    President Clinton has directed the White House office on Environmental Policy to coordinate an interagency process to develop a plan to fulfill the commitment he made in his Earth Day address on April 21, 1993. This plan will become the cornerstone of the Climate Change Plan that will be completed shortly after the Rio Accord enters into force. The Office on Environmental Policy established the Interagency Climate Change Mitigation Group to draw on the expertise of federal agencies including the National Economic Council; the Council of Economic Advisors; the Office of Science and Technology Policy; the Office of Management and Budget; the National Security Council; the Domestic Policy Council; the Environmental Protection Agency; and the Departments of Energy, Transportation, Agriculture, Interior, Treasury, Commerce, and State. Working groups have been established to examine six key policy areas: energy demand, energy supply, joint implementation, methane and other gases, sinks, and transportation. The purpose of the White House Conference on Global Climate Change was to ``tap the real-world experiences`` of diverse participants and seek ideas and information for meeting the President`s goals. During the opening session, senior administration officials defined the challenge ahead and encouraged open and frank conversation about the best possible ways to meet it.

    The White House, which recently celebrated its 200th birthday, has a long tradition of demonstrating technological innovation. In keeping with that tradition, President Clinton announced the Greening of the White House Initiative on Earth Day 1993. The initiative improves the energy and environmental performance of the White House complex by identifying opportunities to reduce waste, lower energy use, and make an appropriate use of renewable resources, all while improving indoor air quality and building comfort. This report on President Clinton's legacy of greening at the White House summarizes progress made to date and gives an overview of new opportunities identified during the past year. It also includes an environmental history of the White House and a short tour of the buildings that make up the White House complex. Over the past five years, this initiative has involved hundreds of dedicated people from both within and outside government. A description of how they worked together to develop and implement the Greening Plan is also included in this report.

    Photo-oxidation catalysts and methods for cleaning a metal-based catalyst are disclosed. An exemplary catalyst system implementing a photo-oxidation catalyst may comprise a metal-based catalyst, and a photo-oxidation catalyst for cleaning the metal-based catalyst in the presence of light. The exposure to light enables the photo-oxidation catalyst to substantially oxidize absorbed contaminants and reduce accumulation of the contaminants on the metal-based catalyst. Applications are also disclosed.

    Switchable gas permeation membranes in which a photo-switchable low-molecular-weight liquid crystalline (LC) material acts as the active element, and a method of making such membranes. Different LC eutectic mixtures were doped with mesogenic azo dyes and infused into track-etched porous membranes with regular cylindrical pores. Photo-induced isothermal phase changes in the imbibed mesogenic material afforded large, reversible changes in the permeability of the photo-switchable membrane to nitrogen. For example, membranes imbibed with a photo-switchable cyanobiphenyl LC material demonstrated low permeability in the nematic state, while the photo-generated isotropic state demonstrated a 16.times.-greater sorption coefficient. Both states obey a high linear sorption behavior in accordance with Henry's Law. In contrast, membranes imbibed with a photo-switchable phenyl benzoate LC material showed the opposite permeability behavior to the biphenyl-imbibed membrane, along with nonlinear sorption behavior.

    This invention relates to an optical transmitter, receiver or transceiver module, and more particularly, to an apparatus for connecting a first optical connector to a second optical connector.     A photo-conductive switch package module having a photo-conductive substrate or wafer with opposing electrode-interface surfaces, and at least one light-input surface. First metallic layers are formed on the electrode-interface surfaces, and one or more optical waveguides having input and output ends are bonded to the substrate so that the output end of each waveguide is bonded to a corresponding one of the light-input surfaces of the photo-conductive substrate. This forms a waveguide-substrate interface for coupling light into the photo-conductive wafer. A dielectric material such as epoxy is then used to encapsulate the photo-conductive substrate and optical waveguide so that only the metallic layers and the input end of the optical waveguide are exposed. Second metallic layers are then formed on the first metallic layers so that the waveguide-substrate interface is positioned under the second metallic layers.

    The Hood River Passive Project was developed by Root Design Build of Hood River Oregon using the Passive House Planning Package (PHPP) to meet all of the requirements for certification under the European Passive House standards. The Passive House design approach has been gaining momentum among residential designers for custom homes and BEopt modeling indicates that these designs may actually exceed the goal of the U.S. Department of Energy's (DOE) Building America program to reduce home energy use by 30%-50% (compared to 2009 energy codes for new homes). This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project.

    The Hood River Passive Project was developed by Root Design Build of Hood River Oregon using the Passive House Planning Package (PHPP) to meet all of the requirements for certification under the European Passive House standards. The Passive House design approach has been gaining momentum among residential designers for custom homes and BEopt modeling indicates that these designs may actually exceed the goal of the U.S. Department of Energy's (DOE) Building America program to reduce home energy use by 30%-50% (compared to 2009 energy codes for new homes). This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project. The design includes high R-Value assemblies, extremely tight construction, high performance doors and windows, solar thermal DHW, heat recovery ventilation, moveable external shutters and a high performance ductless mini-split heat pump. Cost analysis indicates that many of the measures implemented in this project did not meet the BA standard for cost neutrality. The ductless mini-split heat pump, lighting and advanced air leakage control were the most cost effective measures. The future challenge will be to value engineer the performance levels indicated here in modeling using production based practices at a significantly lower cost.

    The A0 Photo-Injector is an electron accelerator located in the AZero high bay area of Fermilab. A pulsed laser system generates electron bunches by the photo-electric effect when hitting a photo-cathode in a 1.5-cell, 1.3 GHz RF gun. A 9-cell, 1.3 GHz superconducting resonant cavity then accelerates the electrons to 15 MeV. The 10 ps time resolved waveform of the laser pulses is transferred to the electron bunches. This report is focused on the first hardware component of this accelerator, the Photo-cathode Preparation System. The reason for its existence is in the nature of the photo-electric material film used: Cs{sub 2}Te (Cesium Telluride), a very reactive compound that once coated on the cathode requires that it be transported and used in ultra high vacuum (UHV), i.e. < 10{sup -9} Torr.

    Sheets of low-density polyethylene (LDPE) were photo-oxidatively treated at room temperature, and subsequently characterized rheologically in the melt state by shear and uniaxial extensional experiments. For photo-oxidation, a xenon lamp was used to irradiate the samples for times between 1 day and 6 weeks. Linear-viscoelastic characterization was performed in a temperature range of 130 to 220°C to obtain the master curve at 170°C, the reference temperature at which the elongational viscosities were measured. Linear viscoelasticity is increasingly affected by increasing photo-oxidation due to crosslinking of LDPE, as corroborated by an increasing gel fraction as determined by a solvent extraction method. The elongational measurements reveal a strong enhancement of strain hardening until a saturation level is achieved. The elongational data are analyzed in the frame work of two constitutive equations, the rubber-like liquid and the molecular stress function models. Within the experimental window, timedeformation separability is confirmed for all samples, independent of the degree of photo-oxidation.

    Interacting binaries in which a white dwarf accretes material from a companion --- cataclysmic variables (CVs) in which the mass loss is via Roche-lobe overflow, and symbiotic stars in which the white dwarf captures the wind of a late type giant --- are relatively commonplace. They display a wide range of behaviors in the optical, X-rays, and other wavelengths, which still often baffles observers and theorists alike. They are likely to be a significant contributor to the Galactic ridge X-ray emission, and the possibility that some CVs or symbiotic stars may be the progenitors of some of the Type Ia supernovae deserves serious consideration. Furthermore, these binaries serve as excellent laboratories in which to study physics of X-ray emission from high density plasma, accretion physics, reflection, and particle acceleration.     The invention is a technique that allows the use of broadband and incoherent illumination. Although denoted white light velocimetry, this principle can be applied to any wave phenomenon. For the first time, powerful, compact or inexpensive sources can be used for remote target velocimetry. These include flash and arc lamps, light from detonations, pulsed lasers, chirped frequency lasers, and lasers operating simultaneously in several wavelengths. The technique is demonstrated with white light from an incandescent source to measure a target moving at 16 m/s. 41 figs.

    The addition of photo-controllable properties to tungsten trioxide (WO{sub 3}) is of interest for developing practical applications of WO{sub 3} as well as for interpreting such phenomena from scientific viewpoints. Here, a sputtered crystalline WO{sub 3} thin film generated thermoelectric power due to ultraviolet (UV) light-induced band-gap excitation and was accompanied by a photochromic reaction resulting from generating W{sup 5+} ions. The thermoelectric properties (electrical conductivity (?) and Seebeck coefficient (S)) and coloration of WO{sub 3} could be reversibly switched by alternating the external stimulus between UV light irradiation and dark storage. After irradiating the film with UV light, ? increased, whereas the absolute value of S decreased, and the photochromic (coloration) reaction was detected. Notably, the opposite behavior was exhibited by WO{sub 3} after dark storage, and this reversible cycle could be repeated at least three times. Moreover, photo-thermoelectric effects (photo-conductive effect (photo-conductivity, ?{sub photo}) and photo-Seebeck effect (photo-Seebeck coefficient, S{sub photo})) were also detected in response to visible-light irradiation of the colored WO{sub 3} thin films. Under visible-light irradiation, ?{sub photo} and the absolute value of S{sub photo} increased and decreased, respectively. These effects are likely attributable to the excitation of electrons from the mid-gap visible light absorption band (W{sup 5+} state) to the conduction band of WO{sub 3}. Our findings demonstrate that the simultaneous, reversible switching of multiple properties of WO{sub 3} thin film is achieved by the application of an external stimulus and that this material exhibits photo-thermoelectric effects when irradiated with visible-light.

    The NSF has chosen the site for the Deep Underground Science and Engineering Laboratory (DUSEL) to be in Lead, South Dakota. In fact, the state of South Dakota has already stepped up to the plate and contributed its own funding for the proposed lab, see http://www.sanfordlaboratoryathomestake.org/index.html. The final decision by NSF for funding the Initial Suite of Experiments for DUSEL will be made early in 2009. At that time the NSF Science Board must make a decision. Of order 200 experimentalists have already expressed an interest in performing experiments at DUSEL. In order to assess the interest of the theoretical community, the Center for Cosmology and Astro-Particle Physics (CCAPP) at The Ohio State University (OSU) organized a 3-day DUSEL Theory Workshop in Columbus, Ohio from April 4 - 6, 2008. The workshop focused on the scientific case for six proposed experiments for DUSEL: long baseline neutrino oscillations, proton decay, dark matter, astrophysical neutrinos, neutrinoless double beta decay and N-Nbar oscillations. The outcome of this workshop is the DUSEL Theory White paper addressing the scientific case at a level which may be useful in the decision making process for policy makers at the NSF and in the U.S. Congress. The ceramic tiles are formed with either an octagonal front face portion and a square shank portion or a square front face portion with an octagonal shank portion. The length of the sides of the octagonal front face portion on one tile is equal to the length of the sides of the square front face portion of adjoining tiles to permit formation of an interlocking matrix. Fibrous ceramic sealing material may be placed between radial and tangential facing surfaces of adjacent tiles to limit radial gas flow there between.     The 64-channel Multianode Photo Multiplier (MaPMT) has been evaluated as a candidate for the LHCb Ring Imaging Cherenkov (RICH) photo detectors. We present result from data taken with a 3x3 array of closely packed MaPMTs mounted onto the RICH 1 prototype vessel, exposed to charged particle beams at CERN, and read out at LHC speed. Using a LED light source, we have performed spatial light scans to study the light collection efficiency of the MaPMTs We have also measured the performance of the MaPMTs as a function of the applied high voltage. Different dynode resistor chains have been used to study the tubes at low gains. In addition, we have studied the behaviour of the MaPMT in magnetic fields.

    Three houses of similar floor plan are being compared for energy consumption. The first house is a typical builder house of 2400 ft2 (223 m2) in east Tennessee. The second house contains retrofits available to a home owner such as energy efficient appliances, windows and HVAC, as well as an insulated attic which contains HVAC duct work. The third house was built using optimum-value framing construction with photovoltaic modules and solar water heating. To consume energy researchers have set up appliances, lights, and plug loads to turn on and off automatically according to a schedule based on the Building America Research Benchmark Definition. As energy efficiency continues to be a focus for protecting the environment and conserving resources, experiments involving whole house energy consumption will be done. In these cases it is important to understand how to simulate occupancy so that data represents only house performance and not human behavior. The process for achieving automated occupancy simulation will be discussed. Data comparing the energy use of each house will be presented and it will be shown that the third house used 66% less and the second house used 36% less energy than the control house in 2010. The authors will discuss how energy prudent living habits can further reduce energy use in the third house by 23% over the average American family living in the same house.

    In contemporary cryptographic systems, secret keys are usually exchanged by means of methods, which suffer from mathematical and technology inherent drawbacks. That could lead to unnoticed complete compromise of cryptographic systems, without a chance of control by its legitimate owners. Therefore a need for innovative solutions exists when truly and reliably secure transmission of secrets is required for dealing with critical data and applications. Quantum Cryptography (QC), in particular Quantum Key Distribution (QKD) can answer that need. The business white paper (BWP) summarizes how secret key establishment and distribution problems can be solved by quantum cryptography. It deals with several considerations related to how the quantum cryptography innovation could contribute to provide business effectiveness. It addresses advantages and also limitations of quantum cryptography, proposes a scenario case study, and invokes standardization related issues. In addition, it answers most frequently asked questions about quantum cryptography.

    Silicon oxycarbide (SiC{sub x}O{sub y}) is a promising material for achieving strong room-temperature white luminescence. The present work investigated the mechanisms for light emission in the visible/ultraviolet range (1.5–4.0?eV) from chemical vapor deposited amorphous SiC{sub x}O{sub y} thin films, using a combination of optical characterizations and electron paramagnetic resonance (EPR) measurements. Photoluminescence (PL) and EPR studies of samples, with and without post-deposition passivation in an oxygen and forming gas (H{sub 2} 5 at.?% and N{sub 2} 95 at.?%) ambient, ruled out typical structural defects in oxides, e.g., Si-related neutral oxygen vacancies or non-bridging oxygen hole centers, as the dominant mechanism for white luminescence from SiC{sub x}O{sub y}. The observed intense white luminescence (red, green, and blue emission) is believed to arise from the generation of photo-carriers by optical absorption through C-Si-O related electronic transitions, and the recombination of such carriers between bands and/or at band tail states. This assertion is based on the realization that the PL intensity dramatically increased at an excitation energy coinciding with the E{sub 04} band gaps of the material, as well as by the observed correlation between the Si-O-C bond density and the PL intensity. An additional mechanism for the existence of a blue component of the white emission is also discussed.

    The FHFA regulates Fannie Mae, Freddie Mac, and the 12 Federal Home Loan Banks (the government-sponsored enterprises - GSEs). On June 18, 2009, James B. Lockhart III, then Director of FHFA, released a letter expressing concern about the negative impact of energy loan tax assessment programs (ELTAPs) - also known as Property Assessed Clean Energy (PACE) programs - on both the housing finance system and homeowner program participants. Subsequently, a number of PACE proponents responded to the concerns laid out in the FHFA letter. In early Fall 2009, word circulated that FHFA was planning to follow its June letter with guidance to other agencies, possibly including Fannie Mae and Freddie Mac, discouraging them from buying loans on properties subject to PACE-type assessment liens. This triggered a second round of stakeholder letters, several of which were addressed to President Obama. On October 18, 2009, the White House, in what some believe was an attempt to obviate the need for FHFA guidance, released a Policy Framework for PACE Financing Programs that outlined best practices guidance for homeowner and lender protection. As of February 2010, FHFA and the GSEs have agreed to monitor PACE programs and work with stakeholders and the Administration to consider additional guidance beyond the Policy Framework and to collect more information on PACE program efficacy and risks. A summary of the communications timeline and highlights of the communications are provided.

    The scientific case for a Deep Underground Science and Engineering Laboratory [DUSEL] located at the Homestake mine in Lead, South Dakota is exceptional. The site of this future laboratory already claims a discovery for the detection of solar neutrinos, leading to a Nobel Prize for Ray Davis. Moreover this work provided the first step to our present understanding of solar neutrino oscillations and a chink in the armor of the Standard Model of particle physics. We now know, from several experiments located in deep underground experimental laboratories around the world, that neutrinos have mass and even more importantly this mass appears to fit into the framework of theories which unify all the known forces of nature, i.e. the strong, weak, electromagnetic and gravitational. Similarly, DUSEL can forge forward in the discovery of new realms of nature, housing six fundamental experiments that will test the frontiers of our knowledge: (1) Searching for nucleon decay (the decay of protons and neutrons predicted by grand unified theories of nature); (2) Searching for neutrino oscillations and CP violation by detecting neutrinos produced at a neutrino source (possibly located at Brookhaven National Laboratory and/or Fermi National Laboratory); (3) Searching for astrophysical neutrinos originating from the sun, from cosmic rays hitting the upper atmosphere or from other astrophysical sources, such a supernovae; (4) Searching for dark matter particles (the type of matter which does not interact electromagnetically, yet provides 24% of the mass of the Universe); (5) Looking for the rare process known as neutrino-less double beta decay which is predicted by most theories of neutrino mass and allows two neutrons in a nucleus to spontaneously change into two protons and two electrons; and (6) Searching for the rare process of neutron- anti-neutron oscillations, which would establish violation of baryon number symmetry. A large megaton water Cherenkov detector for neutrinos and nucleon decay, located in DUSEL and roughly 20 times the size of current detectors, can perform the first three of these experiments. The last 3 can utilize the unique environment afforded by DUSEL to perform the most sensitive tests to date. Any one of these experiments can greatly increase our knowledge of nature. The Deep Underground Science and Engineering Laboratory (DUSEL), with a Large Megaton Size Detector, is desperately needed to address a set of fundamental issues in particle and astrophysics.

    The first version of PHOTOS Monte Carlo for bremsstrahlung in the decay of particles and resonances with an interface to the HepMC event record written in C++ is now available. The main purpose of the present paper is to document technical aspects of the PHOTOS Monte Carlo installation and its use. A multitude of test results and examples are distributed together with the program code. The PHOTOS C++ physics precision is now as good as that of its FORTRAN predecessor. Howeverbetter steering options are available. An algorithm of the event record interface is prepared for the installation of process dependent variants of the photon emission kernel. Weights, featuring complete first order matrix elements, can be installed for general use. In the FORTRAN version of PHOTOS they were available only for decays of particles at rest and with spin set along the z axis. Physics assumptions used in the program and properties of the solution it offers are reviewed. In particular, it is mentioned that the second order matrix elements were used in design and validation of the program iteration procedure. Also it is explained that the phase space parameterization used in the program is exact.

    White dwarf binaries are the most common compact binaries in the Universe and are especially important for low-frequency gravitational wave detectors such as LISA. There are a number of open questions about binary evolution and the Galactic population of white dwarf binaries that can be solved using gravitational wave data and at the same time, our ever improving knowledge about these binaries will help to predict the signals that can be expected for LISA. In addition a number of white dwarf binaries will serve as verification sources for the instrument. I will discuss these issues and report recent, surprising, developments in this field. Finally I report calculations about the feasibility of complementary electro-magnetic observations which unfortunately cannot reproduce the optimistic results of Cooray et al. (2004).
