the material's microstructure must be very small to give homogeneous properties across the feature.

    This paper describes the Wide Field Spectrograph (WiFeS) under construction at the Research School of Astronomy and Astrophysics (RSAA) of the Australian National University (ANU) for the ANU 2.3m telescope at the Siding Spring Observatory. WiFeS is a powerful integral field, double-beam, concentric, image-slicing spectrograph designed to deliver excellent thoughput, wavelength stability, spectrophotometric performance and superb image quality along with wide spectral coverage throughout the 320-950 nm wavelength region. It provides a 25x38 arcsec. field with 0.5 arcsec. sampling along each of twenty five 38X1 arcsec slitlets. The output format is optimized to match the 4096x4096 pixel CCD detectors in each of two cameras individually optimized for the blue and the red ends of the spectrum, respectively. A process of "interleaved nod-and-shuffle" will be applied to permit quantum noise-limited sky subtraction. Using VPH gratings, spectral resolutions of 3000 and 7000 are provided. The full spectral range is covered in a single exposure at R=3000, and in two exposures in the R=7000 mode. The use of transmissive coated optics, VPH gratings and optimized mirror coatings ensures a throughput (including telescope atmosphere and detector) > 30% over a wide spectral range. The concentric image-slicer design ensures an excellent and uniform image quality across the full field. To maximize scientific return, the whole instrument is configured for remote observing, pipeline data reduction, and the accumulation of calibration image libraries.

    Electron-positron jets with MeV temperature are thought to be present in a wide variety of astrophysical phenomena such as active galaxies, quasars, gamma ray bursts and black holes. They have now been created in the laboratory in a controlled fashion by irradiating a gold target with an intense picosecond duration laser pulse. About 10{sup 11} MeV positrons are emitted from the rear surface of the target in a 15 to 22-degree cone for a duration comparable to the laser pulse. These positron jets are quasi-monoenergetic (E/{delta}E {approx} 5) with peak energies controllable from 3-19 MeV. They have temperatures from 1-4 MeV in the beam frame in both the longitudinal and transverse directions. Positron production has been studied extensively in recent decades at low energies (sub-MeV) in areas related to surface science, positron emission tomography, basic antimatter science such as antihydrogen experiments, Bose-Einstein condensed positronium, and basic plasma physics. However, the experimental tools to produce very high temperature positrons and high-flux positron jets needed to simulate astrophysical positron conditions have so far been absent. The MeV temperature jets of positrons and electrons produced in our experiments offer a first step to evaluate the physics models used to explain some of the most energetic phenomena in the universe.

    Complex networks are used to depict topological features of complex systems. The structure of a network characterizes the interactions among elements of the system, and facilitates the study of many dynamical processes taking place on it. In previous investigations, the topological infrastructure underlying dynamical systems is simplified as a static and invariable skeleton. However, this assumption cannot cover the temporal features of many time-evolution networks, whose components are evolving and mutating. In this letter, utilizing the log data of WiFi users in a Chinese university campus, we infuse the temporal dimension into the construction of dynamical human contact network. By quantitative comparison with the traditional aggregation approach, we find that the temporal contact network differs in many features, e.g., the reachability, the path length distribution.     We introduce multiple topic tracking (MTT) for iScore to better recommend news articles for users with multiple interests and to address changes in user interests over time. As an extension of the basic Rocchio algorithm, traditional topic detection and tracking, and single-pass clustering, MTT maintains multiple interest profiles to identify interesting articles for a specific user given user-feedback. Focusing on only interesting topics enables iScore to discard useless profiles to address changes in user interests and to achieve a balance between resource consumption and classification accuracy. iScore is able to achieve higher quality results than traditional methods such as the Rocchio algorithm.     We introduce multiple topic tracking (MTT) for iScore to better recommend news articles for users with multiple interests and to address changes in user interests over time. As an extension of the basic Rocchio algorithm, traditional topic detection and tracking, and single-pass clustering, MTT maintains multiple interest profiles to identify interesting articles for a specific user given user-feedback. Focusing on only interesting topics enables iScore to discard useless profiles to address changes in user interests and to achieve a balance between resource consumption and classification accuracy. Also by relating a topic's interestingness to an article's interestingness, iScore is able to achieve higher quality results than traditional methods such as the Rocchio algorithm.     The Doppler electron velocimeter (DEV) has been shown to be theoretically possible. This report attempts to answer the next logical question: Is it a practical instrument? The answer hinges upon whether enough electrons are available to create a time-varying Doppler current to be measured by a detector with enough sensitivity and bandwidth. The answer to both of these questions is a qualified yes. A target Doppler frequency of 1 MHz was set as a minimum rate of interest. At this target a theoretical beam current signal-to-noise ratio of 25-to-1 is shown for existing electron holography equipment. A detector is also demonstrated with a bandwidth of 1-MHz at a current of 10 pA. Additionally, a Linnik-type interferometer that would increase the available beam current is shown that would offer a more flexible arrangement for Doppler electron measurements over the traditional biprism.

    This report documents the benchmarking of the two-dimensional waste isolation version of STEALTH (designated STEALTH-WI) against the thermomechanical performance assessment calculations performed by RE/SPEC using SPECTROM-32. An axisymmetric, canister-scale (very-near-field) analysis was performed to compute the peak stress exerted by the salt on the waste package. A plane strain, room-scale (near-field) analysis was also performed to predict disposal room roof-to-floor closure and the temperatures at key locations in the vicinity of the disposal room. Comparisons between the STEALTH and SPECTROM-32 results showed that the temperature predictions agreed to within 5/degree/C, peak canister stresses better than 10%, and the average roof-to-floor closures within 30%. The stress and displacement differences were attributed to differences in the treatment of plasticity in the constitutive laws for salt employed in STEALTH and SPECTROM-32. The temperature differences were due to minor differences in the thermal models employed in STEALTH and SPECTROM- 41, the thermal analysis code which supplies temperatures for SPECTROM-32. 9 refs., 21 figs., 6 tabs.

    An apparatus and method are provided for mapping an area of interest using polar coordinates or Cartesian coordinates. The apparatus includes a range finder, an azimuth angle measuring device to provide a heading and an inclinometer to provide an angle of inclination of the range finder as it relates to primary reference points and points of interest. A computer is provided to receive signals from the range finder, inclinometer and azimuth angle measurer to record location data and calculate relative locations between one or more points of interest and one or more primary reference points. The method includes mapping of an area of interest to locate points of interest relative to one or more primary reference points and to store the information in the desired manner. The device may optionally also include an illuminator which can be utilized to paint the area of interest to indicate both points of interest and primary points of reference during and/or after data acquisition.

    Cyber forensics has been in the popular mainstream for some time, and has matured into an information-technology capability that is very common among modern information security programs. The goal of cyber forensics is to support the elements of troubleshooting, monitoring, recovery, and the protection of sensitive data. Moreover, in the event of a crime being committed, cyber forensics is also the approach to collecting, analyzing, and archiving data as evidence in a court of law. Although scalable to many information technology domains, especially modern corporate architectures, cyber forensics can be challenging when being applied to non-traditional environments, which are not comprised of current information technologies or are designed with technologies that do not provide adequate data storage or audit capabilities. In addition, further complexity is introduced if the environments are designed using proprietary solutions and protocols, thus limiting the ease of which modern forensic methods can be utilized. The legacy nature and somewhat diverse or disparate component aspects of control systems environments can often prohibit the smooth translation of modern forensics analysis into the control systems domain. Compounded by a wide variety of proprietary technologies and protocols, as well as critical system technologies with no capability to store significant amounts of event information, the task of creating a ubiquitous and unified strategy for technical cyber forensics on a control systems device or computing resource is far from trivial. To date, no direction regarding cyber forensics as it relates to control systems has been produced other than what might be privately available from commercial vendors. Current materials have been designed to support event recreation (event-based), and although important, these requirements do not always satisfy the needs associated with incident response or forensics that are driven by cyber incidents. To address these issues and to accommodate for the diversity in both system and architecture types, a framework based in recommended practices to address forensics in the control systems domain is required. This framework must be fully flexible to allow for deployment into any control systems environment regardless of technologies used. Moreover, the framework and practices must provide for direction on the integration of modern network security technologies with traditionally closed systems, the result being a true defense-in-depth strategy for control systems architectures. This document takes the traditional concepts of cyber forensics and forensics engineering and provides direction regarding augmentation for control systems operational environments. The goal is to provide guidance to the reader with specifics relating to the complexity of cyber forensics for control systems, guidance to allow organizations to create a self-sustaining cyber forensics program, and guidance to support the maintenance and evolution of such programs. As the current control systems cyber security community of interest is without any specific direction on how to proceed with forensics in control systems environments, this information product is intended to be a first step.

    The Chan, Karolyi, Longstaff and Sanders (CKLS) model is a popular one-factor model for describing the spot interest rates. In this paper, the four parameters in the CKLS model are regarded as stochastic. The parameter vector ?{sup (j)} of four parameters at the (J+n)-th time point is estimated by the j-th window which is defined as the set consisting of the observed interest rates at the j?-th time point where j?j??j+n. To model the variation of ?{sup (j)}, we assume that ?{sup (j)} depends on ?{sup (j?m)}, ?{sup (j?m+1)},…, ?{sup (j?1)} and the interest rate r{sub j+n} at the (j+n)-th time point via a four-dimensional conditional distribution which is derived from a [4(m+1)+1]-dimensional power-normal distribution. Treating the (j+n)-th time point as the present time point, we find a prediction interval for the future value r{sub j+n+1} of the interest rate at the next time point when the value r{sub j+n} of the interest rate is given. From the above four-dimensional conditional distribution, we also find a prediction interval for the future interest rate r{sub j+n+d} at the next d-th (d?2) time point. The prediction intervals based on the CKLS model with stochastic parameters are found to have better ability of covering the observed future interest rates when compared with those based on the model with fixed parameters.

    Many contaminated areas consist of a source area and a plume. In the source area, the contaminant moves vertically downward from a release point through the vadose zone to an underlying saturated region. Where contaminants are organic liquids, NAPL may accumulate on the water table, or it may continue to migrate downward through the saturated region. Early developments of permeable barrier technology have focused on intercepting horizontally moving plumes with vertical structures, such as trenches, filled with reactive material capable of immobilizing or degrading dissolved contaminants. This focus resulted in part from a need to economically treat the potentially large volumes of contaminated water in a plume, and in part from the availability of construction technology to create the vertical structures that could house reactive compounds. Contaminant source areas, however, have thus far remained largely excluded from the application of permeable barrier technology. One reason for this is the lack of conventional construction methods for creating suitable horizontal structures that would place reactive materials in the path of downward-moving contaminants. Methods of hydraulic fracturing have been widely used to create flat-lying to gently dipping layers of granular material in unconsolidated sediments. Most applications thus far have involved filling fractures with coarse-grained sand to create permeable layers that will increase the discharge of wells recovering contaminated water or vapor. However, it is possible to fill fractures with other compounds that alter the chemical composition of the subsurface. One early application involved development and field testing micro-encapsulated sodium percarbonate, a solid compound that releases oxygen and can create aerobic conditions suitable for biodegradation in the subsurface for several months.

    This article describes the use of hydraulic fracturing to increase permeability in geologic formations where in-situ remedial action of contaminant plumes will be performed. Several in-situ treatment strategies are discussed including the use of hydraulic fracturing to create in situ redox zones for treatment of organics and inorganics. Hydraulic fracturing methods offer a mechanism for the in-situ treatment of gently dipping layers of reactive compounds. Specialized methods using real-time monitoring and a high-energy jet during fracturing allow the form of the fracture to be influenced, such as creation of assymmetric fractures beneath potential sources (i.e. tanks, pits, buildings) that should not be penetrated by boring. Some examples of field applications of this technique such as creating fractures filled with zero-valent iron to reductively dechlorinate halogenated hydrocarbons, and the use of granular activated carbon to adsorb compounds are discussed.

    Two nonequilibrium phase transitions (morphological and hydrodynamic) are analyzed by applying the maximum entropy production principle. Quantitative analysis is for the first time compared with experiment. Nonequilibrium crystallization of ice and laminar-turbulent flow transition in a circular pipe are examined as examples of morphological and hydrodynamic transitions, respectively. For the latter transition, a minimum critical Reynolds number of 1200 is predicted. A discussion of this important and interesting result is presented.

    We present new calculations of local-thermodynamic-equilibrium (LTE) light element opacities from the Los Alamos ATOMIC code for systems of astrophysical interest. ATOMIC is a multi-purpose code that can generate LTE or non-LTE quantities of interest at various levels of approximation. Our calculations, which include fine-structure detail, represent a systematic improvement over previous Los Alamos opacity calculations using the LEDCOP legacy code. The ATOMIC code uses ab-initio atomic structure data computed from the CATS code, which is based on Cowan's atomic structure codes, and photoionization cross section data computed from the Los Alamos ionization code GIPPER. ATOMIC also incorporates a new equation-of-state (EOS) model based on the chemical picture. ATOMIC incorporates some physics packages from LEDCOP and also includes additional physical processes, such as improved free-free cross sections and additional scattering mechanisms. Our new calculations are made for elements of astrophysical interest and for a wide range of temperatures and densities.

    Oil industry interest in refining has revived in the past few years in response to rising oil consumption. The trend creates opportunities, for countries in the Middle East, which do not own refining assets nearly in proportion to their crude oil reserved. By closing this gap between reserves and refining capacity, the countries can ease some of the instability now characteristic of the oil market. Some major oil producing countries have begun to move downstream. During the 1980s, Venezuela, Kuwait, Saudi Arabia, Libya, and other members of the Organization of Petroleum Exporting Countries acquired refining assets through direct total purchase or joint ventures. Nevertheless, the oil industry remains largely unintegrated, with the Middle East holding two thirds of worldwide oil reserves but only a small share downstream. As worldwide refining capacity swings from a period of surplus toward one in which the need for new capacity will be built. The paper discusses background of the situation, shrinking surplus, investment requirements, sources of capital, and shipping concerns.

    Wind turbine power output is known to be a strong function of wind speed, but is also affected by turbulence and shear. In this work, new aerostructural simulations of a generic 1.5 MW turbine are used to explore atmospheric influences on power output. Most significant is the hub height wind speed, followed by hub height turbulence intensity and then wind speed shear across the rotor disk. These simulation data are used to train regression trees that predict the turbine response for any combination of wind speed, turbulence intensity, and wind shear that might be expected at a turbine site. For a randomly selected atmospheric condition, the accuracy of the regression tree power predictions is three times higher than that of the traditional power curve methodology. The regression tree method can also be applied to turbine test data and used to predict turbine performance at a new site. No new data is required in comparison to the data that are usually collected for a wind resource assessment. Implementing the method requires turbine manufacturers to create a turbine regression tree model from test site data. Such an approach could significantly reduce bias in power predictions that arise because of different turbulence and shear at the new site, compared to the test site.

    This paper discusses the reasons for the national and international renewed interest in the concept of MHD seawater propulsion. The main advantages of this concept are presented, together with some of the technical challenges that need to be overcome to achieve reliability, performance, and stealth. The paper discusses in more detail some of the technical issues and loss mechanisms influencing the thruster performance in terms of its electrical efficiency. Among the issues discussed are the jet losses and nozzle efficiency. Ohmic losses and frictional losses inside the thruster. Also discussed are the electrical end losses caused by the fringing magnetic field near the end of the electrodes. It has been shown that the frictional and end losses can have strong adverse effects on the thruster performance. Furthermore, a parametric study has been performed to investigate the effects of several parameters on the performance of the MHD thrusters. Those parameters include the magnetic field, thruster diameter, all roughness, flow velocity, and electrical load factor. The results of the parametric study indicate that the thruster efficiency increases with the strength of the magnetic field and thruster diameter, and decreases with the wall roughness and the flow velocity. 8 refs., 8 figs.

    In February 2009, the Office of Inspector General received a letter from Congressman Mark Steven Kirk of Illinois, which included constituent allegations that an exclusive technology licensing agreement by Argonne National Laboratory was tainted by inadequate competition, conflicts of interest, and other improprieties. The technology in question was for the Program for Response Options and Technology Enhancements for Chemical/Biological Terrorism, commonly referred to as PROTECT. Because of the importance of the Department of Energy's technology transfer program, especially as implementation of the American Recovery and Reinvestment Act matures, we reviewed selected aspects of the licensing process for PROTECT to determine whether the allegations had merit. In summary, under the facts developed during our review, it was understandable that interested parties concluded that there was a conflict of interest in this matter and that Argonne may have provided the successful licensee with an unfair advantage. In part, this was consistent with aspects of the complaint from Congressman Kirk's constituent.

    We analyze the deviations of transit times from a linear ephemeris for the Kepler Objects of Interest (KOI) through quarter six of science data. We conduct two statistical tests for all KOIs and a related statistical test for all pairs of KOIs in multi-transiting systems. These tests identify several systems which show potentially interesting transit timing variations (TTVs). Strong TTV systems have been valuable for the confirmation of planets and their mass measurements. Many of the systems identified in this study should prove fruitful for detailed TTV studies.

The survey explored the motivations, attitudes, and experiences of 464 business, non-profit, and public-sector customers that have voluntarily opted to purchase - and frequently pay a premium for - renewable electricity. Results of this study should be of value to marketers interested in targeting these customer segments, to policy makers interested in fostering and understanding non-residential demand for green power, and to academics pondering the motivations for firms to engage in such voluntary environmental initiatives.

    The quantum inequalities, and the closely related quantum interest conjecture, impose restrictions on the distribution of the energy density measured by any time-like observer, potentially preventing the existence of exotic phenomena such as Alcubierre warp-drives or traversable wormholes. It has already been proved that both assertions can be reduced to statements concerning the existence or non-existence of bound states of a certain 1-dimensional quantum mechanical Hamiltonian. Using this approach, we will informally review a simple variational proof of one version of the Quantum Interest conjecture in (3+1)-dimensional Minkowski space.

    We propose to create ultracold ground state molecules in an atomic Bose-Einstein condensate by adiabatic crossing of an optical Feshbach resonance. We envision a scheme where the laser intensity and possibly also frequency are linearly ramped over the resonance. Our calculations for {sup 87}Rb show that for sufficiently tight traps it is possible to avoid spontaneous emission while retaining adiabaticity, and conversion efficiencies of up to 50% can be expected.

    This report was prepared in response to the guidance provided by the Congress in the course of the Fiscal Year 1995 appropriations process for the Department of Energy`s (DOE) Office of Fossil Energy (FE). As described in detail below, DOE was directed to make the international dissemination of Clean Coal Technologies (CCTs) an integral part of its policy to reduce greenhouse gas emissions in developing countries. Congress directed DOE to solicit ``Statements of Interest`` in commercial projects employing CCTs in countries projected to have significant growth in greenhouse gas emissions. Additionally, DOE was asked to submit to the Congress a report that analyzes the information contained in the Statements of Interest, and that identifies the extent to which various types of Federal incentives would accelerate the commercial availability of these technologies in an international context. In response to DOE`s solicitation of 18 November 1994, 77 Statements of Interest were received from 33 companies, as well as five additional materials.     Pressure waves created in liquid mercury pulsed spallation targets have been shown to create cavitation damage to the target container. One way to mitigate such damage would be to absorb the pressure pulse energy into a dispersed population of small bubbles, however, creating such a population in mercury is difficult due to the high surface tension and particularly the non-wetting behavior of mercury on gas-injection hardware. If the larger injected gas bubbles can be broken down into small bubbles after they are introduced to the flow, then the material interface problem is avoided. Research at the Oak Ridge National Labarotory is underway to develop a technique that has shown potential to provide an adequate population of small-enough bubbles to a flowing spallation target. This technique involves gas injection at an orifice of a geometry that is optimized to the turbulence intensity and pressure distribution of the flow, while avoiding coalescence of gas at injection sites. The most successful geometry thus far can be described as a square-toothed orifice having a 2.5 bar pressure drop in the nominal flow of 12 L/s for one of the target inlet legs. High-speed video and high-resolution photography have been used to quantify the bubble population on the surface of the mercury downstream of the gas injection sight. Also, computational fluid dynamics has been used to optimize the dimensions of the toothed orifice based on a RANS computed mean flow including turbulent energies such that the turbulent dissipation and pressure field are best suited for turbulent break-up of the gas bubbles.

    Pressure waves created in liquid mercury pulsed spallation targets like the Spallation Neutron Source (SNS) at Oak Ridge National Laboratory, induce cavitation damage on the target container. The cavitation damage is thought to limit the lifetime of the target for power levels at and above 1 MW. One way to mitigate the damage would be to absorb the pressure pulse energy into a dispersed population of small bubbles, however, creating a bubble size distribution that is sufficiently large and disperse in mercury is challenging due to the high surface tension. Also, measuring the population is complicated by the opacity and the high level of turbulent mixing. Recent advances in bubble diagnostics by batch sampling the mercury made it possible to compare bubble populations for different techniques in a SNS-1/20th scale test loop. More than 10 bubblers were tested and the most productive bubblers were taken for in-beam testing at the Los Alamos Neutron Science Center (LANSCE) WNR user facility. One bubbler design, referred to as the inlet-orifice bubbler, that showed moderate success in creating populations also has an added advantage that it could easily be included in the existing SNS full-scale mercury target configuration. Improvements to the bubbler were planned including a reduction of the nozzle size to choke the gas injection, thus steadying the injected mass flow and allowing multiple nozzles to work off of a common plenum. For the first time, reliable bubble population data are available in the prototypical target geometry and can be compared with populations that mitigated cavitation damage. This paper presents those experimental results.

    Replacing growing damage sites with benign, laser damage resistant features in multilayer dielectric films may enable large mirrors to be operated at significantly higher fluences. Laser damage resistant features have been created in high reflecting coatings on glass substrates using femtosecond laser machining. These prototype features have been damage tested to over 40 J/cm{sup 2} (1064nm, 3ns pulselength) and have been shown not to damage upon repeated irradiation at 40J/cm{sup 2}. Further work to optimize feature shape and laser machining parameters is ongoing.

    We show the quantum state transfer technique in two-color photoassociation (PA) of a Bose-Einstein condensate, where a quantized field is used to couple the free-bound transition from atom state to excited molecular state. Under the weak excitation condition, we find that quantum states of the quantized field can be transferred to the created molecular condensate. The feasibility of this technique is confirmed by considering the atomic and molecular decays discovered in the current PA experiments. The present results allow us to manipulate quantum states of molecules in the photoassociation of a Bose-Einstein condensate.
