    1993-11-01

President Clinton has directed the White House office on Environmental Policy to coordinate an interagency process to develop a plan to fulfill the commitment he made in his Earth Day address on April 21, 1993. This plan will become the cornerstone of the Climate Change Plan that will be completed shortly after the Rio Accord enters into force. The Office on Environmental Policy established the Interagency Climate Change Mitigation Group to draw on the expertise of federal agencies including the National Economic Council; the Council of Economic Advisors; the Office of Science and Technology Policy; the Office of Management and Budget; the National Security Council; the Domestic Policy Council; the Environmental Protection Agency; and the Departments of Energy, Transportation, Agriculture, Interior, Treasury, Commerce, and State. Working groups have been established to examine six key policy areas: energy demand, energy supply, joint implementation, methane and other gases, sinks, and transportation. The purpose of the White House Conference on Global Climate Change was to ``tap the real-world experiences`` of diverse participants and seek ideas and information for meeting the President`s goals. During the opening session, senior administration officials defined the challenge ahead and encouraged open and frank conversation about the best possible ways to meet it.

  16. Diagnosing delivery problems in the White House Information Distribution System

    SciTech Connect (OSTI)

    Nahabedian, M.; Shrobe, H.

    1996-12-31

As part of a collaboration with the White House Office of Media Affairs, members of the MIT Artificial Intelligence Laboratory designed a system, called COMLINK, which distributes a daily stream of documents released by the Office of Media Affairs. Approximately 4000 direct subscribers receive information from this service but more than 100,000 people receive the information through redistribution channels. The information is distributed via Email and the World Wide Web. In such a large scale distribution scheme, there is a constant problem of subscriptions becoming invalid because the user`s Email account has terminated. This causes a backwash of hundreds of {open_quotes}bounced mail{close_quotes} messages per day which must be processed by the operators of the COMLINK system. To manage this annoying but necessary task, an expert system named BMES was developed to diagnose the failures of information delivery.

Brunei Shell Petroleum's giant Champion field is in a mature stage of development with about 23 yr of production history to date. The field comprises a complex sequence of Miocene shallow marine and deltaic layered clastic reservoirs cut by numerous growth faults. This study was aimed at providing a quantified estimate of the effect of lateral and vertical discontinuities within the I and J reservoirs on the recovery for both depletion drive and in a waterflood, with a view to identifying the optimal method of completing the development of the oil reserves in this area. Geological input to the ECLIPSE simulator was aimed at quantifying two key parameters: (1) STOIIP connected to the well bore and (2) permeability contrast. Connected STOIIP is a function of the domain size of interconnected sand bodies, and this parameter was quantified by the use of detailed sedimentology resulting in sand-body facies maps for each reservoir sublayer. Permeability contrast was quantified by using a wireline-log based algorithm, calibrated against core data, which improved the existing accuracy of permeability estimates in this part of the field. Results of simulation runs illustrate the importance of quantifying geologic heterogeneity and provide valuable information for future field development planning.

Superinsulation is a direct response to the fast-rising cost of home heating. Of the many kinds of responses, superinsulation is proving to be the simplest and most cost-effective. Until the oil embargo of 1973 there was little interest in saving heat. When the oil shortage arrived and fuel costs doubled and redoubled, many architects responded, at first, by invoking solar energy. They examined the designs of existing solar-heated houses and proposed a great variety of new designs, most of which appeared - to the uninitiated - to have great promise. Most of the early designs were of the active type; some were of the passive type; a few were of the hybrid design.
