    The Pine Bluff Arsenal (PBA) near Pine Bluff, Arkansas, is one of eight continental United States (CONUS) Army installations where lethal unitary chemical agents and munitions are stored and where destruction of agents and munitions is proposed under the Chemical Stockpile Disposal Program (CSDP). The chemical agent inventory at PBA consists of approximately 12%, by weight, of the total US stockpile. The destruction of the stockpile is necessary to eliminate the risk to the public from continued storage and to dispose of obsolete and leaking munitions. In 1988 the US Army issued a Final Programmatic Environmental Impact Statement (FPEIS) for the CSDP that identified on-site disposal of agents and munitions as the environmentally preferred alternative (i.e., the alternative with the least potential to cause significant adverse impacts). The purpose of this report is to examine the proposed implementation of on-site disposal at PBA in light of more recent and more detailed data than those on which the FPEIS is based. New population data were used to compute fatalities using the same computation methods and values for all other parameters as in the FPEIS. Results indicate that all alternatives are indistinguishable when the potential health impacts to the PBA community are considered. However, risks from on-site disposal are in all cases equal to or less than risks from other alternatives. Furthermore, no unique resources with the potential to prevent or delay implementation of on-site disposal at PBA have been identified.

The apparatus is preferably a baffle assembly, such as a vertical panel, adapted to span a width of the gap between the leading and trailing portions so as to impede cross-flow through the gap, with the span of the baffle assembly automatically adjusting for variations in the gap width when the leading and trailing portions pivot relative to each other.

    A method which is capable of calculating the unsteady flow field around circular-arc bluff bodies of zero thickness is presented. This method utilizes linear vortex panels to model the body surface and a portion of the wake surfaces. Discrete vortices are used to model the remainder of the wake surfaces. Separation is assumed to occur at the sharp edges of the bodies. Numerical results for circular-arc bodies with included angles of less than 180/degree/ are compared with experimental data and found to be in good agreement. 31 refs., 15 figs.

    An apparatus for reducing the aerodynamic base drag of a bluff body having a leading end, a trailing end, a top surface, opposing left and right side surfaces, and a base surface at the trailing end substantially normal to a longitudinal centerline of the bluff body, with the base surface joined (1) to the left side surface at a left trailing edge, (2) to the right side surface at a right trailing edge, and (3) to the top surface at a top trailing edge. The apparatus includes left and right vertical boattail plates which are orthogonally attached to the base surface of the bluff body and inwardly offset from the left and right trailing edges, respectively. This produces left and right vertical channels which generate, in a flowstream substantially parallel to the longitudinal centerline, respective left and right vertically-aligned vortical structures, with the left and right vertical boattail plates each having a plate width defined by a rear edge of the plate spaced from the base surface. Each plate also has a peak plate width at a location between top and bottom ends of the plate corresponding to a peak vortex of the respective vertically-aligned vortical structures.

  1. Large eddy simulation of forced ignition of an annular bluff-body burner

    The optimization of the ignition process is a crucial issue in the design of many combustion systems. Large eddy simulation (LES) of a conical shaped bluff-body turbulent nonpremixed burner has been performed to study the impact of spark location on ignition success. This burner was experimentally investigated by Ahmed et al. [Combust. Flame 151 (2007) 366-385]. The present work focuses on the case without swirl, for which detailed measurements are available. First, cold-flow measurements of velocities and mixture fractions are compared with their LES counterparts, to assess the prediction capabilities of simulations in terms of flow and turbulent mixing. Time histories of velocities and mixture fractions are recorded at selected spots, to probe the resolved probability density function (pdf) of flow variables, in an attempt to reproduce, from the knowledge of LES-resolved instantaneous flow conditions, the experimentally observed reasons for success or failure of spark ignition. A flammability map is also constructed from the resolved mixture fraction pdf and compared with its experimental counterpart. LES of forced ignition is then performed using flamelet fully detailed tabulated chemistry combined with presumed pdfs. Various scenarios of flame kernel development are analyzed and correlated with typical flow conditions observed in this burner. The correlations between, velocities and mixture fraction values at the sparking time and the success or failure of ignition, are then further discussed and analyzed. (author)

  2. Measuring Coastal Boating Noise to Assess Potential Impacts on Marine Life

    Article requested for submission in Sea Technology Magazine describing the Underwater Noise From Small Boats. An Overlooked Component of the Acoustic Environment in Coastal Areas. Underwater noise and its effects on marine life deserve attention as human activity in the marine environment increases. Noise can affect fish and marine mammals in ways that are physiological, as in auditory threshold shifts, and behavioral, as in changes in foraging habits. One anthropogenic source of underwater noise that has received little attention to date is recreational boating. Coastal areas and archipelago regions, which play a crucial role in the marine ecosystem, are often subject to high levels of boat traffic. In order to better understand the noise produced by a small powerboat, a test was conducted in Sequim Bay, Washington, using an instrumented research vessel and multiple acoustic sensors. The broadband noise and narrowband peak levels were observed from two different locations while the boat was operated under various conditions. The results, combined with background noise levels, sound propagation and local boat traffic patterns, can provide a picture of the total boating noise to which marine life may be subjected.

    The Department of Energy (DOE), Western Area Power Administration (Western) proposes to consolidate segments of two transmission lines near the Gering Substation in Gering, Nebraska. The transmission lines are both located in Scotts Bluff County, Nebraska. The transmission lines are both located in Scotts Bluff County, Nebraska, within the city of Gering. Presently, there are three parallel 115-kilovolt (kV) transmission lines on separate rights-of-way (ROW) that terminate at the Gering Substation. The project would include dismantling the Archer-Gering wood-pole transmission line and rebuilding the remaining two lines on single-pole steel double circuit structures. The project would consolidate the Gering-Stegall North and Gering-Stegall South 115-kV transmission lines on to one ROW for a 1.33-mile segment between the Gering Substation and a point west of the Gering Landfill. All existing wood-pole H-frame structures would be removed, and the Gering-Stegall North and South ROWs abandoned. Western is responsible for the design, construction, operation, and maintenance of the line. Western prepared an environmental assessment (EA) that analyzed the potential environmental impacts of the proposed construction, operation, and maintenance of the 115-kV transmission line consolidation. Based on the analyses in the EA, the DOE finds that the proposed action is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the National Environmental Policy Act of 1969 (NEPA).

    Alaska is the second largest oil producing state in the nation and currently contributes nearly 24% of the nations oil production. It is imperative that Alaskan heavy oil fields be brought into production. Schrader Bluff reservoir, located in the Milne Point Unit, which is part of the heavy oil field known as West Sak is estimated to contain 1.5 billion barrels of (14 to 21 degree API) oil-in-place. The field is currently under production by primary depletion. The eventual implementation of enhanced oil recovery (EOR) techniques will be vital for the recovery of additional oil from this reservoir. The availability of hydrocarbon gases (solvents) on the Alaska North Slope make the hydrocarbon miscible solvent injection process an important consideration for the EOR project in Schrader Bluff reservoir. Since Schrader Bluff oil is heavy and viscous, a water-alternating-gas (WAG) type of process for oil recovery is appropriate since such a process tends to derive synergetic benefits from both water injection (which provides mobility control and improvement in sweep efficiency) and miscible gas injection (which provides improved displacement efficiency). A miscible solvent slug injection process rather than continuous solvent injection is considered appropriate. Slim tube displacement studies, PVT data and asphaltene precipitation studies are needed for Schrader bluff heavy oil to define possible hydrocarbon solvent suitable for miscible solvent slug displacement process. Coreflood experiments are also needed to determine the effect of solvent slug size, WAG ratio and solvent composition on the recovery and solvent breakthrough. A compositional reservoir simulation study will be conducted later to evaluate the complete performance of the hydrocarbon solvent slug process and to assess the feasibility of this process for improving recovery of heavy oil from Schrader Bluff reservoir.

    Two patches of Columbian yellowcress on the Hanford Reach were visited in both 2011 and 2012 to compare ramet counts between years: near Allerd Pumphouse (Rkm 615.4) and near White Bluffs Boat Launch (Rkm 593.3) (Figure 3). In 2012, the population near Allerd Pumphouse had 45 ramets present within a 5x3 m area. At the same population in 2011, there were 60 ramets. In 2012, the population near White Bluffs Boat Launch had 105 ramets in a 2x2 m area. At the same population in 2011, there were 100 ramets. This data shows that while annual variability does exist, ramet counts were relatively similar from 2011 to 2012. This is likely due to the similar flow regimes of 2011 and 2012, which both had above average snowpack, high flows, and extended spring flooding seasons. A total of 19.6 miles (31.5 km) of the Hanford shoreline were surveyed in 2012, with ten patches identified and approximately 1,250 ramets counted. It is not known how many individual plants this count represents due to the rhizomatous nature of the species. Two of these sites were identified previously in the WNHP database, and the remaining eight were newly identified locations. Eleven of the ramets had flowers and/or buds in the patches located during 2012, but no fruits were found

    Cree has developed a new, high-efficiency, low-cost, light emitting diode (LED) module that should be capable of replacing standard, halogen, fluorescent and metal halide lamps based on the total cost of ownership. White LEDs are produced by combining one or more saturated color LEDs with a phosphor or other light down-converting media to achieve white broad-band illumination. This two year project addressed LED chip, package and phosphor efficiency improvements to establish a technology platform suitable for low-cost, high-efficiency commercial luminaires. New phosphor materials with improved quantum efficiency at 'real-life' operating conditions were developed along with new package technology to improve the efficiency of warm white LED modules compared to the baseline technology. Specifically, Cree has successfully demonstrated warm white LED modules providing 540 lumens at a correlated color temperature (CCT) of 3000 K. The LED module had an efficacy of 102.8 lumens per watt (LPW) using 1 mm2 chips biased at 350 mA - a 27% improvement over the technology at project start (81 LPW at 3000K). The white modules also delivered an efficacy of 88 LPW at elevated junction temperatures of 125 C. In addition, a proof-of-concept 4-inch downlight luminaire produced a flux of 1183 lumens at a CCT of 2827 K and a color rendering index (CRI) of 80 using this project's phosphor developments.

    We report quantum-mechanical investigations that predict the formation of white graphene and nano-sized white graphite from the first-order phase transformations of nano-sized boron nitride thin-films. The phase transformations from the nano-sized diamond-like structure, when the thickness d > 1.4 nm, to the energetically more stable nano-sized white graphite involve low activation energies of less than 1.0 eV. On the other hand, the diamond-like structure transforms spontaneously to white graphite when d ≤ 1.4 nm. In particular, the two-dimensional structure with single-layer boron nitride, the so-called white graphene, could be formed as a result of such transformation.

    We present a method for counting white blood cells that is uniquely compatible with centrifugation based microfluidics. Blood is deposited on top of one or more layers of density media within a microfluidic disk. Spinning the disk causes the cell populations within whole blood to settle through the media, reaching an equilibrium based on the density of each cell type. Separation and fluorescence measurement of cell types stained with a DNA dye is demonstrated using this technique. The integrated signal from bands of fluorescent microspheres is shown to be proportional to their initial concentration in suspension. Among the current generation of medical diagnostics are devices based on the principle of centrifuging a CD sized disk functionalized with microfluidics. These portable 'lab on a disk' devices are capable of conducting multiple assays directly from a blood sample, embodied by platforms developed by Gyros, Samsung, and Abaxis. [1,2] However, no centrifugal platform to date includes a differential white blood cell count, which is an important metric complimentary to diagnostic assays. Measuring the differential white blood cell count (the relative fraction of granulocytes, lymphocytes, and monocytes) is a standard medical diagnostic technique useful for identifying sepsis, leukemia, AIDS, radiation exposure, and a host of other conditions that affect the immune system. Several methods exist for measuring the relative white blood cell count including flow cytometry, electrical impedance, and visual identification from a stained drop of blood under a microscope. However, none of these methods is easily incorporated into a centrifugal microfluidic diagnostic platform.

  14. Applying the LANL Statistical Pattern Recognition Paradigm for Structural Health Monitoring to Data from a Surface-Effect Fast Patrol Boat

    This report summarizes the analysis of fiber-optic strain gauge data obtained from a surface-effect fast patrol boat being studied by the staff at the Norwegian Defense Research Establishment (NDRE) in Norway and the Naval Research Laboratory (NRL) in Washington D.C. Data from two different structural conditions were provided to the staff at Los Alamos National Laboratory. The problem was then approached from a statistical pattern recognition paradigm. This paradigm can be described as a four-part process: (1) operational evaluation, (2) data acquisition & cleansing, (3) feature extraction and data reduction, and (4) statistical model development for feature discrimination. Given that the first two portions of this paradigm were mostly completed by the NDRE and NRL staff, this study focused on data normalization, feature extraction, and statistical modeling for feature discrimination. The feature extraction process began by looking at relatively simple statistics of the signals and progressed to using the residual errors from auto-regressive (AR) models fit to the measured data as the damage-sensitive features. Data normalization proved to be the most challenging portion of this investigation. A novel approach to data normalization, where the residual errors in the AR model are considered to be an unmeasured input and an auto-regressive model with exogenous inputs (ARX) is then fit to portions of the data exhibiting similar waveforms, was successfully applied to this problem. With this normalization procedure, a clear distinction between the two different structural conditions was obtained. A false-positive study was also run, and the procedure developed herein did not yield any false-positive indications of damage. Finally, the results must be qualified by the fact that this procedure has only been applied to very limited data samples. The study rejected biogas options due to availability and site constraints, but found a favorable environment for technical and financial feasibility of installing a 5 MMBtu hot water boiler system to offset 60-70 percent of current fuel oil and propane usage.

    A parametric study was conducted to evaluate the stability of the White Oak Dam (WOD) embankment and foundation. Slope stability analyses were performed for the upper and lower bound soil properties at three sections of the dam using the PCSTABL4 computer program. Minimum safety factors were calculated for the applicable seismic and static loading conditions. Liquefaction potential of the dam embankment and foundation solid during the seismic event was assessed by using simplified procedures. The WOD is classified as a low hazard facility and the Evaluation Basis Earthquake (EBE) is defined as an earthquake with a magnitude of m{sub b} = 5.6 and a Peak Ground Accelerator (PGA) of 0.13 g. This event is approximately equivalent to a Modified Mercalli Intensity of VI-VIII. The EBE is used to perform the seismic evaluation for slope stability and liquefaction potential. Results of the stability analyses and the liquefaction assessment lead to the conclusion that the White Oak Dam is safe and stable for the static and the seismic events defined in this study. Ogden Environmental, at the request of MMES, has checked and verified the calculations for the critical loading conditions and performed a peer review of this report. Ogden has determined that the WOD is stable under the defined static and seismic loading conditions and the embankment materials are in general not susceptible to liquefaction.

    President Clinton has directed the White House office on Environmental Policy to coordinate an interagency process to develop a plan to fulfill the commitment he made in his Earth Day address on April 21, 1993. This plan will become the cornerstone of the Climate Change Plan that will be completed shortly after the Rio Accord enters into force. The Office on Environmental Policy established the Interagency Climate Change Mitigation Group to draw on the expertise of federal agencies including the National Economic Council; the Council of Economic Advisors; the Office of Science and Technology Policy; the Office of Management and Budget; the National Security Council; the Domestic Policy Council; the Environmental Protection Agency; and the Departments of Energy, Transportation, Agriculture, Interior, Treasury, Commerce, and State. Working groups have been established to examine six key policy areas: energy demand, energy supply, joint implementation, methane and other gases, sinks, and transportation. The purpose of the White House Conference on Global Climate Change was to ``tap the real-world experiences`` of diverse participants and seek ideas and information for meeting the President`s goals. During the opening session, senior administration officials defined the challenge ahead and encouraged open and frank conversation about the best possible ways to meet it.

  3. Freak waves in white dwarfs and magnetars

    We report properties of ion acoustic freak waves that propagate in a plasma composed of warm ions and ultrarelativistic electrons and positrons. The dynamics of the nonlinear freak waves is governed by the nonlinear Schroedinger equation. The possible region for the freak waves to exist is defined precisely for typical parameters of white dwarfs and magnetars corona. It is found that for low wave number, the nonlinear ion-acoustic wave packets are structurally stable in magnetars corona than in white dwarfs. However, for large wave numbers the situation is opposite. The critical wave number threshold (k{sub c}), which indicates where the modulational instability sets in, is defined for both applications. It is seen that near to k{sub c} the freak wave amplitude becomes high, but it decreases whenever we stepped away from k{sub c}. For the wave numbers close to k{sub c}, the increase of the unperturbed density ratio of positrons-to-electrons ({beta}) would lead to increase the freak wave amplitude, but for larger wave numbers the amplitude decreases with the increase of {beta}.

    An illumination grade warm white (WW) LED, having correlated color temperature (CCT) between 2800 K and 3500K and capable of producing 800 lm output at 100 lm/W, has been developed in this program. The high power WW LED is an ideal source for use as replacement for incandescent, and Halogen reflector and general purpose lamps of similar lumen value. Over the two year period, we have made following accomplishments: developed a high power warm white LED product and made over 50% improvements in light output and efficacy. The new high power WW LED product is a die on ceramic surface mountable LED package. It has four 1x1 mm{sup 2} InGaN pump dice flip chip attached to a ceramic submount in 2x2 array, covered by warm white phosphor ceramic platelets called Lumiramica and an overmolded silicone lens encapsulating the LED array. The performance goal was achieved through breakthroughs in following key areas: (1) High efficiency pump LED development through pump LED active region design and epi growth quality improvement (funded by internal programs). (2) Increase in injection efficiency (IE) represented by reduction in forward voltage (V{sub f}) through the improvement of the silver-based p-contact and a reduction in spreading resistance. The injection efficiency was increased from 80% at the start of the program to 96% at the end of the program at 700 mA/mm{sup 2}. (3) Improvement in thermal design as represented by reduction in thermal resistance from junction to case, through improvement of the die to submount connection in the thin film flip chip (TFFC) LED and choosing the submount material of high thermal conductivity. A thermal resistance of 1.72 K/W was demonstrated for the high power LED package. (4) Improvement in extraction efficiency from the LED package through improvement of InGaN die level and package level optical extraction efficiency improvement. (5) Improvement in phosphor system efficiency by improving the lumen equivalent (LE) and phosphor package

Starting with the 2012 White Book, BPA changed the annual production schedule for future White Books. BPA is scheduled to publish a complete White Book, which includes a Federal System Needs Assessment analysis, every other year (even years).     This white paper has been prepared to document the approach to develop strategies to address Idaho National Engineering and Environmental Laboratory (INEEL) science and technology needs/uncertainties to support completion of INEEL Idaho Completion Project (Environmental Management [EM]) projects against the 2012 plan. Important Idaho Completion Project remediation and clean-up projects include the 2008 OU 10-08 Record of Decision, completion of EM by 2012, Idaho Nuclear Technology and Engineering Center Tanks, INEEL CERCLA Disposal Facility, and the Radioactive Waste Management Complex. The objective of this effort was to develop prioritized operational needs and uncertainties that would assist Operations in remediation and clean-up efforts at the INEEL and develop a proposed path forward for the development of science strategies to address these prioritized needs. Fifteen needs/uncertainties were selected to develop an initial approach to science strategies. For each of the 15 needs/uncertainties, a detailed definition was developed. This included extracting information from the past interviews with Operations personnel to provide a detailed description of the need/uncertainty. For each of the 15 prioritized research and development needs, a search was performed to identify the state of the associated knowledge. The knowledge search was performed primarily evaluating ongoing research. The ongoing research reviewed included Environmental Systems Research Analysis, Environmental Management Science Program, Laboratory Directed Research and Development, Inland Northwest Research Alliance, United States Geological Survey, and ongoing Operations supported projects. Results of the knowledge search are documented as part of this document.

    We announce the discovery of the most massive pulsating hydrogen-atmosphere white dwarf (WD) ever discovered, GD 518. Model atmosphere fits to the optical spectrum of this star show it is a 12, 030 {+-} 210 K WD with a log g =9.08 {+-} 0.06, which corresponds to a mass of 1.20 {+-} 0.03 M{sub Sun }. Stellar evolution models indicate that the progenitor of such a high-mass WD endured a stable carbon-burning phase, producing an oxygen-neon-core WD. The discovery of pulsations in GD 518 thus offers the first opportunity to probe the interior of a WD with a possible oxygen-neon core. Such a massive WD should also be significantly crystallized at this temperature. The star exhibits multi-periodic luminosity variations at timescales ranging from roughly 425 to 595 s and amplitudes up to 0.7%, consistent in period and amplitude with the observed variability of typical ZZ Ceti stars, which exhibit non-radial g-mode pulsations driven by a hydrogen partial ionization zone. Successfully unraveling both the total mass and core composition of GD 518 provides a unique opportunity to investigate intermediate-mass stellar evolution, and can possibly place an upper limit to the mass of a carbon-oxygen-core WD, which in turn constrains Type Ia supernovae progenitor systems.

    The Pacific Northwest Loads and Resources Study (White Book) is published annually by BPA and establishes the planning basis for supplying electricity to customers. It serves a dual purpose. First, the White Book presents projections of regional and Federal system load and resource capabilities, along with relevant definitions and explanations. Second, the White Book serves as a benchmark for annual BPA determinations made pursuant to the 1981 regional power sales contracts. Specifically, BPA uses the information in the White Book for determining the notice required when customers request to increase or decrease the amount of power purchased from BPA. The White Book compiles information obtained from several formalized resource planning reports and data submittals, including those from the Northwest Power Planning Council (Council) and the Pacific Northwest Utilities Conference Committee (PNUCC). The White Book is not an operational planning guide, nor is it used for inventory planning to determine BPA revenues. Operation of the Federal Columbia River Power System (FCRPS) is based on a set of criteria different from that used for resource planning decisions. Operational planning is dependent upon real-time or near-term knowledge of system conditions, including expectations of river flows and runoff, market opportunities, availability of reservoir storage, energy exchanges, and other factors affecting the dynamics of operating a power system. The 1998 White Book is presented in two documents: (1) this summary of Federal system and Pacific Northwest region loads and resources; and (2) a technical appendix detailing the loads and resources for each major Pacific Northwest generating utility. This analysis updates the December 1997 Pacific Northwest Loads and Resources Study.

    We present a detailed analysis of 108 helium-line (DB) white dwarfs based on model atmosphere fits to high signal-to-noise optical spectroscopy. We derive a mean mass of 0.67 M{sub sun} for our sample, with a dispersion of only 0.09 M{sub sun}. White dwarfs also showing hydrogen lines, the DBA stars, comprise 44% of our sample, and their mass distribution appears similar to that of DB stars. As in our previous investigation, we find no evidence for the existence of low-mass (M < 0.5 M{sub sun}) DB white dwarfs. We derive a luminosity function based on a subset of DB white dwarfs identified in the Palomar-Green Survey. We show that 20% of all white dwarfs in the temperature range of interest are DB stars, although the fraction drops to half this value above T{sub eff} {approx} 20,000 K. We also show that the persistence of DB stars with no hydrogen features at low temperatures is difficult to reconcile with a scenario involving accretion from the interstellar medium, often invoked to account for the observed hydrogen abundances in DBA stars. We present evidence for the existence of two different evolutionary channels that produce DB white dwarfs: the standard model where DA stars are transformed into DB stars through the convective dilution of a thin hydrogen layer and a second channel where DB stars retain a helium atmosphere throughout their evolution. We finally demonstrate that the instability strip of pulsating V777 Her white dwarfs contains no non-variables, if the hydrogen content of these stars is properly accounted for.

    White-rot fungi, growing on lignocellulosic substrates, have been successfully used as active organisms in biofilters. Filters using these fungi have a very high biological active surface area, allowing for high degrees of retention, a comparatively low pressure drop, and a high physical stability. The unspecific action of the extracellular enzymes of the white-rot fungi allows for the degradation of a wide variety of substances by the same organism. Degradation of several compounds in the gas phase by the white-rot fungi Trametes versicolor, Pleurotus ostreatus, Bjerkandera adusta, and Phanerochaete chrysosporium was tested. Among the aromatic solvents, styrene was the compound that was most readily degraded, followed by ethylbenzene, xylenes, and toluene. Tetrahydrofuran and dichloromethane were also degraded, whereas dioxane could not be attacked by fungi under the conditions used. Acrylonitrile and aniline were degraded very well, whereas pyridine was resistant to degradation. The process for removing styrene is now in the scaling-up stage.

  20. Constraining the neutrino magnetic dipole moment from white dwarf pulsations

    Pulsating white dwarf stars can be used as astrophysical laboratories to constrain the properties of weakly interacting particles. Comparing the cooling rates of these stars with the expected values from theoretical models allows us to search for additional sources of cooling due to the emission of axions, neutralinos, or neutrinos with magnetic dipole moment. In this work, we derive an upper bound to the neutrino magnetic dipole moment (?{sub ?}) using an estimate of the rate of period change of the pulsating DB white dwarf star PG 1351+489. We employ state-of-the-art evolutionary and pulsational codes which allow us to perform a detailed asteroseismological period fit based on fully DB white dwarf evolutionary sequences. Plasmon neutrino emission is the dominant cooling mechanism for this class of hot pulsating white dwarfs, and so it is the main contributor to the rate of change of period with time (Pidot) for the DBV class. Thus, the inclusion of an anomalous neutrino emission through a non-vanishing magnetic dipole moment in these sequences notably influences the evolutionary timescales, and also the expected pulsational properties of the DBV stars. By comparing the theoretical Pidot value with the rate of change of period with time of PG 1351+489, we assess the possible existence of additional cooling by neutrinos with magnetic dipole moment. Our models suggest the existence of some additional cooling in this pulsating DB white dwarf, consistent with a non-zero magnetic dipole moment with an upper limit of ?{sub ?}?<10{sup -11}?{sub B}. This bound is somewhat less restrictive than, but still compatible with, other limits inferred from the white dwarf luminosity function or from the color-magnitude diagram of the Globular cluster M5. Further improvements of the measurement of the rate of period change of the dominant pulsation mode of PG 1351+489 will be necessary to confirm our bound.

    Some organic pollutant compounds are considered resistant to conventional bioremediation because of their structure or behavior in soil. This phenomenon, together with the increasing need to reach lower target levels in shorter time periods, has shown the need for improved or alternative biological processes. It has been known for some time that the white-rot fungi, particularly the species Phanerochaete chrysosporium, have potentially useful abilities to rapidly degrade pollutant molecules. The use of white-rot fungi at the field scale presents a number of challenges, and this paper outlines the use of a process incorporating Phanerochaete to successfully bioremediate over 6,000 m{sup 3} of chlorophenol-contaminated soil at a site in Finland. Moreover, the method developed is very cost-effective and proved capable of reaching the very low target levels within the contracted time span.

    Universal Display Corporation (UDC) successfully demonstrated an all phosphorescent white organic light emitting diode (WOLED™) with a power efficacy of 45 lm/W at 1,000 cd/m2. This high-efficacy device was enabled by lowering the device operating voltage, increasing the outcoupling efficiency to ~40% from ~20%, and by incorporating highly efficient phosphorescent emitters that are capable of converting nearly all current passing through a WOLED into light.

    Heavy ground vehicles, especially those involved in long-haul freight transportation, consume a significant part of our nation's energy supply. it is therefore of utmost importance to improve their efficiency, both to reduce emissions and to decrease reliance on imported oil. At highway speeds, more than half of the power consumed by a typical semi truck goes into overcoming aerodynamic drag, a fraction which increases with speed and crosswind. Thanks to better tools and increased awareness, recent years have seen substantial aerodynamic improvements by the truck industry, such as tractor/trailer height matching, radiator area reduction, and swept fairings. However, there remains substantial room for improvement as understanding of turbulent fluid dynamics grows. The group's research effort focused on vortex particle methods, a novel approach for computational fluid dynamics (CFD). Where common CFD methods solve or model the Navier-Stokes equations on a grid which stretches from the truck surface outward, vortex particle methods solve the vorticity equation on a Lagrangian basis of smooth particles and do not require a grid. They worked to advance the state of the art in vortex particle methods, improving their ability to handle the complicated, high Reynolds number flow around heavy vehicles. Specific challenges that they have addressed include finding strategies to accurate capture vorticity generation and resultant forces at the truck wall, handling the aerodynamics of spinning bodies such as tires, application of the method to the GTS model, computation time reduction through improved integration methods, a closest point transform for particle method in complex geometrics, and work on large eddy simulation (LES) turbulence modeling.

This achievement represents a significant milestone for OLED technology, demonstrating performance that surpasses the power efficacy of incandescent bulbs with less than 15 lm/W and fluorescent lamps at 60-90 lm/W.   14. White Pine Co. Public School System Biomass Conversion Heating Project

    The White Pine County School District and the Nevada Division of Forestry agreed to develop a pilot project for Nevada using wood chips to heat the David E. Norman Elementary School in Ely, Nevada. Consideration of the project was triggered by a ''Fuels for Schools'' grant that was brought to the attention of the School District. The biomass project that was part of a district-wide energy retrofit, called for the installation of a biomass heating system for the school, while the current fuel oil system remained as back-up. Woody biomass from forest fuel reduction programs will be the main source of fuel. The heating system as planned and completed consists of a biomass steam boiler, storage facility, and an area for unloading and handling equipment necessary to deliver and load fuel. This was the first project of it's kind in Nevada. The purpose of the DOE funded project was to accomplish the following goals: (1) Fuel Efficiency: Purchase and install a fuel efficient biomass heating system. (2) Demonstration Project: Demonstrate the project and gather data to assist with further research and development of biomass technology; and (3) Education: Educate the White Pine community and others about biomass and other non-fossil fuels.

    Analyses of sediment samples collected near the mouth of White Oak Creek during the summer of 1990 revealed [sup 137]Cs concentrations [> 10[sup 6] Bq/kg dry wt (> 10[sup 4] pCi/g dry wt)] near the sediment surface. Available evidence indicates that these relatively high concentrations of [sup 137]Cs now at the sediment surface were released from White Oak Dam in the mid-1950s and had accumulated at depositionalsites in the embayment. These accumulated sediments are being eroded and transported downstream primarily during winter low-water levels by flood events and by a combination of normal downstream flow and the water turbulence created by the release of water from Melton Hill Dam during hydropower generation cycles. This report provides a more thorough characterization of the extent of contamination in WOCE than was previously available. Environmental samples collected from WOCE were analyzed for organic, inorganic, and radiological contaminants in fish, water, and sediment. These results were used to conduct a human health effects screening analysis. Walkover radiation surveys conducted inside the fenced area surrounding the WOCE at summer-pool (741 ft MSL) and at winter-pool (733 ft MSL) level, indicated a maximum exposure rate of 3 mR h[sup 1] 1 m above the soil surface.

    An illumination-grade warm-white LED, having correlated color temperature (CCT) between 2700 and 3500 K and capable of producing 1000 lm output at over 130 lm/W at room temperature, has been developed in this program. The high-power warm-white LED is an ideal source for use in indoor and outdoor lighting applications. Over the two year period, we have made the following accomplishments: • Developed a low-cost high-power white LED package and commercialized a series of products with CCT ranging from 2700 to 5700 K under the product name LUXEON M; • Demonstrated a record efficacy of 124.8 lm/W at a flux of 1023 lm, CCT of 3435 K and color rendering index (CRI) over 80 at room temperature in the productized package; • Demonstrated a record efficacy of 133.1 lm/W at a flux of 1015 lm, CCT of 3475 K and CRI over 80 at room temperature in an R&D package. The new high-power LED package is a die-on-ceramic surface mountable LED package. It has four 2 mm2 InGaN pump dice, flip-chip attached to a ceramic submount in a 2x2 array configuration. The submount design utilizes a design approach that combines a high-thermal- conductivity ceramic core for die attach and a low-cost and low-thermal-conductivity ceramic frame for mechanical support and as optical lens carrier. The LED package has a thermal resistance of less than 1.25 K/W. The white LED fabrication also adopts a new batch level (instead of die-by-die) phosphor deposition process with precision layer thickness and composition control, which provides not only tight color control, but also low cost. The efficacy performance goal was achieved through the progress in following key areas: (1) high-efficiency royal blue pump LED development through active region design and epitaxial growth quality improvement (funded by internal programs); (2) improvement in extraction efficiency from the LED package through improvement of InGaN-die-level and package-level optical extraction efficiency; and (3) improvement in phosphor

    The NMT-1 and NMT-3 organizations within the Chemical and Metallurgical Research (CMR) facility at the Los Alamos National Laboratory (LANL) is working to achieve Waste Isolation Pilot Plant (WIPP) certification to enable them to transport their TRU waste to WIPP. In particular, the NMT-1 management is requesting support from the Idaho National Engineering and Environmental Laboratory (INEEL) to assist them in making the Laboratory Information Management System (LIMS) software WIPP certifiable. Thus, LIMS must be compliant with the recognized software quality assurance (SQA) requirements stated within the QAPD. Since the Idaho National Engineering and Environmental Laboratory (INEEL) has achieved WIPP certification, INEEL personnel can provide valuable assistance to LANL by sharing lessons learned and recommendations. Thus, this white paper delineates the particular software quality assurance requirements required for WIPP certification.

    As part of a collaboration with the White House Office of Media Affairs, members of the MIT Artificial Intelligence Laboratory designed a system, called COMLINK, which distributes a daily stream of documents released by the Office of Media Affairs. Approximately 4000 direct subscribers receive information from this service but more than 100,000 people receive the information through redistribution channels. The information is distributed via Email and the World Wide Web. In such a large scale distribution scheme, there is a constant problem of subscriptions becoming invalid because the user`s Email account has terminated. This causes a backwash of hundreds of {open_quotes}bounced mail{close_quotes} messages per day which must be processed by the operators of the COMLINK system. To manage this annoying but necessary task, an expert system named BMES was developed to diagnose the failures of information delivery.

  8. Waste treatment of kraft effluents by white-rot fungi

    The residual lignin in unbleached kraft pulp is commonly removed to afford a fully bleached pulp through a multi-stage bleaching process consisting of chlorination and alkaline-extraction stages. The effluent from such a bleaching process is of growing environmental concern because it shows a dark brown color and contains numerous chlorinated organic substances. Moreover, this effluent is not easily recycled within a mill recovery system because of the potential corrosion problems created by its high chlorine content. White-rot fungi have even heavily modified lignin such as kraft lignin and atoms demonstrated that kraft bleaching effluent can be rot fungi, in particular, Trametes versicolor and this review lecture, the possibility of the application of kraft effluents will be discussed.

  9. White Oak Creek Watershed topographic map and related materials

    On March 22, 1978 a contract was let to Accu-Air Surveys, Inc., of Seymour, Indiana, to produce a topographic map of the White Oak Creek Watershed. Working from photography and ground control surveys, Accu-Air produced a map to ORNL's specifications. The map is in four sections (N.W., N.E., S.W., S.E.) at a scale of 1:2400. Contour intervals are 5 ft (1.5 m) with accented delineations every 25 ft (7.6 m). The scribe method was used for the finished map. Planimetric features, roads, major fence lines, drainage features, and tree lines are included. The ORNL grid is the primary coordinate system which is superimposed on the state plain coordinates.

  10. 70 DA WHITE DWARFS IDENTIFIED IN LAMOST PILOT SURVEY

    We present a spectroscopically identified catalog of 70 DA white dwarfs (WDs) from the LAMOST pilot survey. Thirty-five are found to be new identifications after cross-correlation with the Eisenstein et al. and Villanova catalogs. The effective temperature and gravity of these WDs are estimated by Balmer lines fitting. Most of them are hot WDs. The cooling times and masses of these WDs are estimated by interpolation in theoretical evolution tracks. The peak of the mass distribution is found to be {approx}0.6 M {sub Sun }, which is consistent with prior work in the literature. The distances of these WDs are estimated using the method of synthetic spectral distances. All of these WDs are found to be in the Galactic disk from our analysis of space motions. Our sample supports the expectation that WDs with high mass are concentrated near the plane of the Galactic disk.
