    President Clinton has directed the White House office on Environmental Policy to coordinate an interagency process to develop a plan to fulfill the commitment he made in his Earth Day address on April 21, 1993. This plan will become the cornerstone of the Climate Change Plan that will be completed shortly after the Rio Accord enters into force. The Office on Environmental Policy established the Interagency Climate Change Mitigation Group to draw on the expertise of federal agencies including the National Economic Council; the Council of Economic Advisors; the Office of Science and Technology Policy; the Office of Management and Budget; the National Security Council; the Domestic Policy Council; the Environmental Protection Agency; and the Departments of Energy, Transportation, Agriculture, Interior, Treasury, Commerce, and State. Working groups have been established to examine six key policy areas: energy demand, energy supply, joint implementation, methane and other gases, sinks, and transportation. The purpose of the White House Conference on Global Climate Change was to ``tap the real-world experiences`` of diverse participants and seek ideas and information for meeting the President`s goals. During the opening session, senior administration officials defined the challenge ahead and encouraged open and frank conversation about the best possible ways to meet it.

    The White House, which recently celebrated its 200th birthday, has a long tradition of demonstrating technological innovation. In keeping with that tradition, President Clinton announced the Greening of the White House Initiative on Earth Day 1993. The initiative improves the energy and environmental performance of the White House complex by identifying opportunities to reduce waste, lower energy use, and make an appropriate use of renewable resources, all while improving indoor air quality and building comfort. This report on President Clinton's legacy of greening at the White House summarizes progress made to date and gives an overview of new opportunities identified during the past year. It also includes an environmental history of the White House and a short tour of the buildings that make up the White House complex. Over the past five years, this initiative has involved hundreds of dedicated people from both within and outside government. A description of how they worked together to develop and implement the Greening Plan is also included in this report.

    This project analyzes the cost effectiveness of energy savings measures installed by a large public housing authority in Salishan, a community in Tacoma Washington. Research focuses on the modeled and measured energy usage of the first six phases of construction, and compares the energy usage of those phases to phase 7. Market-ready energy solutions were also evaluated to improve the efficiency of affordable housing for new and existing (built since 2001) affordable housing in the marine climate of Washington State.

    This case study lists project information, cost and energy efficiency performance data, energy efficiency measures and lessons learned for a 1915 home in eastern Washington audited by Pacific Northwest National Laboratory for an energy retrofit. The asbestos covered diesel boiler was left in place in the basement and a new SEER 16, HSPF 9.4 ductless heat pump with four inside heads was added to cut energy costs over $2,000/year.

    This report is the text of invited testimony given by the author before the House Science and Technology Committee. This Congressional hearing on Societal Risks of Energy Systems reflects the growing interest on the part of Congress, the public, the scientific community, and other groups on this extremely important topic of Risk Analysis. This presentation will contain information on the emergence of an interdisciplinary professional field of risk analysis, including the recently formed Society for Risk Analysis. I will also discuss in some detail various risk analysis programs now in progress at the Oak Ridge National Laboratory and other research institutions. Also included will be some general philosophy concerning risks from energy-producing systems and my perspective on the needs for further developments in the field of risk analysis.

    The Woods is a 30-home, high- performance, energy efficient sustainable community built by Habitat for Humanity (HFH). With Support from Tacoma Public Utilities, Washington State University (part of the Building America Partnership for Improved Residential Construction) is researching the energy performance of these homes and the ductless heat pumps (DHP) they employ. This project provides Building America with an opportunity to: field test HVAC equipment, ventilation system air flows, building envelope tightness, lighting, appliance, and other input data that are required for preliminary Building Energy Optimization (BEopt™) modeling and ENERGY STAR® field verification; analyze cost data from HFH and other sources related to building-efficiency measures that focus on the DHP/hybrid heating system and heat recovery ventilation system; evaluate the thermal performance and cost benefit of DHP/hybrid heating systems in these homes from the perspective of homeowners; compare the space heating energy consumption of a DHP/electric resistance (ER) hybrid heating system to that of a traditional zonal ER heating system; conduct weekly "flip-flop tests" to compare space heating, temperature, and relative humidity in ER zonal heating mode to DHP/ER mode.

    The Building America Partnership for Improved Residential Construction, the Bonneville Power Administration (BPA), and Northwest Energy Works (NEW), the current Northwest Energy Efficient Manufactured Housing Program (NEEM) administrator, have been collaborating to conduct research on new specifications that would improve on the energy requirements of a NEEM home. In its role as administrator, NEW administers the technical specs, performs research and engineering analysis, implements ongoing construction quality management procedures, and maintains a central database with home tracking. This project prototyped and assessed the performances of cost-effective high performance building assemblies and mechanical systems that are not commonly deployed in the manufacturing setting. The package of measures is able to reduce energy used for space conditioning, water heating and lighting by 50 percent over typical manufactured homes produced in the northwest.

    This project analyzes the cost effectiveness of energy savings measures installed by a large public housing authority in Salishan, a community in Tacoma Washington. Research focuses on the modeled and measured energy usage of the first six phases of construction, and compares the energy usage of those phases to phase 7. Market-ready energy solutions were also evaluated to improve the efficiency of affordable housing for new and existing (built since 2001) affordable housing in the marine climate of Washington State.

    Congress reconvened on January 23, but most of Washington`s January new involves the Administration. DOE sent two letters to USEC customers, awarded a contract for the independent financial review of the enrichment program, and released a plan for demonstrating AVLIS by 1992. A General Accounting Office (GAO) report investigating the impact of imports of Soviet EUP into the US was made public. Both Congress and the administration are reportedly considering a full-scope US-Soviet Agreement for Nuclear Cooperation. Finally, published reports indicate Congress may consider ending the customs user fee which levies a charge of 0.17% on the value of all imported goods. The fee is felt to violate the General Agreement on Tariffs and Trade (GATT) and is not based on recovering actual Customs costs for processing a good. The fee brings the Treasury over $700 million per year, but the business community plans to lobby hard for its outright elimination or a change in authority to collect the fee based on actual costs.

    This invention relates to an optical transmitter, receiver or transceiver module, and more particularly, to an apparatus for connecting a first optical connector to a second optical connector. The apparatus comprises: (1) a housing having at least a first end and at least a second end, the first end of the housing capable of receiving the first optical connector, and the second end of the housing capable of receiving the second optical connector; (2) a longitudinal cavity extending from the first end of the housing to the second end of the housing; and (3) an electromagnetic shield comprising at least a portion of the housing. This invention also relates to an apparatus for housing a flexible printed circuit board, and this apparatus comprises: (1) a mounting structure having at least a first surface and a second surface; (2) alignment ridges along the first and second surfaces of the mounting structure, the alignment ridges functioning to align and secure a flexible printed circuit board that is wrapped around and attached to the first and second surfaces of the mounting structure; and (3) a series of heat sink ridges adapted to the mounting structure, the heat sink ridges functioning to dissipate heat that is generated from the flexible printed circuit board.

    The Hood River Passive Project was developed by Root Design Build of Hood River Oregon using the Passive House Planning Package (PHPP) to meet all of the requirements for certification under the European Passive House standards. The Passive House design approach has been gaining momentum among residential designers for custom homes and BEopt modeling indicates that these designs may actually exceed the goal of the U.S. Department of Energy's (DOE) Building America program to reduce home energy use by 30%-50% (compared to 2009 energy codes for new homes). This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project.

    The Hood River Passive Project was developed by Root Design Build of Hood River Oregon using the Passive House Planning Package (PHPP) to meet all of the requirements for certification under the European Passive House standards. The Passive House design approach has been gaining momentum among residential designers for custom homes and BEopt modeling indicates that these designs may actually exceed the goal of the U.S. Department of Energy's (DOE) Building America program to reduce home energy use by 30%-50% (compared to 2009 energy codes for new homes). This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project. The design includes high R-Value assemblies, extremely tight construction, high performance doors and windows, solar thermal DHW, heat recovery ventilation, moveable external shutters and a high performance ductless mini-split heat pump. Cost analysis indicates that many of the measures implemented in this project did not meet the BA standard for cost neutrality. The ductless mini-split heat pump, lighting and advanced air leakage control were the most cost effective measures. The future challenge will be to value engineer the performance levels indicated here in modeling using production based practices at a significantly lower cost.

    Interacting binaries in which a white dwarf accretes material from a companion --- cataclysmic variables (CVs) in which the mass loss is via Roche-lobe overflow, and symbiotic stars in which the white dwarf captures the wind of a late type giant --- are relatively commonplace. They display a wide range of behaviors in the optical, X-rays, and other wavelengths, which still often baffles observers and theorists alike. They are likely to be a significant contributor to the Galactic ridge X-ray emission, and the possibility that some CVs or symbiotic stars may be the progenitors of some of the Type Ia supernovae deserves serious consideration. Furthermore, these binaries serve as excellent laboratories in which to study physics of X-ray emission from high density plasma, accretion physics, reflection, and particle acceleration.     The invention is a technique that allows the use of broadband and incoherent illumination. Although denoted white light velocimetry, this principle can be applied to any wave phenomenon. For the first time, powerful, compact or inexpensive sources can be used for remote target velocimetry. These include flash and arc lamps, light from detonations, pulsed lasers, chirped frequency lasers, and lasers operating simultaneously in several wavelengths. The technique is demonstrated with white light from an incandescent source to measure a target moving at 16 m/s. 41 figs.

    White dwarfs are almost completely degenerate objects that cannot obtain energy from the thermonuclear sources and their evolution is just a gravothermal process of cooling. The simplicity of these objects, the fact that the physical inputs necessary to understand them are well identified, although not always well understood, and the impressive observational background about white dwarfs make them the most well studied Galactic population. These characteristics allow to use them as laboratories to test new ideas of physics. In this contribution we discuss the robustness of the method and its application to the axion case.

  5. MHTool User's Guide - Software for Manufactured Housing Structural Design

    Since the late 1990s, the Department of Energy's Idaho National Laboratory (INL) has worked with the US Department of Housing and Urban Development (HUD), the Manufactured Housing Institute (MHI), the National Institute of Standards and Technology (NIST), the National Science Foundation (NSF), and an industry committee to measure the response of manufactured housing to both artificial and natural wind loads and to develop a computational desktop tool to optimize the structural performance of manufactured housing to HUD Code loads. MHTool is the result of an 8-year intensive testing and verification effort using single and double section homes. MHTool is the first fully integrated structural analysis software package specifically designed for manufactured housing. To use MHTool, industry design engineers will enter information (geometries, materials, connection types, etc.) describing the structure of a manufactured home, creating a base model. Windows, doors, and interior walls can be added to the initial design. Engineers will input the loads required by the HUD Code (wind, snow loads, interior live loads, etc.) and run an embedded finite element solver to find walls or connections where stresses are either excessive or very low. The designer could, for example, substitute a less expensive and easier to install connection in areas with very low stress, then re-run the analysis for verification. If forces and stresses are still within HUD Code requirements, construction costs would be saved without sacrificing quality. Manufacturers can easily change geometries or component properties to optimize designs of various floor plans then submit MHTool input and output in place of calculations for DAPIA review. No change in the regulatory process is anticipated. MHTool, while not yet complete, is now ready for demonstration. The pre-BETA version (Build-16) was displayed at the 2005 National Congress & Expo for Manufactured & Modular Housing. Additional base models and an extensive material library need to be developed. Output displays and listings will need to be expanded and model checking capability added. When completed, MHTool will ultimately lead to new manufactured housing designs that meet or exceed the HUD Code for quality, durability, and safety while reducing labor and materials. This will reduce cost and increase home ownership for the traditional manufactured housing market of first time or low-income buyers. MHTool uses the freeware solver Felt modified specifically for manufactured housing by researchers at Washington State University and INL. Input data, material properties, and results verification are based on full scale testing conducted by INL and others. See Section 7 for a collection of references.

    This report describes the Pacific Northwest Laboratory`s (PNL`s) evaluation of the Washington State Energy Code Program (WSECP). In 1990, the Washington State Legislature passed a residential energy efficiency code to be effective July 1, 1992. Bonneville supported passage and implementation of the code to ensure that new residences in the State of Washington were as energy efficient as economically feasible. The Washington State Energy Office (WSEO) is conducting the WSECP for Bonneville to support code implementation. This support takes several forms, including providing training to code enforcement officials, technical support both in the field and through telephone ``hot lines,`` and computerized tools to review house plans for code compliance. WSEO began implementing the WSECP in 1992, prior to the effective date of the new code. This first phase of the WSECP was the subject of an earlier process evaluation conducted by PNL. From that evaluation PNL found that most new homes being built immediately after the code went into effect were ``grand-fathered`` under the old code. The training program for the new code was in place and sessions were being attended by the jurisdictions but it was too early to determine if the training was effective in improving code compliance and easing the transition to the new energy code. That is the subject of this evaluation.

    This document presents an As Low As Reasonably Achievable Control Technology (ALARACT) demonstration for evaluating corrosion on the I-beam supporting filter housing No.9 for the 291-A-l emission unit of the Plutonium-Uranium Extraction (PUREX) Facility, located in the 200 East Area of the Hanford Site. The PUREX facility is currently in surveillance and maintenance mode. During a State of Washington, Department of Health (WDOH) 291-A-l emission unit inspection, a small amount of corrosion was observed at the base of a high-efficiency particulate air (HEPA) filter housing. A series of internal and external inspections identified the source of the corrosion material as oxidation of a small section of one of the carbon steel I-beams that provides support to the stainless steel filter housing. The inspections confirmed the corrosion is isolated to one I-beam support location and does not represent any compromise of the structural support or filter housing integrity. Further testing and inspections of the support beam corrosion and its cause were conducted but did not determine the cause. No definitive evidence was found to support any degradation of the housing. Although no degradation of the housing was found, a conservative approach will be implemented. The following actions will be taken: (1) The current operating filter housing No.9 will be removed from service. (2) The only remaining available filter housings (No.1, No.2, and No.3) will be placed in service. These filter housings have new HEPA filters fitted with stainless steel frames and faceguards which were installed in the spring of 2007. (3) Filter housings No.5 and No.10 will be put on standby as backups. To document the assessment of the unit, a draft ALARACT filter housing demonstration for the PUREX filter housing was prepared, and informally provided to WDOH on August 7, 2008. A follow up WDOH response to the draft ALARACT filter housing demonstration for the PUREX filter housing questioned whether deteriorated galvanized filter faceguards discovered during an internal filter housing inspection met American Society of Mechanical Engineers (ASME) AG-l or Military Specification (MIL) 51068 standards. The filter system was designed and installed prior to the issuance of AG-l, February 1986; however, MIL 51068 did require galvanized faceguards. The faceguards are not necessary for filtration or structural purposes; it is concluded that the system is in compliance with the intent of the applicable standard. Appendix B provides supporting information to address this issue.

    The NSF has chosen the site for the Deep Underground Science and Engineering Laboratory (DUSEL) to be in Lead, South Dakota. In fact, the state of South Dakota has already stepped up to the plate and contributed its own funding for the proposed lab, see http://www.sanfordlaboratoryathomestake.org/index.html. The final decision by NSF for funding the Initial Suite of Experiments for DUSEL will be made early in 2009. At that time the NSF Science Board must make a decision. Of order 200 experimentalists have already expressed an interest in performing experiments at DUSEL. In order to assess the interest of the theoretical community, the Center for Cosmology and Astro-Particle Physics (CCAPP) at The Ohio State University (OSU) organized a 3-day DUSEL Theory Workshop in Columbus, Ohio from April 4 - 6, 2008. The workshop focused on the scientific case for six proposed experiments for DUSEL: long baseline neutrino oscillations, proton decay, dark matter, astrophysical neutrinos, neutrinoless double beta decay and N-Nbar oscillations. The outcome of this workshop is the DUSEL Theory White paper addressing the scientific case at a level which may be useful in the decision making process for policy makers at the NSF and in the U.S. Congress.     This report documents observations and results obtained from a lighting demonstration project conducted under the U.S. Department of Energy GATEWAY Solid-State Lighting (SSL) Technology Demonstration Program at the Smithsonain American Art Museum in Washington, DC.     Since 1978, the Division of Geology and Earth Resources of the Washington Department of Natural Resources has participated in the U.S. Department of Energy's (USDOE) State-Coupled Geothermal Resource Program. Federal and state funds have been used to investigate and evaluate the potential for geothermal resources, on both a reconnaissance and area-specific level. Preliminary results and progress reports for the period up through mid-1980 have already been released as a Division Open File Report (Korosec, Schuster, and others, 1981). Preliminary results and progress summaries of work carried out from mid-1980 through the end of 1982 are presented in this report. Only one other summary report dealing with geothermal resource investigations in the state has been published. An Information Circular released by the Division (Schuster and others, 1978) compiled the geology, geochemistry, and heat flow drilling results from a project in the Indian Heaven area in the south Cascades. The previous progress report for the geothermal program (Korosec, Schuster, and others, 1981) included information on temperature gradients measured throughout the state, heat flow drilling in the southern Cascades, gravity surveys for the southern Cascades, thermal and mineral spring investigations, geologic mapping for the White Pass-Tumac Mountain area, and area specific studies for the Camas area of Clark County and Mount St. Helens. This work, along with some additional studies, led to the compilation of the Geothermal Resources of Washington map (Korosec, Kaler, and others, 1981). The map is principally a nontechnical presentation based on all available geothermal information, presented as data points, tables, and text on a map with a scale of 1:500,000.

    In the Fall of 1993, the Washington State Energy Office funded the Washington Home Energy Rating System project to investigate the benefits of a Washington state HERS. WSEO established a HERS and EEM Advisory Group. Composed of mortgage lenders/brokers, realtors, builders, utility staff, remodelers, and other state agency representatives, the Advisory Group met for the first time on November 17, 1993. The Advisory Group established several subcommittees to identify issues and options. During its March 1994 meeting, the Advisory Group formed a consensus directing WSEO to develop a HERS business plan for consideration. The Advisory Group also established a business plan subcommittee to help draft the plan. Under the guidance of the business plan subcommittee, WSEO conducted research on how customers value energy efficiency in the housing market. This plan represents WSEO`s effort to comply with the Advisory Group`s request. Why is a HERS Business Plan necessary? Strictly speaking this plan is more of a feasibility plan than a business plan since it is designed to help determine the feasibility of a new business venture: a statewide home energy rating system. To make this determination decision makers or possible investors require strategic information about the proposed enterprise. Ideally, the plan should anticipate the significant questions parties may want to know. Among other things, this document should establish decision points for action.

Teams of college students designed and built the solar-powered houses on display here. They represent 13 U.S. states, five countries, and four continents. Now the teams are rising to the challenge by competing in 10 contests over nine days, with the championship trophy on the line. This is their time to shine. The 2011 teams may share a common goal - to design and build the best energy-efficient house powered by the sun - but their strategies are different. One house is made of precast concrete, while another 'dances' in response to its environment. Another house is meant to sit atop a building, proving the sky's the limit for energy innovation. Whatever your idea of sustainable living may be, you are bound to find it at the Solar Decathlon.

    Three houses of similar floor plan are being compared for energy consumption. The first house is a typical builder house of 2400 ft2 (223 m2) in east Tennessee. The second house contains retrofits available to a home owner such as energy efficient appliances, windows and HVAC, as well as an insulated attic which contains HVAC duct work. The third house was built using optimum-value framing construction with photovoltaic modules and solar water heating. To consume energy researchers have set up appliances, lights, and plug loads to turn on and off automatically according to a schedule based on the Building America Research Benchmark Definition. As energy efficiency continues to be a focus for protecting the environment and conserving resources, experiments involving whole house energy consumption will be done. In these cases it is important to understand how to simulate occupancy so that data represents only house performance and not human behavior. The process for achieving automated occupancy simulation will be discussed. Data comparing the energy use of each house will be presented and it will be shown that the third house used 66% less and the second house used 36% less energy than the control house in 2010. The authors will discuss how energy prudent living habits can further reduce energy use in the third house by 23% over the average American family living in the same house.

    The scientific case for a Deep Underground Science and Engineering Laboratory [DUSEL] located at the Homestake mine in Lead, South Dakota is exceptional. The site of this future laboratory already claims a discovery for the detection of solar neutrinos, leading to a Nobel Prize for Ray Davis. Moreover this work provided the first step to our present understanding of solar neutrino oscillations and a chink in the armor of the Standard Model of particle physics. We now know, from several experiments located in deep underground experimental laboratories around the world, that neutrinos have mass and even more importantly this mass appears to fit into the framework of theories which unify all the known forces of nature, i.e. the strong, weak, electromagnetic and gravitational. Similarly, DUSEL can forge forward in the discovery of new realms of nature, housing six fundamental experiments that will test the frontiers of our knowledge: (1) Searching for nucleon decay (the decay of protons and neutrons predicted by grand unified theories of nature); (2) Searching for neutrino oscillations and CP violation by detecting neutrinos produced at a neutrino source (possibly located at Brookhaven National Laboratory and/or Fermi National Laboratory); (3) Searching for astrophysical neutrinos originating from the sun, from cosmic rays hitting the upper atmosphere or from other astrophysical sources, such a supernovae; (4) Searching for dark matter particles (the type of matter which does not interact electromagnetically, yet provides 24% of the mass of the Universe); (5) Looking for the rare process known as neutrino-less double beta decay which is predicted by most theories of neutrino mass and allows two neutrons in a nucleus to spontaneously change into two protons and two electrons; and (6) Searching for the rare process of neutron- anti-neutron oscillations, which would establish violation of baryon number symmetry. A large megaton water Cherenkov detector for neutrinos and nucleon decay, located in DUSEL and roughly 20 times the size of current detectors, can perform the first three of these experiments. The last 3 can utilize the unique environment afforded by DUSEL to perform the most sensitive tests to date. Any one of these experiments can greatly increase our knowledge of nature.
