President Clinton has directed the White House office on Environmental Policy to coordinate an interagency process to develop a plan to fulfill the commitment he made in his Earth Day address on April 21, 1993. This plan will become the cornerstone of the Climate Change Plan that will be completed shortly after the Rio Accord enters into force. The Office on Environmental Policy established the Interagency Climate Change Mitigation Group to draw on the expertise of federal agencies including the National Economic Council; the Council of Economic Advisors; the Office of Science and Technology Policy; the Office of Management and Budget; the National Security Council; the Domestic Policy Council; the Environmental Protection Agency; and the Departments of Energy, Transportation, Agriculture, Interior, Treasury, Commerce, and State. Working groups have been established to examine six key policy areas: energy demand, energy supply, joint implementation, methane and other gases, sinks, and transportation. The purpose of the White House Conference on Global Climate Change was to ``tap the real-world experiences`` of diverse participants and seek ideas and information for meeting the President`s goals. During the opening session, senior administration officials defined the challenge ahead and encouraged open and frank conversation about the best possible ways to meet it.

A distinct female cultivar of Salix viminalis.times.S. miyabeana named `Tully Champion`, characterized by rapid stem growth producing greater than 25% more woody biomass than two current production clones (Salix dasyclados `SV1` and Salix miyabeana `SX64`), more than 2.5-fold greater biomass than one of its parents (Salix miyabeana `SX67`), and nearly 3-fold more biomass than another production clone (Salix sacchalinensis, `SX61`) when grown in the same field for the same length of time (two growing seasons after coppice) in Tully, N.Y. `Tully Champion` can be planted from dormant stem cuttings, produces multiple stems after coppice, and the stem biomass can be harvested when the plant is dormant. In the spring following harvest, the plant will re-sprout very vigorously, producing new stems that can be harvested repeatedly after two to four years of growth. `Tully Champion` displays a low incidence of rust disease and is not damaged by potato leafhoppers.

The Hood River Passive Project was developed by Root Design Build of Hood River Oregon using the Passive House Planning Package (PHPP) to meet all of the requirements for certification under the European Passive House standards. The Passive House design approach has been gaining momentum among residential designers for custom homes and BEopt modeling indicates that these designs may actually exceed the goal of the U.S. Department of Energy's (DOE) Building America program to reduce home energy use by 30%-50% (compared to 2009 energy codes for new homes). This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project.

Hood River Passive House

The Hood River Passive Project was developed by Root Design Build of Hood River Oregon using the Passive House Planning Package (PHPP) to meet all of the requirements for certification under the European Passive House standards. The Passive House design approach has been gaining momentum among residential designers for custom homes and BEopt modeling indicates that these designs may actually exceed the goal of the U.S. Department of Energy's (DOE) Building America program to reduce home energy use by 30%-50% (compared to 2009 energy codes for new homes). This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project. The design includes high R-Value assemblies, extremely tight construction, high performance doors and windows, solar thermal DHW, heat recovery ventilation, moveable external shutters and a high performance ductless mini-split heat pump. Cost analysis indicates that many of the measures implemented in this project did not meet the BA standard for cost neutrality. The ductless mini-split heat pump, lighting and advanced air leakage control were the most cost effective measures. The future challenge will be to value engineer the performance levels indicated here in modeling using production based practices at a significantly lower cost.

This report, Housing Characteristics 1993, presents statistics about the energy-related characteristics of US households. These data were collected in the 1993 Residential Energy Consumption Survey (RECS) -- the ninth in a series of nationwide energy consumption surveys conducted since 1978 by the Energy Information Administration of the US Department of Energy. Over 7 thousand households were surveyed, representing 97 million households nationwide. A second report, to be released in late 1995, will present statistics on residential energy consumption and expenditures.

The house is designed to stimulate interest in resource conservation in home building among home builders, home buyers, public officials, civic groups, and the media. In addition to products made from recycled materials, products and systems used to build the house are made from less costly materials, more durable materials, and materials that contribute to energy conservation during the lifetime of the house. Interacting binaries in which a white dwarf accretes material from a companion --- cataclysmic variables (CVs) in which the mass loss is via Roche-lobe overflow, and symbiotic stars in which the white dwarf captures the wind of a late type giant --- are relatively commonplace. They display a wide range of behaviors in the optical, X-rays, and other wavelengths, which still often baffles observers and theorists alike. They are likely to be a significant contributor to the Galactic ridge X-ray emission, and the possibility that some CVs or symbiotic stars may be the progenitors of some of the Type Ia supernovae deserves serious consideration. Furthermore, these binaries serve as excellent laboratories in which to study physics of X-ray emission from high density plasma, accretion physics, reflection, and particle acceleration. Fibrous ceramic sealing material may be placed between radial and tangential facing surfaces of adjacent tiles to limit radial gas flow there between. DUSEL Theory White Paper

The NSF has chosen the site for the Deep Underground Science and Engineering Laboratory (DUSEL) to be in Lead, South Dakota. In fact, the state of South Dakota has already stepped up to the plate and contributed its own funding for the proposed lab, see http://www.sanfordlaboratoryathomestake.org/index.html. The final decision by NSF for funding the Initial Suite of Experiments for DUSEL will be made early in 2009. At that time the NSF Science Board must make a decision. Of order 200 experimentalists have already expressed an interest in performing experiments at DUSEL. In order to assess the interest of the theoretical community, the Center for Cosmology and Astro-Particle Physics (CCAPP) at The Ohio State University (OSU) organized a 3-day DUSEL Theory Workshop in Columbus, Ohio from April 4 - 6, 2008. The workshop focused on the scientific case for six proposed experiments for DUSEL: long baseline neutrino oscillations, proton decay, dark matter, astrophysical neutrinos, neutrinoless double beta decay and N-Nbar oscillations. The outcome of this workshop is the DUSEL Theory White paper addressing the scientific case at a level which may be useful in the decision making process for policy makers at the NSF and in the U.S. Congress. We review empirical and theoretical findings concerning white dwarfs in Galactic globular clusters. Since their detection is a critical issue we describe in detail the various efforts to find white dwarfs in globular clusters. We then outline the advantages of using cluster white dwarfs to investigate the formation and evolution of white dwarfs and concentrate on evolutionary channels that appear to be unique to globular clusters. We also discuss the usefulness of globular cluster white dwarfs to provide independent information on the distances and ages of globular clusters, information that is very important far beyond the immediate field of white dwarf research. Finally, we mention possible future avenues concerning globular cluster white dwarfs, like the study of strange quark matter or plasma neutrinos.

Occupancy Simulation in Three Residential Research Houses

Three houses of similar floor plan are being compared for energy consumption. The first house is a typical builder house of 2400 ft2 (223 m2) in east Tennessee. The second house contains retrofits available to a home owner such as energy efficient appliances, windows and HVAC, as well as an insulated attic which contains HVAC duct work. The third house was built using optimum-value framing construction with photovoltaic modules and solar water heating. To consume energy researchers have set up appliances, lights, and plug loads to turn on and off automatically according to a schedule based on the Building America Research Benchmark Definition. As energy efficiency continues to be a focus for protecting the environment and conserving resources, experiments involving whole house energy consumption will be done. In these cases it is important to understand how to simulate occupancy so that data represents only house performance and not human behavior. The process for achieving automated occupancy simulation will be discussed. Data comparing the energy use of each house will be presented and it will be shown that the third house used 66% less and the second house used 36% less energy than the control house in 2010. The authors will discuss how energy prudent living habits can further reduce energy use in the third house by 23% over the average American family living in the same house.

The FHFA regulates Fannie Mae, Freddie Mac, and the 12 Federal Home Loan Banks (the government-sponsored enterprises - GSEs). On June 18, 2009, James B. Lockhart III, then Director of FHFA, released a letter expressing concern about the negative impact of energy loan tax assessment programs (ELTAPs) - also known as Property Assessed Clean Energy (PACE) programs - on both the housing finance system and homeowner program participants. Subsequently, a number of PACE proponents responded to the concerns laid out in the FHFA letter. In early Fall 2009, word circulated that FHFA was planning to follow its June letter with guidance to other agencies, possibly including Fannie Mae and Freddie Mac, discouraging them from buying loans on properties subject to PACE-type assessment liens. This triggered a second round of stakeholder letters, several of which were addressed to President Obama. On October 18, 2009, the White House, in what some believe was an attempt to obviate the need for FHFA guidance, released a Policy Framework for PACE Financing Programs that outlined best practices guidance for homeowner and lender protection. As of February 2010, FHFA and the GSEs have agreed to monitor PACE programs and work with stakeholders and the Administration to consider additional guidance beyond the Policy Framework and to collect more information on PACE program efficacy and risks. A summary of the communications timeline and highlights of the communications are provided.

DUSEL Theory White Paper

The scientific case for a Deep Underground Science and Engineering Laboratory [DUSEL] located at the Homestake mine in Lead, South Dakota is exceptional. The site of this future laboratory already claims a discovery for the detection of solar neutrinos, leading to a Nobel Prize for Ray Davis. Moreover this work provided the first step to our present understanding of solar neutrino oscillations and a chink in the armor of the Standard Model of particle physics. We now know, from several experiments located in deep underground experimental laboratories around the world, that neutrinos have mass and even more importantly this mass appears to fit into the framework of theories which unify all the known forces of nature, i.e. the strong, weak, electromagnetic and gravitational. Similarly, DUSEL can forge forward in the discovery of new realms of nature, housing six fundamental experiments that will test the frontiers of our knowledge: (1) Searching for nucleon decay (the decay of protons and neutrons predicted by grand unified theories of nature); (2) Searching for neutrino oscillations and CP violation by detecting neutrinos produced at a neutrino source (possibly located at Brookhaven National Laboratory and/or Fermi National Laboratory); (3) Searching for astrophysical neutrinos originating from the sun, from cosmic rays hitting the upper atmosphere or from other astrophysical sources, such a supernovae; (4) Searching for dark matter particles (the type of matter which does not interact electromagnetically, yet provides 24% of the mass of the Universe); (5) Looking for the rare process known as neutrino-less double beta decay which is predicted by most theories of neutrino mass and allows two neutrons in a nucleus to spontaneously change into two protons and two electrons; and (6) Searching for the rare process of neutron- anti-neutron oscillations, which would establish violation of baryon number symmetry. A large megaton water Cherenkov detector for neutrinos and nucleon decay, located in DUSEL and roughly 20 times the size of current detectors, can perform the first three of these experiments. The last 3 can utilize the unique environment afforded by DUSEL to perform the most sensitive tests to date. Any one of these experiments can greatly increase our knowledge of nature. The Deep Underground Science and Engineering Laboratory (DUSEL), with a Large Megaton Size Detector, is desperately needed to address a set of fundamental issues in particle and astrophysics.

Energy efficient industrialized housing research program

This document describes the research work completed in five areas in fiscal year 1989. (1) The analysis of the US industrialized housing industry includes statistics, definitions, a case study, and a code analysis. (2) The assessment of foreign technology reviews the current status of design, manufacturing, marketing, and installation of industrialized housing primarily in Sweden and Japan. (3) Assessment of industrialization applications reviews housing production by climate zone, has a cost and energy comparison of Swedish and US housing, and discusses future manufacturing processes and emerging components. (4) The state of computer use in the industry is described and a prototype design tool is discussed. (5) Side by side testing of industrialized housing systems is discussed.

Astrophysics of white dwarf binaries

White dwarf binaries are the most common compact binaries in the Universe and are especially important for low-frequency gravitational wave detectors such as LISA. There are a number of open questions about binary evolution and the Galactic population of white dwarf binaries that can be solved using gravitational wave data and at the same time, our ever improving knowledge about these binaries will help to predict the signals that can be expected for LISA. In addition a number of white dwarf binaries will serve as verification sources for the instrument. I will discuss these issues and report recent, surprising, developments in this field. Finally I report calculations about the feasibility of complementary electro-magnetic observations which unfortunately cannot reproduce the optimistic results of Cooray et al. (2004).

Cool Versus Ultracool White Dwarfs

A preliminary $BVRIJHK$ analysis of the white dwarfs SSSPM J2231$-$7514 and SSSPM J2231$-$7515 is presented. Although both stars were reported to have $T_{\\rm eff}<4000$ K, the analysis here indicates $T_{\\rm eff}\\approx4250$ K for both SSSPM J2231$-$7514 and SSSPM J2231$-$7515. Given substantial scientific interest in the coolest extant degenerate stars, it is necessary to distinguish sub 4000 K objects from the bulk of cool white dwarfs. This analysis reiterates the importance of near infrared observations in constraining the spectral energy distributions and effective temperatures of the coolest white dwarfs and briefly discusses their possible origins.

Achieving Sustainable Construction in Affordable Housing

An energy-efficient design and construction checklist and information sheets on energy-efficient design and construction are two products being developed. These products will help affordable housing providers take the first steps toward a whole-house approach to the design and implementation of energy-efficient construction practices. The checklist presents simple and clear guidance on energy improvements that can be readily addressed now by most affordable housing providers. The information sheets complement the checklist by providing installation instructions and material specifications that are accompanied by detailed graphics. The information sheets also identify benefits of recommended energy-efficiency measures and procedures including cost savings and impacts on health and comfort. This paper presents details on the checklist and information sheets and discusses their use in two affordable housing projects.

The Consortium for Advanced Residential Buildings has provided the technical engineering and building science support for a highly visible demonstration home in connection with the National Association of Home Builders' International Builders Show. The two previous projects, the Las Vegas net-zero ReVISION House and the 2011 VISION and ReVISION Houses in Orlando, met goals for energy efficiency, cost effectiveness, and information dissemination through multiple web-based venues. This project, which was unveiled at the 2012 International Builders Show in Orlando on February 9, is the deep energy retrofit Cool Energy House (CEH). The CEH began as a mid-1990s two-story traditional specification house of about 4,000 ft2 in the upscale Orlando suburb of Windermere.

The improvement comprises a structure which results in the improved sealing of said housing as the fluid pressure increases. Energy Efficient Industrialized Housing Research Program

Six area reported progress in the Energy Efficient Industrialized Housing Research Program during FY 1991. As part of Industry Guidance, meetings were held with steering and technical committees in computers, housing design and manufacturing. This task area enables the program to benefit from the expertise of industry representatives and communicate research results directly to them. As part of the Design Process performance specifications were being developed for the future housing system designed last year. These house designs coordinate and optimize predicted and desirable advances in computerized design processes, materials, components, and manufacturing automation to achieve energy efficiency at reduced first cost. Energy design software were being developed for CAD systems, stressed skin insulating core panel manufacturers; and a prototype energy sales tool. A prototype design was to be developed to integrate one or more subsystems with the building skin. As part of the Manufacturing Process we are developing a manufacturing process simulation and data base to help current and new entrants to the industrialized housing industry in assessing the impact of implementing new manufacturing techniques. For Evaluation we are developing testing plans for six units of housing on the UO campus and the stressed skin insulating core house to be constructed in Oregon. The DOW Chemical test structure will be retrofitted with a tile roof and retested to compare to the dome and conventional construction structures. Calibration of the wind tunnel will be completed so that laboratory tests can be conducted to simulate the ventilation cooling efficiency of houses in design. Research utilization and program management were either aspects of this program.

We present preliminary limits on the presence of planets around white dwarf stars using the IRAC photometer on the Spitzer space telescope. Planets emit strongly in the mid-infrared which allows their presence to be detected as an excess at these wavelengths. We place limits of $5 M_J$ for 8 stars assuming ages of $1 Gyr$, and $10 M_J$ for 23 stars.We describe our survey, present our results and comment on approaches to improve our methodology.

Photometric Identification of Cool White Dwarfs

We investigate the use of a narrow-band DDO51 filter for photometric identification of cool white dwarfs. We report photometric observations of 30 known cool white dwarfs with temperatures ranging from 10,000 K down to very cool temperatures (<3500 K). Follow-up spectroscopic observations of a sample of objects selected using this filter and our photometric observations show that DDO51 filter photometry can help select cool white dwarf candidates for follow-up multi--object spectroscopy by rejecting 65% of main sequence stars with the same broad--band colors as the cool white dwarfs. This technique is not selective enough to efficiently feed single--object spectrographs. We present the white dwarf cooling sequence using this filter. Our observations show that very cool white dwarfs form a sequence in the r-DDO vs. r-z color--color diagram and demonstrate that significant improvements are needed in white dwarf model atmospheres.

These documents describe tasks that were undertaken from November 1988 to December 1989, the first year of the project. Those tasks were: (1) the formation of a steering committee, (2) the development of a multiyear research plan, (3) analysis of the US industrialized housing industry, (4) assessment of foreign technology, (5) assessment of industrial applications, (6) analysis of computerized design and evaluation tools, and (7) assessment of energy performance of baseline and advanced industrialized housing concepts. This report details the simulation tool(s) and energy modeling methodology followed in making the energy efficiency estimates and documents the estimated performance of the EVHA award winning houses in comparison with the Building America Benchmark and the associated House Simulation Protocols. A summary of each building and its features is included with a brief description of the project and the judges' comments. The purpose of this report is to assess the energy performance of the 2011 EVHA winners as well as align the EVHA Program with the Building America Program.

The House Simulation Protocol (HSP) document provides guidance to program partners and managers so they can compare energy savings for new construction and retrofit projects. Discovery of an Ultracool White Dwarf Companion

The discovery of a low luminosity common proper motion companion to the white dwarf GD392 at a wide separation of $46''$ is reported. $BVRI$ photometry suggests a low temperature ($T_{\\rm eff}\\sim4000$ K) while $JHK$ data strongly indicate suppressed flux at all near infrared wavelengths. Thus, GD392B is one of the few white dwarfs to show significant collision induced absorption due to the presence of photospheric ${\\rm {H_2}}$ and the first ultracool white dwarf detected as a companion to another star. Models fail to explain GD392B as a normal mass white dwarf. If correct, the cool companion may be explained as a low mass white dwarf or unresolved double degenerate. The similarities of GD392B to known ultracool degenerates are discussed, including some possible implications for the faint end of the white dwarf luminosity function.

Moreover, reliable stellar dynamical investigations of the disk and halo components will be possible. For the first time it will be possible to test the mass-radius relation of white dwarfs in great detail. Moreover, more accurate masses of magnetic and cool white dwarfs can be expected. One usually thinks of it as a spherical shell about one astronomical unit (AU) in radius, and surrounding a more or less Sun-like star; and might be detectable as an infrared point source. We point out that Dyson Spheres could also be built around white dwarfs. This type would avoid the need for artificial gravity technology, in contrast to the AU-scale Dyson Spheres. In fact, we show that parameters can be found to build Dyson Spheres suitable --temperature- and gravity-wise-- for human habitation. This type would be much harder to detect.

Object-Oriented Technology (OOT), although not a new paradigm, has recently been prominently featured in the trade press and even general business publications. Indeed, the promises of object technology are alluring: the ability to handle complex design and engineering information through the full manufacturing production life cycle or to manipulate multimedia information, and the ability to improve programmer productivity in creating and maintaining high quality software. Groups at a number of the DOE facilities have been exploring the use of object technology for engineering, business, and other applications. In this white paper, the technology is explored thoroughly and compared with previous means of developing software and storing databases of information. Several specific projects within the DOE Complex are described, and the state of the commercial marketplace is indicated.

Foundation House, New York, geothermal heat pump

The Foundation House, planned to house half a dozen nonprofit foundations, will be constructed on 64th Street just east of Central Park in Manhattan, New York. It is in a Landmark District and designed by the architectural firm of Henry George Greene, AIA of Scarsdale, NY (project architect, David Wasserman). The 20,000-square foot building of five floors above ground and two below, will illustrate how energy-savings technology and environmentally sensitive construction methods can be economical. The heating and cooling system, including refrigeration requirements for the freezers and refrigerators in the commercial kitchen, will be provided by geothermal heat pumps using standing column wells. The facility is the first building on the island of Manhattan to feature geothermal heating and cooling. The mechanical system has been the assistance of Carl Orio`s firm of Water & Energy Systems corporation of Atkinson, New Hampshire. The two 1550-foot standing column wells were drilled by John Barnes of Flushing, NY.

Healthy Housing Opportunities During Weatherization Work

In the summer and early fall of 2010, the National Center for Healthy Housing interviewed people from a selection of state and local agencies that perform weatherizations on low-income housing in order to gauge their approach to improving the health and safety of the homes. The interviews provided a strong cross section of what work agencies can do, and how they go about funding this work when funds from the Weatherization Assistance Program (WAP) do not cover the full extent of the repairs. The report also makes recommendations for WAP in how to assist agencies to streamline and maximize the health and safety repairs they are able to make in the course of a standard weatherization.

Performance evaluation of the Balcomb solar house

Additional instrumentation was added to the Balcomb solar house for a six-week period and up to 85 channels were recorded hourly. Some new findings based on an evaluation of these data are presented. (1) The thermal comfort characteristics of four rooms are documented. (2) Relative humidity in the living room varies from 30 to 50%; these data are used to infer an evaporation rate in the house of about 25 kg of water/day. The evaporation rate correlates reasonably well with greenhouse temperature. (3) Heat storage in the greenhouse floor is estimated at about 0.30 kWh/day-m/sup 2/ based on temperatures measured at four depths. (4) Several thermal characteristics of the rock bed are deduced but it is evident that the heat flow is not yet completely understood.

Houses need to breathe, but we can no longer leave the important functions associated with ventilation to be met accidentally. A designed ventilation system must be considered as much a part of a home as its heating system. Windows are a key part of that system because they allow a quick increase in ventilation for unusual events, but neither they nor a leaky building shell can be counted on to provide minimum levels.

Housing assembly for electric vehicle transaxle

Disclosed is a drive assembly (10) for an electrically powered vehicle (12). The assembly includes a transaxle (16) having a two-speed transmission (40) and a drive axle differential (46) disposed in a unitary housing assembly (38), an oil-cooled prime mover or electric motor (14) for driving the transmission input shaft (42), an adapter assembly (24) for supporting the prime mover on the transaxle housing assembly, and a hydraulic system (172) providing pressurized oil flow for cooling and lubricating the electric motor and transaxle and for operating a clutch (84) and a brake (86) in the transmission to shift between the two-speed ratios of the transmission. The adapter assembly allows the prime mover to be supported in several positions on the transaxle housing. The brake is spring-applied and locks the transmission in its low-speed ratio should the hydraulic system fail. The hydraulic system pump is driven by an electric motor (212) independent of the prime mover and transaxle.

Performance House -- A Cold Climate Challenge Home

Working with builder partners on a test homes allows for vetting of whole-house building strategies to eliminate any potential unintended consequences prior to implementing these solution packages on a production scale. To support this research, CARB partnered with Preferred Builders Inc. on a high-performance test home in Old Greenwich, CT. The philosophy and science behind the 2,700 ft2 'Performance House' was based on the premise that homes should be safe, healthy, comfortable, durable, efficient, and adapt with the homeowners. The technologies and strategies used in the 'Performance House' were not cutting-edge, but simply 'best practices practiced'. The focus was on simplicity in construction, maintenance, and operation. When seeking a 30% source energy savings targets over a comparable 2009 IECC code-built home in the cold climate zone, nearly all components of a home must be optimized. Careful planning and design are critical. To help builders and architects seeking to match the performance of this home, a step-by-step guide through the building shell components of DOE's Challenge Home are provided in a pictorial story book. The end result was a DOE Challenge Home that achieved a HERS Index Score of 20 (43 without PV, the minimum target was 55 for compliance). This home was also awarded the 2012 HOBI for Best Green Energy Efficient Home from the Home Builders & Remodelers Association of Connecticut.
