    The Wisconsin State Energy Office?¢????s (SEO) primary mission is to implement cost?¢???effective, reliable, balanced, and environmentally?¢???friendly clean energy projects. To support this mission the Wisconsin Biodiesel Blending Program was created to financially support the installation infrastructure necessary to directly sustain biodiesel blending and distribution at petroleum terminal facilities throughout Wisconsin. The SEO secured a federal directed award of $600,000 over 2.25 years. With these funds, the SEO supported the construction of inline biodiesel blending facilities at two petroleum terminals in Wisconsin. The Federal funding provided through the state provided a little less than half of the necessary investment to construct the terminals, with the balance put forth by the partners. Wisconsin is now home to two new biodiesel blending terminals. Fusion Renewables on Jones Island (in the City of Milwaukee) will offer a B100 blend to both bulk and retail customers. CITGO is currently providing a B5 blend to all customers at their Granville, WI terminal north of the City of Milwaukee.

    The Upgraded Coal Interest Group (UCIG) is an EPRI 'users group' that focuses on clean, low-cost options for coal-based power generation. The UCIG covers topics that involve (1) pre-combustion processes, (2) co-firing systems and fuels, and (3) reburn using coal-derived or biomass-derived fuels. The UCIG mission is to preserve and expand the economic use of coal for energy. By reducing the fuel costs and environmental impacts of coal-fired power generation, existing units become more cost effective and thus new units utilizing advanced combustion technologies are more likely to be coal-fired.

    In densely populated urban areas WiFi routers form a tightly interconnected proximity network that can be exploited as a substrate for the spreading of malware able to launch massive fraudulent attack and affect entire urban areas WiFi networks. In this paper we consider several scenarios for the deployment of malware that spreads solely over the wireless channel of major urban areas in the US. We develop an epidemiological model that takes into consideration prevalent security flaws on these routers. The spread of such a contagion is simulated on real-world data for geo-referenced wireless routers. We uncover a major weakness of WiFi networks in that most of the simulated scenarios show tens of thousands of routers infected in as little time as two weeks, with the majority of the infections occurring in the first 24 to 48 hours. We indicate possible containment and prevention measure to limit the eventual harm of such an attack.

    We investigate the fundamental limitations imposed by thermodynamics for creating correlations. Considering a collection of initially uncorrelated thermal quantum systems, we ask how much classical and quantum correlations can be obtained via a cyclic Hamiltonian process. We derive bounds on both the mutual information and entanglement of formation, as a function of the temperature of the systems and the available energy. While for a finite number of systems there is a maximal temperature allowing for the creation of entanglement, we show that genuine multipartite entanglement---the strongest form of entanglement in multipartite systems---can be created at any temperature when sufficiently many systems are considered. This approach may find applications, e.g. in quantum information processing, for physical platforms in which thermodynamic considerations cannot be ignored.

    Quantum communication protocols such as quantum cloud computing, digital signatures, coin-tossing, secret-sharing, and key distribution, using similar optical technologies, claim to provide unconditional security guaranteed by quantum mechanics. Among these protocols, the security of quantum key distribution (QKD) is most scrutinized and believed to be guaranteed as long as implemented devices are properly characterized and existing implementation loopholes are identified and patched. Here we show that this assumption is not true. We experimentally demonstrate a class of attacks based on laser damage, capable of creating new security loopholes on-demand. We perform it on two different implementations of QKD and coin-tossing protocols, and create new information leakage side-channels. Our results show that quantum communication protocols cannot guarantee security alone, but will always have to be supported by additional technical countermeasures against laser damage.

    Our research has been aimed at (i) identifying, (ii) determining mode of regulation, and (iii) understanding how different classes of compatible solutes (also termed osmolytes) affect macromolecular stability in response to osmotic and thermal stress. For solutes we have identified (e.g., di-inositol-1,1-phosphate (DIP)), we used NMR to elucidate biosynthetic pathways and then cloned suspected enzymes in the pathway to explore how they are regulated. Compatible solutes are thought to protect proteins from thermal and osmotic stresses by being excluded from the surface, allowing critical water molecules to interact with the protein. This implies there are no specific binding interactions between osmolytes and proteins. However, we and others have often observed very specific solute effects for proteins that suggest a more direct interaction between solute and protein is likely can occur. Measuring such a weak interaction is extremely difficult. We have developed a solution NMR method, high-resolution field cycling relaxometry, that can measure spin-lattice relaxation rates as a function of magnetic field from 11.7 (the field of a 500 MHz spectrometer) to 0.003 T. The methodology is ideal for nuclei in small molecules with moderately long relaxation times at high fields phosphate groups (31P), enriched carbonyls (13C), or methyl groups (1H). The protein of interest is spin-labeled to introduce a large dipole on it that will dominate the relaxation of nuclei on any small molecules that bind transiently. The key is to measure relaxation below 1-2 T (and extract nuclei-spin label distances in the bound complex) where the small molecule relaxation will be dominated by dipolar mechanisms with a correlation time indicative of the large protein complex. Our explorations of an inositol monophosphatase (the last step in DIP generation) localized four discrete binding sides for the thermoprotectant ?-glutamate. This is a novel approach, and while the work did not fully explain how this solute protected the IMPase from thermal denaturation, it did showcase a new and exciting method to monitor weak binding in biological systems.

    Cyber forensics has been in the popular mainstream for some time, and has matured into an information-technology capability that is very common among modern information security programs. The goal of cyber forensics is to support the elements of troubleshooting, monitoring, recovery, and the protection of sensitive data. Moreover, in the event of a crime being committed, cyber forensics is also the approach to collecting, analyzing, and archiving data as evidence in a court of law. Although scalable to many information technology domains, especially modern corporate architectures, cyber forensics can be challenging when being applied to non-traditional environments, which are not comprised of current information technologies or are designed with technologies that do not provide adequate data storage or audit capabilities. In addition, further complexity is introduced if the environments are designed using proprietary solutions and protocols, thus limiting the ease of which modern forensic methods can be utilized. The legacy nature and somewhat diverse or disparate component aspects of control systems environments can often prohibit the smooth translation of modern forensics analysis into the control systems domain. Compounded by a wide variety of proprietary technologies and protocols, as well as critical system technologies with no capability to store significant amounts of event information, the task of creating a ubiquitous and unified strategy for technical cyber forensics on a control systems device or computing resource is far from trivial. To date, no direction regarding cyber forensics as it relates to control systems has been produced other than what might be privately available from commercial vendors. Current materials have been designed to support event recreation (event-based), and although important, these requirements do not always satisfy the needs associated with incident response or forensics that are driven by cyber incidents. To address these issues and to accommodate for the diversity in both system and architecture types, a framework based in recommended practices to address forensics in the control systems domain is required. This framework must be fully flexible to allow for deployment into any control systems environment regardless of technologies used. Moreover, the framework and practices must provide for direction on the integration of modern network security technologies with traditionally closed systems, the result being a true defense-in-depth strategy for control systems architectures. This document takes the traditional concepts of cyber forensics and forensics engineering and provides direction regarding augmentation for control systems operational environments. The goal is to provide guidance to the reader with specifics relating to the complexity of cyber forensics for control systems, guidance to allow organizations to create a self-sustaining cyber forensics program, and guidance to support the maintenance and evolution of such programs. As the current control systems cyber security community of interest is without any specific direction on how to proceed with forensics in control systems environments, this information product is intended to be a first step.

  15. Examination of Hydrate Formation Methods: Trying to Create Representative Samples

    Forming representative gas hydrate-bearing laboratory samples is important so that the properties of these materials may be measured, while controlling the composition and other variables. Natural samples are rare, and have often experienced pressure and temperature changes that may affect the property to be measured [Waite et al., 2008]. Forming methane hydrate samples in the laboratory has been done a number of ways, each having advantages and disadvantages. The ice-to-hydrate method [Stern et al., 1996], contacts melting ice with methane at the appropriate pressure to form hydrate. The hydrate can then be crushed and mixed with mineral grains under controlled conditions, and then compacted to create laboratory samples of methane hydrate in a mineral medium. The hydrate in these samples will be part of the load-bearing frame of the medium. In the excess gas method [Handa and Stupin, 1992], water is distributed throughout a mineral medium (e.g. packed moist sand, drained sand, moistened silica gel, other porous media) and the mixture is brought to hydrate-stable conditions (chilled and pressurized with gas), allowing hydrate to form. This method typically produces grain-cementing hydrate from pendular water in sand [Waite et al., 2004]. In the dissolved gas method [Tohidi et al., 2002], water with sufficient dissolved guest molecules is brought to hydrate-stable conditions where hydrate forms. In the laboratory, this is can be done by pre-dissolving the gas of interest in water and then introducing it to the sample under the appropriate conditions. With this method, it is easier to form hydrate from more soluble gases such as carbon dioxide. It is thought that this method more closely simulates the way most natural gas hydrate has formed. Laboratory implementation, however, is difficult, and sample formation is prohibitively time consuming [Minagawa et al., 2005; Spangenberg and Kulenkampff, 2005]. In another version of this technique, a specified quantity of gas is placed in a sample, then the sample is flooded with water and cooled [Priest et al., 2009]. We have performed a number of tests in which hydrate was formed and the uniformity of the hydrate formation was examined. These tests have primarily used a variety of modifications of the excess gas method to make the hydrate, although we have also used a version of the excess water technique. Early on, we found difficulties in creating uniform samples with a particular sand/ initial water saturation combination (F-110 Sand, {approx} 35% initial water saturation). In many of our tests we selected this combination intentionally to determine whether we could use a method to make the samples uniform. The following methods were examined: Excess gas, Freeze/thaw/form, Freeze/pressurize/thaw, Excess gas followed by water saturation, Excess water, Sand and kaolinite, Use of a nucleation enhancer (SnoMax), and Use of salt in the water. Below, each method, the underlying hypothesis, and our results are briefly presented, followed by a brief conclusion. Many of the hypotheses investigated are not our own, but were presented to us. Much of the data presented is from x-ray CT scanning our samples. The x-ray CT scanner provides a three-dimensional density map of our samples. From this map and the physics that is occurring in our samples, we are able to gain an understanding of the spatial nature of the processes that occur, and attribute them to the locations where they occur.

    The DOE grant, An Integrated Partnership to Create and Lead the Solar Codes and Standards Working Group, to New Mexico State University created the Solar America Board for Codes and Standards (Solar ABCs). From 2007 2013 with funding from this grant, Solar ABCs identified current issues, established a dialogue among key stakeholders, and catalyzed appropriate activities to support the development of codes and standards that facilitated the installation of high quality, safe photovoltaic systems. Solar ABCs brought the following resources to the PV stakeholder community; Formal coordination in the planning or revision of interrelated codes and standards removing stove pipes that have only roofing experts working on roofing codes, PV experts on PV codes, fire enforcement experts working on fire codes, etc.; A conduit through which all interested stakeholders were able to see the steps being taken in the development or modification of codes and standards and participate directly in the processes; A central clearing house for new documents, standards, proposed standards, analytical studies, and recommendations of best practices available to the PV community; A forum of experts that invites and welcomes all interested parties into the process of performing studies, evaluating results, and building consensus on standards and code-related topics that affect all aspects of the market; and A biennial gap analysis to formally survey the PV community to identify needs that are unmet and inhibiting the market and necessary technical developments.

    An apparatus and method are provided for mapping an area of interest using polar coordinates or Cartesian coordinates. The apparatus includes a range finder, an azimuth angle measuring device to provide a heading and an inclinometer to provide an angle of inclination of the range finder as it relates to primary reference points and points of interest. A computer is provided to receive signals from the range finder, inclinometer and azimuth angle measurer to record location data and calculate relative locations between one or more points of interest and one or more primary reference points. The method includes mapping of an area of interest to locate points of interest relative to one or more primary reference points and to store the information in the desired manner. The device may optionally also include an illuminator which can be utilized to paint the area of interest to indicate both points of interest and primary points of reference during and/or after data acquisition.

    Methods and apparatus whereby an optical interferometer is utilized to monitor and provide feedback control to an integrated energetic particle column, to create desired topographies, including the depth, shape and/or roughness of features, at a surface of a specimen. Energetic particle columns can direct energetic species including, ions, photons and/or neutral particles to a surface to create features having in-plane dimensions on the order of 1 micron, and a height or depth on the order of 1 nanometer.     The Chan, Karolyi, Longstaff and Sanders (CKLS) model is a popular one-factor model for describing the spot interest rates. In this paper, the four parameters in the CKLS model are regarded as stochastic. The parameter vector ?{sup (j)} of four parameters at the (J+n)-th time point is estimated by the j-th window which is defined as the set consisting of the observed interest rates at the j?-th time point where j?j??j+n. To model the variation of ?{sup (j)}, we assume that ?{sup (j)} depends on ?{sup (j?m)}, ?{sup (j?m+1)},, ?{sup (j?1)} and the interest rate r{sub j+n} at the (j+n)-th time point via a four-dimensional conditional distribution which is derived from a [4(m+1)+1]-dimensional power-normal distribution. Treating the (j+n)-th time point as the present time point, we find a prediction interval for the future value r{sub j+n+1} of the interest rate at the next time point when the value r{sub j+n} of the interest rate is given. From the above four-dimensional conditional distribution, we also find a prediction interval for the future interest rate r{sub j+n+d} at the next d-th (d?2) time point. The prediction intervals based on the CKLS model with stochastic parameters are found to have better ability of covering the observed future interest rates when compared with those based on the model with fixed parameters.

    When designing a product that needs to fit the human shape, designers often use a small set of 3D models, called design models, either in physical or digital form, as representative shapes to cover the shape variabilities of the population for which the products are designed. Until recently, the process of creating these models has been an art involving manual interaction and empirical guesswork. The availability of the 3D anthropometric databases provides an opportunity to create design models optimally. In this paper, we propose a novel way to use 3D anthropometric databases to generate design models that represent a given population for design applications such as the sizing of garments and gear. We generate the representative shapes by solving a covering problem in a parameter space. Well-known techniques in computational geometry are used to solve this problem. We demonstrate the method using examples in designing glasses and helmets.

    The National Environmental Policy Act (NEPA) requires that federal agencies prepare environmental impact statements (EISs) on proposals for major Federal action significantly affecting the quality of the human environment. The Council on Environmental Quality (CEQ) regulations require that EISs be prepared directly by the lead agency or a contractor it selects. EIS contractors must execute a disclosure statement specifying that they have ``no financial or other interest`` in the outcome of the project. The intent of the ``conflict of interest`` prohibition is to ensure that the EIS is defensible, free of self-serving bias, and credible to the public. Those coming to the federal government for money, permits, or project approvals must not be placed in the position of analyzing the environmental consequences of their own proposals. This paper analyzes the conflict of interest problem faced by government contractors who maintain and operate government-owned or-controlled facilities for which EISs are required. In the US Department of Energy (DOE) system, these are referred to as ``M and O`` contractors. It also examines organizational conflicts presented by current or prospective government contractors who have a financial or other interest in the outcome of a project or program for which an EIS is prepared. In responding to these and related questions, the paper discusses and interprets the CEQ regulations and guidance on EIS preparation conflict of interest as well as leading federal court opinions. It also distinguishes ``preparers`` from ``participants`` in the EIS preparation process.

    Nonlocality, one of the most remarkable aspects of quantum mechanics, is closely related to Bayesian game theory. Quantum mechanics can offer advantages to some Bayesian games, if the payoff functions are related to Bell inequalities in some way. Most of these Bayesian games that have been discussed are common interest games. Recently the first conflicting interest Bayesian game is proposed in Phys. Rev. Lett. 114, 020401 (2015). In the present paper we present three new conflicting interest Bayesian games where quantum mechanics offers advantages. The first game is linked with Cereceda inequalities, the second game is linked with a generalized Bell inequality with 3 possible measurement outcomes, and the third game is linked with a generalized Bell inequality with 3 possible measurement settings.

    A system includes host and learning machines in electrical communication with sensors positioned with respect to an item of interest, e.g., a weld, and memory. The host executes instructions from memory to predict a binary quality status of the item. The learning machine receives signals from the sensor(s), identifies candidate features, and extracts features from the candidates that are more predictive of the binary quality status relative to other candidate features. The learning machine maps the extracted features to a dimensional space that includes most of the items from a passing binary class and excludes all or most of the items from a failing binary class. The host also compares the received signals for a subsequent item of interest to the dimensional space to thereby predict, in real time, the binary quality status of the subsequent item of interest.

The survey area is comprised of several parcels of land within SNL/CA, County of Alameda, California. The survey area is located within T 3S, R 2E, Section 13. The purpose of this EBS is to document the nature, magnitude, and extent of any environmental contamination of the property; identify potential environmental contamination liabilities associated with the property; develop sufficient information to assess the health and safety risks; and ensure adequate protection for human health and the environment related to a specific property.

    We establish a rigorous connection between fundamental resource theories at the quantum scale. Correlations and entanglement constitute indispensable resources for numerous quantum information tasks. However, their establishment comes at the cost of energy, the resource of thermodynamics, and is limited by the initial entropy. Here, the optimal conversion of energy into correlations is investigated. Assuming the presence of a thermal bath, we establish general bounds for arbitrary systems and construct a protocol saturating them. The amount of correlations, quantified by the mutual information, can increase at most linearly with the available energy, and we determine where the linear regime breaks down. We further consider the generation of genuine quantum correlations, focusing on the fundamental constituents of our universe: fermions and bosons. For fermionic modes, we find the optimal entangling protocol. For bosonic modes, we show that while Gaussian operations can be outperformed in creating entanglement, their performance is optimal for high energies.

    Nonprofit agencies are a critical component of the health and human services system in the US. It has been clearly demonstrated by programs that offer energy efficiency services to nonprofits that, with minimal investment, they can educe their energy consumption by ten to thirty percent. This energy conservation potential motivated the Department of Energy and Oak Ridge National Laboratory to conceive a project to help states develop energy efficiency programs for nonprofits. The purpose of the project was two-fold: (1) to analyze existing programs to determine which design and delivery mechanisms are particularly effective, and (2) to create model programs for states to follow in tailoring their own plans for helping nonprofits with energy efficiency programs. Twelve existing programs were reviewed, and three model programs were devised and put into operation. The model programs provide various forms of financial assistance to nonprofits and serve as a source of information on energy efficiency as well. After examining the results from the model programs (which are still on-going) and from the existing programs, several replicability factors'' were developed for use in the implementation of programs by other states. These factors -- some concrete and practical, others more generalized -- serve as guidelines for states devising program based on their own particular needs and resources.

    Wind turbine power output is known to be a strong function of wind speed, but is also affected by turbulence and shear. In this work, new aerostructural simulations of a generic 1.5 MW turbine are used to explore atmospheric influences on power output. Most significant is the hub height wind speed, followed by hub height turbulence intensity and then wind speed shear across the rotor disk. These simulation data are used to train regression trees that predict the turbine response for any combination of wind speed, turbulence intensity, and wind shear that might be expected at a turbine site. For a randomly selected atmospheric condition, the accuracy of the regression tree power predictions is three times higher than that of the traditional power curve methodology. The regression tree method can also be applied to turbine test data and used to predict turbine performance at a new site. No new data is required in comparison to the data that are usually collected for a wind resource assessment. Implementing the method requires turbine manufacturers to create a turbine regression tree model from test site data. Such an approach could significantly reduce bias in power predictions that arise because of different turbulence and shear at the new site, compared to the test site.

    The Kepler mission has revolutionized our understanding of exoplanets, but some of the planet candidates identified by Kepler may actually be astrophysical false positives or planets whose transit depths are diluted by the presence of another star. Adaptive optics images made with ARIES at the MMT of 87 Kepler Objects of Interest place limits on the presence of fainter stars in or near the Kepler aperture. We detected visual companions within 1'' for 5 stars, between 1'' and 2'' for 7 stars, and between 2'' and 4'' for 15 stars. For those systems, we estimate the brightness of companion stars in the Kepler bandpass and provide approximate corrections to the radii of associated planet candidates due to the extra light in the aperture. For all stars observed, we report detection limits on the presence of nearby stars. ARIES is typically sensitive to stars approximately 5.3 Ks magnitudes fainter than the target star within 1'' and approximately 5.7 Ks magnitudes fainter within 2'', but can detect stars as faint as ?Ks = 7.5 under ideal conditions.

    The nuSTORM facility has been designed to deliver beams of electron and muon neutrinos from the decay of a stored muon beam with a central momentum of 3.8 GeV/c and a momentum spread of 10%. The facility is unique in that it will: serve the future long- and short-baseline neutrino-oscillation programmes by providing definitive measurements of electron-neutrino- and muon-neutrino-nucleus cross sections with percent-level precision; allow searches for sterile neutrinos of exquisite sensitivity to be carried out; and constitute the essential first step in the incremental development of muon accelerators as a powerful new technique for particle physics. Of the world's proton-accelerator laboratories, only CERN and FNAL have the infrastructure required to mount nuSTORM. There are four possible freeze-in/reannihilation/freeze-out regimes, which together result in a simple characteristic relic density phase diagram, with the shape of a "Mesa". In the case of the kinetic mixing portal, we show that, unlike other freeze-in scenarios discussed in the literature, the freeze-in regime can be probed by forthcoming DM direct detection experiments. These results are well representative {of} any scenario where a DM hidden sector would be created out of the Standard Model {sector}.

    We demonstrate the efficient generation of 4 mm and 8 mm long plasma waveguides in hydrogen and helium. These waveguides have matching spots sizes for 13 to 34 ?m laser beams. The plasma waveguides are created by ultra-short laser pulses (sub-picosecond) of moderate intensities, ?10{sup 15}10{sup 16} W cm{sup ?2}, that heat the plasma to initial temperatures of tens of eV in order to create a hot plasma column that will expand into a plasma waveguide. We have determined that the main heating mechanism when using fs laser pulses and plasma densities ?10{sup 1819} cm{sup ?3} is Above Threshold Ionization. Detailed time and space electron density measurements are presented for the laser produced plasma waveguides.

    The toe pads of frogs consist of soft hexagonal structures and a viscous liquid contained between and within the hexagonal structures. It has been hypothesized that this configuration creates adhesion by allowing for long range capillary forces, or alternatively, by allowing for exit of the liquid and thus improving contact of the toe pad. In this work we suggest interaction between viscosity and elasticity as a mechanism to create temporary adhesion, even in the absence of capillary effects or van der Waals forces. We initially illustrate this concept experimentally by a simplified configuration consisting of two surfaces connected by a liquid bridge and elastic springs. We then utilize poroelastic mixture theory and model frog's toe pads as an elastic porous medium, immersed within a viscous liquid and pressed against a rigid rough surface.     In February 2009, the Office of Inspector General received a letter from Congressman Mark Steven Kirk of Illinois, which included constituent allegations that an exclusive technology licensing agreement by Argonne National Laboratory was tainted by inadequate competition, conflicts of interest, and other improprieties. The technology in question was for the Program for Response Options and Technology Enhancements for Chemical/Biological Terrorism, commonly referred to as PROTECT. Because of the importance of the Department of Energy's technology transfer program, especially as implementation of the American Recovery and Reinvestment Act matures, we reviewed selected aspects of the licensing process for PROTECT to determine whether the allegations had merit. In summary, under the facts developed during our review, it was understandable that interested parties concluded that there was a conflict of interest in this matter and that Argonne may have provided the successful licensee with an unfair advantage. In part, this was consistent with aspects of the complaint from Congressman Kirk's constituent.

    We analyze the deviations of transit times from a linear ephemeris for the Kepler Objects of Interest (KOI) through Quarter six (Q6) of science data. We conduct two statistical tests for all KOIs and a related statistical test for all pairs of KOIs in multi-transiting systems. These tests identify several systems which show potentially interesting transit timing variations (TTVs). Strong TTV systems have been valuable for the confirmation of planets and their mass measurements. Many of the systems identified in this study should prove fruitful for detailed TTV studies.

    This article presents the results of the first large-scale mail survey of non-residential green power customers in the United States. The survey explored the motivations, attitudes, and experiences of 464 business, non-profit, and public-sector customers that have voluntarily opted to purchase - and frequently pay a premium for - renewable electricity. Results of this study should be of value to marketers interested in targeting these customer segments, to policy makers interested in fostering and understanding non-residential demand for green power, and to academics pondering the motivations for firms to engage in such voluntary environmental initiatives.
