    Demand for affordable, reliable, domestically sourced, and low-carbon electricity is on the rise. This growing demand is driven in part by evolving public policy priorities, especially reducing the health and environmental impacts of electricity service and expanding energy access to under-served customers. Consequently, variable renewable energy resources comprise an increasing share ofelectricity generation globally. At the same time, new opportunities for addressing the variability of renewables are being strengthened through advances in smart grids, communications, and technologies that enable dispatchable demand response and distributed generation to extend to the mass market. A key challenge of merging these opportunities is market design -- determining how to createincentives and compensate providers justly for attributes and performance that ensure a reliable and secure grid -- in a context that fully realizes the potential of a broad array of sources of flexibility in both the wholesale power and retail markets. This report reviews the suite of wholesale power market designs in use and under consideration to ensure adequacy, security, and flexibilityin a landscape of significant variable renewable energy. It also examines considerations needed to ensure that wholesale market designs are inclusive of emerging technologies, such as demand response, distributed generation, and storage.

    Variable generation such as wind and photovoltaic solar power has increased substantially in recent years. Variable generation has unique characteristics compared to the traditional technologies that supply energy in the wholesale electricity markets. These characteristics create unique challenges in planning and operating the power system, and they can also influence the performance and outcomes from electricity markets. This report focuses on two particular issues related to market design: revenue sufficiency for long-term reliability and incentivizing flexibility in short-term operations. The report provides an overview of current design and some designs that have been proposed by industry or researchers.

    In New York State, the default electricity pricing for large customers is Mandatory Hourly Pricing (MHP), which is charged based on zonal day-ahead market price for energy. With MHP, retail customers can adjust their building load to an economically optimal level according to hourly electricity prices. Yet, many customers seek alternative pricing options such as fixed rates through retail access for their electricity supply. Open Automated Demand Response (OpenADR) is an XML (eXtensible Markup Language) based information exchange model that communicates price and reliability information. It allows customers to evaluate hourly prices and provide demand response in an automated fashion to minimize electricity costs. This document shows how OpenADR can support MHP and facilitate price responsive demand for large commercial customers in New York City.

    Tampa Electric Company (TEC) is in the construction phase of its new Polk Power Station Unit No. 1. This unique project incorporates the use of Integrated Gasification Combined Cycle (IGCC) technology for electric power production. The project is being partially funded by the US Department of Energy (DOE), as part of the Clean Coal Technology Program. This will help to demonstrate this state-of-the-art technology, providing utilities with the ability to use a wide range of coals in an efficient, environmentally superior manner. During the summer of 1994, TEC began site development at the new Polk Power Station. Since that time, most of the Site work has been completed, and erection and installation of the power plant equipment is well underway. This is the first time that IGCC technology will be installed at a new unit at a greenfield site. This is a major endeavor for TEC in that Polk Unit No. 1 is a major addition to the existing generating capacity and it involves the demonstration of technology new to utility power generation. As a part of the Cooperative Agreement with the DOE, TEC will also be demonstrating the use of a new Hot Gas Clean-Up System which has a potential for greater IGCC efficiency.

    There is growing interest in policies, programs and tariffs that encourage customer loads to provide demand response (DR) to help discipline wholesale electricity markets. Proposals at the retail level range from eliminating fixed rate tariffs as the default service for some or all customer groups to reinstituting utility-sponsored load management programs with market-based inducements to curtail. Alternative rate designs include time-of-use (TOU), day-ahead real-time pricing (RTP), critical peak pricing, and even pricing usage at real-time market balancing prices. Some Independent System Operators (ISOs) have implemented their own DR programs whereby load curtailment capabilities are treated as a system resource and are paid an equivalent value. The resulting load reductions from these tariffs and programs provide a variety of benefits, including limiting the ability of suppliers to increase spot and long-term market-clearing prices above competitive levels (Neenan et al., 2002; Boren stein, 2002; Ruff, 2002). Unfortunately, there is little information in the public domain to characterize and quantify how customers actually respond to these alternative dynamic pricing schemes. A few empirical studies of large customer RTP response have shown modest results for most customers, with a few very price-responsive customers providing most of the aggregate response (Herriges et al., 1993; Schwarz et al., 2002). However, these studies examined response to voluntary, two-part RTP programs implemented by utilities in states without retail competition.1 Furthermore, the researchers had limited information on customer characteristics so they were unable to identify the drivers to price response. In the absence of a compelling characterization of why customers join RTP programs and how they respond to prices, many initiatives to modernize retail electricity rates seem to be stymied.

    This paper discusses challenges that relate to assessing and properly incentivizing the resources necessary to ensure a reliable electricity system with growing penetrations of variable generation (VG). The output of VG (primarily wind and solar generation) varies over time and cannot be predicted precisely. Therefore, the energy from VG is not always guaranteed to be available at times when it is most needed. This means that its contribution towards resource adequacy can be significantly less than the contribution from traditional resources. Variable renewable resources also have near-zero variable costs, and with production-based subsidies they may even have negative offer costs.more » Because variable costs drive the spot price of energy, this can lead to reduced prices, sales, and therefore revenue for all resources within the energy market. The characteristics of VG can also result in increased price volatility as well as the need for more flexibility in the resource fleet in order to maintain system reliability. Furthermore, we explore both traditional and evolving electricity market designs in the United States that aim to ensure resource adequacy and sufficient revenues to recover costs when those resources are needed for long-term reliability. We also investigate how reliability needs may be evolving and discuss how VG may affect future electricity market designs.« less

    This project examined the impact of renewable energy sources, which have zero incremental energy costs, on the sustainability of conventional generation. This “missing money” problem refers to market outcomes in which infra-marginal energy revenues in excess of operations and maintenance (O&M) costs are systematically lower than the amortized costs of new entry for a marginal generator. The problem is caused by two related factors: (1) conventional generation is dispatched less, and (2) the price that conventional generation receives for its energy is lower. This lower revenue stream may not be sufficient to cover both the variable and fixed costs of conventional generation. In fact, this study showed that higher wind penetrations in the Electric Reliability Council of Texas (ERCOT) system could cause many conventional generators to become uneconomic.

This will be the first unit at a new site and will use Integrated Gasification Combined Cycle (IGCC) technology for power generation. The unit will utilize oxygen-blown entrained-flow coal gasification, along with combined cycle technology, to provide nominal net 26OMW of generation. As part of the environmental features of this process, the sulfur species in the coal will be recovered as a commercial grade sulfuric acid by-product. The sulfur will be removed from the synthesis gas utilizing a cold gas clean-up system (CGCU).

    Over the last ten years, Tampa Electric Company (TEC) has taken the Polk Power Station from a concept to a reality. The Tampa Electric Company Polk Power Station is a nominal 250 MW (net) Integrated Gasification Combined Cycle (IGCC) power plant located to the southeast of Tampa, Florida in Polk County, Florida. This project is being partially funded under the Department of Energy Clean Coal Technology Program pursuant to a Round III award. The Polk Power Station achieved first fire of the gasification system on schedule in mid-July, 1996. It was placed in commercial operation on September 30, 1996. Since start-up in July, 1996, significant advances have occurred in the design and operation of the entire IGCC train. This presentation will feature an up-to-the-minute update of actual performance parameters achieved by the Polk Power Station. These parameters include overall capacity, heat rate, and availability. Several different coal feedstocks have been tested and the resulting performance will be compared to that achieved on the base coal. This paper also provides an update of the general operating experiences and shutdown causes of the gasification facility. Finally, the future plans for improving the reliability and efficiency of the Unit will be addressed, as well as plans for future additional alternate fuel test burns.

In this program, PSE&G offers longterm contracts with standard terms and conditions to project sponsors, either customers or third-party energy service companies (ESCOs), on a first-come, first-serve basis to fill a resource block. The design includes posted, time-differentiated prices which are paid for energy savings that will be verified over the contract term (5, 10, or 15 years) based on a statewide measurement and verification (M&V) protocol. The design of the Standard Offer differs significantly from DSM bidding programs in several respects. The eligibility requirements and posted prices allow ESCOs and other energy service providers to market and develop projects among customers with few constraints on acceptable end use efficiency technologies. In contrast, in DSM bidding, ESCOs typically submit bids without final commitments from customers and the utility selects a limited number of winning bidders who often agree to deliver a pre-specified mix of savings from various end uses in targeted markets. The major objectives of the LBNL evaluation were to assess market response and customer satisfaction; analyze program costs and cost-effectiveness; review and evaluate the utility`s administration and delivery of the program; examine the role of PSE&G`s energy services subsidiary (PSCRC) in the program and the effect of its involvement on the development of the energy services industry in New Jersey; and discuss the potential applicability of the Standard Offer concept given current trends in the electricity industry (i.e., increasing competition and the prospect of industry restructuring).

    The Tampa Electric Company Polk Power Station is a nominal 250 MW (net) Integrated Gasification Combined Cycle (IGCC) power plant located to the southeast of Tampa, Florida in Polk County, Florida. This project is being partially funded under the Department of Energy`s Clean Coal Technology Program pursuant to a Round II award. The Polk Power Station uses oxygen-blown, entrained-flow IGCC technology licensed from Texaco Development Corporation to demonstrate significant reductions of SO{sub 2} and NO{sub x} emissions when compared to existing and future conventional coal-fired power plants. In addition, this project demonstrates the technical feasibility of commercial scale IGCC and Hot Gas Clean Up (HGCU) technology. The Polk Power Station achieved ``first fire`` of the gasification system on schedule in mid-July, 1996. Since that time, significant advances have occurred in the operation of the entire IGCC train. This paper addresses the operating experiences which occurred in the start-up and shakedown phase of the plant. Also, with the plant being declared in commercial operation as of September 30, 1996, the paper discusses the challenges encountered in the early phases of commercial operation. Finally, the future plans for improving the reliability and efficiency of the Unit in the first quarter of 1997 and beyond, as well as plans for future alternate fuel test burns, are detailed. The presentation features an up-to-the-minute update on actual performance parameters achieved by the Polk Power Station. These parameters include overall Unit capacity, heat rate, and availability. In addition, the current status of the start-up activities for the HGCU portion of the plant is discussed.

    As the title indicates, the purpose of this paper is to relate how and why Tampa Electric Company decided to select the Integrated Gasification Combined Cycle (IGCC) for their next capacity addition at Polk Power Station, Polk Unit No. 1. For a complete understanding of this process, it is necessary to review the history related to the initial formulation of the IGCC concept as it was proposed to the Department of Energy (DOE) Clean Coal Initiative Round Three. Further, it is important to understand the relationship between Tampa Electric Company and TECO Pay Services Corporation (TPS). TECO Energy, Inc. is an energy related holding company with headquarters in Tampa, Florida. Tampa Electric Company is the principal, wholly-owned subsidiary of TECO Energy, Inc. Tampa Electric Company is an investor-owned electric utility with about 3200 MW of generation capacity of which 97% is coal fired. Tampa Electric Company serves about 2,000 square miles and approximately 470,000 customers, in west central Florida, primarily in and around Hillsborough County and Tampa, Florida. Tampa Electric Company generating units consist of coal fired units ranging in size from a 110 MW coal fired cyclone unit installed in 1957 to a 450 MW pulverized coal unit with wet limestone flue gas desulfurization installed in 1985. In addition, Tampa Electric Company has six (6) No. 6 oil fired steam units totaling approximately 220 MW. Five (5) of these units, located at the Hookers Point Station, were installed in the late 1940's and early 1950's. Tampa Electric also has about 150 MW of No. 2 oil fired start-up and peaking combustion turbines. The company also owns a 1966 vintage 12 MW natural gas fired steam plant (Dinner Lake) and two nO. 6 oil fired diesel units with heat recovery equipment built in 1983 (Phillips Plant).

    The author believes that wholesale markets in the United States would have a greater likelihood of ultimately benefiting consumers if the Federal Energy Regulatory Commission did not have the mandate under the Federal Power Act (FPA) to ensure that wholesale prices are ''just and reasonable.'' However, he continues to believe that the FERC cannot avoid having an ex post criteria for asssessing whether market prices are just and reasonable. Moreover, changes in the design and regulatory oversight of U.S. wholesale electricity markets in recent years, including the recent Supreme Court decision, have caused him to believe even more strongly in the guardrails-for-market-outcomes approach. Finally, several questions are addressed which relate to the pricing of fixed-price, long-term contracts and the impact of these obligations on the behavior of suppliers in short-term wholesale markets that are directly relevant to answering the two major questions that the Supreme Court remanded to FERC in its recent decision.

    The basic concepts of public utility status and utility regulation intertwine the obligation to provide service to the public as reasonably demanded with rate regulation and shielding from competitive interference. While a common law service obligation was not part of the Federal Power Act, the Federal Energy Regulatory Commission has taken the position that service, once commenced, may not be terminated without its approval. This view of Commission authority may not be supported by the legislative history of the Federal Power Act or by judicial precedent. The requirement to serve apart from recognition of a right to serve may result in increased rates in the near term and insufficient capacity, or both, in the long run. A review by the Commission and the courts is examining ways to introduce competition and shift risks from ratepayers to shareholders.

    This report satisfies the requirements of Cooperative Agreement DE-FC21-91MC27363, novated as of March 5, 1992, to provide an annual update report on the year`s activities associated with Tampa Electric Company`s 250 MW IGCC demonstration project for the year 1993. Tampa Electric Company`s Polk Power Station Unit 1 (PPS-1) Integrated Gasification Combined Cycle (IGCC) demonstration project will use a Texaco pressurized, oxygen-blown, entrained-flow coal gasifier to convert approximately 2,000 tons per day of coal (dry basis) coupled with a combined cycle power block to produce a net 250 MW electrical power output. Approximately 50% of the raw, hot syngas is cooled to 900 F and passed through a moving bed of zinc-based sorbent which removes sulfur containing compounds from the syngas. The remaining portion of the raw, hot syngas is cooled to 400 F for conventional acid gas removal. Sulfur-bearing compounds from both cleanup systems are sent to a conventional sulfuric acid plant to produce a marketable, high-purity sulfuric acid by-product. The cleaned medium-BTU syngas from these processes is routed to the combined cycle power generation system where it is mixed with air and burned in the combustion section of the combustion turbine. Heat is extracted from the expanded exhaust gases in a heat recovery steam generator (HRSG) to produce steam at three pressure levels for use throughout the integrated process. A highly modular, microprocessor-based distributed control system (DCS) is being developed to provide continuous and sequential control for most of the equipment on PPS-1.

    Tampa Electric Company`s Polk Power Station Unit 1 (PPS-1) Integrated Gasification Combined Cycle (IGCC) demonstration project uses a Texaco pressurized, oxygen-blown, entrained-flow coal gasifier to convert approximately 2,000 tons per day of coal to syngas. The gasification plant is coupled with a combined cycle power block to produce a net 250 MW electrical power output. Coal is slurried in water, combined with 95% pure oxygen from an air separation unit, and sent to the gasifier to produce a high temperature, high pressure, medium-Btu syngas with a heat content of about 250 BTUs/cf (HHV). The syngas then flows through a high temperature heat recovery unit which cools the syngas prior to its entering the cleanup systems. Molten coal ash flows from the bottom of the high temperature heat recovery unit into a water-filled quench chamber where it solidifies into a marketable slag by-product. Approximately 10% of the raw, hot syngas at 900 F is designed to pass through an intermittently moving bed of metal-oxide sorbent which removes sulfur-bearing compounds from the syngas. PPS-1 will be the first unit in the world to demonstrate this advanced metal oxide hot gas desulfurization technology on a commercial unit. The emphasis during 1996 centered around start-up activities.

Start-up will accept responsibility of the plant until turnover to operations. The major focus continues to be on the production of first Syngas, scheduled for July 17. All construction, engineering, and start-up activities are in support of Syngas production. Key activities toward this goal include final checkout and startup of remaining gasification systems, completion of punch list items required for first syngas, finalization of operating procedures, preparation of site and area access control plans, site- wide safety training, and other Process Safety management (PSM) requirements.

    Since the beginning of operation of the electricity Pool in England and Wales in 1990, the energy and capacity components of Pool prices have only to a limited extent reflected changes in supply and demand in the wholesale market. To a greater extent, they have resulted from the specific bidding tactics adopted by dominant generators. These bidding tactics have, in turn, been influenced by the companies` contractual positions (with regard to fuel purchases and electricity sales), their relationship with the regulator, and their longer term strategic objectives. In recent years greater attention has focused on Uplift, the third component of Pool prices. Uplift represents the difference between the Pool Purchase Price (the price received by generators), and the Pool Selling Price (the price paid by suppliers). The costs of Uplift (against which most suppliers are unhedged) have increased considerably since the early years of operation of the Pool, and Uplift revenues have become an important source of profits for the major generators. In this paper the author describes the development of the three key price components in the electricity Pool in England and Wales since its establishment in 1990 and explain the reasons behind the principal price movements. The author focuses on Uplift and discusses the way in which increases in the level of Uplift have led to pressures for greater unbundling of the various Uplift components. This unbundling has been associated with moves to increase the extent to which various Pool services which contribute to Uplift are exposed to competition. The author concludes the paper with a discussion of the messages that emerge for the electricity market as a whole from England and Wales experiences with Uplift.

    Tucson Electric Power Company (TEP) has applied to the U.S. Department of Energy (DOE) for a Presidential Permit to construct and operate a double-circuit, 345,000-volt (345-kV) electric transmission line across the United States border with Mexico. Under Executive Order (EO) 10485 of September 3, 1953, as amended by EO 12038 of February 3, 1978, a Presidential Permit is required to construct, connect, operate, or maintain facilities at the U.S. international border for the transmission of electric energy between the United States and a foreign country. DOE has determined that the issuance of a Presidential Permit to TEP for the proposed project would constitute a major Federal action that may have a significant impact on the environment within the meaning of the ''National Environmental Policy Act of 1969'' (NEPA) 42 United States Code (U.S.C.) {section}4321 et seq. For this reason, DOE has prepared this Draft Environmental Impact Statement (EIS) to evaluate potential environmental impacts from the proposed Federal action (granting a Presidential Permit for the proposed transmission facilities) and reasonable alternatives, including the No Action Alternative. This EIS was prepared in accordance with Section 102(2)(c) of NEPA, Council of Environmental Quality (CEQ) regulations (40 Code of Federal Regulations [CFR] 1500-1508), and DOE NEPA Implementing Procedures (10 CFR 1021). DOE is the lead Federal Agency, as defined by 40 CFR 1501.5. The U.S. Department of Agriculture Forest Service (USFS), the Bureau of Land Management (BLM) of the U.S. Department of the Interior, and the U.S. Section of the International Boundary and Water Commission, U.S. and Mexico (USIBWC), are cooperating agencies. Each of these organizations will use the EIS for its own NEPA purposes, as described in the Federal Agencies' Purpose and Need and Authorizing Actions section of this summary.     In 1975, the General Electric Company (GE) published a Nuclear Reactor Study, also referred to as ''the Reed Report,'' an internal product-improvement study. GE considered the document ''proprietary'' and thus, under the regulations of the Nuclear Regulatory Commission (NRC), exempt from mandatory public disclosure. Nonetheless, members of the NRC staff reviewed the document in 1976 and determined that it did not raise any significant new safety issues. The staff also reached the same conclusion in subsequent reviews. However, in response to recent inquiries about the report, the staff reevaluated the Reed Report from a 1987 perspective. This re-evaluation, documented in this staff report, concluded that: (1) there are no issues raised in the Reed Report that support a need to curtail the operation of any GE boiling water reactor (BWR); (2) there are no new safety issues raised in the Reed Report of which the staff was unaware; and (3) although certain issues addressed by the Reed Report are still being studied by the NRC and the industry, there is no basis for suspending licensing and operation of GE BWR plants while these issues are being resolved.

    The recent FERC Notice of Public Rulemaking regarding the payment to demand-side resources in wholesale markets has engendered a great deal of comments including FERC's obligation to ensure just and reasonable rates in the wholesale market and criteria for what FERC should do (on grounds of economic efficiency) without any real focus on what that commitment would really mean if FERC actually pursued it.     The paper presents a synthesis of the main results of the research program promoted by ENEL (Italian Electric Company) on herbaceous energy crops. The objective of the program is to evaluate the potentials of different species and cultivars for biomass fuel production in Italy. For the most promising species, all the links of the chain from cultivation to delivery at the plant gate at the lowest possible cost have to be organized. So far the following species gave annual productivities above 20 dry tons/ha: fiber sorghum (Sorghum sp.); miscanthus (Miscanthus sinensis); and giant reed (Arundo donax). The highest biomass yields, well above 40 dry tons/ha in several trials, were given by giant reed.

    In this paper, an agent-based modeling and simulation (ABMS) approach is used to model the German wholesale electricity market. The spot market prices in the European Energy Exchange (EEX) are studied as the wholesale market prices. Each participant in the market is modeled as an individual rationality-bounded agent whose objective is to maximize its own profit. By simulating the market clearing process, the interaction among agents is captured. The market clearing price formed by agentspsila production cost bidding is regarded as the reference marginal cost. The gap between the marginal cost and the real market price is measured as an indicator of possible market power exertion. Various bidding strategies such as physical withholding and economic withholding can be simulated to represent strategic bidding behaviors of the market participants. The preliminary simulation results show that some generation companies (GenCos) are in the position of exerting market power by strategic bidding.

    As part of the Tampa Electric Polk Power Unit No. 1, a Texaco pressurized, oxygen-blown entrained-flow coal gasifier will convert approximately 2300 tons per day of coal (dry basis) into a medium-BTU fuel gas with a heat content of about 250 BTU/scf (LHV). Syngas produced in the gasifier flows through a high-temperature heat recovery unit which cools the gases prior to entering two parallel clean-up areas. A portion (up to 50%) of the hot syngas is cooled to 1000{degrees}F and passed through a moving bed of zinc titanate sorbent which removed sulfur containing components of the fuel gas. The project will be the first in the world to demonstrate this advanced metal oxide hot gas desulfurization technology at a commercial scale. The remaining portion of the syngas is cooled to 400{degrees}F for conventional acid gas removal. This portion of the plant is capable of processing between 50% and 100% of the dirty syngas. The cleaned low-BTU syngas is then routed to the combined cycle power generation system where it is mixed with air and burned in the gas turbine combustor. Heat is extracted from the expanded exhaust gases by a heat recovery steam generator to produce high pressure steam. This steam, along with the steam generated in the gasification process, drives a steam turbine to generate an additional 132MW of power. Internal process power consumption is approximately 62MW, and includes power for coal grinding, air separation, and feed pumps. Net output from the IGCC demonstration plant will be 260MW.

The project would be located in Dona Ana county in southern New Mexico, approximately five miles west of El Paso, Texas.     The Wholesale Power Rate Development Study (WPRDS) calculates BPA proposed rates based on information either developed in the WPRDS or supplied by the other studies that comprise the BPA rate proposal. All of these studies, and accompanying documentation, provide the details of computations and assumptions. In general, information about loads and resources is provided by the Load Resource Study (LRS), WP-07-E-BPA-01, and the LRS Documentation, WP-07-E-BPA-01A. Revenue requirements information, as well as the Planned Net Revenues for Risk (PNNR), is provided in the Revenue Requirement Study, WP-07-E-BPA-02, and its accompanying Revenue Requirement Study Documentation, WP-07-E-BPA-02A and WP-07-E-BPA-02B. The Market Price Forecast Study (MPFS), WP-07-E-BPA-03, and the MPFS Documentation, WP-07-E-BPA-03A, provide the WPRDS with information regarding seasonal and diurnal differentiation of energy rates, as well information regarding monthly market prices for Demand Rates.     In March 2005, the Midwest Independent System Operator (MISO) will begin operating the first-ever wholesale market for electricity in the central and upper Midwestern portion of the United States. Region-wide, centralized, security-constrained, bid-based dispatch will replace the current system of decentralized dispatch by individual utilities and control areas. This report focuses on how the operation of generators may change under centralized dispatch. We analyze a stylized example of these changes by comparing a base case dispatch based on a ''snapshot'' taken from MISO's state estimator for an actual, historical dispatch (4 p.m., July 7, 2003) to a hypothetical, centralized dispatch that seeks to minimize the total system cost of production, using estimated cost data collected by the EIA. Based on these changes in dispatch, we calculate locational marginal prices, which in turn reveals the location of congestion within MISO's footprint, as well as the distribution of congestion revenues. We also consider two sensitivity scenarios that examine (1) the effect of changes in MISO membership (2003 vs. 2004 membership lists), and (2) different load and electrical data, based on a snapshot from a different date and time (1 p.m., Feb. 18, 2004). Although our analysis offers important insights into how the MISO market could operate when it opens, we do not address the question of the total benefits or costs of creating a wholesale market in the Midwest.

    The RiskMod Model is comprised of a set of risk simulation models, collectively referred to as RiskSim; a set of computer programs that manages data referred to as Data Management Procedures; and RevSim, a model that calculates net revenues. RiskMod interacts with the AURORA Model, the RAM2007, and the ToolKit Model during the process of performing the Risk Analysis Study. AURORA is the computer model being used to perform the Market Price Forecast Study (see Market Price Forecast Study, WP-07-E-BPA-03); the RAM2007 is the computer model being used to calculate rates (see Wholesale Power Rate Development Study, WP-07-E-BPA-05); and the ToolKit is the computer model being used to develop the risk mitigation package that achieves BPA's 92.6 percent TPP standard (see Section 3 in the Risk Analysis Study, WP-07-E-BPA-04). Variations in monthly loads, resources, natural gas prices, forward market electricity prices, transmission expenses, and aluminum smelter benefit payments are simulated in RiskSim. Monthly spot market electricity prices for the simulated loads, resources, and natural gas prices are estimated by the AURORA Model. Data Management Procedures facilitate the format and movement of data that flow to and/or from RiskSim, AURORA, and RevSim. RevSim estimates net revenues using risk data from RiskSim, spot market electricity prices from AURORA, loads and resources data from the Load Resource Study, WP-07-E-BPA-01, various revenues from the Revenue Forecast component of the Wholesale Power Rate Development Study, WP-07-E-BPA-05, and rates and expenses from the RAM2007. Annual average surplus energy revenues, purchased power expenses, and section 4(h)(10)(C) credits calculated by RevSim are used in the Revenue Forecast and the RAM2007. Heavy Load Hour (HLH) and Light Load Hour (LLH) surplus and deficit energy values from RevSim are used in the Transmission Expense Risk Model. Net revenues estimated for each simulation by RevSim are input into the ToolKit Model

AURORA is the computer model being used to perform the Market Price Forecast Study (see Market Price Forecast Study, WP-07-FS-BPA-03); the RAM2007 is the computer model being used to calculate rates (see Wholesale Power Rate Development Study, WP-07-FS-BPA-05); and the ToolKit is the computer model being used to develop the risk mitigation package that achieves BPA's 92.6 percent TPP standard (see Section 3 in the Risk Analysis Study, WP-07-FS-BPA-04). Variations in monthly loads, resources, natural gas prices, forward market electricity prices, transmission expenses, and aluminum smelter benefit payments are simulated in RiskSim. Monthly spot market electricity prices for the simulated loads, resources, and natural gas prices are estimated by the AURORA Model. Data Management Procedures facilitate the format and movement of data that flow to and/or from RiskSim, AURORA, and RevSim. RevSim estimates net revenues using risk data from RiskSim, spot market electricity prices from AURORA, loads and resources data from the Load Resource Study, WP-07-FS-BPA-01, various revenues from the Revenue Forecast component of the Wholesale Power Rate Development Study, WP-07-FSBPA-05, and rates and expenses from the RAM2007. Annual average surplus energy revenues, purchased power expenses, and section 4(h)(10)(C) credits calculated by RevSim are used in the Revenue Forecast and the RAM2007. Heavy Load Hour (HLH) and Light Load Hour (LLH) surplus and deficit energy values from RevSim are used in the Transmission Expense Risk Model.     This Draft Environmental Impact Statement (DEIS) was prepared by the US Department of Energy (US DOE). The proposed action is the issuance of Presidential Permit PP-89 by DOE to Bangor Hydro-Electric Company to construct and operate a new international transmission line interconnection to New Brunswick, Canada that would consist of an 83.8 mile (US portion), 345-kilovolt (kV) alternating current transmission line from the US-Canadian border at Baileyville, Maine to an existing substation at Orrington, Maine. The principal environmental impacts of the construction and operation of the transmission line would be incremental in nature and would include the conversion of forested uplands (mostly commercial timberlands) and wetlands to right-of-way (small trees, shrubs, and herbaceous vegetation). The proposed line would also result in localized minor to moderate visual impacts and would contribute a minor incremental increase in the exposure of some individuals to electromagnetic fields. This DEIS documents the purpose and need for the proposed action, describes the proposed action and alternatives considered and provides a comparison of the proposed and alternatives routes, and provides detailed information on analyses of the environmental consequences of the proposed action and alternatives, as well as mitigative measures to minimize impacts.
