    President Clinton has directed the White House office on Environmental Policy to coordinate an interagency process to develop a plan to fulfill the commitment he made in his Earth Day address on April 21, 1993. This plan will become the cornerstone of the Climate Change Plan that will be completed shortly after the Rio Accord enters into force. The Office on Environmental Policy established the Interagency Climate Change Mitigation Group to draw on the expertise of federal agencies including the National Economic Council; the Council of Economic Advisors; the Office of Science and Technology Policy; the Office of Management and Budget; the National Security Council; the Domestic Policy Council; the Environmental Protection Agency; and the Departments of Energy, Transportation, Agriculture, Interior, Treasury, Commerce, and State. Working groups have been established to examine six key policy areas: energy demand, energy supply, joint implementation, methane and other gases, sinks, and transportation. The purpose of the White House Conference on Global Climate Change was to ``tap the real-world experiences`` of diverse participants and seek ideas and information for meeting the President`s goals. During the opening session, senior administration officials defined the challenge ahead and encouraged open and frank conversation about the best possible ways to meet it.

The initiative on Energy Efficiency in Housing combines DOE's technical capabilities and HUD's experience in housing assistance. Over the next decade, the energy savings potential of this initiative is estimated to be 150 trillion Btu (0.15 quad) per year, or nearly $1.5 billion in annual energy costs.

    As part of a collaboration with the White House Office of Media Affairs, members of the MIT Artificial Intelligence Laboratory designed a system, called COMLINK, which distributes a daily stream of documents released by the Office of Media Affairs. Approximately 4000 direct subscribers receive information from this service but more than 100,000 people receive the information through redistribution channels. The information is distributed via Email and the World Wide Web. In such a large scale distribution scheme, there is a constant problem of subscriptions becoming invalid because the user`s Email account has terminated. This causes a backwash of hundreds of {open_quotes}bounced mail{close_quotes} messages per day which must be processed by the operators of the COMLINK system. To manage this annoying but necessary task, an expert system named BMES was developed to diagnose the failures of information delivery.

    One of the primary goals of the US Department of Housing and urban Development (HUD) is the expansion of home ownership and affordable housing opportunities. Recognizing that energy efficiency is a key component in an affordable housing strategy, HUD and the US Department of Energy (DOE) created the DOE-HUD Initiative on Energy Efficiency in Housing. The DOE-HUD Initiative was designed to share the results of DOE research with housing providers throughout the nation, to reduce energy costs in federally-subsidized dwelling units and improve their affordability and comfort. This Program Summary Report provides an overview of the DOE-HUD Initiative and detailed project descriptions of the twenty-seven projects carried out with Initiative funding.

    A five-year initiative between the US Department of Energy (DOE) and the US Department of Housing and Urban Development (HUD) demonstrated the feasibility of improving the energy efficiency of publicly-assisted housing. Twenty-seven projects and activities undertaken during 1990--95 involved research and field demonstrations, institutional and administrative changes to HUD policies and procedures, innovative financing and leveraging of federal dollars with non-federal money, and education, training, and technical assistance. With most of the 27 projects and activities completed, the two departments have initiated a five-year deployment effort, the DOE-Energy Partnerships for Affordable Homes, to achieve energy and water savings in public and assisted housing on a large scale throughout the country. A Clearinghouse for Energy Efficiency in Public and Assisted Housing managed by the National Center for Appropriate Technology (NCAT), will offer hands-on energy assistance to housing providers to complement DOE`s assistance. This paper presents the findings of the DOE-HUD Initiative, with primary attention paid to those projects which successfully integrated energy efficiency into private and public single and multifamily housing. The paper includes examples of the publications, case-study reports, exhibits and videotapes developed during the course of the Initiative. Information on the new DOE Energy Partnerships and on the NCAT Clearinghouse is also presented. New Partnership projects with the Atlanta and Chicago Housing Authorities describe the technical assistance envisioned under the Partnership.

    Detonations in helium-rich envelopes surrounding white dwarfs have garnered attention as triggers of faint thermonuclear '.Ia' supernovae and double detonation Type Ia supernovae. However, recent studies have found that the minimum size of a hotspot that can lead to a helium detonation is comparable to, or even larger than, the white dwarf's pressure scale height, casting doubt on the successful ignition of helium detonations in these systems. In this paper, we examine the previously neglected effects of C/O pollution and a full nuclear reaction network, and we consider hotspots with spatially constant pressure in addition to constant density hotspots. We find that the inclusion of these effects significantly decreases the minimum hotspot size for helium-rich detonation ignition, making detonations far more plausible during turbulent shell convection or during double white dwarf mergers. The increase in burning rate also decreases the minimum shell mass in which a helium detonation can successfully propagate and alters the composition of the shell's burning products. The ashes of these low-mass shells consist primarily of silicon, calcium, and unburned helium and metals and may explain the high-velocity spectral features observed in most Type Ia supernovae.

    Successful explosive material detection in luggage and similar sized containers is acritical issue in securing the safety of all airline passengers. Tensor Technology Inc. has recently developed a methodology that will detect explosive compounds with pulsed fast neutron transmission spectroscopy. In this scheme, tritium beams will be used to generate neutrons with a broad energy spectrum as governed by the T(t,2n)4He fission reaction that produces 0-9 MeV neutrons. Lawrence Berkeley National Laboratory (LBNL), in collaboration with Tensor Technology Inc., has designedand fabricated a pulsed white-spectrum neutron source for this application. The specifications of the neutron source are demanding and stringent due to the requirements of high yield and fast pulsing neutron emission, and sealed tube, tritium operation. In a unique co-axial geometry, the ion source uses ten parallel rf induction antennas to externally couple power into a toroidal discharge chamber. There are 20 ion beam extraction slits and 3 concentric electrode rings to shape and accelerate the ion beam into a titanium cone target. Fast neutron pulses are created by using a set ofparallel-plate deflectors switching between +-1500 volts and deflecting the ion beams across a narrow slit. The generator is expected to achieve 5 ns neutron pulses at tritium ion beam energies between 80 - 120 kV. First experiments demonstrated ion source operation and successful beam pulsing.

    We present the results of the observations of a coronal mass ejection (CME) that occurred on 2009 May 13. The most important feature of these observations is that the CME was observed from the very early stage (the solar surface) up to a distance of 15 solar radii (R {sub ?}). Below 2 R {sub ?}, we used the data from the TESIS extreme-ultraviolet telescopes obtained in the Fe 171 and He 304 lines, and above 2 R {sub ?}, we used the observations of the LASCO C2 and C3 coronagraphs. The CME was formed at a distance of 0.2-0.5R {sub ?} from the Sun's surface as a U-shaped structure, which was observed both in the 171 images and in the white light. Observations in the He 304 line showed that the CME was associated with an erupting prominence, which was not located aboveas the standard model predictsbut rather in the lowest part of the U-shaped structure close to the magnetic X point. The prominence location can be explained with the CME breakout model. Estimates showed that CME mass increased with time. The CME trajectory was curvedits heliolatitude decreased with time. The CME started at a latitude of 50 and reached the ecliptic plane at distances of 2.5 R {sub ?}. The CME kinematics can be divided into three phases: initial acceleration, main acceleration, and propagation with constant velocity. After the CME, onset GOES registered a sub-A-class flare.

    The mission of the Syracuse Housing Authority (SHA, Syracuse, N.Y.) is to provide clean, safe, and affordable housing for low-income citizens of the city of Syracuse. In doing so, it has worked to be innovative. SHA owns and manages 12 federally funded housing developments and one New York state-funded project, in addition to managing two buildings owned by the city. After nearly 60 years of success in providing affordable housing in the Syracuse area, the pioneering SHA took on another daunting mission in the 1990s: modernization of waste collection and recycling. By the beginning of 1990, SHA was facing two mandates: to initiate a recycling program by July 1, as mandated by Onondaga County law, and to reduce its trash bill significantly.

    Superinsulation is a direct response to the fast-rising cost of home heating. Of the many kinds of responses, superinsulation is proving to be the simplest and most cost-effective. Until the oil embargo of 1973 there was little interest in saving heat. When the oil shortage arrived and fuel costs doubled and redoubled, many architects responded, at first, by invoking solar energy. They examined the designs of existing solar-heated houses and proposed a great variety of new designs, most of which appeared - to the uninitiated - to have great promise. Most of the early designs were of the active type; some were of the passive type; a few were of the hybrid design.

    This invention relates to an optical transmitter, receiver or transceiver module, and more particularly, to an apparatus for connecting a first optical connector to a second optical connector. The apparatus comprises: (1) a housing having at least a first end and at least a second end, the first end of the housing capable of receiving the first optical connector, and the second end of the housing capable of receiving the second optical connector; (2) a longitudinal cavity extending from the first end of the housing to the second end of the housing; and (3) an electromagnetic shield comprising at least a portion of the housing. This invention also relates to an apparatus for housing a flexible printed circuit board, and this apparatus comprises: (1) a mounting structure having at least a first surface and a second surface; (2) alignment ridges along the first and second surfaces of the mounting structure, the alignment ridges functioning to align and secure a flexible printed circuit board that is wrapped around and attached to the first and second surfaces of the mounting structure; and (3) a series of heat sink ridges adapted to the mounting structure, the heat sink ridges functioning to dissipate heat that is generated from the flexible printed circuit board.

    The Hood River Passive Project was developed by Root Design Build of Hood River Oregon using the Passive House Planning Package (PHPP) to meet all of the requirements for certification under the European Passive House standards. The Passive House design approach has been gaining momentum among residential designers for custom homes and BEopt modeling indicates that these designs may actually exceed the goal of the U.S. Department of Energy's (DOE) Building America program to reduce home energy use by 30%-50% (compared to 2009 energy codes for new homes). This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project.

    This report summarizes the work conducted by the Building America Industrialized Housing Partnership (BAIHP - www.baihp.org) during the final budget period (BP5) of our contract, January 1, 2010 to November 30, 2010. Highlights from the four previous budget periods are included for context. BAIHP is led by the Florida Solar Energy Center (FSEC) of the University of Central Florida. This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project. The design includes high R-Value assemblies, extremely tight construction, high performance doors and windows, solar thermal DHW, heat recovery ventilation, moveable external shutters and a high performance ductless mini-split heat pump. Cost analysis indicates that many of the measures implemented in this project did not meet the BA standard for cost neutrality. The ductless mini-split heat pump, lighting and advanced air leakage control were the most cost effective measures. The future challenge will be to value engineer the performance levels indicated here in modeling using production based practices at a significantly lower cost.

    In early 1994, the White House established a Federal Interagency Ecosystem Management Task Force and Working Group to implement the ecosystem management recommendation in the Vice President`s National Performance Review. The Task Force identified seven ecosystems where mature interagency ecosystem-based activities are mature and ongoing and may provide valuable lessons for broader application. Case studies of each of the seven ecosystems were prepared by interagency teams conducting interviews with representatives of federal, state, and local governments and private interests. The seven ecosystems are: the Southern Appalachian Highlands, Anacostia River Watershed, Prince William Sound, Pacific Northwest Forests, Coastal Louisiana, South Florida, and Great Lakes ecosystems. A final synthesis report, scheduled for completion in the Spring of 1995, will provide an overview of constraints, opportunities, and recommendations in five issue areas: legal, budgetary, science, institutional, policy, and public involvement. A second phase of this initiative will entail the development of ecosystem management strategies for three {open_quotes}new initiatives{close_quotes} laboratories.

    We present a method for counting white blood cells that is uniquely compatible with centrifugation based microfluidics. Blood is deposited on top of one or more layers of density media within a microfluidic disk. Spinning the disk causes the cell populations within whole blood to settle through the media, reaching an equilibrium based on the density of each cell type. Separation and fluorescence measurement of cell types stained with a DNA dye is demonstrated using this technique. The integrated signal from bands of fluorescent microspheres is shown to be proportional to their initial concentration in suspension. Among the current generation of medical diagnostics are devices based on the principle of centrifuging a CD sized disk functionalized with microfluidics. These portable 'lab on a disk' devices are capable of conducting multiple assays directly from a blood sample, embodied by platforms developed by Gyros, Samsung, and Abaxis. [1,2] However, no centrifugal platform to date includes a differential white blood cell count, which is an important metric complimentary to diagnostic assays. Measuring the differential white blood cell count (the relative fraction of granulocytes, lymphocytes, and monocytes) is a standard medical diagnostic technique useful for identifying sepsis, leukemia, AIDS, radiation exposure, and a host of other conditions that affect the immune system. Several methods exist for measuring the relative white blood cell count including flow cytometry, electrical impedance, and visual identification from a stained drop of blood under a microscope. However, none of these methods is easily incorporated into a centrifugal microfluidic diagnostic platform.

    An earth sheltered house is one whose building envelope is substantially in contact with soil, without necessarily being totally underground. Hence, it can provide the commonly sought attributes of a residence, including natural light, exterior views, and curb appeal. It also exhibits strong energy performance, lower maintenance, and good storm protection. Despite the longer-term life cycle cost advantages of earth sheltered buildings, a current hindrance to the mass market acceptance of earth sheltered housing is higher initial cost which is caused, in part, by the inability of conventional rectilinear structural systems to support economically the massive soil loads imposed on earth covered buildings. In deference to the premise that technical suitability is no guarantee of innovation acceptance in the housing industry, a survey of the nontechnical impediments to housing innovation was first undertaken. These impediment areas include: market inhibition; builder trepidations; industry constraints; and financing problems. As a result of an architectural design program written under contract for the Department of Energy, it was possible to include a rather extensive (but necessarily subjective) evaluation of the architectural potential for earth sheltered shell structures. Engineering suitability dimensions included structural effectiveness, constructability, and economy of construction for single- and double-curvature thin shell structures. Overall engineering suitability and architectural potential are deemed to be adequate, although non-engineering impediments to housing innovation appear to raise significant questions regarding the potential for mass market implementation of thin shell stuctures in earth sheltered housing.

    In December 1999, the U.S. Department of Housing and Urban Development (HUD) entered into an Interagency Agreement (IAA) with the U.S. Department of Energy (DOE) and its Rebuild America Program to promote conservation and reduce utility costs in public housing through forums, research, demonstration, and evaluation. The IAA was effectively implemented from November 2000 to December 2002. Under the IAA, Rebuild America established 31 new partnerships with public housing authorities, started 6 new partnerships with organizations that focus on public housing, and initiated new projects with 6 existing Rebuild America public housing partnerships. These 43 partnerships directly involved 51 public housing authorities in 77 energy-related projects (several of the 43 partnerships involved multiple housing authorities and projects). Rebuild America assistance on these projects encompassed a wide range of activities, including planning assistance on energy management and capital investment, reviews of utility consumption and metering options, assistance in implementing HUD's energy incentives, design reviews and energy analyses, and assistance in the development of energy projects and resident programs. In addition, Rebuild America made presentations to housing authorities on energy efficiency opportunities and solutions and provided energy training on selected topics at 23 conferences and workshops that impacted many more housing authorities. This report provides an overview of the accomplishments achieved under the IAA; describes the 77 projects that have been completed, are under way, or are planned; and summarizes the presentations and training provided.

    This final report summarizes the work conducted by the Building America Industrialized Housing Partnership (www.baihp.org) for the period 9/1/99-6/30/06. BAIHP is led by the Florida Solar Energy Center of the University of Central Florida and focuses on factory built housing. In partnership with over 50 factory and site builders, work was performed in two main areas--research and technical assistance. In the research area--through site visits in over 75 problem homes, we discovered the prime causes of moisture problems in some manufactured homes and our industry partners adopted our solutions to nearly eliminate this vexing problem. Through testing conducted in over two dozen housing factories of six factory builders we documented the value of leak free duct design and construction which was embraced by our industry partners and implemented in all the thousands of homes they built. Through laboratory test facilities and measurements in real homes we documented the merits of 'cool roof' technologies and developed an innovative night sky radiative cooling concept currently being tested. We patented an energy efficient condenser fan design, documented energy efficient home retrofit strategies after hurricane damage, developed improved specifications for federal procurement for future temporary housing, compared the Building America benchmark to HERS Index and IECC 2006, developed a toolkit for improving the accuracy and speed of benchmark calculations, monitored the field performance of over a dozen prototype homes and initiated research on the effectiveness of occupancy feedback in reducing household energy use. In the technical assistance area we provided systems engineering analysis, conducted training, testing and commissioning that have resulted in over 128,000 factory built and over 5,000 site built homes which are saving their owners over $17,000,000 annually in energy bills.     Oklahoma and the surrounding interior plains region is being studied with respect to the extensive development of earth sheltered housing. An understanding of the occupant responses to this rediscovered dwelling concept is being determined through extended questionnaires and telephone interviews. Statistical evaluation of these responses should suggest regional relationships between the interior human environment and the exterior environment as expressed by earth sheltered architecture. Habitability and passive energy design are the main topics of interest being investigated at Oklahoma State University. Initial results indicate that occupants are generally satisfied with such attributes as structural safety, thermal comfort, and acoustic environment; but have some reservations concerning daylighting, site design, privacy of family members, and energy design and performance. Despite reservations on energy performance, owners have still achieved significant savings in comparison to their previous homes. A most promising fact is that these savings have been realized with little decrease and often an increase in comfort and habitability aspects.

    Three houses of similar floor plan are being compared for energy consumption. The first house is a typical builder house of 2400 ft2 (223 m2) in east Tennessee. The second house contains retrofits available to a home owner such as energy efficient appliances, windows and HVAC, as well as an insulated attic which contains HVAC duct work. The third house was built using optimum-value framing construction with photovoltaic modules and solar water heating. To consume energy researchers have set up appliances, lights, and plug loads to turn on and off automatically according to a schedule based on the Building America Research Benchmark Definition. As energy efficiency continues to be a focus for protecting the environment and conserving resources, experiments involving whole house energy consumption will be done. In these cases it is important to understand how to simulate occupancy so that data represents only house performance and not human behavior. The process for achieving automated occupancy simulation will be discussed. Data comparing the energy use of each house will be presented and it will be shown that the third house used 66% less and the second house used 36% less energy than the control house in 2010. The authors will discuss how energy prudent living habits can further reduce energy use in the third house by 23% over the average American family living in the same house.

    The scientific case for a Deep Underground Science and Engineering Laboratory [DUSEL] located at the Homestake mine in Lead, South Dakota is exceptional. The site of this future laboratory already claims a discovery for the detection of solar neutrinos, leading to a Nobel Prize for Ray Davis. Moreover this work provided the first step to our present understanding of solar neutrino oscillations and a chink in the armor of the Standard Model of particle physics. We now know, from several experiments located in deep underground experimental laboratories around the world, that neutrinos have mass and even more importantly this mass appears to fit into the framework of theories which unify all the known forces of nature, i.e. the strong, weak, electromagnetic and gravitational. Similarly, DUSEL can forge forward in the discovery of new realms of nature, housing six fundamental experiments that will test the frontiers of our knowledge: (1) Searching for nucleon decay (the decay of protons and neutrons predicted by grand unified theories of nature); (2) Searching for neutrino oscillations and CP violation by detecting neutrinos produced at a neutrino source (possibly located at Brookhaven National Laboratory and/or Fermi National Laboratory); (3) Searching for astrophysical neutrinos originating from the sun, from cosmic rays hitting the upper atmosphere or from other astrophysical sources, such a supernovae; (4) Searching for dark matter particles (the type of matter which does not interact electromagnetically, yet provides 24% of the mass of the Universe); (5) Looking for the rare process known as neutrino-less double beta decay which is predicted by most theories of neutrino mass and allows two neutrons in a nucleus to spontaneously change into two protons and two electrons; and (6) Searching for the rare process of neutron- anti-neutron oscillations, which would establish violation of baryon number symmetry.     Since the late 1990s, the Department of Energy's Idaho National Laboratory (INL) has worked with the US Department of Housing and Urban Development (HUD), the Manufactured Housing Institute (MHI), the National Institute of Standards and Technology (NIST), the National Science Foundation (NSF), and an industry committee to measure the response of manufactured housing to both artificial and natural wind loads and to develop a computational desktop tool to optimize the structural performance of manufactured housing to HUD Code loads. MHTool is the result of an 8-year intensive testing and verification effort using single and double section homes. MHTool is the first fully integrated structural analysis software package specifically designed for manufactured housing. To use MHTool, industry design engineers will enter information (geometries, materials, connection types, etc.) describing the structure of a manufactured home, creating a base model. Windows, doors, and interior walls can be added to the initial design. Engineers will input the loads required by the HUD Code (wind, snow loads, interior live loads, etc.) and run an embedded finite element solver to find walls or connections where stresses are either excessive or very low. The designer could, for example, substitute a less expensive and easier to install connection in areas with very low stress, then re-run the analysis for verification. If forces and stresses are still within HUD Code requirements, construction costs would be saved without sacrificing quality. Manufacturers can easily change geometries or component properties to optimize designs of various floor plans then submit MHTool input and output in place of calculations for DAPIA review. No change in the regulatory process is anticipated. MHTool, while not yet complete, is now ready for demonstration.     The U.S. Department of Energy (DOE) is launching a major research and development initiative to create a small, fast, inexpensive and environmentally friendly rig for drilling 5000 feet boreholes to investigate potential oil and gas reservoirs. DOE wishes to get input from petroleum industry operators, service companies and equipment suppliers on the operation and application of this coiled-tubing-based drilling unit. To that end, DOE has asked Spears & Associates, Inc. (SAI) to prepare a special state-of-the-market report and assist during a DOE-sponsored project-scoping workshop in Albuquerque near the end of April 2003. The scope of the project is four-fold: (1) Evaluate the history, status and future of demand for very small bore-hole drilling; (2) Measure the market for coiled tubing drilling and describe the state-of-the-art; (3) Identify companies and individuals who should have an interest in micro drilling and invite them to the DOE workshop; and (4) Participate in 3 concurrent workshop sessions, record and evaluate participant comments and report workshop conclusions.

The housing is tapered at the top to make it easy to insert a filter cartridge using an overhead crane. The filter cartridge holds the filter element while the air or other gas is passed through the filter element. Captive bolts in trunnion nuts are readily operated by electromechanical manipulators operating power wrenches to secure and release the filter cartridge. The filter cartridge is adapted to make it easy to change a filter element by using a master-slave manipulator at a shielded window station.

    The FHFA regulates Fannie Mae, Freddie Mac, and the 12 Federal Home Loan Banks (the government-sponsored enterprises - GSEs). On June 18, 2009, James B. Lockhart III, then Director of FHFA, released a letter expressing concern about the negative impact of energy loan tax assessment programs (ELTAPs) - also known as Property Assessed Clean Energy (PACE) programs - on both the housing finance system and homeowner program participants. Subsequently, a number of PACE proponents responded to the concerns laid out in the FHFA letter. In early Fall 2009, word circulated that FHFA was planning to follow its June letter with guidance to other agencies, possibly including Fannie Mae and Freddie Mac, discouraging them from buying loans on properties subject to PACE-type assessment liens. This triggered a second round of stakeholder letters, several of which were addressed to President Obama. On October 18, 2009, the White House, in what some believe was an attempt to obviate the need for FHFA guidance, released a Policy Framework for PACE Financing Programs that outlined best practices guidance for homeowner and lender protection. As of February 2010, FHFA and the GSEs have agreed to monitor PACE programs and work with stakeholders and the Administration to consider additional guidance beyond the Policy Framework and to collect more information on PACE program efficacy and risks. A summary of the communications timeline and highlights of the communications are provided.

    As part of a US Department of Energy (DOE) program on multifamily retrofit performance, Lawrence Berkeley Laboratory initiated an effort to learn what is known about energy use and conservation in the public housing sector. This report provides a summary of that information including a profile of the existing data on energy use patterns and conservation potential in public housing drawn from two major reports, from a survey of 40 large public housing authorities, from a 1983 Conference, and from contacts with various HUD staff. It presents the physical characteristics of existing public housing buildings, their energy use patterns, and the potential for conservation. Also described are technical, informational, economic, behavioral, and institutional barriers that hinder the efforts of local housing authorities and HUD to promote energy conservation. We identify a set of research topics that can help overcome existing barriers. For each topic, a brief research agenda, for pursuit by DOE over the next few years, is developed. Studies have been initiated on four of the areas (reported elsewhere) including analyses of baseline energy use, retrofit performance, conservation investments, and the monitoring of solar hot water retrofits at one San Francisco housing project.

    In 1990, the US Department of Energy (DOE) initiated a national evaluation of its lowincome Weatherization Assistance Program. This report, which is one of five parts of that evaluation, evaluates the energy savings and cost-effectiveness of the Program as it had been applied to single-family houses heated primarily by fuel-oil. The study was based upon a representative sample (41 local weatherization agencies, 222 weatherized and 115 control houses) from the nine northeastern states during 1991 and 1992 program years. Dwelling-specific and agency-level data on measures installed, costs, and service delivery procedures were collected from the sampled agencies. Space-heating fuel-oil consumption, indoor temperature, and outdoor temperature were monitored at each house. Dwelling characteristics, air-leakage measurements, space-heating system steady-state efficiency measurements, safety inspections, and occupant questionnaires were also collected or performed at each monitored house. We estimate that the Program weatherized a total of 23,400 single-family fuel-oil heated houses in the nine northeastern states during program years 1991 and 1992. Annual fuel-oil savings were calculated using regression techniques to normalize the savings to standard weather conditions. For the northeast region, annual net fuel-oil savings averaged 160 gallons per house, or 17.7% of pre-weatherization consumption. Although indoor temperatures changed in individual houses following weatherization, there was no average change and no significant difference as compared to the control houses; thus, there was no overall indoor temperature takeback effect influencing fuel-oil savings. The weatherization work was performed cost effectively in these houses from the Program perspective, which included both installation costs and overhead and management costs but did not include non-energy benefits (such as employment and environmental).

    This white paper has been prepared to document the approach to develop strategies to address Idaho National Engineering and Environmental Laboratory (INEEL) science and technology needs/uncertainties to support completion of INEEL Idaho Completion Project (Environmental Management [EM]) projects against the 2012 plan. Important Idaho Completion Project remediation and clean-up projects include the 2008 OU 10-08 Record of Decision, completion of EM by 2012, Idaho Nuclear Technology and Engineering Center Tanks, INEEL CERCLA Disposal Facility, and the Radioactive Waste Management Complex. The objective of this effort was to develop prioritized operational needs and uncertainties that would assist Operations in remediation and clean-up efforts at the INEEL and develop a proposed path forward for the development of science strategies to address these prioritized needs. Fifteen needs/uncertainties were selected to develop an initial approach to science strategies. For each of the 15 needs/uncertainties, a detailed definition was developed. This included extracting information from the past interviews with Operations personnel to provide a detailed description of the need/uncertainty. For each of the 15 prioritized research and development needs, a search was performed to identify the state of the associated knowledge. The knowledge search was performed primarily evaluating ongoing research. The ongoing research reviewed included Environmental Systems Research Analysis, Environmental Management Science Program, Laboratory Directed Research and Development, Inland Northwest Research Alliance, United States Geological Survey, and ongoing Operations supported projects. Results of the knowledge search are documented as part of this document.

This report describes the deep energy retrofit of the Cool Energy House (CEH), which began as a mid-1990s two-story traditional specification house of about 4,000 ft2 in the upscale Orlando suburb of Windermere.

    A housing is disclosed for the containment of instrumentation in a high pressure fluid environment that consists of a metallic endcap and ceramic cylinder bonded together. The improvement comprises a structure which results in the improved sealing of said housing as the fluid pressure increases. The cylindrical ceramic tube and endcap are dimensioned such that mechanical failure does not occur when exposed to the desired external operating pressures which includes up to 36,000 feet of water. The housing is designed to withstand the external operating pressures without being subject to mechanical failure or excessive deformation which results in the loss of pressure housing integrity via cracking or deformation of the ceramic tube, deformation of the endcap, or from failure of the bonding agent. 9 figs.

    A housing for the containment of instrumentation in a high pressure fluid environment that consists of a metallic endcap and ceramic cylinder bonded together. The improvement comprises a structure which results in the improved sealing of said housing as the fluid pressure increases. The cylindrical ceramic tube and endcap are dimensioned such that mechanical failure does not occur when exposed to the desired external operating pressures which includes up to 36,000 feet of water. The housing is designed to withstand the external operating pressures without being subject to mechanical failure or excessive deformation which results in the loss of pressure housing integrity via cracking or deformation of the ceramic tube, deformation of the endcap, or from failure of the bonding agent.

    The Greenbuilt house is a 1980's era house in the Sacramento area that was a prominent part of Sacramento Municipal Utility District's (SMUD) Energy Efficient Remodel Demonstration Program. The house underwent an extensive remodel, aimed at improving overall energy efficiency with a goal of reducing the home's energy use by 50%. NREL researchers performed a number of tests on the major systems touched by the retrofit to ensure they were working as planned. Additionally, SMUD rented the house from Greenbuilt Construction for a year to allow NREL to perform a number of tests on the cooling system and the water heating system. The goal of the space conditioning tests was to find the best ways to cut cooling loads and shift the summer peak. The water heating system, comprised of an add-on heat pump water heater and an integrated collector-storage solar water heater, was operated with a number of different draw profiles to see how varying hot water draw volume and schedule affected the performance of the system as a whole. All the experiments were performed with the house empty, with a simulated occupancy schedule running in the house to mimic the load imposed by real occupants.

  16. Energy impacts of attic duct retrofits in Sacramento houses

    Inefficiencies in air distribution systems have been identified as a major source of energy loss in US sunbelt homes. Research indicates that approximately 30--40% of the thermal energy delivered to the ducts passing through unconditioned spaces is lost through air leakage and conduction through the duct walls. Field experiments over the past several years have well documented the expected levels of air leakage and the extent to which that leakage can be reduced by retrofit. Energy savings have been documented to a more limited extent, based upon a few field studies and simulation model results. Simulations have also indicated energy loss through ducts during the off cycle caused by thermosiphon-induced flows, however this effect had not been confirmed experimentally. A field study has been initiated to separately measure the impacts of combined duct leak sealing and insulation retrofits, and to optimize a retrofit protocol for utility DSM programs. This paper describes preliminary results from 6 winter and 5 summer season houses. These retrofits cut overall duct leakage area approximately 64%, which translated to a reduction in envelope ELA of approximately 14%. Wrapping ducts and plenums with R-6 insulation translated to a reduction in average flow-weighted conduction losses of 33%. These experiments also confirmed the appropriateness of using duct ELA and operating pressures to estimate leakage flows for the population, but indicated significant variations between these estimates and measured flows on a house by house basis. In addition, these experiments provided a confirmation of the predicted thermosiphon flows, both under winter and summer conditions. Finally, average material costs were approximately 20% of the total retrofit costs, and estimates of labor required for retrofits based upon these experiments were: 0.04 person-hrs/cm{sup 2} of duct sealed and 0.21 person-hrs/m{sup 2} of duct insulated.

    This report summarizes three documents: Multiyear Research Plan, Volume I FY 1989 Task Reports, and Volume II Appendices. These documents describe tasks that were undertaken from November 1988 to December 1989, the first year of the project. Those tasks were: (1) the formation of a steering committee, (2) the development of a multiyear research plan, (3) analysis of the US industrialized housing industry, (4) assessment of foreign technology, (5) assessment of industrial applications, (6) analysis of computerized design and evaluation tools, and (7) assessment of energy performance of baseline and advanced industrialized housing concepts.     Sea Lion applied for and received a grant from the Department of Energy (DOE) towards this end titled “Energy Efficiency Development and Deployment in Indian Country”. The initial objectives of the Hooper Bay Energy Efficiency Feasibility Study were to demonstrate a 30% reduction in residential/commercial energy usage and identify the economic benefits of implementing energy efficiency measures to the Tribe through: (1) partnering with Whitney Construction and Solutions for Healthy Breathing in the training and hire of 2 local energy assessors to conduct energy audits of 9 representative housing models and 2 commercial units in the community. These homes are representative of 52 homes constructed across different eras. (2) partnering with Cold Climate Housing Research Center to document current electrical and heating energy consumption and analyze data for a final feasibility report (3) assessing the economics of electricity & heating fuel usage; (4) projecting energy savings or fossil fuel reduction by modeling of improvement scenarios and cost feasibility The following two objectives will be completed after the publication of this report: (5) the development of materials lists for energy efficiency improvements (6) identifying financing options for the follow-up energy efficiency implementation phase.

  15. Impacts of the Weatherization Assistance Program in Fuel-Oil Heated Houses

    In 1990, the U.S. Department of Energy (DOE) initiated a national evaluation of its low-income Weatherization Assistance Program. This report, which is one of five parts of that evaluation, evaluates the energy savings and cost-effectiveness of the Program as it had been applied to single-family houses heated primarily by fuel-oil. The study was based upon a representative sample (41 local weatherization agencies, 222 weatherized and 115 control houses) from the nine northeastern states during 1991 and 1992 program years. Dwelling-specific and agency-level data on measures installed, costs, and service delivery procedures were collected from the sampled agencies. Space-heating fuel-oil consumption, indoor temperature, and outdoor temperature were monitored at each house. Dwelling characteristics, air-leakage measurements, space-heating system steady-state efficiency measurements, safety inspections, and occupant questionnaires were also collected or performed at each monitored house. We estimate that the Program weatherized a total of 23,400 single-family fuel-oil heated houses in the nine northeastern states during program years 1991 and 1992. Annual fuel-oil savings were calculated using regression techniques to normalize the savings to standard weather conditions. For the northeast region, annual net fuel-oil savings averaged 160 gallons per house, or 17.7% of pre-weatherization consumption. Although indoor temperatures changed in individual houses following weatherization, there was no average change and no significant difference as compared to the control houses; thus, there was no overall indoor temperature takeback effect influencing fuel-oil savings. The weatherization work was performed cost effectively in these houses from the Program perspective, which included both installation costs and overhead and management costs but did not include non-energy benefits (such as employment and environmental). Total average costs were $1819 per house ($1192 for
