    Variable generation such as wind and photovoltaic solar power has increased substantially in recent years. Variable generation has unique characteristics compared to the traditional technologies that supply energy in the wholesale electricity markets. These characteristics create unique challenges in planning and operating the power system, and they can also influence the performance and outcomes from electricity markets. This report focuses on two particular issues related to market design: revenue sufficiency for long-term reliability and incentivizing flexibility in short-term operations. The report provides an overview of current design and some designs that have been proposed by industry or researchers.

    This paper discusses challenges that relate to assessing and properly incentivizing the resources necessary to ensure a reliable electricity system with growing penetrations of variable generation (VG). The output of VG (primarily wind and solar generation) varies over time and cannot be predicted precisely. Therefore, the energy from VG is not always guaranteed to be available at times when it is most needed. This means that its contribution towards resource adequacy can be significantly less than the contribution from traditional resources. Variable renewable resources also have near-zero variable costs, and with production-based subsidies they may even have negative offer costs.more » Because variable costs drive the spot price of energy, this can lead to reduced prices, sales, and therefore revenue for all resources within the energy market. The characteristics of VG can also result in increased price volatility as well as the need for more flexibility in the resource fleet in order to maintain system reliability. Furthermore, we explore both traditional and evolving electricity market designs in the United States that aim to ensure resource adequacy and sufficient revenues to recover costs when those resources are needed for long-term reliability. We also investigate how reliability needs may be evolving and discuss how VG may affect future electricity market designs.« less

    Recent progress on general-purpose Monte-Carlo event generators is reviewed with emphasis on the simulation of hard QCD processes and subsequent parton cascades. Describing full final states of high-energy particle collisions in contemporary experiments is an intricate task. Hundreds of particles are typically produced, and the reactions involve both large and small momentum transfer. The high-dimensional phase space makes an exact solution of the problem impossible. Instead, one typically resorts to regarding events as factorized into different steps, ordered descending in the mass scales or invariant momentum transfers which are involved. In this picture, a hard interaction, described through fixed-order perturbation theory, is followed by multiple Bremsstrahlung emissions off initial- and final-state and, finally, by the hadronization process, which binds QCD partons into color-neutral hadrons. Each of these steps can be treated independently, which is the basic concept inherent to general-purpose event generators. Their development is nowadays often focused on an improved description of radiative corrections to hard processes through perturbative QCD. In this context, the concept of jets is introduced, which allows to relate sprays of hadronic particles in detectors to the partons in perturbation theory. In this talk, we briefly review recent progress on perturbative QCD in event generation. The main focus lies on the general-purpose Monte-Carlo programs HERWIG, PYTHIA and SHERPA, which will be the workhorses for LHC phenomenology. A detailed description of the physics models included in these generators can be found in [8]. We also discuss matrix-element generators, which provide the parton-level input for general-purpose Monte Carlo.

    Significant progress has been made in the past two years in improving the understanding of acid consumption and catalytic hydrogen generation during the Defense Waste Processing Facility (DWPF) processing of waste sludges in the Sludge Receipt and Adjustment Tank (SRAT) and Slurry Mix Evaporator (SME). This report reviews issues listed in prior internal reviews, describes progress with respect to the recommendations made by the December 2006 external review panel, and presents a summary of the current understanding of catalytic hydrogen generation in the DWPF Chemical Process Cell (CPC). Noble metals, such as Pd, Rh, and Ru, are historically known catalysts for the conversion of formic acid into hydrogen and carbon dioxide. Rh, Ru, and Pd are present in the DWPF SRAT feed as by-products of thermal neutron fission of {sup 235}U in the original waste. Rhodium appears to become most active for hydrogen as the nitrite ion concentration becomes low (within a factor of ten of the Rh concentration). Prior to hydrogen generation, Rh is definitely active for nitrite destruction to N{sub 2}O and potentially active for nitrite to NO formation. These reactions are all consistent with the presence of a nitro-Rh complex catalyst, although definite proof for the existence of this complex during Savannah River Site (SRS) waste processing does not exist. Ruthenium does not appear to become active for hydrogen generation until nitrite destruction is nearly complete (perhaps less nitrite than Ru in the system). Catalytic activity of Ru during nitrite destruction is significantly lower than that of either Rh or Pd. Ru appears to start activating as Rh is deactivating from its maximum catalytic activity for hydrogen generation. The slow activation of the Ru, as inferred from the slow rate of increase in hydrogen generation that occurs after initiation, may imply that some species (perhaps Ru itself) has some bound nitrite on it.     In the framework of the superconducting proton linac (SPL) study at CERN, a new non-cesiated H{sup -} plasma generator driven by an external 2 MHz RF antenna has been developed and successfully operated at repetition rates of 50 Hz, pulse lengths of up to 3 ms, and average RF powers of up to 3 kW. The coupling efficiency of RF power into the plasma was determined by the cooling water temperatures and the analysis of the RF forward and reflected power and the antenna current and amounts to 50%-60%. The plasma resistance increases between 10 kW and 40 kW RF power from about 0.45 {Omega} to 0.65 {Omega}. Measurements of RF power dissipated in the ferrites and the magnets on a test bench show a 5-fold decrease of the power losses for the magnets when they are contained in a Cu box, thus validating the strategy of shielding the magnets with a high electrical conductivity material. An air cooling system was installed in the SPL plasma generator to control the temperatures of the ferrites despite hysteresis losses of several Watts.

    Demand for affordable, reliable, domestically sourced, and low-carbon electricity is on the rise. This growing demand is driven in part by evolving public policy priorities, especially reducing the health and environmental impacts of electricity service and expanding energy access to under-served customers. Consequently, variable renewable energy resources comprise an increasing share ofelectricity generation globally. At the same time, new opportunities for addressing the variability of renewables are being strengthened through advances in smart grids, communications, and technologies that enable dispatchable demand response and distributed generation to extend to the mass market. A key challenge of merging these opportunities is market design -- determining how to createincentives and compensate providers justly for attributes and performance that ensure a reliable and secure grid -- in a context that fully realizes the potential of a broad array of sources of flexibility in both the wholesale power and retail markets. This report reviews the suite of wholesale power market designs in use and under consideration to ensure adequacy, security, and flexibilityin a landscape of significant variable renewable energy. It also examines considerations needed to ensure that wholesale market designs are inclusive of emerging technologies, such as demand response, distributed generation, and storage.

    The author believes that wholesale markets in the United States would have a greater likelihood of ultimately benefiting consumers if the Federal Energy Regulatory Commission did not have the mandate under the Federal Power Act (FPA) to ensure that wholesale prices are ''just and reasonable.'' However, he continues to believe that the FERC cannot avoid having an ex post criteria for asssessing whether market prices are just and reasonable. Moreover, changes in the design and regulatory oversight of U.S. wholesale electricity markets in recent years, including the recent Supreme Court decision, have caused him to believe even more strongly in the guardrails-for-market-outcomes approach. Finally, several questions are addressed which relate to the pricing of fixed-price, long-term contracts and the impact of these obligations on the behavior of suppliers in short-term wholesale markets that are directly relevant to answering the two major questions that the Supreme Court remanded to FERC in its recent decision.

In general, information about loads and resources is provided by the Load Resource Study (LRS), WP-07-E-BPA-01, and the LRS Documentation, WP-07-E-BPA-01A. Revenue requirements information, as well as the Planned Net Revenues for Risk (PNNR), is provided in the Revenue Requirement Study, WP-07-E-BPA-02, and its accompanying Revenue Requirement Study Documentation, WP-07-E-BPA-02A and WP-07-E-BPA-02B.     The basic concepts of public utility status and utility regulation intertwine the obligation to provide service to the public as reasonably demanded with rate regulation and shielding from competitive interference. While a common law service obligation was not part of the Federal Power Act, the Federal Energy Regulatory Commission has taken the position that service, once commenced, may not be terminated without its approval. This view of Commission authority may not be supported by the legislative history of the Federal Power Act or by judicial precedent. The requirement to serve apart from recognition of a right to serve may result in increased rates in the near term and insufficient capacity, or both, in the long run. A review by the Commission and the courts is examining ways to introduce competition and shift risks from ratepayers to shareholders.

  18. The potential impacts of a competitive wholesale market in the midwest: A preliminary examination of centralized dispatch

    In March 2005, the Midwest Independent System Operator (MISO) will begin operating the first-ever wholesale market for electricity in the central and upper Midwestern portion of the United States. Region-wide, centralized, security-constrained, bid-based dispatch will replace the current system of decentralized dispatch by individual utilities and control areas. This report focuses on how the operation of generators may change under centralized dispatch. We analyze a stylized example of these changes by comparing a base case dispatch based on a ''snapshot'' taken from MISO's state estimator for an actual, historical dispatch (4 p.m., July 7, 2003) to a hypothetical, centralized dispatch that seeks to minimize the total system cost of production, using estimated cost data collected by the EIA. Based on these changes in dispatch, we calculate locational marginal prices, which in turn reveals the location of congestion within MISO's footprint, as well as the distribution of congestion revenues. We also consider two sensitivity scenarios that examine (1) the effect of changes in MISO membership (2003 vs. 2004 membership lists), and (2) different load and electrical data, based on a snapshot from a different date and time (1 p.m., Feb. 18, 2004). Although our analysis offers important insights into how the MISO market could operate when it opens, we do not address the question of the total benefits or costs of creating a wholesale market in the Midwest.

  20. 2007 Wholesale Power Rate Case Initial Proposal : Risk Analysis Study.

    The Federal Columbia River Power System (FCRPS), operated on behalf of the ratepayers of the PNW by BPA and other Federal agencies, faces many uncertainties during the FY 2007-2009 rate period. Among these uncertainties, the largest revolve around hydro conditions, market prices and river operations for fish recovery. In order to provide a high probability of making its U.S. Treasury payments, BPA performs a Risk Analysis as part of its rate-making process. In this Risk Analysis, BPA identifies key risks, models their relationships, and then analyzes their impacts on net revenues (total revenues less expenses). BPA subsequently evaluates in the ToolKit Model the Treasury Payment Probability (TPP) resulting from the rates, risks, and risk mitigation measures described here and in the Wholesale Power Rate Development Study (WPRDS). If the TPP falls short of BPA's standard, additional risk mitigation revenues, such as PNRR and CRAC revenues are incorporated in the modeling in ToolKit until the TPP standard is met. Increased wholesale market price volatility and six years of drought have significantly changed the profile of risk and uncertainty facing BPA and its stakeholders. These present new challenges for BPA in its effort to keep its power rates as low as possible while fully meeting its obligations to the U.S. Treasury. As a result, the risk BPA faces in not receiving the level of secondary revenues that have been credited to power rates before receiving those funds is greater. In addition to market price volatility, BPA also faces uncertainty around the financial impacts of operations for fish programs in FY 2006 and in the FY 2007-2009 rate period. A new Biological Opinion or possible court-ordered change to river operations in FY 2006 through FY 2009 may reduce BPA's net revenues included Initial Proposal. Finally, the FY 2007-2009 risk analysis includes new operational risks as well as a more comprehensive analysis of non-operating risks. Both the operational

    Since the beginning of operation of the electricity Pool in England and Wales in 1990, the energy and capacity components of Pool prices have only to a limited extent reflected changes in supply and demand in the wholesale market. To a greater extent, they have resulted from the specific bidding tactics adopted by dominant generators. These bidding tactics have, in turn, been influenced by the companies` contractual positions (with regard to fuel purchases and electricity sales), their relationship with the regulator, and their longer term strategic objectives. In recent years greater attention has focused on Uplift, the third component of Pool prices. Uplift represents the difference between the Pool Purchase Price (the price received by generators), and the Pool Selling Price (the price paid by suppliers). The costs of Uplift (against which most suppliers are unhedged) have increased considerably since the early years of operation of the Pool, and Uplift revenues have become an important source of profits for the major generators. In this paper the author describes the development of the three key price components in the electricity Pool in England and Wales since its establishment in 1990 and explain the reasons behind the principal price movements. The author focuses on Uplift and discusses the way in which increases in the level of Uplift have led to pressures for greater unbundling of the various Uplift components. This unbundling has been associated with moves to increase the extent to which various Pool services which contribute to Uplift are exposed to competition. The author concludes the paper with a discussion of the messages that emerge for the electricity market as a whole from England and Wales experiences with Uplift.

    The main challenge for fuels for future Sodium Fast Reactor systems is the development and qualification of a nuclear fuel sub-assembly which meets the Generation IV International Forum goals. The Advanced Fuel project investigates high burn-up minor actinide bearing fuels as well as claddings and wrappers to withstand high neutron doses and temperatures. The R&D outcome of national and collaborative programs has been collected and shared between the AF project members in order to review the capability of sub-assembly material and fuel candidates, to identify the issues and select the viable options. Based on historical experience and knowledge, both oxide and metal fuels emerge as primary options to meet the performance and the reliability goals of Generation IV SFR systems. There is a significant positive experience on carbide fuels but major issues remain to be overcome: strong in-pile swelling, atmosphere required for fabrication as well as Pu and Am losses. The irradiation performance database for nitride fuels is limited with longer term R&D activities still required. The promising core material candidates are Ferritic/Martensitic (F/M) and Oxide Dispersed Strengthened (ODS) steels.

    In the near future, the US Department of Energy (DOE) will need to make important decisions regarding design and construction of the Next Generation Nuclear Plant (NGNP). One part of making these decisions is considering the potential environmental impacts that this facility may have, if constructed here at the Idaho National Laboratory (INL). The National Environmental Policy Act (NEPA) of 1969 provides DOE decision makers with a process to systematically consider potential environmental consequences of agency decisions. In addition, the Energy Policy Act of 2005 (Title VI, Subtitel C, Section 644) states that the 'Nuclear Regulatory Commission (NRC) shall have licensing and regulatory authority for any reactor authorized under this subtitle.' This stipulates that the NRC will license the NGNP for operation. The NRC NEPA Regulations (10 CFR Part 51) require tha thte NRC prepare an Environmental Impact Statement (EIS) for a permit to construct a nuclear power plant. The applicant is required to submit an Environmental report (ER) to aid the NRC in complying with NEPA.

    Vitrification technology has been selected to treat high-level waste (HLW) at the Hanford Site, the West Valley Demonstration Project and the Savannah River Site (SRS), and low activity waste (LAW) at Hanford. In addition, it may potentially be applied to other defense waste streams such as sodium bearing tank waste or calcine. Joule-heated melters (already in service at SRS) will initially be used at the Hanford Site's Waste Treatment and Immobilization Plant (WTP) to vitrify tank waste fractions. The glass waste content and melt/production rates at WTP are limited by the current melter technology. Significant reductions in glass volumes and mission life are only possible with advancements in melter technology coupled with new glass formulations. The Next Generation Melter (NGM) program has been established by the U.S. Department of Energy's (DOE's), Environmental Management Office of Waste Processing (EM-31) to develop melters with greater production capacity (absolute glass throughput rate) and the ability to process melts with higher waste fractions. Advanced systems based on Joule-Heated Ceramic Melter (JHCM) and Cold Crucible Induction Melter (CCIM) technologies will be evaluated for HLW and LAW processing. Washington River Protection Solutions (WRPS), DOE's tank waste contractor, is developing and evaluating these systems in cooperation with EM-31, national and university laboratories, and corporate partners. A primary NGM program goal is to develop the systems (and associated flowsheets) to Technology Readiness Level 6 by 2016. Design and testing are being performed to optimize waste glass process envelopes with melter and balance of plant requirements. A structured decision analysis program will be utilized to assess the performance of the competing melter technologies. Criteria selected for the decision analysis program will include physical process operations, melter performance, system compatibility and other parameters.

    Demand response has grown to be a part of the repertoire of resources used by utilities to manage the balance between generation and load. In recent years, advances in communications and control technology have enabled utilities to consider continuously controlling demand response to meet generation, rather than the other way around. This paper discusses the economic applications of a general method for load resource analysis that parallels the approach used to analyze generation resources and uses the method to examine the results of the US Department of Energys Olympic Peninsula Demonstration Testbed. A market-based closed-loop system of controllable assets is discussed with necessary and sufficient conditions on system controllability, observability and stability derived.

    This report is the second in a series of three reports describing the potential of GE’s DR-enabled appliances to provide benefits to the utility grid. The first report described the modeling methodology used to represent the GE appliances in the GridLAB-D simulation environment and the estimated potential for peak demand reduction at various deployment levels. The third report will explore the technical capability of aggregated group actions to positively impact grid stability, including frequency and voltage regulation and spinning reserves, and the impacts on distribution feeder voltage regulation, including mitigation of fluctuations caused by high penetration of photovoltaic distributed generation. In this report, a series of analytical methods were presented to estimate the potential cost benefit of smart appliances while utilizing demand response. Previous work estimated the potential technical benefit (i.e., peak reduction) of smart appliances, while this report focuses on the monetary value of that participation. The effects on wholesale energy cost and possible additional revenue available by participating in frequency regulation and spinning reserve markets were explored.

    Under the fast reactor simulation program launched in April 2007, development of an advanced multigroup cross section generation code was initiated in July 2007, in conjunction with the development of the high-fidelity deterministic neutron transport code UNIC. The general objectives are to simplify the existing multi-step schemes and to improve the resolved and unresolved resonance treatments. Based on the review results of current methods and the fact that they have been applied successfully to fast critical experiment analyses and fast reactor designs for last three decades, the methodologies of the ETOE-2/MC{sup 2}-2/SDX code system were selected as the starting set of methodologies for multigroup cross section generation for fast reactor analysis. As the first step for coupling with the UNIC code and use in a parallel computing environment, the MC{sup 2}-2 code was updated by modernizing the memory structure and replacing old data management package subroutines and functions with FORTRAN 90 based routines. Various modifications were also made in the ETOE-2 and MC{sup 2}-2 codes to process the ENDF/B-VII.0 data properly. Using the updated ETOE-2/MC{sup 2}-2 code system, the ENDF/B-VII.0 data was successfully processed for major heavy and intermediate nuclides employed in sodium-cooled fast reactors. Initial verification tests of the MC{sup 2}-2 libraries generated from ENDF/B-VII.0 data were performed by inter-comparison of twenty-one group infinite dilute total cross sections obtained from MC{sup 2}-2, VIM, and NJOY. For almost all nuclides considered, MC{sup 2}-2 cross sections agreed very well with those from VIM and NJOY. Preliminary validation tests of the ENDF/B-VII.0 libraries of MC{sup 2}-2 were also performed using a set of sixteen fast critical benchmark problems. The deterministic results based on MC{sup 2}-2/TWODANT calculations were in good agreement with MCNP solutions within {approx}0.25% {Delta}{rho}, except a few small LANL fast assemblies

Whilethe former option involves electricity generation at relatively high andpossibly stochastic costs from a set of capacity-constrained DGtechnologies, the latter implies unlimited open-market transactions atstochastic prices. A stochastic dynamic programme (SDP) is used to solvethe resulting optimisation problem.     This report proposes a reformulation of U.S. ISO/RTO-managed wholesale electric power mar- kets for improved reliability and e ciency of system operations. Current markets do not specify or compensate primary frequency response. They also unnecessarily limit the participation of new technologies in reserve markets and o er insu cient economic inducements for new capacity invest- ment. In the proposed market reformulation, energy products are represented as physically-covered rm contracts and reserve products as physically-covered call option contracts. Trading of these products is supported by a backbone of linked ISO/RTO-managed forward markets with planning horizons ranging from multiple years to minutes ahead. A principal advantage of this reformulation is that reserve needs can be speci ed in detail, and resources can o er the services for which they are best suited, without being forced to conform to rigid reserve product de nitions. This should improve the business case for electric energy storage and other emerging technologies to provide reserve. In addition, the facilitation of price discovery should help to ensure e cient energy/reserve procurement and adequate levels of new capacity investment.

    There is growing interest in policies, programs and tariffs that encourage customer loads to provide demand response (DR) to help discipline wholesale electricity markets. Proposals at the retail level range from eliminating fixed rate tariffs as the default service for some or all customer groups to reinstituting utility-sponsored load management programs with market-based inducements to curtail. Alternative rate designs include time-of-use (TOU), day-ahead real-time pricing (RTP), critical peak pricing, and even pricing usage at real-time market balancing prices. Some Independent System Operators (ISOs) have implemented their own DR programs whereby load curtailment capabilities are treated as a system resource and are paid an equivalent value. The resulting load reductions from these tariffs and programs provide a variety of benefits, including limiting the ability of suppliers to increase spot and long-term market-clearing prices above competitive levels (Neenan et al., 2002; Boren stein, 2002; Ruff, 2002). Unfortunately, there is little information in the public domain to characterize and quantify how customers actually respond to these alternative dynamic pricing schemes. A few empirical studies of large customer RTP response have shown modest results for most customers, with a few very price-responsive customers providing most of the aggregate response (Herriges et al., 1993; Schwarz et al., 2002). However, these studies examined response to voluntary, two-part RTP programs implemented by utilities in states without retail competition.1 Furthermore, the researchers had limited information on customer characteristics so they were unable to identify the drivers to price response. In the absence of a compelling characterization of why customers join RTP programs and how they respond to prices, many initiatives to modernize retail electricity rates seem to be stymied.

    Monopoly rents? Not in the short run. The real enemy is a price war, fueled by indifference to stranded costs. And when that happens, antitrust laws won`t offer much help. The electric industry displays attributes that encourage predatory pricing. Competition has formally begun in the electric service industry. The Federal Energy Regulatory Commission (FERC) has issued Order 888, giving generators access to wholesale loads throughout the nation. California`s investor-owned utilities have filed applications with the FERC to establish an independent system operator and a Power Exchange, through which generators will receive market-based prices for their dispatched generation.

    The Fermilab Tevatron is both the world's highest energy accelerator system and first large-scale superconducting synchrotron. Since Tevatron commissioning in July 1983, the accelerator has operated in 1984, 1985 and 1987 with extracted beams of 800 GeV for three runs of fixed target physics, and in 1987, and 1988, with proton-antiproton colliding beams at 900 /times/ 900 GeV.     This project examined the impact of renewable energy sources, which have zero incremental energy costs, on the sustainability of conventional generation. This “missing money” problem refers to market outcomes in which infra-marginal energy revenues in excess of operations and maintenance (O&M) costs are systematically lower than the amortized costs of new entry for a marginal generator. The problem is caused by two related factors: (1) conventional generation is dispatched less, and (2) the price that conventional generation receives for its energy is lower. This lower revenue stream may not be sufficient to cover both the variable and fixed costs of conventional generation. In fact, this study showed that higher wind penetrations in the Electric Reliability Council of Texas (ERCOT) system could cause many conventional generators to become uneconomic.

    The Pacific Northwest Laboratory has studied the safety aspects of monitoring the preoperational status of safety systems in nuclear power plants. The goals of the study were to assess for the NRC the effectiveness of current monitoring systems and procedures, to develop near-term guidelines for reducing human errors associated with monitoring safety system status, and to recommend a regulatory position on this issue. A review of safety system status monitoring practices indicated that current systems and procedures do not adequately aid control room operators in monitoring safety system status. This is true even of some systems and procedures installed to meet existing regulatory guidelines (Regulatory Guide 1.47). In consequence, this report suggests acceptance criteria for meeting the functional requirements of an adequate system for monitoring safety system status. Also suggested are near-term guidelines that could reduce the likelihood of human errors in specific, high-priority status monitoring tasks. It is recommended that (1) Regulatory Guide 1.47 be revised to address these acceptance criteria, and (2) the revised Regulatory Guide 1.47 be applied to all plants, including those built since the issuance of the original Regulatory Guide.

    The Majorana Collaboration is constructing the Majorana Demonstrator, an ultra-low background, 40-kg modular high purity Ge detector array to search for neutrinoless double-beta decay in 76Ge. In view of the next generation of tonne-scale Ge-based neutrinoless double-beta decay searches that will probe the neutrino mass scale in the inverted-hierarchy region, a major goal of the Demonstrator is to demonstrate a path forward to achieving a background rate at or below 1 count/tonne/year in the 4 keV region of interest around the Q-value at 2039 keV. Lastly, the current status of the Demonstrator is discussed, as are plans for its completion.

    A smart grid uses digital power control and communication technology to improve the reliability, security, flexibility, and efficiency of the electric system, from large generation through the delivery systems to electricity consumers and a growing number of distributed generation and storage resources. To convey progress made in achieving the vision of a smart grid, this report uses a set of six characteristics derived from the National Energy Technology Laboratory Modern Grid Strategy. The Smart Grid Status and Metrics Report defines and examines 21 metrics that collectively provide insight into the grid’s capacity to embody these characteristics. This appendix presents papers covering each of the 21 metrics identified in Section 2.1 of the Smart Grid Status and Metrics Report. These metric papers were prepared in advance of the main body of the report and collectively form its informational backbone.

    After practical changes were approved to the initial conceptual design of the cryogenic system for MSU FRIB and an agreement was made with JLab in 2012 to lead the design effort of the cryogenic plant, many activities are in place leading toward a cool-down of the linacs prior to 2018. This is mostly due to using similar equipment used at CHLII for the 12 GeV upgrade at JLab and an aggressive schedule maintained by the MSU Conventional Facilities department. Reported here is an updated status of the cryogenic plant, including the equipment procurement status, plant layout, facility equipment and project schedule.

    An improvement in pulse generators is described by which there are produced pulses of a duration from about 1 to 10 microseconds with a truly flat top and extremely rapid rise and fall. The pulses are produced by triggering from a separate input or by modifying the current to operate as a free-running pulse generator. In its broad aspect, the disclosed pulse generator comprises a first tube with an anode capacitor and grid circuit which controls the firing; a second tube series connected in the cathode circuit of the first tube such that discharge of the first tube places a voltage across it as the leading edge of the desired pulse; and an integrator circuit from the plate across the grid of the second tube to control the discharge time of the second tube, determining the pulse length.

    A microwave generator is provided for generating microwaves substantially from virtual cathode oscillation. Electrons are emitted from a cathode and accelerated to an anode which is spaced apart from the cathode. The anode has an annular slit there through effective to form the virtual cathode. The anode is at least one range thickness relative to electrons reflecting from the virtual cathode. A magnet is provided to produce an optimum magnetic field having the field strength effective to form an annular beam from the emitted electrons in substantial alignment with the annular anode slit. The magnetic field, however, does permit the reflected electrons to axially diverge from the annular beam. The reflected electrons are absorbed by the anode in returning to the real cathode, such that substantially no reflexing electrons occur. The resulting microwaves are produced with a single dominant mode and are substantially monochromatic relative to conventional virtual cathode microwave generators. 6 figs.

    An improved magnetocumulative generator is described that is useful for producing magnetic fields of very high energy content over large spatial volumes. The polar directed pleated magnetocumulative generator has a housing providing a housing chamber with an electrically conducting surface. The chamber forms a coaxial system having a small radius portion and a large radius portion. When a magnetic field is injected into the chamber, from an external source, most of the magnetic flux associated therewith positions itself in the small radius portion. The propagation of an explosive detonation through high-explosive layers disposed adjacent to the housing causes a phased closure of the chamber which sweeps most of the magnetic flux into the large radius portion of the coaxial system. The energy content of the magnetic field is greatly increased by flux stretching as well as by flux compression. The energy enhanced magnetic field is utilized within the housing chamber itself.

    This software was developed to post real-time process status and building conditions to operators, system engineers, system managers, and all support personnel. Data input is via operator console, strategically located throughout the facility, or by electronic rounds tablet. The system requires a person to log in with a unique user id and password to edit data. Viewing system status does not require log in and can be done from any desktop location running FileMaker. Oncemore » logged into the system, all new records saved are stamped with date, time and user name, and a historical copy is created that can be brought up to review status. There is no limitation to the amount of records that can be saved in the historical databases. The system will flag all out of limit conditions on the screen and enter that record on a turnover summery page which displays only flagged items. System conditions are displayed on a plasma display which scrolls through the various system condition screens. The system also shows floor plans that reflect specific building radiological conditions which aides in pre job briefings to show all hazards to personnel entering specific locations. The input screen is displayed on a second standard computer monitor connected to the input PC. There are several popup screens that require user intervention to ensure that the user wants to edit the data, is editing the appropriate sytem, and if they want to continue to stay logged into the system. Each workstation is connected to a Uninterrupted Power Supply which will shut each system down safely in a power failure. The server is configured to print out current status upon notification from the UPS that power has failed. The system also has a video input card which is connected to a DVD/VCR which shows safety meetings, and images taken from a digital camera used to show specific locations/items for pre-job briefings.« less

    The ATLAS Positron Experiment (APEX) is designed to investigate narrow structures observed in the energy spectra of positions and positron-electron coincidences produced in collisions of high Z ions with high Z targets at Coulomb barrier energies. The apparatus consists of a large diameter uniform-field solenoid mounted transverse to the beam direction. Scattered heavy ions are detected in a gas-counter array. Electrons and positrons transversing the solenoid are detected in highly segmented silicon arrays surrounded by position sensitive NaI detectors for positron identification. The concept of APEX and the current status of the apparatus will be discussed.

    This invention is a magnetohydrodynamic device for generating a highly ionized ion-electron plasma at a region remote from electrodes and structural members, thus avoiding contamination of the plasma. The apparatus utilizes a closed, gas-filled, cylindrical housing in which an axially directed magnetic field is provided. At one end of the housing, a short cylindrical electrode is disposed coaxially around a short axial inner electrode. A radial electrical discharge is caused to occur between the inner and outer electrodes, creating a rotating hydromagnetic ionization wave that propagates aiong the magnetic field lines toward the opposite end of the housing.     The dielectric wall accelerator (DWA) system being developed at the Lawrence Livermore National Laboratory (LLNL) uses fast switched high voltage transmission lines to generate pulsed electric fields on the inside of a high gradient insulating (HGI) acceleration tube. High electric field gradients are achieved by the use of alternating insulators and conductors and short pulse times. The system is capable of accelerating any charge to mass ratio particle. Applications of high gradient proton and electron versions of this accelerator will be discussed. The status of the developmental new technologies that make the compact system possible will be reviewed. These include, high gradient vacuum insulators, solid dielectric materials, photoconductive switches and compact proton sources.

  15. GASIFICATION FOR DISTRIBUTED GENERATION

    evaluated through reactivity and product composition were carried out on thermogravimetric analysis (TGA) equipment. These tests were evaluated and then followed by bench-scale studies at 1123 K using an integrated bench-scale fluidized-bed gasifier (IBG) which can be operated in the semicontinuous batch mode. Products from tests were solid (ash), liquid (tar), and gas. Tar was separated on an open chromatographic column. Analysis of the gas product was carried out using on-line Fourier transform infrared spectroscopy (FT-IR). For selected tests, gas was collected periodically and analyzed using a refinery gas analyzer GC (gas chromatograph). The solid product was not extensively analyzed. This report is a part of a search into emerging gasification technologies that can provide power under 30 MW in a distributed generation setting. Larger-scale gasification has been used commercially for more than 50 years to produce clean synthesis gas for the refining, chemical, and power industries, and it is probable that scaled-down applications for use in remote areas will become viable. The appendix to this report contains a list, description, and sources of currently available gasification technologies that could be or are being commercially applied for distributed generation. This list was gathered from current sources and provides information about the supplier, the relative size range, and the status of the technology.

    A new heavy ion preinjector is presently under construction at Brookhaven National Laboratory. This preinjector uses an Electron Beam Ion Source (EBIS), and an WQ and IH Linac, both operating at 100.625 MHz, to produce 2 MeV/u ions of any species for use, after further acceleration, at the Relativistic Heavy Ion Collider, and the NASA Space Radiation Laboratory. Among the increased capabilities provided by this preinjector are the ability to produce ions of any species, and the ability to switch between multiple species in 1 second, to simultaneously meet the needs of both physics programs. Fabrication of all major components for this preinjector is in process, with testing of the EBIS and WQ starting this year. The status of this construction is presented.

  17. Status of the Magma Energy Project

    The current magma energy project is assessing the engineering feasibility of extracting thermal energy directly from crustal magma bodies. The estimated size of the US resource (50,000 to 500,000 quads) suggests a considerable potential impact on future power generation. In a previous seven-year study, we concluded that there are no insurmountable barriers that would invalidate the magma energy concept. Several concepts for drilling, energy extraction, and materials survivability were successfully demonstrated in Kilauea Iki lava lake, Hawaii. The present program is addressing the engineering design problems associated with accessing magma bodies and extracting thermal energy for power generation. The normal stages for development of a geothermal resource are being investigated: exploration, drilling and completions, production, and surface power plant design. Current status of the engineering program and future plans are described. 20 refs., 12 figs.

    The Muon Ionization Cooling Experiment (MICE) is an experiment currently under construction at the Rutherford Appleton Laboratory (RAL) in the UK. The aim of the experiment is to demonstrate the concept of ionization cooling for a beam of muons, crucial for the requirements of a Neutrino Factory and a Muon Collider. Muon cooling is achieved by measuring the reduction of the four dimensional transverse emittance for a beam of muons passing through low density absorbers and then accelerating the longitudinal component of the momentum using RF cavities. The absorbers are maintained in a focusing magnetic field to reduce the beta function of the beam and the RF cavities are kept inside coupling coils. The main goal of MICE is to measure a fractional drop in emittance, of order -10% for large emittance beams, with an accuracy of 1%(which imposes a requirement that the absolute emittance be measured with an accuracy of 0.1%). This paper will discuss the status of MICE, including the progress in commissioning the muon beam line at the ISIS accelerator at RAL, the construction of the different detector elements in MICE and the prospects for the future.

    The Status of Glueballs is presented considering that most popular candidates from among the isoscalars in the J{sup PC} = 0{sup ++}, 0{sup {minus}+} and 2{sup ++} channels. It is shown that in the 0{sup ++} channel the f{sub 0}(1720) which was discovered earlier (the S*{prime}(1720)) at BNL is highly likely the same state as the SLAC {theta}(1720) now that its spin has been found to be 0 instead of the 2 claimed for a long period. In the {sup ++} channel there is likely a complex of 2-3 states {zeta}/{eta}(1280), {lambda}/{eta}(1420) and {iota}/{eta}(1520) involving at least one extra isosclar. In the 2{sup ++}, the g{sub T}(2010), g{sub T}{prime}(2300) and g{sub T}{double_prime}(2340) {phi}{phi} states found in {pi}{sup {minus}} p {yields} {phi}{phi}n (OZI forbidden glueball filter channel) strikingly, approximately, completely break the OZI suppression and comprise within the errors all the {phi}{phi} cross-section. The only viable explanation of these states in the context of QCD is that they are produced by 1-3 primary 2{sup ++} glueballs. All alternate explanations in the past 15 years have failed.

    Free-piston Stirling power converters have the potential to meet the many future space power requirements for a wide variety of applications with less mass, better efficiency, and less total area (collector and radiator) than other power converter options. These benefits result in significant dollar savings over the projected mission lifetime. The National Aeronautics and Space Administration (NASA)---Lewis Research Center (LeRC), which has the responsibility to evaluate and develop power technologies that can satisfy anticipated future space mission power requirements, has been developing free-piston Stirling power converters and is bringing the Stirling technology to readiness. As the principal contractor to NASA-LeRC, Mechanical Technology Incorporated (MTI) is under contract to develop the necessary space Stirling technology but also demonstrate the readiness of the technology in two generations of full-scale power converters. The first generation Stirling power converter, the component test power converter (CTPC), initiated cold end testing at the end of 1991, with hot testing scheduled during 1992. This paper reviews test progress of the CTPC including the initial hot engine test results. Modifications incorporated into the CTPC from the earlier space power demonstrator engine are reviewed as well.

    The Federal Housing Finance Agency (FHFA) regulates Fannie Mae, Freddie Mac, and the 12 Federal Home Loan Banks (the government-sponsored enterprises - GSEs). On July 6, 2010, FHFA and the Office of the Comptroller of the Currency (OCC) concluded that Property Assessed Clean Energy (PACE) programs 'present significant safety and soundness concerns' to the housing finance industry. This statement came after a year of discussions with state and federal agencies in which PACE, a novel mechanism for financing energy efficiency and renewable energy improvements, has gone from receiving support from the White House, canonization as one of Scientific American's 'World Changing Ideas' and legislative adoption in 24 states to questionable relevance, at least in the residential sector. Whether PACE resumes its expansion as an innovative tool for financing energy efficiency and clean generation depends on outcomes in each of the three branches of government - discussions on a PACE pilot phase among federal agencies, litigation in federal court, and legislation in Congress - all highly uncertain. This policy brief addresses the practical impacts of these possible outcomes on existing and emerging PACE programs across the United States and potential paths forward.

    In the past the vertically integrated electric utility industry has not utilized Distributed Generation (DG) because it was viewed as competition to central station power production. Gas utilities have been heavily and aggressively involved in the promotion of gas fired DG because for them it is additional load that may also balance the winter load. With deregulation and restructuring of the electricity industry DG is now viewed in a different light. For those utilities that have sold their generation assets DG can be a new retail service to provide to their customers. For those who are still vertically integrated, DG can be an asset management tool at the distribution level. DG can be utilized to defer capital investments involving line and substation upgrades. Coupled to this new interest in DG technologies and their performance characteristics are the associated interests in implementation issues. These range from the codes and standards requirements and hardware for interfacing to the grid as well as C{sup 3}-I (command, control, communication--intelligence) issues. The latter involves dispatching on-grid or customer sited resources, monitoring their performance and tracking the economic transactions. Another important aspect is the impact of DG resources (size, number and location) on service area dynamic behavior (power quality, reliability, stability, etc.). EPRI has ongoing programs addressing all these aspects of DG and the distribution grid. Since fuel cells can be viewed as electrochemical engines, and as with thermomechanical engines, there doesn't have to be a best fuel cell. Each engine can serve many markets and some will be better suited than others in a specific market segment (e.g. spark ignition in cars and turbines in planes). This paper will address the status of developing fuel cell technologies and their application to various market areas within the context of Distributed Generation.

    A quantum random number generator (QRNG) and a photon generator for a QRNG are provided. The photon generator may be operated in a spontaneous mode below a lasing threshold to emit photons. Photons emitted from the photon generator may have at least one random characteristic, which may be monitored by the QRNG to generate a random number. In one embodiment, the photon generator may include a photon emitter and an amplifier coupled to the photon emitter. The amplifier may enable the photon generator to be used in the QRNG without introducing significant bias in the random number and may enable multiplexing of multiple random numbers. The amplifier may also desensitize the photon generator to fluctuations in power supplied thereto while operating in the spontaneous mode. In one embodiment, the photon emitter and amplifier may be a tapered diode amplifier.

    The United States Department of Energy has established policies for avoiding plutonium losses to the waste streams and minimizing the generation of wastes produced at its nuclear facilities. This policy is evidenced in DOE Order 5820.2, which states Technical and administrative controls shall be directed towards reducing the gross volume of TRU waste generated and the amount of radioactivity in such waste.'' To comply with the DOE directive, the Defense Transuranic Waste Program (DTWP) supports and provides funding for specific research and development tasks at the various DOE sites to reduce the generation of waste. This document has been prepared to give an overview of current and past Reduced Waste Generation task activities which are to be based on technical and cost/benefit factors. The document is updated annually, or as needed, to reflect the status of program direction. Reduced Waste Generation (RWG) tasks encompass a wide range of goals which are basically oriented toward (1) avoiding the generation of waste, (2) changing processes or operations to reduce waste, (3) converting TRU waste into LLW by sorting or decontamination, and (4) reducing volumes through operations such as incineration or compaction.

    When can regulators allow market pricing for wholesale power and still ensure competition in generation? In this article, an antitrust economist exhorts FERC to establish safe harbors based on market share. He comes to this conclusion based on the following basic tenets: (1) no firm or group of firms can possess substantial market power if industry demand for their product is highly elastic due to the availability of good substitutes, (2) the greater a competitor`s share of output in the competitive equilibrium, the greater its market power because its output share governs its share of benefits from output restriction, (3) a competitor`s market power grows as the supply of product offered by rivals becomes less price-restrictive, (4) owning resources not used in competitive equilibrium may enhance market power if those resources would become economical when market power was exercised, (5) the market power of a particular firm may vary over time as demand conditions vary, and (6) the smaller the difference between the price and the marginal cost at a particular resource, the greater the market power conferred on the owner, provided that the resource operates in the competitive equilibrium.

    This presentation describes how a new wholesale electricity market for energy imbalance ancillary services could be implemented and operated. Some conclusions of this presentation are: (1) Method for calculating additional reserve requirements due to wind and solar production; (2) EIM results in substantial reduction in reserves requirements and ramping demand; (3) Reduced participation reduces benefits for all but reduces the benefits to non-participants the most; (4) Full participation leads to maximum benefit across the Western Interconnection, up to 42% of total reserve requirement; and (5) Regional EIM implementations have smaller but substantial benefits.

    The status of LLNL Projects dealing with nuclear waste disposal in granitic rocks is reviewed. This review covers work done subsequent to the June 1979 Workshop on Thermomechanical Modeling for a Hardrock Waste Repository and is prepared for the July 1980 Workshop on Thermomechanical-Hydrochemical Modeling for a Hardrock Waste Repository. Topics reviewed include laboratory determination of thermal, mechanical, and transport properties of rocks at conditions simulating a deep geologic repository, and field testing at the Climax granitic stock at the USDOE Nevada Test Site.

  9. NRC Licensing Status Summary Report for NGNP

    The Next Generation Nuclear Plant (NGNP) Project, initiated at Idaho National Laboratory (INL) by the U.S. Department of Energy (DOE) pursuant to provisions of the Energy Policy Act of 2005, is based on research and development activities supported by the Department of Energy Generation IV Nuclear Energy Systems Initiative. The principal objective of the NGNP Project is to support commercialization of high temperature gas-cooled reactor (HTGR) technology. The HTGR is a helium-cooled and graphite moderated reactor that can operate at temperatures much higher than those of conventional light water reactor (LWR) technologies. The NGNP will be licensed for construction and operation by the Nuclear Regulatory Commission (NRC). However, not all elements of current regulations (and their related implementation guidance) can be applied to HTGR technology at this time. Certain policies established during past LWR licensing actions must be realigned to properly accommodate advanced HTGR technology. A strategy for licensing HTGR technology was developed and executed through the cooperative effort of DOE and the NRC through the NGNP Project. The purpose of this report is to provide a snapshot of the current status of the still evolving pre-license application regulatory framework relative to commercial HTGR technology deployment in the U.S. The following discussion focuses on (1) describing what has been accomplished by the NGNP Project up to the time of this report, and (2) providing observations and recommendations concerning actions that remain to be accomplished to enable the safe and timely licensing of a commercial HTGR facility in the U.S.

    Solar thermoelectric generators (STEGs) are solid state heat engines that generate electricity from concentrated sunlight. A novel detailed balance model for STEGs is provided and applied to both state-of-the-art and idealized materials. STEGs can produce electricity by using sunlight to heat one side of a thermoelectric generator. While concentrated sunlight can be used to achieve extremely high temperatures (and thus improved generator efficiency), the solar absorber also emits a significant amount of black body radiation. This emitted light is the dominant loss mechanism in these generators. In this invention, we propose a solution to this problem that eliminates virtually all of the emitted black body radiation. This enables solar thermoelectric generators to operate at higher efficiency and achieve said efficient with lower levels of optical concentration. The solution is suitable for both single and dual axis solar thermoelectric generators.
