    To date, most resources for ion beam fusion have been devoted to development of accelerators and target physics; relatively few resources have gone into ion beam transport development. Because of theoretical studies and substantial experience with electron beam transport, the ion beam transport community is now poised to develop and optimize ion beam transport for ICF. Because of this Tri-Lab effort, a path for coordinated development of ion beam transport has been established. The rate of progress along this path will now be determined largely by the availability of resources.

    Disclosed herein are aluminide coatings. In one embodiment coatings are used as a barrier coating to protect a metal substrate, such as a steel or a superalloy, from various chemical environments, including oxidizing, reducing and/or sulfidizing conditions. In addition, the disclosed coatings can be used, for example, to prevent the substantial diffusion of various elements, such as chromium, at elevated service temperatures. Related methods for preparing protective coatings on metal substrates are also described.

    Harmonic lasing is normally suppressed because of lasing at the fundamental wavelength. It can, however, be achieved by using any of several methods that suppress fundamental lasing. In this paper we discuss two methods used at Jefferson Lab. The first is to use the characteristics of dielectric coatings to allow harmonic lasing at cavity lengths longer than the synchronous length for the fundamental. The second is to use a dielectric coating that has little reflectivity at the fundamental. This allows us to directly compare fundamental and harmonic lasing with the same optical resonator and electron beam. We present measurement carried out at Jefferson Lab using the IR Upgrade FEL operating at 0.53, 0.94, 1.04, 1.6, and 2.8 microns in which both schemes are used to produce lasing at both the 3rd and 5th harmonic of the fundamental.

    The NSF has chosen the site for the Deep Underground Science and Engineering Laboratory (DUSEL) to be in Lead, South Dakota. In fact, the state of South Dakota has already stepped up to the plate and contributed its own funding for the proposed lab, see http://www.sanfordlaboratoryathomestake.org/index.html. The final decision by NSF for funding the Initial Suite of Experiments for DUSEL will be made early in 2009. At that time the NSF Science Board must make a decision. Of order 200 experimentalists have already expressed an interest in performing experiments at DUSEL. In order to assess the interest of the theoretical community, the Center for Cosmology and Astro-Particle Physics (CCAPP) at The Ohio State University (OSU) organized a 3-day DUSEL Theory Workshop in Columbus, Ohio from April 4 - 6, 2008. The workshop focused on the scientific case for six proposed experiments for DUSEL: long baseline neutrino oscillations, proton decay, dark matter, astrophysical neutrinos, neutrinoless double beta decay and N-Nbar oscillations. The outcome of this workshop is the DUSEL Theory White paper addressing the scientific case at a level which may be useful in the decision making process for policy makers at the NSF and in the U.S. Congress.     It is concluded that although the white epoxy Paint Sample E is suitable for coating waste drums, the additional pretreated costs of grit blasting prior to paint application would preclude adoption of that paint system. The specified 10.0-mil coating thickness of that coating would also incur higher costs. The Vorac epoxy-phenolic base paint (buff or yellow) was the only other paint that exhibited suitable corrosion and impact resistance required for coating the waste drums. In addition, that paint does not require a grit-blasted substrate or other costly pretreatment prior to coating.

    The Idaho National Laboratory (INL) deactivated several aging nuclear fuel storage basins. Planners for this effort were greatly concerned that radioactive contamination present on the basin walls could become airborne as the sides of the basins became exposed during deactivation and allowed to dry after water removal. One way to control this airborne contamination was to fix the contamination in place while the pool walls were still submerged. There are many underwater coatings available on the market for marine, naval and other applications. A series of tests were run to determine whether the candidate underwater fixatives were easily applied and adhered well to the substrates (pool wall materials) found in INL fuel pools. Lab-scale experiments were conducted by applying fourteen different commercial underwater coatings to four substrate materials representative of the storage basin construction materials, and evaluating their performance. The coupons included bare concrete, epoxy painted concrete, epoxy painted carbon steel, and stainless steel. The evaluation criteria included ease of application, adherence to the four surfaces of interest, no change on water clarity or chemistry, non-hazardous in final applied form and be proven in underwater applications. A proprietary two-part, underwater epoxy owned by S. G. Pinney and Associates was selected from the underwater coatings tested for application to all four pools. Divers scrubbed loose contamination off the basin walls and floors using a ship hull scrubber and vacuumed up the sludge. The divers then applied the coating using a special powered roller with two separate heated hoses that allowed the epoxy to mix at the roller surface was used to eliminate pot time concerns. The walls were successfully coated and water was removed from the pools with no detectable airborne contamination releases.

    This report summarizes our recent works of ab initio density functional theory (DFT) method and molecular dynamics (MD) simulation on the interfaces between niobium substrate and coatings at atomic level. Potential oxidation barrier bond coat, Nb?AlC and high entropy alloys, and top coat candidates were synthesized, characterized, and evaluated in our labs. The simulation methods, experimental validation techniques, achievements already reached, students and postdoc training, and future improvement are briefly introduced.

    The development of advanced thermal barrier coatings (TBCs) of yttria stabilized zirconia (YSZ) that exhibit lower thermal conductivity through better control of electron beam - physical vapor deposition (EB-PVD) processing is of prime interest to both the aerospace and power industries. This report summarizes the work performed under a two-year Lab-Directed Research and Development (LDRD) project (38664) to produce lower thermal conductivity, graded-layer thermal barrier coatings for turbine blades in an effort to increase the efficiency of high temperature gas turbines. This project was sponsored by the Nuclear Fuel Cycle Investment Area. Therefore, particular importance was given to the processing of the large blades required for industrial gas turbines proposed for use in the Brayton cycle of nuclear plants powered by high temperature gas-cooled reactors (HTGRs). During this modest (~1 full-time equivalent (FTE)) project, the processing technology was developed to create graded TBCs by coupling ion beam-assisted deposition (IBAD) with substrate pivoting in the alumina-YSZ system. The Electron Beam - 1200 kW (EB-1200) PVD system was used to deposit a variety of TBC coatings with micron layered microstructures and reduced thermal conductivity below 1.5 W/m.K. The use of IBAD produced fully stoichiometric coatings at a reduced substrate temperature of 600 oC and a reduced oxygen background pressure of 0.1 Pa. IBAD was also used to successfully demonstrate the transitioning of amorphous PVD-deposited alumina to the -phase alumina required as an oxygen diffusion barrier and for good adhesion to the substrate Ni2Al3 bondcoat. This process replaces the time consuming thermally grown oxide formation required before the YSZ deposition. In addition to the process technology, Direct Simulation Monte Carlo plume modeling and spectroscopic characterization of the PVD plumes were performed. The project consisted of five tasks. These included the production of layered periodic microstructures in the coating, the Direct Simulation Monte Carlo (DSMC) modeling of particle transport in the PVD plume, functional graded layer development, the deposition of all layers to form a complete coating, and materials characterization including thermal testing. Ion beam-assisted deposition, beam sharing through advanced digital rastering, substrate pivoting, hearth calorimetry, infrared imaging, fiber optic-enabled optical emission spectroscopy and careful thermal management were used to achieve all the milestones outlined in the FY02 LDRD proposal.

    A method is presented to improve the tool life and cutting performance of 300 {micro}m diameter tungsten carbide (WC) micro end mills by applying thin (<300 nm) fine-grained diamond (FGD) and nanocrystalline diamond (NCD) coatings using the hot-filament chemical vapor deposition (HF-CVD) process. The performance of the diamond-coated tools has been evaluated by comparing their performance in dry slot milling of 6061-T6 aluminum against uncoated WC micro end mills. Tool wear, coating integrity, and chip morphology were characterized using SEM and white light interferometry. The initial test results show a dramatic improvement in the tool integrity (i.e., corners not breaking off), a lower wear rate, no observable adhesion of aluminum to the diamond-coated tool, and a significant reduction in the cutting forces (>50%). Reduction of the cutting forces is attributed to the low friction and adhesion of the diamond coating. However, approximately 80% of the tools coated with the larger FGD coatings failed during testing due to delamination. Additional machining benefits were attained for the NCD films, which was obtained by using a higher nucleation density seeding process for diamond growth. This process allowed for thinner, smaller grained diamond coatings to be deposited on the micro end mills, and enabled continued operation of the tool even after the integrity of the diamond coating had been compromised. As opposed to the FGD-coated end mills, only 40% of the NCD-tools experienced delamination issues.

    We present a method for counting white blood cells that is uniquely compatible with centrifugation based microfluidics. Blood is deposited on top of one or more layers of density media within a microfluidic disk. Spinning the disk causes the cell populations within whole blood to settle through the media, reaching an equilibrium based on the density of each cell type. Separation and fluorescence measurement of cell types stained with a DNA dye is demonstrated using this technique. The integrated signal from bands of fluorescent microspheres is shown to be proportional to their initial concentration in suspension. Among the current generation of medical diagnostics are devices based on the principle of centrifuging a CD sized disk functionalized with microfluidics. These portable 'lab on a disk' devices are capable of conducting multiple assays directly from a blood sample, embodied by platforms developed by Gyros, Samsung, and Abaxis. [1,2] However, no centrifugal platform to date includes a differential white blood cell count, which is an important metric complimentary to diagnostic assays. Measuring the differential white blood cell count (the relative fraction of granulocytes, lymphocytes, and monocytes) is a standard medical diagnostic technique useful for identifying sepsis, leukemia, AIDS, radiation exposure, and a host of other conditions that affect the immune system. Several methods exist for measuring the relative white blood cell count including flow cytometry, electrical impedance, and visual identification from a stained drop of blood under a microscope. However, none of these methods is easily incorporated into a centrifugal microfluidic diagnostic platform.

    Disclosed is a flow coating apparatus, comprising a slot that can dispense a coating material in an approximately uniform manner along a distribution blade that increases uniformity by means of surface tension and transfers the uniform flow of coating material onto an inclined substrate such as for example glass, solar panels, windows or part of an electronic display. Also disclosed is a method of flow coating a substrate using the apparatus such that the substrate is positioned correctly relative to the distribution blade, a pre-wetting step is completed where both the blade and substrate are completed wetted with a pre-wet solution prior to dispensing of the coating material onto the distribution blade from the slot and hence onto the substrate. Thereafter the substrate is removed from the distribution blade and allowed to dry, thereby forming a coating.

    A process and apparatus for coating small particles and fibers. The process involves agitation by vibrating or tumbling the particles or fibers to promote coating uniformly, removing adsorbed gases and static charges from the particles or fibers by an initial plasma cleaning, and coating the particles or fibers with one or more coatings, a first coating being an adhesion coating, and with subsequent coatings being deposited in-situ to prevent contamination at layer interfaces. The first coating is of an adhesion forming element (i.e. W, Zr, Re, Cr, Ti) of a 100-10,000 .ANG. thickness and the second coating or final coating of a multiple (0.1-10 microns) being Cu or Ag, for example for brazing processes, or other desired materials that defines the new surface related properties of the particles. An essential feature of the coating process is the capability to deposit in-situ without interruption to prevent the formation of a contaminated interface that could adversely affect the coating adhesion. The process may include screening of the material to be coated and either continuous or intermittent vibration to prevent agglomeration of the material to be coated.

    A series of poly(sulfone)s with quaternary ammonium groups and another series with aldehyde groups are synthesized and tested for biocidal activity against vegetative bacteria and spores, respectively. The polymers are sprayed onto substrates as coatings which are then exposed to aqueous suspensions of organisms. The coatings are inherently biocidal and do not release any agents into the environment. The coatings adhere well to both glass and CARC-coated coupons and they exhibit significant biotoxicity. The most effective quaternary ammonium polymers kills 99.9% of both gram negative and gram positive bacteria and the best aldehyde coating kills 81% of the spores on its surface.

    Liquid applied coatings promoted as cool roof coatings, including several with ceramic particles, were tested at Oak Ridge National Laboratory (ORNL), Oak Ridge, Tenn., for the purpose of quantifying their thermal performances. Solar reflectance measurements were made for new samples and aged samples using a portable reflectometer (ASTM C1549, Standard Test Method for Determination of Solar Reflectance Near Ambient Temperature Using a Portable Solar Reflectometer) and for new samples using the integrating spheres method (ASTM E903, Standard Test Method for Solar Absorptance, Reflectance, and Transmittance of Materials Using Integrating Spheres). Thermal emittance was measured for the new samples using a portable emissometer (ASTM C1371, Standard Test Method for Determination of Emittance of Materials Near Room 1 Proceedings of the 2011 International Roofing Symposium Temperature Using Portable Emissometers). Thermal conductivity of the coatings was measured using a FOX 304 heat flow meter (ASTM C518, Standard Test Method for Steady-State Thermal Transmission Properties by Means of the Heat Flow Meter Apparatus). The surface properties of the cool roof coatings had higher solar reflectance than the reference black and white material, but there were no significant differences among coatings with and without ceramics. The coatings were applied to EPDM (ethylene propylene diene monomer) membranes and installed on the Roof Thermal Research Apparatus (RTRA), an instrumented facility at ORNL for testing roofs. Roof temperatures and heat flux through the roof were obtained for a year of exposure in east Tennessee. The field tests showed significant reduction in cooling required compared with the black reference roof (~80 percent) and a modest reduction in cooling compared with the white reference roof (~33 percent). The coating material with the highest solar reflectivity (no ceramic particles) demonstrated the best overall thermal performance (combination of reducing the cooling load cost and not incurring a large heating penalty cost) and suggests solar reflectivity is the significant characteristic for selecting cool roof coatings.

    With the help of DOE funding, WhiteOptics has developed a composite coating that can be used to improve efficiency in backlit, indirect, and cavity-mixing LED luminaire designs by maximizing light reflection and output. The highly diffuse coating, which is based on a novel high-reflectance particle technology, allows for uniform distribution of light without exaggerating the point-source nature of the LEDs, and is intended to offer an overall system cost-improving solution for LED optics.

    Interacting binaries in which a white dwarf accretes material from a companion --- cataclysmic variables (CVs) in which the mass loss is via Roche-lobe overflow, and symbiotic stars in which the white dwarf captures the wind of a late type giant --- are relatively commonplace. They display a wide range of behaviors in the optical, X-rays, and other wavelengths, which still often baffles observers and theorists alike. They are likely to be a significant contributor to the Galactic ridge X-ray emission, and the possibility that some CVs or symbiotic stars may be the progenitors of some of the Type Ia supernovae deserves serious consideration. Furthermore, these binaries serve as excellent laboratories in which to study physics of X-ray emission from high density plasma, accretion physics, reflection, and particle acceleration.     OSRAM Opto Semiconductors (OSRAM) successfully completed development, fabrication and characterization of the large area, polymer based white light OLED prototype at their OLED Research and Development (R&D) facility in San Jose, CA. The program, funded by the Department of Energy (DOE), consisted of three key objectives: (1) Develop new polymer materials and device architectures--in order to improve the performance of organic light emitters. (2) Develop processing techniques--in order to demonstrate and enable the manufacturing of large area, white light and color tunable, solid state light sources. (3) Develop new electronics and driving schemes for organic light sources, including color-tunable light sources. The key performance goals are listed. A world record efficiency of 25 lm/W was established for the solution processed white organic device from the significant improvements made during the project. However, the challenges to transfer this technology from an R&D level to a large tile format such as, the robustness of the device and the coating uniformity of large area panels, remain. In this regard, the purity and the blend nature of the materials are two factors that need to be addressed in future work. During the first year, OSRAM's Materials and Device group (M&D) worked closely with the major polymer material suppliers to develop the polymer emissive technology. M&D was successful in demonstrating a 7-8 lm/W white light source which was based on fluorescent materials. However, it became apparent that the major gains in efficiency could only be made if phosphorescent materials were utilized. Thus, in order to improve the performance of the resulting devices, the focus of the project shifted towards development of solution-processable phosphorescent light emitting diodes (PHOLEDs) and device architectures. The result is a higher efficiency than the outlined project milestone.

    This disclosure addresses the issue of providing a metallic-ceramic overlay coating that potentially serves as an interface or bond coat layer to provide enhanced oxidation resistance to the underlying superalloy substrate via the formation of a diffusion barrier regime within the supporting base material. Furthermore, the metallic-ceramic coating is expected to limit the growth of a continuous thermally grown oxide (TGO) layer that has been primarily considered to be the principal cause for failure of existing TBC systems. Compositional compatibility of the metallic-ceramic with traditional yttria-stabilized zirconia (YSZ) top coats is provided to further limit debond or spallation of the coating during operational use. A metallic-ceramic architecture is disclosed wherein enhanced oxidation resistance is imparted to the surface of nickel-based superalloy or single crystal metal substrate, with simultaneous integration of the yttria stabilized zirconia (YSZ) within the metallic-ceramic overlayer.

    The Commission to Review the Effectiveness of the National Energy Laboratories (Commission) was convened for its fifth meeting at 10:00 AM on December 15, 2014. Commission Co-Chair Jared Cohon led the meeting. The meeting included two panels: (1) authors of recent reports about the DOE National Labs and (2) a national lab contractor panel. The report authors summarized their respective reports, highlighting concerns related to the relationship between DOE and the labs, research funding and strategy stove-piping, weak links between the labs and market, an inconsistent economic development mission, the difficulty small firms have in accessing labs, the labs’ lack of regional engagement, and DOE and congressional micromanagement of the labs. The lab contractor representatives responded to questions posed by the commissioners related to lab management and the relationship with DOE. Additionally, Patricia Falcone spoke of the important role of the labs in the science and technology enterprise and Alan Leshner talked about the labs and their relationship with the scientific community. Christopher Paine presented his views on transforming the weapons complex. The next meeting will be held February 24 at the Hilton at Mark Center in VA.

    Solid state Stellite6 coatings were deposited on steel substrate by friction surfacing and compared with Stellite6 cast rod and coatings deposited by gas tungsten arc and plasma transferred arc welding processes. Friction surfaced coatings exhibited finer and uniformly distributed carbides and were characterized by the absence of solidification structure and compositional homogeneity compared to cast rod, gas tungsten arc and plasma transferred coatings. Friction surfaced coating showed relatively higher hardness. X-ray diffraction of samples showed only face centered cubic Co peaks while cold worked coating showed hexagonally close packed Co also. - Highlights: Black-Right-Pointing-Pointer Stellite6 used as coating material for friction surfacing. Black-Right-Pointing-Pointer Friction surfaced (FS) coatings compared with casting, GTA and PTA processes. Black-Right-Pointing-Pointer Finer and uniformly distributed carbides in friction surfaced coatings. Black-Right-Pointing-Pointer Absence of melting results compositional homogeneity in FS Stellite6 coatings.

    A highly damage resistant, multilayer, optical reflective coating includes alternating layers of doped and undoped dielectric material. The doping levels are low enough that there are no distinct interfaces between the doped and undoped layers so that the coating has properties nearly identical to the undoped material. The coating is fabricated at high temperature with plasma-assisted chemical vapor deposition techniques to eliminate defects, reduce energy-absorption sites, and maintain proper chemical stoichiometry. A number of differently-doped layer pairs, each layer having a thickness equal to one-quarter of a predetermined wavelength in the material are combined to form a narrowband reflective coating for a predetermined wavelength. Broadband reflectors are made by using a number of narrowband reflectors, each covering a portion of the broadband.

    An overview of recent experimental highlights from Jefferson Lab is presented. We review the status of baryon spectroscopy, including the search for pentaquarks, as well as measurements of electromagnetic form factors of the nucleon, featuring the proton G{sub E}/G{sub M} ratio and the determination of the strangeness form factors. In inclusive scattering, we describe recent studies of quark-hadron duality in structure functions in the resonance-scaling transition region, and outline future physics plans at an energy upgraded 12 GeV facility.

    As the National Hydrogen Economy continues to develop and evolve the need for structural materials that can resist hydrogen assisted degradation will become critical. To date austenitic stainless steel materials have been shown to be mildly susceptible to hydrogen attack which results in lower mechanical and fracture strengths. As a result, hydrogen permeation barrier coatings may be applied to these ferrous alloys to retard hydrogen ingress. Hydrogen is known to be very mobile in materials of construction. In this study, the permeation resistance of bare stainless steel samples and coated stainless steel samples was tested. The permeation resistance was measured using a modular permeation rig using a pressure rise technique. The coating microstructure and permeation results will be discussed in this document as will some additional testing.

    A method for preparing a hydrophobic coating by preparing a precursor sol comprising a metal alkoxide, a solvent, a basic catalyst, a fluoroalkyl compound and water, depositing the precursor sol as a film onto a surface, such as a substrate or a pipe, heating, the film and exposing the film to a hydrophobic silane compound to form a hydrophobic coating with a contact angle greater than approximately 150.degree.. The contact angle of the film can be controlled by exposure to ultraviolet radiation to reduce the contact angle and subsequent exposure to a hydrophobic silane compound to increase the contact angle.

We probably don't even think about most of them; the low-e and heat mirror coatings on our windows and car windows, the mirrors in displays, antireflection coatings on windows and displays, protective coatings on aircraft windows, heater coatings on windshields and aircraft windows, solar reflectors, thin film solar cells, telescope mirrors, Hubble mirrors, transparent conductive coatings, and the list goes on. All these products require large deposition systems and chambers. Also, don't forget that large batches of small substrates or parts are coated in large chambers. In order to be cost effective hundreds of ophthalmic lenses, automobile reflectors, display screens, lamp reflectors, cell phone windows, laser reflectors, DWDM filters, are coated in batches.

    Conventional paint removal methods include chemical stripping with VOCs blasting with plastic media, and delamination with high pressure water. These methods have many limitations, in that they are labor intensive, pose human health risks, are relatively expensive and pose significant waste disposal problems. However, polymeric coatings are known to contain structural components, such as ester, amide and urea linkages, that can be degraded biologically. The authors are working to develop a stable, enzyme-based, non-toxic paint stripping strategy that will be environmentally safe and cost effective. The specific objectives are to identify and characterize microbial systems capable of degrading polymeric coatings, to develop a quantitative degradation assay and to optimize activity levels for subsequent purification and concentration of the biological products required for rapid degradation of coatings. A water-dispersed colloid of an ester-based polyurethane polymer has been used in solid growth medium to screen about 100 different bacteria for microbial degradation activity. Those with demonstrable activity have been grown in the presence of epoxy-polyamide paint- and polyester polyurethane paint-coated aluminum coupons. The authors have demonstrated delamination under certain conditions and have developed a spectrophotometric method for quantitating degradation activity as a function of dye release.

    The present invention describes coating processes and the resultant coated articles for use in high temperature sodium environments, such as those found in liquid metal fast breeder reactors and their associated systems. The substrate to which the coating is applied may be either an iron base or nickel base alloy. The coating itself is applied to the substrate by electro-spark deposition techniques which result in metallurgical bonding between the coating and the substrate. One coating according to the present invention involves electro-spark depositing material from a cemented chromium carbide electrode and an aluminum electrode. Another coating according to the present invention involves electro-spark depositing material from a cemented chromium carbide electrode and a nickel-base hardfacing alloy electrode.

    Plasma spraying is one way to apply protective coatings. The hot, high-speed flame of a plasma gun can melt a powder of almost any ceramic or metal and spray it to form a coating for protection against corrosion, wear or high temperature. The technique carries much less risk of degrading the coating and substrate than many other high-temperature processes do, because the gas in the plasma flame is chemically inert and the target can be kept fairly cool. And yet a plasma gun can be only a little more cumbersome than a paint sprayer. Investigators are applying this technique to new materials. The General Electric Company is using vacuum plasma spraying to make freestanding components: intricate aircraft engine parts formed by plasma-spraying a superalloy on a removable substrate. Other workers spray ceramic particles or fibers and metal powder simulatious wrong, stiff composite materials: the ceramic particles dispersed in a matrix of metal. The author and colleagues at the U.S. Naval Research Laboratory have fabricated a thick film of high-temperature superconductor by plasma-spraying the compound in the form of a powder. 7 figs.

    A method for depositing a protective coating on a complex shaped substrate includes the steps of: (1) dipping a complex shaped substrate into a slurry to form a base coat thereon, the slurry comprising an aqueous solution, at least one refractory metal oxide, and at least one transient fluid additive present in an amount of about 0.1 percent to 10 percent by weight of the slurry; (2) curing the dipped substrate; (3) dipping the substrate into a precursor solution to form a top barrier coat thereon; and (4) heat treating the dipped, cured substrate to form a protective coating.

  9. Jefferson Lab's Distributed Data Acquisition

    Jefferson Lab's Continuous Electron Beam Accelerator Facility (CEBAF) occasionally experiences fast intermittent beam instabilities that are difficult to isolate and result in downtime. The Distributed Data Acquisition (Dist DAQ) system is being developed to detect and quickly locate such instabilities. It will consist of multiple Ethernet based data acquisition chassis distributed throughout the seven-eights of a mile CEBAF site. Each chassis will monitor various control system signals that are only available locally and/or monitored by systems with small bandwidths that cannot identify fast transients. The chassis will collect data at rates up to 40 Msps in circular buffers that can be frozen and unrolled after an event trigger. These triggers will be derived from signals such as periodic timers or accelerator faults and be distributed via a custom fiber optic event trigger network. This triggering scheme will allow all the data acquisition chassis to be triggered simultaneously and provide a snapshot of relevant CEBAF control signals. The data will then be automatically analyzed for frequency content and transients to determine if and where instabilities exist.

    Several Automation Direct (DirectNet) Programmable Logic Controllers (PLCs) have been integrated into the accelerator control system at Jefferson Lab. The integration is based on new software that consists of three main parts: a PLC driver with a state machine control block, a device support module, and a common serial driver. The components of new software and experience gained with the use of this software for beam dump systems at Jefferson Lab are presented.

    The scintillation detection systems of liquid argon time projection chambers (LArTPCs) require wavelength shifters to detect the 128 nm scintillation light produced in liquid argon. Tetraphenyl butadiene (TPB) is a fluorescent material that can shift this light to a wavelength of 425 nm, lending itself well to use in these detectors. We can coat the glass of photomultiplier tubes (PMTs) with TPB or place TPB-coated plates in front of the PMTs. In this paper, we investigate the degradation of a chemical TPB coating in a laboratory or factory environment to assess the viability of long-term TPB film storage prior to its initial installation in an LArTPC. We present evidence for severe degradation due to common fluorescent lights and ambient sunlight in laboratories, with potential losses at the 40% level in the first day and eventual losses at the 80% level after a month of exposure. We determine the degradation is due to wavelengths in the UV spectrum, and we demonstrate mitigating methods for retrofitting lab and factory environments.

An film, such as TaSi, may be deposited on the front side and/or back of the low thermal expansion material before the material coating to balance the stress. The low thermal expansion material with a silicon overlayer and a silicon and/or other conductive underlayer enables improved defect inspection and stress balancing.

    Light reflection at the boundary of two different media is one of the fundamental phenomena in optics, and reduction of reflection is highly desirable in many optical systems. Traditionally, optical antireflection has been accomplished using single- or multiple-layer dielectric films and graded index surface structures in various wavelength ranges. However, these approaches either impose strict requirements on the refractive index matching and film thickness, or involve complicated fabrication processes and non-planar surfaces that are challenging for device integration. Here, we demonstrate an antireflection coating strategy, both experimentally and numerically, by using metasurfaces with designer optical properties in the mid-wave infrared. Our results show that the metasurface antireflection is capable of eliminating reflection and enhancing transmission over a broad spectral band and a wide incidence angle range. The demonstrated antireflection technique has no requirement on the choice of materials and is scalable to other wavelengths.

    Disclosed herein is a coated substrate and a process for forming films on substrates and for providing a particularly smooth film on a substrate. The method of this invention involves subjecting a surface of a substrate to contact with a stream of ions of an inert gas having sufficient force and energy to substantially change the surface characteristics of said substrate, and then exposing a film-forming material to a stream of ions of an inert gas having sufficient energy to vaporize the atoms of said film-forming material and to transmit the vaporized atoms to the substrate surface with sufficient force to form a film bonded to the substrate. This process is particularly useful commercially because it forms strong bonds at room temperature. This invention is particularly useful for adhering a gold film to diamond and forming ohmic electrodes on diamond, but also can be used to bond other films to substrates.

    A thin, room-temperature-curing, ceramic composite for coating and patching etal substrates comprises a sol gel silica glass matrix filled with finely ground particles or fibers, preferably alumina. The sol gel glass is made by adding ethanol to water to form a first mixture, then separately adding ethanol to tetraethyl orthosilicate to form a second mixture, then slowly adding the first to the second mixture to make a third mixture, and making a slurry by adding the finely ground particles or fibers to the third mixture. The composite can be applied by spraying, brushing or trowelling. If applied to patch fine cracks, densification of the ceramic composite may be obtained to enhance sealing by applying heat during curing.

    We investigate the amplification of the field induced by white noise. In the present study, we study a stochastic equation which has two parameters, the energy $\\omega(\\vec{k})$ of a free particle and the coupling strength $D$ between the field and white noise, where the quantity $\\vec{k}$ represents the momentum of a free particle. This equation is reduced to the equation with one parameter $\\alpha(\\vec{k})$ which is defined as $\\alpha(\\vec{k}) = D (\\omega(\\vec{k}))^{-3/2}$. We obtain the expression of the exponent statistically averaged over the unit time and derive an approximate expression of it. In addition, the exponent is obtained numerically by solving the stochastic equation. We find that the amplification increases with $\\alpha(\\vec{k})$. This indicates that white noise can amplify the fields for soft modes if the mass $m$ of the field is sufficiently light and if the strength of the coupling between the field and white noise is sufficiently strong, when the energy $\\omega(\\vec{k})$ is equal to $\\sqrt{m^{2} + \\vec{k}^{2}}$. We show that the $\\alpha(\\vec{k})$ dependence of the exponent statistically averaged is qualitatively similar to that of the exponent obtained by solving the stochastic equation numerically, and that these two exponents for the small value of $\\alpha(\\vec{k})$ are quantitatively similar.

    Highlights: ? Stable CdSe QDs were synthesized by the one-step and two-level process respectively. ? The fabricated white LEDs show good white balance. ? CdSe QDs present well green to yellow band luminescence. ? CdSe QDs displayed a broad excitation band. - Abstract: Yellow light-emitting cadmium selenide quantum dots were synthesized using one-step and two-step methods in an aqueous medium. The structural luminescent properties of these quantum dots were investigated. The obtained cadmium selenide quantum dots displayed a broad excitation band suitable for blue or near-ultraviolet light-emitting diode applications. White light-emitting diodes were fabricated by coating the cadmium selenide samples onto a 460 nm-emitting indium gallium nitrite chip. Both samples exhibited good white balance. Under a 20 mA working current, the white light-emitting diode fabricated via the one-step and two-step methods showed Commission Internationale de l’Éclairage coordinates at (0.27, 0.23) and (0.27, 0.33), respectively, and a color rendering index equal to 41 and 37, respectively. The one-step approach was simpler, greener, and more effective than the two-step approach. The one-step approach can be enhanced by combining cadmium selenide quantum dots with proper phosphors.

    Results of studies on the relationships between spray parameters and performance of thermally-sprayed intermetallic coatings for high-temperature oxidation and corrosion resistance are presented. Coating performance is being assessed by corrosion testing of free-standing coatings, thermal cycling of coating substrates, and coating ductility measurement. Coating corrosion resistance was measured in a simulated coal combustion gas environment (N2-CO-CO2-H2O-H2S) at temperatures from 500 to 800°C using thermo-gravimetric analysis (TGA). TGA testing was also performed on a typical ferritic-martensitic steel, austenitic stainless steel, and a wrought Fe3Al-based alloy for direct comparison to coating behavior. FeAl and Fe3Al coatings showed corrosion rates slightly greater than that of wrought Fe3Al, but markedly lower than the steels at all temperatures. The corrosion rates of the coatings were relatively independent of temperature. Thermal cycling was performed on coated 316SS and nickel alloy 600 substrates from room temperature to 800°C to assess the relative effects of coating microstructure, residual stress, and thermal expansion mismatch on coating cracking by thermal fatigue. Measurement of coating ductility was made by acoustic emission monitoring of coated 316SS tensile specimens during loading.

    A process and apparatus for coating small particles and fibers. The process involves agitation by vibrating or tumbling the particles or fibers to promote coating uniformly, removing adsorbed gases and static charges from the particles or fibers by an initial plasma cleaning, and coating the particles or fibers with one or more coatings, a first coating being an adhesion coating, and with subsequent coatings being deposited in-situ to prevent contamination at layer interfaces. The first coating is of an adhesion forming element (i.e. W, Zr, Re, Cr, Ti) of a 100-10,000 .ANG. thickness and the second coating or final coating of a multiple (0.1-10 microns) being Cu or Ag, for example for brazing processes, or other desired materials that defines the new surface related properties of the particles. An essential feature of the coating process is the capability to deposit in-situ without interruption to prevent the formation of a contaminated interface that could adversely affect the coating adhesion. The process may include screening of the material to be coated and either continuous or intermittent vibration to prevent agglomeration of the material to be coated.

    A general overview of the Jefferson Lab data acquisition run control system is presented. This run control system is designed to operate the configuration, control, and monitoring of all Jefferson Lab experiments. It controls data-taking activities by coordinating the operation of DAQ sub-systems, online software components and third-party software such as external slow control systems. The main, unique feature which sets this system apart from conventional systems is its incorporation of intelligent agent concepts. Intelligent agents are autonomous programs which interact with each other through certain protocols on a peer-to-peer level. In this case, the protocols and standards used come from the domain-independent Foundation for Intelligent Physical Agents (FIPA), and the implementation used is the Java Agent Development Framework (JADE).     In order to accept very forward angle scattering particles, Jefferson Lab HKS experiment uses an on-target zero degree dipole magnet. The usual spectrometer optics calibration procedure has to be modified due to this on-target field. This paper describes a new method to calibrate HKS spectrometer system. The simulation of the calibration procedure shows the required resolution can be achieved from initially inaccurate optical description.

  6. Evaluation of End Mill Coatings

    Milling tests were run on families of High Speed Steel (HSS) end mills to determine their lives while machining 304 Stainless Steel. The end mills tested were made from M7, M42 and T15-CPM High Speed Steels. The end mills were also evaluated with no coatings as well as with Titanium Nitride (TiN) and Titanium Carbo-Nitride (TiCN) coatings to determine which combination of HSS and coating provided the highest increase in end mill life while increasing the cost of the tool the least. We found end mill made from M42 gave us the largest increase in tool life with the least increase in cost. The results of this study will be used by Cutting Tool Engineering in determining which end mill descriptions will be dropped from our tool catalog.

    The High-Performance Nanostructured Coating fact sheet details a SunShot project led by a University of California, San Diego research team working to develop a new high-temperature spectrally selective coating for receiver surfaces. These receiver surfaces, used in concentrating solar power systems, rely on high-temperature SSCs to effectively absorb solar energy without emitting much blackbody radiation.The optical properties of the SSC directly determine the efficiency and maximum attainable temperature of solar receivers, which in turn influence the power-conversion efficiency and overall system cost.

    Our lab has been working with plasma spraying of both high pressure gas atomized (HPGA) and cast and crushed quasicrystal powders. A major component of this research includes comparative studies of PAS coatings formed with starting powders prepared by both techniques. In addition, a thorough investigation of the effects of starting powder particle size on coating microstructure is included. During the course of the overall research, an interest developed in forming Al-Cu-Fe materials with finer grain sizes. Therefore, a brief study was performed to characterize the effect of adding boron to Al-Cu-Fe materials prepared by different techniques. In addition to characterizing the microstructural features of the above materials, oxidation and wear behavior was also examined.

    Hydrophobic cellular material is coated with a thin hydrophilic polymer skin which stretches tightly over the foam but which does not fill the cells of the foam, thus resulting in a polymer-coated foam structure having a smoothness which was not possible in the prior art. In particular, when the hydrophobic cellular material is a specially chosen hydrophobic polymer foam and is formed into arbitrarily chosen shapes prior to the coating with hydrophilic polymer, inertial confinement fusion (ICF) targets of arbitrary shapes can be produced by subsequently coating the shapes with metal or with any other suitable material. New articles of manufacture are produced, including improved ICF targets, improved integrated circuits, and improved solar reflectors and solar collectors. In the coating method, the cell size of the hydrophobic cellular material, the viscosity of the polymer solution used to coat, and the surface tension of the polymer solution used to coat are all very important to the coating.

    The Gaia data will help to improve the construction of a luminosity function for the disk and the halo and will provide a more accurate determination of the age of our solar neighborhood. Moreover, reliable stellar dynamical investigations of the disk and halo components will be possible. For the first time it will be possible to test the mass-radius relation of white dwarfs in great detail. Moreover, more accurate masses of magnetic and cool white dwarfs can be expected. Gaia is also expected to discover many new pulsating white dwarfs. The Gaia measurements can also complement the measurements of gravitational waves from close white dwarf binaries with Lisa.
